The last 37 double-storey terrace houses in a township the same developer has been building since the 2000s — on 100-foot plots with a car porch of about 40 feet, within 10 km of Kota Kinabalu. Plaza Kivatu, the developer’s completed 28-unit shop-office block, is on this page too.

The selling point is space, and the developer is explicit about it — a standard plot length of 100 feet and a car porch of about 40 feet, which the director said fits up to four cars. The developer’s brochure gives the built-up area as 1,427 sq ft for the 29 intermediate lots and 1,574 sq ft for the 8 corners, on land of 1,858 to 5,529 sq ft, on a 99-year lease. The press reported prices of RM798,000 to RM1.268 million and a completion target of December 2026; the brochure itself says 24 months from the sale and purchase agreement. The earlier phases are finished — the developer says 200 homes were handed over in 2011 and 2016 — so you can walk the street you would be living on. The same developer group’s Plaza Kivatu, 28 double-storey shop offices on Jalan Penampang–Tambunan, has been complete since October 2018 and is covered further down for buyers who want a commercial unit instead.

Six things worth knowing before you view

Three are the reasons people buy landed in Penampang. Three are the things I would check first on this particular launch.

Plots and porches you rarely see this close to KK

A standard plot length of 100 feet and a car porch of about 40 feet — the developer’s own emphasis at the launch. The director’s point was that terrace land this near Kota Kinabalu is getting scarce as land costs rise, and that is fair: the site is within 10 km of the city centre. The developer’s plan shows how the 40 feet is made up: 7 m (23 ft) of covered porch and about 5.2 m (17 ft) of open driveway to the gate.

A township you can already walk

Phases 1 and 2 are finished and lived in — the developer says 200 homes were handed over in 2011 and 2016. You can see how the earlier houses have aged, how residents have used the porches, and what the road and drainage look like after years of rain.

No monthly management charge

These are individually titled landed houses, not strata units, and the developer fact sheet states there is no management fee. Your running costs are quit rent, assessment and your own upkeep. The developer’s presentation adds that Phase 3 is not gated and guarded, so there is no guard charge either — and no guard.

Two different completion dates — ask which one binds

The press reported a December 2026 target at the April 2026 launch; the developer’s brochure says 24 months from the sale and purchase agreement. The same press report says work on Phase 3 began in March 2025 and was running slightly ahead of schedule, which is how a December finish is possible. Eight months only works if building is well advanced, and the date that protects you is the one in your agreement. Ask to see the actual Phase 3 lots, not only the show house, and ask for the latest progress certification.

The price figures do not agree

The press reported RM798,000 to RM1.268 million at launch. Agent listings quote other starting figures, including RM875,000 and RM886,666. None of these tells you the price of a particular lot today — ask me for the current price list, lot by lot.

Plaza Kivatu is a different kind of purchase

A completed shop office bought for rent is judged on tenancy, not on a show house. The fact sheet says most units are already tenanted. Ask for the tenancy and its remaining term for the exact unit, and check the rent against nearby shop lots yourself.

The whole development, decoded

Phase 3 has only two house types, and the difference between them is mostly land. An intermediate lot is 20 feet wide with 1,427 sq ft built up and three bathrooms, on 1,858 to 2,443 sq ft of land. A corner lot is 22 feet wide with 1,574 sq ft and four bathrooms, on 2,985 to 5,529 sq ft — so the largest corner has roughly three times the land of the smallest intermediate. That spread, not the house, is what drives the price range. Both are sold as four-room houses: the developer’s plan shows three bedrooms upstairs and a ground-floor room labelled ‘study room’, which the show house furnishes as a bedroom. The developer says the master bedroom has been enlarged compared with the earlier phases, based on owners’ feedback. Eight of the 37 are corners and 29 are intermediate, per the developer’s presentation. Plaza Kivatu sits in the third tab: a completed block of 28 double-storey shop offices.

A 20-foot-wide double-storey terrace with 1,427 sq ft built up, three bedrooms upstairs, a ground-floor study room and three bathrooms, on land of 1,858 to 2,443 sq ft. The developer’s brochure draws the ground floor at 20 × 33 feet and the first floor at 20 × 43 feet, and its presentation gives an 11-foot ceiling. In front is a 7 m covered porch and about 5.2 m of open driveway — the ‘40-foot car porch’. There are 29 of these. The press put the entry price at RM798,000 at launch; agents have quoted higher starting figures since.

A 22-foot-wide corner or end house with 1,574 sq ft built up, three bedrooms upstairs, a ground-floor study room and four bathrooms — the extra one is upstairs — on land of 2,985 to 5,529 sq ft. The extra land is the point: the biggest corners have room for a side garden or an extension, subject to council approval. There are eight corners. The press reported the top of the range at RM1.268 million, which is almost certainly a large corner — ask which lot that figure refers to.

