Outside the Housing Development Act, and this page says so first — what is on a register, what is not, and what that costs a shop-office buyer
Licensee EASTERN & ORIENTAL EXPRESS SDN. BHD. (338864-V) · NO KPKT registration exists for this product · City of Elmina, Elmina West · read 21 October 2026

Laman Embun @ City of Elmina (Elmina West), Shah Alam — 110 two- and three-storey SHOP OFFICES, and it sits OUTSIDE the Housing Development Act: NO developer licence, NO advertising and sales permit, NO filed advertisement, NO Schedule G or H, NO statutory liquidated damages and NO filed completion date

READ THIS FIRST, BECAUSE IT IS THE WHOLE POINT OF THE PAGE: Laman Embun is NOT a licensed housing development. It carries no developer licence, no advertising and sales permit and no filed statutory advertisement of any kind — and that means no prescribed Schedule G or H contract, no Housing Development Act liquidated damages if delivery is late, no section 7A housing development account holding your progress payments, no filed completion date, and no route to the Tribunal for Homebuyer Claims. AND THIS IS NOT A RESEARCH GAP. It is the correct legal position for this product class. The Housing Development (Control and Licensing) Act 1966 reaches housing accommodation. A shop office with no living accommodation is not housing accommodation, so no licence and no permit CAN exist for it. Almost no Malaysian agent page says this. It is the single most useful thing a shop-office buyer can be told, and it is why this product has its own page on this site rather than a paragraph on the Seri Embun page. WHAT IS REPORTED, all of it from company press statements and none of it filed: 110 two- and three-storey shop offices on about 15.1 freehold acres, built-ups of 3,256 to 10,883 sq ft, lots from 22 ft by 75 ft, launched 27 November 2025 and reported fully taken up. THE ONLY REGISTER IT APPEARS IN ANYWHERE is the GreenRE register — as PT52005 - Shop Offices, Silver, PROVISIONAL, 30 May 2025, on the NRB v3.2 non-residential tool, under the same licensee. That single row is also the only land-title reference published anywhere for either Elmina product — and the identification is an inference on five legs, not a filed fact. THIS PAGE PUBLISHES NO PRICE, deliberately, and the reason is in the open: there is no filed statutory price range to publish, because there is no filing. Where no filed range exists, the house rule is to publish nothing and say so. The same developer’s licensed residential scheme, Seri Embun, sits under 1 km away on the developer’s own figure — and it has everything this product does not. It has its own page, and nothing crosses between the two but that one labelled cross-reference.

Registered nameNONE. There is no KPKT registration for this product, so there is no registered scheme name either. The nearest thing to a filed designation anywhere is the GreenRE register’s own cell PT52005 - Shop Offices.
LicenseeEASTERN & ORIENTAL EXPRESS SDN. BHD., 338864-V — the same company that holds the licence for the residential scheme next door. But its KPKT licence carries bilangan projek: 1 — ONE project — and that one project is the residential one. There is no second registration on this licensee, and no other licensee holds a Laman Embun registration either.
What a buyer loses, concretelyThe prescribed statutory contract; the statutory late-delivery compensation; the housing development account that ring-fences progress payments; the filed delivery date; the statutory defect liability period; and the Tribunal. On a commercial purchase all of that is replaced by whatever your own solicitor negotiates into the contract. Get one before you sign anything.
What is NOT publishedAlmost everything. No licence, no permit, no filed advertisement, no filed building type, no filed unit schedule, no filed delivery date, no portal project record, no developer project page, no price this page will publish, and no image. The list is the finding, and every item below names the document that would close it.
Answer block

Laman Embun at City of Elmina, at a glance

Every cell below names its source, and most of them say the same thing: nothing is filed. The only non-company source on this page is the GreenRE register, which is also the only register in which this project appears at all.

