Six things that make Phase 3 different from Phases 1 and 2
Phase 3 is not simply more of the same site. It carries the widest layout range R&F has released here, it plugs directly into the mall, and it is the phase that will open into a working RTS Link rather than a promised one.
A covered bridge, not a 650-metre walk in the sun
R&F built a sheltered link bridge to the CIQ. Anyone who has done the Causeway crossing on foot in a Johor afternoon understands why that matters more than the raw distance figure.
The mall is part of the building, not nearby
A link bridge runs from Phase 3 straight into R&F Mall — roughly 532,000 sq ft of retail. Groceries, food court and cinema without stepping outside.
Freehold on the waterfront
Freehold title this close to the crossing is scarce. Most stock at this distance from the Causeway is leasehold.
Ten years of delivered buildings you can walk through
Phases 1 and 2 are built and occupied. You can inspect finishes, lift waiting times and how the common areas are actually being maintained — before you buy into Phase 3.
Twenty-one layouts, 313 to 1,555 sq ft
From a 313 sq ft one-bedder to a 1,555 sq ft four-bedroom. Very few JB projects cover both the rental-yield end and the own-stay family end on one site.
It completes after the RTS opens, not before
Completion is targeted for 30 November 2029. The RTS Link is expected in passenger service well before that, so Phase 3 buyers are not betting on the railway — they are buying after it is proven.

C1
The single standalone block, and the first in Phase 3 to top out — 6 June 2026. It carries the smallest stock: the 313 sq ft Type A and the B-series one-bedders, plus the 781 sq ft Type C.

C2-1 · C2-2 · C2-3
Three blocks running the two- and three-bedroom range. The end blocks C2-1 and C2-3 carry the wider corner layouts — Types C2, C3 and the 1,275 sq ft D2 — while all three offer the C1 and D3 plans.

C3-1 · C3-2
Two cruciform blocks holding everything above 840 sq ft, including the only four-bedroom plan in Phase 3 — the 1,555 sq ft Type E. If you are buying to live in rather than to let, this is the group to look at.

C3A-1 · C3A-2 · C3A-3
Three blocks built around the two highest-volume plans in Phase 3 — the 820 sq ft two-bedroom and the 1,161 sq ft three-bedroom. Repetition on this scale usually means the most competitive pricing per square foot in the phase.

C5-1 · C5-2 · C5-3
The second three-block group carrying the same C1 and D3 plans as C3A. Between these two groups, six of Phase 3’s twelve blocks run the same two layouts — worth knowing, because it tells you which units will have the most resale comparables later.

About R&F Development Sdn Bhd

R&F Development Sdn Bhd (company no. 1069248-H) is the Malaysian arm of Guangzhou R&F Properties. Princess Cove is its flagship Malaysian project and has been building on this waterfront site since 2015 — by Phase 3 the developer has a decade of delivery history here that you can go and look at rather than take on trust.
Phase 3 is being built by China Construction Third Engineering Bureau’s Malaysian entity, one of the larger Chinese state-linked contractors operating in Malaysia. Tower C1 topped out on 6 June 2026.
The honest part is further down this page. R&F’s Chinese parent is in financial difficulty, and you should read that section before you commit to anything.

