The Marin in six points — four in its favour, two to check
This is a building you can walk through today, so the questions are different from those for an off-plan launch. The facts below come from Plenitude’s project page and brochure, a 2015 StarProperty report and the government register.
It is finished, and has been since 2018
The register shows The Marin at 100% with a certificate of completion and compliance dated 4 October 2018. There is no construction risk left to price in: you can stand in the lobby, ride the lifts, inspect the pool deck and judge eight years of upkeep with your own eyes before you sign anything.
Four homes a floor, all of them corners
The developer’s floor plate shows two Type A homes on the side it labels sea view and two Type B homes on the side it labels forest view, with the lift core between them. Nobody has a neighbour on both sides, and each home is at least 1,750 sq ft with 3+1 bedrooms.
A one-acre facilities podium for 149 households
Plenitude’s facilities plan numbers 21 items, among them an infinity lap pool, a children’s pool, a jacuzzi, a gymnasium, a sauna, two multipurpose halls, a games room, a reading room and tennis courts. Shared among 149 homes, that is a generous ratio compared with towers three or four times the size.
Schools within about a kilometre
Straight-line from the register’s pin, the Chinese primary school SJK(C) Pai Chai is 582 m away and The International School of Penang (Uplands) is 1.0 km. Tenby Schools Penang is 3.6 km and Dalat International School 4.0 km, both in Tanjung Bungah. For a family, that covers the national-type and international options without leaving the north coast.
One coastal road in and out
Batu Ferringhi is the island’s beach-hotel strip, reached by the winding coast road from Tanjung Bungah. Gurney Plaza is 7.4 km away in a straight line and KOMTAR 10.7 km, and the road distance is longer than either. On weekends and holidays that road fills with visitors. Drive it on a Saturday evening before deciding this is your daily commute.
The public record has gaps
The last advertising permit on the register expired on 14 August 2019 and no newer one is listed, although the developer still runs a sales gallery for the project. The register’s unit list itemises only 33 of the 149 homes. Neither point is alarming for a completed building, but both mean you should ask in writing who is selling the unit, under which agreement, and what the current charges are.

The housing developer’s licence is held by Plenitude Bayu Sdn. Bhd. (13646), which the developer’s page describes as wholly owned by Plenitude Berhad. The Marin is the only project filed under that company, and its developer’s licence was renewed on 3 September 2026 to run until 2 September 2029.

149 on the register and 149 from the developer — but only 33 itemised
The register’s summary gives 149 flats / condominium units in a 21-storey development, the same total Plenitude publishes. Bedrooms and bathrooms are left blank on the record and the size is entered as 163 square metres. The unit-by-unit list, however, itemises just 33 homes, all marked as sold; the other 116 are not listed individually, so the register cannot tell you how many homes the developer still holds. I will ask for the current availability directly.
A permit band from 2018, and what it means for foreign buyers
The last advertising permit records a minimum of RM1,567,000 and a maximum of RM3,562,000. That is the band on the advertising permit, not the price of any unit, and it dates from a permit that ran from 15 August 2018 to 14 August 2019. The whole band is above Penang Island’s RM1,000,000 floor for non-citizens buying strata property, so the building is open to foreign buyers with state consent. For a resale, eligibility turns on the price in your own agreement, which must itself be at or above the floor.
No current advertising permit is listed
Four yearly permits appear on the record, the first from 15 August 2014 and the last expiring on 14 August 2019. No newer permit was listed on the day I read it. The developer’s licence itself is current to 2 September 2029. If you are buying a unit from the developer and not from an individual owner, ask to see the permit under which it is being sold; that is a routine request and I will make it for you.
Schedule H delivery and the completion certificate
Sales were made under Schedule H (strata) with a 36-month delivery period. The first agreement on the register is dated 24 December 2014, which set delivery for 24 December 2017, and no approved extension is recorded. The certificate of completion and compliance is dated 4 October 2018, later than that first delivery date. The vacant possession date is not filled in on the record. For today’s buyer this is history, but it explains the 2018 completion year you will see quoted.
About Plenitude Berhad
Plenitude Berhad calls itself a property developer whose mission is to make better lives. Its property site lists townships and estates in four places: Taman Desa Tebrau and Impian Hills in Johor; Bukit Bintang, Bintang Bayu and Bintang Ria in Sungai Petani, Kedah; Diamond in Puchong; and, in Penang, The Marin at Ferringhi.
The Marin is its boutique high-rise. The name, the developer explains, comes from the French word for a southern coastal breeze, and the pitch is resort living on the Batu Ferringhi coast with the sea in front and the forested hill behind. StarProperty’s report of 7 July 2015 described two 21-storey towers on a ridge above Batu Ferringhi and noted that the project had been named Best Boutique Development (Hi-Rise) at the Property Insight Prestigious Developer Awards 2015.
Eight years after completion Plenitude still presents the project actively: it keeps The Marin Experience Gallery at G3, Gurney Walk on Gurney Drive, open daily from 10 am to 10 pm, publishes virtual tours of two Type B show units and describes the homes as ready to move in. That gallery is 8.7 km from the towers in a straight line, so arrange a visit to the actual site as well.
The honest caveat: the completion certificate came after the delivery date set by the first agreement, and the register shows no advertising permit since August 2019. For a buyer in 2026 the practical checks are different ones — the strata title position, the state of the management body’s accounts, the sinking fund and the condition of a building that has faced sea air since 2018. Those answers come from documents, not brochures, and I will request them.

