Tilia @ Encorp Cahaya Alam, Seksyen U12, Shah Alam — 112 Schedule G landed houses that are already built, and that were filed under a second brand name
It is not a condominium and not a strata scheme. The KPKT register files 112 two-storey terrace houses on the Schedule G contract across two phases — 56 under project code 9351-11 and 56 under 9351-12 — and both phases are COMPLETE: filed CCC 25 May 2026 and filed vacant possession 26 May 2026. Two things no consumer source anywhere states. First, the same two register codes also carry filed brochures branded AKASIA 2, with the website akasia2-encorp.com — same licence, same building-plan reference, same price bands, same 56 + 56 units. Second, the registered name of both phases is neither Tilia nor Akasia 2: it is “Encorp Cahaya Alam”, the township. Search the register for 9351-11 and 9351-12, not for a brand name.

Ten things about Tilia that no brochure and no portal will tell you
This page exists for the awkward facts. Every card is sourced to a named published document, and every one changes what a buyer should ask before signing anything.
Tilia was filed as “Akasia 2”, and nothing published anywhere says so
The same two register codes carry two differently-branded generations of filed statutory brochure. The old KPKT HIMS path form, files/9351/9351-11/ and files/9351/9351-12/, serves brochures headed AKASIA 2 with the website akasia2-encorp.com. The P45 path under the same serial serves brochures headed TILIA with tilia-encorp.com. Both generations print the same developer licence (9351/02-2028/0292), the same building-plan reference (MBSA/BGN/BB/600-1(PB)/SEK.U12/0098-2022), the same price bands, the same built-ups, the same 56 + 56 unit counts and the same 24′ × 80′ lot. They are the same 112 houses under two brand names. And yet: “Tilia” appears in neither Akasia-2 file, “Akasia” in neither Tilia file, and NO document anywhere — not a filing, not the register, not the developer, not a portal, not a newspaper — links the two names. The direction of the rebrand is an INFERENCE, and it is labelled as one on this page: Akasia 2 was the name in April 2023 (NST and EdgeProp) and Tilia from August 2023 (The Edge), and the Akasia-2 brochures print a bare unit count while both Tilia brochures add a Baki remaining-units row. A buyer researching “Akasia 2” and a buyer researching “Tilia” are looking at the same 112 houses, and neither can tell.
Neither brand name is registered. Both phases are filed as the township
projek.nama on 9351-11 and on 9351-12 reads “Encorp Cahaya Alam” — the township, which carries at least twelve botanical phases. So a client who runs a TEDUH check on Tilia finds nothing, and one who checks Akasia 2 finds nothing either. The practical instruction is on every section of this page: search 9351-11 and 9351-12, licence 9351/02-2028/0292. One more detail to carry with the codes: the register prints the licence suffix (A) while all four developer and brochure surfaces print (R), and the register’s live project-field permits are 0681(R)-(L) and 0682(R)-(L). Print the codes beside the name everywhere, so a client’s own register check actually resolves.
The houses are BUILT — and the only source that says so is the register
Component status Siap Dengan CCC, peratus 100.00%, filed CCC 25 May 2026 and filed vacant possession 26 May 2026, on both phases. Independently corroborated by Encorp Berhad’s quarterly results filed 20 August 2026, which report Tilia completed in 2QFY2026 with construction revenue recognised after it obtained its certificate of completion and compliance. Nothing else says it. The developer’s own microsite still prints an expected completion of December 2025; encorp.com.my still prints “Completing Soon! Tilia, Encorp Cahaya Alam” on 9 October 2026, four and a half months after handover and nearly two months after its own parent told Bursa the thing was finished; EdgeProp carries 2026 on one page and 31 March 2026 on another; iProperty says Q4 2025 and PropertyGuru 2025. For a completed scheme, “when will it be ready” is the wrong question — the right ones are which units remain, and what the defect position is.
