Six things about Crown Penang to weigh before you view
Four work in its favour. Two deserve a direct question. Each is drawn from the developer’s brochure and floor plans or from the national housing register.
The last seafront plot at Seri Tanjung Pinang
The site is on Jalan Seri Tanjung Pinang, 370 m straight-line from Straits Quay Marina Mall and 460 m from Stonyhurst International School. Gurney Plaza is 2.0 km. Few new towers can still be built this deep inside the Tanjung Pinang reclamation.
One tower, about 20 homes a floor
Our count from the developer’s key plans: 20 units a floor on Levels 9–25 and 19 on Levels 26–37, served by one lift core. For a 588-unit building that is a moderate corridor, and the upper band is where the three-bedrooms sit.
Pick the sea or the hill — the plan tells you which
The site plan marks the south-east frontage as facing the sea and the north-west as facing Pearl Hill. On the typical floor, the Type B wing and the B1 row take the sea side; the Type A studios look back to the hill.
The roof is where the facilities are
Level 40 holds the sky pool, wading pool, gym, games room, sky lounge, BBQ area and an event garden; Level 38 adds co-working rooms, a kids’ playground and a running track. Level 8 is a landscaped garden deck.
Built for short stays — but by-laws still apply
The developer says the building will meet MOTAC’s 4-star standard and that short-term rental is permitted, with MAPLEHOME named as hospitality operator. Its own fine print says the concierge service depends on the future JMB. Ask for the house rules in writing.
The delivery clock is 54 months
The register records a Schedule H agreement with the 36-month delivery period extended by 18 months, to 54. For the first SPA, signed 20 Aug 2024, that points to vacant possession by 20 Feb 2029.

The licence is held by Stellar Platinum Sdn Bhd (30744), the Chin Hin Group company named as developer on the brochure. Search the register for ‘The Crown’, not ‘Crown Penang’ — the marketing name is not the registered one.

588 on the register, 588 in the brochure — and on the floor plans
The register lists one serviced-apartment component of 588 units over 41 storeys, the same total the developer states. The key plans add up too: 17 floors of 20 (Levels 9–25), 12 floors of 19 (Levels 26–37), which leaves 20 for Level 8 — the garden-deck floor.
What the permit price band tells you — and what it doesn’t
The advertising permit records a band of RM783,000 to RM2,073,000. That is the range the developer is permitted to advertise within, not the price of any unit. Because the band straddles Penang’s RM1,000,000 floor for non-citizens buying strata, some units will qualify for a foreign buyer and some will not — it is decided on the actual SPA price of the unit you pick.
Delivery: 54 months, with an approved extension
The agreement is Schedule H (strata). The register shows the statutory 36 months extended by 18 months, to 54, with the first SPA dated 20 Aug 2024 and a revised vacant possession date of 20 Feb 2029. The developer’s own target is December 2028. Count your 54 months from your own SPA date.
37.5% built and ‘on track’
The latest 7(f) return puts the building at 37.5% complete, rated ‘lancar’. The status is measured against the extended timetable. One more date to watch: the advertising permit runs to 29 Jul 2027, so any sale after that needs a renewed permit.
About Chin Hin Group Property
Chin Hin Group is a Malaysian building-materials conglomerate that has moved down the chain into construction and property. Its own description covers building-materials manufacturing, construction engineering, property development and home-and-living products, and Crown Penang shows it: the kitchens are fitted by the group’s own Signature brand.
The developer of record is Stellar Platinum Sdn Bhd, a Chin Hin Group Property company whose register entry lists this as its only project. Press reports from 2023 and 2024 describe a joint development with Ivory Meadows Sdn Bhd, part of Penang’s Ivory Properties Group, which handles planning, construction and sales on the ground.
The Edge and EdgeProp reported the project’s gross development value at RM475 million when the joint venture was announced, and The Star reported the official launch in July 2024. The design team named in that coverage included Quintrix Architects and Arup.
What is not in the published material: the main contractor’s name. Ask for it, along with the most recent progress photographs — at 37.5% built there is a real structure to look at.

Is Crown Penang freehold?
Yes. The developer’s fact sheet and its government-approved advertisement both state freehold tenure on 2 acres at Lot 10012, Bandar Tanjong Tokong.
As with any strata purchase, confirm it on the title search your lawyer runs before you sign.
What layouts and sizes are available?
Fifteen drawn layouts. Type A studios are 614 sq ft, with garden versions of 667, 1,012 and 1,044 sq ft. Type B 1 + 1 bedrooms are 840 sq ft, or 1,076 sq ft with a garden.
Type C two-bedrooms are 1,087 or 1,141 sq ft, including an accessible version; the single Type C(PG-L) is 1,851 sq ft with two gardens. Type D is a 1,625 sq ft three-bedroom, three-bath layout on Levels 26–37 only.
Can a foreigner buy a unit at Crown Penang?
Yes, for units priced at RM1,000,000 or more — Penang’s minimum for non-citizens buying strata property. The permit band runs from RM783,000 to RM2,073,000, so the smaller units fall below the line and the larger ones are above it.
On Penang Island a strata unit between RM1 million and RM1.5 million attracts a 1.5% state levy rather than 3%, state consent is required, and the unit cannot be resold for three years. Non-citizens also pay the flat 8% stamp duty in force since 1 January 2026. Tell me which layout you want and I will check it against the floor.
When is Crown Penang expected to complete?
The developer targets December 2028. The register shows the Schedule H delivery period extended from 36 to 54 months, which for the first agreement signed on 20 Aug 2024 means vacant possession by 20 Feb 2029.
Construction stood at 37.5% in September 2026 and was reported as on track.
Which units face the sea?
The site plan marks the south-east side as sea-facing and the north-west side as facing Pearl Hill. On the typical key plans the Type B wing and the row of B1 units sit on the sea side, while the Type A studios face the hill.
Height matters as much as direction here: the homes run from Level 8 to Level 37, so the same stack can look very different at Level 10 and Level 35. Send me a unit number and I will tell you which frontage it is on.
Can I rent it out on Airbnb or short stay?
The developer states the building is designed to MOTAC’s 4-star standard and that short-term rental accommodation is permitted, with MAPLEHOME as its hospitality partner and a concierge offering guest screening, cleaning and check-in.
Two caveats from the developer’s own material: the concierge’s future depends on the Joint Management Body, and local council rules on short stays can change. Treat any income figure as a projection, not a promise.
What is the price and maintenance fee?

How does Crown Penang compare with Alila 2 in Tanjung Bungah?
Alila 2 is 2.1 km away, straight-line, and a completely different product: a completed hillside condominium of 270 units from 1,905 to 5,789 sq ft, with CCC issued in 2017.
Crown Penang is a new serviced apartment tower of 588 units from 614 to 1,851 sq ft, still under construction, aimed at owners who want a smaller unit close to Straits Quay and Gurney. One is a family home you can inspect today; the other is a city-edge apartment you buy on plan.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
