What a careful buyer should know about Triuni Residences
Four strengths and two points to check. Nothing here comes from a sales pitch: the sources are Runnymede’s own websites, the advertisements it filed with the housing register, the register itself and The Star.
It is finished — all three towers
The register dates the certificates of completion and compliance at 22 April 2022 for Tower A, 1 April 2024 for Tower B and 2 April 2025 for Tower C. There is no construction risk left to price in: you can stand in the lobby, ride the lift and look out of the actual window before signing anything.
A 2.95-acre garden deck on a 5.36-acre site
The Star reports that more than half the land is given to a landscaped podium, and the developer names Plan E, an Australian landscape studio, as its designer. The centrepiece is a 40-metre cascading infinity lap pool, with a leisure pool, wading pools, jacuzzi and cabanas around it.
Eight to ten homes a floor, with voids between them
The register’s unit lists show eight homes a floor in Towers A and C and mostly ten in Tower B. The developer describes its detached and semi-detached unit design as a way to bring more daylight and sea breeze into each home, and each tower has its own private lobby.
660 m from USM, inside a gated hillside estate
Triuni is the condominium phase of The Sanctuary, a 27.8-acre gated estate that also holds the Sanctuary Bungalows and Vilaris Courtyard Homes. Universiti Sains Malaysia is 660 m away in a straight line and the Sungai Nibong express bus terminal 861 m, which is the practical draw for university staff and long-stay tenants.
Two of the three towers needed more time
The register records approved extensions of 27 months for Tower A (63 months in all) and 18 months for Tower B (54 months). Both were handed over inside the extended periods. It is history now, but if you are buying one of the remaining developer units, ask for the defect-liability dates that apply to that tower.
The last advertising permit on record has lapsed
Tower C’s permit ran to 28 December 2025 and the register shows no newer one, while 38 units — 13 in Tower B and 25 in Tower C — were still recorded as not yet sold on 5 October 2026. That is something to confirm before you buy from the developer. The filed advertisements also note a charge on the land to Maybank Islamic Berhad, which your solicitor will clear at completion.

Tower A
The first tower, reported by The Star at its 2017 launch under the name Anthemis: 22 storeys with eight homes a floor. The paper gave standard sizes of 1,130 to 1,916 sq ft and duplex penthouses of 2,594 to 3,897 sq ft. Its certificate of completion and compliance is dated 22 April 2022, and all 176 units are recorded as sold — so any home here now comes from an existing owner.
Tower B
Tower B is where the compact homes are: the advertisement filed for it lists the three-bedroom, two-bathroom Type F/F1 of 840 sq ft, the 3+1-bedroom, two-bathroom Type G1 of 1,076 sq ft and two four-bedroom, three-bathroom layouts — Type G2 of 1,216 sq ft and Type H/H1 of 1,302 sq ft. The register counts 21 storeys and mostly ten homes a floor. Certificate of completion dated 1 April 2024; 179 units recorded as sold and 13 as not yet sold when I read it.
Tower C
The last tower to finish, with its certificate of completion and vacant possession both dated 2 April 2025. The filed advertisement lists Types A/A1 (3+1 bedrooms, 1,130 sq ft), B/B1 (3+1 bedrooms, 1,302 sq ft), C (4+1 bedrooms, 1,636 sq ft) and the dual-key Type D (4+1 bedrooms, 1,916 sq ft). 23 storeys, eight homes a floor; 159 units sold and 25 not yet sold on the register.

Where Triuni Residences @ Batu Uban, Penang sits
On the hillside at The Sanctuary in Batu Uban, Gelugor — reached from Jalan Sultan Azlan Shah, 660 m in a straight line from Universiti Sains Malaysia and 438 m from Vilaris Courtyard Homes in the same estate.
All three phases share one set of coordinates on the national housing register, and the map is pinned there. The developer’s own website gives a point about 210 m to the south; either way the distances above change by a couple of hundred metres at most.

176 + 192 + 184 = 552 units
Phase 1 (filed simply as ‘Triuni’) is 176 units in a 22-storey building; Phase 2 is 192 units over 21 storeys; Phase 3 is 184 units over 23 storeys. The unit lists agree with those totals. On 5 October 2026 every Tower A unit was recorded as sold, Tower B showed 179 sold and 13 not yet sold, and Tower C 159 sold and 25 not yet sold — 514 of 552 in all.
Permit bands, and why foreign eligibility is not a yes-or-no answer
The permits record RM636,000 to RM1,644,000 for Tower A, RM629,100 to RM3,746,904 for Tower B and RM687,600 to RM3,993,000 for Tower C. Those are the bands on the advertising permits, not the price of any unit. Each one begins under Penang Island’s RM1,000,000 strata floor for non-citizens and ends above it, so a foreign buyer qualifies only on units whose agreement price reaches the floor — and that applies to a resale from an owner just as it does to a developer unit.
Schedule H, with extensions on the first two towers
All three phases were sold under Schedule H with a 36-month delivery period. The register shows 27 additional months approved for Tower A, moving its deadline from 3 April 2020 to 3 July 2022, and 18 months for Tower B, from 24 December 2022 to 24 June 2024. Tower C has no extension on record; its 36 months, counted from the first agreement, ended on 31 December 2024 and vacant possession is dated 2 April 2025. Each buyer’s own period runs from that buyer’s agreement.
Completed, but the permits have expired
Status on all three entries is ‘Siap Dengan CCC’ — completed with certificate, 100% built. The advertising permits have ended: 9 July 2022 for Tower A, 18 December 2024 for Tower B and 28 December 2025 for Tower C, with no newer permit listed. If you are buying one of the units still held by the developer, ask to see the current permit; I will check it for you as well.
About Runnymede Group
Runnymede Group says it was founded on Penang Island in 1994 and describes its output as deliberately small: properties ‘limited only in numbers produced’. Its website shows work in Penang, Kuala Lumpur and the Perth region of Western Australia, including Rossmoyne Residences and a resort at Margaret River.
The Sanctuary is its long-running Batu Uban estate. The Star describes 27.8 acres of elevated freehold land developed in three stages: the Sanctuary Bungalows (69 homes on 12 acres, completed in 2010), Vilaris Courtyard Homes (56 three-storey homes on 5.3 acres, completed in 2016) and finally Triuni Residences, the only high-rise component.
For Triuni the developer worked with Plan E, an Australian landscape architecture studio, on what it calls a Bali concept, and built the towers one at a time over about eight years rather than all at once. The sales gallery and the licensee’s office sit at 554 Jalan Sultan Azlan Shah.
The caveat worth stating: this is a niche developer with a short project list, and the register shows that Towers A and B each needed an approved extension before handover. The buildings are complete, so the practical questions today are about management, maintenance and the condition of the specific unit — inspect it, and ask the management office for the latest accounts.

