Taman Harmoni Indah in six points: four in its favour, two to check
All six are drawn from the national housing register, from the advertisement Loyal Greenworld lodged with it, or from the developer’s own website. Where none of them answers a question, I say that instead of filling the gap.
A builder with two finished schemes to show
Loyal Greenworld Sdn. Bhd. has three projects on the register. Taman Tasek Harmoni, 85 houses, received its certificate of completion and compliance on 17 November 2016, and Taman Desa Harmoni, 17 terraces, on 23 March 2022. Taman Harmoni Indah is the third and the largest, which means there are completed streets by the same company that you can drive through before you sign.
Freehold, and the bank charge is disclosed
The advertisement is headed ‘hakmilik kekal’ and repeats ‘Pegangan tanah: Kekal’ in its particulars. It states just as openly that the land is charged to CIMB Bank Bhd. That is how most housing schemes are financed, and your lot is released from the charge through the redemption step your solicitor runs as part of the purchase.
The specification is on paper
The filed advertisement lists what each house is delivered with: ceramic tiles on every floor, bathroom walls tiled to 1,500 mm, 4 air-conditioner points, 6 ceiling-fan points, 12 power points, 15 lighting points, one fibre point, and three sets of WC, basin and shower. At handover you can walk the house with that list in your hand.
Two secondary schools, a campus and the station within 2.1 km
Measured in a straight line from the register’s coordinates: SMK Tunku Abdul Rahman 1.2 km, the USM Engineering Campus 1.5 km, Nibong Tebal KTM station 1.8 km and SMK Methodist 2.1 km. The advertisement’s own figure for the station is 2.1 km, which reads like a road distance.
One house, very different lots
Every house is 1,600 sq ft, yet the advertisement gives land from 1,200 to 5,521 sq ft, and the permit band is wide as well. A lot with several times the land is a different purchase from a standard one: in upkeep, in land tax, and in whether a foreign buyer can qualify. Ask for the lot schedule before you compare this scheme with any other.
What is still not published
The developer does have a website, loyalgreenworld.com, and together with its Facebook page it supplies the site plan now shown on this page: 114 numbered lots laid out in rows on a triangular site. The website gives the land as 20 ft × 60 ft or 20 ft × 80 ft and says the car porch takes two cars. What it does not carry is a lot-by-lot schedule of land areas or any statement about fencing, guarding or shared open space, and the register’s location field for this filing gives only the state. The schedule of lots and a reply in writing about shared facilities have to come from the developer, and I will ask for them on your behalf.

The register’s unit list carries 105 houses with no quota flag. Forty-four had been marked sold by 5 October 2026 and 61 had not, so the open lots are where all of the remaining choice lies. The building is identical from lot to lot; the land is not, with the advertisement showing 1,200 to 5,521 sq ft. Which lot has which area is set out in the developer’s schedule, and that is the document to ask me for.
Bumiputera-quota lots
Nine houses are flagged as Bumiputera-quota units, and the register showed every one of them as sold on the day I read it. A Bumiputera buyer looking at this scheme now would therefore be choosing among the open lots like everyone else. If a quota lot returns to the list, it will show on the register and I can tell you.

East of Nibong Tebal’s town centre in south Seberang Perai — 1.8 km in a straight line from the KTM station, 1.5 km from the USM Engineering Campus and 2.8 km from the Jawi toll plaza on the North–South Expressway.

The housing developer’s licence belongs to Loyal Greenworld Sdn. Bhd. (13664), whose business address is at Kompleks Auto World beside the Juru interchange. Three projects are filed under the licence: Taman Tasek Harmoni (13664-1), Taman Desa Harmoni (13664-2) and this one, registered as a single component of two-storey terrace houses.

The register and the developer’s advertisement agree on 114 two-storey terrace houses, each entered at 149 sq m with four bedrooms and three bathrooms. The unit list flags 9 houses as Bumiputera-quota lots and the other 105 as open lots. When I read it on 5 October 2026, all 9 quota lots and 44 of the open lots were marked sold, which leaves 61 open lots still unsold.
A band that crosses the foreign-buyer floor
The advertising permit records a minimum of RM488,700 and a maximum of RM1,132,000. That is the band on the advertising permit, not the price of any unit. In Seberang Perai a non-citizen needs state consent and a landed home at RM1,000,000 or more, so most of this band is out of reach for foreign buyers; eligibility is decided unit by unit at the price in the sale and purchase agreement. Bumiputera-quota lots stay closed to foreigners whatever the figure.
Schedule G: 24 months, nothing amended
The contract is the statutory Schedule G for landed property, which gives the developer 24 months to hand over vacant possession. The register shows no amendment and no approved extension for this project. With the first agreement dated 31 March 2026, delivery under it falls due by 31 March 2028; anyone signing later has a later date, counted from their own agreement.
31.23% built, and two expiry dates to watch
The progress figure on the register is 31.23% and the status reads ‘lancar’, meaning on track. The fields for the certificate of completion and compliance and for vacant possession are still blank. The advertisement aims for completion in January 2028. Two approvals run out at or before that point: the developer’s licence shown on the advertisement ends on 12 September 2027 and the advertising permit on 20 January 2028. Both are worth looking up again on the register closer to those dates.
About Loyal Greenworld
Loyal Greenworld Sdn. Bhd. (company no. 917790-V) is a Seberang Perai builder of modest landed schemes. The register gives its registered office in Taman Usahaniaga and its business office at Kompleks Auto World, Juru Interchange, both in the Seberang Perai Tengah district. The licence quoted on its advertisement, 13664/09-2027/1211(A), is valid from 13 September 2022 to 12 September 2027.
The register shows what the company has finished. Taman Tasek Harmoni, in Seberang Perai Selatan and 13.5 km north of this site in a straight line, was 73 two-storey terraces and 12 semi-detached houses; its first agreement is dated 21 November 2014 and its certificate of completion and compliance 17 November 2016, inside the 24-month period. Taman Desa Harmoni, in Seberang Perai Utara, was 17 two-storey terraces certified on 23 March 2022.
Taman Harmoni Indah is a step up in size: 114 houses under one permit, more than the two earlier schemes put together. The advertisement says little about the concept beyond easy access to infrastructure and amenities and the 2.1 km to the station. It does give the building-plan approval reference from Majlis Bandaraya Seberang Perai, MBSP/40/20-67/61 (15), which your solicitor can quote when checking the approved plans.
The caveat, stated plainly: according to the register, Taman Desa Harmoni’s delivery period was extended with approval by six months, from 24 to 30 months, so the company has needed extra time before. Its website, loyalgreenworld.com, is devoted to this scheme. On this page the first facade image and the floor plans come from the developer’s advertisement filed with the government register, the site plan and the cutaway view from its official Facebook page, and the room views from the website; a lot-by-lot schedule still has to be requested. The website also puts completion at an estimated 2027, while the filed advertisement prints January 2028, which is one more reason to rely on the agreement and the register for your dates.

