Six things about Maris worth knowing before you enquire
Four are reasons a buyer would shortlist it. Two are things to settle first. All six come from E&O’s own material, the government register or named newspapers.
The first address on the marina berth
E&O’s Maris page places the tower in Gurney Green, a 75-acre commercial district of Andaman, with a retail promenade fronting the marina berth and 8 retail units at its foot. The Edge described it at launch as the first project to activate that waterfront promenade. If you want cafés and the water downstairs instead of a gated lawn, this is the plot.
Freehold, on 3.2 acres
The advertisement E&O filed with the housing register prints the tenure as ‘Kekal’, and The Edge reported a 3.2-acre freehold site. On a reclaimed island that will be building for years, a title with no lease running down is the part of the purchase that does not depend on the master plan.
The smaller-format way onto the island
Five layouts from 979 to 1,356 sq ft: one two-bedroom type and four three-bedroom types. EdgeProp put The Lume, E&O’s other 49-storey tower here, at 1,722 to 2,874 sq ft. Maris is the size for a couple, a small family or someone moving down from a house, not a penthouse buyer.
Designed to GreenRE Platinum standards
The Edge reported that Maris meets Platinum GreenRE standards, and listed an infinity pool, a forest park, a pet park, a gymnasium and a sky terrace with daybeds and outdoor dining. EdgeProp added that the homes come furnished and that the architect is GDP Architects.
Plan for mid-2029, not the brochure date
The register shows the tower 33.40% built, and an 18-month extension has already stretched the delivery period from 36 to 54 months. The advertisement filed with the register prints October 2027 as the expected completion; the date in the agreement is what binds. Budget your rent or your current home until July 2029.
Twelve homes a floor, and several basics unpublished
516 homes on 43 floors is twelve doors on every level, which is busy for an address at this level. E&O’s page does not state the number of lifts, the car park allocation or the monthly charges, and the homes are registered as serviced apartments, so ask which utility and assessment rates apply. I will get those answers in writing.

Gurney Green, the district of Andaman Island that looks back at Gurney Drive, in Daerah Timor Laut — 1.3 km in a straight line from Gurney Plaza and 1.8 km from both Straits Quay and Gleneagles Hospital.
Pinned to the coordinates filed with the national housing register for project 20199-6, which fall in the Gurney Green part of the island, 327 m from the E&O Gallery. Distances are straight-line from that point.

516 units on the register, 516 on the developer’s page
The register files Maris as 516 serviced apartments with two or three bedrooms. Its unit list runs from Level 6 to Level 48 — 43 residential floors, with 13A, 23A, 33A and 43A in place of the numbers ending in four — at 12 homes a floor, which is exactly 516. The advertisement E&O filed gives the mix: 172 Type A, 172 Type B, 86 Type C, 43 Type D1 and 43 Type D2, or four, four, two, one and one on each floor. On 2 October 2026 the register showed 359 homes sold and 157 unsold.
What the permit band tells you about foreign eligibility
The advertising permit records RM904,000 to RM2,141,000. That is the band on the advertising permit, not the price of any unit. Penang Island’s floor for a non-citizen buying strata property is RM1,000,000, so the band straddles it: eligibility is decided unit by unit at the price on the agreement. State consent is required, with a 3% state levy on approval, reduced to 1.5% for island strata homes between RM1,000,000 and RM1,500,000.
Schedule H: 36 months, extended by 18
The sale and purchase agreement is Schedule H (strata). The original delivery period was 36 months; the register records an approved extension of 18 months, making 54. The first agreement is dated 3 January 2025, so vacant possession under that agreement was first due by 3 January 2028 and is now due by 3 July 2029. Ask to see how the 54-month period is written into the agreement you are given.
33.40% built — and three different completion dates
The latest 7(f) return reports the tower 33.40% built and ‘lancar’ (on track); no certificate of completion and compliance is recorded yet. The advertisement filed with the register prints October 2027 as the expected completion date, EdgeProp reported 2029 in August 2025, and the register’s contractual date is 3 July 2029. I would plan around the last of these. The register also files the building as 50 storeys where E&O’s own page says 49.
About E&O Berhad
E&O Berhad is the Bursa Malaysia-listed group that built Seri Tanjung Pinang and Straits Quay on Penang’s north-east shore and is now developing Andaman Island beside them. The Edge described the island as a 760-acre township planned on a ’15-minute city’ idea; E&O’s Maris page calls Gurney Green a 75-acre commercial district within it.
Maris was unveiled on 16 January 2025. The Edge reported a gross development value of about RM700 million, a 3.2-acre freehold site and 516 furnished serviced residences on 49 storeys, and quoted managing director Kok Tuck Cheong describing it as modern waterfront living that combines luxury, function and sustainability. By the same report, E&O’s earlier launches on the island were The Meg, Arica, Fera, Senna and The Lume.
On the register, all of it sits under Persada Mentari Sdn. Bhd. Its first tower project, The Meg, is recorded as completed: 1,020 serviced apartments in two blocks, with the certificate of completion and compliance and vacant possession both dated 10 April 2026. The advertisement filed for Maris notes that the land is charged to AmBank (M) Berhad, which is ordinary project financing; your solicitor deals with the redemption statement at signing.
One honest caveat on timing. Every high-rise this licensee has on the register has needed more time than the standard 36 months: The Meg was given 16 extra months and finished inside them, Executive Homes was given 12 and is marked ‘lewat’ (late) at 86.25% built, and Maris has already been given 18. The Meg shows the group finishing what it starts, but read the delivery and late-delivery clauses of your agreement instead of relying on a date in an advertisement.

