Six things about Casa Rica worth knowing early

Four are reasons it belongs on a landed shortlist in the south of the island. Two are points to check before you make an offer. All six come from the developer’s brochure and fact sheet or the government register.

Sixty houses on eleven acres

The developer’s fact sheet gives 11 acres for 60 houses — about five houses an acre, before roads and gardens. The layout is a single meandering road up a hillslope, so there is no through-traffic: everyone driving in lives there.

Freehold, with individual titles

Every house is a semi-detached on its own individual title, and the land is freehold. For a landed buyer on Penang Island that is the cleanest ownership structure there is — no strata, no management corporation.

Arch and bay windows, Spanish profile roof tiles and houses stepped on different terraces down the slope. The brochure names three landscaped pockets: Casa Rica Garden, De’Alhambra Garden and Casa Rica Terrace Garden.

Handover came later than the contract clock

Both phases were sold on a 24-month Schedule G agreement. The register’s vacant possession dates are well after 24 months from the first SPA, and no extension is recorded. If you are buying from a first owner, ask whether late-delivery damages were claimed.

Mostly out of reach for foreign buyers

Penang’s minimum for a non-citizen buying landed property is RM3,000,000. Almost the whole permit band for both phases sits below that figure, so a foreign purchase would only work on a house transacting at or above RM3 million.

Phase 2

The hilltop end of the estate, all two-storey: eight Viento (Type 3A, 2,874 sq ft) and fourteen Cielo (Type 3B, 2,916 sq ft), each 4+1 bedrooms and 5 bathrooms. 38 + 22 = 60 — the same total as the developer’s fact sheet

Phase 1 is registered in four groups: 6 houses of 326 sqm, 10 of 332 sqm, 20 of 283 sqm and 2 of 269 sqm. Those are the fact sheet’s Types 1 (3,512 sq ft), 2 (3,573 sq ft), 4A (3,046 sq ft) and 4B (2,897 sq ft). Phase 2 is 22 houses of 267–271 sqm, matching Viento at 2,874 sq ft and Cielo at 2,916 sq ft. Every group reconciles. One small difference: the brochure and the fact sheet give slightly different land-area ranges for Types 3A and 3B, so check the title for the exact lot you are considering.

What the permit price band tells you — and what it doesn’t

The advertising permit for Phase 2 records a band of RM2,258,410 to RM3,098,920; Phase 1’s groups together span RM1,808,230 to RM2,710,510. That is the band on the advertising permit, not the price of any unit — and now that the houses are completed, resale prices are set by the market. For a foreign buyer the band matters: Penang’s landed floor for non-citizens is RM3,000,000, and only the very top of the Phase 2 band crosses it.

The delivery clock ran past 24 months

Schedule G gives 24 months from the SPA to vacant possession. On the register, Phase 1’s first SPA was 21 November 2021 (contract handover 21 November 2023) and its vacant possession date is 17 March 2025. Phase 2’s first SPA was 25 November 2022 (contract handover 25 November 2024), with CCC on 4 July 2025 and vacant possession on 30 January 2026. No extension of time is recorded for either phase. Under Schedule G, late delivery normally gives purchasers a claim to liquidated damages — worth knowing if you are buying from an original owner.

100% built, CCC issued

Both phases are reported 100% complete, ‘Siap Dengan CCC’ (completed with CCC), in the latest 7(f) return. Phase 2’s advertising permit remains valid to 10 November 2026; Phase 1’s lapsed on 30 September 2025, which is normal once a phase is complete.

Track record

About S P Setia

S P Setia is one of Malaysia’s largest listed property developers and, on the island, the name behind the SPICE convention and arena complex 1.8 km from Casa Rica and the Setia Greens township around it. Its Penang sales offices — the Setia Welcome Centre at SPICE and the Setia Sky Ville sales suite in Jelutong — are listed on the brochure.

The licensee is Kewira Jaya Sdn Bhd (company no. 504851-V), which the fact sheet describes as a subsidiary of S P Setia Bhd. Casa Rica was reported in the press at launch as the final phase of Setia Greens, a 46.3-acre eco-township, with a gross development value of about RM130 million.

