Six things worth knowing before you view

Three are the reasons people buy here. Three are the questions I would want answered in writing first.

Everything on one level

A single-storey terrace with three bedrooms, two bathrooms, a kitchen at the back and a car porch in front, 930 sq ft built-up. No stairs is exactly what older owners and parents of small children look for, and single-storey landed stock is not easy to find new.

🧾

No management fee

The developer fact sheet states there is no management fee. This is a normal terrace street, not a gated strata scheme, so your running costs are quit rent, assessment and your own upkeep — not a monthly service charge.

🏛

Federal rules, federal register

Because Labuan is a Federal Territory, the federal Housing Development Act applies and the project should appear on teduh.kpkt.gov.my, with its licence, permit and construction progress. That is more you can check than on a comparable Sabah scheme.

No licence or permit number on the brochure

The brochure names the developer — Mui Chew (Labuan) Sdn Bhd, Company No. 888583-D — but prints no developer licence number and no advertising and sale permit number. Ask for both before you pay anything, and check them on teduh, where the developer name and the unit count should match.

Lot sizes are drawn, not listed

The brochure plan shows each house 6,600 mm wide and 13,100 mm deep, and the developer’s measurement drawing shows about 21,600 mm from the back of the lot to the front. But no lot-by-lot schedule of land areas has been published, and end lots differ. On a terrace, the land is half of what you are paying for. Ask for the schedule.

Three phases, and it is not finished yet

Completion is estimated for December 2026, and the site plan divides the scheme into three phases, with Phase 1 (Lots 72–99) shown as the first to be released. Ask whether that date covers your phase, the certified construction percentage — teduh should show it — and the delivery period written in the sale and purchase agreement.

The whole development, decoded

There is not much to decode, and that is the point: one house type, 99 times, in three phases. Every house is a single-storey terrace with a 930 sq ft built-up — 6,600 mm wide and 13,100 mm deep on the brochure plan — and the only real differences between lots are position (intermediate, or the end of a block), phase and land area. The site plan shows a single junction with Jalan OKK Daud, a spine road inside the estate with the terrace rows branching off it in short blocks of six or eight houses plus one longer row of eleven beside the entrance, a sewage treatment plant (marked STP) at the far end behind the Phase 1 row, and an electrical substation next to Lot 01. What makes the scheme unusual is less the product than the address. Labuan is a Federal Territory: housing is licensed under federal law, land is administered by the Labuan land office under the National Land Code, and the island has its own economy built around the Labuan International Business and Financial Centre and the oil and gas support base. Brickz already lists four landed transactions under the Taman Merinding Indah name, which suggests that sales agreements have been recorded — or that an earlier part of the same taman exists. Ask which it is.

The standard Taman Merinding Indah house: a single-storey terrace of 930 sq ft built-up with three bedrooms and two bathrooms. On the brochure plan the living and dining areas run front to back along one side; the master bedroom, with its own bathroom, faces the front; Bedroom 1 is in the middle; and Bedroom 2, the second bathroom and the kitchen are at the back, with the car porch in front. Bedroom 1 and the master bathroom sit away from the outside walls, so ask how they are lit and ventilated. Lot land areas are not listed — ask for the lot schedule before you choose.

Corner and end houses

End-of-block lots carry the same 930 sq ft house with open ground on one side. The brochure floor plan draws an end house with turf down the side and across the back, and the developer’s measurement drawing for Lot 91 — labelled a corner unit — shows 3,000 mm between the side wall and the outer line, part of it taken up by an open drain. The site plan breaks the rows into short blocks, so there are more end lots than a first glance suggests; which lots they are, and how much land each has inside its fence, has not been published. In a row-terrace scheme, end lots are the scarcest and usually the first to go.

The developer’s brochure plan below draws two houses side by side — an end house on the left, with turf down the side, and an intermediate house on the right — each 6,600 mm wide and 13,100 mm deep; the brochure notes that the image is for illustration only. The second drawing is the developer’s ground-floor measurement layout for corner Lot 91 in Block H, with the room grid dimensions: read off it, the master bedroom is about 3.3 m by 4.1 m, and the lot runs about 21.6 m from back to front. Land areas per lot are still not published — ask for the lot schedule before you choose.

Where Taman Merinding Indah sits

Off Jalan OKK Daud in Merinding, on Labuan island — the Federal Territory of Labuan, off the south-west coast of Sabah. The site plan shows the scheme’s entrance directly on Jalan OKK Daud, which runs towards Layang-Layangan one way and Kampung Ganggarak the other, and the developer’s locality map places it near Labuan Matriculation College and the Pancur Hitam and Pohon Batu beaches. The developer gives no distances, so the rows below are marked accordingly.

Labuan is its own market. It is a small island with an economy built on offshore finance, oil and gas support and government services, and it is reached from the mainland by ferry or by air. That makes local rental and resale demand quite specific. Ask for Labuan transaction evidence — not Kota Kinabalu figures — when you judge the price.

