Six things about One City Height worth knowing before you enquire
Four are reasons a mainland buyer would shortlist it. Two are things to settle first. Every figure here comes from the government housing register, the developer’s advertisement filed with it, or my own straight-line measurement.
A real building, already 43.65% up
The register’s latest return puts the block at 43.65% built and ‘lancar’ (on track), fifteen months after the first sale and purchase agreement. You can stand on Lorong Perniagaan Seri Juru 2 and count the floors yourself instead of judging a scale model.
Three bedrooms in every home
All 148 units are filed with three bedrooms and two bathrooms. There are no studios and no one-bedroom investor stock in the building, which usually means neighbours who are families and long-stay tenants, and a simpler choice for you: floor and position, not layout.
Between two industrial belts
Straight-line, the Bukit Minyak industrial area is 1.4 km away, the Juru toll plaza on the North–South Expressway 1.7 km, and the Batu Kawan Industrial Park 9.0 km. For a household working in either belt, that short commute is the whole argument for Juru.
Most of the building is still open
When I read the register’s unit list, 27 of the 148 homes were recorded as sold and 121 as not yet sold. In practical terms you can still choose your floor and your position on the floor, which is rarely true of a block that is nearly half built.
What is still not published
The register does not record tenure or floor area for this project, and I could not find a working developer website. The developer’s advertisement filed with the register fills most of that gap: freehold tenure, built-up areas of 950 and 1,050 sq ft, three layouts and a specification list. Car parks, the list of facilities and the monthly charges are in neither source, so they stay blank on this page on purpose. I will get them in writing before you decide anything.
A first project under this licence
The register lists exactly one project under World Corporate Construction Sdn Bhd’s developer licence — this one. That is not a fault, but it means there is no delivery record on the register to judge. Read the delivery and defect clauses of the agreement carefully and follow the progress returns.

Where One City Height @ Juru, Penang sits
Juru is in Seberang Perai Tengah on the Penang mainland, south of Bukit Mertajam and north of the Batu Kawan industrial corridor. The block stands on Lorong Perniagaan Seri Juru 2 — 1.7 km in a straight line from the Juru toll plaza on the North–South Expressway and 1.4 km from the Bukit Minyak industrial area. The developer’s own location map, from the filed advertisement, draws the site north of the North–South Expressway, between Jalan Juru and Jalan Bukit Tambun and near SJK(C) True Light.
Pinned to the coordinates filed with the national housing register for project 30807-1. The public map listing for One City Height on Lorong Perniagaan Seri Juru 2 is about 100 m from that point. Distances are straight-line from the register’s coordinates.

I matched it to One City Height by location and building status: it is the only apartment block in this pocket of Juru that the register shows under construction.

148 units on the register, and where they sit
The register files the project as one component of 148 flat / condominium units in a 23-storey building, each with three bedrooms and two bathrooms. Its unit list runs from Level 8 to Level 22: 10 homes on each of 14 floors and 8 on Level 13, which adds up to 148. On the day I read it, 27 units were recorded as sold and 121 as not yet sold.
What the permit band means against the foreign floor
The advertising permit records a minimum of RM462,000 and a maximum of RM554,000. That is the band on the advertising permit, not the price of any unit. On the mainland a foreign individual may buy strata property from RM500,000 and a foreign company from RM1,000,000, so the band straddles the individual floor: eligibility is decided unit by unit at the price in the sale and purchase agreement, with state consent and the state levy on top.
Schedule H, 36 months, no extension on record
The sale and purchase agreement is Schedule H (strata), with the standard 36-month delivery period and no approved extension recorded. The register shows the first agreement dated 17 July 2025, which puts the latest delivery date under that agreement at 17 July 2028. Your own clock runs 36 months from the date of your agreement.
43.65% built, certificate still to come
The latest return reports the block at 43.65% complete and ‘lancar’ (on track). The certificate of completion and compliance and vacant possession are not yet recorded. The advertising permit runs to 10 June 2028, a few weeks before the first agreement’s delivery date, so a renewal is something to watch for if sales continue that long.
About World Corporate Construction
The housing developer’s licence for this block is held by World Corporate Construction Sdn Bhd, developer code 30807, whose business address on the register is in Taman Bagan Jermal, Butterworth. The register lists one project under that licence, and this is it.
The name One City Height does not appear on the register. I matched it to project 30807-1 in two ways: the public map listing for One City Height on Lorong Perniagaan Seri Juru 2 sits about 100 m from the register’s coordinates, and 30807-1 is the only apartment block in this pocket that the register shows under construction. The project code printed on your sale and purchase agreement is the final confirmation — check that it reads 30807-1.
The building next door is a useful reference. Pangsapuri Seri Juru, 135 m away, is a 26-storey block that also has 148 units; it is licensed to a different company, Paramount Garden Sdn Bhd, and the register shows it completed with its certificate of completion and compliance dated 5 April 2024. It shows you what a finished tower in this exact pocket looks like, so visit both on the same trip.
One honest caveat: I could not find a working developer website for One City Height, and the web address printed on the developer’s advertisement did not lead to a developer site when I checked on 5 October 2026. That advertisement, filed with the government register, is my source for the tenure, the built-up areas, the unit mix by type, the specification, the expected completion date and the artist’s impression, location map and floor plans on this page. It does not give car parks, a facilities list or monthly charges, and I have left those blank instead of filling them in from property portals. Ask me and I will get each of them from the developer in writing.

