Six things about The Paradigm Suites worth knowing before you enquire
Four are reasons a mainland family would put it on the shortlist. Two are points to clear up first. Every one comes from EliganBase’s own material, the advertisement it filed with the government, or the housing register.
A freehold title in the middle of Seberang Jaya
The advertisement the developer filed with the housing register states ‘pegangan bebas’ — freehold. Seberang Jaya grew up as a planned township, so a strata home here with no lease clock running is worth noting when you think about refinancing or passing the unit on.
You are buying a finished building
The register marks the block 100% built and ‘Siap Dengan CCC’ — completed, with the certificate of completion and compliance dated 17 March 2026. That means you can stand inside the actual unit, look out of its windows and test the lifts before you decide, instead of judging a model.
Only 96 homes, eight to a floor
The developer calls it low density, and the numbers back that up: 96 units in total, eight on each of 12 residential floors, with what its page describes as private access for every four units. Layouts run from 1,271 to 1,596 sq ft with three or four bedrooms — family sizes, not investor studios.
Hospital, hypermarket and mall inside 2 km
Measured in a straight line from the site: AEON BiG Seberang Jaya 566 m, Hospital Seberang Jaya 606 m, the state immigration office 935 m, the Kubang Semang toll plaza on the Butterworth–Kulim Expressway 1.5 km, and Sunway Carnival Mall and Sunway Medical Centre 1.8 km each.
The permit has run out and 19 units are unsold
The advertising permit on the register was valid to 19 March 2026 and I found no newer one listed on 2 October 2026, while the unit list still shows 19 homes as not sold. The register also records no vacant-possession date yet. Ask for the current permit and the handover status in writing before you pay anything.
Several basics are not in the developer’s material
EliganBase publishes a facility-floor drawing but no written facilities list, and nothing on car park allocation, monthly charges or how many units there are of each type. Its 2017 web page also prints sizes of 1,272, 1,380, 1,386 and 1,596 sq ft, a few square feet different from the filed advertisement. I will get the figures for your unit in writing.

No images from the developer’s marketing are reproduced here. A render is drawn to sell. It is not something the developer is contractually bound to build, and there is nothing in it you can check against a document.
Ask for these three in writing instead: the approved building plan, the unit layout with its stated built-up area, and the specification schedule attached to the sale and purchase agreement. Those bind the developer. A render does not.

The project is filed as Pangsapuri Kelisa Emas, and the housing developer’s licence is held by Eligan Base Paradigm Sdn Bhd (30180), a company with this one project on the national register. The coordinates, the 96-unit total and the 16 storeys all match the developer’s page.

96 units on the register, 96 on the developer’s page
The register files the scheme as one component of 96 flats / condominium units in a 16-storey building, with three or four bedrooms and two or three bathrooms. Its unit list covers 12 floors — numbered 03, 03A, 05 to 13 and 13A — with eight units on each, which adds up to 96, the same total the developer states. On the day I read it, 77 units were recorded as sold and 19 as not yet sold, and no unit was flagged as a Bumiputera-quota unit.
What the permit band tells you about foreign eligibility
The advertising permit records a minimum of RM415,000 and a maximum of RM630,000. That is the band on the advertising permit, not the price of any unit. On the mainland a foreign individual needs a strata price of at least RM500,000, so the band straddles the floor and eligibility is decided unit by unit at the SPA price. A foreign company needs RM1,000,000, which is above the whole band. State consent, the 3% state levy and the three-year resale restriction apply to any foreign purchase.
Schedule H, 36 months, no extension on record
The sale and purchase agreement is Schedule H (strata) with the standard 36-month delivery period, and the register shows no approved extension. The first agreement is dated 31 March 2023, which made 31 March 2026 the delivery date under that agreement; the certificate of completion and compliance is dated 17 March 2026, two weeks before it. The register does not yet record a vacant-possession date, so ask whether keys have been handed over.
100% built — and a permit that has expired
The latest return reports the block 100% complete and ‘Siap Dengan CCC’. The advertising permit shown, 30180-1/03-2026/0293(N)-(S), ran from 20 March 2023 to 19 March 2026, and no newer permit was listed when I checked on 2 October 2026. The developer’s licence itself is valid to 1 September 2027. With 19 units still shown as unsold, the current permit position is something to confirm before you sign.
About EliganBase Holdings
EliganBase Holdings Sdn Bhd is a Penang developer that, by its own account, was founded in 2003 and works from Westlands Road in George Town. Its website says it builds semi-detached houses, bungalows, townhouses, terrace houses, industrial factories and condominiums, and that it would sooner be known for value and satisfied buyers than for a premium brand name.
The completed projects it lists are JJ68 Terraces, IKS Premier 18 Factories, Jubilee Courtyard Terrace, G.Park Residence and Taman Jelutong. The Paradigm Suites — the developer also gives it a Chinese name, 百乐苑 — is the one it currently features, and on that list it is the tall building among mostly landed and industrial work.
For this project the licence sits with a separate company, Eligan Base Paradigm Sdn Bhd, which has only this scheme on the national register. The filed advertisement notes that the land is charged to Hap Seng Credit Sdn Bhd; that is ordinary project financing, and your solicitor will ask for the redemption statement at signing.
One honest caveat. The developer’s web page still says the project ‘is expected to be launched in the 2nd half of 2017’, while the register dates the first sale and purchase agreement at 31 March 2023 — roughly six years later. Once sales began the block was finished inside its 36-month period, but the page has not been updated since, which is why I rely on the register and the filed advertisement for dates and sizes.

