Six things about Scots Pavilion worth knowing before you enquire

Four are reasons a family would shortlist it. Two are things to settle before you pay anything. Each comes from M Summit Group’s own page, The Edge’s 2018 report or the government register.

Designed around a wheelchair, not adapted for one

M Summit Group describes the homes as wheelchair-friendly and built ‘for all walks of life’. The Edge’s 2018 report went further: grab bars, wide doorways, spacious bathrooms and panic buttons in the common areas. If a parent uses a walker today, that is the difference between a condominium that works and one that needs renovating.

Freehold land on Scotland Road

The developer states freehold tenure, and The Edge reported the site as a 1.04-acre freehold parcel. In this part of George Town, between the hospital belt and the Turf Club, there is no lease running down behind a home you may intend to pass to your children.

Facilities built for recovery as well as leisure

The developer highlights heated pools and digital lockers. The Edge listed a physiotherapy and wellness centre with hydrotherapy pools, a café, a convenience store, a library, a gym and a rooftop garden. That is a facilities list planned around therapy and daily routine, not only around a pool deck.

Four hospitals inside three kilometres

Straight-line, Penang General Hospital is 1.2 km away, Island Hospital 1.8 km, Penang Adventist Hospital 2.4 km and Gleneagles Hospital Penang 2.7 km. For a household that is at a clinic every month, that shortens every trip that matters.

Three different unit counts are on record

The developer says 99 units. The register’s summary says 89. The register’s unit list holds 66 entries, every one marked sold. I report all three as they stand. Before you commit to a unit, your solicitor’s search on that unit’s own strata title is what settles it.

Parking and charges are not published

M Summit Group’s page gives no car park allocation and no monthly charges, and bedroom counts appear only on the layout drawings in the developer’s marketing artwork: three or four bedrooms on the five drawings shown on this page. The Edge wrote of automated systems running from the car park to the common areas, so ask to watch the parking system work at a busy hour, and get the charges in writing.

Where Scots Pavilion @ George Town, Penang sits

Jalan Scotland — Scotland Road — on the inland side of George Town in Daerah Timur Laut, 1.2 km in a straight line from Penang General Hospital and 3.1 km from KOMTAR. SJK(C) Shang Wu primary school is 359 m to the south-west and the Penang Turf Club grounds 840 m to the north-west.

Pinned to the coordinates filed with the national housing register for project 12358-2, which sit on the building at Jalan Scotland. Distances are straight-line from that point.

What the map does not tell you. Scotland Road is a through road between Jalan Utama and the Air Itam side of town, and it carries school and hospital traffic at both ends of the day. Getting in and out of the driveway at 7.30 am and 6 pm is the thing to test, not the straight-line distance. Do the drive to your parents’ clinic and your children’s school once before you decide.

99, 89 and 66 — three counts, reported as they stand

M Summit Group’s page and The Edge both give 99 residential units, and the developer adds that the project features three penthouses. The register’s summary files 89 flats / condominium units in a 22-storey building. Its unit-by-unit list holds 66 entries, from Level 3A to Level 21, and every one of them is marked sold. I cannot tell you from public records why the three differ, and I will not guess. Your solicitor’s search on the individual strata title is the check that counts.

What the permit band tells you about foreign buyers

The advertising permit recorded a minimum of RM900,000 and a maximum of RM4,400,000. That is the band on the advertising permit, not the price of any unit — and for a resale, not the price you will negotiate either. Penang Island’s floor for a non-citizen buying strata property is RM1,000,000, and the band sits on both sides of it. So eligibility is decided unit by unit, at the price in your own agreement, with state consent and the levy on approval.

Schedule H, 36 months plus a 6-month extension

The sale agreements were Schedule H (strata) with the standard 36-month delivery period, and the register records an approved extension of 6 months, to 42 months. The first agreement is dated 5 October 2017, so the original delivery date was 5 October 2020 and the extended one 5 April 2021. The certificate of completion and compliance is dated 8 February 2021 — after the original date, inside the extended one. The register does not show a vacant possession date.

The advertising permit has expired

The permit on the register ran from 5 August 2020 to 4 August 2021, and no newer one is listed. That is something to confirm, not to worry about in a resale: an owner selling a completed unit does not need a developer’s advertising permit. If anyone tells you a unit is being sold directly by the developer, ask me to confirm which permit covers it before you go further.

Track record

About M Summit Group

M Summit Group is a Penang developer. Its website says the group was incepted in 2000 by Dato’ Albert Moh See Eng, who has over 30 years in the industry, and that its work covers landed and high-rise homes and factory parks in Penang as well as solar farms in Perak.

