Six things about Mezon @ Park Enclave to weigh before you enquire
Four are reasons a buyer would shortlist it. Two are things to settle first. All six come from Aspen’s own material, named newspapers or the government register.
A front-row seat on a 25-acre park
The site sits on the edge of Aspen Vision City’s Central Park, which the developer puts at 25 acres. Measured in a straight line from the project pin, the park is 179 m away, Klippa Shopping Centre and IKEA Batu Kawan 231 m, Columbia Asia Hospital 592 m and the UOW Malaysia KDU campus 771 m. Few mainland towers have that much already built around them on the day they launch.
Freehold, inside a township with a record you can check
The advertisement filed with the housing register states the tenure as ‘Kekal’ — freehold. The Star reported in April 2026 that Aspen Vision City had four completed developments totalling 3,398 units, and the register confirms the first of them, Vertu Resort, received its certificate of completion and compliance on 8 April 2021.
Dual-key and tri-key layouts for larger households
Tower A is sold as single-key or dual-key, Tower B as dual-key or tri-key, and every home has at least three bedrooms. That suits a three-generation household that wants separate front doors under one title, or an owner who lives in one part and lets the other. Ask to see how the keys split on the actual drawing before you assume the rental arithmetic.
Facilities built around water and wellness
The developer lists an indoor spring pool with onsen, jacuzzi and hydrotherapy spa, a lap pool reported by The Star as Olympic-length, a motion court for pickleball, badminton and sepak takraw, a glass gym and a glass event lounge. Both The Star and EdgeProp report that the project is designed to the GreenRE Gold standard.
Construction has not started — and the delivery period is 54 months
In October 2026 the register lists Mezon as ‘belum mula’ (not yet started) at 0% built. The developer’s advertisement gives May 2029 as the expected completion, but the register also records an approved 18-month extension to the standard 36-month delivery period. Under the first agreement, dated 26 September 2026, the latest handover date is therefore 26 March 2031. Plan your financing around the contract date, not the brochure date.
602 homes, and several basics still unpublished
Eight homes share each floor and 602 share one facilities deck. Aspen has not published the land area, the number of lifts, the car park allocation per unit or the monthly charges. The same developer’s Versa, 651 m away, will add 980 more apartments when it completes. When I read the register, 88 of the 602 units were recorded as sold. I will get the missing answers in writing.

Tower A
The developer’s name for Tower A is ‘The Purposeful Residence’, sold in single-key or dual-key form. Every type has three bedrooms and two bathrooms; the microsite gives the tower’s range as 862 to 1,410 sq ft, the top of that range belonging to the terrace variants. On the register this is the 301-unit component with the permit band RM694,000 to RM1,043,000 — and on the day I read it, 32 units were recorded as sold and 269 as not yet sold.
Tower B
Tower B, ‘The Evolving Residence’, is the dual-key and tri-key tower and the only one with four-bedroom, three-bathroom homes. The microsite gives its range as 894 to 1,335 sq ft. On the register it is the second 301-unit component, with three or four bedrooms and the permit band RM720,000 to RM1,067,000. When I read the unit list, 56 units were recorded as sold and 245 as not yet sold — the faster-moving tower of the two so far.

From Aspen’s Mezon microsite and the newspaper reports of the show-unit opening. The advertisement filed with the register places the community facilities floor on Level 9; the developer has not published a level-by-level plan, and The Star’s report speaks of more than 50 facilities in all.

Nine type codes have a drawing on the advertisement the developer filed with the register: A, A1, B, C and C1 in Tower A, and D, B1, E and E1 in Tower B, from 862 to 1,163 sq ft. Type A1 is printed at the same 862 sq ft as Type A, with three bedrooms and two bathrooms. The floor key plan on that advertisement also marks a D1 position in Tower B without a drawing of its own, and the microsite shows a set of terrace types, which take the range up to 1,410 sq ft in Tower A and 1,335 sq ft in Tower B; the individual sizes of D1 and the terrace types are not listed in text, so ask me for the sheet.

Persiaran Cassia Barat 8, inside Aspen Vision City in Bandar Cassia, Batu Kawan — Seberang Perai Selatan, on the mainland side of the Second Penang Bridge. The site faces the township’s Central Park and is 231 m in a straight line from Klippa Shopping Centre and IKEA Batu Kawan.
The national housing register has no coordinates on file for project 14588-6, so the map is pinned to the project’s own map listing at Persiaran Cassia Barat 8, beside Central Park. Distances are straight-line from that point.

It has six projects on the national register: Vertu Resort (14588-1), two phases of Taman Viluxe (14588-2 and 14588-5), Vivo (14588-3), Versa (14588-4) and Mezon, filed as Pangsapuri Perkhidmatan Mezon (14588-6).

602 units on the register, 602 in the developer’s material
The register files Mezon as two components of 301 serviced apartments each — one per tower — and the developer’s advertisement and the newspaper reports give the same 602. The unit list runs from Level 9 to Level 46 in each tower: 8 homes on each of 35 floors and 7 on each of the top three, which adds up to 301. The register counts 38 residential storeys; the developer’s 47-storey figure adds the 9-storey podium. On the day I read it, 88 units were recorded as sold (32 in Tower A, 56 in Tower B) and 514 as not yet sold.
What the permit band tells you — and where foreigners stand
The advertising permit records RM694,000 to RM1,043,000 for the Tower A component and RM720,000 to RM1,067,000 for Tower B. That is the band on the advertising permit, not the price of any unit. Seberang Perai’s floor for a foreign individual buying strata property is RM500,000, so the whole band is above it and every unit is open on price, subject to state consent and the state levy. For a foreign company the floor is RM1,000,000, which the band straddles — eligibility is then decided unit by unit at the price in the agreement.
Schedule H — 36 months plus an approved 18-month extension
The sale and purchase agreement is Schedule H (strata). The register shows the standard 36-month delivery period with an additional 18 months already approved, giving 54 months in all. The first agreement is dated 26 September 2026: the original handover date would have been 26 September 2029, and the date with the extension is 26 March 2031. Your own clock runs from the date of your agreement, on the period written into it.

