Six things about Pinnacle Bukit Gambier worth knowing before you enquire
Four are reasons a Penang family would shortlist it. Two are things to settle first. All six come from the developer’s own material or the government register.
Freehold land with its own hill
The advertisement the developer filed with the housing register describes a 7.9-acre freehold site, of which 4.48 acres is a private hill, and says 56% of the land is set aside as green area. On an island where most new towers stand on tight plots, that is the feature you cannot add later.
Nothing smaller than three bedrooms
There are no studios and no two-bedroom units here. The eleven published layouts run from 1,077 to 1,734 sq ft, each with three or four bedrooms and three or four bathrooms. The neighbours will be households that live there, which shapes how the lifts, the pool and the car park feel on a Sunday.
Mid-island, 1.5 km from USM
In a straight line the site is 1.5 km from Universiti Sains Malaysia, 811 m from the Gelugor market and food complex on Jalan Permai, 3.9 km from Queensbay Mall and 5.8 km from the Penang Bridge. It sits between George Town and the Bayan Lepas industrial zone instead of at either end.
Two facility decks and nine tiers of security
The developer’s plan puts a leisure deck on Level 14 — infinity pool, gymnasium, co-working lounge and KTV room — and an amenities deck on Level 1 with the grand lobby, a pickleball court and a kids’ indoor theme park. Its advertisement also lists nine tiers of security, from the entrance checkpoint to controlled lift lobbies.
A long wait, already extended once
The register shows 11.50% built in October 2026. The delivery period under the sale agreement has been extended, with approval, from 36 to 54 months, and the developer’s website now gives March 2030 as the expected completion. If you need a home within two years, this is the wrong project.
982 homes, and two basics not published
Block A has 18 homes on a typical floor, so ask how many lifts serve it and study the corridor length on the floor plate. The developer’s filed advertisement shows which layouts sit in which block, but the car park allocation and the monthly charges are not published. I will get those answers in writing before you commit.

Block A
On the register’s unit list Block A carries 806 of the 982 homes, numbered from Level 15 up to Level 59. Most floors hold 18 homes; four floors (23A, 25, 43A and 45) hold 17. On 2 October 2026 the register recorded 384 of them as sold and 422 as not yet sold, so this is where the widest choice of floor and facing still is.
Block B
Block B is the quiet end of the project: 176 homes over the same 45 residential levels, four to a floor (three on Levels 23A, 25, 43A and 45). With so few doors on each landing it is the block to ask about if 18 neighbours on a floor is not for you. The register showed 42 sold and 134 not yet sold on 2 October 2026.

982 units on the register, 982 on the developer’s advertisement
The register files the project as one component of 982 serviced apartments over 45 storeys, with three or four bedrooms and three or four bathrooms. Its unit list numbers the homes from Level 15 to Level 59 in two blocks: 806 in Block A and 176 in Block B, which adds up to 982 — the same total the developer advertises. On the day I read it, 426 units were recorded as sold (384 in Block A, 42 in Block B) and 556 as not yet sold.
What the permit band tells you — and what it means for foreigners
The advertising permit records a minimum of RM588,800 and a maximum of RM1,711,800. That is the band on the advertising permit, not the price of any unit. Penang Island’s floor for a non-citizen buying strata property is RM1,000,000, and the band runs on both sides of it, so eligibility is decided unit by unit at the price in the sale and purchase agreement. State consent is required, with a 3% state levy on approval (1.5% for island strata between RM1,000,000 and RM1,500,000).
Schedule H, extended from 36 to 54 months
The sale and purchase agreement is Schedule H (strata). The register records the original 36-month delivery period, an approved extension of 18 months and a new construction period of 54 months. With the first agreement dated 10 October 2025, the latest delivery date under that agreement moves from 10 October 2028 to 10 April 2030. Check which period is written into your own agreement — it decides when late-delivery damages would start.
11.50% built, certificate still far off
The latest return reports the project at 11.50% complete and ‘lancar’ (on track). No certificate of completion and compliance or vacant possession is recorded. The developer’s advertisement filed with the register printed August 2028 as the expected completion date; its website now says March 2030, which matches the extended period. Treat March 2030 as the working date.
About Pinnacle Group
Pinnacle Group describes itself as a Malaysian property developer founded in 2011, with its head office at Pinnacle PJ in Petaling Jaya. Its own timeline lists Pinnacle PJ (2016), Pinnacle KJ (2017), Pinnacle B (2020) and Pinnacle SP (2021) as past developments, with Pinnacle SJ and Pinnacle AD dated 2027.
Pinnacle Bukit Gambier is built through a project company, Pinnacle Bukit Gambier Sdn Bhd, which holds housing developer’s licence 31061 and has this single project on the national register. The building plan was approved by the Penang Island City Council (MBPP). The group’s website also lists a second Penang development with its own site, alongside projects in Dengkil and Pinggiran Sri Gombak in Selangor.

