Six things to know about Taman Nuri Emas before you drive over
Four are reasons a south Seberang Perai buyer would shortlist it. Two are things to settle first. All six come from the government register or from the advertisements the developer filed with it.
You are buying a house that exists
All six Taman Nuri Emas filings are marked ‘Siap Dengan CCC’ on the register: completed, with the certificate of completion and compliance. The newest 24 houses were certified on 9 July 2026. There is no construction risk left to price in. You can stand in the actual living room, check the actual workmanship and move in on your own timetable.
Freehold, with title references already on the unit list
The filed advertisements give the tenure as ‘Hakmilik Kekal’, which is freehold. For the five later filings the register’s unit list also shows a ‘GM’ (mukim grant) reference against every lot, which points to individual titles already being in place. Your solicitor’s land search confirms it for the specific house.
786 m from the Jawi toll plaza
The North–South Expressway’s Jawi toll plaza is 786 m away in a straight line, Nibong Tebal’s KTM station 1.8 km, USM’s Engineering Campus 4.1 km and Batu Kawan Industrial Park 6.3 km. For a household working in Batu Kawan or commuting north and south along the expressway, that is the practical argument for this street.
Semi-detached, at two sizes
Every house is one half of a two-storey semi-detached pair. The register records 215 sq m (about 2,314 sq ft) for Phases 4 and 5, and 246 sq m (about 2,648 sq ft) for Phase 6, Phase 7 and filing 7464-11. Most have four bedrooms and three bathrooms; Phase 4 is recorded with five and four.
Malaysians only, and a few lots carry a quota
The highest figure on any of the six permits is RM965,960, under the RM1,000,000 floor for foreigners buying landed homes on the mainland, so non-citizens are out. Twelve lots are Bumiputera-quota lots, nine in Phase 5 and three in the first filing; eleven are sold and one Phase 5 quota house is not.
Five permits have lapsed; get lot dimensions in writing
Only Phase 7’s advertising permit is still in date, to 9 December 2026. The other five show expiry dates between December 2022 and December 2025 with no newer permit listed, though 13 of their houses are still unsold. Capaian Setia has no website under its own name, but the scheme is on the site of the Asiabina group (asiabina.com), which works from the same Parit Buntar address: that page gives the land as 38 ft × 69 ft for the houses it lists as Phase 7 and 8, and the site plan in the gallery comes from it. Lot-by-lot dimensions are not published; I will get them in writing.

Phase 7 and filing 7464-11
Two filings finished on the same day. Phase 7 (project code 7464-9) is 16 houses and 7464-11, which carries no phase label, is 8. Both received their certificate of completion and compliance and vacant possession on 9 July 2026. The register records 246 sq m per house with four bedrooms and three bathrooms. When I read the unit lists on 5 October 2026, 9 of the 16 Phase 7 houses and 2 of the 8 under 7464-11 were recorded as sold, so 13 of these 24 were still open, more than in the rest of the scheme put together. None of the 24 is a Bumiputera-quota lot.
Phase 6
Project code 7464-10: 16 semi-detached houses at 246 sq m on the register, four bedrooms and three bathrooms each. The certificate of completion and compliance and vacant possession are both dated 4 July 2025, so these houses have stood finished for over a year. Twelve were recorded as sold on 5 October 2026 and four were not. None is a Bumiputera-quota lot. A house that has sat empty through a monsoon season is worth a careful defect inspection, and I would do that walk-through with you.
Phases 4 and 5
Phase 4 (7464-13) and Phase 5 (7464-12) are 16 houses each, both certified and handed over on 23 January 2025. The register records 215 sq m per house in both, the smaller of the two sizes in the scheme. It gives Phase 4 five bedrooms and four bathrooms, and Phase 5 four bedrooms and three bathrooms. All 16 Phase 4 houses are recorded as sold. Phase 5 shows 14 sold and 2 not; nine of its lots are Bumiputera-quota lots, and one of the two unsold houses is among them.
The first filing, 7464-7
The earliest Taman Nuri Emas entry on the register has no phase label. Its first sale and purchase agreement is dated 18 June 2019 and its certificate of completion and compliance 8 July 2022, after an approved 11-month extension to the delivery period. Fifteen of the 16 houses are recorded as sold; three lots are Bumiputera-quota lots and all three are sold. The register records 104 sq m against this filing, far below the later phases. I treat that as a figure to verify with the developer, not as the size of the house.