The register’s status for both towers is ‘belum mula’ — not yet started — at 0% complete, with no certificate of completion and compliance and no vacant possession recorded. The developer’s advertisement gives May 2029 as the expected completion date. That is a target, about 32 months after the first agreement, for two 47-storey towers; the contractual period is the 54 months above.
About Aspen Group
Mezon is licensed to Aspen Vision City Sdn Bhd, the company behind the Aspen Vision City township in Batu Kawan; EdgeProp’s report of the unveiling names the developer as Aspen (Group) Holdings Ltd, whose head office is Aspen House on Jalan Macalister in George Town. EdgeProp describes the township as a 247-acre freehold development, and its retail anchor is IKEA Batu Kawan — the IKEA mark sits beside Aspen’s on the Mezon microsite.
The register shows what the same licence has delivered so far. Vertu Resort, 571 m from the Mezon pin, is 1,246 units in five blocks of 20 to 36 storeys, completed with its certificate of completion and compliance on 8 April 2021. Vivo (1,530 units in three blocks) and the first phase of Viluxe (174 terrace homes) are also filed as completed, with certificates dated 27 November 2024 and 24 May 2024. Versa — 980 units in two 31-storey blocks — is filed as on track at 70.71% and 68.88% built, and a second Viluxe phase is under way.
The developer describes Mezon as Japanese-inspired living: an onsen and indoor spring pool, tatami and Zen garden elements, and green features such as solar panels, rainwater harvesting and pneumatic waste collection. The filed advertisement also notes that the land is charged to Maybank Islamic Berhad, which is ordinary project financing; your solicitor deals with the redemption statement at signing.
One honest note on timing. Vertu Resort’s delivery period was extended, with approval, from 36 to 46 months, and Versa’s from 36 to 48. Mezon starts with an 18-month extension already on the record before construction has begun. Aspen has finished what it started in this township, but each tower project here has taken longer than the standard 36 months — read the delivery and late-delivery clauses in your agreement instead of relying on the May 2029 date.

Tower A is sold as single-key or dual-key and Tower B as dual-key or tri-key. The developer does not list in text which type carries which key arrangement; the drawings above show the rooms, and I will mark up the key split for you.
Can foreigners buy at Mezon @ Park Enclave?
On price, yes. The lowest figure on the permit band is RM694,000, above Seberang Perai’s RM500,000 floor for a foreign individual buying strata property. A purchase still needs state consent, a 3% state levy applies on approval, and the unit cannot be resold for three years. Units reserved under the Bumiputera quota are closed to foreigners.
A foreign company faces a RM1,000,000 floor, so only units priced at or above that in the agreement qualify. Non-citizens also pay a flat 8% stamp duty on residential property; your solicitor will confirm how it is applied to a serviced-apartment title. I can walk you through the consent paperwork.

Which tower and which type should I choose?
Start with the household. Tower A is the three-bedroom tower, in single- or dual-key form, and its smallest type is 862 sq ft. Tower B is the one with four-bedroom homes and tri-key layouts, which suits three generations or an owner who wants to let part of the home.
Then look at position: ask for the floor plate to see which of the eight homes on a floor face Central Park and which face the neighbouring blocks, and note that the top three floors have seven homes instead of eight. The register showed Tower B selling faster — 56 units against 32 — so the choice there will narrow first.
What is the price and the maintenance fee?
The only public price information I will quote is the government permit band: RM694,000 to RM1,043,000 for Tower A and RM720,000 to RM1,067,000 for Tower B — the band on the advertising permit, not the price of any unit. I do not repeat figures from property portals.
The developer has not published the monthly maintenance charge or sinking fund. Message me and I will send the current price list, the remaining units and the charges in writing.
How does Mezon compare with Vertu Resort in the same township?
Same licensee, 571 m apart. Vertu Resort is 1,246 units in five blocks of 20 to 36 storeys and has been complete since April 2021, so you can walk through it, see how it is kept and talk to people who live there. Mezon is 602 units in two 47-storey towers that have not yet started on site.
Mezon is the newer product — dual- and tri-key layouts, the onsen and spring pool, the park frontage — but you are buying off the plan with a 54-month delivery period. If you need a home within the next two years, look at the completed blocks; if you can wait for the design, this is the one.
Is Batu Kawan practical for daily life or for renting out?
For daily life, the basics are within a few hundred metres in a straight line: Central Park 179 m, Klippa Shopping Centre and IKEA 231 m, Columbia Asia Hospital 592 m, the UOW Malaysia KDU campus 771 m and Design Village Outlet Mall 1.0 km. The nearest Chinese primary school I measured, SJK(C) Keng Koon, is 4.4 km away.
For renting, the demand in Batu Kawan comes from the industrial park, whose reference point is 964 m away, and from the university campus. I do not quote rental figures. Remember that this township will also receive Versa’s 980 apartments, so judge the rental case on your own unit’s layout and position, not on the area’s name alone.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