Plaza Kivatu · 2,275–2,389 sq ft

28 double-storey shop offices on Jalan Penampang–Tambunan, about five minutes from Donggongon by the developer’s description, with an occupancy certificate obtained in October 2018. The development plan shows 12 Type A units (1 to 12) and 16 Type B units (13 to 28). Each unit is about 24 × 50 feet, with about 1,200 sq ft per floor and 2,275 to 2,389 sq ft built up; there are 80 parking spaces, 10-foot walkways and roller shutters on both floors. Tenure is a 99-year lease and the management fee is RM0.275 per sq ft per month (developer fact sheet). Most units are already tenanted.

What the developer and the fact sheet actually say

A terrace township does not come with a clubhouse, and none is advertised. The developer’s presentation says plainly that Phase 3 is not gated and guarded, and describes the site as ‘100% flood free’ — that last one is the developer’s claim, so ask what it rests on, and ask a Phase 1 resident how the road copes in heavy rain.

These plans come from the developer’s brochure. The two house plans print 1,427 sq ft for the intermediate lot and 1,574 sq ft for the corner, with the widths and depths dimensioned; the furnished row plans are in the gallery below. For Plaza Kivatu the developer’s set holds a Type B block drawing only — I have no Type A unit drawing, so that card shows the development plan and says so.

Where Prima Sumundu and Plaza Kivatu sit

Prima Sumundu is off Jalan Datuk Panglima Banting in Kampung Kibabaig, in the Donggongon area of Penampang, within 10 km of Kota Kinabalu city centre as reported at the launch. Plaza Kivatu fronts Jalan Penampang–Tambunan, which the developer describes as five minutes from Donggongon, within 20 minutes’ drive of Kota Kinabalu International Airport and less than 150 m from the Pan Borneo Highway alignment. The two are separate sites: the developer’s own map puts Plaza Kivatu at Kampung Tuavon, south-east of Prima Sumundu, without printing a distance. Its location map for the houses shows Jalan Penampang, the Penampang by-pass and Jalan Bundusan as the routes towards Lintas and the airport, with a future by-pass drawn just north of the site.

The map is set to Taman Prima Sumundu, the name the township appears under on public maps and listings. Plaza Kivatu is a separate site on Jalan Penampang–Tambunan; ask me for its pin.

Penampang is a commuter address. The drive into Kota Kinabalu is short on paper and depends heavily on the Donggongon and Jalan Penampang junctions at peak hours. Do the school and office run once in real traffic before you commit, and ask about the Pan Borneo Highway works nearby — they should help in the long run and can disrupt in the short run.

The government record

Why there is no federal register table on this page

Peninsular project pages on this website carry a table read from teduh.kpkt.gov.my, the federal housing register. Sabah is outside that register by design — housing developers here are licensed under Sabah’s own Housing Development (Control and Licensing) Enactment 1978 — so a Sabah project will not appear there however you search.

What to check instead

Check the Sabah licence numbers. The developer’s brochure prints Developer Licence No. 09-2026/06841 and Advertising Permit No. 09-2026/05134 for Phase 3. Check that both are current and that the same numbers appear in your sale and purchase agreement. The brochure also states that 30% of the units are reserved for Bumiputera buyers — ask whether the lot you want is one of them.

Ask for the title and the build stage. The developer’s presentation and fact sheet say the houses are on a 99-year lease, but its printed flyer says ‘Tenure of land: 999 years (subject to sub-division)’. Both cannot describe the title you will receive, so ask to see the title and check the tenure written in the agreement. Ask also whether individual titles are ready for the Phase 3 lots, which progress stage the house you want has reached, and which completion date is in the agreement — December 2026 as reported, or 24 months from signing as the brochure says.

Foreign buyers

Sabah sets its own minimum price for non-citizens and runs its own consent process, and the quoted figures conflict — RM1,000,000 in the Bar Council’s state table, with a lower strata figure also in circulation. With the reported range of RM798,000 to RM1.268 million, some houses may sit below the threshold and some above, and landed titles in Sabah carry their own restrictions. If you are not a citizen, get written confirmation for the exact lot through a Sabah conveyancing solicitor before you pay anything, and budget for the flat 8% stamp duty on residential purchases by non-citizens since 1 January 2026. For a Plaza Kivatu shop office, the residential threshold does not apply, but state consent does — ask the same solicitor.

Track record

About Prima CL Sdn Bhd and Primaland

The developer of Phase 3 is Prima CL Sdn Bhd, as reported by the Borneo Post at the launch on 20 April 2026, where its director Hon Nai Shan spoke about the project, and as printed on the developer’s brochure, which gives its office as KK Times Square, Kota Kinabalu. The company markets its projects as Primaland (Prima Land & Development), and its website says it was established in 2004 with a focus on customer care after handover. The site lists Prima Sumundu as its current project and Prima Tuavon Industrial, Prima Likas Condominium and Prima Apartments@Menggatal as upcoming.

