MTD Sutera Vista Residences, Taman Sutera, Kajang — 378 freehold Kondominium units on Jadual H, 20.00% built, and a filed price floor that is a government controlled price, not an open-market one

Registered with KPKT as Residensi MTD Sutera Vista under registration 8483-10; the register prints the shorter RESIDENSI SUTERA VISTA and the developer markets it as MTD Sutera Vista Residence, singular. Licensed developer MODAL EHSAN SDN. BHD., registration 400238-T, which the developer’s own site footer identifies as a subsidiary of MTD Capital Bhd. Advertising and sales permit 8483-10/02-2029/0156(A)-(S), valid 27 February 2026 to 26 February 2029 — live, with sixteen months still to run on the date below. The permit tail -(S) is strata, so this is a Schedule H sale, and the filed building type is Kondominium on Pegangan Bebas — freehold title.

Every number on this page is attributed to a named published source: the KPKT KPKT TEDUH register record for 8483-10, the filed advertisement reachable from that record, the Selangor housing board’s own controlled-price list, and the developer’s own project page. Where two of them disagree, both are printed and the disagreement is named.

Filed, not marketed — the statutory particulars are the spine of this page. The brochure’s own numbers are shown beside them when they differ, and the differences are not smoothed over.
The split nobody publishes — the filed minimum of RM229,500 is the Selangor government’s controlled Rumah Selangorku price for this scheme, to the ringgit. How many of the 378 units are that product and how many are open market is published by nobody.
Refused in public — the developer’s LOW DENSITY claim, the (QUAD) suffix, two awards that belong to other MTD projects, and any claim that MRT Bukit Dukong is the nearest station. Each refusal is named and reasoned below.

MTD Sutera Vista Residences at a glance — the filed particulars, and what is not printed

Everything in this table is either a filed statutory particular, a field read off the KPKT KPKT TEDUH register record for 8483-10, or a figure the developer itself publishes — labelled each time. Six fields read NOT PRINTED, and they are printed as NOT PRINTED rather than filled in from a portal.

Registered scheme name
Residensi MTD Sutera VistaThe filed advertisement’s own form, and it carries MTD. The KPKT register prints RESIDENSI SUTERA VISTA, dropping the brand; the developer markets MTD Sutera Vista Residence, singular. Five renderings circulate and no two are identical.
KPKT registration
8483-10Registration 10 of ten on developer licence 8483. The serial walk to 8483-11 returns 404 and the register’s own jumlahProjek: 10 agrees, so there is no second Sutera Vista phase and no dormant twin.
Licensed developer
MODAL EHSAN SDN. BHD., 400238-TKPKT developer code 8483, statusPemaju: Aktif. The registration number is printed on the filed advertisement only — the register carries no noPendaftaran field at all. The developer’s own site footer reads “© 2025 Modal Ehsan Sdn Bhd Subsidiary of MTD Capital Bhd”. A TEDUH search for MTD returns zero: the brand is not a licensee.
Developer licence
8483/02-2028/0004, valid 15/02/2025 – 14/02/2028LIVE on the date at the foot of this page. The register prints the suffix (A) and the filed brochure prints (R) for the same licence; this page publishes the register’s suffix and names the disagreement rather than choosing silently.
Advertising and sales permit (APDL)
8483-10/02-2029/0156(A)-(S), valid 27/02/2026 – 26/02/2029NOT LAPSED — sixteen months still to run. The register’s own two fields disagree with each other: its projek field gives (A)-(S) while its lesen_records row gives (N)-(S), which is also the brochure’s form. Same permit, three printings of one suffix.
Product type as filed
Kondominium — strata, sold on Schedule HThe permit tail -(S) is the cheapest title answer there is and it reads residential strata. The register files Rumah Pangsa/Kondo. This page does NOT use the serviced-apartment label: one press report from March 2024 calls the phase “service apartments”, and the sibling registration 300 m away on the same licence is a Pangsapuri Servis — the label most likely migrated.
Tenure
Pegangan Bebas — freeholdNo lease term, no expiry date, nothing to reconstruct. Bebanan Tanah: Tiada — no chargee is filed either. The developer’s own page says “a freehold condominium” and for once that matches the filing exactly.
Total units
378, in Blok A and Blok BFiled, and the developer, the portal record and the press all agree on 378. Units per block: NOT PRINTED. The blocks are labelled on the approved plan and nobody publishes how the 378 divide between them.
Storeys
NOT PRINTED in the filing — register 18, press 19The filed advertisement carries no Bilangan Tingkat line at all. The KPKT register says 18; the groundbreaking coverage says “two 19-storey residential towers”. Neither can be checked against the other and this page does not pick one.
Built-up as filed
900 – 1,000 kps (sq ft) — types A and B at 1,000, type C at 900From the filed unit schedule. Roughly 83.6 to 92.9 sq m — that metric conversion is this page’s own arithmetic, because the filing prints kps only. The KPKT register files keluasan: 0, i.e. no built-up at all. One portal carries Type C at 893 sq ft; the filed 900 governs and the 7 sq ft gap is left standing.
Bedrooms and bathrooms
Types A and B: 3+1 · type C: 3 bed, 2 bathBathrooms for A and B are NOT PRINTED — the filed table’s OCR did not resolve that cell, and it is recorded as absent rather than carried across from type C. The register files bilik: 3, 4 and tandas: 2. The developer’s own page markets 3 bedrooms only and omits the 3+1 configuration its own filing files.
Car park
2 bays per unit type, as filedThe developer markets 2 to 4. The filing files 2 for every one of its three types. Total bay count for the development: NOT PRINTED. Unresolved, and both figures are printed here rather than averaged.
Filed statutory Unit Selling Price range
RM229,500 – RM570,400From the legally filed advertisement particulars — the filed SPA price range, and the only price on this page. Not a price list, not a quotation, not an offer. The filed minimum is, to the ringgit, the Selangor housing board’s controlled Rumah Selangorku price for this scheme. The KPKT register prints a higher minimum for the same registration with an identical maximum; this page does not publish a second figure, because the house rule is to show the sale and purchase agreement price and nothing else.
Delivery period and vacant possession
36 Bulan from first sale and purchase agreement 02 Jul 2026 — vacant possession 02 Jul 2029pindaanTempohSerahKosong: Tidak — no extension has been approved, which is credit to the developer and is said so here. The filed brochure’s own Tarikh Jangka Siap is 01/03/2029, four months earlier, and a portal carries 31 Mar 2029. Four dates circulate; the SPA-derived one binds, because under Schedule H the clock runs from each purchaser’s own agreement.
Construction progress
20.00%, status LancarRegister field peratus. The field is readable, so Lewat was checked and is not flagged. On the register’s own two numbers, about 3.7 of the 36 months had elapsed when 20% of the works was recorded — stated as an observation, not a prediction.
Approving authority and building plan
Majlis Perbandaran Kajang — plan MPKJ.OSC/A12/1/21 2025 (3) BIL.(24)DLM.MPKJ.1/P/8/2025The approving authority is the primary leg of this page’s district finding: the MPKJ prefix is Majlis Perbandaran Kajang, which places the land in Daerah Hulu Langat, Selangor. No BP S<n> OSC marker appears anywhere, so this is not Federal Territory.
District, and why it had to be derived
Kajang, Daerah Hulu Langat, SelangorThe register’s own daerah for 8483-10 is a bare dash. Six legs close it: the filed plan prefix, the filed approving authority, the Selangor housing board’s list (which files mukim Kajang, district Hulu Langat), the sibling registration 8483-9 about 300 m away printing Hulu Langat outright, two publishers’ coordinates agreeing to three decimals, and postcode 43000.
Foreign buyer
NO unit in this project is available to a foreign buyerHulu Langat is Selangor Zone 1, floor RM2,000,000 for strata. The filed maximum of RM570,400 is 28.52% of that floor, so 0 of 378 units clear it — the band does not straddle and the answer is not undeterminable. The Rumah Selangorku side carries a separate State consent requirement on top. Circular 2/2020’s RM1,500,000 window ran for 2020 only and has expired.
Land area and density
NOT PRINTED in the filing — developer and portals publish 4.2 acresThe filing carries no Keluasan Tanah line. On the developer’s own two published numbers, 378 units over 4.2 acres is 90.0 units per acre. The denominator is a developer figure, not a filed one, and the arithmetic is attributed rather than asserted. The developer’s own LOW DENSITY headline is refused on that basis.
Track record on this licence
Ten registrations, nine already completeprojek_sakit: 0, projek_terbengkalai: 0, mempunyaiKesalahan: Tiada — the offence field is present and reads nil. The nearest neighbour, Residensi Sutera 7 on 8483-9, took its CCC on 11 June 2021 at 100.00%, about 300 m away by filed coordinates. This is the strongest checkable thing on the project.
Awards and green certification
NONE — and nobody claims anyNo entry for Residensi MTD Sutera Vista and none for MODAL EHSAN SDN. BHD. in the GreenRE Platinum register, which was read in full and ends cleanly at 95 rows, nor in the reachable portion of Gold, Silver and Bronze, nor in the undated certification entry list. The truncation caveat does not bite here: the Bronze list reaches back to 4 April 2024 while this permit issued 27 February 2026, so the whole certification window is inside the reachable range. No GBI, no Green Mark, no LEED, no QLASSIC score, and no certificate library on the developer’s own site.
What the township context is worth
Final phase of a 160-acre master planThe filing calls this the fasa terakhir — the final phase — of Taman Sutera, Kajang. The developer’s own site nevertheless lists MTD Phase 24 as upcoming, which is a final phase with a later phase behind it. Unresolved, and printed as unresolved.

