Dawn KLCC — registered as MENARA SENJA

The name on the government register is not the name on the brochure, and it means the opposite. KPKT holds this scheme as MENARA SENJA on both of its phase records, 30629-1 and 30629-2, and senja is Malay for dusk. It is marketed as Dawn — daybreak — on a microsite whose own description reads “Embrace the transformative power of daybreak”. The registered name is printed on the cover of the filed HIMS brochure and on the filed newspaper advertisement, and it appears on zero marketing surfaces — including both of the developer’s own statutory-particulars pages. A buyer who searches the KPKT register for “Dawn” finds nothing. Search MENARA SENJA, or the licence serial 30629. And the second finding is bigger still: the advertising permit covers 492 of the building’s 960 units.

Dawn KLCC at a glance

Every figure in this grid is either a filed government figure or an explicit statement that nothing is filed. Where the filing and the developer’s own website disagree — and on this project they disagree on the price maximum, the licence suffix, the permit suffix, the completion date, the chargee and the Lifestyle Suite floor count — both are shown and neither is asserted as operative.

Jump to what you came for

This page is built around one question that no portal asks: is the unit you are being shown inside the developer’s advertising permit at all? On Dawn KLCC that question has a real answer, and it divides the building in two.

The reason this page exists

Six things about Dawn KLCC that the listings get wrong

None of these is a judgement about the development. Each one is a difference between what a government filing says and what is published for buyers to read.

🔍

The registered name is the semantic inverse of the marketing name

KPKT holds the scheme as MENARA SENJA on both phase records; senja is Malay for dusk. It is sold as Dawn. This is not a translation — it is a different registered name, and no Residensi … alias exists either. Print the registered name with the serial 30629 and a client can run the compliance check themselves.

🏢

The advertising permit covers 492 of 960 units

The register’s component schedule for the live phase 30629-2 has exactly one row: 492 Pangsapuri Servis units over 42 floors, on Jadual H. The 468 Lifestyle Suites are in no registered phase, have no filed price, and no reachable document states their contract schedule, their title type or their HDA status. 30629-3 is a 404

📅

The extension is a real slip, not a re-baselining

pindaanTempohSerahKosong: Ya · +22 months · 36 → 58 months · vacant possession 8 Aug 2027 → 8 Jun 2029. And the test this page always runs comes back empty: CCC filed as -, VP filed as -, construction progress 44.61%. Nothing was delivered early against it

📝

Six completion dates are in circulation, and the brochures are the stalest

April 2027 is still printed by all three filed HIMS brochures, including the generation filed in 2026. The developer’s own pages say April 2029. Two portals say 2028 and Q2 2027. The press says 2Q2029. Only the register’s 8 June 2029 has statutory force

🏢

Four different entities are credited as the developer

Dawn Land Sdn Bhd (657482-X) is the licensee and the sale-and-purchase counterparty. The two older filed HIMS documents print Fiamma Land Sdn Bhd at the same registration number — a renamed Fiamma SPV. EdgeProp credits Fiamma Holdings Berhad, the listed JV partner. The portals and the microsite footer credit Chin Hin, the listed parent. Only the register and the developer’s own two APDL pages name the real licensee

🚗

Car park is filed as Nil, on six surfaces, for 960 units

Bilangan Parkir: Nil appears on the HIMS brochure, the HIMS newspaper advertisement, the current P45 brochure and both developer APDL blocks. Nobody publishes an allocation. A Nil in a Malaysian statutory block is sometimes genuinely nil and sometimes an unfilled field — and this filing prints placeholder zeros elsewhere. Get the allocation per unit type in writing

The dated record

What is filed, what is built, and what the register says about delivery

The statutory particulars are the spine of this section. The facilities below are the developer’s own marketing, because no filed document for this project lists a single facility — all three HIMS files carry a fixtures and finishes table and no amenities schedule whatever.

960units in the building, in the developer’s own words — “960 units across two zones, high and low”
492units filed in the live registered phase — and 468 in none
42 / 68storeys filed versus storeys built. A reader of the filing alone would get the building wrong by 26 floors
44.61%construction progress, TEDUH 30629-2, with CCC and VP both filed as -
+22months of approved extension to the statutory delivery period
~681units per acre — derived from a 1.41-acre marketing land figure, because no land area is filed

Facilities, as the developer publishes them

Levels 9 and 22 come from the developer’s own numbered text schedule on dawnklcc.com.my/facilities. The Level 68 Skybar does not appear in that schedule at all. Nothing here is filed, and no facility is marked as space-only or subject to fit-out.

Level 9 — The Gardens

Podium facility deck · items 1–13 on the developer’s numbered schedule
  • Half basketball sport court
  • Co-working space
  • Badminton court (enclosed)
  • Garden terrace
  • Games room
  • Outdoor playground
  • Surau
  • Changing room
  • Indoor play gym
  • Kids’ water play pool
  • Book nook
  • Garden verandah
  • Parcourse

Level 22 — The Edge / Sun Deck

Upper facility deck · items 14–23
  • Function room
  • Outdoor deck
  • Pool lounge
  • Wading pool
  • Changing room
  • Pool deck
  • Swimming pool (infinity lap pool)
  • Shallow pool
  • Light jacuzzi
  • “Floating Gym (Level 23)” — printed under the Level 22 heading but captioned Level 23; the developer’s page does not resolve which level it is on

Level 68 — Skybar

Narrative and image only
  • Venue at the highest point of the building, per /lifestyle
  • Views named by the developer as the Petronas Twin Towers, KL Tower, Exchange 106 @ TRX and Menara Merdeka Maybank
  • Not in the developer’s own numbered facilities schedule, which stops at Level 22/23
  • The Edge Malaysia describes a sky bar “covering the entire rooftop”; the developer puts it at Level 68

Published on some surfaces and not on others — read this before you count on anything here

