Nearly every line below is lifted from one place: the statutory advertising strip at the foot of S P Setia's own Parkside Residences page. Licence number, permit number, tenure expiry, unit count, unsold count, price envelope and completion date are all there, in Bahasa Malaysia, and they override anything a listing site tells you.

Why this address

Six reasons to shortlist Parkside Residences, and two to pause on

This is the opening tower of a masterplan, not a standalone block. That is the whole argument for it and most of the argument against it, and both deserve a straight answer.

🚉

Four hundred metres to a working LRT station

S P Setia puts Bangsar LRT at 400 m and KL Sentral at 900 m on its own page. Neither is a future line or a proposed alignment — both are running today. In a city where a lot of transit-oriented marketing rests on stations that open in 2030, buying next to rail that already carries passengers removes a whole category of risk from the rental case.

🌳

A neighbourhood certification, not a building one

Setia Federal Hill holds LEED for Neighborhood Development v4 Platinum, conferred by the U.S. Green Building Council on 11 July 2025 and the first in Malaysia at that rating. The assessment covers smart location, green infrastructure and walkability across the whole 52 acres. A building certificate tells you about a facade; a neighbourhood certificate tells you about the streets you will walk to the station on.

🏗️

Construction has started, and you can see it

The developer publishes dated site photographs. Piling was in progress and partially complete in June 2026, and earthwork excavation for the basement car park levels was under way in July 2026. That is early, and it is consistent with a January 2030 handover. It also means you are buying a hole in the ground, so the developer's ability to keep paying contractors for three and a half years is part of what you are underwriting.

🧾

The disclosure is unusually complete

Developer licence 30874/09-2029/0217(A) valid to 25 September 2029, advertising permit 30874-1/12-2027/1147(A)-(S) valid to 16 December 2027, building plan approval DBKL.JKB.BPS1OSC20241099(27), the charge to CIMB Investment Bank, the restriction in interest, the unsold count. You can check every one of those against the KPKT TEDUH portal yourself in an afternoon, and I would.

🛗

Eight lifts for 693 units

The published specification says eight high-speed passenger lifts. Divide it out and that is roughly 87 units per lift, which is a reasonable ratio for a tower of this height and better than several Kuala Lumpur launches of similar density. On a 61-storey building, lift ratio is not a detail — it is the thing residents complain about for the next thirty years.

🏙️

The amenity floors are stacked, not squeezed

Three named recreation levels rather than one podium deck: Parkside Retreat on Level 8, Parkside Collective on Level 43 and Parkside Sky at the crown on Level 61. Splitting facilities up a tower spreads the load and gives the upper floors somewhere to go that is not the ground. It also means the pool deck is not the roof of the car park, which is where it usually ends up.

⚠️

The pause: 588 of 693 units were still unsold

That figure is on S P Setia's own page, not on a rumour board. A tower launched in the second half of 2025 sitting at roughly 15% taken up in August 2026 gives you choice and negotiating room today, and a crowded exit later — because those 588 units will still be looking for buyers while you are trying to sell yours. If you are buying to occupy, this matters less. If you are buying to flip on completion, read it twice.

📅

The pause: two different completion dates are in circulation

The advertising permit on S P Setia's own page states January 2030. Press coverage from 2025 described completion as 2028 to early 2029. Those are not close together. The permit is the document that binds under the Housing Development Act, so January 2030 is the date I use — but if a salesperson quotes you 2028, ask them to point at where it is written.

Project DNA

The whole development, decoded

S P Setia publishes a schedule of finishes and a lift count for this tower, which is more than most Kuala Lumpur launches disclose in writing. Below is what is actually specified, and what the developer has left to the sales gallery.

The drop-off is designed around a garden terrace and a cascading water feature, and the lobby carries a waiting lounge, a resident concierge and a dedicated area for food and parcel deliveries. Just outside it, Parkside Boulevard is planned as a retail and dining strip connected directly to the central park. In a serviced apartment the parcel room is not a luxury detail — it is the difference between a functioning lobby and a corridor full of cardboard.

Parkside Retreat

S P Setia describes Level 8 as the recreation floor, and the two published images show an infinity pool and a separate children's pool. Putting the water deck at Level 8 rather than at podium roof height is a small planning decision with a real consequence: you are above the street noise and the exhaust, and the pool is not overlooked by the car park ramp.

Parkside Collective

The developer names a hammock garden, a yoga deck and a meditation garden here, plus a co-work lounge and a games room in the published gallery. This is the floor that decides whether a 61-storey tower feels liveable in the middle: somewhere between your unit and the crown where you can take a call, work for an afternoon, or sit outside without going down to the street.