Legal regime
OUTSIDE the Housing Development ActA shop office with no living accommodation is not housing accommodation, so no developer licence and no advertising permit CAN exist. This is the correct legal position, not a missing document.
Registered scheme name
NONENo KPKT registration exists. The nearest filed designation anywhere is the GreenRE cell PT52005 - Shop Offices.
Developer licence
NONECannot exist for this product class. The licensee’s own KPKT licence carries bilangan projek: 1 and that one project is the residential scheme.
Advertising & sales permit
NONECannot exist either. So nothing here was filed with the ministry before being advertised.
Filed statutory advertisement
NONENo brochure, no newspaper advertisement, no statutory particulars block. There is no primary document to read.
Statutory sale contract
NONE — no Schedule G or HWhatever contract the developer offers is a freely drafted commercial agreement. Your own solicitor is the only protection in it.
Late-delivery compensation
NO statutory liquidated damagesThe Housing Development Act regime does not reach this product. Any late-delivery remedy has to be negotiated into the contract.
Progress payments
NO section 7A housing development accountOn a licensed housing development your money sits in a ring-fenced statutory account. Here it does not, unless the contract says otherwise.
Completion date
NONE filed — and none publishedNo source gives a completion or handover date for Laman Embun at all. This page does not estimate one.
Dispute route
NO Tribunal for Homebuyer ClaimsThe Tribunal is a creature of the Act and does not reach a commercial purchase. The courts and your contract are what is left.
Units and built form
110 two- and three-storey shop officesPRESS ONLY — company statements carried by four outlets, none of it filed. No type codes, no unit mix and no split between the two- and three-storey units is published.
Built-up range
3,256 – 10,883 sq ftPRESS ONLY, and there is no filed schedule to check it against. No per-type areas are published.
Lot size
“from 22 ft × 75 ft”PRESS ONLY. A “from” figure with no filed table behind it.
Site area
about 15.1 acresPRESS ONLY. Reported as part of a wider Elmina footprint the same source puts at 65 acres — which contradicts a 2013 land-disposal figure of about 135 acres. Both are printed on this page, unreconciled.
Tenure
FreeholdPRESS ONLY. Nothing filed states the tenure of this parcel, and no lot or PT number is published by any source except the GreenRE inference below.
Land-title reference
PT 52005 — INFERRED, not filedThe GreenRE register’s own project cell. GreenRE publishes no address and no state, so the identification rests on five legs and this page labels it as an inference throughout.
Green rating
GreenRE SILVER — PROVISIONAL30 May 2025, tool NRB v3.2 (non-residential), same licensee, status active. Better than the press claim that it “aims for” Silver; worse than certified. Both halves matter and this page says both.
Launch and take-up
Launched 27 November 2025; reported fully taken upThe take-up claim is the developer’s own, and two outlets state it differently — one says fully taken up since the November launch, another says sold out within the first week. No independent verification and no portal record exists.
Price
NOT PUBLISHED ON THIS PAGE — and the reason is published insteadThere is no filed statutory price range for this product, because there is no filing. Where no filed range exists the house rule is to publish no price at all. The price list and the sale and purchase agreement at the sales gallery are where a real figure comes from.
Foreign buyers
A DIFFERENT CONSENT REGIME — and no figure hereThis is commercial property. The Selangor residential price floors do not reach it, and their application to a commercial title is not established. No threshold figure is published on this page.
Distance to Seri Embun
“less than 500 m” vs “under 1 km”Two company-sourced surfaces, two different figures for the same relationship. Both printed, neither adjudicated; the looser one is used in the text.
Awards
NONEThe developer’s own awards page runs to roughly 75 entries from 2007 to 2024 and not one names Laman Embun, Elmina or anything in Selangor.
Imagery on this page
NONE — deliberatelyNo photograph, rendering, elevation, site plan or unit layout of this project is published by any source we could verify. The page says so rather than borrowing one.

Four things this page exists to tell you

This is a short page, and that is a finding rather than a failure. There is no filed document, no licence, no permit, no filed unit schedule, no filed delivery date and no portal record — so what the page can honestly do is say exactly that, precisely.

⚠

It is outside the Act, and here is what that costs you

No prescribed Schedule G or H contract. No statutory liquidated damages if delivery runs late. No section 7A housing development account ring-fencing your progress payments. No filed completion date. No statutory defect liability period. No Tribunal for Homebuyer Claims. All six of those are creatures of the Housing Development Act, and the Act reaches housing accommodation. A shop office with no living accommodation is not housing accommodation. So this is not a developer failing to file something. It is a product class the Act does not cover — and the practical consequence is that your own solicitor, and the contract they negotiate, is the entire protection you have.

🔍

Three tests were run, and all three agree there is no registration

ONE: the licensee’s own KPKT record carries bilangan projek: 1 — one project on the licence — and that one project is the residential scheme next door. There is no second registration on this licensee. TWO: no other licensee holds a Laman Embun registration either. Searches of the register on the developer’s name tokens and on “Elmina” return only this licensee’s single-project company and one unrelated equestrian-centre company belonging to a different group. THREE: a major portal’s own new-project sitemap carries no Laman Embun URL at all — corroboration rather than a clean negative, because the sitemap truncated.

📄

One register, one row — and it hands over a land-title reference

The GreenRE register is the ONLY register anywhere in which this project appears: PT52005 - Shop Offices, SILVER, status PROVISIONAL, active, 30 May 2025, tool NRB v3.2 — the non-residential building tool — under the same licensee. That row is also the only land-title reference published anywhere for either Elmina product: no filed document, no portal and no press piece publishes a lot or PT number for this one or for the residential scheme. AND IT IS AN INFERENCE, ON FIVE LEGS, NOT A FILED IDENTIFICATION — GreenRE publishes no address and no state. The five legs are set out in full further down this page, and the document that would settle it is a PTG Selangor search of PT 52005.

🔑

No price, and the reason is published rather than hidden

This page publishes no price for Laman Embun at all. On a licensed housing development this site publishes the filed statutory Unit Selling Price range from the developer’s own legally filed advertisement — a public record, always labelled. Here there IS no filed advertisement, so there is no filed range, so there is nothing of that kind to publish. The house rule in that situation is explicit: publish no price, and say that is the rule. A marketing figure with no filed table behind it is not a statutory figure, and this page will not present one as though it were. The price list and the sale and purchase agreement at the sales gallery are where a real figure comes from. Ask Louis for both, in writing.