  • Sky Gym and yoga studio. Described on /lifestyle at Level 22, and /facilities publishes captioned images of a Yoga Room and a Gym — but neither appears in either numbered list, which has only a Floating Gym. Two captioned images with no schedule entry
  • “The Glass House” function space at Level 22, said to open onto a terrace overlooking Kampung Baru. Not in the numbered schedule, which has Function Room at item 14
  • Retail space at Level 43A with an outdoor terrace. Reported by The Edge Malaysia only — not on /facilities, not on /lifestyle, not on the corporate site, not in any filing and not on any portal. If retail lots exist at Level 43A and are sold, they are outside the permit’s 492-unit schedule. This page does not state that there is retail, and does not state that there is none
  • Signature kitchen fixtures. Marketed as a feature; Signature is a brand inside the Chin Hin group’s own stable, per BusinessToday and EdgeProp. A quality signal supplied by the vendor’s own affiliate — disclosed here because that is the honest form
  • A short-stay and housekeeping management arrangement exists at group level, reported as a tie-up with Maplehome covering in-house maintenance and housekeeping inspections. It is reported as a group-level partnership, not a Dawn-specific contract, no filing mentions it, and no rate, return or guarantee is published, sought or printed here. It is an optional third-party service arrangement whose terms are not published — it is not a rental programme with a return
  • Car park. Filed as Nil on six surfaces and listed in no facilities schedule. Nowhere
  • No image exists anywhere of a Lifestyle Suite interior, of the car park, or of the Level 43A retail — so this page shows none and says nothing visual about them
  • The developer’s own /lifestyle page repeats its Ground Floor text under the Level 9 heading “Ignite Your Ambitions” — a copy error on the developer’s own site, which leaves the Level 9 co-working space undescribed by the page meant to describe it

The filed built-up schedule — and the type that appears in no filing

There are three different schedules in public circulation for this project and they disagree on nine separate fields. The table below is the filed statutory built-up schedule from the filed brochures, which is identical in both filed generations. No built-up here was taken from any filing’s narrative pages, and no square-metre figure is published by anyone — TEDUH prints keluasan: “0 mps”. There is no floor plan in the image set, so none is shown.

No floor plan is published in a form this page can show. Get the plan at the sales gallery.

Type B — 550 sq ft

Filed: 2 bedrooms · 2 bathrooms

Filed in the statutory scheduleDual key, per the developerServiced apartment

Filed as 2 bedrooms and 2 bathrooms at 550 sq ft. The developer’s /layout page labels Type B “Dual Key” and gives 2 bathrooms; myrumahbaru independently lists B as Studio + 2 bathrooms, which is the signature of a dual-key split. The filed room counts are consistent with dual key, but the filing prints no dual-key label at all — and no developer document reachable states which rooms form the second key, whether it has its own corridor door, its own kitchenette, or separate metering. Confirm all four from the plan in the gallery.

No floor plan is published in a form this page can show.

Type B1 — 550 sq ft

Filed: 2 bedrooms · 1 bathroom

Filed in the statutory scheduleNOT labelled dual key by anyoneServiced apartment

Same filed built-up as Type B, one bathroom instead of two, and not labelled dual key by any source. So two 550 sq ft types differ on the one feature a buyer is paying for, and the filing’s only distinction between them is the bathroom count. The microsite’s Type B group header says “2 Bathrooms” and lists B1 inside that group; the filed schedule says 1, and myrumahbaru resolves it the filing’s way.

No floor plan is published in a form this page can show.

Type C1 — 739 sq ft

Filed: 2 bedrooms · 1 bathroom

Filed in the statutory scheduleServiced apartment

The developer’s own /layout page prints ONE figure — 762 sq ft — for the whole Type C group that the filed schedule splits into C1 at 739, C2 at 785 and C4 at 804. 762 is not any filed figure. This page publishes the filed figures.

No floor plan is published in a form this page can show.

Type C2 — 785 sq ft

Filed: 2 bedrooms · 1 bathroom

Filed in the statutory scheduleServiced apartment

Filed at 785 sq ft with 2 bedrooms and 1 bathroom. The microsite does not print this figure; the press ranges do not contain it either. It comes from the filed statutory built-up schedule.

No floor plan is published in a form this page can show.

Type C4 — 804 sq ft

Filed: 2 bedrooms · 2 bathrooms

Filed in the statutory scheduleLargest filed built-upDual keys, per the developer

804 sq ft is the largest built-up in any filing and on any developer surface. Four publishers print 835 sq ft as the top of the range — and 835 appears in no filing and on no developer page. This page publishes 804. myrumahbaru lists C4 as Studio, 2 bathrooms, dual key, large balcony, while the filed schedule says 2 bedrooms. Both are shown; neither is asserted.

No image of a Lifestyle Suite interior exists on any surface reached, so this page shows none and borrows no apartment render in its place.

Type A, “Lifestyle Suite” — 350 sq ft

IN NO FILED SCHEDULE. No filed built-up, no filed room count, no filed price.

NOT in the statutory scheduleNO filed priceContract schedule NOT STATED anywhere468 of the 960 units

This is the most important box on the page. 350 sq ft, eight variants (A to A7) on the developer’s /layout page, 468 units — and Type A appears in no filed statutory schedule at all. The Edge Malaysia calls them “468 office suites”; the developer calls them Lifestyle Suites; myrumahbaru calls the layouts Studio; no filing types them. The developer’s floor-plan filenames run Level 10, Level 11 and Level 12–21, which puts them on 12 floors and matches dawnklcc.com.my/adpl — while chinhinproperty.com/apdl says 22 floors. Two of the developer’s own statutory pages, two different numbers. Before signing anything on a Lifestyle Suite, get in writing: (a) whether the sale is on Schedule H or on a commercial contract, (b) the delivery date that applies to that unit, and (c) the price. None of the three is in any public document.