The tower itself is a short distance away on the same 52-acre parcel, so treat the pin as the development boundary rather than the lift lobby.

The rail numbers on this page are S P Setia's own. Its Parkside Residences page lists Bangsar LRT at 400 m and the KL Sentral interchange at 900 m. Those are the two that decide the rental story here: KL Sentral gives you the KLIA Express, the KTM Komuter lines, the monorail and the MRT in one building, and it is close enough to walk on a dry day.

How I know this is this development

The licensed company on this page is Setia MF SFH Development Sdn Bhd, which holds this licence, and 693 units is exactly the figure at the top of this page. The registered name is the Malay rendering of the address — Bukit Persekutuan is Federal Hill — which is exactly the kind of translation that makes a search under the English marketing name return nothing.

The “1” matters

The scheme is registered as Residensi Bukit Persekutuan 1. A numbered statutory name usually means further phases are planned on the same licence. Ask how many units are ultimately planned on the site, not just how many are in your permit — on a masterplanned hill site the eventual density is what your view and your traffic depend on.

Foreign buyers: the band straddles the threshold

RM772,000 to RM2,317,000 is the legal boundary the developer may sell within, not an asking price. Kuala Lumpur’s minimum for a non-citizen buyer is RM1,000,000 — so the smaller layouts are closed to a foreign buyer and the larger ones are not. Confirm the specific unit and price in writing before a booking fee.

7.68% built, permit running to December 2027

At this stage you are buying delivery, not a building — so the delivery clause and the liquidated damages provision in the sale and purchase agreement matter more than the show unit. Write down today’s reading — 7.68%, checked 27 August 2026 — and re-check before every progress payment your bank releases.

Track record

About Setia MF SFH Development Sdn Bhd

The vendor named on the advertising permit is Setia MF SFH Development Sdn Bhd — not S P Setia Berhad itself. The MF in the middle is Mitsui Fudosan, the Japanese developer that entered the joint venture in December 2023 to build the two residential towers at Setia Federal Hill. Parkside Residences is tower one of those two. When you sign, you are contracting with the joint venture company, so the name on your sale and purchase agreement will not match the brand on the hoarding, and that is normal rather than a warning sign — but check it reads exactly this way before you pay a booking fee.

What makes this site different from the townships S P Setia is known for is the planning credential rather than the balance sheet. On 11 July 2025 the U.S. Green Building Council conferred LEED for Neighborhood Development v4 Platinum on the Setia Federal Hill masterplan — the first development in Malaysia to reach the top rating under that framework, assessed on smart location, green infrastructure and walkability rather than on any single building. The masterplan itself is by Rafael Vinoly Architects and is anchored by a five-acre central park. For a buyer, a neighbourhood-scale certification matters in a way a building-level one does not: it is a commitment about the streets, the tree cover and the walking routes you will actually live in, filed before the first tower topped out.

The number I would not let a salesperson skip is on S P Setia's own page. The statutory strip states 693 units in total and 588 still unsold. That is a take-up of roughly 15% at the time the page was last updated in August 2026, on a tower that launched in the second half of 2025. Slow early take-up on a first-of-masterplan tower is not unusual in Kuala Lumpur, and it can work in a buyer's favour on unit choice and negotiation. But it is also the number that tells you the resale queue in 2030 may be longer than the marketing suggests, and it belongs in your decision, not in a footnote.

Two more lines on the same disclosure are worth reading properly. The land is charged to CIMB Investment Bank Berhad, which is ordinary project financing and is why a redemption and disclaimer letter has to be arranged at completion. And the title carries a restriction in interest: it may not be transferred, leased, charged or mortgaged without the consent of the Federal Territory of Kuala Lumpur Land Working Committee. That single line is the reason a foreign purchase here needs written state consent, and it is printed by the developer rather than inferred by me.

Frequently asked questions

Can foreigners and Singaporeans buy at Parkside Residences @ Setia Federal Hill?

Partly. Kuala Lumpur sets a minimum purchase price of RM1,000,000 for a non-citizen buying residential property, and the price on the sale and purchase agreement is what counts. The developer's published range for this tower runs from RM772,000 to RM2,317,000, so the lower part of the stock is closed to foreign buyers and the upper part is open. S P Setia does not publish which layouts sit on which side of that line, which is why the first question to ask about any specific unit is its actual price, not its size.