Where Taman Nuri Emas @ Nibong Tebal, Penang sits
On Jalan Nuri Emas at the northern edge of Nibong Tebal, in the Seberang Perai Selatan district of mainland Penang — 786 m in a straight line from the Jawi toll plaza on the North–South Expressway and 1.8 km from the town’s KTM station.
Pinned to the coordinates the register files for 7464-10 and 7464-11, in the middle of the scheme. The register plots Phase 7 about 2.4 km further north, but that phase’s own filed advertisement places it beside the others, so I have not used that point. Distances are straight-line from the pin.

The housing developer’s licence belongs to Capaian Setia Sdn. Bhd. (7464). Taman Nuri Emas was not filed as one project but released in pieces: project codes 7464-7, 7464-9, 7464-10, 7464-11, 7464-12 and 7464-13. The missing number, 7464-8, is a different scheme in Perak.

88 houses: 68 recorded as sold, 20 not yet sold
Five filings of 16 houses and one of 8 add up to 88. On 5 October 2026 the unit lists showed 68 sold and 20 not: 7 in Phase 7, 6 under 7464-11, 4 in Phase 6, 2 in Phase 5, 1 in the first filing and none in Phase 4. Twelve lots are Bumiputera-quota lots and one of them is among the 20. In the five later filings the lot numbers run from 11052 to 11125, and two numbers in that run, 11088 and 11089, do not appear in any filing; I will ask the developer what stands on them. Recorded sales lag the sales office, so treat 20 as a ceiling on what is left.
What the permit bands mean — and why foreigners are out
Across the six permits the lowest minimum is RM632,286 and the highest maximum RM965,960. By filing: 7464-7 runs from RM632,286 to RM862,940; Phases 4 and 5 from RM850,060 to RM850,720; Phase 6 from RM849,560 to RM850,060; Phase 7 from RM849,010 to RM946,560; and 7464-11 from RM946,010 to RM965,960. Each is the band on the advertising permit, not the price of any unit. In Seberang Perai a foreigner may buy landed property only at RM1,000,000 or above, with state consent. No band reaches that line, so Taman Nuri Emas is a Malaysians-only scheme.
Schedule G, 24 months: how each phase ran against the clock
Every filing is sold under Schedule G, the agreement for landed homes, with a 24-month delivery period. Only the first, 7464-7, shows an approved extension: 11 months, moving its delivery date to 18 May 2022, with the certificate dated 8 July 2022 and no vacant possession date recorded. For Phases 4, 5 and 6 the vacant possession dates fall 31, 17 and 18 days after the 24-month date counted from each phase’s first agreement, with no extension on record. Phase 7 and 7464-11 were handed over well inside their 24 months. For a buyer today the houses are finished; the dates matter as a reading of how this developer runs a schedule.
100% built, but five of the six advertising permits have expired
The latest returns put all six filings at 100% with the certificate of completion and compliance issued. The advertising permits are another matter. Phase 7’s runs to 9 December 2026. The permits for 7464-10 and 7464-11 expired on 14 December 2025, Phase 5’s on 15 December 2025, Phase 4’s on 21 December 2024 and the first filing’s on 7 December 2022, and the register lists no newer permit for any of them. Thirteen unsold houses sit under those five. Before you sign for one of them I will confirm the current permit position with the developer in writing.
About Capaian Setia
Capaian Setia Sdn. Bhd. (company number 265469-T on its filed advertisements) works from No. 29, Jalan Damai, Taman Damai in Parit Buntar, Perak, with a registered address in Taman Inderawasih, Perai. Its housing developer’s licence, 7464, is recorded as valid from 8 December 2022 to 7 December 2027. The register counts 14 projects under the licence; besides its two Nibong Tebal schemes the names that come up are Taman Zamrud, Taman Serai Permai and Taman Kurau Sentosa, all on the Perak side of the border.
Taman Nuri Emas is the company’s long-running Penang address. The first agreement on the register is dated June 2019 and the last certificates July 2026, with the houses released 8 or 16 at a time instead of in one launch. The filed advertisements name FD Foo Architect as architect and WK Konsultant as engineer, and give the building plan approval as Majlis Perbandaran Seberang Perai reference MPSP/40/20-71/37.
The advertisements for Phase 4 and Phase 7 record no encumbrance on the land. The one for 7464-11 states that the land is charged to Malayan Banking Berhad. That is ordinary project financing, and for a completed house your solicitor deals with it through the redemption statement at signing. The company’s next scheme, Taman Bistari Indah, is 2.0 km away and still under construction.
One honest note on the record. The first filing needed an approved 11-month extension, and three later phases show handover a few weeks past the 24-month mark. Set against that, all 88 houses were finished and certified, which is the test that matters most. Capaian Setia has no website under its own name that I could find; the scheme appears on the site of the Asiabina group (asiabina.com), which works from the same Parit Buntar address. That site supplied the full facade view, the coloured floor plans, the site plan and the shop-office view shown on this page. Its site plan numbers the semi-detached lots 22 to 111 beside 21 shop-office lots, and the page lists a playground but no guardhouse or clubhouse. The first facade image and the phase drawings are from the developer’s advertisements filed with the government register, and the rest I will ask the developer for directly.

