Six things about Avéa worth knowing early
Four reasons it belongs on a shortlist, two things to weigh before you commit. Each comes from the developer’s brochure and fact sheet or from the government register.
Freehold, on an island that is still being built
The developer’s fact sheet states freehold tenure on a commercial title for the 5-acre site. Andaman is E&O’s 760-acre reclaimed island (the Seri Tanjung Pinang Phase 2 reclamation), so you are buying early into a district whose streets, schools and offices are still to come.
The promenade is at your front door
The towers stand on the marina edge of Gurney Green, with retail shops and alfresco cafés along a waterfront promenade directly beneath them. Gurney Plaza and the Gurney Drive hawker centre are about 1.3–1.4 km away in a straight line across the water.
A podium that earns the word ‘resort’
Level 5 carries 22 numbered facilities on the developer’s plan — a 50 m lap pool, family, spa and kids’ pools, a bio pond, a maze garden, basketball and badminton courts and an event hall — and each tower has its own rooftop garden and gym on Level 51.
Handed over fitted, not bare
The brochure specification lists air-conditioners, a kitchen with fridge, microwave, built-in oven, hob and hood, wardrobes, a washer-dryer, light fittings and a smart door lock. The show unit is a real one — the photographs in the gallery are of it.
Commercial title, commercial bills
A serviced apartment on commercial land usually means commercial assessment, water and electricity tariffs, and bank margins that can be lower than for a residential condominium. Put those into your holding-cost sums from the start.
1,080 units is a lot of neighbours
Twelve units a floor over 45 floors, twice. Scale buys you the facilities, but it also means lift waiting, a large rental pool and more competition when you resell. The corner Types D and E, one per floor, are the scarce stock.

Pick your tower

Tower A
Forty-five residential floors between Level 6 and Level 50, twelve units a floor. The register files Tower A as its own serviced-apartment component with a permit band starting at RM751,300 — the lower of the two. Units are numbered A-floor-stack, with stack 3A in place of 4.

Tower B
A mirror of Tower A across the podium: the same twelve stacks, the same five layout families, the same Level 51 rooftop garden and gym. Its permit band is set slightly higher, from RM796,400 to RM1,909,600, so compare the same stack in both towers before you choose.