Get the Lifestyle Suite contract, date and price in writing

The nine fields on which the three schedules disagree: Type A is in no filed schedule at all · smallest built-up 350 sq ft (developer, myrumahbaru, propertysifu) versus 348 sq ft (The Edge, BusinessToday, EdgeProp, StarProperty) · largest built-up 804 sq ft (filed) versus 835 sq ft (four publishers, in no filing) · StarProperty’s Lifestyle Suite upper bound of 416 sq ft appears in no other source and in no filing, and is refused here · Type C printed as one 762 sq ft figure by the developer against the filed 739 / 785 / 804 · Type B bedrooms, filed 2 versus Studio · Type B1 bathrooms, filed 1 versus the microsite’s group header of 2 · Type C4 bedrooms, filed 2 versus Studio · variant coverage, 22 type codes listed by the developer and 5 given a filed built-up, with the filed brochure’s own specification table naming nine further codes (C, CA, C1a, C2a, C3, C5, C6, C7, C8) with no size, bedroom or bathroom figure at all. That is a filing gap, not a modelling choice. The 492 filed units are Pangsapuri Servis throughout — not SOHO, not SOFO, not Pejabat.

Location

Where Dawn KLCC is, and the one rail distance that can honestly be published

No filed document prints a single distance. Every figure below is the developer’s own microsite or a named portal, and not one is an estimate of mine. The project’s own street address is not printed in any filing — all three HIMS files print only the developer’s office address — so the address used here is EdgeProp’s, labelled as a third-party address, with the filed KPKT coordinate beside it.

Three different project addresses are in circulation and none of them is filed. EdgeProp gives Jalan Yap Kwan Seng, Kampung Baru, 50450. “Jalan Ampang” appears only in the microsite’s page meta keywords, never in its body text. And StarProperty prints Menara Centara, G-01, 360 Jalan Tuanku Abdul Rahman, 50350 as the project address — which is the sales gallery, mis-filed. The gallery is at G-01, No. 360, Jalan Tunku Abdul Rahman, Chow Kit, 50350 Kuala Lumpur, open Mon–Sun 10am–7pm. 50350 is the gallery’s postcode and must never be used as the project’s.

Rail and bus — and why there is only one figure here

  • Kampung Baru LRT Station — 650 m (dawnklcc.com.my home page). This is the only rail distance on this page, and it is the only one that can honestly be published.
  • KLCC LRT Station — NO DISTANCE IS PUBLISHED BY ANYONE. Every source says only “walking distance”
  • An unnamed second public-transport entry at 500 m on the developer’s home page. The page does not name it, so it is not published here as KLCC LRT even though that is the likely reading
  • Menara Ambank bus stop — 166 m (myrumahbaru.com)
  • ⚠ The developer’s own /location rail table is broken and nothing is taken from it. Its “Train Station” block carries the six distances from its own Connecting Highways block, in the same order — 1.5, 3.6, 4.5, 5.0, 7.0, 7.0 km. It also names lines, not stations, and two of its entries (“Connection Station”, “Interchange Station”) are legend labels rather than stations. An LRT line is not 1.5 km away when its station is 650 m away, and the developer’s own home page says 650 m
  • Not published by anyone: a distance to the KLCC LRT station by name, to the Saloma Link’s pedestrian landing, to the Ampang Park interchange, to Dang Wangi LRT, to Bukit Nanas monorail, to the Kampung Baru MRT station, to KL Sentral, or to KLIA

The signature distance — and the developer contradicting itself on it

  • Suria KLCC / KLCC — 385 m, on dawnklcc.com.my/location and in the home page’s concept icon
  • Suria KLCC — 500 m, on the dawnklcc.com.my home page. The same site, the same mall, two figures. This page names the contradiction rather than picking a side
  • Four publishers repeat 385 m — but they are all quoting one press release, so they are one source, not four. 385 m is the developer’s figure and is not independently verified
  • Petronas Twin Towers: named on the developer’s own Attractions list with no distance printed at all
  • Also named with no distance: the Saloma Link Bridge — the project’s signature landmark — the Malaysian Philharmonic Orchestra, Kuala Lumpur Convention Centre, ILHAM Art Gallery, Pavilion KL, Aquaria KLCC and KL Forest Eco Park. The one unnamed Leisure entry at 700 m may be the Saloma Link, but the page does not say so, so it is not published as such

  • Highways: DUKE 3.6 km · MEX 4.5 km · MRR2 5.0 km · Sungai Besi Expressway 7.0 km. An unnamed 1.5 km entry sits above DUKE and the page’s layout does not resolve what it belongs to

Two more things the developer’s own two location lists get wrong

  • The two lists are substantially different lists. The home page carries eight hotels and six office towers that /location does not; /location carries thirteen shopping entries the home page lacks. Menara Merdeka Maybank is 4.2 km on one and 4.1 km on the other
  • /location names the wrong university: it prints “Universiti Teknologi Malaysia (UiTM)” at 2.8 km. UTM is Universiti Teknologi Malaysia; UiTM is Universiti Teknologi MARA. The error is not reproduced here
  • Five entries on the developer’s own pages carry a distance and no name at all — 500 m transport, 700 m leisure, 2.4 km education, 2.4 km medical, 1.5 km highway. None is published here as anything
  • No source publishes a distance to the nearest national primary or secondary school by name, the nearest supermarket or wet market, the nearest petrol station, the nearest police or fire station, or the nearest childcare centre

Density, and the denominator flagged. The filings print no land area — TEDUH prints keluasan: “0 mps”, a placeholder zero. The only land figures anywhere are marketing: 1.41 acres (The Edge Malaysia, StarProperty, BusinessToday, EdgeProp) and 1.4 acres (propertysifu). So: 960 units ÷ 1.41 marketed acres ≈ 681 units per acre, and the 492 filed units alone ≈ 349. Both divisions are mine, and the acreage is a marketing figure and not a filed one. On either basis this is among the densest projects on this site, which is the direct consequence of a 68-storey, 960-unit tower on a site The Edge Malaysia itself calls “a compact, narrow site”. The developer’s /lifestyle page uses the words “exclusive” and “the qualified, the deserving, and the selected few”; this page prints the density number beside them. The adjoining 1.88-acre parcel belongs to a different project by the same group and is never added to Dawn’s to soften the density.