There is a second gate. The title carries a restriction in interest printed on the developer's own disclosure: the land may not be transferred, leased, charged or mortgaged without the consent of the Federal Territory of Kuala Lumpur Land Working Committee. A foreign transfer therefore needs written state consent under section 433B of the National Land Code, applied for by your conveyancing solicitor after the sale and purchase agreement is signed. Federal Territory applications are generally processed faster than most states, but treat it as a real step with a real fee, not a formality.

Budget for the tax as well. Since 1 January 2026 a flat 8% stamp duty applies to non-citizens buying residential property, with no first-home relief. On a RM1.2 million unit that is RM96,000 payable on transfer. I have written this out as a worked cost line for buyers before — ask me and I will send it for your specific unit rather than a generic example.

How many units are there at Parkside Residences, and how many are still unsold?

693 units in total, and 588 recorded as unsold on S P Setia's own statutory disclosure as at the page's August 2026 update. That works out to roughly 15% taken up on a tower that launched in the second half of 2025.

Two honest readings of that number. In your favour: you have real choice of stack, floor and orientation, and a developer with 588 units left has more reason to talk about packages than one with thirty. Against you: those same units will be competing with yours if you try to sell around completion in 2030, and a first tower in a masterplan does not have an established resale benchmark to price against.

The count changes as sales are recorded, so treat the 588 as a snapshot rather than a constant. Ask me and I will tell you what the current figure is and, more usefully, which stacks the remaining units sit in.

What is the tenure, and how many years are left?

Leasehold, 99 years, expiring 23 June 2116. That is printed on the advertising permit, so it is not an estimate. At the January 2030 handover date the lease would have roughly 86 years unexpired, and a buyer purchasing in the 2040s would still be looking at more than 70 years.

Why it matters in practice: Malaysian banks generally want a comfortable margin between the end of the loan tenure and the end of the lease, and valuers start discounting leaseholds noticeably once the remaining term drops under about 60 years. On this title that pressure point sits in the 2050s, which is beyond most buyers' holding period but not beyond the building's life.

One thing not to confuse: leasehold here is a term of years on the land title, and it is entirely separate from the restriction in interest requiring state consent to transfer. Both appear on the same disclosure, and they are two different constraints.

What are the unit sizes and layouts at Parkside Residences?

The advertising permit gives the envelope: 485 sq ft at the smallest and 1,325 sq ft at the largest. S P Setia publishes eight layouts by name — A, B, C1, C2, D1, D2, D3 and E2 — with mirror versions of A, C2, D1 and D2, but it does not print a built-up figure against each type on the public page.

I could copy per-type sizes off a listing site. I would rather not, because the ones circulating do not agree with each other and none of them cite a source. What I will do is send you the developer's own price and size table for the specific layout you are interested in, which is the version that will match your sale and purchase agreement.

For what it is worth on configuration, the range is described as one-bedroom flexi through to three bedrooms, and Type E2 was the last plan added to the public page in September 2025.

How far is Parkside Residences from Bangsar LRT and KL Sentral?

400 metres to Bangsar LRT and 900 metres to KL Sentral, both figures from S P Setia's own nearby-transport list rather than from a portal.

The KL Sentral number is the one that changes how you live. It is a single building containing the Kelana Jaya LRT, the MRT, two KTM Komuter lines, the KL Monorail one street away, and the KLIA Express to the airport in about 28 minutes. Being within a kilometre of that means a household can genuinely run one car instead of two, which is worth more per month than most facility lists.

The developer also lists Mid Valley KTM at 3.3 km and Abdullah Hukum at 3.7 km. Those are drive-or-connect distances rather than walk distances, and I would not describe either as walkable in Kuala Lumpur weather.

Who is the developer, and who am I actually signing with?

The vendor named on the permit is Setia MF SFH Development Sdn Bhd, the joint venture company formed by S P Setia Berhad and Mitsui Fudosan in December 2023 to build two residential towers at Setia Federal Hill. Parkside Residences is the first of those two.

So the brand on the hoarding is S P Setia, the sale and purchase agreement will name the joint venture company, and both statements are correct. Check that the vendor line on your agreement reads exactly as above, and check developer licence 30874/09-2029/0217(A) on the KPKT TEDUH portal before you pay anything.

The Japanese half of the partnership is not decoration. Mitsui Fudosan has been putting equity into Malaysian residential joint ventures rather than licensing a name, and a partner with capital in the project has a different incentive from one collecting a fee.

What facilities are included, and on which floors?