The extension was approved, consumed AND overrun — on both phases
Phase 1: first SPA 14 Nov 2023, 24 months, original vacant possession due 14 Nov 2025, +3 months approved to 14 Feb 2026, actual VP 26 May 2026 — 101 days past the revised date and 193 past the original. Phase 2: first SPA 31 Oct 2023, original due 31 Oct 2025, +4 months approved to 3 Mar 2026, actual VP 26 May 2026 — 84 days past the revised and 207 past the original. All the date arithmetic is ours, on the register’s own filed dates. This is a genuine overrun, not a re-baselining — and it is also the cleanest-documented delivery record on this site, because the register prints the first-SPA date, the original due date, the approved extension, the revised due date, the CCC and the VP for both phases. And the credit that is due in the same breath: the earlier Akasia-2 filing printed an expected completion of September 2026, which the actual May 2026 CCC beat by about four months. It was the later Tilia-generation brochure that pulled the printed date forward to December 2025, and that is the date the project missed.
Phase 2’s register record serves a PHASE 1 brochure
The brochure TEDUH attaches to 9351-12 — P45-20250802-00016804 — is Fasa 1, Jenis A throughout. It prints RM1,141,000–RM2,120,000, 2,408–2,806 kps and 4 bed / 3 bath, and it never mentions Jenis B anywhere. The register’s own component data for 9351-12 is different on every one of those fields. So there is NO current-generation filed advertisement for Tilia Phase 2 at all — the only filed statutory block that actually describes Jenis B is the older, Akasia-2-branded one. And the two current-generation brochures disagree with each other on remaining units: 45 unit Baki on one and 34 Unit on the other, against a site-plan 56 on both. Baki means units remaining, not total; neither carries an as-at date; and the two folder dates are five days apart, which makes a 34 – 45 rise in unsold units implausible as a straight reading. Both numbers are reported here and neither is resolved. This is the same shape as the trap this site has logged on a portal elsewhere — except that it is inside the government filing system itself.
Ten completion dates across eight sources — a record on this site
September 2026 (filed, Akasia-2 generation) · Disember 2025 (filed, Tilia generation) · December 2025 (the developer’s live panel) · Q4 2025 (iProperty) · 2025 (PropertyGuru) · December 2025 (The Edge, Aug 2023) · 2026 (EdgeProp new-launch page) · 31 March 2026 (EdgeProp project page — the same publisher’s other page) · 14 Nov 2025 / 31 Oct 2025 (register, original contractual VP) · 14 Feb 2026 / 3 Mar 2026 (register, revised contractual VP). And then what actually happened: CCC 25 May 2026 and VP 26 May 2026. Every brochure, microsite and portal date is an expectation, not an obligation, and all of them are now superseded. The timeline in the Project DNA block below marks the two that govern and flags the ones that do not.
The licensee is half a Selangor state agency, and the developer never says so
Must Ehsan Development Sdn Bhd (416297-U / 199701000801) is a JOINT VENTURE between a wholly owned subsidiary of Encorp Berhad and Perbadanan Kemajuan Negeri Selangor (PKNS), the Selangor state development corporation — stated by StarProperty, by The Edge Malaysia twice, and by PropertyGuru and iProperty. The subsidiary is most likely Encorp Must Sdn Bhd, and that identification is an INFERENCE from a subsidiary list, not a filed fact. Above it: Encorp Berhad, 200001004231 (506836-X), Bursa Main Market code 6076, with Felda Investment Corporation Sdn Bhd at 62.3% and Anjakan Masyhur Sdn Bhd at 12.7% (simplywall.st; The Edge Weekly of August 2021 gave FELDA 69.14%). The JV percentage is not obtainable — encorp.com.my/corporate-structure/ carries the chart as a flat image, /reports/ and /ir-home/ hold no PDF at all and only link out to a robots-blocked host. So this page says the split is unpublished rather than leaving a blank or guessing 51/49. And the developer’s own microsite and its township page both name no PKNS at all — the only places a buyer learns the licensee is half a state agency are two newspapers and two portals.
Foreign buyers: the band straddles the floor, and the title bars it regardless
Petaling is Selangor Zone 1, where the minimum purchase price for a foreign buyer is RM2,000,000. Against the filed bands: Phase 1’s minimum is 57.1% of the floor and its maximum only 1.06× it; Phase 2’s minimum 62.1% and maximum 1.14×. Because no source publishes a per-unit price list, how many of the 112 units clear RM2,000,000 is unknowable, and this page does not estimate it.
And the title question settles it anyway. Schedule G on both phases, the APDL tail -(L) for landed, and no strata reference anywhere in either brochure generation, on the microsite or in either register record — this is individual-title leasehold landed, which the published Selangor rules do not permit to a foreign buyer in Zone 1 at any price. IQI’s own land guide carries the restriction. On top of that the filing carries a Sekatan Kepentingan requiring State Authority consent for any transfer, lease or charge — the strongest single foreign-buyer signal on this site — and no source commits the scheme to being gated and guarded, which defeats the one condition under which landed would be permitted at all. There is a whole FAQ on this below. Read it before you rely on any price test.