Project DNA

What exists, what does not, and which source said so

On a licensed housing development this section is a statutory spine. Here it is a map of absences — and the absences are the honest content of the page. The strip below pairs each reported figure with the surface that published it.

The six protections a non-HDA purchase does not carry

Each of these exists only because the Housing Development (Control and Licensing) Act 1966 creates it, and the Act reaches housing accommodation. This page lists them so a buyer can take the list to a solicitor rather than discover it afterwards.

The contract and the money

NOT AVAILABLE on this product
  • The prescribed statutory sale contract — Schedule G or H. On a licensed development its terms cannot be watered down. Here the contract is freely drafted by the vendor.
  • The section 7A housing development account — the statutory account into which a licensed developer must pay purchasers’ money, and out of which it may only draw for the development. Absent here.
  • Statutory liquidated damages for late delivery, at the rate the prescribed contract fixes. Absent here — any late-delivery remedy must be negotiated.
  • The statutory defect liability period running from handover, during which a licensed developer must make good notified defects at its own cost. Absent here unless the contract grants one.

The date and the forum

NOT AVAILABLE on this product
  • A filed delivery period. On a licensed scheme the register publishes a statutory vacant-possession date that runs from the buyer’s own agreement. Here no date is filed, and no source publishes one at all.
  • The Tribunal for Homebuyer Claims. A creature of the Act, and it does not reach a commercial purchase. The courts and the contract are what remain.
  • KPKT recourse of any kind. There is no licence to suspend, no permit to revoke and no filed particulars to hold anyone to. The ministry is not the regulator of this purchase.
  • What you DO still have: the ordinary law of contract, the title, your financier’s own due diligence, and a solicitor acting for you rather than for the vendor. Appoint one before you sign.

The five legs of the PT 52005 identification — published so you can weigh it

INFERENCE, not a filed fact
  • ONE. The GreenRE row’s developer cell names the same company as the licensee of the residential scheme next door.
  • TWO. The row’s project name is literally Shop Offices, and this is the developer’s only shop-office product.
  • THREE. The assessment tool is NRB v3.2 — the NON-RESIDENTIAL building tool — while the residential scheme on the same register carries the residential tool. Two products, two use classes, confirmed by a third party with no stake in either.
  • FOUR. The row is dated 30 May 2025, between the January 2025 construction start on the landholding and the November 2025 launch.
  • FIVE. A portal independently reported that Laman Embun was aiming at GreenRE Silver — and this is a Silver row.
  • WHY IT IS STILL AN INFERENCE: GreenRE publishes no address and no state for its rows. So this page states it as “on the GreenRE register the shop-office component appears under its land-title reference PT 52005”, flagged as an inference, and never as a filed identification. A PTG Selangor search of PT 52005, or the sale and purchase agreement, closes it.

Location

City of Elmina (Elmina West), Shah Alam — Daerah Petaling, Selangor

No coordinate, lot number, mukim or street address is published for Laman Embun by any source. The district below is carried over from the same developer’s licensed residential scheme in the same landholding, where it is derivable from filed register records — and it is labelled as that rather than presented as this product’s own filed district. The one published map that locates this parcel is a publisher’s own watermarked analytical graphic, which cannot be republished, so the location is described in words instead.

Elmina, City of Elmina and Elmina West are carried in Latin script on the Chinese version of this page: no Chinese rendering of them is in use anywhere on this site, and inventing one would be worse than leaving it untranslated.

Where it is, in the only terms anyone publishes

  • Inside City of Elmina, in the Elmina West precinct — the township is Sime Darby Property’s, and the land came to this developer from Sime Darby Elmina Development Sdn. Bhd. under a 2011 collaborative agreement.
  • Within the same developer’s Elmina landholding as its licensed residential scheme, which is a filed registration with filed coordinates. This precinct has none of its own.
  • SEPARATION FROM THE RESIDENTIAL SCHEME, AND IT IS CONTRADICTED: one company-sourced surface says “less than 500 m”, another says “under 1 km”. Both are printed here, neither is adjudicated, and the looser figure is the one used in the text.
  • The developer’s wider Elmina footprint is reported at 65 acres, of which this precinct is about 15.1. The 2013 land disposal was about 135 acres. Those two figures contradict each other and nobody reconciles them — printed here unresolved.
  • Reported as sitting beside the township’s first clubhouse, which is part of the residential scheme’s construction contract. The clubhouse is reported for the residential precinct, and this page does not claim it as this product’s amenity.

Distances: what is published, and for which product

  • NO distance table exists for Laman Embun. The only sourced distance table in this township belongs to the RESIDENTIAL scheme, comes from one portal, and this page does not transplant it onto a different parcel. It is on that page, labelled.
  • NO rail-station distance is published for either product, by anyone.
  • NO expressway interchange distance is published either.
  • The nearby township amenities — the lakeside mall, the central park, the lake garden — belong to SIME DARBY PROPERTY, the township master developer. They are not this developer’s and this page does not present them as its own.
  • Walk and drive the actual approach with Louis. On a shop office the frontage, the turning, the loading access and the parked-car reality matter more than any published figure, and none of those is published at all.