Statutory particulars as filed — MENARA SENJA, licence serial 30629

This is the row a client can verify for themselves at teduh.kpkt.gov.my — provided they search MENARA SENJA or the serial 30629, because searching “Dawn” returns nothing. It describes the live registered phase 30629-2 and the 492 serviced apartments only.

Sources, in order: TEDUH 30629-2 (and the superseded 30629-1); the filed HIMS advertisement brochure and newspaper advertisement under files/30629/30629-1/ and files/30629/30629-2/; the current filed HIMS brochure under the temporary files/30629/P45/ path, which is not a durable URL — cite the TEDUH record as the stable pointer; and both of the developer’s own published statutory blocks at chinhinproperty.com/apdl and dawnklcc.com.my/adpl. A serial walk was run: 30629-3 returns 404, so there is no hidden third phase and no second scheme under this licence.

What is published above is the filed statutory Unit Selling Price range for the 492 serviced apartments, labelled as filed. It is not a price list, not a quotation and not an offer. Statutory particulars change — verify at teduh.kpkt.gov.my before you act. The real price for the unit in front of you is in the developer’s price list and in the sale and purchase agreement at the sales gallery, and nowhere else.

The 468 Lifestyle Suites, and what it means to buy something the licence does not cover

This is the finding that matters most on this project, and no portal states it. The register’s component schedule for the live phase has exactly one row: 492 Pangsapuri Servis units. The 468 Lifestyle Suites — 350 sq ft, 468 of the building’s 960 units, which The Edge Malaysia calls office suites — are in no registered phase, have no filed price, and no document anywhere states their HDA status, their contract schedule or their title type. Dawn Land Sdn Bhd has bilangan projek 2 in the register and both of those records are MENARA SENJA with 492 units, so there is no third registration anywhere that could cover them; 30629-3 is a 404. In plain language: the hazard with office-suite, SOFO and “lifestyle suite” stock is that it can sit outside the Housing Development (Control and Licensing) Act 1966 — which means no Schedule H, no statutory liquidated damages for late delivery, no HDA housing development account and no statutory defect liability period. The 492 apartments are unambiguously inside the HDA: Jadual H, a live licence, a live permit, a filed statutory band, a filed delivery period and an approved extension recorded in the register. The mitigating reading, given fairly: the developer lists the Lifestyle Suites inside its own published APDL block for Dawn, KLCC, immediately beside the serviced apartments, which at least suggests it regards them as covered by the same permit; and myrumahbaru separately prints the project’s title status as “Commercial under HDA”. But the register does not count them, and the price column on the developer’s own page is blank. The honest statement is the one this page makes: the developer presents them under the same permit; the government register does not carry them; and nobody publishes their price, their contract schedule or their title type. That is not a sales objection. It is the difference between having a statutory remedy for late delivery and not having one.

Foreign buyers — a clean yes for the 492, and an honest nothing for the 468

Kuala Lumpur / Federal Territory applies a minimum purchase price of RM1,000,000 per unit for a foreign buyer, with State Authority consent required. (The commonly cited source for the threshold prints no statute or gazette reference, so treat it as the prevailing policy threshold and verify before acting.) The arithmetic splits this building in two. The 492 serviced apartments: the filed statutory minimum is RM1,270,000, so every single one of them clears the RM1,000,000 floor with RM270,000 of headroom at the bottom of the filed range. That is as clean a yes as this register produces. The 468 Lifestyle Suites: it cannot be established, because no price is filed for them anywhere. A foreign buyer looking at a Lifestyle Suite must get the price in writing before committing, and must then check it against the RM1,000,000 floor. For comparison on other pages of this site: Selangor Zone 1 and Zone 2 are RM2,000,000, strata and gated landed strata only; Selangor Zone 3, i.e. Hulu Selangor and Sabak Bernam, is RM1,000,000.

Construction progress, and why 44.61% is the number to read the extension against

44.61% is the register’s own peratus for 30629-2, with component and overall status both Lancar. Read it against three dates. First sale and purchase agreement: 8 August 2024. Original 36-month statutory vacant possession: 8 August 2027. Revised statutory vacant possession after the approved 22-month extension: 8 June 2029. Filed CCC: -. Filed vacant possession: -. Neither has been issued. On other projects on this site an approved extension has turned out to be headroom a developer never used, because the CCC was already in hand ahead of the original date. Here the opposite is true: at 44.61% built with no CCC, the original date was not achievable, and the +22 months is a real postponement of roughly 22 months in the buyer’s delivery date, not a formality. It is the second-longest approved extension recorded anywhere on this site. And note what the superseded phase record says: 30629-1 prints pindaanTempohSerahKosong: Tidak and peratus 0.00 — the register’s own two records for one scheme disagree, because -1 has no permit at all (keseluruhan: Permit Tidak Wujud).