The same website lists Scots Pavilion alongside Tuan Pavilion, London Pavilion, MSCity, MSCity II and Ramah Pavilion. Its office is Menara M Summit on Jalan Magazine — the same business address the register records for GL Semesta Corporation Sdn. Bhd., the licensee for this project.

The Edge reported in August 2018 that the idea came from a retirement village the founder visited in Perth, and quoted him saying that Scots Pavilion ‘is not an old folks’ home’ but homes for everyone. The paper put the gross development value at RM90 million.

One honest note on delivery: The Edge’s 2018 report gave the end of 2019 as the completion target. The register shows the delivery period was extended by six months, and the certificate of completion is dated 8 February 2021. The building was finished, and within the extended period — but more than a year after the date first given to the press.

Frequently asked questions

How many units are there at Scots Pavilion?

The developer, M Summit Group, says 99 multigenerational residential units in one 22-storey block, and mentions three penthouses. The Edge reported the same 99 in 2018.

The government register files the project with 89 units, and its unit list shows 66 entries, all marked sold. I give you all three figures because I cannot reconcile them from public records. Either way it is a small community for a 22-storey building.

Is Scots Pavilion freehold?

Yes, according to the developer: its project page states freehold tenure, and The Edge described the site as a 1.04-acre freehold parcel on Scotland Road.

For a resale purchase the individual strata title is what you are buying. Your solicitor’s title search will confirm the tenure, any charge on the unit and whether any restriction applies.

What unit sizes does Scots Pavilion have?

The Edge reported standard units of 1,008 to 2,239 sq ft and penthouses of 5,277 to 5,700 sq ft. The developer’s own website shows two show units, labelled 1,331 sq ft and 1,400 sq ft.

The developer’s page does not publish floor plans, and the register does not record bedroom counts. The developer’s marketing artwork shows layouts listed at 1,229, 1,313, 1,400, 2,098 and 2,227 sq ft, with three or four bedrooms; those drawings are on this page. Tell me the size you need and I will get the drawing for the unit that is actually for sale.

Can foreigners buy at Scots Pavilion?

It depends on the unit. Penang Island requires a non-citizen to pay at least RM1,000,000 for strata property, with state consent. The permit band here ran from RM900,000 to RM4,400,000, so some homes clear the floor and some may not.

On approval the state charges a 3% levy, or 1.5% for island strata between RM1,000,000 and RM1,500,000. Resale is allowed only after three years, and non-citizens pay a flat 8% stamp duty on residential property. I will check a specific unit against these rules before you view it.

When was Scots Pavilion completed?

The register shows it 100% built with a certificate of completion and compliance dated 8 February 2021, and the developer lists the completion year as 2021.

Because it is completed, there is no construction risk and no waiting period. You can inspect the actual unit, the lifts, the pools and the car park before you sign anything.

Which unit should I choose at Scots Pavilion?

Start from who will live there. If a parent uses a wheelchair, check the route from the car park to the front door and the bathroom layout in that particular unit, not in the show unit. For three generations, the larger standard sizes towards 2,239 sq ft are the ones to look for.

Then choose by height and facing. I will tell you which units are on the market at the moment, which side each one faces and what the previous owner changed inside.

What is the price and the maintenance fee at Scots Pavilion?

The only public price information is the government permit band: RM900,000 to RM4,400,000 — the band on the advertising permit, not the price of any unit. Resale prices are set by each owner, and I will not repeat figures from property portals.

The developer has not published the monthly maintenance charge or sinking fund. Message me and I will send the asking prices of the units currently for sale and the charges in writing from the management office.

How does Scots Pavilion compare with Green City Residence?

Both are small, completed freehold condominiums in George Town, 2.0 km apart in a straight line. Green City Residence is 52 homes on the top 13 floors of a 29-storey tower, with two- and three-bedroom layouts of 750 to 1,267 sq ft, completed in December 2024 on the register.

Scots Pavilion is the larger-format choice — standard units start at 1,008 sq ft and run to 2,239 sq ft — and it was planned around accessibility and therapy facilities. If you want a compact city home, look at Green City Residence; if you are housing parents or three generations, look here.

Is Scots Pavilion suitable for elderly parents, and does it rent well?

It was designed for exactly that: wheelchair-friendly units, grab bars, wide doorways, panic buttons in common areas and a hydrotherapy pool. Penang General Hospital is 1.2 km away in a straight line and Island Hospital 1.8 km.

For renting, the natural tenants are families who want large units within a short drive of the hospitals and of schools such as SJK(C) Shang Wu, 359 m away, and Chung Ling Private High School, 1.1 km away. I do not quote rental figures; ask me what comparable units in the building have actually let for.

The unit mix, the permitted price and how far up it is

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).