The track record is local and verifiable. Primaland describes Prima Jaya, three phases of semi-detached and detached houses in the Lintas area of Kota Kinabalu, as its first project, with construction starting in 2005 and the last phase receiving its occupancy certificate in 2016. Plaza Kivatu received its occupancy certificate in October 2018. And Prima Sumundu itself has earlier phases handed over in 2011 and 2016. The developer’s presentation also lists Prima Square, commercial lots in Sandakan.

One inconsistency to note. The developer’s website says Phases 1 and 2 together delivered 200 units; the Borneo Post launch report says Phase 1 alone comprised 200 units. It does not change the fact that the earlier houses are built and occupied, but ask which is right when you visit.

Primaland is a small group that builds through separate companies: its presentation names Prima CL Sdn Bhd for all three Prima Sumundu phases, Improbuit Sdn Bhd for Prima Jaya and Newworld Resources Sdn Bhd for Plaza Kivatu, so check which company is the vendor in your agreement. The Phase 3 architect is Chan & Shahriman Arkitek Sdn Bhd and the main contractor is Masterpiece Fortune Sdn Bhd. In the public sources I reviewed — the developer’s website, the press and portal listings — I found no reported litigation, abandoned project or housing tribunal claim against Prima CL Sdn Bhd or Primaland — which is no adverse record found, not a clean bill of health; I have not searched the two sister companies separately. A formal company and court search is worth doing before you sign.

Since the corners have far more land, ask for the lot list with land sizes before you pick; the site plan in the gallery shows where lots T1 to T37 sit.

Where is Prima Sumundu Phase 3, and who is the developer?

Prima Sumundu Phase 3 is off Jalan Datuk Panglima Banting in Kampung Kibabaig, Donggongon, Penampang, Sabah, and is developed by Prima CL Sdn Bhd, trading as Primaland.

The intermediate is 20 feet wide and the corner 22 feet; the ground floor is 33 feet deep and the first floor 43 feet, with a 7 m covered car porch in front. The press gave ‘1,427 to 1,500-plus sq ft’, which is consistent.

What are the prices at Prima Sumundu Phase 3?

The Borneo Post reported RM798,000 to RM1.268 million at the April 2026 launch. Agent listings have since quoted other starting points, including RM875,000 and RM886,666, which is why I would not rely on any one of them.

Is Prima Sumundu Phase 3 freehold or leasehold?

Leasehold — but the developer’s own papers disagree on the length: its presentation and fact sheet say 99 years, while its printed flyer says 999 years, subject to sub-division.

I have found no public source that settles it, so this page keeps 99 years as the cautious figure. Ask to see the title and check the tenure written into your sale and purchase agreement before you pay anything. Plaza Kivatu is on a 99-year lease, per the developer fact sheet.

When will Prima Sumundu Phase 3 be completed?

The completion target reported at the launch is December 2026; the developer’s brochure states the expected completion as 24 months from the sale and purchase agreement. Ask which date is written into your agreement and for the latest progress certification — an eight-month window from launch to completion only works if building is well under way.

The Borneo Post launch report of 20 April 2026 adds that work on Phase 3 began in March 2025 and should be complete by December, slightly ahead of schedule. That is the developer’s statement as reported; the progress certificate is the evidence.

Is there a management fee?

Not for the houses — the fact sheet states there is no management fee, as they are landed homes on individual titles rather than strata units. You pay quit rent and assessment. The developer’s presentation also says Phase 3 is not gated and guarded.

Plaza Kivatu is different: the fact sheet gives its management fee as RM0.275 per sq ft per month.

What is Plaza Kivatu, and can I buy a unit?

It is the same developer group’s block of 28 double-storey shop offices on Jalan Penampang–Tambunan, completed with an occupancy certificate in October 2018 — 12 Type A units and 16 Type B units on the development plan. Units are about 24 × 50 feet, 2,275 to 2,389 sq ft, on a 99-year lease, with 80 parking spaces.

The fact sheet says most units are tenanted. Ask me which are for sale, and ask for the tenancy details of that exact unit before you judge the return.

Can a foreigner buy here?

Possibly, but Sabah sets its own rules and the minimum price for non-citizens is quoted inconsistently — RM1,000,000 in the Bar Council’s state table, with a lower figure also in circulation. Landed titles carry their own restrictions.

Get written confirmation for the exact lot through a Sabah conveyancing solicitor before you pay anything, and budget for the flat 8% stamp duty on residential purchases by non-citizens since 1 January 2026.

What has not been published?

The Phase 3 construction progress; which tenure — 99 or 999 years — is on the title, since the developer’s own papers disagree; which lots fall in the 30% Bumiputera reservation; and a unit drawing for Plaza Kivatu Type A. The licence and permit numbers, the floor plans and the corner count are now on this page from the developer’s brochure.

Every one of these can be answered in writing. Ask for them before you pay a booking fee.
