Six things about Savana worth knowing before you enquire

Four are reasons a buyer puts it on the list. Two are things to settle first. All six come from Paramount’s own material, The Edge Malaysia or the government register.

A finished tower you can walk through

The register shows Savana 100% built, with its certificate of completion and compliance dated 22 August 2025 and vacant possession on 20 November 2025. That is about 32 months after the first sale agreement of 10 March 2023. You are choosing among real homes with real views, not a show unit.

Freehold — in a township where that was not a given

The developer’s filed advertisement states ‘pegangan bebas’, and The Edge describes Savana as a 3.5-acre freehold project. The same paper reported in March 2026 that the neighbouring Sinaran phase had to be converted from leasehold to freehold. Savana did not need that step.

Five layouts, one of them built to be let

Type A is 912 sq ft (292 homes), Type B 1,184 sq ft (162) and Type C 1,255 sq ft (54), with seven each of the larger C2 and C1 at 1,550 and 1,643 sq ft. Paramount says Type C is the only family with a dual-key entrance, so an owner can live in one part and let the other.

The township’s anchors are a short walk away

Straight-line from the tower: Design Village 307 m, Columbia Asia Hospital Batu Kawan 340 m, the UOW Malaysia KDU campus 475 m and IKEA 895 m. Batu Kawan Industrial Park is 1.6 km away. Few mainland addresses put a hospital, a university and a workplace cluster this tight.

46 homes unsold and the permit has run out

The advertising permit expired on 6 December 2025 and the register lists no newer one. On the day I read it, 46 of the 522 homes were still recorded as unsold, 25 of them in the eight highest floor groups. Ask me which are truly available and on what paperwork they are being sold.

A dense tower beside a building site

The register’s unit list has 17 homes on most floors, so lift waiting and corridor length deserve a visit at 8 am. Seiras, a 43-storey tower by the same licensee, is under construction 148 m away. Paramount’s page does not state the car park allocation or the monthly charges; the filed advertisement mentions parking in front of the unit for certain unit types only, without naming them. I get those in writing.

Inside Utropolis Batu Kawan in Bandar Cassia, Seberang Perai Selatan — the mainland end of the Second Penang Bridge. The Edge places the Batu Kawan interchange 1 km from the township and Penang Island 24 km away by the bridge.

Pinned to the coordinates filed with the national housing register for project 14638-4, which fall on the Savana tower inside Utropolis. Distances are straight-line from that point.

What the map does not tell you. Batu Kawan is a planned town that is still filling in, and living here means driving for most errands beyond the township itself. Working on the island means the Second Penang Bridge toll twice a day and the queue at the Bandar Cassia plaza. The nearest Chinese primary school I measured, SJK(C) Keng Koon, is 3.7 km away in a straight line. And with Seiras rising 148 m away, expect construction traffic until that tower is finished.

522 on the register, 522 on the developer’s advertisement

The register files Savana as one component: 522 serviced apartments in a 36-storey building, with two, three or four bedrooms. The advertisement Paramount filed breaks the same total into 292 Type A, 162 Type B, 54 Type C, 7 Type C1 and 7 Type C2. The unit list is arranged in 34 floor groups — 27 with 17 homes and 7 with 9 — using the register’s own labels, which need not match the lift buttons. On the day I read it, 476 homes were recorded as sold and 46 as unsold. 31 units are flagged as Bumiputera quota; none of the unsold ones carries that flag.

What the permit band tells you — and where foreigners stand

The advertising permit records RM574,000 as the minimum and RM888,000 as the maximum. That is the band on the advertising permit, not the price of any unit. On the mainland, a foreign individual may buy strata property from RM500,000, so the whole band is above the floor; a foreign company needs RM1,000,000, so the whole band is below it. State consent, a 3% state levy on approval and a three-year hold before resale apply, and non-citizens pay a flat 8% stamp duty on residential property. Bumiputera-quota units are closed to foreigners.

Schedule H: 36 months, extended to 48 on paper, delivered in about 32

The sale and purchase agreement is Schedule H (strata). The original delivery period was 36 months, and the register shows an approved extension of 12 months, making 48. Counted from the first agreement of 10 March 2023, that moved the latest delivery date from 10 March 2026 to 10 March 2027. Vacant possession is recorded on 20 November 2025, earlier than either date.

Completed — and one date and one permit to confirm

The register gives the certificate of completion and compliance as 22 August 2025; Paramount’s own site-progress note reads ‘October 2025 – CCC obtained’. I go by the register and flag the difference. The advertising permit expired on 6 December 2025 and no newer permit is listed, while 46 homes are still recorded as unsold. Before you commit to one of them, I will confirm with the developer how those units are being sold.

Track record

About Paramount Property

Paramount Property is the property arm of Paramount Corporation Berhad, which is listed on the Main Market of Bursa Malaysia. It describes Utropolis Batu Kawan as a 44.30-acre self-contained integrated development anchored by the UOW Malaysia KDU Penang University College campus, with residences, flexible office and retail space and a hotel.