Is the land freehold or leasehold?

The same document says the land is charged to CIMB Bank Bhd. Your solicitor’s land search confirms the tenure and arranges the release of your lot from that charge.

The advertisement gives a built-up area of 1,600 sq ft; the register enters each house at 149 sq m, which is about 1,604 sq ft, with four bedrooms and three bathrooms. The plans on the developer’s advertisement filed with the government register put the living room, dining area, kitchen, one bedroom and one bathroom on the ground floor behind the car porch, and the master bedroom, two more bedrooms, a family area, two bathrooms and a front balcony upstairs.
Land is where the lots differ: the advertisement shows a range of 1,200 to 5,521 sq ft, and the developer’s website describes the lots as 20 ft × 60 ft or 20 ft × 80 ft. Can a foreigner buy a house at Taman Harmoni Indah?
Only where the price in the sale and purchase agreement reaches RM1,000,000, the Seberang Perai floor for landed homes, and the state gives consent. The permit band runs from RM488,700 to RM1,132,000, so most of it sits under that floor and each lot has to be checked on its own. Bumiputera-quota lots are closed to foreigners.
A qualifying purchase also carries the 3% state levy, the flat 8% stamp duty for non-citizens and a three-year wait before resale. Send me your nationality and budget and I will check with the developer whether any unsold lot clears the floor.
When will Taman Harmoni Indah be ready?
January 2028 is the target printed on the advertisement. The register, read in October 2026, has the work at 31.23% and on track.
The binding date is in the contract: Schedule G allows 24 months from your sale and purchase agreement. The earliest agreement on the register is dated 31 March 2026, so that buyer’s delivery falls due by 31 March 2028.
Intermediate, end or corner — which lot makes sense?
The house is the same on every lot, so you are choosing land and position. The register showed 61 open lots unsold when I read it, and the advertisement’s land range runs from 1,200 to 5,521 sq ft.
A standard lot costs less to fence, pave and keep up. A large end or corner lot gives you a side garden and room to extend, subject to council approval. Start with the developer’s numbered site plan on this page, ask me which of those lots are still unsold, then look at which way each row faces and how far it is from the entrance.
What does a house cost, and is there a monthly charge?
One figure is in the public domain: the government permit band, RM488,700 to RM1,132,000. It is the band on the advertising permit, not the price of any unit, and I will not pass on numbers from listing portals.
Neither the register nor the advertisement mentions a recurring charge or any shared facility. Message me for the current price list, the lots that are left and written confirmation of whether any charge applies after handover.
How does it compare with Taman Fajar Permai?
Both are freehold two-storey terraces with four bedrooms and three bathrooms, 2.5 km apart in a straight line. Taman Fajar Permai has 137 houses entered at 154 sq m and was 20% built on the register; Taman Harmoni Indah has 114 houses at 149 sq m and was 31.23% built on the same day.
The clearer difference is the company behind each. Fajar Permai is the only project under its licence, while Loyal Greenworld has two completed schemes on the register. Fajar Permai lies on the south side of town towards Parit Buntar; Harmoni Indah is on the east side, 2.8 km from the Jawi toll plaza.
Is the east side of Nibong Tebal practical to live in or to rent out?
Straight-line from the site: SMK Tunku Abdul Rahman 1.2 km, the KTM station 1.8 km, SMK Methodist 2.1 km, SJK(C) Pai Teik 3.1 km, Mydin Mall Parit Buntar 4.1 km and Hospital Sungai Bakap 6.3 km. The Jawi toll plaza, 2.8 km away, is the way onto the expressway for Batu Kawan and the bridges.
For tenants, the USM Engineering Campus is 1.5 km away and Batu Kawan Industrial Park 9.1 km. Rental figures are not something I publish. Four bedrooms suit a family or a group of sharers; walk the streets around the site and ask what is actually being let before you rely on rent to cover the instalment.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