The developer publishes ZERO distances, and nobody names a station
tilia-encorp.com names eighteen places across four categories — shopping, travel, education and healthcare — and gives no figure for a single one of them. Its only quantitative statement is the sentence “All essential amenities are just a short drive away, ensuring a level of convenience you would never think possible” — on a page that publishes not one distance and not one travel time. Four sources name “LRT 3” — the microsite, EdgeProp twice, iProperty and NST — and NOT ONE of them names a station or gives a distance to one. PropertyGuru names no rail station at all. The only numeric distances in existence anywhere are eight portal-generated metre figures on PropertyGuru whose own walk times contradict them (1,476 m shown as “0–5 mins” against 725 m shown as “8–9 mins”), so this page publishes none of them. Nothing here is estimated and nothing is copied from a sibling page.
One CIDB workmanship score, no property award, and nothing green claimed
Tilia has exactly one project-level recognition: CIDB QLASSIC Certification 2026, “Tilia Encorp Cahaya Alam”, score 82%. That is a Construction Industry Development Board workmanship assessment against CIS 7 — not a design, property, development or sustainability award, and it could not be independently verified: no CIDB register was reachable, no certificate number is published and no assessment date beyond the year. Tilia has won no property, design, development or sustainability award of any kind. The developer’s 43-entry awards page is otherwise corporate or belongs to sibling phases — Iris 81%, Lily 81%, Magnolia 75%, Frangipani 81%, Camelia 83% — and not one of those scores appears on this page. On green: the developer claims nothing at all, and that is a clean positive — no logo, no rating, no certificate number, no “aligned with” wording, and nothing in either filed brochure. Writing “award-winning developer” on a Tilia page would be borrowing from Encorp Strand, Encorp Marina Puteri Harbour, Balau Residences or Encorp Berhad’s human-resources department.
Project DNA — what the register and the four filed brochures actually say
Four statutory surfaces were read for this page and they must be read separately: (A) the KPKT HIMS brochures under the old path form, branded AKASIA 2; (B) the HIMS brochures under the P45 path form, branded TILIA; (C) the KPKT TEDUH register records 9351-11 and 9351-12; and (D) the developer’s own statutory panel on tilia-encorp.com. They disagree on fourteen fields. Where they differ, both values appear.
Facilities, strictly by the source that published them
No filing names a single facility. Both brochure generations and both register records are silent on facilities, so everything below is marketing or portal copy and is attributed to the one source that published it. This is a 112-house landed terrace scheme, so there are no facility LEVELS and no zones to assign — and of the developer’s own eight “A Home That Suits Differing Needs” tiles, only two are shared facilities at all. The other six are per-house design features and this page does not dress them up as facilities.
Shared facilities — the developer’s own two
- 1-ACRE PARK — “Lushly landscaped with avenues for communal bonding”. Stated by the developer and corroborated by nobody; no filing gives it and no plan reference covers it
- THEMATIC GARDENS — “Equipped with play areas, benches and spaces for free-form activities”
Per-house design features — not facilities
- LOW DENSITY — “Total 112 homes within a close-knit community”. A unit count is not a density; see the register block below
- COZY INTERIORS — large window openings for natural lighting and cross-ventilation
- INGENIOUS LAYOUT — merged living, dining and kitchen areas
- FUNCIONAL YARD — the developer’s own misspelling; backyard space for future expansion
- OPEN-AIR ELEGANCE — “Courtyard Living with the Warmth of Sunlight and Fresh Breezes (Tilia Type B)” — Type B only
- FAMILY RENDEZVOUS — spacious family area
Added by a portal only
- Jogging track (iProperty only)
- Drop-off point (iProperty only)
- Community garden (iProperty only — may be a rewording of the thematic gardens)
- Linear park (iProperty only — StarProperty describes a central lake and linear parks as TOWNSHIP features of Cahaya Alam, not Tilia’s)
- Eateries (iProperty only — probably the township’s Magnolia shop lots, a different and long-completed phase)
- Recreational spaces (EdgeProp, both pages — no location, no count)
The pool, and the security question
- Private pool in selected corner units — The Edge and EdgeProp report it; the developer’s live page text does not mention a pool at all. The only primary evidence anywhere is one content-management image titled Exterior Type B – Pool_FA, which is on this page. How many corner units have one, and whether it is built or an option, is published nowhere
- Perimeter fencing — iProperty, and iProperty alone. Not on the developer’s list and not in either filing. Treat it as unverified
- Gated and guarded: NOBODY claims it — the developer’s microsite lists no security feature at all and neither brochure mentions one. Record the absence — it bears directly on the foreign-buyer answer
The solar claim — live in one newspaper and nowhere else
- The Edge Malaysia (August 2023) lists “solar panels in all units” among Tilia’s features. The developer’s content management system holds three orphaned assets titled solar panel and solar panel-icon, so a solar feature tile was built for the page at some point.
