The register records the certificate of completion and compliance on 27 December 2017. The first sale agreement was dated 23 March 2015 and delivery was due by 23 March 2018, so the certificate came about three months early, with no extension on record. Nearly nine years on, you are judging real lifts, real corridors and a real car park.

Freehold land on the island’s north-east

VST Group describes Mont Residence as a 38-storey condominium on 5.15 acres of freehold land. Freehold matters most in a resale: there is no lease shortening in the background when the next buyer applies for a loan.

Market at 388 m, Gurney at 1.7 km

In a straight line Mount Erskine Market is 388 m away, the Island 88 mall in Tanjung Tokong 983 m, Gurney Plaza 1.7 km and Straits Quay 2.1 km. Penang Adventist Hospital is 1.8 km. That is the old, settled side of the island’s north-east, not a new township still waiting for shops.

Facilities planned for families

The developer lists three pools — a children’s play pool, an adult lap pool and an aqua-gym pool with jacuzzi — a 2,000 sq ft gymnasium, a rooftop sky garden with a viewing deck, study and tuition rooms and a day-care centre. Level 20 carries a conference room for 20 people and a dining room for 30.

The developer’s pages no longer give unit sizes

VST Group’s material today speaks of four layouts and a 200 sq ft master bedroom with a walk-in wardrobe, but states no built-up areas, no car park allocation and no monthly charges. In a resale the numbers that count are the area on the strata title and the management’s statement of account. I get both for the exact unit before you view.

Stand on the balcony before you commit

Mount Erskine is known in Penang for the old Chinese cemeteries on its slopes. Whether any are in view depends entirely on block, floor and facing, and buyers feel very differently about it. The same register entry also holds a 21-storey block of 142 units next to the condominium towers. Look out of the actual unit, morning and evening.

What the map does not tell you. Straight-line figures ignore the hill. Mont Residence sits on a hillside road, and every trip to Gurney Drive, Pulau Tikus or Tanjung Tokong starts by driving down it — try it at 7.30 am and again at 6 pm. The slopes of Mount Erskine also carry old Chinese cemeteries; some facings look towards them and others look to the sea, which the developer says lies to the north-east in the direction of Straits Quay. Choose the view in person, not from a floor plate.

615 units on the register: 473 condominium units and a second block of 142

The entry has two components, both classed as flats / condominium: 473 units in a 38-storey building and 142 units in a 21-storey building. The 473 matches the figure in VST Group’s own advertorial. The public unit list itemises 400 of the 615 — 151 labelled Block A, 128 Block B and 121 Block C — and every one of those is recorded as sold. The remaining 215 are not itemised, so the register cannot tell you their status. In a completed building the practical question is simply which owners are selling today.

What the permit band tells you — and where the foreign floor sits

For the 38-storey condominium the 2015 advertising permit records a band of RM200,000 to RM1,050,000. For the 21-storey block it records RM72,500 as both minimum and maximum, a single uniform figure of the kind used for Penang’s price-controlled homes. This is the band on the advertising permit, not the price of any unit, and it is more than ten years old, so it says nothing about today’s resale values. Penang Island’s floor for a non-citizen buying strata property is RM1,000,000. The band straddles it, so eligibility is decided unit by unit at the price in your own agreement; the 21-storey block is closed to foreigners.

Schedule H, 36 months, no extension

The sale and purchase agreement was Schedule H (strata) with the standard 36-month delivery period. The first agreement on record is dated 23 March 2015, which put the delivery date at 23 March 2018. No extension was applied for or approved, and the certificate of completion and compliance is dated 27 December 2017 for both blocks. The register’s vacant-possession column is blank, so ask the seller for the actual handover letter of the unit.

The permit has expired and no newer one is listed

The advertising permit ran from 26 March 2015 to 25 March 2017, and the last developer’s licence on record ran to 25 March 2020. Nothing newer is listed. A resale between an owner and a buyer does not run on a developer’s permit, but if any unit is presented to you as the developer’s own stock, let me confirm that with VST Group in writing first.

VST Group describes itself as a property development and construction company established in 1990, working in Penang, Perak, Selangor, Kuala Lumpur and Terengganu. Its website lists far more than housing: specialist hospitals, SOCSO office buildings in several states and a university campus appear among its construction jobs.