No distance, coordinate or address on this page is estimated, and none is borrowed from the sibling residential registration except the district, which is labelled where it appears.

The register position

What is on a register, and what is not — for PT52005 - Shop Offices

On a licensed housing development this table is the statutory particulars. Here it is a table of absences, and each cell names the register that was checked. One row of one register carries this product. Everything else below reads NONE, and in most cases NONE is the correct legal answer rather than a missing document.

Ask the developer on the day. Louis will.

Read 21 October 2026: the KPKT register of licensed developers and registered projects, searched on the developer’s name tokens and on “Elmina”; all four GreenRE tiers; the Selangor housing board’s controlled-price list of 10 September 2026, which carries no Embun, Eastern or Oriental row and is in any case residential-only in scope, so it is out of scope here rather than a negative; the developer’s own statutory disclosure page, which omits both Elmina products; and a major portal’s new-launch sitemap, which carries no Laman Embun URL and which truncated, making it corroboration rather than a clean negative.

Every absence on this page was tested rather than assumed, and where a test could not produce a clean negative the page says so. A register is a live document: ask Louis to re-check the GreenRE row and the licensee record on the day you decide.

Why there is no licence, stated as law rather than as a gap

A developer licence and an advertising and sales permit are required under the Housing Development (Control and Licensing) Act 1966, and the Act reaches housing accommodation. A shop office with no living accommodation is not housing accommodation. So no licence and no permit CAN exist for Laman Embun, and their absence is not a failure by anybody. Three tests were run and all three are consistent. ONE: the licensee’s own entry in the ministry’s register of licensed developers carries bilangan projek: 1 — ONE project — and that one project is the residential scheme in the same landholding. There is no second registration on this licensee. TWO: no other licensee holds a Laman Embun registration. Register searches on the developer’s two name tokens returned six licensees each, and a search on “Elmina” returned exactly two — this developer’s single-project company, and an equestrian-centre company belonging to an entirely different listed group, which is refused by name as a decoy. THREE: a major portal’s own new-launch sitemap carries no Laman Embun URL. That sitemap truncated mid-entry, so it is corroboration and never a clean negative, and this page says so. SAY IT PLAINLY, BECAUSE ALMOST NOBODY DOES: Laman Embun is not a licensed housing development, it carries no Schedule G or H, and its buyers have no Housing Development Act liquidated-damages claim and no statutory housing development account. That is not a criticism of the developer. It is the correct legal position for a commercial product — and a buyer who does not know it will assume protections that are not there.

The GreenRE row: the only register entry this product has, and what it does and does not prove

All four GreenRE tiers were read. Laman Embun appears on exactly one row, on the SILVER table: PT52005 - Shop Offices, developer cell Eastern Oriental Express Sdn Bhd, status PROVISIONAL, active, dated 30 May 2025, tool NRB v3.2 — the non-residential building tool. WHAT IT PROVES, AND IT IS A GENUINE UPGRADE ON THE PRESS: a portal reported that Laman Embun “aims for GreenRE Silver certification”. The register shows it is already a REGISTERED SILVER PROVISIONAL. That is better than aiming at something — and worse than being certified. Both halves have to be said, and this page never writes “certified”. A provisional rating is awarded at design stage against a submitted design. A final certificate follows verification of what was actually built, and this product has not reached that. AND THE TOOL CODE ANSWERS THE USE-CLASS QUESTION INDEPENDENTLY. NRB v3.2 is the non-residential tool; the same licensee’s other product carries the residential tool on the same register. Two products, two use classes, confirmed by a third party with no interest in either. That is the cleanest external confirmation on this job that these are genuinely two different things and not two phases of one. WHAT IT DOES NOT PROVE: that the row IS Laman Embun. GreenRE publishes no address and no state, so the identification is an inference on five legs — set out in full in the project-DNA section above — and this page labels it as an inference every time it appears. The one thing the row hands over that nothing else does is a land-title reference. No filed document, no portal and no press piece publishes a lot or PT number for Laman Embun or for the residential scheme. PT 52005 is the only such reference published anywhere, and it comes from a green-building register rather than from a land office. Closed by: a search of PT 52005 at the Pejabat Tanah dan Galian, or the Laman Embun sale and purchase agreement. Ask Louis for the search. One further note for completeness: the national green building index directory returned server errors when we tried it, so that is INCONCLUSIVE and never a negative; and the Bronze and Silver GreenRE tables both truncated, though the visible Silver window covers the relevant period.

The take-up claim, and who is actually making it

Laman Embun is reported FULLY TAKEN UP. Every surface carrying that claim traces to the same company statement, and there is no independent verification of it anywhere. And the two most specific versions of the claim do not match each other. One news outlet reports it as “fully taken up since its launch last November”; another reports it as sold out “within the first week”. Those are two different claims about the same event, both from the developer, and this page prints both rather than choosing. What makes it unverifiable, concretely: there is no register to check a remaining-stock field against, because there is no registration. There is no portal project record for Laman Embun at all. And there is no filed advertisement carrying a Baki Unit figure. On a licensed scheme at least one of those three would normally exist. So the honest statement is: the developer says it is fully taken up, two outlets state that differently, nothing independent confirms it, and nothing contradicts it either. If you are enquiring, the only way to know what is genuinely available — including anything that has come back to the market — is to ask the developer on the day. Louis will.

