One verified development is listed here for Shah Alam: Sena Residences in Seksyen 14, registered as Residensi Sena — 2,042 units in four 32-storey blocks on 4.07 acres, by Starhill Century Sdn Bhd of the Setia Awan Group, approved by Majlis Bandaraya Shah Alam. Five layouts from 280 to 936 sq ft, a 99-year lease expiring 17 December 2099, permit prices of RM230,000 to RM900,000 and expected completion in December 2028.

The transit case is unusually literal: the Dato Menteri station on the LRT3 Shah Alam Line, which began running on 29 June 2026, is about 30 metres away. The developer names Taman Tasik Shah Alam, UTC Selangor, Plaza Alam Sentral, SACC Mall, Kompleks PKNS and three hospitals without publishing a distance to any of them, so none is quoted here. For a non-citizen the answer is no, at every price in the development. Shah Alam straddles the Petaling and Klang land districts and both sit in Zone 1 of Selangor's framework, where the residential minimum purchase price for a foreign buyer is RM2,000,000. The most expensive unit here is RM900,000 — RM1.1 million short of the floor, so the state's other tests on product type, quota and consent are never reached. Note that Johor's foreign-buyer levy is a Johor instrument and has nothing to do with a Selangor purchase.
