V24 at a glance

V24 is KKIP Sdn Bhd’s landed-housing village inside Kota Kinabalu Industrial Park (KKIP) at Sepanggar, Kota Kinabalu, Sabah, first launched in 2010 and now being extended with 64 new double-storey terrace houses in a release called Phase 1B. Stage 3A is 32 houses in Blocks M, N, P and Q, launched in February 2025 according to the developer fact sheet; Stage 3B is another 32 in Blocks R, S, T and U; and a 24-house Stage 2 is still to be announced — about 6.4 acres in all, per the developer’s presentation. Each house has three bedrooms plus a study and three bathrooms. Intermediate houses (Types A and B) are 1,853.72 sq ft built-up on a 6 m × 25 m lot; corner houses (Types A1 and B1) are 1,906.15 sq ft on wider lots. All come with a dry and wet kitchen, a balcony off the master bedroom, an 8 kW rooftop solar system with a battery and an EV-charger isolator, on an individual title with no maintenance fee. The point every buyer must understand is the tenure. The brochures say ‘99 years’, but that is the original term: the fact sheet gives the expiry as 2094, and the developer’s launch presentation says ‘leasehold until 2098 (73 years remaining)’. Either way about 68 to 72 years are left today, not a fresh 99 — which affects how long a bank will lend for, what the house will be worth to the next buyer, and when renewal becomes a real cost. The developer has not published a price; ask me for the current price list.

Six things worth knowing before you book

Three are the reasons people buy here. Three are the checks I would insist on — the first of them is the lease.

A large terrace for the area

About 1,850 to 1,900 sq ft of built-up on a lot 6 m wide and 25 m deep, with three bedrooms, a study, three bathrooms, a dry and wet kitchen and a balcony off the master bedroom. Corner lots take three cars in the porch, intermediate lots two. For a family working in KKIP, Sepanggar or UMS, it is a house rather than an apartment.

Solar and EV-ready from the start

The developer’s presentation specifies a hybrid solar system — 8 kW of panels with a 10 kW battery — and a 35 A weatherproof isolator ready for an electric-car charger. The houses are built from precast IBS panels. The developer’s FAQ sheet says the supply is single-phase, so ask an electrician what charger that supports, and ask who maintains the solar system.

Individual title, no maintenance fee

The developer’s FAQ sheet says the individual titles have already been obtained, and its presentation lists a separate Country Lease (CL) title number for every Stage 3A lot. The fact sheet lists no maintenance fee — so no strata management corporation and no monthly charge. You look after your own house and pay your own quit rent and assessment.

The lease ends in 2094 — or 2098

The fact sheet says 2094; the developer’s presentation says 2098, with 73 years remaining in early 2025; the brochures only say ‘99 years’. That leaves about 68 to 72 years today, and fewer every year you own it. Banks look at the remaining lease when setting the loan tenure and valuation, and so will the next buyer. Ask to see the title for your lot — its expiry date settles the question.

Land size depends on the lot

Every intermediate lot is 1,614.75 sq ft. The eight Stage 3A corners are 2,373, 2,422 or 3,095 sq ft per the developer’s presentation; the Stage 3B brochure quotes corners up to 3,181 sq ft, which is also the figure on KKIP’s web page. Ask for the land area of your specific lot in writing.

Completion status is unclear

KKIP’s chief executive told the Borneo Post in December 2024 that completion was expected by mid-2025; the fact sheet gave Q3 2025; both brochures say ‘24 months from the sale and purchase agreement date’. The Stage 3B brochure of May 2025 advertises an actual show unit and shows solar panels already on a roof, but I could not find a public completion announcement. Ask whether your house is built and whether the certificate of completion and compliance has been issued.

The whole development, decoded

V24 is one of KKIP’s numbered residential villages — V19 Taman Salut Perdana, V21 Residence, V23 Apartmen Malawa Ria and V28 Apartment Seri Malawa are the others. It was launched in 2010. KKIP’s page for the first phase lists two products: Cempaka, 144 terrace houses of 1,853 to 1,906 sq ft built-up with three bedrooms, a study and three bathrooms; and Anggerik, 60 strata-titled townhouses of about 1,255 to 1,278 sq ft with their own gardens. The current release, Phase 1B, repeats the same size of terrace with a modern façade, rooftop solar and EV-ready wiring. The developer’s site plan shows eight blocks of eight: Stage 3A is Blocks M, N, P and Q, Stage 3B is Blocks R, S, T and U, and every block has a corner house at each end (Type A1 and Type B1) with six intermediate houses between them (Types A and B, mirror images). A further Stage 2 of 24 houses in Blocks A to D is marked ‘to be announced’. What changes from house to house is whether you are on an intermediate lot (two-car porch) or a corner lot (three-car porch, more land).