The chargee contradiction, and the other filed-versus-published conflicts

Chargee. All three filed HIMS documents print Beban Tanah: Tiada — no encumbrance, no chargee named. Both of the developer’s own published APDL blocks name CIMB Islamic Bank Berhad. The government filing says the land is unencumbered; the developer says it is charged to a bank. Both are shown; neither is asserted as operative. Price maximum. RM1,972,000 in the generation-1 brochure, the generation-1 newspaper advertisement and TEDUH 30629-1; RM2,239,000 in the current P45 brochure and TEDUH 30629-2. A difference of RM267,000 — and both of the developer’s own APDL pages are a generation behind its own current filing. Licence suffix. Register (A); all three HIMS files and dawnklcc.com.my/adpl (N); chinhinproperty.com/apdl (A). Permit suffix. The register holds both, with (A) marked Aktif and (N) marked Tidak Aktif — and both of the developer’s own pages publish the inactive (N) form. Lifestyle Suite floors. chinhinproperty.com/apdl says 22; dawnklcc.com.my/adpl says 12; the developer’s own floor-plan filenames (lvl10, lvl11, lvl12-21) support 12, and that is what this page publishes. Developer telephone. The current filing still prints the pre-rename Petaling Jaya landline, while the register prints two mobile numbers. And the developer’s own statutory page dawnklcc.com.my/adpl is served with a page title and metadata reading “404 Not Found” while carrying live statutory content.

How the tower stacks up, and the one claim this page will not repeat

The coherent reading of the building from the developer’s own surfaces and filenames is: podium below Level 9, facility deck at Level 9, Lifestyle Suites on Levels 10 to 21 — 12 floors, facility deck at Level 22, serviced apartments from Level 23 upward — 42 floors filed, and the Skybar at Level 68. That is 54 residential floors inside a 68-storey tower, with the balance going to podium, facilities and plant. The breakdown of the 68 storeys is nowhere enumerated by anyone, and neither is the number of lifts — the developer says each of the two zones has its own lift core but publishes no count. The building height has exactly one source: StarProperty’s project-insights page prints 261.9 m, uncorroborated by the developer, the filings or any other publisher. This page records it as unverified and does not use it.

Not published, therefore not on this page

Land and title: the lot / PT / HS(D) / Mukim / Seksyen / Bandar number — not in any filing, not in the register, not on any developer page, not on any portal, and not recoverable from Bursa, because no contract announcement names Dawn Land Sdn Bhd as employer. The land area as a filed figure. The project’s own street address in any filed document. The postcode as filed. Whether the 468 Lifestyle Suites share the same title as the apartments. The Lifestyle Suites: their price, their HDA status, their contract schedule, their title type, their built-up and room counts in any filed schedule, whether they sit under the same strata management corporation or a separate sub-MC, and how the shared Level 9 and Level 22 facilities are allocated and charged between the two zones. Building and delivery: the car-park allocation per unit type, or whether there is genuinely none. The CCC date and the actual vacant-possession date, both filed as -. The main contractor, the architect and the C&S and M&E consultants. Plot ratio and gross floor area. The building height beyond one uncorroborated figure. The lift count per zone. Whether retail exists at Level 43A, and if so its count, size and title type. The breakdown of the 68 storeys. Money and governance: the HDA housing development account number and bank. The maintenance fee and sinking-fund rate per square foot. The Bumiputera unit quota count. Which JV partner holds 70% and which 30%, beyond The Edge’s ordering, and which listed company consolidates Dawn Land Sdn Bhd. The date and instrument of the Fiamma Land to Dawn Land name change. Dawn’s share of the group’s RM2.3 billion unbilled sales. Whether the RM892 million GDV covers both components. Location: a distance to the KLCC LRT station by name, to the Saloma Link, to Ampang Park, to KL Sentral or to KLIA; the names behind the five unnamed distance entries on the developer’s own pages; and any square-metre built-up figure from any source. Ask me for anything on this list and I will go and get it in writing — and tell you if the answer is that nobody will say.

The licensee

Who you actually sign with, and who the sources say it is

The sale and purchase counterparty is DAWN LAND SDN. BHD., company number 657482-X, KPKT developer code 30629, registered office E-10-4, Megan Avenue 1, 189 Jalan Tun Razak, 50400 Kuala Lumpur and business address Menara Chin Hin, Level 26, 8th & Stellar, No. 1 Jalan Naga Emas, Sri Petaling, 57000 Kuala Lumpur. The register records the licensee as Aktif, with mempunyaiKesalahan: null — no recorded offence — and bilangan projek 2, which on this licence means one development registered twice and not two towers.

It is a renamed Fiamma vehicle, and that is visible in the filings themselves. The two older filed HIMS documents print the developer as FIAMMA LAND SDN BHD (657482-X) — the same registration number — with Fiamma’s Menara Symphony address in Petaling Jaya. The current filed brochure prints Dawn Land Sdn Bhd (657482-X) with the Jalan Tun Razak address. Same company, renamed. The date and instrument of the change are not published anywhere. One small tell survives the rename: the current filing still prints the old Petaling Jaya landline, while the register carries two mobile numbers and a Chin Hin Property email address instead. The register also records alamat_web: null — no website at all for this developer — and the filed brochures print no project website either, their only URL being the TEDUH portal, even though dawnklcc.com.my is live.

The joint venture is 70:30 between Chin Hin Group Property Bhd and Fiamma Holdings Bhd, over Dawn Land Sdn Bhd, per The Edge Malaysia — which also reports that the two listed companies share common majority shareholders and directors. Which partner holds the 70% is not stated in any filing reached. The Edge’s ordering implies Chin Hin Group Property at 70%, and that direction is consistent with Dawn Land having been Fiamma Land (so Fiamma was the original owner and was diluted) and with the project now sitting on Chin Hin’s corporate site with a Chin Hin mailbox in the register — but it is published here as The Edge’s figure, attributed, and not as a filed one.

Four different entities are credited as “the developer” across public sources, and only two surfaces get it right. The KPKT register and the developer’s own two APDL pages name Dawn Land Sdn Bhd. The Edge Malaysia is the only press source that does. The two older filed HIMS documents name Fiamma Land Sdn Bhd — correct at the time, superseded by the rename. EdgeProp’s condo record names Fiamma Holdings Berhad, which is the Bursa-listed JV partner and not the licensee. StarProperty, BusinessToday, propertysifu, myrumahbaru and the microsite’s own footer name Chin Hin in one form or another — the listed parent and the brand, not the counterparty. The name on your sale and purchase agreement should be Dawn Land Sdn Bhd (657482-X). Check it.

