Noordinz Suites @ George Town at a glance
The government housing register settles the questions this page used to leave open. Noordinz Suites is KPKT project 30571-1, licensed to EXSIM Noordin Sdn Bhd: 603 serviced suites in one 29-storey block, advertising permit valid to 20 November 2026, 45.37% built and reported on track. The permit carries a price band of RM682,870 to RM1,084,335 — the band on the advertising permit, not the price of any unit. Penang Island's floor for a non-citizen buying strata is RM1,000,000, so most of the building is below the foreign-buyer floor and only units at the top of the band can qualify. Tenure is still not stated by the developer.

What this address is, and what it is not
The pitch is 1800s Penang on the Weld Quay waterfront. The reality is a small-format rental tower with a documentation gap. Both are true.
A dual key that is one bedroom
The Type B plan labels Pantry, Living, Bedroom, Bathroom, Powder Room and two A/C ledges. It splits into two lettable spaces, but it is a one-bedroom unit. Price it as one.
The Weld Quay corner is genuinely rare
Gat Lebuh Noordin meets Pengkalan Weld at the working edge of old George Town. Whatever else is uncertain here, the address is not replaceable — there is very little developable frontage left on that side.
The permit is on the register, not the website
Neither noordinz.com.my nor exsim.com.my displays a licence or permit number. The KPKT register does: developer licence 30571/09-2028/0246(A), advertising permit 30571-1/11-2026/1257(A)-(S), valid to 20 November 2026. G'Vinton across town prints the same details on its front page.
Two SSM numbers for one developer
1036292-D on the contact page, 1094279-X on the terms page. This is not a minor typo — the vendor's identity is the first line of your S&P. Get it confirmed in writing.
It is genuinely being built
Quarterly site photographs from Q1 2025 through Q3 2026 are on the developer's own site progress page. Whatever the paperwork gaps, this is not a project that exists only in renders.
Heritage status is unresolved
A 29-storey tower in the quarter where the 18-metre heritage control applies needs an explanation, and the developer has not published a lot number that would let anyone check. Verify before you commit.
The whole development, decoded
Two layouts and nothing else. That is not a shortcut in the marketing — it is the entire product. A 377 sq ft studio and a 603 sq ft dual key, stacked in two residential runs, Level 7 to 13A and Level 15 to 27. A building with one bedroom count and one dual-key option has a very narrow buyer pool on resale, and every owner in it will be letting into the same tenant market at the same time.
What is actually inside the tower
Type A · Studio 377 sq ft
Read off the developer's own drawing, the rooms labelled are Pantry, Bathroom, Bedroom and A/C Ledge — one bedroom, one bathroom, 35 square metres. This is the format EXSIM builds better than most, and in a city-centre letting market it is the unit that fills fastest. It is also the unit that competes with every other studio being handed over in George Town at the same time.
Type B · Dual key 603 sq ft
The official plan labels Pantry, Living, Bedroom, Bathroom, Powder Room, A/C Ledge 1 and A/C Ledge 2. So it is a genuine dual key with two air-conditioned zones and a second WC — but it is not a two-bedroom. If your rental model assumes two bedrooms letting separately, rebuild it. Fifty-six square metres, and the same square footage number as the unit count, which is a coincidence worth not confusing yourself with.
The two residential runs
The developer publishes two stacking drawings and no others: Level 7 to 13A, and Level 15 to 27. Residential accommodation therefore begins at Level 7 — which is consistent with a facility deck below it — and stops at 27, which is why the storey count and the facilities page disagree so badly. Which stack you are in decides your outlook over the Penang Strait and your distance from the lift core, and neither is something a floor plan alone will tell you.
The facilities list, and the one you should ignore
This list is built from the named spaces in EXSIM's own gallery for this project. Do not use the facilitiesPlan page on the project website. It lists “Level 36 The Rain Drops” — a Level 36 facility deck is impossible in a 29-storey tower whose own floor plans stop at Level 27, and the botanical naming matches none of this project's imagery. It is a template left over from a different EXSIM development.

Both layouts are read directly off the developer's own layout-plan drawings, including the room labels. Note what the dual key actually is: one bedroom, one bathroom and a separate powder room, with two air-conditioner ledges — not two bedrooms. Anyone selling you a “two-bedroom dual key” here is describing a unit that does not exist.

Where Noordinz Suites @ George Town sits
The corner of Gat Lebuh Noordin and Pengkalan Weld — the Weld Quay waterfront in the south-eastern quarter of George Town, the oldest and most tightly controlled part of the city. The developer publishes no lot number and no postcode for the site; the addresses it does publish are the Kuala Lumpur head office and a sales gallery inside MBF Tower on Jalan Sultan Ahmad Shah.
Pinned to the coordinates filed with the national housing register for project 30571-1 (5.409816, 100.333401), about 60 metres from the Gat Lebuh Noordin and Pengkalan Weld junction. Distances below are straight-line from that point. Ignore the 5.341528, 100.30697 pin that circulates on one Penang property portal — it is about 8 km south of Weld Quay.

