Emerald Bay is marketed by BRDB Developments Sdn Bhd (5521-A) out of Menara BRDB in Kuala Lumpur – the developer behind Bangsar Shopping Centre and The Troika, building in Bangsar and Damansara Heights for decades. The land history is not in the brochure: the site came to BRDB from Dubai World, the Emirate of Dubai's investment arm, in 2011, and BRDB then developed it as a joint venture with UEM Sunrise Bhd, the Puteri Harbour landowner, through a JV company called Haute Property Sdn Bhd. The engineering is genuinely unusual – rather than reshape the hillside and mangrove, the developer dug a canal 30 to 60 metres wide with lock gates onto Puteri Harbour and the open straits, over eighteen months, with more than RM60 million of infrastructure on its own account going in before a single house was sold; the water system was designed with WATG and a Gold Coast specialist firm.
Disclosure. BRDB was taken private and delisted from Bursa Malaysia in October 2012, so there are no public quarterly accounts to read and this site will not characterise its current financial position. The masterplan has not been delivered on the announced schedule: the 2012 scheme was twelve phases over eight years across 111 acres with a gross development value of about RM4 billion, which would have completed around 2020; in May 2017 the developer stated the site was about 20% developed and that it was deliberately in no hurry; nine years on, the official project site markets only Phases 1A and 1B as move-in-ready stock. There is also a documentary conflict on BRDB's own Emerald Bay website: its advertising permit panel names Dewan Bandaraya Kuala Lumpur as the approving authority and describes five- and seven-storey condominiums completing December 2029 at roughly RM8.9 million to RM33.0 million. A Johor development cannot be approved by the Kuala Lumpur city council, so that panel describes a different, Kuala Lumpur project on the same website template – and those figures are not Emerald Bay prices. Separately, the 1,649-unit figure carried on some portals is not a BRDB number.
Ask your conveyancing lawyer to confirm exactly which entity is on the other side of your sale and purchase agreement – the brand on the marketing site and the entity that developed and manages the estate are not the same – and to check who holds the developer's obligations for anything still under defect liability or warranty. Verify any permit you are shown against KPKT's TEDUH portal and confirm it names this Johor scheme and a Johor approving authority. – Louis Koh, 11 years in Malaysian property.