The standard V24 terrace: three bedrooms plus a study, three bathrooms, a dry and wet kitchen and a balcony off the master bedroom, with a built-up of 1,853.72 sq ft. Types A and B are mirror images of each other. Each sits on a lot 6 m wide and 25 m deep — 1,614.75 sq ft — with a porch for two cars in front and a turfed yard behind. The first floor has laminated flooring and the front has an expanded-mesh steel bi-fold gate, per KKIP’s specification list. There are 24 intermediate houses in each stage.

Corner lots

The same plan with a 3-metre side strip, side windows and a porch for three cars; the built-up is 1,906.15 sq ft. There are eight corners in each stage — one at each end of every block. The lots in a block are numbered 1, 2, 3, 3A, 5, 6, 7 and 8 — there is no lot 4 — so the corners are lots 1 and 8. In Stage 3A their land is 2,373, 2,422 or 3,095 sq ft per the developer’s presentation; the Stage 3B brochure quotes land up to 3,181 sq ft. Ask early, and ask for the land area of the specific lot.

Read this first

The lease

The brochures give the tenure as ‘99 years’. That is the length of the original lease, not what is left. The fact sheet gives the expiry as 2094; the developer’s launch presentation says ‘leasehold until 2098 (73 years remaining)’. So about 68 to 72 years remain in 2026 — and you should not have to guess which: the expiry date is printed on the title for your lot, so ask to see it. It matters in three ways: a bank sets the loan tenure and valuation partly on the years left; the next buyer will pay less for fewer years; and extending a lease in Sabah is applied for, usually with a premium, and is not automatic. None of this makes it a bad purchase for a family that will live in it. It means you should price it as a roughly 70-year asset.

V24 floor plans — all four types

The developer’s drawings show four layouts with the same rooms. Type A and Type B are the intermediate houses and mirror each other; Type A1 and Type B1 are the corner houses — the same plan with a 3-metre side strip, side windows and a wider porch. Every block of eight has one A1 and one B1 at its ends and three each of A and B between them. Built-ups are from the developer’s presentation: 1,853.72 sq ft for intermediate lots and 1,906.15 sq ft for corners. On the ground floor: living, dining, dry kitchen, study, a WC and a rear wet kitchen (labelled ‘utility’ on the drawing). On the first floor: the master bedroom with its own bathroom and a balcony, two more bedrooms, and a second bathroom drawn with a door to each of them. What the developer has still not published is the lot-by-lot land area for Stage 3B — ask me for it.

Where V24 sits

Inside Kota Kinabalu Industrial Park at Sepanggar, north of Kota Kinabalu city, in what KKIP calls an education hub. The developer’s brochure puts SK Malawa 850 m away, the Industrial Training Institute (ILP) 1.2 km, Institut Kemahiran MARA 1.7 km and Politeknik Kota Kinabalu 4.1 km; UiTM and UMS are marked on its aerial map between the village and the city. KKIP says Salut Commercial Centre, Indah Permai and Sulaman Sentral are about five minutes away. The aerial map also marks three road accesses into the village — one past ILP and MARDI, one from the main road at the KKIP junction, and one from Salut Commercial Centre past V21 Residence.

A quiet village inside an industrial park. V24 is a low-density housing area, but the roads around it serve factories and the port. Visit on a weekday at shift change, and ask which blocks face the main road.

Why there is no federal register table on this page

Peninsular project pages on this website carry a table read from teduh.kpkt.gov.my, the federal housing register. Sabah is outside that register by design — housing developers here are licensed under Sabah’s own Housing Development (Control and Licensing) Enactment 1978 — so a Sabah project will not appear there however you search.

What to ask for

The licence and the permit, which the brochures print. Both the Stage 3A and Stage 3B brochures show Developer Licence No. 800-1/922/1/5/02519 and Advertising and Sales Permit No. 800-1/922/1/5/02570; ask for copies and check that they are current and cover the stage you are buying. The title and its expiry date. The developer says the individual titles have been obtained and lists a Country Lease (CL) number for each Stage 3A lot; ask to see the title for your lot, read the expiry date on it — that settles 2094 versus 2098 — and have a Sabah conveyancing solicitor check it. The certificate of completion and compliance, if the houses are complete.