The terms that decide what you are actually buying on a freehold strata condominium with a live permit and a government controlled price inside it — each linked to its own glossary entry.

Four findings frame this page, and the first one is the paragraph no portal carries

None of these four is a selling point. Each is a documentary finding, and three of them come from reading the developer’s own filed document against the developer’s own marketing.

📄

The filed minimum is a GOVERNMENT CONTROLLED PRICE, not an open-market entry price

This is a mixed Rumah Selangorku and open-market building, and nobody publishes the split. The filed statutory minimum of RM229,500 is, to the ringgit, the Selangor housing board’s controlled Rumah Selangorku price for this scheme as published on its own controlled-price list, where the project appears as a Projek Penawaran Melalui Merit. The developer’s own listing card carries a marketing “from” figure that sits well above the filed minimum — this page does not publish that figure, because the house rule is to show the filed sale and purchase agreement price and nothing else. So: arrive expecting a RM229,500 condominium and you will be looking at the affordable allocation, not the open-market stock. How the 378 units divide between the two is published by nobody — not by the developer, not by the register, not by the filing, not by any portal. It is the single most consequential gap on this project and it is the first thing to ask at the sales gallery.

🏠

Everything a Schedule H buyer is protected by is actually filed here

The permit tail is -(S), the filed building type is Kondominium, the tenure is Pegangan Bebas and Bebanan Tanah reads Tiada. So the protections this page describes are real, not implied: the prescribed Schedule H contract, the Housing Development Act liquidated-damages formula running from a filed completion date, the section 7A Housing Development Account that ring-fences progress payments, the statutory 24-month defect liability period, and access to the Tribunal for Homebuyer Claims. A live developer licence and a live advertising and sales permit sit behind all of it. None of that is a marketing claim; each item is a consequence of a field on the filed advertisement.

📅

The delivery clock is clean — and four completion dates circulate anyway

pindaanTempohSerahKosong: Tidak. No extension of the delivery period has been approved, which on this series of pages is unusual enough to be worth saying plainly. Thirty-six months from a first sale and purchase agreement of 02 July 2026 gives vacant possession of 02 July 2029, and that is the date that binds, because under Schedule H the period runs from each purchaser’s own agreement. The developer’s filed brochure nevertheless prints 01/03/2029, and one portal prints 31 Mar 2029 while another prints a bare 2029. This page gives the register’s SPA-derived date as the statutory one and names the developer’s own estimate as different. Progress stood at 20.00% with status Lancar.

🔍

Three claims refused, and a fourth left deliberately unresolved

LOW DENSITY is refused: the developer publishes 378 units and 4.2 acres on the same page, which is 90.0 units per acre — and dividing instead by the township’s 160 acres, which would give 2.4, would be flatly wrong. “in the Heart of Kajang” is refused on the developer’s own figures, which put Kajang town at 4 km in one section of that page and 4.2 km in another. Two awards are refused by name — the PAM award for Tanduk 5 Residency and the Luxury Lifestyle award for One Crown Place, London both belong to other MTD developments, and this project has won nothing. And the nearest rail station is left unresolved: the only station any source measures is MRT Bukit Dukong at 6.1 km, but a portal separately lists Sungai Jernih (SBK33) — an MRT line station code — as a bus stop, with no distance. One claim does hold up: “Mature & Establish Taman Sutera community”, and it holds up on the register.

Project DNA

What is filed, what the developer markets, and what no source assigns

The statutory fields first, then the facilities exactly as far as the sources go and no further, then the dated record. No level is assigned to any facility anywhere on this page, because no source assigns one — the developer’s project page carries an icon row and no text schedule, and there is no podium plan, no level list and no facilities floor plan on any reachable surface.