How many units and towers are there at Triuni Residences?
552 condominiums in three towers: 176 in Tower A, 192 in Tower B and 184 in Tower C. Those are the totals on the government register for phases 7025-5, 7025-6 and 7025-7.

Is Triuni Residences freehold or leasehold?
Freehold. The advertisements filed with the housing register for Towers B and C both state ‘Pegangan Bebas’, and The Star describes the whole Sanctuary estate as freehold land.
Those advertisements also record a charge on the land to Maybank Islamic Berhad. That is ordinary development financing; in a purchase your solicitor confirms the title and handles the discharge.
What unit sizes does Triuni Residences have?
Tower B: three bedrooms and two bathrooms at 840 sq ft (Type F/F1), 3+1 bedrooms and two bathrooms at 1,076 sq ft (Type G1), and four bedrooms with three bathrooms at 1,216 sq ft (Type G2) and 1,302 sq ft (Type H/H1). Tower C: Types A/A1 at 1,130 sq ft, B/B1 at 1,302 sq ft, Type C at 1,636 sq ft and the dual-key Type D at 1,916 sq ft.
For Tower A, The Star reported the same 1,130 to 1,916 sq ft range at launch, along with duplex penthouses of 2,594 to 3,897 sq ft on the top floors. Strata titles state the exact area of each parcel, so check the figure for the unit itself.
Can a foreigner buy a unit at Triuni Residences?
Yes for some units, no for others. On Penang Island a non-citizen must buy strata property at RM1,000,000 or above, and the permit bands for all three towers start below that. The larger layouts are the ones that reach it.
State consent is needed, with a 3% levy on approval — reduced to 1.5% for island strata priced from RM1,000,000 to RM1,500,000 — and a three-year bar on resale. Non-citizens pay a flat 8% stamp duty on residential transfers. Bumiputera-quota units cannot be sold to foreigners.
Is Triuni Residences ready to move in?
Yes. All three towers are complete with certificates of completion and compliance: 22 April 2022, 1 April 2024 and 2 April 2025. Vacant possession dates on the register are 31 May 2022, 13 May 2024 and 2 April 2025.
The developer’s website describes the project as ready to move in. A unit bought from an owner can be occupied as soon as the transfer completes; for a developer unit, ask how long handover takes after signing.
Which tower suits me — A, B or C?
Start with size. Under about 1,100 sq ft, only Tower B has it. From 1,130 sq ft up, look at Towers A and C, which share the A-to-D layouts and have eight homes a floor instead of ten.
Then decide between new and lived-in. Tower C is the newest and had 25 units not yet sold on the register; Tower B had 13. Tower A is fully sold, so there you are choosing among owners’ resale units — often renovated, sometimes tenanted.
What does a unit at Triuni Residences cost, and what are the fees?
I quote one thing publicly: the permit bands on the register — RM636,000 to RM1,644,000 for Tower A, RM629,100 to RM3,746,904 for Tower B and RM687,600 to RM3,993,000 for Tower C. Each is the band on the advertising permit, not the price of any unit, and resale prices are set by owners.
Maintenance charges and the sinking fund are set by the management body and are not published by the developer. Tell me the tower and size you want and I will send current asking prices and the charges in writing.
Triuni Residences or Starhill Luxury Residences — how do they differ?
Both are completed hillside condominiums in Gelugor, 2.1 km apart in a straight line. Starhill is a single 35-storey block of 506 condominiums at Bukit Gambier, completed in 2018, with a small number of landed homes beside it. Triuni spreads 552 homes across three towers of 21 to 23 storeys inside a gated estate.
Triuni is the newer building — its towers were certified between 2022 and 2025 — and sits on the USM side of Gelugor. Starhill has a longer resale record. See both on the same afternoon; the drive between them takes you past most of what you would use day to day.
What is daily life like at The Sanctuary, and is there rental demand?
Groceries are 933 m away at Lotus’s Sungai Dua, Queensbay Mall is 1.9 km, the Sungai Nibong express bus terminal 861 m and Pantai Hospital Penang 4.0 km, all in a straight line. For schools, SMJK Phor Tay is 1.2 km and SJK(C) Kwang Hwa 1.8 km.
The obvious tenant pools are USM staff and postgraduates, 660 m away, and professionals working along the expressway toward the Bayan Lepas industrial zone. I do not quote rents. The three-plus-one and four-bedroom sizes suit families and sharers more than single tenants, so think about who would rent your particular layout.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