- The developer’s LIVE page, read 9 October 2026, does not mention solar anywhere — it is not one of the eight feature tiles.
- And neither filed brochure has a photovoltaic item in its fixture schedule — the schedule lists Sinki Dapur, basin, Alas WC, Set Mandi, Pili Bib di Laman and electrical points, and that is the one document that would bind it. So solar is not on this page as a specification. Ask the developer directly.
Who maintains the park after handover — an open question nobody answers
- Nothing published anywhere states who will own, maintain or fund the 1-acre park and the thematic gardens now that vacant possession has happened, nor whether a residents’ association, a joint management body or MBSA takes them on.
- For an individual-title Schedule G scheme that is a real open question, because the HDA’s strata maintenance machinery does not apply — there is no management corporation, and therefore no statutory mechanism to levy a maintenance or security charge at all. No service charge, sinking fund or community fee figure is published anywhere.
Every date in circulation, with its source, and the two that govern
0935(N)-(L) and 0934(N)-(L), valid to 20 Aug 2025. These are the permits the developer’s live microsite still publishes todaytarikhPjbPertama) — the Phase 2 clock starts hereserahKosongIkutPjb) — missedserahKosongBaharuIkutPjbPertama, +3 months approved) — also missed, by 101 days/project/ completion field; its own /new-launches/ page for the same project says 2026. Same publisher, two pages, two dates, both wrongccc, component status Siap Dengan CCC, peratus 100.00%vp, one day after the CCC. 101 days past Phase 1’s extended date and 84 past Phase 2’s; 193 and 207 days past the original dates0681(R)-(L) and 0682(R)-(L). For a scheme that handed over in May 2026 that is the expected end state, not a red flag — but it does mean there is no live permit under which Tilia may be advertised for sale by the developer todayencorp.com.my still prints “Completing Soon! Tilia, Encorp Cahaya Alam” — four and a half months after handover, and seven weeks after its own parent told Bursa the project was finished9351/02-2028/0292, valid 14 Feb 2023 to 13 Feb 2028, and the developer has NOT printed a permit validity in that field, which is a point in its favourThe two filed house types — and why there is no floor plan on this page
Jenis A and Jenis B are the only filed type codes. The brochures’ fixture schedules break each into variants — A1a, A1b, A2, A2a, A3 and B1, B1a, B2, B2a, B3 — but no built-up, bedroom count or price is filed against any variant. The variants exist only in the fixture table. Nothing is missing from the filed schedule in either direction: both phases’ types appear in both the filing and the marketing, with no filed-only type and no marketed-only type.

Rumah Teres 2 Tingkat Jenis A — Phase 1
This is the type whose statutory block is filed three times over, which is why it is the best-documented house on the project. It appears in the Akasia-2 brochure for 9351-11, in the Tilia brochure for 9351-11, and — wrongly — in the Tilia brochure that TEDUH attaches to 9351-12. All three print the same band, the same built-up and the same 4 bed / 3 bath. The register corroborates the built-up independently: keluasan 224–261 m² converts to about 2,411–2,809 sq ft (our conversion), within about 3 sq ft of the filed Luas Binaan — which also proves that keluasan on this project is a BUILT-UP, not a land area. The microsite adds that corner lots sit at the top of the range, at 2,806 sq ft — marketing-only, plausible, and not filed. Car parking is filed only for this type, as 2 ruang kereta, and only in the Tilia generation; the Akasia-2 generation prints no car-park row at all.

