Six things to weigh before you buy a shop or office at Sensasi

Four are reasons a business owner or landlord would look here. Two are questions to answer first. Each one rests on Paramount’s website, The Edge Malaysia or the government register.

Customers who already live upstairs and next door

Add up the housing register for this one township: 612 serviced apartments in the Sensasi phase, 491 in Fasa 2, 964 at Sinaran and 522 at Savana. That is 2,589 completed homes within a few minutes’ walk, and Seiras will bring 411 more. A shop here does not depend on passing cars alone.

A campus and a hospital on the doorstep

Straight-line from the phase, Columbia Asia Hospital Batu Kawan is 124 m away and the UOW Malaysia KDU campus 223 m. Paramount’s own pitch for these lots is the daily flow of students, residents and visitors, plus office and factory executives from the surrounding developments.

A trading address, not a promise

Sensasi is finished. The register dates the certificate of completion for the phase’s apartments to 18 October 2019, and The Edge reported the phase completed and 80% occupied in October 2023. You can stand outside at lunchtime, count the shutters that are up and talk to the people running the shops.

Freehold title on the commercial lots

The Edge describes Sensasi as a 5.3-acre freehold development. That is worth noting inside Utropolis, because the same newspaper reported in March 2026 that the Sinaran phase was leasehold until its owners went through a conversion. Have your solicitor confirm the tenure and the land-use category of the specific lot.

Reported fully sold, yet still on the developer’s site

The Edge wrote in October 2023 that Sensasi was fully sold and had its certificate of completion. In October 2026 Paramount’s website still carries a Sensasi page with a commercial e-brochure and a registration form. So the first thing to establish is what is actually for sale — a lot the developer still holds, or an owner’s resale — because the paperwork and the negotiation differ.

Competition is close and the key numbers are not public

Design Village Outlet Mall is 419 m away and IKEA Batu Kawan 892 m, and the township keeps adding shops of its own: The Edge counts 16 retail units at Sinaran Avenue, and Seiras Avenue is being sold now. The e-brochure gives size bands and draws a commercial car park above the shops, but the measured area of each lot, the service charges, the parking terms and the permitted trades are not published. I get them in writing.

At the heart of Utropolis Batu Kawan in Bandar Cassia, Seberang Perai Selatan, on the mainland side of the Second Penang Bridge. The developer describes the spot as Penang’s fast-growing central business district, with quick access to the North-South Highway and the bridge.

Pinned to the coordinates the housing register files for Utropolis Batu Kawan Fasa 1B (14638-1), the apartments of the Sensasi phase — about 40 m from the point Google Maps labels as Sensasi. Distances are straight-line from that pin.

What the map does not tell you. Being 419 m from Design Village and 892 m from IKEA cuts both ways: those two pull weekend crowds into Batu Kawan by car, but whether any of those shoppers walk on to a Sensasi shopfront is something only a site visit answers. A university crowd also thins out between semesters. Go three times before you decide — a weekday lunch hour, a Saturday evening and a day during the semester break — and look at where people actually park.

About Paramount Property

The Edge names Paramount Property (PW) Sdn. Bhd. as the developer of Utropolis Batu Kawan and calls the township a 44.3-acre self-contained, integrated commercial stratified development. The company belongs to Paramount Corporation Berhad, a Main Market company on Bursa Malaysia, and appears on the housing register as developer no. 14638.

Sensasi came first. On the register, the apartments of this phase are Utropolis Batu Kawan Fasa 1B: 612 serviced apartments of 46 to 68 square metres in 18-storey blocks, with a first sale agreement on 6 March 2017 and the certificate of completion on 18 October 2019 — roughly 31 months, with no extension of the delivery period on record. The 196 offices and shops belong to the same phase but, being commercial, are not listed there.

What followed matters to anyone opening a business here. Suasana added 491 homes in 2020, Sinaran 964 homes and 16 retail units in 2024, and Savana 522 homes in 2025; Seiras Residences is under construction with 411 more, alongside the Seiras Avenue shops. The Edge also reported that about 30% of the township’s land was still reserved for later residential, office and commercial phases, and that Paramount is buying another 18.97 acres within 600 metres. Every phase adds customers. Most of them add competing shopfronts too.