The register does not say how much land each lot carries. The developer’s website gives 38 ft × 69 ft of land for the houses it lists as Phase 7 and 8, and no lot-by-lot schedule is published. The floor plans on this page are from the developer’s advertisements filed with the government register and from its website: a main body 8,540 mm wide and 12,200 mm deep, with the car porch drawn 5,180 mm deep on the filed advertisements and 6,096 mm on the website’s coloured plan. The first filing is recorded at 104 sq m, which is about the area of one floor on that drawing, so I would not rely on it until it is checked. Ask me for the approved plans and the lot dimensions of the houses still open.
Can foreigners buy at Taman Nuri Emas?
No. A foreigner buying landed property in Seberang Perai must buy at RM1,000,000 or above, with state consent, and the highest figure on any Taman Nuri Emas permit is RM965,960.

Is Taman Nuri Emas completed? Can I move in straight away?
Yes. All six filings are marked completed with the certificate of completion and compliance. The dates are 8 July 2022 for the first filing, 23 January 2025 for Phases 4 and 5, 4 July 2025 for Phase 6, and 9 July 2026 for Phase 7 and 7464-11.
Buying a finished house from a developer still means a sale and purchase agreement, a loan and a handover inspection, so allow a few months from signing to keys. I will help you list defects on the day.
Which phase should I look at?
Start where the choice is. Phase 7 and 7464-11 had 13 houses not yet sold between them on 5 October 2026, at the larger 246 sq m size and with the newest certificates. Phase 6 had four, also 246 sq m, completed a year earlier.
Phase 5 had two at 215 sq m, one of them a Bumiputera-quota lot, and the first filing had one. Within a phase, compare which side of the pair gets the afternoon sun, how far the house stands from the expressway side of the scheme, and the land each lot carries. The developer’s site plan in the gallery shows how the two rows run; I will ask the developer which numbered lots belong to which phase so you can see that on paper.
What is the price, and are there monthly fees?
The only public price information is the government permit bands, which run from RM632,286 to RM965,960 across the six filings — the band on each advertising permit, not the price of any unit. I do not repeat figures from property portals or map reviews.
Nothing is published about any monthly charge, or about whether the streets are gated or guarded. Message me and I will send the developer’s current price list for the houses still open and put the question about charges to them in writing.
How does Taman Nuri Emas compare with Taman Bistari Indah?
Same licensee, 2.0 km apart, different product and different stage. Taman Nuri Emas is 88 semi-detached houses, all finished and certified, 786 m from the Jawi toll plaza. Taman Bistari Indah is 66 two-storey terrace houses under one permit, still under construction, on Jalan Ooi Kar Seng on the town side.
Choose Nuri Emas if you want a semi-detached house you can inspect and occupy now. Choose Bistari Indah if a terrace suits your budget better and you can wait for it to be built. Its page has the register details, and I can set the two side by side for you.
Is this end of Nibong Tebal practical for daily life or for letting?
For daily life: SMK Methodist is 1.7 km away, the KTM station 1.8 km, SJK(C) Pai Teik 2.1 km, the Econsave hypermarket at Jawi 2.4 km and Hospital Sungai Bakap 4.1 km, all straight-line. Bigger shopping means Batu Kawan, where IKEA is 7.1 km off.
For letting: whole-house demand here comes mainly from families tied to the Batu Kawan factories, 6.3 km away, and from staff and student groups at USM’s Engineering Campus, 4.1 km away. I do not quote rental figures; ask me what comparable semi-detached houses in this town are actually letting for before you buy with tenants in mind.

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
