Six things that decide whether The Vividz suits you

First, the disqualifier. A non-citizen cannot buy here. Kuala Lumpur sets a RM1,000,000 minimum purchase price for foreign buyers of residential property. The published entry price for this project is around RM446,400 and the largest layout is 915 sq ft — at the highest price per square foot that appears in any published figure for this project, 915 sq ft still lands well under RM900,000. Nothing here has been published anywhere near the threshold.

Most launch pages will not tell you who is actually building the tower. Here it is on public record: Binastra Builders Sdn Bhd, RM327,740,000, commenced 9 December 2024, 42 months. That is a level of construction transparency you rarely get on a project this size, and it gives you a way to track delivery that does not depend on the sales team.

The healthcare township is the whole thesis

KL Wellness City is planned around a tertiary hospital, medical specialist suites, laboratories and a central park. If that ecosystem lands, this address inherits a tenant pool no ordinary condominium plot has — visiting doctors, nurses, patients’ families and staff on long postings. That is the argument for buying here rather than 1.6 km north. It is also a bet on another company’s delivery schedule.

484 sq ft is a real constraint, not a marketing size

The entry unit is a one-bedroom of 484 sq ft. That works for one person, or two people who are out most of the day, and it lets well to that same profile. It does not work for a family, and it will not stretch. Buy 689 or 915 sq ft if you have children, and do not let a show unit persuade you that furniture arranged by a stylist reflects how you actually live.

Three stations nearby, none of them at the door

EdgeProp lists Awan Besar, Muhibbah and Alam Sutera on the LRT Sri Petaling line as this project’s transport catchment. That is three stations, which sounds good, and it is — but none of them is a walk-out-the-lobby-and-tap-in distance. EXSIM publishes a dedicated shuttle bus page for the project, which tells you the same thing more politely. Ask for the shuttle schedule and route before you assume a car-free life here.

The facilities list is unusually specific

Most developers publish a pool, a gym and a landscape render. EXSIM has named individual rooms here — a wellness studio and a separate strength gym, a multipurpose hall set up for pickleball and badminton, a herb garden, a grill garden, a cloud lounge at sky level. Specific naming at launch stage is a mild positive signal, because it is harder to quietly delete a room that has a name than a facility that was only ever a render.

Two dates, and they are eleven months apart

The building contract started 9 December 2024 and runs 42 months, which ends around June 2028. EdgeProp’s project record gives a completion of 2029 and its review names the second quarter of 2029. Those are not the same thing — construction completion, certificate of completion and handover are three different milestones. The only date that protects you is the one written into your sale and purchase agreement, and that is the one to ask about by name.

Two blocks, 1,138 homes, 7 shop lots, and a set of numbers that do not all agree with each other. The Bursa filing describes 58 storeys. A major portal describes approximately 57. EXSIM’s own floor plan page runs its level bands only as far as Level 56. All three can be true at once if you count plant floors and roof differently — but you should know that the number in the brochure is not a measured fact.

The first floor plate EXSIM publishes covers levels 8 to 46 — thirty-nine residential levels, the bulk of both blocks. Residential floors starting at Level 8 tells you the podium below carries the car park and the facilities deck, which is standard for a KL serviced apartment on a 2.55-acre plot. If you want to be above the surrounding rooflines but not pay a top-band premium, this is the band to negotiate in.

Four levels get their own floor plate. A separate plate over only four floors usually means the unit mix changes — either a different combination of the three sizes on each floor, or a change in how the corridor and lift core are arranged as the tower steps in. This is the band to ask the sales team about specifically, because it is the one nobody explains unprompted.

The highest residential band EXSIM publishes runs to Level 56, which is the number to hold in your head against the 58 storeys described in the Bursa filing. The gap is almost certainly plant, water tanks and roof, not homes. These are the units that will still have a view after the rest of KL Wellness City is built out — which, on a plot this size in a township this dense, is the one thing worth paying a premium for.

