Only one publishes an official price: G'Vinton on Jalan Sultan Ahmad Shah, where the developer's own gazetted permit sets RM715,000 to RM2,219,000 across 508 freehold units in three layouts — 387 sq ft, 474 sq ft and a 1,356 sq ft duplex — over a car park podium, with facility floors on Level 10 and Level 39 and completion stated as September 2028. Noordinz Suites, 603 units of 377 sq ft studio and 603 sq ft dual key on the corner of Gat Lebuh Noordin and Pengkalan Weld, publishes neither price nor tenure.
Both are inner-city addresses. G'Vinton is about 2 km from KOMTAR and 20 km from Penang International Airport; Noordinz sits on the Penang Strait waterfront, also about 20 km from the airport, with proposed LRT stations that are not confirmed. Neither developer publishes distances to Gurney, the hospitals or Fort Cornwallis, so none are quoted.
Penang Island requires a non-citizen — including a Malaysian permanent resident — to pay at least RM1,000,000 for strata property. At G'Vinton, Type A tops out at RM874,000 and Type B at RM774,000, so 494 of the 508 units are below the floor and only the 14 duplexes at RM2,190,000 to RM2,219,000 are transactable. At Noordinz, circulating prices of about RM540,000 and RM840,000 would put every unit below it, though no official ceiling exists to confirm that. Budget the Penang state levy on foreigners at state approval and the flat 8% non-citizen stamp duty.