Facilities are split across three named levels plus the ground floor, rather than stacked on a single podium. Level 8 Parkside Retreat carries the infinity pool and a separate children's pool. Level 43 Parkside Collective has the hammock garden, yoga deck, meditation garden, co-work lounge and games room. Level 61 Parkside Sky, at the crown, has the sky gym and sky lounge.

On the ground floor the developer names the drop-off with its garden terrace and water feature, the main lobby with a waiting lounge and resident concierge, a secure food and parcel delivery area, and Parkside Boulevard, a retail and dining strip connected to the central park.

The building specification is published too, which is rarer than it should be: reinforced concrete structure, aluminium-framed glass windows, fire-rated main door with a digital lockset, eight high-speed passenger lifts, and five-star inverter air conditioning to the living, dining, bedroom and study areas. Anything beyond that list has not been committed to in public, so get it written into the agreement rather than promised at the gallery.

What is the maintenance fee, and when exactly does it complete?

The maintenance fee has not been published. S P Setia's page carries the price envelope and the completion date but no service charge or sinking fund rate, and I am not going to guess at a figure that will appear on your bill every month for the next thirty years. I get the current rate card from the developer directly.

On completion there are two dates in circulation and they are not close. The advertising permit states January 2030. Press coverage in 2025 said 2028 to early 2029. The permit is the document that carries legal weight under the Housing Development Act, so January 2030 is the date on this page. If anyone quotes you 2028, ask which document says so.

Message me and I will send the live price list, the remaining stacks, the maintenance rate once the developer releases it, and the sale and purchase payment schedule so you can see the cash flow between now and handover.

Can a foreign buyer get a Malaysian bank loan for this project?

Usually yes, but at a lower margin. Malaysian banks typically lend a non-resident foreign buyer 60% to 70% of the purchase price, against up to 90% for a citizen. On a RM1.2 million unit that is a cash requirement of roughly RM360,000 to RM480,000 before legal fees, stamp duty and the memorandum of transfer.

Two things specific to this project. First, the land is charged to CIMB Investment Bank Berhad as project financing, which is normal and simply means a redemption and disclaimer arrangement forms part of your completion. Second, because the title needs the consent of the FT Kuala Lumpur Land Working Committee for a charge as well as a transfer, your bank's security documentation goes through the same consent process. Build the timing into your loan offer's validity period.

The 8% non-citizen stamp duty is payable on the transfer instrument and is not financeable in most loan packages, so treat it as cash. Tell me your nationality, residency status and the unit you are looking at, and I will tell you which banks are currently lending on it.

How does Parkside compare with the other two Bangsar launches?

The cleanest way to separate them is by the RM1 million foreign-buyer line. 111 Menerung sits entirely above it — its permit puts every unit between RM2,255,150 and RM7,325,500, so a non-citizen can buy any unit in the building. Parkside straddles it, running RM772,000 to RM2,317,000, so part of the tower is eligible and part is not. Khaya Residence has not published prices at all, so nobody can tell you yet.

The second separator is scale and tenure. Parkside is 693 leasehold units inside a 52-acre masterplan with a five-acre park. 111 Menerung is 111 freehold units on a 0.83-acre site with no masterplan around it. Khaya is 795 leasehold units in a single 61-storey block next to Menara TNB Bangsar. Those are three genuinely different products that happen to share a postcode.

Third: what you are betting on. Parkside asks you to believe in a masterplan that has a Platinum neighbourhood certificate but is mostly still drawings. 111 Menerung asks you to pay for scarcity that already exists. If you want, I will put all three side by side on one page with the price, tenure, unit count and completion date in the same columns.

Ask me which of the 693 units are actually above the RM1 million line

The published range starts at RM772,000 and ends at RM2,317,000. A non-citizen may only transact at RM1,000,000 and above in Kuala Lumpur, so a meaningful slice of this tower is closed to foreign buyers and the developer's public page does not say which slice. Tell me the layout and the floor band you want and I will come back with the live price, the stack and whether it clears the threshold.

Leasehold 99 years to 23 June 2116. Serviced apartment title, so assessment and utilities are billed at commercial rates. Transfer requires the consent of the FT Kuala Lumpur Land Working Committee.

I work with cross-border buyers from Singapore and with local investors. I'll tell you when a project isn't right for you — that's usually worth more than the brochure.

The unit mix, the permitted price and how far up it is

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

The filed advertisement · on the ministry’s own server

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.

How does that compare? Every development on this site, grouped by register status — cancelled, abandoned and behind schedule first.