The register lists three and four bedrooms without saying which type has which, and the developer’s older web page prints slightly different sizes (1,272, 1,380, 1,386 and 1,596 sq ft). The area in your sale and purchase agreement is the one that counts; I will send the drawing and the SPA size for any unit you shortlist.
Can foreigners buy at The Paradigm Suites?
Some units, possibly. The permit band runs from RM415,000 to RM630,000, and a foreign individual buying strata property on the Penang mainland needs a price of at least RM500,000. Units priced at or above that floor can be considered; units below it cannot. A foreign company faces a RM1,000,000 floor, which is above the entire band.
A foreign purchase also needs state consent, carries a 3% state levy on approval, cannot be resold for three years, and attracts the flat 8% stamp duty that applies to non-citizens. Tell me the unit and I will confirm whether it qualifies before you go further.
Is The Paradigm Suites completed? When can I move in?
The building is finished. The register shows it 100% built and ‘completed with CCC’, with the certificate of completion and compliance dated 17 March 2026 — two weeks ahead of the 31 March 2026 delivery date under the first agreement.
What the register does not yet show is a vacant-possession date. For an unsold unit bought now, the handover timing depends on your own agreement and loan release, so ask me for the current position on keys.
Which type and which floor should I choose?
Start with how many bathrooms and how much space you need. Type B, at 1,271 sq ft with two bathrooms, is the compact choice; Type D, at 1,596 sq ft, is the largest; Types C and A/A1 sit between them at 1,375 and 1,385 sq ft. Then look at the typical floor plan to see which units are corners and which share the same four-unit access.
Because the block is complete, the better test is to walk the actual unit: check the view, afternoon sun and noise at that height. With 19 units left on the register the choice is limited, so ask me which types and floors remain.
What is the price and the maintenance fee?
The only public price information is the government permit band: RM415,000 to RM630,000 — the band on the advertising permit, not the price of any unit. I do not repeat figures from property portals.
The developer has not published the monthly maintenance charge, the sinking fund or the car park allocation. Message me and I will send the current price list, the remaining units and the charges in writing.
How does The Paradigm Suites compare with Harbour View Residence in Butterworth?
They sit 4.5 km apart in a straight line and are very different buildings. Harbour View Residence is a 32-storey tower of 373 homes, every unit 950 sq ft with three bedrooms, still under construction at 25.54% on the register. The Paradigm Suites is 96 homes in 16 storeys, 1,271 to 1,596 sq ft, and already completed.
If you want a larger home in a small community that you can inspect today, this is the one. If you prefer a newer tower in Butterworth and can wait for it to be built, read the Harbour View page.
Is Seberang Jaya practical for daily life or for renting out?
For daily life, the straight-line distances are short: AEON BiG 566 m, Hospital Seberang Jaya 606 m, the immigration office 935 m, Sunway Carnival Mall and Sunway Medical Centre 1.8 km. The Bukit Mertajam KTM station is 4.8 km away and Penang Sentral in Butterworth 5.3 km. I have not measured individual schools here; tell me which one you have in mind and I will measure it.
For renting, the natural tenants in this pocket are people working at the two hospitals and in the Perai industrial area, and families who want a three- or four-bedroom home on the mainland side of the bridge. I do not quote rental figures; ask me what is actually being let in the building before you buy with tenants in mind.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