No main contractor, no architect, no consultant and no contract sum is publicly recoverable for this project. The usual route — a Bursa contract announcement naming the project SPV as employer — returns nothing for Dawn Land Sdn Bhd. Three KLCC-area contract announcements that do exist were each checked and refused: a RM410 million Jalan Ampang award appears from its headline to belong to the adjoining project by the same group and cannot be attributed to Dawn; a RM268 million 45-storey apartment award names CPI Land as employer; and a RM26.2 million substructure award could not be established as Dawn Land’s. This page names no contractor rather than borrowing a neighbour’s.

Green: GreenRE GOLD, and the word that matters is PROVISIONAL. The GreenRE register’s own row reads: Dawn KLCC · PROVISIONAL CERTIFICATION · GOLD · Dawn Land Sdn Bhd · RES v3.3 · 27/01/2025 · expiry “1 year after CCC” · ACTIVE. It is a design-stage award on a building that has no CCC; final certification is given after completion and verification and has not happened and cannot yet have happened. The Edge Malaysia prints it correctly as “provisional”. StarProperty prints “the prestigious GreenRE Gold certification” in one place and “certified GreenRE Gold” in another — both wrong. The developer’s own microsite makes no green claim at all. Note also that RES v3.3 is a residential tool, so whether it reaches the 468 Lifestyle Suites is not stated by the register and cannot be assumed. All four GreenRE tiers were read for this page: no entry for Dawn, Menara Senja or Dawn Land in the reachable portions of Platinum, Silver or Bronze. And two near misses in the same registers are deliberately refused: the Gold register’s FINAL certification for “Menara Chin Hin, 8th & Stellar” belongs to P P Chin Hin Realty Sdn Bhd under the interiors tool — it is the group’s own head office, at the very address the register lists as Dawn Land’s business address; and the Bronze register’s “Senja by Ombak Villa Langkawi” belongs to M K Land Holdings Berhad in Langkawi — a pure name collision on the word Senja. Neither is borrowed here. GBI could not be checked: its certified-projects page returns 404, which is inconclusive and not a negative.

Awards: Dawn KLCC has won nothing, and this page says so. The developer publishes no awards page — chinhinproperty.com/awards returns 404. The group’s recognitions in circulation belong elsewhere: two PropertyGuru Asia Awards Malaysia titles to Ayanna Resort Residences @ Bukit Jalil, a StarProperty Awards 2023 title to The Quaver Residences, and a corporate People’s Choice award to Chin Hin Group Property with no project attached. A 2025 line naming FIABCI, MDA and StarProperty awards names no project at all and cannot be attributed. No award is carried onto this page from a sibling project.

Group context, for scale and not for comfort: Chin Hin Group Property’s unbilled sales were reported at RM2.3 billion as at end-September 2025 across a portfolio that includes Dawn KLCC, with no Dawn-specific share broken out. Project GDV is reported at RM892 million by The Edge Malaysia — a single source, in no filing and on no developer surface, and it is not stated whether it covers both components.

Sources for this section: the KPKT TEDUH developer record for code 30629 and project records 30629-1 and 30629-2; the three filed HIMS documents; both of the developer’s own published statutory blocks; the GreenRE Platinum, Gold, Silver and Bronze registers read in full; the PropertyGuru Asia Awards Malaysia record; and named journalism from The Edge Malaysia, The Star / StarProperty, BusinessToday, EdgeProp and FocusMalaysia. Where a figure has one source, this page says so.