Facilities — sorted by who publishes them, not merged into one list

No source assigns a level to any facility. The developer publishes no text schedule at all; its project page carries an icon row. There is no podium plan, no level list and no facilities floor plan on any reachable surface, so no deck level is stated here. Nothing anywhere is marked “space only” or shell space either — that absence was checked, and it means there is no fit-out caveat to report.

Three type codes for 378 units — the filed schedule, and the marketed one beside it

The filed advertisement files three type codes and nothing more: A and B together on one row, and C. No per-type unit count is filed, so how many A, how many B and how many C units exist is NOT PUBLISHED. No floor plan is published on the developer’s own host for any type, so there is no plan image on this page for any of them.

No floor plan for type A or B is published on the developer’s own host, and none is published on any portal. Nothing is shown here rather than a plan borrowed from another phase.

Types A and B — filed together on one row

1,000 sq ft filedabout 92.9 sq m — our conversion3+1 bedroomsbathrooms NOT PRINTED2 bays filedunit count NOT PUBLISHED

The filing files A and B as a single row, which means the two codes share a built-up and a bedroom count and are distinguished by something the filing does not print. Bathrooms for these two types are recorded here as NOT PRINTED because the filed table’s own print quality did not resolve that cell — it is not carried across from type C, which would have been a guess dressed as a figure. The developer’s own project page markets three bedrooms only and omits the 3+1 configuration that its own filing files. The KPKT register, for its part, files bilik: 3, 4, which is consistent with a 3 and a 3+1 existing side by side, and files keluasan: 0 — no built-up at all. About 92.9 sq m is this page’s own arithmetic; the filing prints kps only.

Ask Louis for the A and B plans
A portal carries a type C plan as an image on its own site, not on the developer’s host. A developer-sourced plan is what this page would publish, and there is none, so there is nothing here.

Type C — the only type any portal populates

900 kps (sq ft) as filed · 3 bedrooms · 2 bathrooms · 2 car park bays

900 sq ft filedabout 83.6 sq m — our conversion3 bedrooms2 bathrooms2 bays filedportal says 893 sq ft

The filed built-up is 900 sq ft and the filed figure governs. One portal record carries 893 sq ft for the same type — a 7 sq ft difference, carried by that one surface alone, and it is printed here rather than quietly dropped. That portal populates Type C and nothing else, despite carrying both a “3 Bedrooms” and a “3+1 Bedrooms” heading of its own. Car park: the filing files 2 bays for this type and for every type; the developer markets 2 to 4. Both figures are printed and the difference is unresolved. About 83.6 sq m is this page’s own arithmetic.

Ask Louis for the type C plan and the price list
Nothing to show. The developer publishes one configuration line and no type codes, so there is no per-type marketed layout to place here.

The range as the filing itself states it — and the one marketed configuration

900 – 1,000 kps filed · developer markets 3 bed / 2 bath / 2–4 carparks / 900–1,000 sq ft

filed range 900–1,000 sq ftdeveloper: one configuration onlyno type codes on any marketed surfaceregister files no built-up at all

The developer’s own project page publishes exactly one configuration — three bedrooms, two bathrooms, two to four car park bays, 900 to 1,000 sq ft — and it does not say that the square-foot figure is a built-up at all. It carries no type codes, no per-type breakdown and no levels. The press reports “900 to 1,000 sq ft” with no breakdown either. No studio, no office suite and no dual-key configuration appears on any surface, so there is nothing of that kind to test or refuse here — and the absence was checked rather than assumed.

What is NOT published about the layouts — four gaps, each with the document that would close it

Ask these at the sales gallery, with the filed advertisement in hand

How many of the 378 units are type A, B or C: closed by the approved building plan MPKJ.OSC/A12/1/21 2025 (3) or by the Schedule H schedule. How the 378 divide between Blok A and Blok B: the same two documents. Bathrooms for types A and B: a legible copy of the filed advertisement — the figure exists on the document, it simply did not resolve. The total car park bay count: the MPKJ building plan; the filing gives bays per unit type only. And the biggest one, which is not a layout question but decides which layout you can buy: how many of the 378 units are Rumah Selangorku and how many are open market. That is closed by the Selangor housing board’s allocation letter for this scheme, or by the permit’s own per-type unit schedule. It is published by nobody.

Ask Louis to request these four documents

Every square-metre figure on this page is this page’s own conversion. The developer publishes square feet only and the filed advertisement prints kps (kaki persegi) only; no source publishes a metric built-up. The filed figures are the ones to hold the developer to, and the only document that will confirm the area, the type and the price of a specific unit is the price list read beside the sale and purchase agreement at the sales gallery.

Location

Taman Sutera, Kajang, Daerah Hulu Langat, Selangor

The project’s own lot number, street number and postcode as filed are NOT PRINTED — the filed advertisement carries no Lot / PT line and no mukim / daerah line, and the KPKT register prints a bare dash for daerah. So the district on this page is derived, and the derivation is set out leg by leg below rather than asserted. Every distance in the lists is a figure a named source publishes; no distance on this page is estimated, and the ones nobody publishes are listed as unpublished.

Rail — and why this page will not name a nearest station

  • MRT Bukit Dukong — 6.1 km, published by the developer AND by the portal record, which agree on the figure. That is the only station any source measures.
  • This page does NOT claim Bukit Dukong is the nearest station. The same portal separately lists Sungai Jernih (SBK33) under transport and calls it a bus stop — while SBK33 is a station code on the MRT Sungai Buloh–Kajang line, and it gives no distance for it. If Sungai Jernih is nearer, 6.1 km is not a nearest-station distance at all. Left unadjudicated.
  • The nearest KTM Komuter station: nobody names one at all. Not the developer, not the portal, not the press.
  • The Kajang MRT / KTM interchange: no distance is published by anyone. NEVER estimate one — and this page does not.