The register shows how the township has been built. Fasa 1B — 612 serviced apartments in 18-storey blocks, matching The Edge’s description of Sensasi — received its certificate of completion on 18 October 2019. Fasa 2, 491 homes in two 40-storey towers matching Suasana, followed on 4 November 2020. Sinaran, 964 homes, was certified on 16 February 2024, and Savana on 22 August 2025. Seiras, 411 homes in a 43-storey tower, stood at 44.72% built and on track when I read the register.

The Edge reported in October 2023 that Savana carries a gross development value of RM329 million, that the whole township is slated for completion in 2030 and that about 30% of the land was still earmarked for later mixed-use phases. In July 2025 the same paper reported that Paramount was buying a further 18.97 acres of freehold land in Bandar Cassia, within 600 metres of Utropolis, for a mixed development it plans to start in 2027.

One honest note on track record: three of this licensee’s phases carry approved extensions of the delivery period on the register — 9 months for Fasa 2, 17 months for Sinaran and 12 months for Savana. Savana was handed over before even its original date, but Sinaran’s first agreement is dated 12 June 2020 and its certificate 16 February 2024. With a completed home the delay risk is behind you; what matters now is a careful defect inspection before you sign off on the keys.

Is Savana freehold?

Yes, according to the developer: the advertisement filed with the housing register states ‘pegangan bebas’, which is freehold tenure, and The Edge Malaysia describes Savana as a 3.5-acre freehold project.

The same advertisement notes that the land was charged to CIMB Islamic Bank Berhad as project financing. Your solicitor’s title search is the final word on tenure, the charge and the land-use category of this serviced-apartment title.

What are the unit sizes and layouts at Savana?

Five type codes: Type A at 912 sq ft with 2+1 bedrooms and two bathrooms; Type B at 1,184 sq ft with 3+1 bedrooms and two bathrooms; and the dual-key Type C at 1,255 sq ft with 3+1 bedrooms and three bathrooms. Types C2 and C1 are the larger variants at 1,550 and 1,643 sq ft, seven homes each, both printed with four rooms and three bathrooms on the filed advertisement.

Sizes, unit counts and the drawings are from the developer’s filed advertisement, which counts every room: 3 for Type A and 4 for the other four types. The 2+1 and 3+1 wording is The Edge’s. All five drawings are shown in the layouts section above.

Can foreigners buy at Savana?

A foreign individual can, subject to Penang state consent. The permit band runs from RM574,000 to RM888,000 and the mainland floor for a foreign individual buying strata property is RM500,000, so the whole band clears it. A foreign company faces a RM1,000,000 floor, which the band does not reach.

Expect a 3% state levy on approval, a three-year hold before resale and the flat 8% stamp duty that applies to non-citizens on residential property. Units flagged as Bumiputera quota are closed to foreigners. Tell me the unit you like and I will check its status first.

Is Savana completed? When were the keys handed over?

Yes. The register records the certificate of completion and compliance on 22 August 2025 and vacant possession on 20 November 2025. Paramount’s site-progress note says the certificate was obtained in October 2025; I go by the register.

The first sale agreement is dated 10 March 2023, so the tower was delivered in about 32 months — inside the standard 36-month Schedule H period, even though a 12-month extension had been approved.

Which unit type and floor should I choose?

Decide by use. Type A at 912 sq ft is the layout most owners here hold, so it is the one you will compete with when letting or reselling. Type B is the family home. Type C suits an owner who wants a lockable second suite for a tenant or a parent. C1 and C2 are rare: seven each in the whole tower.

Of the 46 homes the register showed as unsold, 25 sit in the eight highest floor groups, so high floors are where choice remains. Ask for the floor plate to see which stacks face Design Village, which face the university and which will look at Seiras when it tops out. The filed advertisement describes every unit as north–south oriented.

What is the price and the maintenance fee?

The only public price information I repeat is the government permit band: RM574,000 to RM888,000 — the band on the advertising permit, not the price of any unit. I do not quote figures from property portals.

Paramount has not published the monthly maintenance charge or sinking fund on its page. Message me and I send the current price list, the remaining units and the charges in writing.

How does Savana compare with Seiras Residences next door?

Same licensee, 148 m apart, different stage. Savana is finished: 522 homes in 36 storeys, with layouts from 2+1 bedrooms to dual-key. Seiras is on the register as 411 serviced apartments in a 43-storey tower, all three-bedroom, 44.72% built and on track, with its permit valid to 22 September 2027.

Savana lets you inspect the actual unit and collect keys now. Seiras means waiting for construction, in exchange for a newer building with fewer homes. If you need to move in or start letting this year, only one of the two can do that.

Is Batu Kawan practical for daily life or for renting out?

For daily life, the township does the heavy lifting: the Sensasi shops are 255 m away, Columbia Asia Hospital 340 m, the university 475 m and IKEA 895 m. Beyond that you drive, and the island is a toll bridge away.

For renting, the demand sources are students and staff at UOW Malaysia KDU, hospital staff and people working in Batu Kawan Industrial Park, 1.6 km away. Be realistic about supply too: The Edge reported Sensasi 80% and Suasana 60% occupied in October 2023, and Sinaran and Savana have since added 1,486 homes. I do not quote rental figures.

The unit mix, the permitted price and how far up it is

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

The filed advertisement · on the ministry’s own server

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.