Answers

Dawn KLCC — the questions buyers actually ask

What is Dawn KLCC’s registered name, and why does it matter?
MENARA SENJA. KPKT holds the scheme under that name on both of its phase records, 30629-1 and 30629-2, and it is printed on the cover of the filed HIMS brochure and on the filed newspaper advertisement. Senja is Malay for dusk, which makes the registered name the semantic inverse of the marketing name — the project is sold as Dawn, daybreak. The registered name appears on no marketing surface anywhere, including both of the developer’s own statutory-particulars pages, and there is no Residensi … alias either. It matters for one practical reason: a buyer who searches the KPKT register, the licence, the permit, the approved extension or the developer’s compliance record for “Dawn” finds nothing. Search MENARA SENJA, or the licence serial 30629.
Does the developer’s licence cover all 960 units?
No. It covers 492 of them. The register’s component schedule for the live phase 30629-2 has exactly one row: 492 Pangsapuri Servis units over 42 floors, on Jadual H. The 468 Lifestyle Suites — 350 sq ft, which The Edge Malaysia calls office suites — sit in no registered phase, carry no filed price, and no document anywhere states their HDA status, their contract schedule or their title type. The licensee has two registered project records and both are MENARA SENJA with 492 units, so no third registration exists that could cover them; 30629-3 returns 404. The developer does list the suites inside its own published APDL block, beside the apartments, which suggests it treats them as covered — but the register does not carry them and the price column on the developer’s own page is blank. If you are being shown a Lifestyle Suite, get the contract schedule, the delivery date and the price in writing before you commit.
When will Dawn KLCC be handed over?
8 June 2029, on the only date with statutory force. The register records: first sale and purchase agreement 8 August 2024; original delivery period 36 months; original statutory vacant possession 8 August 2027; pindaanTempohSerahKosong Ya; approved extension 22 months; new construction period 58 months; revised statutory vacant possession 8 June 2029. Filed CCC: -. Filed vacant possession: -. Construction progress: 44.61%. So nothing has been delivered against the extension — at under 45% built with no CCC, the original date was not achievable and the +22 months is a real postponement. Six different completion dates are in public circulation: April 2027 (all three filed brochures, including the one filed in 2026), 8 August 2027 (the original statutory date), Q2 2027 (myrumahbaru), 2028 (propertysifu), April 2029 (both of the developer’s own APDL blocks), 2Q2029 (The Edge, StarProperty) and 8 June 2029 (the register, revised). Only the last one governs.
Can a foreigner buy at Dawn KLCC?
For the 492 serviced apartments, yes — and with room to spare. Kuala Lumpur / Federal Territory applies a minimum purchase price of RM1,000,000 per unit for a foreign buyer, with State Authority consent required. The filed statutory minimum for the registered phase is RM1,270,000, so every one of the 492 apartments clears the RM1,000,000 floor with RM270,000 of headroom at the bottom of the filed range. For the 468 Lifestyle Suites it cannot be established, because no price is filed for them anywhere — so no honest statement about their foreign-buyer eligibility can be made from public documents, and a foreign buyer must get the price in writing first. (The commonly cited source for the RM1,000,000 figure prints no statute or gazette reference, so treat it as the prevailing policy threshold and verify before acting. For reference: Selangor Zone 1 and Zone 2 are RM2,000,000, strata and gated landed strata only; Selangor Zone 3 is RM1,000,000.)
Is Dawn KLCC freehold?
Yes. Freehold — Hak Milik Kekal — on five statutory surfaces, unanimous: the filed HIMS brochure, the filed newspaper advertisement, the current P45 brochure, chinhinproperty.com/apdl and dawnklcc.com.my/adpl. There is no lease and no lease expiry. The express condition of title is Syarat Nyata: Komersial — commercial title with residential use, which is normal for Pangsapuri Servis; the usual consequence is that utilities and assessment are typically charged at commercial rates, but the filings do not state that, so treat it as an inference and confirm it with the developer. Sekatan Kepentingan: Tiada — no state-consent-to-transfer restriction is filed. The one dissenting source prints “Leasehold” in its tenure field and “Freehold” in its own feature panel, on the same page. The adjoining project by the same group is leasehold, which is the single sharpest distinction between the two — and none of its figures appear on this page.
Who is the developer of Dawn KLCC?
DAWN LAND SDN. BHD. (657482-X) is the licensed developer and the party you sign with. It is a renamed Fiamma vehicle: the two older filed HIMS documents print FIAMMA LAND SDN BHD at the same registration number. Above it sits a 70:30 joint venture between Chin Hin Group Property Bhd and Fiamma Holdings Bhd (The Edge Malaysia’s figure; no filing states the split). Four different entities are credited as the developer across public sources — Dawn Land (correct), Fiamma Land (superseded), Fiamma Holdings (the listed JV partner, per EdgeProp) and Chin Hin Group Property (the listed parent, per the portals and the microsite footer). Only the register and the developer’s own two APDL pages name the real licensee. Check that the name on your sale and purchase agreement is Dawn Land Sdn Bhd.
What does a unit at Dawn KLCC cost?
The filed statutory Unit Selling Price for the 492 serviced apartments, in the current filed advertisement particulars and in the current TEDUH registry band, is RM1,270,000 to RM2,239,000. That is the legally filed range, it covers the apartments and nothing else, and it is not a price list, not a quotation and not an offer. The superseded filing generation printed a maximum of RM1,972,000 — a difference of RM267,000 — and both of the developer’s own APDL pages still print that superseded maximum, so a client reading the developer’s own page is a generation behind the developer’s own filing. No price is filed anywhere for the 468 Lifestyle Suites, and the price column on both developer pages is blank. There is also a live price discrepancy worth knowing about: three independent publishers — The Star group, The Edge group and a third portal — each carry a different headline “from” figure, and all three sit below the filed statutory minimum. They almost certainly price the unfiled Lifestyle Suites. None of the three figures is published on this page. For the actual price of the actual unit, ask me and I will get the developer’s price list and the sale and purchase agreement.
How much car parking comes with a unit?
Nobody publishes an answer, and the filings say Nil. Bilangan Parkir: Nil is printed on the filed HIMS brochure, the filed newspaper advertisement, the current P45 brochure, chinhinproperty.com/apdl (as “no parking”) and dawnklcc.com.my/adpl — six surfaces. TEDUH prints no car-park field at all, and the developer’s numbered facilities schedule lists no car park. No source anywhere — developer, press or portal — publishes a car-park allocation, a bay count or a parking ratio for this project. Be careful what you conclude from that: a Nil in a Malaysian statutory block is sometimes a genuinely nil provision and sometimes an unfilled field, and this filing prints placeholder zeros elsewhere (TEDUH’s land area is 0 mps). So this page does not assert that the building has no parking, and does not assert that it has any. For a city-centre purchase at this price, get the allocation per unit type in writing before you sign.
Is Dawn KLCC GreenRE certified?
It holds GreenRE GOLD on a PROVISIONAL certification, not a final one. The register’s own row reads: Dawn KLCC · PROVISIONAL CERTIFICATION · GOLD · Dawn Land Sdn Bhd · tool RES v3.3 · certified 27 January 2025 · expiry “1 year after CCC” · status ACTIVE. The expiry wording is the giveaway: it is a design-stage award on a building that has no CCC, and final certification is awarded only after completion and verification. The Edge Malaysia reports it correctly as provisional; StarProperty calls it “certified GreenRE Gold” and “the prestigious GreenRE Gold certification”, which is wrong; and the developer’s own microsite makes no green claim at all. Note too that RES v3.3 is a residential tool, so whether the award reaches the 468 Lifestyle Suites is not stated by the register and cannot be assumed. All four GreenRE tiers were read for this page, and two Chin Hin and Senja near misses in the same registers — the group’s own head office on a FINAL interiors certification, and an MK Land project in Langkawi — are deliberately not borrowed. GBI could not be checked; its register page returns 404.
How far is the nearest LRT station?
Kampung Baru LRT Station, 650 m, per the developer’s own home page. That is the only rail distance this page publishes, because it is the only one that can honestly be published. No source anywhere publishes a distance to the KLCC LRT station by name — every one of them says only “walking distance”. And the developer’s own /location rail table cannot be used: its “Train Station” block carries the six distances from its own Connecting Highways block, in the same order, it names lines rather than stations, and two of its entries are legend labels rather than stations at all. An LRT line is not 1.5 km away when its station is 650 m away. The developer’s home page also carries an unnamed second transport entry at 500 m, which is probably KLCC LRT — but the page does not say so, so it is not published here as KLCC LRT. One bus figure exists: Menara Ambank bus stop at 166 m, from myrumahbaru. On the headline landmark distance, the developer contradicts itself: 385 m to Suria KLCC on /location, 500 m on its own home page, and the four publishers who repeat 385 m are all quoting one press release.
What are the unit sizes at Dawn KLCC?
The filed statutory built-up schedule gives five types: B at 550 sq ft (2 bedrooms, 2 bathrooms), B1 at 550 sq ft (2 bedrooms, 1 bathroom), C1 at 739 sq ft (2 bedrooms, 1 bathroom), C2 at 785 sq ft (2 bedrooms, 1 bathroom) and C4 at 804 sq ft (2 bedrooms, 2 bathrooms). That is a filed range of 550 to 804 sq ft, and there is no Type A in it at all. The 468 Lifestyle Suites are marketed at 350 sq ft across eight variants and appear in no filed schedule. Three schedules circulate and they disagree on nine fields: the smallest size is 350 sq ft on the developer’s own page against 348 sq ft in four press reports; the largest is 804 sq ft in the filing against 835 sq ft in the same four reports, and 835 appears in no filing and on no developer page; the developer prints one figure of 762 sq ft for the whole Type C group the filing splits into 739, 785 and 804, and 762 is not a filed figure; and one publisher’s Lifestyle Suite upper bound of 416 sq ft appears nowhere else and is refused here. This page publishes the filed figures. The developer labels Types B and C dual key and the filed room counts are consistent with that — but no document states which rooms form the second key, whether it has its own corridor door, its own kitchenette or separate metering, and B1, also 550 sq ft, is not labelled dual key by anyone. No square-metre figure is published by any source.
Has Dawn KLCC won any awards?
No. Dawn KLCC has won nothing, and this page borrows nothing. The developer publishes no awards page — it returns 404. The group’s awards in circulation belong to other projects: two PropertyGuru Asia Awards Malaysia titles to Ayanna Resort Residences @ Bukit Jalil, a StarProperty Awards 2023 title to The Quaver Residences, and a corporate People’s Choice award with no project attached. A 2025 report naming FIABCI, MDA and StarProperty awards for “the group and its projects” names no project and cannot be attributed to anything. The honest form would be “by an award-winning developer group, whose recognitions are held by its other projects” — and even that is a stretch, so this page says nothing about awards at project level.
What does this page not publish, and why?
Certain commercial terms are deliberately withheld and none of them appears anywhere on this page, and none will be quoted in writing on a public channel. That is a standing rule, not a Dawn-specific one. A Diskaun Bumiputera field does exist in the filed HIMS brochure, in the filed newspaper advertisement and on the developer’s own /adpl page — its existence is recorded here and its value is not. A buyer campaign was reported in the April 2024 launch coverage; its contents are not recorded here and it is in any case time-limited and almost certainly expired. What is published instead is the filed statutory Unit Selling Price range for the 492 serviced apartments, labelled as filed and accompanied by the statement that it is not a price list, not a quotation and not an offer. Three independent publishers each carry a different headline “from” figure for this project and all three sit below the filed statutory minimum — most probably because they price the unfiled Lifestyle Suites. The existence of that discrepancy is recorded; none of the three figures is printed. One further price trap is recorded without reproducing it: a portal prints the statutory band correctly but divides its minimum by the 350 sq ft Lifestyle Suite built-up to derive a per-square-foot range — a unit size the band does not cover — which makes the smallest unit in the building appear to cost the statutory minimum. No per-square-foot figure from that page is reused. Also deliberately absent: any estimated distance; any rail figure from the developer’s broken /location table; the 261.9 m height, which has one uncorroborated source; any density figure presented as published, because the acreage behind it is marketing and not filed; any award, because none belongs to this project; and any sibling project’s figures. Ask me for anything on the not-published list and I will go and get it in writing.