Distances the developer itself publishes

  • Commercial shops, Taman Sutera — 100 m (the portal says “within 100m”; they agree)
  • Masjid Taman Sutera — 500 m
  • Masjid Sungai Sekamat — 2.4 km
  • SMK Cheras Jaya — 2.5 km
  • SK Seri Sekamat — 3.1 km
  • Kajang town — 4 km in one section of the developer’s page and 4.2 km in another. The same page contradicts itself, and both figures are printed here. It is also why the “in the Heart of Kajang” line is refused on this page.
  • KPJ Kajang Specialist Hospital — 4.1 km
  • Hospital Kajang — 4.8 km
  • Cheras — 5 km
  • Country Heights — 8 km
  • The Mines Shopping Mall — 8.2 km
  • Putrajaya — 15 km

Named by a source with NO distance — so no distance appears here

  • SILK Highway, Cheras–Kajang Expressway, PLUS and LEKAS — all four are listed by the developer under “Accessibility” with no distance and no interchange named

  • AEON malls — named by the portal, no distance
  • Krista Taman Cendana and SMK Sultan Abdul Aziz Shah (Integ) — portal, no distance

The district derivation, leg by leg

  • 1. The filed plan prefix — the primary leg. MPKJ.OSC/A12/1/21 2025 (3) BIL.(24)DLM.MPKJ.1/P/8/2025. MPKJ is Majlis Perbandaran Kajang, so the land is in Kajang, Daerah Hulu Langat.
  • 2. The filed approving authority: Majlis Perbandaran Kajang, printed in words.
  • 3. The Selangor housing board’s own controlled-price list files this scheme under its Hulu Langat section, mukim Kajang, developer Modal Ehsan Sdn. Bhd. — and prints a telephone number that matches the register’s.
  • 4. The sibling registration on the same licence. 8483-9, about 300 m away by filed coordinates, prints daerah: Hulu Langat outright where this record prints a dash.
  • 5. Filed coordinates from two publishers agree to three decimal places and both plot inside Kajang.
  • 6. Postcode 43000 is Kajang.
  • And the negative leg: no BP S<n> OSC building-plan shape appears on any surface, so this is not Federal Territory and the RM1,000,000 Kuala Lumpur floor does not apply here.

The register’s business-address string for this licensee reads “… Taman Tun Dr Ismail 60000 Hulu Langat Wp Kuala Lumpur”. Taman Tun Dr Ismail is in Kuala Lumpur, not Hulu Langat: that is this project’s own district bleeding into the licensee’s address field, and it is a register data error. It is recorded here because it is the kind of field a reader might otherwise take for a locality. Never read a project’s locality off a licensee record.

This is the spine of the page. Every cell below is a field from the KPKT KPKT TEDUH register record for 8483-10 or from the advertisement the developer itself filed, and where those two disagree both values are printed and the disagreement is named. The filed statutory price range is the filed sale and purchase agreement range and it is the only price on this page. It is a legally filed particular, published here because it is public record and because it is the number a buyer can hold a developer to. It is not a price list, it is not a quotation and it is not an offer, and it tells you nothing about which specific unit sits at which point in the range. The KPKT register prints a higher minimum for this same registration with an identical maximum — a minimum raised with the maximum unchanged. Two explanations fit (remaining stock, or a registry band that excludes part of the affordable allocation) and this page adjudicates neither. It also does not print that second figure, because the house rule is to show the sale and purchase price and nothing else.

Read 21 October 2026. Licence and permit positions are dated statements, not permanent facts: the licence runs to 14 February 2028 and the permit to 26 February 2029 unless renewed. The register record, the filed advertisement reachable from it, the Selangor housing board’s controlled-price list of 10 September 2026, four GreenRE certification tiers and the developer’s own project page were all read on that date.

What this page does not publish, and why

Louis’s own standing instruction governs this section and it is absolute: nothing taken from his agency’s project materials that is a discount, a rebate, a nett price, a promotion or a commission is published on any page he owns, in either language, in the body or in the page’s structured data. Where a price is shown at all, it is the filed sale and purchase price and nothing else — so that anything beyond that is a conversation with a licensed agent holding the current price list, not a number scraped off a web page. On this project that rule costs the page almost nothing, because none of those things was found on any surface that was read — not on the developer’s site, not in the KPKT register, not in the filed advertisement, not on the Selangor housing board’s list, not in the press coverage and not on either portal record. No leaseback structure, no guaranteed-rental arrangement, no rental-return projection and no yield or ROI figure exists anywhere on this project, so there is none to describe and none to refuse: the absence was checked, and it is reported as an absence rather than left as a silence. One figure was read and is deliberately not recorded here: a portal publishes an estimated monthly repayment for this project. It is a portal’s calculator output resting on assumptions it does not publish, it is not a filed particular, and a mortgage figure on a page like this one reads as advice. It does not go on the page. The developer’s own listing card also carries a marketing “from” figure which sits above the filed statutory minimum — it was checked specifically for an asterisk, a footnote, a “terms apply” line or a site-wide disclaimer and carries none of them, which is a clean pass rather than a failure. It is still not the filed sale and purchase price, so it is not published here. And the Bumiputera question has its cleanest possible answer on this project: there is NO SUCH FIELD AT ALL in the filing. That is a different statement from a field that exists and is populated, a different statement from a unit quota, and a different statement again from a classification carried on the title of the land. Nothing is withheld here, because nothing exists to withhold. What the filing carries instead is the Sekatan Kepentingan block set out below, which is a restriction on dealing with the title and is not a price concession of any kind.

Rumah Selangorku — what the filed Sekatan Kepentingan block actually says

The filing prints TWO interest-restriction categories, and the fact that there are two is itself the evidence that this is a mixed building. Against Kediaman Bebas — open-market residential — the filed restriction reads Tiada: none. Against Rumah Selangorku the filing files a real set of conditions: any transfer, lease or charge requires the consent of the Pihak Berkuasa Negeri, the State Authority; a five-year transfer restriction runs from the date the transfer out of the developer is registered; and any further application inside those five years needs a letter of consent from the Lembaga Perumahan dan Hartanah Selangor, the state housing board. These are statutory restrictions a buyer must know about before signing, and they are recorded here in full for that reason. The eligibility rules that sit behind the affordable product — income caps, the prior-ownership test, compulsory registration and that same five-year moratorium — are published by the state housing board itself, at the end of its controlled-price document rather than the front of it. Rumah Selangorku stays in Malay on this page, in both languages, because it is the name of a Selangor state programme and not a descriptor. RUMAWIP does not apply and that is worth stating rather than leaving blank: RUMAWIP is a Federal Territory programme and this project is in Selangor. No PR1MA and no MyHome designation appears on any surface either.

Foreign buyer — Selangor Zone 1, and a clean total negative

Kajang is in Daerah Hulu Langat, and Hulu Langat is Selangor Zone 1, where the foreign-buyer floor is RM2,000,000 for strata and gated landed strata. The arithmetic is short: the filed statutory maximum is RM570,400, which is 28.52% of the floor. Not one of the 378 units clears it. The band does not straddle the threshold and the answer is not undeterminable — it is a clean, total negative, and this page states it plainly because the readers of a Chinese-language property page include overseas enquirers who deserve the answer before the enquiry. On top of the price floor, the Rumah Selangorku side of the building carries the State consent requirement and the five-year transfer restriction described above, which bind a Malaysian buyer too. And the expired window, named so nobody quotes it at you: the RM1,500,000 threshold from the 2020 circular applied for the 2020 calendar year only. It has expired and it is not current. For completeness, the neighbouring zones, because they are routinely confused: Zone 2 — Kuala Selangor and Kuala Langat — is also RM2,000,000; Zone 3, which is Hulu Selangor, is RM1,000,000; and the Federal Territory of Kuala Lumpur is RM1,000,000 with EPU consent. Hulu Langat and Hulu Selangor are different districts in different zones, and this project is in the first of them.