No advertisement is filed on the register for this older project, so the tenure cannot be cross-checked there. A title search by your solicitor confirms it, along with whether the individual strata title for the unit has been issued.
What are the layouts and sizes at The Marin?
Two. Type A is 1,850 sq ft (171 sqm) with 3+1 bedrooms and four bathrooms. Type B is 1,750 sq ft (162 sqm) with 3+1 bedrooms and three bathrooms. Both drawings show a foyer, a yard, a utility room and a balcony.

Can foreigners buy a unit at The Marin?
Yes, with state consent. The permit band of RM1,567,000 to RM3,562,000 is entirely above Penang Island’s RM1,000,000 minimum for a non-citizen buying strata property.
A foreign buyer pays a 3% state levy on approval (1.5% if the price is between RM1,000,000 and RM1,500,000) and the flat 8% stamp duty for non-citizens, and may not resell within three years. If you buy from an existing owner, the agreed price must itself meet the RM1,000,000 floor.
Is The Marin completed? Can I move in straight away?
It is completed. The register shows 100% progress and a certificate of completion and compliance dated 4 October 2018.
How soon you can move in depends on who is selling. A developer unit and a resale from an owner follow different paperwork and timelines; tell me which you are looking at and I will set out the steps and the time each one usually takes.
Should I choose Type A or Type B, and which floor?
Type A is the larger home with the extra bathroom and sits on the side the developer labels sea view. Type B is 100 sq ft smaller and sits on the forest-view side, which looks towards the hill. Decide first whether you want the sea and the afternoon sun, or the green and the shade.
Then go and stand in the actual unit. In a hillside building the view changes a great deal between low and high floors, and what the neighbouring towers block varies from stack to stack. Because this is a completed building, there is no need to guess from a model.
What is the price of The Marin, and how much are the maintenance fees?
The only public price information is the government permit band: RM1,567,000 to RM3,562,000. That is the band on the advertising permit, not the price of any unit, and it comes from a permit that expired in 2019. I do not repeat asking prices from property portals.
The maintenance charge and sinking fund are set by the building’s management body and are not published by the developer. Message me and I will get the current charges in writing, together with what is actually available.
How does The Marin compare with The Lume on Andaman Island?
Both are low-density, large-format sea-facing condominiums, but one exists and one is being built. The Marin was completed in 2018: 149 homes of 1,750 and 1,850 sq ft, four on a floor, on a Batu Ferringhi hillside. The Lume is 261 homes of 1,722 to 2,874 sq ft, six on a floor, with delivery due by January 2029 on the register.
Choose The Marin if you want to move in now and prefer a beach-town setting; the two addresses are 7.7 km apart in a straight line. Choose The Lume if you want a new building closer to Gurney Drive, need four or five bedrooms, and can wait.
What is it like to live in Batu Ferringhi, and do units rent out?
It is a resort strip more than a suburb. Ferringhi Walk is 864 m away in a straight line and the beach about 1.1 km; schools are close, with SJK(C) Pai Chai at 582 m and Uplands at 1.0 km. For hospitals, supermarkets of any size and offices you drive to Tanjung Bungah, Tanjung Tokong or George Town.
Tenants here are mostly expatriate families tied to the international schools and people who choose the beach over the city. It is a small, steady pool, not a deep one, and I do not quote rental figures. Short-stay letting is a matter for the building’s house rules and local council regulations, so check both before buying with holiday lets in mind.

It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified.
