Six things about Green City Residence worth knowing before you enquire
Four are reasons a George Town buyer would shortlist it. Two are things to settle before any money moves. All six come from the developer’s advertisement filed with the housing register, the developer’s website, or the register itself.
Fifty-two homes, four to a floor
The register’s unit list has exactly four homes on each of 13 floors, Level 17 to Level 29. In a city where new towers run to several hundred units, that is a small community: few neighbours on your landing, and every home starts at least 17 storeys up.
Freehold in central George Town
The developer’s advertisement states ‘pegangan bebas’, a freehold title. In the middle of the city that is worth having, because there is no lease counting down when you sell or refinance decades from now.
Three private hospitals inside one kilometre
Measured in a straight line from the building’s map listing, Loh Guan Lye Specialists Centre is 167 m away, Island Hospital 669 m and Gleneagles Hospital Penang 945 m. KOMTAR is 1.3 km. For retirees, doctors, and families looking after elderly parents, that is the whole case for this address.
A finished building, not a brochure
The register marks the project 100% built and ‘siap dengan CCC’, with the certificate of completion and compliance dated 13 December 2024. You can walk through the actual unit, check the view from that floor and test the lifts before you decide. On the day I read the register, 23 units were recorded as sold and 29 as not yet sold.
The permit and the licence dates have passed
The last advertising permit on the register expired on 10 December 2024 and no newer one is listed. The register shows the developer’s licence running to 10 December 2025. Vacant possession is not recorded either. Before you pay anything, ask for the current licence and permit, or written confirmation of the basis on which the remaining units are being sold.
Some answers are still not published
The developer’s own website, gcgdev.my, is a single page: artist’s impressions, drawings of four layouts (Types A, B, C and D), the finishes and a list of highlights. It describes an automated car parking system and face-recognition access, but not how the parking is allocated. The land area, the monthly charges and the use of the floors below Level 17 are not on the website or in the filed advertisement, and the advertisement separates affordable-category units from open-market ones without saying which types are which. I will get those answers in writing.

Pinned to the building’s Google Maps listing (‘Green City Residence’, postcode 10450). The coordinates filed with the national housing register for project 20016-1 fall about 475 m to the north-east, beside Jalan Burma, which does not match the building’s listed position, so I have not used them. Distances are straight-line from the pin.

The housing developer’s licence is held by Green City Garden Development Sdn Bhd (20016). The register files the project as Greencity Residence, written as one word, and the developer’s advertisement calls it Kediaman Kota Hijau in Malay. It is the only project the register lists under this company.

52 units on the register, 52 on the developer’s advertisement
The register files one component of 52 flats / condominium units in a 29-storey building, with two or three bedrooms and two bathrooms. Its unit list runs from Level 17 to Level 29 with four homes on every floor, which adds up to 52 — the same total printed on the developer’s advertisement. On the day I read it, 23 units were recorded as sold and 29 as not yet sold. The advertisement, filed in 2024, counted 35 remaining at that time.
What the permit band tells you about foreign eligibility
The advertising permit records a minimum of RM200,000 and a maximum of RM2,170,419. That is the band on the advertising permit, not the price of any unit. The developer’s advertisement separates affordable-category homes from open-market homes, which explains the low end of the band. Penang Island’s floor for a non-citizen buying strata property is RM1,000,000, so the band straddles it: eligibility is decided unit by unit at the price in the sale and purchase agreement, and affordable-category units are closed to foreigners altogether.
Schedule H, 36 months, no extension on record
The sale and purchase agreement is Schedule H (strata), with the standard 36-month delivery period and no approved extension recorded. The first agreement is dated 30 September 2022, which put the latest delivery date under it at 30 September 2025. The certificate of completion and compliance is dated 13 December 2024, ahead of that date.
Completed — but confirm the current permit and vacant possession
The register shows the component 100% complete with its CCC, while the vacant possession date field is still empty. The advertising permit shown expired on 10 December 2024, the register shows the developer’s licence valid to 10 December 2025, and no newer permit is listed. I do not know the reason, so treat it as something to confirm: ask for the current documents before signing or paying for one of the remaining units.
About Green City Garden Development
Green City Garden Development Sdn Bhd (1246602-V) is a George Town company, and Green City Residence is the only project the national register lists under its licence. Its own website is gcgdev.my, a single page about this project. There the company says it is run mainly by local architects and civil engineers, and that its directors worked on earlier George Town projects, naming The Cantonment, Infinity Beachfront Condominium and Gurney Paragon. That is the company’s own statement; none of those is a project under this licence.
On the advertisement it filed with the register, the developer describes a very low-density luxury condominium in the centre of George Town, with smart-home software and imported finishing hardware, and a view of KOMTAR from Levels 22 to 29. The shared facilities it names are an infinity pool, a gymnasium, a restaurant and a sky garden, with 24-hour security.
The same advertisement names Majlis Bandaraya Pulau Pinang as the approving authority, with building plan reference MBPP/OSC/PB11141/19, and gives the developer’s licence as 20016/12-2025/1224(A).
One honest note: with a single project there is no earlier building of this developer to inspect. In its favour, the tower was certified complete in December 2024, more than nine months before the delivery date under the first agreement. Against that, the permit and licence dates on the register have passed and vacant possession is not recorded. Ask who manages the building today, see the latest management accounts, and have your solicitor check the strata title position before you commit.