The five names, and the one suffix this page will not print

Five renderings of this project’s name are in circulation and no two are identical. The filed advertisement files Residensi MTD Sutera Vista, which carries the brand. The KPKT register prints RESIDENSI SUTERA VISTA, which drops it. The developer markets MTD Sutera Vista Residence, singular. The press writes MTD Residensi Sutera Vista. One portal files it as Residensi Sutera Vista. The registered name and the marketing name differ by word order, by language and by number. A client running their own KPKT search will get the register’s form, so it is printed here beside the filed one. And the suffix this page refuses: the Selangor housing board’s controlled-price list files the scheme as RESIDENSI SUTERA VISTA (QUAD). That (QUAD) appears on that one surface and nowhere else, and no document anywhere defines it. It may be a block or an allocation designation. Because nothing defines it, it is not published here as part of the name. One more separation, because the names collide: this project has no relationship whatsoever to Sutera Suites @ KL City Gateway. They share one Malay word — sutera, silk — and nothing else: a different licensee, a different developer code, a different district, a different local authority, a different parent and a different product. The “Sutera” name is also heavily used in Johor, which is exactly why this page established the KPKT codes before it believed any name.

Construction progress, and the delivery clock in full

Register field peratus: 20.00%. Register field status.keseluruhan: Lancar. The status field is readable, so Lewat — late — was checked and is not flagged; that distinction matters, because a missing field and a field reading nil are not the same finding. tempohAsal: 36 Bulan. tarikhPjbPertama: 02 Jul 2026. serahKosongIkutPjb: 02 Jul 2029. pindaanTempohSerahKosong: Tidak — no extension approved, tempohTambahanDiluluskan a dash, tempohPembinaanBaharu a dash. On the register’s own two numbers, roughly 3.7 of the 36 months had elapsed when 20% of the works was recorded, which is ahead of a straight line. That is an observation about two published fields and not a prediction about delivery. rekodLesenTerdahulu is not present for this registration and lesen_records holds one row only, the current permit — so there is no earlier permit generation to compare. The field is populated elsewhere on this licence (an early phase carries two expired prior records), which makes its absence here meaningful rather than merely empty. Four completion dates circulate: the filing’s own 01/03/2029, the register’s SPA-derived 02 Jul 2029, one portal’s 31 Mar 2029 and another portal’s bare 2029. The SPA-derived date is the one that binds, because under Schedule H the period runs from the date of each purchaser’s own agreement — so a buyer signing in 2027 has a later date than a buyer who signed in July 2026.

The township record on this one licence — and what must not be borrowed from it

Developer licence 8483 carries ten registrations. Nine of them are already complete — six at Siap Dengan CFO and three at Siap Dengan CCC — and this project is the tenth and the only one selling. The licensee’s register entry reads projek_sakit: 0, projek_terbengkalai: 0 and mempunyaiKesalahan: Tiada, with statusPemaju: Aktif. The nearest neighbour, Residensi Sutera 7 on registration 8483-9, took its CCC on 11 June 2021 at 100.00%, 392 units over 18 storeys, about 300 m away by filed coordinates. A register entry is not a clean bill of health, but ten registrations with nine completions is a great deal more than silence, and it is checkable. What this page will NOT borrow from the earlier phases. Their prices: the registry bands for the completed Taman Sutera phases range from the low tens of thousands on the oldest phase to well over two million ringgit on another, so no earlier phase characterises this one and none is used to imply a price here. Their images: no image from Camelia, Zen or Nusantara, Taman Sutera appears on this page. Their product type: Residensi Sutera 7 is filed as a Pangsapuri Servis while this project is filed as a Kondominium, and that is precisely how a serviced-apartment label could migrate 300 m onto the wrong project. And their sales: a March 2024 press caption saying about 90% of the serviced apartments in Taman Sutera had sold describes the sibling, not this project. No read-across, in any direction.

Density — the claim, the arithmetic, and the caveat on the denominator

The developer headlines “LOW DENSITY” on the same page that publishes the two numbers which refute it. 378 units over the 4.2-acre parcel the developer itself publishes is 90.0 units per acre. Ninety units an acre is not low density by any Malaysian measure, so the claim is refused here and the arithmetic is shown rather than asserted. The trap on the other side, named so nobody falls into it: dividing 378 by the 160-acre Taman Sutera master plan would give 2.4 units per acre, and that would be flatly wrong — the master plan is nine completed phases plus this one, not this project’s site. And the caveat that belongs with the figure: 4.2 acres is a developer-and-portal figure, not a filed one. The filed advertisement prints no Keluasan Tanah line at all. So the denominator is not statutory, the 90.0 is attributed arithmetic rather than a filed particular, and it is labelled that way every time it appears on this page. “ONLY 378 UNITS” is true as a count — 378 is the filed figure and the developer, the portal and the press all agree on it. But a count is not a density, and on that page it is doing density work.

Awards and green certification — nothing, and two refusals by name

This project has won nothing, and no source claims it has. The developer’s own awards page does not exist. What the press publishes instead is two awards that belong to other MTD developments: a PAM award in the multiple-residential low-rise category for Tanduk 5 Residency in Bangsar, and a Luxury Lifestyle Award for best luxury mixed-use development for One Crown Place in London. Both are refused here at project level, by name, and so is every “award-winning developer” formulation built on them. Green certification: a genuine clean negative, and it is stronger than the usual hedge. There is no entry for Residensi MTD Sutera Vista and none for MODAL EHSAN SDN. BHD. in the GreenRE Platinum register, which was read in full and ends cleanly at 95 rows without truncating, nor in the reachable portion of the Gold, Silver or Bronze registers, nor in the undated certification entry list. The truncation caveat does not bite on this project: the Bronze list reaches back to April 2024 while this project’s permit issued in February 2026, so the whole of its possible certification window sits inside the reachable range. And the counter-check was run: the developer publishes no certificate library, no GreenRE logo, no GBI claim, no Green Mark claim and no LEED claim on any surface. There is no alternative certification route to explain the zero with, so the zero is simply a zero. No QLASSIC score is published for this project either.

