GEM Residences @ Prai

A mainland Penang project, so the foreign-buyer floor is RM500,000, not the island’s RM1,000,000 — Seberang Perai plays by different rules from the island.

GEM Residences @ Prai at a glance

The single most valuable thing on this page is a rule, not a specification. Penang does not apply one foreign-buyer threshold across the state. On the island a non-citizen must pay at least RM1,000,000 for strata property. In Seberang Perai — the mainland, where this project is — the strata sub-sale threshold is RM500,000, and a lower tier of RM400,000 existed for units bought direct from a developer under Penang's overhang-focused Home Ownership Campaign, valid for sale and purchase agreements signed between 1 January and 31 December 2024. The government advertising permit bands here run from RM242,000 to RM902,800 — the band on the permit, not the price of any unit. That combination means eligibility at GEM Residences genuinely turns on which unit, at what price, under which tier, in which year — and it must be confirmed in writing with the Penang Land and Mines Office and your solicitor before you sign. Nothing on this page substitutes for that letter.

Why this address

Six things that make Prai a different calculation from the island

Same state, different rulebook, different price per square foot, and a different set of risks.

🧮

The threshold is half the island's

Seberang Perai strata sub-sale for a non-citizen starts at RM500,000, against RM1,000,000 on the island. For a foreign buyer that is the difference between a whole state being open and only its top end being open.

🛍

The mall is by the same developer

GEM Megamall sits inside the same 20-acre masterplan. That is genuine integration — and also means the anchor amenity's timing is the developer's timing, not an independent tenant's.

🏭

Prai is a working industrial catchment

The Prai industrial zone, Penang Sentral and Seberang Jaya Hospital are all in the developer's own drive-time list. A rental market built on employment rather than tourism behaves very differently — steadier, lower headline yield, less seasonal.

🏢

Commercial title is reported here

The government register permits all 978 units as SOHO, and media coverage describes commercial titles. Budget commercial assessment rates, commercial water and electricity tariffs and a lower bank margin. Confirm it from the title, not from a headline.

📆

It has already slipped once

The first sale and purchase agreement (26 December 2019) promised keys by 26 December 2022. The register shows a 23-month extension was approved, moving the deadline to 26 November 2024; the CCC followed on 16 January 2025 and vacant possession on 17 January 2025.

📊

40% was unsold at topping out

60% sold at January 2024. In a state that recorded 3,165 completed unsold homes in Q1 2026, a large unsold balance at practical completion means you may be competing with the developer itself when you come to resell.

Project DNA

The whole development, decoded

Four towers, 38 storeys each, 978 residential units and 15 ground-floor retail lots that the developer leases rather than sells. Facilities sit on two levels — a sports and recreational club on Level 8 and a sky park on Level 38. The developer claims 42 facilities in total. The retail lots being retained rather than sold is worth noting: it means the ground-floor tenant mix stays under one owner's control, which is usually better for residents than a hundred separately-owned strata shops.

Type A · the compact layout

The smallest published layout. The developer's overall band starts at 441 sq ft, so Type A is that end of the range — but Belleview never captions Type A with a square footage in text, so I am giving you the band rather than a number I cannot attribute. With the permit bands starting at RM242,000, this is the layout most likely to fall below the RM500,000 mainland sub-sale threshold for non-citizens. For a Malaysian buyer it is the cheapest way into the masterplan.

Type B1 / B2 · around 1,050 sq ft

Belleview's own show-unit gallery captions Type B1 at 1,050 sq ft. B2 is published as a floor plan but not captioned with an area, so I have not assigned it one. At a thousand-odd square feet in Prai, this is family accommodation at a price per square foot the island cannot match — and on any plausible pricing it clears the RM500,000 mainland threshold comfortably.

The developer's own show-unit captions give C1 at 1,162 sq ft and C3 at 1,445 sq ft. C2 has a published plan without a captioned area. Note one oddity in Belleview's gallery: a caption reading Type D at 1,445 sq ft appears even though no Type D floor plan is published anywhere. That is most likely a labelling slip for C3, and it is exactly the kind of thing to have clarified in writing rather than assumed.

