Is Taman Seri Valdor worth the drive to Valdor? Four reasons, two checks

This is a late-stage purchase: the houses are standing and most are taken. So the useful questions are narrow ones. Each answer below is drawn from the developer’s advertisement on the housing register or from the register’s own records.

You can walk up to the product

The register’s latest progress return has both house types at 90% built and on track, and the developer’s advertisement names October 2026 for completion. The first sale agreement is dated 18 December 2024, so the 24-month contractual deadline lands on 18 December 2026. Site visits beat renderings at this stage.

Freehold, with a clean encumbrance line

The advertisement is headed ‘Kekal’ (freehold). Its statutory table answers ‘bebanan tanah’ — charges on the land — with ‘tiada’, and the restriction-in-interest line the same way. Plenty of projects carry a bank charge until completion; this one declares none, which your solicitor can verify in one title search.

Two sizes that are different homes

The two-storey house is 1,772 sq ft on 1,302 sq ft of land with four bedrooms and three bathrooms. The three-storey is 2,456 sq ft on 1,572 sq ft with five bedrooms and four bathrooms. Both keep a bedroom and bathroom on the ground floor, the detail families with elderly parents ask me about first.

SJK(C) Kampung Valdor is 509 m away in a straight line, the Valdor rural clinic 551 m and SJK(C) Chong Kuang 951 m. For work, Batu Kawan Industrial Park is 5.9 km and the Valdor industrial area 1.7 km. That mix — village services and industrial payrolls — is the practical case for living here.

An industrial area 1.7 km away and a trunk road through Sungai Bakap mean lorries and shift-change traffic are part of the setting. Stand on the street at 7 am and again at 6 pm before you choose a house, and ask which rows back onto existing neighbours and which onto open land.

Seven left, a permit ending in December, and a shared name

Choice is thin: three two-storey and four three-storey houses were unsold on the register on 5 October 2026. The advertising permit runs to 16 December 2026, so confirm it has been renewed if you sign later. Kim Yong Group’s website has no page for this scheme, and an older, completed Taman Seri Valdor by a different developer is on the register too — make sure any listing you compare is this one.

Thirty-three of the 45 houses are this one. The developer’s advertisement gives 1,772.49 sq ft of built-up area on 1,302.43 sq ft of land, and the register records four bedrooms and three bathrooms. The drawing puts the fourth bedroom and a bathroom on the ground floor, with the master bedroom, two more bedrooms and a family area upstairs. Thirty were recorded as sold on 5 October 2026, so three remain.

Twelve houses add a third floor. The advertisement states 2,455.68 sq ft of built-up area on 1,571.53 sq ft of land; the register records five bedrooms and four bathrooms. The extra level carries a second family area, a fifth bedroom, a fourth bathroom and a balcony, which makes it the type for two generations who want a floor each. Eight were recorded as sold on 5 October 2026, leaving four.

Where Taman Seri Valdor @ Jawi, Penang sits

Valdor is the village north of Sungai Bakap town on the old trunk road between Simpang Ampat and Jawi. The developer’s location plan places the scheme off Jalan Valdor at the Jalan Lima Kongsi turning, beside Taman Bakap Indah — 1.9 km from Sungai Bakap market and 5.8 km from the Jawi toll plaza, both straight-line.

Pinned to the coordinates filed with the national housing register for project 14648-7. They fall on the east side of Valdor village, consistent with the developer’s location plan. Distances are straight-line from that point.

About the word Jawi. People often file this address under Jawi, after the expressway exit most drivers use. On the ground the postcode is 14200 Sungai Bakap and the developer’s own logo reads ‘Valdor, Penang’. Jawi’s toll plaza is 5.8 km south in a straight line, further by road. If your working day starts in Batu Kawan or Bukit Mertajam, test the northbound route through Simpang Ampat as well; it may suit you better than the expressway.

33 + 12 = 45, matching the advertisement

The register lists 33 two-storey terrace houses of 165 sq m and 12 three-storey terrace houses of 228 sq m. The advertisement’s two statutory tables give the same counts, 33 and 12. On 5 October 2026 the unit list showed 30 of the two-storey and 8 of the three-storey houses as sold — 38 in all, with 7 not yet sold.

The permit band, and where it sits against the foreign floor

The permit records RM586,000 to RM710,600 for the two-storey houses and RM796,200 to RM889,700 for the three-storey houses. That is the band on the advertising permit, not the price of any unit. A non-citizen needs a landed home at RM1,000,000 or above in Seberang Perai, and even the top of the three-storey band is short of that, so the scheme is closed to foreign buyers.

Schedule G: 24 months from 18 December 2024

Sales are on the Schedule G agreement for landed property, with the standard 24-month period for vacant possession and no approved extension on record. The first agreement is dated 18 December 2024, giving 18 December 2026 as the last day under that agreement. A buyer signing now has a separate 24-month clock, though the houses should be ready long before it matters.

90% built; permit to watch

Both rows stood at 90% in the latest 7(f) return, marked ‘lancar’ (on track), with no certificate of completion and compliance recorded yet. The advertising permit expires on 16 December 2026 and no later permit is shown. If houses are still unsold after that date, ask to see the renewed permit number before paying anything.