Eligibility and foreign buyers

The brochures state that 30% of the houses are reserved for Bumiputera buyers, as in the earlier V24 phase; ask which lots those are. Sabah sets its own minimum price for non-citizens and its own consent process, and the figures quoted conflict (RM1,000,000 in the Bar Council state table; a lower strata figure also circulates) — get written confirmation through a Sabah conveyancing solicitor before paying anything, and budget for the flat 8% stamp duty on residential purchases by non-citizens since 1 January 2026.

Track record

About K.K.I.P. Sdn Bhd

The developer is K.K.I.P. Sdn Bhd (Company No. 281566-D, printed as 199301026828 on the Stage 3B brochure), the company that develops and manages Kota Kinabalu Industrial Park, with its office at the Amenity Centre in KKIP Selatan. By its own account it was incorporated in 1994 as a subsidiary of SEDCO and SUDC — the registration number itself points to 1993 — became a state agency in 1997, and is wholly owned by the Sabah State Government through the Chief Minister (Incorporation) Ordinance, under the state Ministry of Industrial Development and Entrepreneurship. Its chief executive is Lawrence G. Kimkuan.

Besides industrial land and ready-built factories, KKIP has built housing for the park’s workforce since the early 2000s: Apartment Seri Malawa (V28), ground broken in 2003; Taman Salut Perdana (V19), Phase 3 launched in 2009; V24, launched in 2010; Apartmen Malawa Ria (V23); and V21 Residence.

Its most recent delivery is the best evidence. V21 Residence Phase 1 Stage 1 — 1,121 apartments launched in June 2021 — held its occupancy-certificate handover on 12 December 2024, within the 42 months the developer promised. That is a high-rise, not a terrace, but it is the same developer and the same park.

In the public sources I reviewed I found no report of abandonment, litigation or Housing Tribunal claims involving KKIP’s housing projects — which is no adverse record found, not a clean bill of health. Visit the finished earlier V24 houses and ask owners how they have held up.

Who is the developer of V24?

When does the lease expire, and what does that mean for me?

The developer’s documents do not agree. The brochures say ‘99 years’; the fact sheet says the lease expires in 2094; the launch presentation says ‘leasehold until 2098 (73 years remaining)’. So about 68 to 72 years remain in 2026, and the number falls every year. The date printed on the title for your lot is the one that counts — ask to see it. Banks generally look at the remaining lease when setting the loan tenure and the valuation, and some are more cautious as a lease gets shorter — so ask the panel banks what tenure and margin they will give on this title before you book. A 35-year loan taken now would end with about 33 to 37 years left on the lease.

At resale, the next buyer and their bank will look at the same number, which tends to hold back value compared with a fresh 99-year lease nearby. Renewal is possible in Sabah but it is applied for through the Lands and Surveys Department, usually involves a premium, and is not automatic. Ask a Sabah conveyancing solicitor to explain the renewal position for this title in writing.

What is the price of V24 at KKIP?

The developer has not published a price for Stages 3A and 3B that I could find, and I do not publish figures that only appear on sales material. Ask me for the current price list and I will send it with the lot-by-lot land sizes.

Is there a maintenance fee at V24?

The developer fact sheet lists no maintenance fee. The houses are on individual titles — already obtained, according to the developer’s FAQ sheet — rather than in a strata scheme, so you pay your own quit rent and assessment and look after your own house.

Are the V24 houses completed?

The documents differ. The fact sheet gave completion as Q3 2025; both brochures give it as 24 months from the sale and purchase agreement date. The Stage 3B brochure of May 2025 advertises an actual show unit and shows solar panels already on a roof, but I could not find a public completion announcement, and KKIP still lists the stages as open for booking. Ask whether the house you want is built and whether the certificate of completion and compliance has been issued.

Can I renovate a house built with IBS panels?

The developer’s FAQ sheet says yes, with planning: the houses are built from precast IBS panels, and the building plan marks the wall types so that an owner can see which walls may be altered without affecting the structure. The same sheet says the car porch area is piled. Ask for that plan before you design an extension, and get the local authority’s approval first.

Can a foreigner buy at V24?

Sabah sets its own minimum price for non-citizens and runs its own consent process, and the figures quoted for it conflict. The brochures also reserve 30% of the houses for Bumiputera buyers. Get written confirmation for the specific lot through a Sabah conveyancing solicitor, and budget for the flat 8% stamp duty on residential purchases by non-citizens since 1 January 2026.

What has not been published?

The price; the lot-by-lot land areas for Stage 3B; anything about Stage 2 beyond its 24 houses; the exact title expiry date, on which the developer’s own documents differ; whether the houses are complete; and who maintains the solar system. Ask for all of them before you pay a booking fee.