One honest caveat: nobody publishes the commercial numbers. There is no public tenant list, vacancy rate or service charge for Sensasi, and the 80% occupancy figure from The Edge is three years old and does not separate shops from apartments. Treat this page as a starting point and let your own count of open shops, on your own visit, carry more weight than any figure here.

196, according to The Edge Malaysia, which describes them as commercial offices and retail shops. The newspaper does not say how many are offices and how many are shops.

The developer’s commercial e-brochure draws them on three levels: 53 lots on Level 1, 72 on Level 2 and 71 on Level 3, which adds up to the same 196. They share the phase with 612 serviced apartments, which the housing register files as project 14638-1 in 18-storey blocks.

Is Sensasi freehold?

The Edge describes Sensasi as a 5.3-acre freehold development, and the commercial e-brochure linked from the developer’s own Sensasi page prints the word Freehold on its cover and among its reasons to invest.

Tenure is not uniform across Utropolis: the Sinaran phase was leasehold until a conversion reported in March 2026. For a commercial lot, ask your solicitor to confirm the tenure, the strata title and the permitted use on the title before you sign.

What sizes are the shop and office lots?

The developer’s commercial e-brochure gives three size bands, not a figure for each lot: Type A from 420 to 1,280 sq ft, Type B from 1,300 to 1,800 sq ft and Type C from 1,801 to 3,500 sq ft. The level plans above are colour-coded by band. Most lots are Type A or Type B; Type C is drawn at only a few lots — four on Level 1 and two on each of the upper levels.

The brochure does not print the measured area of an individual lot, and I do not copy sizes from property portals. Tell me whether you want a shop or an office and roughly how much space your business needs, and I send the measured area of the lots that match.

Can foreigners or foreign companies buy a commercial lot at Sensasi?

Commercial property is not judged by the residential rules. Penang’s price floors for non-citizens buying homes, and the flat 8% stamp duty on residential purchases by non-citizens, are residential rules and do not simply carry over to a shop or an office.

A foreign individual or a foreign company still needs Penang state consent to buy commercial property, and the conditions differ between the two. Tell me who the buyer will be and I confirm the position for your lot before anything else.

Is Sensasi completed?

Yes. The Edge reported the phase completed in October 2023, and the housing register shows the apartments of the same phase with a certificate of completion and compliance dated 18 October 2019.

The register covers housing only, so that certificate date is for the apartments. I ask the developer for the certificate that covers the commercial lot you are buying.

Which lot should I choose — a shop or an office, and where in the block?

Start from your trade. A food or convenience business lives on visibility and on the walking route between the apartments, the campus and the car park; a clinic, tuition centre or professional office can sit on a quieter frontage if parking and signage work. Ask what trades the management body permits before you fall for a particular lot.

Then look at the level plans above with me: which lots face the university side, which face the internal street, where the lifts and loading bay are, and which neighbours are already trading. I mark those on the floor plate for you.

What is the price, and what are the service charges?

There is no public price I can quote. Shop and office lots are not on the housing register, so there is no advertising-permit band for them, and I do not repeat figures from property portals or listings.

Service charge, sinking fund, assessment and the car park arrangement for commercial owners are not published either. Message me and I send the current price list and the charges in writing.

Should I buy a Sensasi shop or a Savana apartment to let?

They are different assets in the same township. Savana, 255 m away, is a completed tower of 522 freehold serviced apartments; a home there is let to a household or students and follows the residential rules for foreign buyers. A Sensasi lot is let to a business, on a commercial tenancy, and its value follows how well that business trades.

A residential tenant is easier to replace; a good commercial tenant tends to stay longer but takes longer to find. If you have never owned commercial property, read the Savana page as well and ask me to set the two side by side for your budget.

Is there enough footfall for a shop in Batu Kawan?

The base is real: 2,589 completed homes in Utropolis on the housing register, a university campus 223 m away, a private hospital 124 m away and Batu Kawan Industrial Park 1.6 km away. Design Village and IKEA bring weekend visitors into the area.

The limits are real too. Student numbers dip between semesters, shoppers at the big destinations arrive and leave by car, and more shop units keep opening in the township. I do not quote rental figures; I would rather take you there on a weekday and a weekend so you can judge with your own eyes.
