Six things about City of Dreams worth knowing before you view
It is built and lived in, so the questions change: less about delivery, more about the unit, the stack and the running costs. Four reasons to shortlist it, two things to check.
Freehold, on the Gurney foreshore
The developer’s brochure states 3.7 acres of freehold land at Bandar Seri Tanjung Pinang. On the north-east coast of the island, a permanent title on the seafront is rare, and it keeps lease decay out of your resale arithmetic.
Every typical unit is a three-bedroom
The four typical layouts run from 1,097 to 1,335 sq ft, all three bedrooms and two bathrooms with a laundry and lanai. It is a family product, not a studio block — which shapes who rents it and who buys it from you later.
Private lift lobby for each unit
The floor plans show every unit opening off its own lift lobby, with ten units per tower per floor. Fewer shared corridors is one of the things subsale buyers pay for here.
Facilities that residents actually use
Level 6 holds an Olympic-length outdoor pool, bowling lanes, a golf simulator, karaoke, e-sports and a ballroom; Level 36 has an indoor sky pool and sky dining. More than 70 in all, per the developer.
Completed later than the SPA date
The register shows the first SPA’s handover date, extended by 12 months, was 2 July 2019; the CCC came on 16 August 2020. It is finished now — but if you are buying from a first owner, ask how late-delivery compensation was settled.
Serviced-apartment classification
The register files City of Dreams as serviced apartments (pangsapuri servis). Expect assessment, utility tariffs and bank margins that can differ from a residential condominium, and budget for the facilities’ upkeep in the service charge.

The licence is held by Skygate City of Dreams Sdn Bhd (14060). The register still carries the project under its old company name, ‘Ewein Zenith Sdn Bhd’; the brochure names the developer as Ewein City of Dreams Sdn Bhd, wholly owned by Ewein Berhad.

572 units — the same total as the brochure
The register records one serviced-apartment component of 572 units over 40 floors, matching the brochure’s 572. The floor plans published for sale account for 556 of them (B1 112, B 108, C 216, A 108, and 12 penthouses); the brochure does not break down the other 16, so ask which type a listed unit is.
What the permit band says — and why it is history now
The last advertising permit recorded a band of RM1,450,667 to RM3,613,333. That was the range the developer could advertise within, not the price of any unit — and on a completed building it is only a reference. Subsale prices are agreed between owners and buyers. The whole band sits above Penang’s RM1,000,000 floor for foreign buyers of strata property.
The delivery clock ran over
The SPA is Schedule H. The first agreement was signed on 2 July 2015 with a 36-month delivery period, extended by 12 months to 48 — a handover date of 2 July 2019. The CCC is dated 16 August 2020, about 13 months after that. For a subsale buyer this is background, but a first owner’s late-delivery claim is worth asking about.
100% built
The latest 7(f) return shows 100% and ‘Siap Dengan CCC’ (completed with CCC). The advertising permit has lapsed because there is nothing left to advertise off-plan; what you buy now is a finished unit with a strata title and a management body in place.
About Ewein Berhad
Ewein Berhad is a Penang-based, Bursa-listed group whose City of Dreams is its flagship residential project. The development was first announced in 2015 through Ewein Zenith Sdn Bhd, a joint venture in which Ewein held 60% and Consortium Zenith BUCG 40%, with a reported gross development value of RM800 million.
The licensed developer on the government register is now Skygate City of Dreams Sdn Bhd; the brochure names Ewein City of Dreams Sdn Bhd, wholly owned by Ewein Berhad. The company names changed — the project and the register code, 14060-1, did not.
The building has been handed over and is run by a joint management body registered with the Penang Island City Council in 2022, which publishes the facilities list and booking rules. That matters more to a subsale buyer than anything the developer does next.
The brochure lists a string of industry awards but does not name the main contractor or architect. If build quality is your concern, the better evidence is a viewing: look at the corridor, lift lobbies and pool deck of a building that has now been lived in for several years.

Yes, if the purchase price is at least RM1,000,000 — Penang’s minimum for a non-citizen buying strata property — and state consent is granted. A foreign owner may not resell for three years.
On the island, strata purchases between RM1 million and RM1.5 million carry a 1.5% state levy instead of 3%, and non-citizens pay a flat 8% stamp duty since 1 January 2026. Bumiputera-quota units are excluded. Send me the unit and I will check it against the rules.
When was City of Dreams completed?
The Certificate of Completion and Compliance is dated 16 August 2020, and the register shows the project 100% built.
The building is now run by its joint management body, registered in 2022.
Which unit type should I pick?
For most buyers the choice is between the middle units (B1, B, C) and the corner A. Type C is the most common at 216 units, so it has the most subsale choice; the corner A at 1,335 sq ft has windows on two sides and the largest living area of the typical types.
The penthouses (E and W) are only 12 units in total and rarely come up. Tell me your budget and I will list what fits.
What is the price and maintenance fee?
City of Dreams is completed, so there is no developer price list — prices are agreed between owners and buyers, and they vary by floor, facing and furnishing.
The only public price data is the old permit band on the register, set out above. For recent transacted prices and the current service charge in writing, message me.
How does City of Dreams compare with Crown Penang?
They sit about 1.1 km apart (straight-line) in Seri Tanjung Pinang. City of Dreams is finished and lived in, with facilities you can see before you buy.
Crown Penang is a newer development still being built, so you would be buying off-plan and waiting for delivery. Compare the two on completion risk and on how soon you want to move in or collect rent.
Is City of Dreams good for renting out?
The three-bedroom layouts suit families and long-stay tenants who want to be 870 m from Gurney Plaza and 1.4 km from Straits Quay. The developer’s brochure shows furnished units; ask whether a listed unit comes furnished.
Short-stay letting on Penang Island is governed by the local council and the building’s own by-laws, not by the developer, so check the JMB’s current rules before you buy for that purpose.

It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