The masterplan around it

GEM Residences is one component of a reported 20-acre, RM2.5 billion development that also contains GEM Megamall — marketed as the largest mall in the northern region, with a SOGO department store — and a four-star hotel. Fifteen ground-floor retail lots called GEM Shoppes sit under the residences and are leased by the developer rather than sold. The upside of buying into a masterplan is integration; the risk is that the amenity you are paying for arrives on the developer's schedule, not yours.

Two facility levels — 8 and 38

Taken from the developer's own published facilities descriptions for Level 8 and Level 38. One inconsistency to flag: the project site advertises an advanced five-tiered security system while a business-press article describes a three-tiered one. Both cannot be right, and security tiering is a reasonable thing to ask to see specified in the S&P.

Source: teduh.kpkt.gov.my, project 7252-5, read 29 September 2026. Tower names come from the register's unit numbers (for example CORAL/09/07) and match the four towers named in business press.

31 floors on the register, 38 storeys in the brochure

The register's floor field records 31 for each component, and its unit list places homes on floors numbered 09 to 37, with 13A, 23A and 33A used instead of 14, 24 and 34. The developer's 38 counts the whole tower, including the levels below the homes, the Level 8 club deck and the Level 38 sky park. They are different counts of the same building; if a floor matters to you, go by the unit number on your agreement.

What a finished building changes for a buyer today

There is no construction risk left to price. You can inspect the actual unit, view and facilities before you sign, and a bank lends against a certified building rather than a progress schedule. Under the Schedule H agreement the defect liability period runs 24 months from vacant possession, so to around January 2027 for original purchasers. The questions that matter now are strata questions: the maintenance fee and sinking fund actually billed, the management body's accounts, and any defects logged for your unit.

Layouts

All 6 GEM Residences @ Prai floor plans

Six layout sheets are published — A, B1, B2, C1, C2 and C3 — while business-press coverage says eight layout types exist. Two are therefore not online. The sizes I can attribute to a specific type from the developer's own captions are B1 at 1,050 sq ft, C1 at 1,162 sq ft and C3 at 1,445 sq ft. The overall published band is 441 to 1,445 sq ft, so Type A is the smallest — but the developer never explicitly captions Type A with a square footage, so I am not going to print one for it.

Location & connectivity

Where GEM Residences @ Prai sits

Jalan Baru, Prai, in Seberang Perai — the Penang mainland, not the island. That distinction is not geography trivia here: the state applies a different, and much lower, minimum purchase price to non-citizens on this side of the channel. The 13700 Seberang Jaya postcode is from listing records rather than a developer document.

Open in Google Maps →
📍 5.3802676, 100.397065713700 Seberang Perai

This is one of the few coordinates in this batch that is genuinely the developer's own. Both belleview.com.my and gem-residences.com.my link to a Google Maps record for GEM Residences Penang at this point. It is a place pin, not a surveyed boundary, but it comes from the developer rather than from a portal.

The mall is the whole thesis, so check whether it is trading. GEM Residences is marketed as sitting beside “the largest shopping mall in the northern region”. That mall — GEM Megamall — is part of the same developer's 20-acre masterplan, and on Belleview's own website menu it was still listed as Opening Soon. Buying a residence because of an anchor amenity that has not opened is a timing risk, not a location advantage. Ask for the mall's opening date in writing on the same day you ask for the price.

How to run this check yourself — the seven status words, why searching by marketing name fails, and the register status of all 175 developments on this site →

Read from teduh.kpkt.gov.my on 27 August 2026 and re-checked on 29 September 2026. Pull it yourself: teduh.kpkt.gov.my/semakan-status-kemajuan?kodProjek=7252-5

Three fields agree

The licensed company is Regata Maju Sdn Bhd, which this page names. The register counts 978 units — exactly the figure this page carries. And the register coordinate sits about 450 metres (straight-line) from the location this site had already verified.