Not published, therefore not on this page — the full list

Each item below is a question a buyer would reasonably ask that no source read answers, paired with the document that would close it. This is the list to take to the sales gallery. How many of the 378 units are Rumah Selangorku and how many are open market — the most consequential gap on this project: the state housing board’s allocation letter for this scheme, or the permit’s own per-type unit schedule. The unit split between Blok A and Blok B: the filed Schedule H schedule, or the approved building plan. Per-type unit counts: the same two documents. The storey count as filed: nothing closes it from the filing, because the filing does not carry the field; the MPKJ building plan would. The total car park bay count: the MPKJ building plan. The lot or PT number, the mukim as filed, and the title particulars: a land search at PTG Selangor, or the MPKJ plan. The land area as filed: absent from the filing; 4.2 acres is a developer and portal figure. Bathrooms for types A and B: a legible copy of the filed advertisement. The architect, the C&S engineer and the main contractor: nothing publishes them. The group says it has a construction arm and does not name it, and the filing names nobody. A gross development value for this project alone: a company disclosure. The press figure of RM208 million is a combined figure for this phase and another phase together, it cannot be split, and it must not be attributed to this project alone. The maintenance or service charge per square foot and the sinking fund: published nowhere. The facilities level assignment or a podium plan: published nowhere — an icon row only. A distance to any of the four named highways, and to the nearest KTM station: published nowhere. Never estimate one. Whether Sungai Jernih (SBK33) is nearer than MRT Bukit Dukong: a measured distance from the operator or the developer. What (QUAD) means: a state housing board scheme document. Who controls the parent after its 2011 take-private: a company search at SSM. The listed-parent route is closed — the parent was listed on Bursa Malaysia in 1998 and taken private by its major shareholders in 2011, so there is no current annual report and no announcement stream to read. That route was tried, and it is shut, which is a different statement from not tried. The licensee’s registration number confirmed independently: a company search. 400238-T appears on the filed advertisement only; the KPKT register carries no registration-number field at all.

The licensed developer

MODAL EHSAN SDN. BHD. — registration 400238-T, KPKT developer code 8483

Start with the name that is not a licensee. A search of the KPKT register for MTD returns zero: no licensed developer in Malaysia has MTD in its registered name, so the brand on the hoarding is not the entity holding the licence. The licensee is MODAL EHSAN SDN. BHD., KPKT developer code 8483, statusPemaju: Aktif, with jumlahProjek: 10. A positive control run in the same session returned sixteen results for an unrelated developer, so the zero is a real zero and not a broken query.

The bridge from the brand to the licensee is inside the primary document, which is unusual and strong. The filed advertisement itself files the scheme as Residensi MTD Sutera Vista — carrying MTD — with Modal Ehsan Sdn. Bhd. (400238-T) named as pemaju. The brand and the licensee appear together in one statutory document. And the developer’s own site footer states the corporate relationship in terms: “© 2025 Modal Ehsan Sdn Bhd Subsidiary of MTD Capital Bhd”. That is the developer’s own published words, not an inference from a similar name.

Here the filing is richer than the register, which is the reverse of the usual case. The company registration number 400238-T is printed on the filed advertisement and the KPKT register carries no noPendaftaran field for this licensee at all. The register also gives no e-mail and no website — both fields read as a dash — so the register-to-website identity check that settles some of these pages was simply not available here, and the developer’s own site had to be reached another way. The register does carry the offence field, and it reads Kesalahan: Tiada: the field is present and nil, which is a stronger finding than a field that is absent.

The addresses, with the register’s own error flagged. Registered office: L5-01, Level 5, Menara Kenari @ Canary Tower, No. 1, Jalan Tun Mohd Fuad, Taman Tun Dr Ismail, 60000 WP Kuala Lumpur. Business address: L3-01 (Level 3) & L3a-01 (Level 3a) of the same building. The register’s business-address string places Taman Tun Dr Ismail in “Hulu Langat Wp Kuala Lumpur”, which is wrong — Taman Tun Dr Ismail is in Kuala Lumpur, and what has happened is that this project’s district has bled into the licensee’s address field. It is recorded here as a register data error, and as a reminder never to read a project’s locality off a licensee record. The register’s telephone number for the licensee, 0387393636, is independently printed against this project on the Selangor housing board’s controlled-price list, which is a matching fingerprint on two separate government surfaces.

The group, as far as published sources carry it — and no further. The parent named in the developer’s own footer, MTD Capital Bhd, sits behind a highway and civil-engineering group whose property arm develops the 160-acre Taman Sutera estate in Kajang. The developer’s own site lists eight MTD-branded projects, four of them in Taman Sutera: this project, MTD Residensi Sutera 7, MTD Sutera Niaga 8 and MTD Phase 24, the last listed as upcoming. That part is independent of any wiki. The broader description of the group’s shape rests on a user-generated wiki, which is a low-grade source and is labelled as one here; it is used for the group’s outline only and never as a primary fact. And the route that would normally settle all of this is closed. The parent was listed on the Bursa Malaysia main board in 1998 and taken private by its major shareholders in 2011, after which its management merged with a sister company. So there is no current annual report, no announcement stream and no audited parent disclosure to read. That route was tried and it is shut — which is a different statement from not having tried it.

The developer’s own words, quoted and then tested. Its project page carries “LOW DENSITY”, “ONLY 378 UNITS”, “in the Heart of Kajang”, “Mature & Establish Taman Sutera community” (the misspelling is the developer’s, and it is quoted as printed) and “a freehold condominium”. Of those five, two are refused, one is true as a count, one is supported, and one matches the filing exactly. “A freehold condominium” matches Pegangan Bebas and Kondominium on the filed document. “Mature & Establish” is the one superlative that holds up, and it holds up on the register — nine completed registrations on this licence, the nearest neighbour certified complete in June 2021. And note what is absent: the words “first”, “largest” and “exclusive” appear on no developer surface at all. There was nothing of that kind to refuse, which is unusual enough to be worth recording.

The people on the record. Reime Rizal Abdul Aziz, the group chief executive, is quoted at the groundbreaking: “Affordability does not mean having to compromise.” Dr Nik Fauzan Datuk Nik Faizul, the chief operating officer, is quoted in the trade press: “At MTD Properties, we see each brick laid as a bridge to a new beginning”, and the same coverage gives the group’s stated culture as RITE — respect, integrity, trust, excellence. Datuk Borhan Aman Shah, the Selangor State executive councillor for housing and culture, officiated the groundbreaking on 1 November 2025. A quoted intention is a quoted intention and nothing more; it is printed here as a quotation and not as a specification.

One figure from the press that must not be mis-attributed. The trade coverage gives a gross development value of RM208 million for this phase AND another phase together. It cannot be split, and it is not this project’s GDV. It is published here as the combined figure it is, labelled as such, and a figure for this project alone would need a company disclosure that an unlisted group does not make. One portal names the developer differently from the other, too: one of its two records for this project names MODAL EHSAN SDN. BHD. and the other names the parent, MTD Capital Bhd. Neither portal record prints a licence number or a permit number — which is the whole reason this page is built off the register and the filing instead.