On the unit types there is a discrepancy worth flagging: the official floor plan page shows three, while EdgeProp’s project review lists four and gives Types C and D the same 915 sq ft and the same three-bedroom, two-bathroom configuration. Until EXSIM publishes a reconciled schedule I list the three sizes it publishes itself.

The Vividz sits on a 2.55-acre parcel on Jalan Bukit Jalil Indah 1, Bukit Jalil, Kuala Lumpur, inside the KL Wellness City masterplan — the integrated healthcare township being built around a tertiary hospital, medical specialist suites and a central park. This is the southern half of Bukit Jalil, about 1.6 km from EXSIM’s two other sites in the same suburb.

Two independent property portals publish coordinates for this development that agree to within about 25 metres. I use EdgeProp’s, which is the one behind its own map link. EXSIM does not print a latitude and longitude on the project site.

Your outcome here is tied to somebody else’s masterplan. The pitch for The Vividz is direct access to a 1.3-acre central park and to the healthcare ecosystem of KL Wellness City. EXSIM is building the apartments; it is not building the hospital, the medical suites or the park. Two of the renders EXSIM publishes are labelled Proposed Park by Master Development — which is honest labelling on the developer’s part, and worth taking literally. If the township is delivered as drawn, this address gets an amenity base that no ordinary condominium plot has. If it slips, you own a well-built apartment on a small plot in the southern half of Bukit Jalil.

Use the statutory name for documents, the code for everything else

When your solicitor searches the land office, when your bank checks the scheme, when you want the file — ask for RESIDENSI SERI LESTARI, project code 30357-2. The brand name is what you were sold; the statutory name is what the paperwork is filed under. That gap is not unusual and it is not a warning sign — but it wastes a week if nobody tells you.

The permitted band and the foreign-buyer line

RM461,000 to RM828,000 across 1,138 units is the legal boundary, not an asking price. The Kuala Lumpur minimum for a non-citizen buyer is RM1,000,000, so no unit in this permitted band is available to a foreign buyer. That is a permit fact, not a matter of finding a different unit.

About a quarter built

Components sit between 25.18% and 27.21% on the government file — the developer’s own progress returns under the statutory 7(f) report. Note today’s figure, check again before each progress payment. If it does not move between two of your payments, that is worth a written question.

Status vocabulary is fixed: Belum Mula, Lancar, Lewat, Sakit, Siap Dengan CCC / CFO, Permit Telah Dibatalkan. This entry sits in Lancar — no adverse flag.

About Exsim Bukit Jalil City Sdn Bhd

The company that awarded the building contract for this project is Exsim Bukit Jalil City Sdn Bhd, named in a Bursa Malaysia filing dated 3 December 2024. That is worth stating precisely, because at least one property portal attributes the project to a different EXSIM entity. When a company name appears in a stock exchange announcement it has been checked by a listed company’s compliance function, which is a higher bar than a listings database.

The main contractor is Binastra Builders Sdn Bhd, a wholly owned subsidiary of Binastra Corp Bhd (KL:BNASTRA). The contract is worth RM327,740,000, commenced on 9 December 2024, and is to be completed within 42 months. Having a listed main contractor is genuinely useful to a buyer: Binastra reports its order book to the market every quarter, so if this job stops being reported you will hear about it from a source that has no incentive to reassure you.

One disclosure from that same filing that you will not find in any brochure. Lee Seng Yong holds a 12.95% stake in Binastra and is an executive director of it, and he separately holds a 5% stake in Exsim Bukit Jalil City through TRE Towers Holding Sdn Bhd. Binastra told the exchange the award was not a related party transaction because Lee is not a director of Exsim Bukit Jalil City. That is a lawful position and I am not suggesting otherwise. I mention it because a buyer is entitled to know that the developer and the builder share a shareholder, and to weigh that when assessing how hard one will push the other on cost and programme.

EXSIM itself is a private group with no published accounts. What it does publish is quarterly site photographs, and for The Vividz the series runs from the third quarter of 2025 to the third quarter of 2026 without a gap — five consecutive quarters.

How many storeys is The Vividz — 56, 57 or 58?

All three numbers are in circulation and they come from different kinds of source, so here they are with their provenance.