One oddity, reported as I found it: the register’s project-name field for 7252-5 contains the company name rather than a project name. That looks like a data-entry artefact at the registry end. It is why searching this register for “GEM Residences” returns nothing — and it is a good illustration of why “I could not find it” is never the same as “it is not there”.

The single most important line: the permit says SOHO

Both components are permitted as SOHO — small office / home office — not as serviced apartments and not as residential apartments. The name on the building says Residences. The licence says SOHO.

This is not a scandal and it is not unusual on the Penang mainland. But it changes several things that cost real money, every month, for as long as you own it:

Utilities. SOHO units are typically on commercial electricity and water tariffs, which are materially higher than domestic rates. Over a decade of ownership this is not a rounding error.

Assessment rates. The local council usually assesses commercial-titled property at a higher rate than residential.

Financing. Some banks treat SOHO as commercial lending — different margin of finance, different tenure, sometimes a different interest rate. Get a written loan offer before you commit, not after.

Resale. Your future buyer inherits every one of the above, and it will show up in the price.

Ask the seller and your lawyer one question: what does the title actually say? Not the brochure, not the signboard — the title.

The expired permit here is not a warning sign

The permit lapsed on 2 March 2025, and both components are 100% complete with the Certificate of Completion and Compliance issued. An advertising and developer’s licence exists to allow the sale of units that do not yet exist; once the building is finished there is nothing left to sell off-plan and the licence is simply not renewed. That is the normal end of the process.

An expired permit is a warning sign in the opposite case — still building, still being marketed, permit date in the past. That is not this project.

Two blocks of 489, at very different price bands

One component was permitted at RM351,800 to RM902,800; the other at RM242,000 to RM813,000. Same development, same completion date, and a permitted floor that differs by more than RM100,000.

Those are launch-era legal ceilings, not today’s values. On a completed building the only meaningful evidence is actual transacted prices. What the band does give you is a sanity check: if you are quoted a resale price far outside this range in either direction, that is a question to ask out loud.

Delivery period: Schedule H, 36 months, extended by 23

The sale agreements are on the Schedule H (strata) form with a 36-month delivery period counted from the first agreement on 26 December 2019, so keys were originally due by 26 December 2022. The register records an approved extension of 23 months, giving a new deadline of 26 November 2024 (59 months in all). Vacant possession came on 17 January 2025, 52 days after that extended date.

Whether any purchaser is owed late-delivery damages for those days depends on the wording of each agreement and of the extension, so that is a question for an original purchaser's lawyer. For someone buying a completed unit today it is history, not risk.

Foreign buyers

Penang’s minimum purchase price for a non-citizen buying strata property on the mainland is RM500,000. The permitted bands here run from RM242,000 upward, so a large part of this development sits below that floor — and on a completed building the test is applied to the price on your own sale and purchase agreement, not to the old permit band. Clearing the floor only entitles you to apply for state consent, which is granted transaction by transaction.

Track record

About Regata Maju Sdn Bhd (Belleview Group)

The developer is Regata Maju Sdn. Bhd. (364934-A), named in the footer of the project site and as the contact entity on Belleview's corporate site, with a registered contact address at 3rd Floor, Burmah House, 405 Jalan Burmah, 10350 Penang. Belleview Group is the brand.

This is a joint development with LTC Corporation Limited, listed on the Singapore Exchange — the two logos appear together under “A joint development by” on Belleview's own site, and the arrangement is confirmed in Malaysian business press. A listed Singapore partner on a Penang mainland scheme is unusual and worth knowing.

GEM Residences is one piece of a 20-acre masterplan with a reported gross development value of RM2.5 billion, which also contains GEM Megamall and a four-star hotel.