What are the unit sizes and layouts at Maris?
Five types on the developer’s filed advertisement: Type A, 979 sq ft with two bedrooms; Type B, 1,177 sq ft; Type C, 1,250 sq ft; Type D1, 1,355 sq ft; and Type D2, 1,356 sq ft — the last four with three bedrooms. The advertisement prints two bathrooms for every type.

The drawings are not on E&O’s public page; the five on this page come from the filed advertisement, so you can compare kitchen position, balcony and window placement. Can foreigners buy at Maris?
Possibly — it is decided unit by unit. Penang Island’s minimum for a non-citizen buying strata property is RM1,000,000, and the permit band runs from RM904,000 to RM2,141,000, so what matters is the price on the agreement for the exact home.
State consent is required, with a 3% state levy on approval (1.5% for island strata homes between RM1,000,000 and RM1,500,000), and the home cannot be resold for three years. Non-citizens pay a flat 8% stamp duty on residential property. I will check the specific unit before you commit.
When will Maris be completed?
The register shows the tower 33.40% built and on track in October 2026. Under Schedule H, with the approved 18-month extension, the delivery period is 54 months; counting from the first agreement of 3 January 2025, vacant possession is due by 3 July 2029.
The developer’s filed advertisement prints October 2027 as the expected completion date and EdgeProp reported 2029. Treat the agreement date as the one that counts.
Which type and which floor should I choose?
Start with how many people will live there. Type A is the only two-bedroom home; Types B and C are the mid-sized three-bedroom homes; D1 and D2 are the largest, and there is only one of each on a floor, so they are the scarce ones.
Then ask for the floor plate. With twelve homes on a level, what you see depends on which side of the tower you are on: the marina, Gurney Drive, the open sea or the next plot. The register showed 157 homes unsold when I read it; ask me which types and floors are still open.
What is the price and the maintenance fee?
The only public price information is the government permit band: RM904,000 to RM2,141,000 — the band on the advertising permit, not the price of any unit. I will not repeat figures from property portals.
E&O has not published the monthly maintenance charge or sinking fund. Message me and I will send the current price list, the homes still open and the charges in writing.
How does Maris compare with The Lume?
Same developer, same island, same height, different buyer. EdgeProp reported The Lume as 261 homes of 1,722 to 2,874 sq ft on 49 storeys; Maris is 516 homes of 979 to 1,356 sq ft on 49 storeys. The Lume is roughly half the neighbours and about twice the floor area.
The Lume’s pin on the register is about 580 m north of Maris’s; Maris is the one on the marina berth with shops at its foot. If you want space and fewer doors on your landing, read The Lume. If you want a smaller home with the promenade downstairs, stay here.
Is Andaman Island practical for daily life, schools or renting out?
In straight lines: Gurney Bay Park is 1.2 km away, Gurney Plaza and Gurney Paragon Mall 1.3 km, Gleneagles Hospital 1.8 km, SJK(C) Hun Bin 2.4 km, Island Hospital 2.5 km and Tenby Schools Penang 4.5 km. All of them are across a bridge, so the drive matters more than the distance.
For renting, the natural tenants are people who work in George Town’s hospitals, offices and hotels and want a new furnished home by the water. I do not quote rental figures, and the island’s rental market is still young — The Meg received its completion certificate only in April 2026. Buy here to live in or to hold, not on a yield somebody promised.

The unit mix, the permitted price and how far up it is
None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