Director, LK Group Marketing · IQI Realty Sdn Bhd · Registered Estate Agency

Over a decade selling Malaysian property, in English and Mandarin, to buyers in Kuala Lumpur, Selangor and Johor Bahru and to Chinese-speaking buyers overseas. This page leads with the registered name because a buyer cannot run a single compliance check on this project without it: KPKT holds the scheme as MENARA SENJA, senja is Malay for dusk, and the name appears on no marketing surface anywhere. It was built from the KPKT TEDUH developer and project registers, all three filed HIMS advertisement documents, both of the developer’s own published statutory blocks, the developer’s own microsite read page by page, all four GreenRE rating registers, and named journalism. Every hard number is attributed to the document that prints it. Where the developer’s own filing and the developer’s own website disagree — and here they disagree on the price maximum, the licence suffix, the permit suffix, the completion date, the chargee and the Lifestyle Suite floor count — both are shown and neither is asserted as operative. Where nothing was published, the page says NOT FILED or NOT PRINTED. No price, distance, density, height, permit number, storey count or image subject on this page was invented; no award or green certification was borrowed from a sibling project; no figure from the adjoining tower by the same group was carried across; and no rail distance was taken from the developer’s own broken location table. Ask me for what is missing and I will go and get it in writing — and tell you if the answer is that nobody will say.

Build progress

The unit mix, the permitted price and how far up it is

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

The filed advertisement · on the ministry’s own server

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.

How does that compare? Every development on this site, grouped by register status — cancelled, abandoned and behind schedule first.