Neither official site publishes the statutory permit, but the government register does. Regata Maju Sdn Bhd (developer code 7252) holds developer licence 7252/03-2029/0095(R), valid from 3 March 2026 to 2 March 2029, and this project's last advertising and sales permit, 7252-5/03-2025/0219(A)-(S), ran to 2 March 2025. The register also records the handover: CCC on 16 January 2025 and vacant possession on 17 January 2025, after the towers topped out in January 2024.

No litigation, abandonment or financial-distress record was found for Regata Maju or Belleview Group. As always, that is an absence of adverse findings rather than a clean bill of health.

Straight answers

Frequently asked questions

Can a foreigner buy at GEM Residences?

This is the Penang project in this batch where the answer is most likely yes, and the reason is that Seberang Perai is not the island. Penang applies separate thresholds to the two halves of the state.

For residential strata on the mainland, the sub-sale minimum for a non-citizen is RM500,000. A lower tier of RM400,000 applied to units bought direct from a developer as overhang stock under Penang's Home Ownership Campaign, and that tier was valid for sale and purchase agreements signed between 1 January and 31 December 2024.

The project's own site states that it is applicable for foreign purchase. The government permit bands run from RM242,000 to RM902,800 — the band on the advertising permit, not the price of any unit — so larger units can sit above RM500,000 while the smallest layouts may not. On a completed building the test is the price on your own agreement.

Two cautions. First, whether any reduced overhang tier is available for a 2026 signing is something only the Penang Land and Mines Office can confirm — do not assume a 2024 campaign is still running. Second, budget the Penang state levy imposed on foreigners upon state approval, plus the flat 8% stamp duty applying to non-citizens on residential property since 1 January 2026. Have your solicitor put both questions in writing before you pay a deposit.

Why is the mainland threshold lower than the island's?

Because the state sets them separately, and it has done so for years. Penang Island carries the highest landed threshold in Malaysia for non-citizens at RM3,000,000 for sub-sale landed property, with strata at RM1,000,000. Seberang Perai sits at RM1,000,000 for landed and RM500,000 for strata.

The policy logic is straightforward: the island has limited land and the state has consistently used price floors to damp foreign demand there. The mainland is where the state wants investment and employment, so the barrier is lower.

The practical consequence for you is that a foreign buyer who cannot meet the island's RM1,000,000 strata floor can legally buy a larger unit here from RM500,000. Whether that is a good investment is a separate question, and the answer depends on the rental catchment rather than the rule.

Has the project been handed over?

Yes — and it is now on the government record rather than inferred. The register shows both components 100% built, the Certificate of Completion and Compliance issued on 16 January 2025 and vacant possession delivered on 17 January 2025.

The route there: the towers topped out in January 2024 with 60% of units sold. The sale agreements had promised keys by 26 December 2022; an approved 23-month extension moved that to 26 November 2024, and handover came 52 days after the extended date.

If you are buying a unit now, ask the seller for the vacant possession letter and the strata title status. The defect liability period under the Schedule H agreement runs 24 months from vacant possession, to around January 2027, so it is also worth asking whether any defects were reported for that unit.

Is the mall actually open?

Check it on the day you view, because this is the most important variable in the whole proposition and it can change.

GEM Megamall is part of the same developer's masterplan and is marketed as the largest mall in the northern region with a SOGO department store. On Belleview's own website menu it was still listed as Opening Soon.

A residence priced partly on an adjacent mall, where the mall has not opened, is carrying a timing risk that a brochure will not price for you. It is not a reason to walk away — masterplans do complete — but it is a reason to ask for a date in writing and to lower your rental assumptions until it trades.

There are also separately planned LRT and monorail stations described as fronting the development under the Penang Transport Master Plan. Those are proposals. Treat them the same way.

Commercial title — what does that actually cost me?

Business-press coverage describes the 978 homes here as carrying commercial titles. That is media-sourced, not from a statutory notice, so verify it from the title itself before the deposit.

If it is correct, three things follow. Local council assessment is charged at the commercial rate rather than the residential rate. Water and electricity are billed on commercial tariffs, which on a family unit running air-conditioning is a meaningful monthly difference. And banks typically lend at a lower margin on commercial-titled residential stock, so your down payment goes up.

