Four are reasons a buyer would shortlist it. Two are things to settle first. All six come from the developer’s own website, its advertisement filed with the housing register, or the register itself.
In the middle of George Town’s hospital belt
Straight-line from the site, Loh Guan Lye Specialists Centre is 141 m away, Island Hospital 657 m, Gleneagles Hospital Penang 767 m and Penang General Hospital 956 m. People who come to Penang for treatment, and the staff who treat them, all need somewhere to stay within walking range.
Freehold, in the city
The advertisement the developer filed with the housing register states ‘Pegangan Kekal’ — freehold. In the middle of George Town that removes the question of a lease running down while you hold the unit.
Eight compact layouts to choose from
The developer’s website lists Types A, A(I), A(II), B, C, D, D(I) and E, from about 335 sq ft to about 1,180 sq ft. The drawings show the three A types as one open room, Type C as one bedroom plus a study, and Types B, D, D(I) and E as two bedrooms; only Type E has a second bathroom. That is a wide spread for a single tower, from a pied-à-terre to a small family home.
A heritage building kept at street level
The developer describes the scheme as a 36-storey building with 311 service apartments, mechanical car parks, retail units and a Heritage building for shops and restaurants. Food and daily errands at the foot of the tower are part of the design, not an afterthought.
A quarter built — plan around the contract date
The filed advertisement gives August 2027 as the expected completion. In October 2026 the register shows 25.58% built, and it records an approved extension of the delivery period from 36 to 48 months. Budget your time on the contractual date in your own agreement, not on the brochure month.
Mechanical parking, and several facts not published
Parking is three floors — 12 tiers — of mechanical car parks for 311 apartments. The developer has not published how bays are allocated, the land area or the monthly charges. I will get those answers in writing before you commit.

The register’s unit list runs from Level 7 to Level 35: eleven apartments on most floors, nine on Levels 7, 16 and 17, and ten on Levels 34 and 35. That adds up to 311, the same total the developer gives. On the day I read it, 70 units were recorded as sold and 241 as not yet sold.
What the permit band tells you about foreign buyers
The advertising permit records a minimum of RM486,800 and a maximum of RM1,664,800. That is the band on the advertising permit, not the price of any unit. Penang Island’s floor for a non-citizen buying strata property is RM1,000,000, and the band sits on both sides of it — some units will fall below the floor and some above. Eligibility is decided unit by unit at the price in the sale and purchase agreement.
Schedule H, 36 months extended to 48
The sale and purchase agreement is Schedule H (strata). The register shows the standard 36-month delivery period and an approved extension of 12 months, making 48. The first agreement is dated 14 March 2025, so the original delivery date under it was 14 March 2028 and the extended one is 14 March 2029. Read the delivery clause of your own agreement to see which period it states.
25.58% built, on track
The latest return reports the building 25.58% complete with the status ‘lancar’ (on track). No certificate of completion and compliance or vacant possession is recorded yet. The developer’s filed advertisement gives August 2027 as the expected completion — a target, not a contractual promise.
About Red Rock Group
Scott Logan is developed by Advance Golden Properties Sdn. Bhd., which the project website describes as part of the Red Rock Group of Companies. The website says the company was incorporated on 14 November 2013 and that the group’s construction business was established by Dato Loh in 1995.
The same page names the group’s earlier work: Red Rock Hotel, Scott Service Suites, Scott Residence, Laguna Commercial Centre in Prai, and various bungalows and terrace houses. The developer markets this project as Scott@Logan; the government register files it as Scott Logan.
The advertisement filed with the register notes that the land is charged to Al Rajhi Banking & Investment Corporation (Malaysia) Bhd, which is normal project financing, and that the building plan was approved by Majlis Bandaraya Pulau Pinang under reference MBPP/OSC-PB237/2023.
One honest caveat: Advance Golden Properties has a single project on the housing register — this one — so there is no completed, register-tracked project under the same licence to judge delivery by. The group’s earlier buildings are named on its own website; I have not verified them against the register. A delivery extension to 48 months is already on record, which is a reason to read the late-delivery clause closely.

Can foreigners buy at Scott Logan?
It depends on the unit. Penang Island requires a non-citizen to pay at least RM1,000,000 for strata property, with state consent. The permit band runs from RM486,800 to RM1,664,800, so only units priced at or above the floor in the agreement can qualify.
On approval the state charges a 3% levy, or 1.5% for island strata between RM1,000,000 and RM1,500,000; resale is allowed only after three years; and non-citizens pay a flat 8% stamp duty on residential property. Tell me your budget and I will tell you which types can qualify.

Which type and floor should I choose?
Decide by use. For a base while working or receiving treatment in town, the types under 500 sq ft do the job. For a couple or a small family living there, look from Type C upward, and ask for the drawing to check where the bedroom windows face.
Then look at the floor. Levels 7, 16 and 17 have nine apartments and Levels 34 and 35 have ten, instead of eleven — slightly fewer neighbours sharing the lifts. The register showed 241 units not yet sold when I read it; ask me which ones.
What is the price and the maintenance fee?
The only public price information is the government permit band: RM486,800 to RM1,664,800 — the band on the advertising permit, not the price of any unit. I will not repeat figures from property portals.
The developer has not published the monthly maintenance charge, the sinking fund or the parking arrangement. Message me and I will send the current price list, the available units and the charges in writing.
How does Scott Logan compare with Lumina Residence?
They are 434 m apart in a straight line and aimed at different households. Lumina Residence is 596 freehold condominiums in two 44-storey towers, every one with three bedrooms, from 1,206 to 1,518 sq ft. Scott Logan is 311 serviced apartments in one tower, from about 335 to 1,180 sq ft, with one or two bedrooms on the register.

Is Logan Road practical for daily life or for renting out?
For daily life: SJK(C) Union is 344 m away in a straight line, four hospitals lie within 1 km, KOMTAR is 1.3 km and Gurney Plaza 2.3 km. The developer plans shops and restaurants in the heritage building on site.
For renting: the likely tenants are hospital staff, patients’ families on longer stays and people working in town. I do not quote rental figures. Whether short stays are allowed depends on the building’s house rules and the city council’s requirements — check before you buy with that in mind.

It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
