Six points on The Lume to weigh before you book a viewing
Four explain why a buyer who wants a large home on Penang’s north-east shore would shortlist it; two are matters to clear up first. Each one traces back to E&O’s published material, named press reports or the government register.
Six homes a floor in a 261-home tower
E&O describes The Lume as high-rise but low-density, and the register’s unit list bears that out: six homes on every residential floor and three on Level 48. With the smallest layout at 1,722 sq ft, this is a building of large family homes, and you share your lift lobby with five neighbours at most.
Freehold on reclaimed land
Buyers often assume a man-made island means a lease. E&O’s disclosure page states the tenure of The Lume as freehold, and the advertisement filed with the housing register says the same. Your solicitor’s title search remains the final check, but the published position is clear.
Two bridges, and Straits Quay 1.3 km away
E&O’s Andaman site names two crossings to the main island — the Andaman Bridge towards Seri Tanjung Pinang and the Gurney Bridge towards George Town. Straight-line, the tower is 1.3 km from Straits Quay, 1.5 km from Gurney Plaza and 2.4 km from Gleneagles Hospital.
GreenRE Platinum, with a named design team
The Edge reported at launch that The Lume carries GreenRE Platinum certification. E&O’s branded article in EdgeProp (26 August 2025) names GDP Architects and the landscape designer SD2, and E&O’s project site points to the privacy fins on the facade.
The delivery date has already moved
The advertisement filed in 2024 gave February 2027 as the expected completion. The register now records an approved 18-month extension, which puts delivery under the first agreement at 25 January 2029, and E&O’s disclosure page says January 2029 too. Plan your move, your financing and any tenancy around the later date.
Several basics are not in print
E&O’s project site is a mood piece: it gives no floor plans (the four on this page come from the advertisement filed with the government register), no car park allocation, no lift count and no monthly charges. The two published storey counts differ by one, and the island’s own shops are still to come, so daily errands mean crossing a bridge. Put these questions to me and I will come back with written replies from the developer.

Nine entries carry its code: The Meg, Executive Homes, four Fera and Senna phases, The Lume, Maris and Avéa. The Lume is filed as one component of flats / condominium.

261 on the register, 261 in E&O’s disclosure — and how the types add up
The register’s unit list runs from Level 5 to Level 48 with six homes on each of 43 floors and three on Level 48: 258 plus 3 makes 261, the same total E&O states on its disclosure page and The Edge reported at launch. The advertisement filed with the permit prints counts for three types — 43 of Type A, 87 of Type B and 44 of Type D — which add up to 174; the remaining 87 would be Type C, though that figure is my arithmetic and not a printed number. On the day I read the register, 215 homes were recorded as sold and 46 as not yet sold.
What the permit band means against the foreign-buyer floor
The advertising permit records a minimum of RM1,775,300 and a maximum of RM3,932,925 across the 261 homes. That is the band on the advertising permit, not the price of any unit. Penang Island’s floor for a non-citizen buying strata property is RM1,000,000, so the entire band clears it. A foreign buyer still needs state consent, pays the 3% state levy on approval (the lower 1.5% tier stops at RM1,500,000, below this band) and the flat 8% stamp duty, and may not resell for three years.
Schedule H, 36 months plus an approved 18
The agreement is Schedule H (strata). The original delivery period was 36 months, which from the first agreement of 25 July 2024 meant 25 July 2027. The register records an approved extension of 18 months, making 54 months in all and moving the date under that first agreement to 25 January 2029. Check which period is written into your own agreement, because your clock runs from the date you sign.
43.55% built, on track, no certificate yet
The latest 7(f) return puts the tower at 43.55% complete with the overall status ‘lancar’ (on track). No certificate of completion and compliance and no vacant possession date are recorded yet. The advertising permit itself runs to 20 May 2027, well before the delivery date, so expect a renewal to appear on the register.
About E&O Berhad
E&O Berhad is the Bursa Malaysia-listed group behind the Eastern & Oriental Hotel, Seri Tanjung Pinang and the Straits Quay marina mall on Penang’s north-east coast. Andaman is its next chapter: The Edge describes a 760-acre master plan whose 253-acre first phase is divided into three districts — Shoreline, Gurney Green and Canalside — planned on a ’15-minute city’ idea.
The Lume stands in Shoreline. The Edge reported its launch on 8 August 2024 as a 50-storey tower of 261 homes on 3.16 acres, and quoted managing director Kok Tuck Cheong saying each residence was crafted for privacy while fostering a sense of community. StarProperty added that E&O had empty nesters, young families and professionals wanting a second home in mind. E&O’s own site frames it as ‘a sanctuary of quiet luxury’ under three headings: Breathe, Flow and Thrive.
On the register the licence holder is Persada Mentari Sdn. Bhd., whose earlier Andaman filings include The Meg and the first Fera and Senna phases. The advertisement filed for The Lume notes that the land is charged to RHB Investment Bank Berhad; that is ordinary project financing, and your solicitor handles the redemption statement at signing.
The honest caveat is about time and information. The delivery period has been extended once, by 18 months, so the 2027 date on the filed advertisement no longer applies. And for a tower of this size the public material is thin: the developer’s site carries no drawings, no parking or lift figures and no charges, and the floor plans on this page had to come from the advertisement filed with the register. None of that is unusual at this end of the market, but it means the answers must come in writing before you commit, and I will ask for them.