One honest note: the group is based in Petaling Jaya, Selangor, and the licensee here is a new company with no earlier project on the register, so there is no completed Pinnacle building in Penang for you to walk through yet. On top of that, the delivery period was extended to 54 months before the building reached 12%. Neither is unusual for a tower of this height, but both are reasons to read the delivery and late-payment clauses of your agreement instead of relying on a brochure date.

The key plans on the developer’s filed advertisement put Types A, B, C, D, D1 and E in Block A — B is the most common, with eight of the 18 positions on the floor plate, and A has four — and Types F and G in Block B, two positions each. It does not give a count for each type or say which floors carry the terrace variants, so ask me for the floor plates.
Can foreigners buy at Pinnacle Bukit Gambier?

Contractually, the register records a Schedule H delivery period extended from 36 to 54 months. Counted from the first agreement on 10 October 2025, the latest delivery date is 10 April 2030.
Which block and which layout should I choose?
Start with the block. Block A is where most of the homes and most of the remaining choice are; Block B has only four homes a floor, which suits buyers who want fewer neighbours on the landing. On the filed advertisement’s key plans Block B carries only Types F and G, so the smaller three-bedroom layouts are all in Block A. Then decide between facing the private hill and facing outward — ask for the floor plate to see which stacks do which.
On layout, a family of four usually fits Type B or C; Type D and D1 add the extra room that becomes a study or a helper’s room; Types E and G are the four-bedroom homes for three generations under one roof. Tell me who will live there and I will narrow it to two or three stacks.
What is the price and the maintenance fee?
The only public price information I quote is the government permit band: RM588,800 to RM1,711,800 — the band on the advertising permit, not the price of any unit. I will not repeat figures from property portals.
The developer has not published the monthly maintenance charge or sinking fund. Message me and I will send the current price list, the remaining units and the charges in writing.
How does it compare with Lightwater Residences in Gelugor?
Both are freehold and both sit in Gelugor, but they are opposite ideas. Lightwater Residences by IJM Land is 262 homes in two 34-storey towers at The Light City on the waterfront, typically five homes a floor, from 1,152 to 3,186 sq ft. Pinnacle Bukit Gambier is 982 homes on a hillside, from 1,077 to 1,734 sq ft.
Choose Lightwater if you want low density and the sea in front of you; choose Pinnacle Bukit Gambier if you want a three- or four-bedroom family home inland, 1.5 km from USM, with a hill instead of a seafront.
Is Bukit Gambier practical for daily life or for renting out?
For daily life: the Gelugor market and food complex on Jalan Permai is 811 m away in a straight line, Lotus’s Sungai Dua 1.7 km, Queensbay Mall 3.9 km and Pantai Hospital Penang 5.3 km. It is an established residential area, so shops, hawker food and clinics are already in place.
For renting: the tenant pool in this part of the island is USM staff and postgraduates 1.5 km away and families working in Bayan Lepas. These are large homes, so expect family tenants more than students sharing. I do not quote rental figures; ask me what comparable three-bedroom homes in Gelugor are doing now.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