603 on the register, 603 on the developer's sites
The unit count agrees across both official sources, and the register's 1–2 bedroom, 1–2 bathroom range covers the two published layouts — the 377 sq ft studio, and the 603 sq ft dual key, which the developer's drawing shows as one bedroom plus a separately lettable living zone and a powder room. The split between the two types is still not published.
What the permit price band tells you — and what it doesn't
The advertising permit records RM682,870 to RM1,084,335. That is the band the developer is permitted to advertise within, not the price of any unit. Penang's floor for a non-citizen buying strata on the island is RM1,000,000, so most units sit below the foreign-buyer floor, and only units priced at the very top of the band can qualify — eligibility is decided unit by unit at the actual SPA price, with state consent.
The delivery clock is 48 months, to 1 June 2028
The sale and purchase agreement is Schedule H (strata). The register records the original 36-month delivery period, running from the first SPA on 1 June 2024 to 1 June 2027, and an approved 12-month extension that takes vacant possession to 1 June 2028. If you sign now, the delivery date in your own agreement is the one that counts — read it before you sign.
45.37% built, and a permit to renew
The latest 7(f) return reports 45.37% complete and lancar (on track); no CCC or vacant possession yet. The advertising permit expires on 20 November 2026; if you are offered a unit after that date, ask to see the renewed permit before any money changes hands.
About Exsim Noordin Sdn Bhd (EXSIM Group)
The developer entity is Exsim Noordin Sdn Bhd, part of EXSIM Development Sdn Bhd, Registration No. 201301038033 (1067862-K). EXSIM is a Kuala Lumpur group with a long record in design-led compact serviced residences, and its work has collected FIABCI world-level awards. On product design there is real competence here.
On disclosure there is a problem, and I am going to state it plainly because it is the most important thing on this page. The developer's own website gives two different company registration numbers for itself. The contact page reads 201301006449 (1036292-D) with a Millerz Square address in Old Klang Road. The terms and conditions page reads 201401018192 (1094279-X) with a registered office in Jalan Jalil Jaya 2, Bukit Jalil. Both are on noordinz.com.my. Only one can be the vendor on your sale and purchase agreement.
The statutory details are on the government register rather than the websites. KPKT lists EXSIM Noordin Sdn Bhd (developer code 30571) with developer licence 30571/09-2028/0246(A) and advertising permit 30571-1/11-2026/1257(A)-(S), valid 21 November 2023 to 20 November 2026, for 603 units. Neither official website prints those numbers, and the land tenure is still not stated anywhere by the developer — ask for it in writing.
For owners who want the suite let rather than lived in, the developer's material names Mana Mana Hospitality as the short-stay operator option. Whether you join it, and on what terms, is a separate agreement from your SPA — read it on its own.
What EXSIM does publish, and does publish properly, is construction evidence: quarterly site photographs running from Q1 2025 to Q3 2026. That is a genuine mark in its favour — the building is going up and being documented. Read the photographs together with the register's 45.37% figure — the two should tell the same story.