What the licence actually protects, stated once and plainly. A live developer licence and a live advertising and sales permit mean the Housing Development Act regime applies to this scheme: a prescribed Schedule H contract rather than a freely drafted one, the statutory liquidated-damages formula running from a filed completion date, a section 7A Housing Development Account that ring-fences progress payments, the statutory twenty-four-month defect liability period, and access to the Tribunal for Homebuyer Claims. Those protections are consequences of fields on the filed document, not claims made by anyone. They are also dated: the licence runs to 14 February 2028 and the permit to 26 February 2029 unless renewed.

Questions a buyer actually asks — answered from the filed document

Is MTD Sutera Vista Residences sold under Schedule H, and is the title freehold?
Yes to both, and both are filed rather than claimed. The advertising and sales permit is 8483-10/02-2029/0156(A)-(S) and the tail -(S) means strata, so the prescribed statutory contract is Schedule H. The filed building type is Kondominium and the register files Rumah Pangsa/Kondo. The filed tenure is Pegangan Bebas — freehold, with no lease term and no expiry date to reconstruct — and Bebanan Tanah reads Tiada, so no chargee is filed. What follows from that is real: the prescribed contract, the Housing Development Act liquidated-damages formula running from a filed completion date, a section 7A Housing Development Account ring-fencing your progress payments, the statutory twenty-four-month defect liability period from vacant possession, and the Tribunal for Homebuyer Claims route.
What is the registered name, and what will a KPKT search return?
The filed advertisement files Residensi MTD Sutera Vista and the KPKT register prints RESIDENSI SUTERA VISTA, dropping the brand. So a client searching the register themselves will get the shorter form. The developer markets MTD Sutera Vista Residence in the singular, the press writes MTD Residensi Sutera Vista, and a portal files Residensi Sutera Vista. Five renderings, no two identical, differing by word order, by language and by number. The registration number is 8483-10 and that is the string to search on. One surface adds a (QUAD) suffix that no document defines, so this page does not publish it as part of the name.
Is the developer MTD, and who actually holds the licence?
The licence is held by MODAL EHSAN SDN. BHD., registration 400238-T, KPKT developer code 8483. A register search for MTD returns zero, because no licensed developer in Malaysia carries MTD in its registered name — the brand is not the licensee. The link is nevertheless verified rather than assumed, twice over: the filed advertisement itself files the scheme as Residensi MTD Sutera Vista with Modal Ehsan named as pemaju, and the developer’s own site footer reads “© 2025 Modal Ehsan Sdn Bhd Subsidiary of MTD Capital Bhd”. The registration number appears on the filed advertisement only: the register carries no registration-number field for this licensee at all.
Is the advertising and sales permit still valid?
Yes. 8483-10/02-2029/0156(A)-(S) runs from 27 February 2026 to 26 February 2029 — so on the date at the foot of this page it is live with roughly sixteen months still to run. The developer licence 8483/02-2028/0004 runs to 14 February 2028 and is also live. Two printing disagreements are worth knowing about, because a client may see either form: the register prints the licence suffix (A) while the filed brochure prints (R); and for the permit, the register’s project field gives (A)-(S) while its own licence-records row gives (N)-(S), which is also the brochure’s form. One permit, one licence, three printings of the suffix. A licence position is always a dated statement, so check it again before you sign.
What is the price, and why is the filed minimum so much lower than the marketed entry level?
The filed statutory Unit Selling Price range is RM229,500 to RM570,400. That is the filed sale and purchase agreement range from the legally filed advertisement, it is public record, and it is the only price figure on this page. It is not a price list, it is not a quotation and it is not an offer. Now the part no portal explains. The filed minimum of RM229,500 is, to the ringgit, the Selangor housing board’s controlled price for the Rumah Selangorku component of this scheme, published on the board’s own controlled-price list where the project appears as a Projek Penawaran Melalui Merit. It is therefore a government controlled price for the affordable allocation, NOT an open-market entry price. The developer’s own marketing “from” figure sits well above it, and this page does not publish that figure because the house rule is to show the filed sale and purchase price and nothing else. The KPKT register also prints a higher minimum for this same registration with an identical maximum; this page prints neither a second figure nor an adjudication between them. For the price of a specific unit there is one document: the price list read beside the sale and purchase agreement at the sales gallery.
How many of the 378 units are Rumah Selangorku and how many are open market?
Nobody publishes it. This is the single most consequential gap on the project and it is stated plainly rather than buried. The evidence that the building is mixed is in the filing itself: the Sekatan Kepentingan block files two categories, Kediaman Bebas with the restriction Tiada, and Rumah Selangorku with a real set of conditions. Two categories in one filing means two products in one tower. But the allocation is published by nobody — not by the developer, not by the register, not by the filed advertisement, not by the state housing board list and not by either portal. Two documents would close it: the state housing board’s allocation letter for this scheme, or the permit’s own per-type unit schedule. Ask for one of those before you choose a unit, because the restrictions on the two sides of the building are completely different.
Can a foreign buyer purchase a unit here?
No. Not one of the 378 units is available to a foreign buyer, and the arithmetic is short. Kajang is in Daerah Hulu Langat, and Hulu Langat is Selangor Zone 1, where the foreign-buyer floor is RM2,000,000 for strata and gated landed strata. The filed statutory maximum here is RM570,400, which is 28.52% of that floor. So the band does not straddle the threshold and the answer is not undeterminable — it is a clean, total negative. On top of the price floor, the Rumah Selangorku side of the building carries a State Authority consent requirement and a five-year transfer restriction that bind a Malaysian buyer as well. The neighbouring thresholds, because they are routinely confused: Zone 2 (Kuala Selangor, Kuala Langat) is also RM2,000,000; Zone 3, which is Hulu Selangor and not Hulu Langat, is RM1,000,000; and the Federal Territory of Kuala Lumpur is RM1,000,000 with EPU consent. The RM1,500,000 window from the 2020 circular applied to the 2020 calendar year only and has expired.
When is vacant possession? Four dates are in circulation.
The statutory date is 02 July 2029, and it is the register’s own, derived from the filed delivery period and the first sale and purchase agreement. Under Schedule H the clock runs from the date of YOUR agreement, so a buyer signing later has a later date. Here are all four, with their sources:

Portal, condominium record31 Mar 2029A third figure, unexplained
Portal, new-launch record2029A bare year
This page gives the register’s SPA-derived date as the statutory one and names the developer’s own estimate as different. It does not average them.
Has the delivery period been extended?
No. pindaanTempohSerahKosong reads Tidak. The original period tempohAsal is 36 Bulan, tempohTambahanDiluluskan is a dash, tempohPembinaanBaharu is a dash and serahKosongBaharuIkutPjbPertama is a dash. No extension of the delivery period has been approved for this registration, and that is credit to the developer rather than a gap in the record. Progress stood at 20.00% with status Lancar; the status field is readable, so Lewat was checked and is not flagged. There is also no earlier permit generation to compare: rekodLesenTerdahulu is not present for this registration and lesen_records holds the current permit alone — and since the field is populated for an earlier phase on the same licence, its absence here means something.
How many storeys is it?
The filed advertisement does not say. Three surfaces give three answers, and this page prints the disagreement instead of choosing.