The developer: E&O — and why Sime Darby is not it

The vendor is EASTERN & ORIENTAL EXPRESS SDN. BHD. (338864-V), KPKT developer code 31126 — the same company that holds the licence for the residential scheme in the same landholding. Registered office and business address: C-34-01, Menara Vista Petaling, No. 137, Jalan Puchong, 58200 Kuala Lumpur. Register status Aktif, mempunyaiKesalahan: null — no offence recorded. It is an Eastern & Oriental group company, on three independent legs that all point the same way: its registered and business address is character-for-character identical to E&O Berhad’s own published headquarters address; the telephone number on the sibling scheme’s filed brochures is E&O Berhad’s own headquarters number; and the register’s e-mail and website fields are both on E&O’s own domain. The closing leg is a listed contractor’s Bursa announcement of 6 January 2025, which describes the company as an “indirect subsidiary of Eastern and Oriental Bhd”. “Indirect” is that regulated filing’s own word: the intermediate holding company is named nowhere reachable, so the existence of the chain is established and the chain itself is not. E&O Berhad’s own registration number is a different number and is not printed here as the vendor’s. SIME DARBY PROPERTY IS NOT THE DEVELOPER OF THIS PRECINCT, and the distinction matters because the township around it is entirely Sime Darby’s. Sime Darby Property is the township master developer — established by code: SIME DARBY PROPERTY (CITY OF ELMINA) SDN. BHD., KPKT code 13017, 51 registered projects, none of them this one. It is also the vendor of the land, on its own press release of 26 September 2013, which records a memorandum of agreement to dispose of about 135 acres in Elmina West to Eastern & Oriental Berhad for a wellness-themed residential and commercial project, under a 2011 collaborative agreement, at a price “to be agreed later” that is not published. And it owns the township amenities. Master developer, land vendor and amenity owner are three roles, and not one of them is “the developer of Laman Embun”. No Sime Darby award, GreenRE rating, acreage or superlative is borrowed anywhere on this page. And the disclosure gap worth knowing: E&O publishes a model statutory disclosure table on its own website for twelve Penang, Kuala Lumpur and Johor projects — and neither Elmina product appears on it. For this product that is unsurprising, because there are no statutory particulars to publish. For the residential one next door it is a real gap, and that page says so.

Foreign buyers: a different regime entirely, and no figure on this page

This is COMMERCIAL property, and the Selangor residential price floors do not reach it. Acquisition of commercial property by a foreign buyer runs on a different consent regime from residential acquisition, and this page publishes NO threshold figure for it. Why that matters here specifically: the residential scheme next door has a published Selangor Zone 1 floor of RM2,000,000, and that figure is on its page, properly derived. Every source behind the Selangor zone table is a RESIDENTIAL acquisition instrument. Their application to a commercial title is NOT ESTABLISHED, and letting RM2,000,000 read across onto a shop office would be exactly the kind of mistake this page exists to prevent. So the honest answer is the shape of the answer: the district is Daerah Petaling, carried over from the sibling registration; the verified residential floor for that district is published on that page; and whether anything comparable applies to this title is a question for PTG Selangor and the Economic Planning Unit, in writing, before any deposit. Two further things no source settles for this parcel: whether any Sekatan Kepentingan is endorsed on the title, and whether the title is subject to any state consent on transfer. On a commercial or industrial title a state-consent requirement is common and usually unpublished. The issue document of title answers both, and nothing else does.

NOT PUBLISHED, therefore not on this page — with the document that would close each gap

On this product the list is almost everything, and publishing it is the most useful thing the page can do. A registered scheme name — none exists: nothing will create one; it is not a licensable product. A developer licence and an advertising permit — cannot exist: same reason. A filed statutory advertisement — none: none can be filed. The filed building type — not filed anywhere; the two- and three-storey description is press: the approved building plan. A unit schedule with type codes and per-type areas — not published; only a 3,256–10,883 sq ft range and a “from 22 ft by 75 ft” lot: the price list, and the sale and purchase agreement’s schedules. The split between the two- and three-storey units — not published: the layout plan. Car-park provision — not published: the approved plan. The completion or handover date — no source publishes one and none is filed: the contract, which is also the only place one could be enforced. The lot or PT number — only the inferred GreenRE reference: a PTG Selangor search, or the title. The mukim — not published: the title. The tenure, from a filed source — freehold is a press statement only: the title. Any Sekatan Kepentingan — not published: the title. The price — deliberately not published here: the price list and the sale and purchase agreement. Remaining stock — no register field exists to read: the developer, on the day. Maintenance or service charges — not published: the contract and the first-year budget. Any distance to anything — no table exists for this parcel: drive it with Louis. Any image — see the note below: the developer’s own file, supplied directly.