Rumah Teres 2 Tingkat Jenis B — Phase 2
And here is the filing-level defect that matters most on this project: there is NO current-generation filed advertisement for Phase 2 at all. The brochure TEDUH attaches to 9351-12 is Fasa 1, Jenis A throughout — wrong band, wrong built-up, wrong bedroom count, and no mention of Jenis B anywhere in it. The only filed statutory block that actually describes Jenis B is the older, AKASIA-2-branded one. That is where the 2,707–3,131 sq ft built-up, the 4 + 1 bilik and the 4 bilik mandi come from, and it is also the document that prints the maximum as RM2,280,00.00, a digit short — a typo the live microsite shares, which shows the two were set from one piece of artwork, and which the register corrects to RM2,280,000.00. The register’s own keluasan 252–291 m² converts to about 2,712–3,132 sq ft (ours), corroborating the Akasia-2 built-up to within about 1 sq ft. Corner lots sit at 3,131 sq ft per the microsite — marketing-only and not filed, and this is the type the private-pool claim attaches to.
The developer’s host carries four key-plan graphics — Type A, Type A corner Lot, Type B and Type B corner — but they are only about 850 px and assert nothing visual about the houses. This page says so rather than shipping a thumbnail, and the three e-brochure PDFs on the same host are image-only with no machine-readable text layer, so they gave up nothing either. Ask Louis for the full-size plans.
Three traps in the numbers — read this before comparing anything
First: the register’s keluasan values — 224–261 and 252–291 mps — are BUILT-UPS in square metres, not land areas. Confirmed against the filed built-up schedule. Reading 224 m² as a land area would understate a 1,920 sq ft lot by about eleven times.
Second: three different unit numbers sit on the current-generation documents. P45-20250807 prints 45 unit Baki Belum dijual; P45-20250802 prints 34 Unit; and both site plans print 56 Unit, which is the phase total and matches the register. Baki means units remaining. Neither carries an as-at date, the two folder dates are five days apart, and neither is resolved here. The register carries no bakiUnit field at all, which is why the only honest way to find out what is left is to ask.
Third: EdgeProp prints a built-up of 2,411 sq ft. That is the register’s 224 mps converted to square feet, not a filed figure — the filed floor is 2,408. A 3 sq ft artefact of a double conversion. Do not reproduce it. And two portals assign “blocks” to a terrace scheme — PropertyGuru “No. of blocks: 1” and iProperty “112 homes in 1 block” — which is a portal artefact and is ignored here.

The Type A exterior, and one thing this page will NOT read into it
The image is confirmed: the developer’s content management system publishes it with the title and alt text Exterior Type A_FA. What is not confirmed is any variant attribution. The interior render on this page carries the source code Living A3C_FA, which reads as “Type A3, corner” — but that is a reading of a filename code, not a developer statement, so this page captions it “living area, Type A” and no more precisely. Likewise the master-bedroom render states no type and this page does not assign one. The microsite does publish corner-lot built-ups — 2,806 sq ft for Type A and 3,131 sq ft for Type B, i.e. the top of each filed range — and that is marketing detail, plausible and unfiled. No built-up, bedroom count or price is filed against any of the ten variant codes.
Ask which variant codes are still availableFiled prices are the statutory advertisement minimum and maximum per phase, which the filed KPKT HIMS brochures, the developer’s own statutory panel and the KPKT TEDUH registry band print identically to the sen on both phases. They are not a price list, not a quotation and not an offer. The real price for a particular house comes from the developer’s price list and the signed sale and purchase agreement — ask Louis for both. Square-foot conversions of the register’s square-metre figures are ours and are labelled as such.
Gallery — eleven images, ten of them CONFIRMED, and that word is used precisely here

This is the strongest image result on this site, and the word “confirmed” is used here to mean something exact. tilia-encorp.com runs WordPress with an open REST interface, and ten of the eleven files on this page carry real alt_text identical to the content-management title, each naming a specific subject. That is better than caption-published and far better than inferred-from-filename. Only the location map is inferred — its alt text is empty, so nothing beyond “location map” is asserted about it, and no figure printed on that image has been allowed into the text of this page. The library is also clean: it holds nothing belonging to Iris, Akasia, Lily or any other Encorp Cahaya Alam phase, and nothing from another Encorp project — which is unusual and is why the confidence here is higher than on the sibling Shah Alam pages. Eight further files were REFUSED because their titles name a marketing concept rather than a scene — yard, Type A, solar panel, Open Air Elegance, Low density, garden, family, Cosy Living — and several read as generic lifestyle imagery. A title that names a marketing concept is not a statement that the photograph is of this development, so none of them is on this page and none is captioned as a photograph of Tilia. Nothing has been borrowed from a sibling phase and no stock photograph has been substituted. All renders are artist’s impressions; the developer’s own disclaimer says all plans and information are subject to change and cannot form part of an offer or contract.