The architect named on the fact sheet is Konzepte+Design Architect. Press coverage at the Phase 1 launch also described the three-storey houses as fitted with a built-in lift, 40 ft roads through the estate and a car porch for three cars — confirm the lift against the specific house, because it applies to the three-storey Phase 1 types only.

One honest note: S P Setia’s own project web page could not be reached for this write-up, so every fact here comes from the developer’s printed brochure and fact sheet, the government register and published news. How many houses are there at Casa Rica, Sungai Ara?

Sixty semi-detached houses in two phases: 38 in Phase 1 and 22 in Phase 2. The developer’s fact sheet and the government register agree on both numbers.

Phase 1 mixes 16 three-storey and 22 two-storey houses; Phase 2 is all two-storey, in the Viento and Cielo layouts.

Is Casa Rica freehold?

Yes. The fact sheet states freehold land tenure, and each semi-detached house has its own individual title.

Because it is landed with individual titles there is no strata title and no management corporation — ask your solicitor to confirm the title for the specific lot.

What are the built-up sizes of the Casa Rica semi-Ds?

Six layouts. Three-storey: Type 1 at about 3,512 sq ft and Type 2 at about 3,573 sq ft. Two-storey: Type 4A about 3,046 sq ft, Type 4B about 2,897 sq ft, Viento (3A) 2,874 sq ft and Cielo (3B) 2,916 sq ft.

Land areas start at about 3,430 sq ft; the largest Phase 1 lot on the fact sheet is 10,742 sq ft. Corner and end lots on a curving hillside road vary a lot, so compare the land area house by house.

Can a foreigner buy a house at Casa Rica?

Only at a price of RM3,000,000 or more, Penang’s minimum for non-citizens buying landed property. Almost all of the permit band for both phases is below that, so most houses here will not qualify.

If one does, you need state consent, pay a 3% state levy on approval and the flat 8% stamp duty for non-citizens from 1 January 2026, and cannot resell for three years. Bumiputera-quota lots are closed to foreigners. Tell me your budget and I will tell you honestly whether it can work.

Has Casa Rica been completed?

Yes. The register shows both phases 100% built with a certificate of completion and compliance: Phase 1 on 17 March 2025 and Phase 2 on 4 July 2025.

Vacant possession was recorded on 17 March 2025 for Phase 1 and 30 January 2026 for Phase 2. Both dates fall after the 24-month contract period, with no extension recorded.

Viento or Cielo — which Phase 2 layout suits me?

Viento (3A) is the wider house: 9.0 m across and 13.1 m deep, with a porch drawn for three cars. Cielo (3B) is narrower at 8.15 m but deeper at 14.6 m, adds a separate entrance foyer and a front bay window in the master bedroom.

Both are 4+1 bedrooms and 5 bathrooms. Choose Viento for frontage and parking, Cielo for a slightly larger 2,916 sq ft and more generous land — its lots run up to 5,737 sq ft on the brochure.

What does a Casa Rica house cost, and are there maintenance fees?

I will not repeat the asking prices on portals — they are individual sellers’ figures and change weekly. The only public price information is the permit band on the government register, set out above, and it is not the price of any unit.

As a landed estate with individual titles there is no strata maintenance fee; whether a residents’ association charges for guarding or landscaping is something I will confirm in writing for the house you are looking at.

Is Casa Rica close to schools for my children?

Fairview International School is 1.5 km straight-line and SJK(C) Min Sin 1.9 km. Straits International School, near the airport, is 4.2 km.

The fact sheet says major local and international schools, colleges, hotels and private hospitals are within 5 km; Pantai Hospital Penang is 2.5 km straight-line.

How does Casa Rica compare with the Air Itam 3-Storey Terrace?

Both are freehold landed homes on Penang Island of a similar size — about 2,900 sq ft. The Air Itam project is three terrace houses on small lots from 1,416 sq ft; Casa Rica is semi-detached on lots from about 3,430 sq ft, inside a 60-house enclave.

Casa Rica suits a buyer who wants land and a quiet cul-de-sac in the south, close to the industrial zone and airport; Air Itam suits one who wants to be near George Town and its schools. Ask me for a side-by-side sheet.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified.