Frequently asked questions
Can a foreigner buy at Noordinz Suites?
Only at the very top of the building's price range, if at all. Penang Island requires a non-citizen to pay at least RM1,000,000 for a strata unit, and the government permit band for Noordinz Suites runs from RM682,870 to RM1,084,335. That band is what the developer may advertise within, not the price of any unit — but it tells you that most suites here fall below the floor.
If a specific unit is priced at RM1m or more, a foreign buyer can apply for state consent. Budget for the 3% state levy (1.5% for island strata between RM1m and RM1.5m), the flat 8% stamp duty for non-citizens on residential property since 1 January 2026, and a three-year wait before resale.
If you want certainty rather than a borderline unit, ask me about the duplexes at G'Vinton, which sit clearly above the threshold.
Does Noordinz Suites have an advertising permit?
Yes. The KPKT housing register lists advertising and sale permit 30571-1/11-2026/1257(A)-(S), valid from 21 November 2023 to 20 November 2026, held by EXSIM Noordin Sdn Bhd under developer licence 30571/09-2028/0246(A). An earlier version of this page said no permit was published; that was wrong for the register and is corrected here.
What is still true is that neither noordinz.com.my nor exsim.com.my prints the licence and permit numbers. The register is the place to check them, and anyone can do so at teduh.kpkt.gov.my with project code 30571-1.
The permit expires on 20 November 2026. If you are signing after that date, ask for the renewed permit first.
Is it freehold?
The developer does not say. Not on the project microsite, not on the EXSIM corporate page, and the government register record does not carry a tenure field either. The word freehold appears only on agent and listing sites.
That is a live gap, not a technicality. Tenure changes your bank margin, your resale pool and your exit horizon. Ask for the title details in writing and have your solicitor search the title before you sign.
What is the difference between this and G'Vinton?
Location first. Noordinz is on the south-east waterfront at Weld Quay, in the quarter where George Town's heritage height control applies. G'Vinton is on Jalan Sultan Ahmad Shah on the north-west side, outside those zones.
Product second. Noordinz gives you a 377 sq ft studio or a 603 sq ft dual key; G'Vinton gives you 387 sq ft, 474 sq ft, or a 1,356 sq ft duplex. Noordinz has 603 units, G'Vinton has 508.
On paper the two now look alike: both have a registered licence and permit and a published permit band. Noordinz's band tops out at RM1,084,335 and is mostly below the RM1m foreign-buyer floor; G'Vinton's runs RM715,000 to RM2,219,000. Noordinz must deliver by 1 June 2028, G'Vinton by September 2028. The remaining gap is tenure — G'Vinton states freehold, Noordinz states nothing.
If your priority is the waterfront address and a dual-key rental split, this is the product. If you are a foreign buyer, G'Vinton is the easier fit.
Is the dual key really two bedrooms?
No. The developer's own Type B drawing labels a Pantry, Living, Bedroom, Bathroom, Powder Room and two air-conditioner ledges. One bedroom. One full bathroom. One powder room.
The two ledges tell you it is designed to be split into two independently cooled, independently locked spaces — which is what a dual key is for. But if you underwrite it as two bedrooms at two bedroom rents, your yield model is wrong by a wide margin.
This is exactly the kind of thing that gets glossed over in a five-minute sales gallery conversation, and it is the reason I would rather send you the drawing than describe it.
When will it be completed?
The register gives a hard deadline: vacant possession by 1 June 2028. The Schedule H agreement started with a 36-month delivery period from the first SPA on 1 June 2024 (1 June 2027), and a 12-month extension has been approved, making it 48 months.
Progress in the latest 7(f) return is 45.37%, reported on track, and the developer's own quarterly site photographs run from Q1 2025 to Q3 2026. A news report in 2025 put the developer's target at the third quarter of 2027; the legal deadline is the 2028 date.
If you buy now, the delivery date in your own SPA is the one that binds the developer — read it, and the late-delivery damages clause, before you sign.
Is this a heritage-zone building?
Unresolved, and I would rather say so than guess. George Town's UNESCO core zone of about 109 hectares and its buffer zone of about 150 hectares sit in the south-eastern quarter of the city, which is where this corner is, and an 18-metre height control applies within the controlled area.
A 29-storey tower cannot sit inside an 18-metre control without either falling outside the boundary or holding a specific approval. Both are entirely possible. I cannot tell you which, because the developer has not published a lot number to check against the MBPP zone plan.
Have your solicitor confirm the parcel against the gazetted zone map. It is a search, not an argument, and it takes days rather than weeks.
What is the maintenance fee?
Not published by the developer, and I am not going to repeat figures from listing sites that I cannot trace to an EXSIM document.
Ask for the service charge and sinking fund schedule in writing before you run your rental numbers, because a serviced building with a sky pool and a rooftop lounge does not run on a low rate. If you intend to let through the operator, ask separately what the operator deducts.
If the title turns out to be commercial, add commercial water and electricity tariffs and a commercial assessment rate on top. That is not a small adjustment over a ten-year hold.
What would you ask the developer before signing?
The register now answers the licence, permit, price band and delivery date. That leaves five things to get in writing, and I will send the request for you. One: the land tenure and the land title category — residential or commercial. Two: which of the two company registration numbers on the developer's own website belongs to the vendor on the S&P. Three: the price of your specific unit, and whether it is at or above RM1m if you are a foreign buyer. Four: the service charge and sinking fund rate. Five: if you want the unit let, the terms of the Mana Mana Hospitality operator arrangement, as a separate document from the SPA.
None of those is an unreasonable request. A developer that answers all five in writing has told you a great deal about how it will behave until handover.
Check the permit, then the unit
The register now answers the licence, permit, price band and delivery date. What is left is specific to you: the tenure and title category, the vendor's exact company number, the price of the unit you want against the RM1m foreign-buyer floor, and the service charge. I will ask for all of it in writing so you buy with your eyes open.

The unit mix, the permitted price and how far up it is
None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.
Read from teduh.kpkt.gov.my on 2026-10-17, project code 30571-1. Re-read weekly.
What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
How does that compare? Every development on this site, grouped by register status — cancelled, abandoned and behind schedule first.