Location — Seksyen U12, Encorp Cahaya Alam, Shah Alam
The filed plan reference settles the location on its own: MBSA/BGN/BB/600-1(PB)/SEK.U12/0098-2022, printed identically on all four statutory surfaces, and the register’s own coordinates put both phases on the same point. And the single most important sentence in this block is that the developer publishes not one distance and not one travel time.
THE ADDRESS TRAP. PropertyGuru and iProperty both print the street address as “Jalan Serambi U8/24, 40170 Shah Alam” — a Seksyen U8 road, in Bukit Jelutong, not U12. The two portals print the identical string, which suggests one shared source rather than two independent checks. The filed plan reference (SEK.U12) and the register’s own coordinates both place the parcel in U12, so U12 is what this page publishes and the U8 street address is not repeated. Seksyen U12 is the Taman Cahaya Alam / Alam Suria side of Shah Alam, on the Bukit Jelutong–Elmina flank. The district is settled, which is worth saying because two sibling Shah Alam projects on this site are not: TEDUH prints Petaling on all twelve records under licence 9351, with no self-contradiction between the project field and the licensee address.
Distances — and why there are none on this page
- The developer publishes NOT ONE distance and NOT ONE travel time. It names eighteen places across four categories and attaches no figure to any of them.
- Its only quantitative statement is the sentence “All essential amenities are just a short drive away, ensuring a level of convenience you would never think possible” — which is unmeasurable by its own page.
- NO SOURCE NAMES ANY RAIL STATION. Four sources name “LRT 3” — the microsite, EdgeProp on both pages, iProperty and NST — and not one of them names a station or publishes a distance to one. PropertyGuru names no rail station at all.
- The only numeric distances in existence are eight portal-generated metre figures on PropertyGuru, and its own walk times contradict them — 1,476 m shown as “0–5 mins” against 725 m shown as “8–9 mins”. They are portal-generated amenity figures, not developer-published, and none of them is published here.
- Nothing is published by anyone for: the nearest LRT3 station or its name · KTM Padang Jawa or Batu Tiga · any bus route or stop · the NKVE, Federal Highway, NSE, GCE or ELITE interchange or toll plaza · KLIA · Subang (SZB) airport · Shah Alam city centre · the township’s own Magnolia shop lots · the 1-acre park from any house.
- And one more that nobody publishes at all: how close the 1,800-unit Idaman Cahaya affordable component inside the same 209-acre township is to Tilia, or when it completes.
- Invented, estimated and borrowed distances are the easiest thing to put on a page like this. There are none here.
Shopping — named by the developer, no figures attached
- SACC Mall
- Seksyen 7 Commercial Centre
- Central i-City
- AEON Mall Shah Alam
- EdgeProp writes “just minutes away” for AEON Mall Shah Alam, Central i-City and SACC Mall. An adverb is not a distance and is not published here.
Ease of travel — named by the developer, no figures attached
- New Klang Valley Expressway (NKVE)
- Federal Highway
- LRT 3 — named with nothing attached to it, by four separate sources
- North-South Expressway (NSE)
- iProperty adds the Guthrie Corridor Expressway and the ELITE Expressway, also with no figures.
Education — named by the developer, no figures attached
- Universiti Teknologi MARA (UiTM)
- Universiti Selangor (UNISEL)
- Management and Science University (MSU)
- MAZ International School
- Baseerah International School Shah Alam
Healthcare — named by the developer, no figures attached

Both Selangor state property registries were INERT when queried for this project. ehartanah.lphs.gov.my carries the search term into its own pagination links and still returns the default unfiltered listing, which is proof that the search is inert rather than that the project is absent; and kuotalphs.selangor.gov.my/projectDetail/ returned a server error (500). An inert registry is never a negative. In any case both cover affordable schemes, which this is not. The three developer e-brochure PDFs on the host are image-only with no machine-readable text layer and gave up nothing. No figure printed on the location-map image has been used in the text of this page — the map’s alt text is empty, nothing beyond “location map” is asserted about it, and the developer publishes no distance in text anywhere for the map to be checked against.
