Move into any Malaysian condo and you’ll hear three things fast: JMB, MC and the house rules. Knowing who’s who makes community living far smoother.
Buying a condo means buying into a small, self-governing community. Here’s how that community is run, and the part you play in it as an owner.
JMB vs MC — who runs your building
The difference comes down to one thing: whether the strata titles have been issued yet.
- JMB (Joint Management Body): formed in the early stage after handover, jointly by the developer and the buyers, to manage the building before strata titles exist.
- MC (Management Corporation): takes over once strata titles are issued. Every owner automatically becomes a member, and the MC runs the property from then on.
- Both collect the maintenance fee and sinking fund, keep the accounts, and maintain the common property.
By-laws and house rules
By-laws are the rules of shared living, and they’re legally binding on every resident — owners and tenants alike. They typically cover:
- Renovation hours and approvals
- Noise, especially at night
- Parking and visitor bays
- Use of facilities like the pool and gym
- Pets, rubbish disposal and common-area conduct
Your role as an owner — the AGM
The Annual General Meeting (AGM) is where owners make the decisions. It’s your chance to have a real say in how your home is run.
- Owners vote on the budget, the fees and the management committee.
- You can stand for the committee, or vote for who’s on it.
- Can’t attend? You can usually appoint a proxy to vote for you.
- Minutes and accounts are shared, so you can see where the money goes.
Common issues and how they’re handled
Most friction — noise, parking, renovation dust, facility misuse — is handled through the by-laws and the management, not by arguing between neighbours. Raise an issue with the management in writing, and they can act under the rules. For disputes that can’t be resolved, Malaysia has the Strata Management Tribunal.