Binastra’s Bursa Malaysia announcement of 3 December 2024 describes the job as two blocks of a 58-storey serviced apartment. That is a filing by a listed company about its own contract, which is the strongest source of the three.

PropertyGuru’s project record describes a structural height of approximately 57 storeys. EXSIM’s own floor plan page runs its published level bands to Level 56 and no higher.

The likeliest reconciliation is mundane: 56 residential levels, with plant rooms, water tanks and roof structure making up the difference. Nobody is being dishonest. But if a salesperson tells you the top floor is 58, ask which level number is on the unit you are being sold.

How much does a unit at The Vividz cost?

Three different entry prices are in public circulation, which by itself tells you not to plan on any of them.

Marketing pages quote from RM446,400. EdgeProp’s June 2026 review says from approximately RM446,000. EdgeProp’s own project record shows a starting figure of RM460,822. All three refer to the 484 sq ft Type A.

Run the arithmetic and the entry unit sits somewhere around RM920 to RM950 per square foot. EXSIM has not published a full price schedule for this project the way it did for The Kingswoodz, so I cannot give you a verified ceiling.

What I can do is get the current schedule and the stack availability from the developer. Message me with the size and the level band you want.

Can foreigners or Singaporeans buy at The Vividz?

No. Kuala Lumpur applies a RM1,000,000 minimum purchase price to non-citizens buying residential property, and nothing published for this project comes close.

The arithmetic is simple. The entry unit is 484 sq ft at roughly RM446,400 to RM460,822. The largest layout is 915 sq ft. Even applying the highest per-square-foot figure implied by any published price here, a 915 sq ft unit lands under RM900,000.

None of the Johor rules apply in Kuala Lumpur, and I mention that because a lot of Malaysian property content mixes the two. There is no state levy here. Consent for a foreign purchase in the Federal Territory goes to the Land Working Committee under section 433B of the National Land Code.

If you are a non-citizen and Bukit Jalil is where you want to be, the entry-level stock in this suburb is simply not open to you. Tell me your budget and I will show you what is.

Who is actually building The Vividz?

Binastra Builders Sdn Bhd, a wholly owned subsidiary of the Bursa-listed Binastra Corp Bhd. The contract is RM327,740,000, it commenced on 9 December 2024, and the construction period is 42 months.

That information comes from Binastra’s own announcement to Bursa Malaysia dated 3 December 2024, which also identified the awarding company as Exsim Bukit Jalil City Sdn Bhd.

There is one shareholding overlap disclosed in the same announcement that you should be aware of. Lee Seng Yong owns 12.95% of Binastra and is an executive director there, and he also holds 5% of Exsim Bukit Jalil City through TRE Towers Holding Sdn Bhd. Binastra stated the award was not a related party transaction because he is not a director of the developer.

I am not raising this as an allegation. I raise it because when a developer and its contractor share a shareholder, the commercial tension that normally keeps a job on programme is slightly softer, and a buyer is entitled to factor that in alongside the quarterly progress photographs.

When will The Vividz be completed and handed over?

There are two dates and they are not the same, so treat them separately.

The construction contract runs 42 months from 9 December 2024, which puts contractual construction completion at around June 2028.

The completion figure published on property portals is 2029, with EdgeProp’s review naming the second quarter of 2029. The gap between the two is where testing, certification, defect rectification and the handover process live — that sequence routinely takes six to twelve months after the structure and finishes are done.

The only date that binds anyone is the one in your sale and purchase agreement, because the liquidated damages clause attaches to it. Ask for that date in writing before you pay the booking fee, not after.

What does KL Wellness City actually give me as a resident?

Two things, and it is worth being precise about which is which.

What is contracted to you: EXSIM is building the apartments, the podium facilities and 7 retail lots at street level. Your service charge maintains those.

What is promised by somebody else: the 1.3-acre central park, the tertiary hospital, the medical specialist suites and the wider healthcare and commercial components are part of the KL Wellness City masterplan and are being delivered by the master developer. EXSIM labels two of its own renders as showing a park proposed by the master development, which is a piece of honesty worth crediting.