How many units does The Lume have?
261 condominiums in one tower. E&O’s disclosure page, The Edge’s launch report and the government register all give that total.
The register’s unit list shows six homes on each of 43 residential floors between Level 5 and Level 47, and three on Level 48. Floor numbers ending in 4 are replaced by 13A, 23A, 33A and 43A.
Is The Lume freehold, even though Andaman Island is reclaimed land?
Yes, on the published record. E&O’s disclosure page lists the land tenure of The Lume as freehold, and the advertisement filed with the housing register states the same.
That advertisement also notes a charge on the land to RHB Investment Bank Berhad as project financing. Both points are confirmed by your solicitor’s title search when you sign.
What sizes and layouts are available at The Lume?
Four types, according to the advertisement filed with the register: Type A at 1,722 sq ft with three bedrooms and three bathrooms; Type B at 2,164 sq ft with three bedrooms and four bathrooms; Type C at 2,476 sq ft with four bedrooms and five bathrooms; and Type D at 2,874 sq ft, also printed with four bedrooms and five bathrooms. The drawings for Types B, C and D show a helper’s room as well, and Type D adds a powder room; the register’s own summary lists homes with three, four or five bedrooms.
E&O does not publish the floor plans on its project site; the four drawings on this page come from the advertisement filed with the government register. Message me and I will send the floor plate showing where each type sits on a level.
Can foreigners buy at The Lume?
Yes, subject to state consent. The whole permit band, RM1,775,300 to RM3,932,925, is above Penang Island’s RM1,000,000 minimum for a non-citizen buying strata property.
A foreign buyer pays a 3% state levy on approval and the flat 8% stamp duty that has applied to non-citizens since 1 January 2026, and cannot resell within three years. Units reserved under the Bumiputera quota are closed to foreigners; I will tell you which homes are open.
When will The Lume be completed?
E&O’s disclosure page gives January 2029 as the expected completion. The register agrees: after an approved 18-month extension the delivery period is 54 months, which from the first agreement of 25 July 2024 runs to 25 January 2029.
In October 2026 the register showed the tower 43.55% built and on track. The advertisement filed in 2024 said February 2027, so treat any older brochure date as superseded.
Which type and which floor should I pick?
Count the people who will actually live in the home first. Types A and B are both three-bedroom homes about 440 sq ft apart, so compare the drawings to see where the extra space goes. Types C and D are both printed with four bedrooms and show a helper’s room on the filed plans; Type D is about 400 sq ft larger, which makes it the multigenerational layout.
Next, get the floor plate from me. With six homes on a floor, orientation matters more than height: find out which stacks face the open sea, which face Gurney Drive and which look across to neighbouring plots that will be built on. The register showed 46 homes unsold when I read it; ask me which ones.
What is the price of The Lume, and what are the monthly charges?
The only public price information is the government permit band: RM1,775,300 to RM3,932,925. That is the band on the advertising permit, not the price of any unit, and I do not repeat figures from property portals.
E&O has not published the maintenance charge or sinking fund for a building with this many facilities and this few owners. Send me a message and I will reply with today’s price list, the homes still open and the confirmed monthly charges.
How does The Lume compare with Maris on the same island?
They are different products from one developer. Maris, in the Gurney Green district, is filed as 516 serviced residences from 979 to 1,356 sq ft with 12 homes on a floor. The Lume, in Shoreline, is filed as 261 condominiums from 1,722 to 2,874 sq ft with six on a floor.
So the smallest home at The Lume is larger than the largest at Maris, and you have half the neighbours on your floor. Maris suits a couple, a small family or an investor; The Lume is for a household that wants a house-sized home in a tower. Both carry delivery dates in 2029 on the register.
What is daily life like on Andaman Island, and is there rental demand?
Straight-line from the tower, Straits Quay is 1.3 km, Island 88 and Gurney Plaza 1.5 km, the Chinese primary school SJK(C) Hun Bin 2.0 km, Gleneagles Hospital 2.4 km and Tenby Schools Penang 4.2 km. The island’s own retail is still planned, so for now groceries and schools are a bridge away.
Homes of 1,722 sq ft and above appeal to a narrow group of tenants: expatriate families and senior managers who want space by the sea. That pool exists around Tanjung Tokong and Tanjung Bungah but it is not large, and I do not quote rental figures. Buy this to live in first; treat rental as a secondary consideration.

The unit mix, the permitted price and how far up it is
None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