540 + 540 = 1,080 — the same as the brochure
The register’s two components hold 540 units each, and its unit list numbers them A- and B-floor-stack across 45 floors of 12 stacks. The brochure and fact sheet give the same 1,080 total and ‘540 units per block’. The register’s coordinates sit on Andaman Island, 1.3 km across the water from Gurney Plaza. No unit on the register’s list is marked as Bumiputera quota.
What the permit price band tells you — and what it doesn’t
The advertising permit records RM751,300 to RM1,838,100 for the Tower A component and RM796,400 to RM1,909,600 for Tower B. That is the band on the advertising permit, not the price of any unit. Because it straddles Penang’s RM1,000,000 floor for non-citizens buying strata, some units can go to foreign buyers and some cannot — it is decided unit by unit at the SPA price.
The delivery clock is 54 months
The sale and purchase agreement is Schedule H. The register records the standard 36-month delivery period plus an approved 18-month extension, 54 months in all, and gives 12 August 2030 as vacant possession for the first SPA of 12 February 2026. The fact sheet says ’54 months’, the brochure says July 2030. Count 54 months from your own SPA date.
About a fifth built
Both components are reported at 20.75% complete and ‘lancar’ (on track) in the latest 7(f) return. That is well ahead of most Penang launches at the same age, but it is still a construction-stage purchase — read the late-delivery clause in the SPA.
About Eastern & Oriental (E&O)
Eastern & Oriental Berhad (E&O) takes its name from the Eastern & Oriental Hotel on Farquhar Street, founded in 1885. Its best-known Penang work is Seri Tanjung Pinang in Tanjung Tokong, the seafront township launched in 2005 around Straits Quay; in Kuala Lumpur it built The Peak in Damansara Heights and Conlay near KLCC, and in London, Princes House.
Andaman is the second, larger chapter: the 760-acre reclaimed island that was known during reclamation as Seri Tanjung Pinang Phase 2. E&O’s plan divides it into precincts, with Gurney Green as the central business district. Avéa is the second residential project on the island’s marina edge, after Maris; The Lume and Fera Courtyard Terraces are other launches on the same island.
The consultant team named on the fact sheet is GDP Architects (architect) and SD2 (landscape). The development has a provisional GreenRE Platinum rating for the project, according to E&O’s launch announcement, which also put its gross development value at about RM1 billion.
The licensee, Persada Mentari Sdn Bhd, is the E&O subsidiary that holds the permit; the brochure’s legal footer names it as the developer. It is worth confirming that the company in your SPA matches the register’s licensee.
Frequently asked questions
How many units are there at Avéa?
1,080 serviced apartments: 540 in Tower A and 540 in Tower B, twelve to a floor on Levels 6 to 50. The developer’s fact sheet and the government register agree on the total and the split.
Floor numbering skips 14, 24, 34 and 44 (you will see 13A, 23A and so on), and stack 3A stands in for stack 4.
Is Avéa freehold, and what kind of title is it?
Freehold, on a commercial title, according to the developer’s fact sheet and brochure. The development land is 5 acres.
A commercial title is normal for serviced apartments but affects your running costs and bank margin. Your solicitor’s title search at SPA stage is the final word.
What layouts and sizes does Avéa have?
Five types. Type A 678 sq ft and Type B 807 sq ft are one bedroom plus a study (B adds a second bathroom). Type C 883 sq ft and Type D 936 sq ft are two bedrooms, two bathrooms. Type E 1,076 sq ft has three bedrooms and two bathrooms.
Types A to D come with two car parks and Type E with three, according to the brochure.
Can foreigners buy at Avéa?
Yes, but only units priced at RM1,000,000 or more — Penang’s floor for non-citizens buying strata. The permit band runs from RM751,300 to RM1,909,600, so the answer differs from unit to unit. State consent is required and resale is barred for three years.
On the island, strata purchases between RM1 million and RM1.5 million carry a 1.5% state levy rather than 3%, and non-citizens pay the flat 8% stamp duty introduced on 1 January 2026. Tell me your unit and I will check it against the floor today.
When will Avéa be completed?
The register gives a 54-month delivery period under Schedule H (36 months plus an approved 18-month extension), with 12 August 2030 as the handover date for the first SPA. The brochure states an expected completion of July 2030.
In September 2026 the register showed both towers 20.75% built and on track. Your own handover date is counted from your SPA.
Which tower and stack should I pick?
The two towers are mirrors with identical stack plans, so the choice is about position and price, not layout. Tower B’s permit band sits slightly above Tower A’s.
Within a tower, Types D (stack 1) and E/E1 (stacks 8 and 9) are the end units with the widest frontages — 14.5 m and 16 m on the plans. The brochure says units face either the sea or Andaman itself; ask me for the view from a specific stack.
What is the price and maintenance fee?
I will not repeat figures from portals or social media; they change and they are not the number you will be quoted.

How does Avéa compare with Alila 2 in Tanjung Bungah?
Alila 2 is a completed, freehold hillside condominium 3.4 km away in a straight line, with 270 units from 1,905 to 5,789 sq ft — a large, finished family home you can inspect today.
Avéa is the opposite: 1,080 fitted serviced apartments of 678 to 1,076 sq ft, still under construction, on the new island waterfront. One is a finished product at family scale; the other is an early position in a district still taking shape.
Is Avéa suitable for renting out?
The smaller Types A and B, the fitted-out specification and the promenade retail below are all points in its favour for tenants. Straight-line, it is 1.8 km to Gleneagles Hospital and 2.4 km to Island Hospital, both sources of medical-tourism and staff demand.
Two cautions: 1,080 units means a deep pool of competing listings, and short-stay letting on Penang Island is governed by council and building rules that can change. Ask me for recent rental evidence from Seri Tanjung Pinang before you rely on a yield figure.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