About Kim Yong Group

Kim Yong Group is a Bukit Mertajam business that, by its own website, dates back to 1992 and works in two fields: property development and plumbing. The site’s development page says the group has been developing property since 2010, from modestly priced homes to commercial buildings.

The housing licence for Taman Seri Valdor belongs to KY Maju Development Sdn. Bhd., number 14648, valid from 13 April 2023 to 12 April 2028. The register lists nine projects under it. Eight are in Perak — among them Taman Kurau Maju, Taman Seri Siakap and Taman Sinar 1, which also appear on the group’s website — and Taman Seri Valdor is the only one in Penang.

The advertisement sets out the specification in the usual statutory form: reinforced-concrete frame, cement-brick walls, concrete roof tiles, 600 mm ceramic floor tiles through the living, dining, kitchen and bedroom areas, timber main and bedroom doors and aluminium-framed windows. Building plans were approved by Majlis Bandaraya Seberang Perai under reference MBSP/40/20-64/26(17).

One caveat, stated plainly: this is the only Penang project under this licence, so the register shows no completed Penang scheme by the same company for you to inspect, and the group’s website does not publish a page, gallery or progress photos for it. The compensating fact is that the houses are almost finished. Judge the workmanship on site, and have the defect-liability and late-delivery clauses read to you before signing.

Forty-five terrace houses: 33 two-storey and 12 three-storey. The register and the developer’s advertisement agree on both counts.

It is a single project code, 14648-7, sold under one advertising permit.

Is Taman Seri Valdor freehold?

The developer’s advertisement is headed ‘Kekal’, the Malay term for freehold tenure, and its statutory table records no charge on the land and no restriction in interest.

As with any purchase, the title search your solicitor runs at signing is what settles tenure, and it will also show whether your particular lot is a Bumiputera-quota lot.

What sizes are the two-storey and three-storey houses?

Two-storey: 1,772.49 sq ft built-up on 1,302.43 sq ft of land, four bedrooms and three bathrooms. Three-storey: 2,455.68 sq ft built-up on 1,571.53 sq ft of land, five bedrooms and four bathrooms.

Those are the areas printed on the advertisement for the standard lot. End and corner lots can carry more land; ask me for the lot schedule of the houses still unsold.

Can a foreigner buy a house at Taman Seri Valdor?

No. Seberang Perai sets RM1,000,000 as the minimum for a foreign individual buying landed property, and the permit’s highest figure is RM889,700 — the band on the advertising permit, not the price of any unit.

That floor does not apply to Malaysian citizens, wherever they work. Foreign buyers set on the south mainland should message me with a budget; I will go through state consent, the 3% levy, the three-year resale restriction and the flat 8% stamp duty using projects that qualify.

When is Taman Seri Valdor due for completion?

The advertisement says October 2026. The register showed 90% built and on track that same month, with the completion certificate still to be issued.

The contractual backstop is the Schedule G period: 24 months from your agreement. For the earliest buyers that date is 18 December 2026.

Two-storey or three-storey — which makes more sense?

The two-storey house suits a couple with children: four bedrooms, one of them downstairs, and less stair-climbing. The three-storey adds about 683 sq ft, a fifth bedroom, a fourth bathroom and a second family area, which works when grandparents or adult children need their own level.

Availability may decide it for you. On 5 October 2026 the register showed three two-storey and four three-storey houses unsold. Ask me which lots those are before you fix on a type.

What does a house cost, and what are the running charges?

I can publish one thing only: the government permit band — RM586,000 to RM710,600 for the two-storey houses and RM796,200 to RM889,700 for the three-storey. That is the band on the advertising permit, not the price of any unit. Portal figures are not repeated here.

The advertisement lists no shared facilities and states no maintenance charge. For the price of a specific remaining lot, and written confirmation of any recurring charge, send me a message.

How does it compare with SA Terraces in Simpang Ampat?

SA Terraces is a terrace-house scheme by GUH Development 5.3 km north of here in a straight line, on the Simpang Ampat side. Both were about nine-tenths built on the register when I checked. Taman Seri Valdor is the smaller of the two and sits inside an established village, with two schools and a clinic within a kilometre.

If your routine points to Bukit Mertajam and the Tambun area, read the Simpang Ampat page. If it points to Batu Kawan, Sungai Bakap or Nibong Tebal, Valdor shortens the drive. I can lay the two side by side for you, type by type.

Who rents in Valdor, and is it convenient to live there?

Daily needs are local: the wet market in Sungai Bakap is 1.9 km away, the district hospital 2.2 km, two Chinese primary schools within a kilometre, and IKEA Batu Kawan 6.2 km — all straight-line.

Tenants in this pocket are mostly people employed in the Valdor and Batu Kawan industrial areas, 1.7 km and 5.9 km away. I do not quote rents. A five-bedroom three-storey house is a family home more than a rental product, so buy the larger type for your own use.

The filed advertisement · on the ministry’s own server

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.