Every one of the 148 units has three bedrooms and two bathrooms. The developer’s advertisement filed with the government register gives two built-up sizes: 950 sq ft for Type A (30 units) and Type A1 (58 units), and 1,050 sq ft for Type B (60 units). The register itself records no floor area.
The three floor plans on this page are the drawings from that advertisement. It does not say which type sits where on each floor, so message me the unit you are looking at and I will tell you its type.
Can foreigners buy at One City Height?
Possibly, unit by unit. The permit band runs from RM462,000 to RM554,000, and the mainland floor for a foreign individual buying strata property is RM500,000 — so a unit priced at or above the floor in the agreement can qualify and one below it cannot. A foreign company needs RM1,000,000 and is therefore out.
A foreign purchase also needs state consent, carries a 3% state levy on approval, cannot be resold for three years, and pays a flat 8% stamp duty as a non-citizen. Bumiputera-quota units are closed to foreigners. Tell me your nationality and I will check the specific unit before you pay anything.
When will One City Height be completed?
The developer’s advertisement filed with the government register gives December 2027 as the expected completion date. The register showed the block 43.65% built and on track in October 2026.
Contractually, delivery is 36 months from your sale and purchase agreement under Schedule H. The first agreement on the register is dated 17 July 2025, so the latest date under that agreement is 17 July 2028.
Which floor and which unit should I choose?
With one bedroom count across the building, the choice is about position. The unit list starts at Level 8, so ask what occupies the floors below, which homes face the industrial side and which face Bukit Mertajam, and how far each is from the lifts on a 10-home floor.
Level 13 has 8 homes instead of 10 — ask me why, because a floor with fewer homes sometimes means a facility on that level or larger corner units. With 121 units not yet sold when I read the register, you still have a real choice.
What is the price and the maintenance fee?
The only public price information is the government permit band: RM462,000 minimum and RM554,000 maximum — the band on the advertising permit, not the price of any unit. I will not repeat figures from property portals.
The monthly maintenance charge and sinking fund are not published. Message me and I will send the current price list, the units still available and the charges in writing.
How does One City Height compare with Forescape @ Metrioplace?
They are 5.0 km apart in a straight line and built for different buyers. Forescape, by Metrio Group in Simpang Ampat, is one 28-storey tower of 398 freehold dual-key serviced apartments. One City Height is a smaller building — 148 freehold homes, all three-bedroom, of 950 or 1,050 sq ft — sold under Schedule H.
If you want a dual-key layout to live in one side and let the other, look at Forescape. If you want a conventional three-bedroom family apartment in a block with fewer neighbours, this is the one to view.
Is Juru practical for daily life or for renting out?
For daily life: the Bukit Minyak Health Clinic is 2.1 km away in a straight line, Juru Auto City with its restaurants 3.5 km, SMJK Jit Sin 3.9 km and AEON Mall Bukit Mertajam 4.3 km. The Juru toll plaza is 1.7 km away for trips to the island across the Penang Bridge, 11.6 km off.
For renting: demand in this pocket comes from people working in the Bukit Minyak industrial area, 1.4 km away, and in the Batu Kawan Industrial Park, 9.0 km away. I do not quote rental figures; ask me what comparable three-bedroom apartments in the completed block next door are actually letting for.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
