Six things about Lumina Residence worth knowing before you enquire
Four are reasons a family or a foreign buyer would shortlist it. Two are points to settle first. Everything comes from the developer’s own website and filed advertisement, or from the government register.
Freehold, on a residential title, inside George Town
The developer’s website calls Lumina Residence a freehold, residential-titled condominium, and the advertisement filed with the housing register records the tenure as ‘kekal’ (freehold). In central George Town, where many new towers are serviced apartments on commercial land, that combination is the first thing to check — and here it is stated in writing.
Only family-sized homes: three bedrooms, 1,206 sq ft and up
There are six layouts and none is small. Type D starts at 1,206 sq ft and Type A reaches 1,518 sq ft; every one has three bedrooms, two bathrooms, a balcony and both a dry and a wet kitchen. The developer’s filed advertisement lists two car parks for each unit.
Three private hospitals inside one kilometre
Measured in a straight line from the registered coordinates, Loh Guan Lye Specialists Centre is 568 m away, Gleneagles Hospital Penang 647 m and Island Hospital 999 m. Penang Plaza is 270 m and the New World Park food court 479 m. For owner-occupiers and for tenants working in the medical belt, that is the case for this address.
Every unit clears the foreign-buyer floor
The advertising permit band runs from RM1,176,450 to RM1,730,750, so the lowest figure on it is already above Penang Island’s RM1,000,000 strata floor for non-citizens. State consent is still required, and the register marks 3 of the 596 units as Bumiputera quota, which are closed to foreigners.
The delivery period has already been extended to 48 months
The register records an approved 12-month extension on top of the standard 36 months under Schedule H. Under the first agreement, dated 6 November 2024, the latest delivery date moved from 6 November 2027 to 6 November 2028. Read the delivery clause in your own agreement instead of assuming three years.
‘Next to Gurney Drive’ is 2 km, and some basics are unpublished
The developer’s tagline places the project next to Gurney Drive; in a straight line Gurney Paragon Mall is 2.0 km away and Gurney Plaza 2.3 km. The website also does not publish the land area or the monthly charges, and the register’s 93.19% progress figure sits oddly beside an expected completion of June 2028. I will get all three answered in writing.

The register files Lumina Residence as one component of 596 flats / condominium units in a 44-storey building, each with three bedrooms and two bathrooms. Its unit list splits them evenly: 298 in Tower A and 298 in Tower B, on 34 residential floors from Level 11 to Level 43A. Thirty floors carry nine homes; Levels 13A, 15, 33A and 35 carry seven. On the day I read it, 521 units were recorded as sold and 75 as not yet sold — 48 of those in Tower A and 27 in Tower B.
What the permit band tells you — and where foreigners stand
The advertising permit records a minimum of RM1,176,450 and a maximum of RM1,730,750. That is the band on the advertising permit, not the price of any unit. Because even the minimum is above Penang Island’s RM1,000,000 strata floor for non-citizens, the project is open to foreign buyers subject to state consent, with a 3% state levy on approval (1.5% for island strata between RM1m and RM1.5m), a three-year hold before resale and the flat 8% stamp duty for non-citizens. Three units are marked as Bumiputera quota and are not available to foreigners.
Schedule H — 36 months, extended by 12
The sale and purchase agreement is Schedule H (strata). The original delivery period is 36 months, and the register records an approved extension of 12 months, making 48. The first agreement is dated 6 November 2024, so the latest delivery date under it is now 6 November 2028 instead of 6 November 2027. Ask which period is written into the agreement you would sign.
93.19% on the register, June 2028 on the advertisement
The latest return on the register reports the project at 93.19% and ‘lancar’ (on track); no certificate of completion and compliance or vacant possession is recorded yet. The developer’s filed advertisement gives June 2028 as the expected completion. Those two figures do not sit comfortably together for a 44-storey building, so I report both as published and suggest you look at the site, or ask me for current progress photographs, before relying on either.
About Unicorn Salute
Lumina Residence is developed by Unicorn Salute Sdn. Bhd. (registration 202201032342), whose registered address on the filed advertisement is 25-B, Lebuh Farquhar, George Town. The company number shows it was incorporated in 2022, and its housing developer’s licence dates from 15 March 2024.
The project website carries a ‘VST’ mark under the line ‘A Prestigious Development by’, but it publishes no group profile and no list of earlier projects. The sales gallery is at The Galleria, 52 Jalan Sultan Ahmad Shah. The filed advertisement names BYG Architecture Sdn. Bhd. as architect and Majlis Bandaraya Pulau Pinang as the approving authority.
The developer’s pitch is space and privacy in town: two towers, at most nine homes a floor, layouts from 1,206 to 1,518 sq ft, ‘3+1 elevators’ in its own words, and two full facility decks on Levels 9 and 10. The advertisement records no charge on the land.
One honest caveat: on the national register this licensee has a single project, so there is no completed building of its own for you to walk through and judge the workmanship. That makes the specification schedule, the defect liability terms and the delivery clause in the agreement more important than usual. I will take you through them line by line.

Tower A or Tower B, and which layout should I choose?
The two towers are the same on the register: 298 homes each on the same 34 floors. Choose by facing and by layout. The developer’s key plan, shown with each drawing on this page, labels units 1 to 5 ‘Gurney Drive sea view’ and units 6 to 9 ‘Georgetown city view’; ask me which stacks face the other tower.
When I read the register, Tower A had 48 units not yet sold and Tower B had 27, so Tower A currently gives you more to pick from. Levels 13A, 15, 33A and 35 have seven homes instead of nine, which means fewer neighbours on those floors.
What is the price and the maintenance fee?
The only public price information is the government permit band, RM1,176,450 to RM1,730,750 — the band on the advertising permit, not the price of any unit. I do not repeat figures from property portals.
The developer has not published the monthly maintenance charge or the sinking fund. Message me and I will send the current price list, the units still available and the charges in writing.
How does Lumina Residence compare with Green City Residence?
They are 594 m apart in a straight line and very different in scale. Green City Residence has 52 freehold condominiums on Levels 17 to 29 of a single 29-storey tower, with two- and three-bedroom layouts of 750 to 1,267 sq ft, and the register shows it completed in December 2024.
Lumina Residence is 596 homes in two 44-storey towers, all three-bedroom and all larger than 1,200 sq ft, still under construction. Pick Green City if you want a finished, small building you can inspect today; pick Lumina if you want the bigger layouts and the two facility decks and can wait for delivery.
Is Pykett Avenue practical for daily life or for renting out?
For daily life it is hard to fault on distance: Penang Plaza is 270 m away in a straight line, the New World Park food court 479 m, three private hospitals lie within 1 km and KOMTAR is 1.1 km. The price of that convenience is city traffic on Jalan Burma and Macalister Road.
For renting, the natural tenants are families of patients, medical staff and professionals who want three bedrooms in town. I do not quote rental figures; ask me what comparable three-bedroom homes in this part of George Town are actually letting for, and I will show you real listings.

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