None of that makes the purchase wrong. It makes the true cost different from the sticker, and it should be in your spreadsheet before you sign, not discovered on your first utility bill.

How many layout types are there — six or eight?

Six are published as floor plans: A, B1, B2, C1, C2 and C3. Business-press coverage says eight layout types exist. So two are not online.

Only three have an area I can attribute to the developer's own caption: B1 at 1,050 sq ft, C1 at 1,162 sq ft and C3 at 1,445 sq ft. The overall published band is 441 to 1,445 sq ft with one to three bedrooms.

There is also a caption in Belleview's gallery reading Type D at 1,445 sq ft with no Type D plan published anywhere. Most likely a mislabel for C3.

If your unit's type code and built-up area matter — and they do, because that is what your loan and your maintenance fee are calculated on — get both confirmed against the plan before the booking form, not after.

What is the price and the maintenance fee?

Neither is published by the developer. The only public price information I will quote is the government permit band: RM351,800 to RM902,800 for one component and RM242,000 to RM813,000 for the other. That is the band on the advertising permit, not the price of any unit, and on a completed building it is a sanity check rather than a valuation.

For a finished project the evidence that matters is actual transacted prices, which your lawyer or valuer can obtain from official transaction records. Asking prices on listing sites are not the same thing, and I would not base an offer on them.

The maintenance fee is not published anywhere by the developer or in the press. On a commercial-titled building with two facility levels and a 42-facility count, it will not be cheap. Get it in writing.

Message me with the tower, floor and layout you are interested in, and I will come back with the current price and the maintenance fee in writing.

Who actually rents here?

The developer's own drive-time panel answers this better than any market report. Prai industrial zone at 10 minutes. Penang Sentral at 6 minutes. Seberang Jaya Hospital at 8 minutes. Auto City at 10 minutes. Queensbay Mall on the island at 18 minutes.

That is an employment catchment, not a tourism catchment. Expect engineers, hospital staff, logistics and manufacturing managers, and island workers trading a bridge crossing for more space. Those tenants are steadier and stay longer than short-let guests, and they also negotiate harder on rent.

One inconsistency in the developer's own material to note: the same official page says 8 minutes to the Penang Bridge in its timeline and 5 minutes in its icon panel, while the corporate site says 4 km. Drive it yourself at 8am on a weekday — that is the number that will govern your tenant's decision.

Island or mainland — how should I decide?

Start with what you are buying it for, because the two sides of the channel answer different questions.

If you want capital growth driven by scarcity, the island is where the land is finite and the price floors are highest. If you want floor area, a lower entry price and a tenant base tied to manufacturing and logistics, the mainland is the better arithmetic.

For a foreign buyer the rule is decisive rather than a matter of preference. A non-citizen needs RM1,000,000 for strata on the island. On the mainland the strata sub-sale floor is RM500,000. That single difference opens up a much larger part of the market here.

The honest counterweight: Penang's completed unsold stock was 3,165 units in Q1 2026, fifth-highest nationally and up about 16% year on year, and this project itself was 40% unsold when it topped out. Buy for a hold, not for a quick resale, and price your exit accordingly.

Mainland rules, mainland price, one letter to get

If you are a foreign buyer, this is the Penang address where the arithmetic can actually work — but only with the state's threshold confirmed in writing for the exact unit and price. Tell me your budget and whether you are buying to let to the Prai industrial workforce or to live in, and I will send the current price list, the available layouts, and the questions to put to the Penang Land and Mines Office through your solicitor.

I work with cross-border buyers from Singapore and with local investors. I'll tell you when a project isn't right for you — that's usually worth more than the brochure.

Build progress

The unit mix, the permitted price and how far up it is

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

The filed advertisement · on the ministry’s own server

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.

How does that compare? Every development on this site, grouped by register status — cancelled, abandoned and behind schedule first.