How far is R&F Princess Cove Phase 3 from the Johor–Singapore checkpoint?
650 metres, via a covered link bridge that R&F built — so the walk is sheltered from end to end rather than exposed. Singapore itself is 1,056 metres away in a straight line.
The RTS Link’s Bukit Chagar station sits inside the same CIQ complex, so the same bridge gets you to both the road crossing and the train.
How many blocks and units are in Phase 3?
4,385 units across 12 residential blocks, arranged in five groups: C1 (one block), C2-1/2/3, C3-1/2, C3A-1/2/3 and C5-1/2/3.
This matters when you choose a unit. Six of the twelve blocks — the C3A and C5 groups — run the same two layouts (820 sq ft two-bedroom and 1,161 sq ft three-bedroom), which means those units will have the deepest pool of resale comparables later. The C3 group holds the largest and rarest plans.
What layouts and sizes are available?
Twenty-one layouts, from a 313 sq ft one-bedroom (Type A) to a 1,555 sq ft four-bedroom (Type E). In between: the B-series one-bedders at 555–595 sq ft, two-bedrooms from 781 to 894 sq ft, and three-bedrooms at 1,156, 1,161 and 1,275 sq ft.
You will see plan codes written as A / A(M), C1 / C1(M) and so on. The (M) suffix denotes the mirrored version of the same plan — same area, same room count, layout flipped. It affects which way your windows face, not how much space you get.
When will Phase 3 be completed?
The targeted completion date is 30 November 2029. Block C1 topped out on 6 June 2026, built by China Construction Third Engineering Bureau’s Malaysian entity.
One practical consequence: the RTS Link is expected to be carrying passengers well before 2029. So unlike buyers in earlier phases, Phase 3 buyers get to see the railway working before they take delivery, rather than buying on the promise of it.
Is Princess Cove freehold, and can foreigners buy?
Yes, the land is freehold, with strata title on the individual units.
Foreigners can buy above the state price floor. Johor sets a minimum purchase price of RM1,000,000 for strata property bought by non-citizens, and state consent is required. Budget also for the Johor foreign buyer levy (3% of price or RM30,000, whichever is higher, from 1 July 2025) and the flat 8% stamp duty applying to non-citizens since 1 January 2026.
You may hear that Phases 1 and 2 had a special approval letting foreigners buy below RM1 million. I have not seen any government document supporting that, so I will not repeat it as fact. If it matters to your purchase, get it confirmed in writing by the developer and by a Johor conveyancing lawyer before you pay a deposit.
R&F’s parent company is in financial trouble. Should that worry me?
You should know about it, and I would rather tell you than have you find out later. Guangzhou R&F Properties, the Chinese parent, reported a net loss of RMB 16.43 billion for FY2025, and its auditor issued a disclaimer of opinion citing going-concern uncertainty. The group is working through onshore and offshore debt restructuring.
What that does and does not mean here. The Malaysian entity, R&F Development Sdn Bhd, is a separate company, Phases 1 and 2 are built and occupied, and Phase 3 is under construction with a state-linked Chinese contractor and a topped-out first block. Malaysian buyers are also protected by the HDA statutory framework — progressive payments tied to certified construction stages, plus the defect liability period.
Where the real risk sits is the long tail rather than the build: management-corporation funding, defect rectification once you take keys, and how well the common areas are maintained ten years out if the parent group stays distressed. My advice is practical — go and inspect Phases 1 and 2 yourself, ask current owners what maintenance is actually like, and have your lawyer read the S&P carefully. Then decide.
What is the price and the maintenance fee?
R&F has not published a price list or maintenance rate for Phase 3 on its official project site, and the figures circulating on listing portals contradict each other. I am not going to put a number here that I cannot stand behind.
I get the current price list and the S&P payment schedule direct from the developer. Message me and I will send you what is actually accurate today, for the specific layout and block you are looking at — pricing varies meaningfully between the C3 group and the C3A/C5 groups.
How does Phase 3 compare with Causewayz Square @ JBCC?
They are the two freehold projects closest to the crossing, and they suit different buyers. Causewayz Square is 600 m from the CIQ with a link bridge proposed; Princess Cove Phase 3 is 650 m with the covered bridge already part of the built masterplan, plus a direct link into a 532,000 sq ft mall.
Causewayz runs 366–850 sq ft across nine layouts — tighter, more rental-yield oriented. Phase 3 runs 313–1,555 sq ft across twenty-one layouts, so it covers families as well as investors. Phase 3 also has ten years of built, occupied phases on the same site that you can walk through; Causewayz does not yet.
The trade-off is the one in the previous answer: R&F’s parent is financially distressed, EXSIM’s is not.
What facilities does Phase 3 have?
A 50-metre swimming pool, tennis courts, a basketball court, an indoor badminton court, a gymnasium with a separate strength training zone, a yoga studio, sauna, mini golf, a billiards room and a children’s playroom.
The two that are genuinely uncommon: an elevated jogging track running through a sky leisure park, and all-weather covered walkways connecting the development — the same design thinking as the CIQ link bridge, which in this climate is the difference between facilities you use and facilities you look at.