What this page does not publish, and why

Louis’s standing instruction on his own company’s project materials is absolute, and this paragraph is the only place on this page where these words appear at all. No discount, no rebate, no nett price, no promotion and no commission figure is published here, in either language, in the body or in this page’s structured data. No yield, return projection, leaseback or guaranteed-rental rate is published either — and on a shop office that is worth stating twice, because return figures are the usual currency of commercial marketing and none of them belongs on a page like this. AND THE BIGGER REFUSAL ON THIS PRODUCT IS THE PRICE ITSELF. On a licensed housing development this site publishes the filed statutory Unit Selling Price range from the developer’s own legally filed advertisement, because that is a public statutory record, and it labels it as one. HERE THERE IS NO FILING, SO THERE IS NO FILED RANGE, SO THERE IS NOTHING OF THAT KIND TO PUBLISH. A “from” figure does circulate for this product on marketing surfaces. It has no filed table behind it, nothing against which it can be checked, and it is not recorded or reproduced anywhere on this page. Where no filed statutory range exists, the house rule is to publish no price at all and to say that is the rule. ON THE ETHNIC-ALLOCATION QUESTION, AND THE SHAPE OF THE ANSWER MATTERS: there is NO SUCH FIELD AT ALL, because there is no filing in which a field could exist. That is a different thing from a filed document that carries the field with a value withheld, which is the shape several other projects in this series have. It is also not a unit quota — no allocation figure appears on any surface read. And it is not a lot-title classification — none appears either. On this product the Bumiputera field does not exist to withhold, and saying that precisely is more useful than silence. WHAT IS PUBLISHED HERE, AND DELIBERATELY: the GreenRE register’s own row, flagged as an inference; the reported unit count, acreage, built-up range, lot size, launch date and take-up claim, each labelled as a company press statement; and the 2013 land-disposal facts from the vendor’s own press release, which include no price because the release says the price was to be agreed later. Everything else — the real price of a real unit, and anything attaching to it — comes from the price list and the sale and purchase agreement at the sales gallery. Ask Louis for both, in writing, and appoint your own solicitor before you sign.

Why this page carries no imagery at all

NOTHING WAS FOUND, ANYWHERE. No photograph, rendering, elevation, site plan or unit layout of Laman Embun is published by any source whose subject we could establish — and we will not publish one whose subject we cannot establish. The developer publishes no project page and no image for this product at all; its website carries City of Elmina as a location filter option with nothing behind it. There is no portal project record for Laman Embun, so there is no portal gallery either. Exactly two pictures are connected to this product anywhere, and both are declined. One is a press photo-call group shot of named executives — declined, because this page does not publish a third party’s photograph of identifiable individuals. The other is the single most useful image found on this whole job: a published analytical map that marks this precinct’s parcel in red. It is a publisher’s own product, clearly watermarked to its source, so it cannot be republished — and that is why the location section above describes the parcel in words instead. AND THE CATEGORY REFUSED MOST FIRMLY: nothing is borrowed from the township master developer’s image library, and nothing is borrowed from the sibling residential scheme. A three-storey terrace render on a shop-office page would be a worse error than a missing image, and a neighbour’s award photograph would be worse still. Fourteen pages on this site now ship with no imagery at all. The house position is settled: an uncaptioned or wrongly captioned image is worse than no image. When the developer supplies its own files with written confirmation of what each one shows, they go on this page and nothing else about it has to change.

The vendor

Who you would actually be contracting with

EASTERN & ORIENTAL EXPRESS SDN. BHD., company registration 338864-V, KPKT developer code 31126. Registered office and business address: C-34-01, Menara Vista Petaling, No. 137, Jalan Puchong, 58200 Kuala Lumpur. Register status Aktif, mempunyaiKesalahan: null — no offence recorded. It holds a KPKT developer licence, 31126/08-2030/0182(A), valid to 12 August 2030 — but that licence carries exactly ONE registered project, and that project is the residential scheme in the same landholding, not this one.

It is an Eastern & Oriental group company, on three legs that all point the same way: its registered and business address is character-for-character identical to E&O Berhad’s own published headquarters address; the telephone number on the sibling scheme’s filed brochures is E&O Berhad’s own headquarters number, which the register carries in truncated form; and the register’s e-mail and website fields are both on E&O’s own domain. The closing leg comes from a party with a legal duty to be accurate: Kerjaya Prospek Group Bhd’s Bursa announcement of 6 January 2025 describes the company as an “indirect subsidiary of Eastern and Oriental Bhd”. “Indirect” is the regulated filing’s own word: the intermediate holding company is named nowhere reachable, so the existence of the chain is established and the chain itself is not. E&O Berhad’s own registration number is a different number and this page does not print it as the vendor’s — your counterparty would be 338864-V.