Can foreigners buy at Green City Residence?
Only some units. Penang Island’s minimum for a non-citizen buying strata property is RM1,000,000, and the permit band here runs from RM200,000 to RM2,170,419. Eligibility is decided unit by unit at the price in the sale and purchase agreement, and the affordable-category units are closed to foreigners.
For a unit that qualifies you need state consent, pay a 3% state levy on approval (1.5% for island strata between RM1,000,000 and RM1,500,000) and the flat 8% stamp duty for non-citizens, and cannot resell for three years. Tell me the size you want and I will check which remaining units clear the floor.
Is Green City Residence completed? When can I move in?
The building is complete. The register shows 100% built with the certificate of completion and compliance dated 13 December 2024; the developer’s advertisement had given December 2024 as the expected date.
The register does not yet show a vacant possession date. If you buy one of the remaining units, the handover timing depends on your agreement, so ask me for the current position on keys, strata titles and the management of the building.
Which floor and which type should I choose?
With only four homes on a floor, choose first by height and direction. The developer’s advertisement speaks of a KOMTAR view from Levels 22 to 29; Levels 17 to 21 are lower in the same tower. Ask which unit numbers face the city and which face inland.
Then choose by size: 750 to 850 sq ft suits a couple or a small household; the 1,086 to 1,267 sq ft types are the family layouts. The register showed 29 units not yet sold when I read it, but it does not show which types those are, so ask me for the current list.
What is the price and the maintenance fee?
The only public price information I publish is the government permit band: RM200,000 to RM2,170,419 — the band on the advertising permit, not the price of any unit. The low end belongs to the affordable category, which has its own eligibility rules. I will not repeat figures from property portals.
The monthly maintenance charge and sinking fund are not published. Message me and I will send the current price list for the remaining units and the charges in writing.
How does Green City Residence compare with Noordinz Suites?
Both are 29-storey towers in George Town, and that is where the likeness ends. The Edge reported on 11 August 2025 that Noordinz Suites has 603 units of 377 to 603 sq ft with completion targeted for the third quarter of 2027. Green City Residence has 52 units of 750 to 1,267 sq ft and is already complete.

Is this part of George Town practical for daily life or for renting out?
For daily life: straight-line from the building’s map listing, Loh Guan Lye Specialists Centre is 167 m away, SJK (C) Union 530 m, Island Hospital 669 m, Gleneagles Hospital Penang 945 m, KOMTAR 1.3 km and Gurney Plaza 2.4 km. Penang Bridge is 7.8 km away.
For renting: the tenants this location draws are medical staff, patients’ families on longer stays and people working in the city centre. I do not quote rental figures. If the unit is in the affordable category, letting and resale may be restricted, so check that before you buy with tenants in mind.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