Groundbreaking press coverage19 — “two 19-storey residential towers”
Neither of the two figures can be checked against the other, because the document that would settle it — the approved MPKJ building plan — is not published. What IS filed is that there are two blocks, Blok A and Blok B, labelled on the plan, and that the 378 units are not broken down between them.
Is it low density, as the developer says?
No, and the refutation comes from the developer’s own two numbers on its own page. 378 units over the 4.2 acres the developer itself publishes is 90.0 units per acre. Ninety units an acre is not low density by any Malaysian measure, so “LOW DENSITY” is refused here. Two caveats belong with that number. First, 4.2 acres is a developer and portal figure, not a filed one — the filed advertisement carries no Keluasan Tanah line, so the denominator is not statutory and the arithmetic is attributed rather than asserted. Second, dividing 378 by the 160-acre Taman Sutera master plan would give 2.4 units per acre and would be flatly wrong, because the master plan is nine completed phases plus this one. “ONLY 378 UNITS” is true as a count — but a count is not a density.
What is the nearest MRT or KTM station?
This page will not name one, and the reason is a contradiction it cannot resolve. The only station any source gives a distance for is MRT Bukit Dukong at 6.1 km, and unusually the developer and the portal agree on that figure. But the same portal separately lists Sungai Jernih (SBK33) under transport and calls it a BUS STOP — while SBK33 is a station code on the MRT Sungai Buloh–Kajang line — and it gives no distance for it. If Sungai Jernih is nearer, then 6.1 km is not a nearest-station distance at all. So the figure is published here attributed to the developer, and the claim that it is the nearest station is not made. Nobody names the nearest KTM Komuter station at all, and nobody publishes a distance to the Kajang MRT and KTM interchange. No distance on this page is estimated.
Does it have any green certification, or has it won any award?
No to both, and nobody claims otherwise. There is no entry for Residensi MTD Sutera Vista and none for MODAL EHSAN SDN. BHD. in the GreenRE Platinum register — which was read in full and ends cleanly at 95 rows — nor in the reachable portion of Gold, Silver or Bronze, nor in the undated certification entry list. The usual truncation caveat does not bite here: the Bronze list reaches back to April 2024 while this project’s permit issued in February 2026, so the whole of its possible certification window sits inside the range that was read. The developer also publishes no certificate library, no GreenRE logo, and no GBI, Green Mark or LEED claim anywhere. No QLASSIC score is published either. Two awards must not be read across. The press names a PAM award for Tanduk 5 Residency in Bangsar and a Luxury Lifestyle Award for One Crown Place in London. Both belong to OTHER MTD developments. This project has won nothing, and every “award-winning developer” formulation built on them is refused here at project level.
What is the developer’s track record in this township?
It is the strongest checkable thing about this project. Developer licence 8483 carries ten registrations and nine of them are already complete — six at Siap Dengan CFO and three at Siap Dengan CCC. The licensee’s register entry reads projek_sakit: 0, projek_terbengkalai: 0 and mempunyaiKesalahan: Tiada. The nearest neighbour, Residensi Sutera 7 on 8483-9, took its CCC on 11 June 2021 at 100.00%, 392 units over 18 storeys, about 300 m away by filed coordinates. A register entry is not a clean bill of health — but ten registrations with nine completions is considerably more than silence. What is NOT read across from those phases: their prices, their images, their product type and their sales rates. The earlier phases include one registry band reaching past two million ringgit and another in the low tens of thousands, so no earlier phase characterises this one.
Is this the same project as Sutera Suites @ KL City Gateway?
No, and there is no relationship of any kind. They share one Malay word — sutera, which means silk — and nothing else. Different licensee (MODAL EHSAN SDN. BHD., developer code 8483, against a different company on a different code), different district (Kajang in Daerah Hulu Langat, Selangor, against a locality in Kuala Lumpur), different local authority, different corporate parent and a different product. No licence, address, website or shareholder link exists between them. The “Sutera” name is also widely used in Johor, which is exactly why this page settled the KPKT developer and registration codes before it believed any name at all.
What should I ask Louis for before I commit to anything?
Five documents, in this order. One: the filed advertisement particulars for 8483-10, so you are reading the same statutory fields this page is built on. Two: the Schedule H sale and purchase agreement, because the delivery clock, the liquidated-damages formula and the twenty-four-month defect liability period all live inside it. Three: the current price list at the sales gallery, read beside that agreement — that pairing, and only that pairing, tells you what a specific unit costs. Four: written confirmation of whether the unit you are looking at is Rumah Selangorku or open market, because the State consent requirement and the five-year transfer restriction attach to one side of this building and not the other. Five: the approved MPKJ building plan or the Schedule H schedule, which is what would finally settle the storey count, the per-block split, the per-type unit counts and the total car park bay count — four things that are not printed anywhere today.

Louis Koh is a licensed estate agency director who has worked this market for over a decade. Ask him for the document, not the brochure — and ask him first whether the unit you are looking at is Rumah Selangorku or open market, because on this project that single answer changes the restrictions, the eligibility and the resale rules that will apply to you.

Marketing information, not an offer. Everything on this page is sourced to the KPKT KPKT TEDUH register register record for 8483-10, the advertisement the developer filed, the Selangor housing board’s controlled-price list, four GreenRE certification tiers, the developer’s own project page and two portal records — and each figure is attributed where it appears. No price on this page is a price list, a quotation or an offer. Licence and permit positions are dated statements. For the price, the area and the type of a specific unit, read the price list beside the sale and purchase agreement at the sales gallery.

Over a decade in Malaysian property, covering Johor Bahru and the Klang Valley. These project pages are built from the KPKT register and the developer’s own filed advertisement first, with the marketing material read against them afterwards — which is why every page carries a list of what nobody publishes. On this project that list starts with how the 378 units divide between Rumah Selangorku and open market, and it is the first question to put to the sales gallery.

Build progress

The unit mix, the permitted price and how far up it is

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

The filed advertisement · on the ministry’s own server

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.

How does that compare? Every development on this site, grouped by register status — cancelled, abandoned and behind schedule first.