SIME DARBY PROPERTY IS NOT THE DEVELOPER OF THIS PRECINCT. It is the township master developer — SIME DARBY PROPERTY (CITY OF ELMINA) SDN. BHD., KPKT code 13017, 51 registered projects, none of them this one, established by code rather than asserted. It is the vendor of the land, on its own press release of 26 September 2013: a memorandum of agreement to dispose of about 135 acres in Elmina West, part of City of Elmina, to Eastern & Oriental Berhad for a wellness-themed residential AND COMMERCIAL project, under a 2011 collaborative agreement, at a price “to be agreed later” that is not published. And it owns the township amenities around this precinct. Three roles, and not one of them is “the developer of Laman Embun”. No Sime Darby award, GreenRE rating, acreage, unit count or superlative is borrowed anywhere on this page, and the township amenities are labelled as the township’s wherever they are named.

AWARDS: NONE. The developer’s own awards page runs to roughly seventy-five entries from 2007 to 2024. Not one names Laman Embun, not one names Elmina, and not one is in Selangor at all. If any portal, agent or press piece calls this precinct “award-winning”, it is unsupported. The two most recent corporate awards on that page belong to the listed parent, not to this product, and they are refused here by name.

And one thing the developer does deserve credit for, stated because this page is otherwise a list of absences: the residential scheme next door is unusually well filed. Two generations of its statutory advertisement exist, its register price band matches its filed band to the sen, and its licensee carries no offence record. The absence of filings on THIS product is a consequence of the product class, not a pattern of non-disclosure by this vendor.

Vendor facts read 21 October 2026 from the KPKT register of licensed developers, the sibling registration’s two filed advertisements, Kerjaya Prospek Group Bhd’s Bursa announcement of 6 January 2025, and Sime Darby Property’s press release of 26 September 2013. Louis Koh is a registered estate agent, not the developer, and nothing on this page is the developer’s own representation unless it says so.