The practical consequence is that your rental thesis has a dependency. If the hospital and specialist suites open on schedule, this becomes a genuinely differentiated address with a tenant pool that ordinary Bukit Jalil condominiums do not have. If they slip, you own a compact apartment near Pavilion Bukit Jalil, which is a perfectly reasonable thing to own but not the thing you were sold.

Before you commit, ask the sales team for the master developer’s current construction timeline for the hospital, and ask for it in writing.

Which level band should I buy in?

EXSIM publishes three floor plates: levels 8 to 46, levels 47 to 50, and levels 51 to 56.

Levels 8 to 46 is thirty-nine floors and the bulk of the building. This is where the supply is, which means it is where the negotiating room is. If you are buying to let, this band is where the yield maths usually works best.

Levels 51 to 56 is six floors at the top. On a 2.55-acre plot inside a township that is still being built out, height is what protects a view from being blocked by the next phase. If you are buying to live in and the outlook matters, pay the premium here rather than in the middle.

Levels 47 to 50 has its own plate for only four floors, which normally signals a change in unit mix or core arrangement. Nobody explains this band unless you ask, so ask.

Is 1,138 units on 2.55 acres too dense?

It is dense, and the number that matters is not units per acre but units per lift core. Two blocks of 569 units each, over roughly 49 residential levels, works out to about twelve households per floor per block.

That is manageable if the lift provision is right. Ask how many lifts serve each block and how many are goods lifts, because on a building this tall the answer decides your morning for the next thirty years.

On facilities, the podium serves 1,138 households. The seven retail lots at street level help in a way people underestimate — a convenience store and a coffee shop in your own building removes a surprising number of car trips.

On the resale side, remember that Bukit Jalil is absorbing roughly 3,700 EXSIM units and 1,260 units at Ren Residence within the same window. NAPIC recorded 3,668 unsold completed homes in Kuala Lumpur in the first quarter of 2025, concentrated in cheaper high-rise bands. Buy the specific unit and the specific rent, and do not assume the suburb’s reputation clears your stock for you.

What is the tenure and the maintenance fee at The Vividz?

Leasehold. Both major portals record the tenure as leasehold, and neither publishes the number of years or the expiry date. EXSIM does not publish it on the project site either.

That is a genuine gap and I am not going to fill it with a guess. The lease term is on the title, it will be stated in the sale and purchase agreement, and you should read it before you sign. For comparison, EXSIM’s Kingswoodz parcel 1.6 km north carries a 99-year lease expiring 4 March 2123 — but that is a different parcel and tells you nothing definitive about this one.

On maintenance fee, no rate has been published. A serviced apartment with this facility count typically charges more per square foot than a plain residential-title condominium, and utilities are usually on commercial tariffs.

The Vividz or the other EXSIM projects in Bukit Jalil?

Three EXSIM sites, one suburb, and they are aimed at different budgets. Pick on ticket size first, then on location.

The Vividz is the cheapest entry: 484 sq ft from around RM446,400, inside KL Wellness City, in the southern half of Bukit Jalil about 730 metres from Pavilion Bukit Jalil. Choose it if the smallest possible ticket, the retail at street level and the healthcare township thesis are what you want.

The Kingswoodz, 1.6 km north, runs RM485,875 to RM881,820 on a printed permit, 474 to 904 sq ft, completion December 2028. Choose it if you want a published price schedule and an earlier handover.

The Queenswoodz, next door to Kingswoodz, runs 807 to 1,410 sq ft with a dual-key option and a 2029 target. Choose it if you need three or four bedrooms.

One thing all three share: no unit at The Vividz or The Kingswoodz has a published price near the RM1,000,000 foreign-buyer floor. Only the largest Queenswoodz layouts might.

Get the real entry price, the real level band, and the real handover date

Three different entry prices are in public circulation for this project and none of them is a price list. What matters is what a specific unit on a specific floor costs today, whether it is in the 8-to-46 band or higher, and which handover date the developer is prepared to write into the agreement.