On the residential side the same website names Mont Residence alongside Reizz Residence, Fairview Residence, Codrington Residence, Tanjung Beach Condominium, TK Residence in Teluk Kumbar and Fragonard Garden in Balik Pulau, and more recently lyf Georgetown Penang with The Ascott Limited.

Mont Residence was built through Visentak Capital Sdn. Bhd., the licence holder on the register. The developer’s microsite pitches the homes at families of four to five, with a master bedroom of 200 sq ft and a walk-in wardrobe, and describes the towers as having the hill at their back and the sea in front.

One honest caveat: the register can tell you that the building was certified inside its contractual period, but not how it has been run since. After nearly nine years the condition of the lifts, pools and façade, the size of the sinking fund and the level of unpaid maintenance charges are in the hands of the management corporation, not the developer. I ask the management office for those answers before I recommend any unit here.

How many units are there at Mont Residence?

The same register entry also holds a separate 21-storey block of 142 units, so the whole filing comes to 615 homes. If you are comparing density, ask me how the entrances, car park and facilities are shared between the blocks.

Is Mont Residence freehold?

Yes, according to the developer: VST Group’s 2019 advertorial describes it as standing on 5.15 acres of freehold land.

For a resale the proof is the strata title or, if titles have not been issued for that unit, the developer’s confirmation and a land search. Your solicitor does this before you sign; I can ask the seller for a copy of the title up front.

What are the unit sizes and layouts at Mont Residence?

The developer speaks of four layouts designed for families of four to five, with a master bedroom of 200 sq ft and a walk-in wardrobe. Its current pages do not state the built-up areas, and I will not copy sizes from listing portals.

For any unit you are considering I take the area from the strata title or the original sale agreement and send you the layout drawing with it.

Can foreigners buy at Mont Residence?

It depends on the unit. A non-citizen may buy strata property on Penang Island only at RM1,000,000 or above, measured at the price in the sale agreement, and needs state consent. The state levy is 3% (1.5% for island strata between RM1,000,000 and RM1,500,000), resale is allowed only after three years, and non-citizens pay a flat 8% stamp duty on residential property.

The 2015 permit band for the condominium runs from RM200,000 to RM1,050,000, so only the top of it clears the floor; the 21-storey block is closed to foreigners. Tell me your nationality and budget and I will say plainly whether a given unit can qualify.

When was Mont Residence completed?

The register records the certificate of completion and compliance on 27 December 2017 for both blocks.

The first sale agreement was dated 23 March 2015 under Schedule H with a 36-month period, making delivery due by 23 March 2018. No extension is recorded.

Which block, floor and facing should I choose?

Start with the view. The developer describes the hill behind and the sea ahead to the north-east; in practice each facing looks at something different, including hillside cemeteries from some angles. Visit the unit in daylight and again after dark.

Then check the things a floor plate does not show: how far the unit is from the lifts, where its car park bays are, and how it relates to Level 20, where the conference and dining rooms sit. I can line up units in Block A and Block B on the same day so you compare like with like.

What is the price and the maintenance fee?

The only public price information is the government permit band from 2015: RM200,000 to RM1,050,000 for the condominium. That is the band on the advertising permit, not the price of any unit. Today’s asking prices are set by individual owners, and I do not repeat figures from property portals.

The developer has not published the monthly maintenance charge or sinking fund. Message me and I will send the units currently for sale, with the management’s latest charges in writing.

How does Mont Residence compare with Crown Penang in Tanjung Tokong?

They are different kinds of purchase. Mont Residence is a completed 2017 building bought from an existing owner: you inspect the actual unit, pay under a resale agreement and can move in or rent out soon after.

Is Mount Erskine practical for daily life or for renting out?

For daily life: Mount Erskine Market is 388 m away in a straight line, the Island 88 mall 983 m, SJK(C) Hun Bin and the Penang Chinese Girls’ High School campus on Jalan Gottlieb 1.5 km each, Gurney Plaza 1.7 km and Penang Adventist Hospital 1.8 km. You will still want a car, because the building is on a hillside road.

For renting: the case rests on those schools, hospitals and the Gurney strip being within about 2 km. I do not quote rental figures. Ask me for recent tenancies in the building before you buy with tenants in mind.