Labuan is a Federal Territory — so the federal register applies

Most of my East Malaysia pages explain why a Sabah project will not appear on teduh.kpkt.gov.my, the federal housing register. Labuan is different. It is a Federal Territory, not part of Sabah, so housing development here comes under the federal Housing Development (Control and Licensing) Act 1966 (Act 118), and a licensed project should be listed on teduh with its developer licence, advertising and sale permit, unit count and certified construction progress.

What to check

The teduh register could not be read from the tools I used, and the developer’s brochure prints neither a licence number nor a permit number. The developer is Mui Chew (Labuan) Sdn Bhd (Company No. 888583-D). Ask for the developer licence number and the advertising and sale permit number, then look the project up on teduh.kpkt.gov.my yourself — check that the developer name, the number of units (99, or the count for your phase) and the construction percentage match what you are told. The scheme may be registered as Taman Merinding Indah or as Perpaduan Merinding, so search both names. If it is not there, ask why before you pay anything.

Land. Labuan land is administered by the Labuan land office (Pejabat Tanah Labuan) under the National Land Code. The fact sheet gives a 99-year lease expiring in 2117; ask for the title status of the master title and when individual titles are expected.

Foreign buyers

The rules for non-citizens in Labuan are not the same as Sabah’s, and I have not found a reliable published figure for a Labuan minimum price or consent process for this kind of house. If you are not Malaysian, get written confirmation for the specific lot and price from a Labuan conveyancing lawyer before you pay anything, and budget for the flat 8% stamp duty on residential purchases by non-citizens since 1 January 2026.

Track record

About the developer

The developer is Mui Chew (Labuan) Sdn Bhd, Company No. 888583-D, named on the developer’s brochure with its office at Lot 73, 1st Floor, Merinding Garden (Shoplot), Jalan OKK Daud, 87000 Labuan — the same road as the project. The brochure brands the scheme Perpaduan Merinding.

Track record. The developer fact sheet lists three completed projects: Taman Pantai Avenue, Taman Genggarak and Taman Tanjung Aru. I have not been able to verify these independently, so treat them as the developer’s own statement: ask where they are and when they were handed over, and go and look at one — a finished terrace by the same builder tells you more than any render.

What to check. Every licensed housing developer in a Federal Territory must hold a licence under Act 118, and the licence number and the advertising and sale permit number must appear on its advertisements and in the sale and purchase agreement. The brochure I read prints neither. Ask for both, search them on teduh.kpkt.gov.my — the register shows the company’s name, the project and its certified progress — and confirm the company’s registration details with SSM, the Malaysian companies registry.

A web search on the company name found no court case, winding-up notice or adverse press report. That is not a clean bill of health — I have not searched the court registry itself — so a company search and a litigation search are still worth doing before you sign.

Where is Taman Merinding Indah located?

Taman Merinding Indah is off Jalan OKK Daud in Merinding, on Labuan island, in the Federal Territory of Labuan — not in Sabah.

The developer’s site plan shows one entrance on Jalan OKK Daud, which runs towards Layang-Layangan one way and Kampung Ganggarak the other, and its locality map places the scheme near Labuan Matriculation College and the Pancur Hitam and Pohon Batu beaches, without distances. Transaction portals also list a separate Taman Merinding of double-storey terraces in the Ganggarak and Merinding area; this single-storey scheme is the one the brochure calls Perpaduan Merinding.

No land area per lot has been published, so ask for it. On the plan, Bedroom 1 and the master bathroom sit away from the outside walls; ask how they are lit and ventilated.

Is Labuan part of Sabah?

No. Labuan is a Federal Territory, administered federally since 1984. Federal housing law applies, and land is administered by the Labuan land office under the National Land Code.

In practice that means the project should be on the federal teduh.kpkt.gov.my register, and the foreign-buyer rules are not Sabah’s.

What are the prices at Taman Merinding Indah?

I am not publishing a developer price here. Brickz transaction records list four landed transactions under the Taman Merinding Indah name, with a median of RM468,000 and a range of roughly RM398,000 to RM498,000, as at September 2026. Brickz’s RM241 per sq ft works out at about 1,900 sq ft, so it appears to be measured on land area, not on the 930 sq ft built-up — and it is larger than the roughly 1,530 sq ft an intermediate lot scales to on the measurement drawing, so those records may be end lots or another part of the taman.

Recorded transactions are not the developer’s price. Ask me for the current price list and I will send it with the lot’s land area.

When will Taman Merinding Indah be completed?

The developer fact sheet estimates completion in December 2026. The scheme is laid out in three phases, so ask whether that date applies to the phase your lot is in.

Ask for the certified construction percentage — the teduh register should show it — and the delivery period in your sale and purchase agreement.

Is there a management fee?

The developer fact sheet states there is no management fee. It is an ordinary terrace street, not a gated strata scheme.

You will still pay quit rent and assessment; ask for the expected amounts.

Can a foreigner buy at Taman Merinding Indah?

I have not found a reliable published figure for the minimum price or consent process that applies to non-citizens buying a house like this in Labuan, and the rules are not the same as Sabah’s.