Frequently asked

Laman Embun — the questions a shop-office buyer should be asking

Is Laman Embun a licensed housing development?
No, and it cannot be one. A developer licence and an advertising and sales permit are required under the Housing Development (Control and Licensing) Act 1966, and the Act reaches HOUSING ACCOMMODATION. A shop office with no living accommodation is not housing accommodation, so no licence and no permit can exist for this product. So there is no KPKT registration, no registered scheme name, no filed statutory advertisement, and no statutory particulars block. That is the correct legal position for a commercial product — it is not a developer failing to file something. Three tests confirm it from different directions: the vendor’s own KPKT licence carries one project and that project is the residential scheme; no other licensee holds a Laman Embun registration; and a major portal’s new-launch sitemap carries no Laman Embun URL, which is corroboration rather than a clean negative because the sitemap truncated.
What protections do I lose, exactly?
Six, and each of them exists only because the Act creates it. ONE: the prescribed statutory sale contract — Schedule G or H. On a licensed development its terms cannot be watered down. Here the contract is drafted by the vendor. TWO: statutory liquidated damages for late delivery, at the rate the prescribed contract fixes. Absent, so any late-delivery remedy has to be negotiated into your contract. THREE: the section 7A housing development account, the statutory account into which a licensed developer must pay purchasers’ money and from which it may only draw for the development. Absent. FOUR: a filed delivery period. On a licensed scheme the register publishes a statutory vacant-possession date running from your own agreement. No date is filed here and no source publishes one. FIVE: the statutory defect liability period running from handover, during which a licensed developer must make good notified defects at its own cost. Absent unless your contract grants one. SIX: the Tribunal for Homebuyer Claims, and KPKT recourse generally. There is no licence to suspend and no filed particulars to hold anyone to. What you still have is the ordinary law of contract, the title, your financier’s due diligence and your own solicitor. Appoint one before you sign anything.
How much does a unit cost?
This page does not publish a price, and the reason is published instead. On a licensed housing development this site publishes the filed statutory Unit Selling Price range from the developer’s own legally filed advertisement, because that is a public statutory record. It labels it as one, and it adds that it is not a price list, not a quotation and not an offer. Here there is no filed advertisement, so there is no filed range, so there is nothing of that kind to publish. A marketing figure with no filed table behind it is not a statutory figure, and this page will not present one as though it were. The house rule where no filed range exists is explicit: publish no price at all, and say that is the rule. The price list and the sale and purchase agreement at the sales gallery are where a real figure comes from, and Louis will ask for both in writing.
When will it be completed and handed over?
No source publishes a date, and none is filed. That is the answer, not a gap in this page. On a licensed housing development the register carries a statutory vacant-possession date that runs from the date of the buyer’s own agreement, and the filed advertisement carries an expected completion as well. Neither exists for this product. This page does not estimate a date, and it does not borrow the sibling residential scheme’s statutory date either — that date belongs to a different registration and a different contract, and transplanting it would be exactly the error this page exists to prevent. The practical consequence: on a non-licensed purchase the only delivery date that binds anyone is the one written into your contract, with a remedy written in beside it. Have your solicitor put it there.
Is it really GreenRE Silver?
It is a REGISTERED SILVER PROVISIONAL, which is better than the press claim and worse than certified. Both halves matter. The GreenRE register carries one row: PT52005 - Shop Offices, Silver, status PROVISIONAL, active, dated 30 May 2025, on tool NRB v3.2 — the non-residential building tool — under the same vendor. A portal reported that the project “aims for” GreenRE Silver. The register shows it is already registered at Silver provisional, so it is past targeting. But a provisional rating is awarded at design stage against a submitted design; a final certificate follows verification of what was actually built, and this product has not reached that. This page never writes “certified”. One caveat on identification: GreenRE publishes no address and no state, so the row does not name Laman Embun. The identification rests on five legs, set out in full on this page, and it is labelled as an inference every time it appears.
What is PT 52005, and is it definitely this project?
It is a land-title reference, it comes from the GreenRE register’s own project cell, and it is the only such reference published anywhere for either Elmina product — and NO, it is not definite. The five legs: the row’s developer cell names this vendor; its project name is literally Shop Offices and this is the vendor’s only shop-office product; its tool is the non-residential one while the sibling scheme carries the residential one; its date sits between the construction start on the landholding and the launch; and a portal independently reported this project aiming at GreenRE Silver. Why it is still an inference: GreenRE publishes no address and no state, so the row cannot identify itself. No filed document, no portal and no press piece publishes a lot or PT number for Laman Embun or for the residential scheme. A search of PT 52005 at the Pejabat Tanah dan Galian, or the sale and purchase agreement, settles it. Ask Louis for the search before you rely on the parcel reference for anything.
It is reported fully taken up. Is there anything left?
Nobody outside the company knows, and this page will not pretend otherwise. The take-up claim is the developer’s own, and the two most specific versions of it do not match: one outlet reports it as fully taken up since the November 2025 launch, another as sold out within the first week. Two different claims about the same event, both company-sourced, printed here unadjudicated. And there is nothing against which to check it. There is no register to read a remaining-stock field from, because there is no registration. There is no portal project record for Laman Embun at all. And there is no filed advertisement carrying a remaining-stock figure. On a licensed scheme at least one of those three would normally exist. So: the only way to know what is genuinely available, including anything that has come back to the market, is to ask the developer on the day. Louis will.
Can a foreign buyer purchase a shop office here?
It runs on a different consent regime from residential acquisition, and this page publishes no threshold figure for it. Why the page is careful about this: the sibling residential scheme has a published Selangor Zone 1 floor of RM2,000,000, properly derived, and that figure is on its page. Every source behind the Selangor zone table is a RESIDENTIAL acquisition instrument. Their application to a commercial title is NOT ESTABLISHED, and letting that figure read across onto a shop office would be misleading. Two further things no source settles for this parcel: whether any restriction in interest is endorsed on the title, and whether the title carries a state-consent requirement on transfer — which on a commercial or industrial title is common and usually unpublished. The issue document of title answers both. Confirm the acquisition position with PTG Selangor and the Economic Planning Unit in writing before any deposit.
How does it relate to Seri Embun?
Same vendor, same Elmina West landholding, completely different legal animal — and that is the whole reason these are two pages rather than one. Seri Embun is a licensed housing development: registered with KPKT, sold on the prescribed statutory contract, with a current advertising and sales permit, a filed statutory price range and a statutory vacant-possession date. Laman Embun has none of those, because it cannot. A single page covering both would let every one of Seri Embun’s statutory protections read across onto a product that has none of them. That is precisely the harm worth avoiding, and it is why nothing crosses between the two pages except this one labelled cross-reference. The separation on the ground is given as “less than 500 m” on one company-sourced surface and “under 1 km” on another. Both are printed; the looser figure is the one used in the text.
Why are there no pictures on this page?
Because nothing verifiable exists anywhere, and saying so is better than filling the space. No photograph, rendering, elevation, site plan or unit layout of this product is published by any source whose subject we could establish. The developer publishes no project page and no image for it, and there is no portal project record, so there is no portal gallery either. Exactly two pictures are connected to it anywhere. One is a press photo-call group shot of named executives, declined because this page does not publish a third party’s photograph of identifiable individuals. The other is a published analytical map that marks this precinct’s parcel — the single most useful image found on this job — and it is a publisher’s own watermarked product, so it cannot be republished. The location is described in words instead. Nothing is borrowed from the township master developer’s library and nothing from the sibling residential scheme. A terrace-house render on a shop-office page would be a worse error than a missing image. When the developer supplies its own files with written confirmation of what each one shows, they go on this page and nothing else has to change.

Three documents, and one appointment, before anything else

The sale and purchase agreement the vendor proposes; the issue document of title, or a PTG Selangor search of the parcel; and the price list. Plus your own solicitor — not the vendor’s — because on a product outside the Housing Development Act the contract is the only protection there is. Louis asks for the documents in writing and sends you what comes back.

Over a decade in Malaysian property, across Johor Bahru and the Klang Valley. Louis builds these pages out of what is actually on a register, prints the contradictions rather than smoothing them over, and lists what nobody publishes so you know what to ask for. On Laman Embun that meant writing a short page and saying why it is short: there is no licence, no permit, no filed advertisement and no filed date, because the Housing Development Act does not reach a shop office — and a buyer who is not told that will assume protections that do not exist.