The filed statutory particulars — KPKT projects 9351-11 and 9351-12, both registered as “Encorp Cahaya Alam”
Read from the KPKT TEDUH public register, from both generations of filed KPKT HIMS advertisement brochure, and from the developer’s own statutory panel, on 9 October 2026. The two brochure generations carry two different brand names for the same houses, and both file the advertising permit as a literal XXXXX placeholder, so the real permit numbers come from the register alone.

| 9351-11 9351-12 the serial walk ends at 9351-12: 9351-13 is a 404 and the licensee’s own jumlahProjek is exactly 12 — they agree, so there is no dormant permit-less twin on this licence. Two other records on the same serial are traps and are dealt with below: 9351-4 and 9351-6 | “Encorp Cahaya Alam” on BOTH codesprojek.nama is the township name on both records. A register search for “Tilia” returns nothing; so does one for “Akasia 2”. The word “Residence” — which is in IQI’s own marketing name for this project — appears in no filing, no register record, no developer page and no portal record | TILIA and AKASIA 2 the P45 HIMS path serves TILIA brochures (tilia-encorp.com); the older files/9351/9351-11/ and /9351-12/ path serves AKASIA 2 brochures (akasia2-encorp.com). Same licence, same plan reference, same bands, same built-ups, same 56 + 56, same lot. “Tilia” is in neither Akasia-2 file and “Akasia” in neither Tilia file, and no document links them. EdgeProp calls it “Tilia Cahaya Alam (Phase 2)”. Five names for one development | MUST EHSAN DEVELOPMENT SDN. It is a JOINT VENTURE between a wholly owned Encorp Berhad subsidiary and PKNS, the Selangor state development corporation; the split is published nowhere reachable. The register prints the suffix (A); all four developer and brochure surfaces print (R). And the developer has NOT printed a permit validity in the licence-validity field — the panel’s dates are internally consistent with the licence’s own /02-2028/ segment. That is an error found on both phases of a sibling project in this batch, and Tilia does not make it. Say so. | Ph 1 9351-11/08-2026/0681(R)-(L) Ph 2 9351-12/08-2026/0682(R)-(L)the tail -(L) means LANDED, which corroborates Jadual G before any brochure is opened. Both filed brochure generations print the permit as a literal XXXXX placeholder, so lapse cannot be assessed from HIMS alone. The developer’s live microsite publishes the SUPERSEDED permits 0935(N)-(L) and 0934(N)-(L), valid 21 Aug 2023 – 20 Aug 2025. The register’s history also holds an (A) twin and an (N) twin of each first-generation permit on identical dates, both Tamat | 21 Aug 2025 – 20 Aug 2026, both phases LAPSED, 50 days ago. For a scheme that obtained its CCC in May 2026 and handed over in May 2026 that is the expected end state, not a red flag — but it does mean there is no live permit under which Tilia may be advertised for sale by the developer today, and anyone still marketing unsold stock should be asked which permit they are relying on. The microsite’s published permits lapsed a full generation earlier, on 20 Aug 2025 | Majlis Bandaraya Shah Alam (MBSA) printed as the approving authority on both brochure generations and on the microsite, and independently settled by the MBSA/BGN/… plan-reference prefix. Spelt correctly on every surface — which is worth one line, because two sibling Shah Alam projects in this batch misspell it | MBSA/BGN/BB/600-1(PB)/SEK.U12/0098-2022 identical on all four statutory surfaces and on BOTH register codes — which is itself the proof that Tilia and Akasia 2 are one approval. The segment SEK.U12 settles the section, against the Seksyen U8 street address PropertyGuru and iProperty both print | Ph 1 56 — Rumah Teres 2 Tingkat Jenis A Ph 2 56 — Rumah Teres 2 Tingkat Jenis B112 in all, tingkat: 2 on both components. No commercial, retail, shop, high-rise or serviced-apartment component is filed in either phase, and the township’s commercial phase (Magnolia, shop lots) is a different, long-completed record. EdgeProp’s data table says 56 in its header while its own body text says 112. And the current-generation brochures print Baki remaining-unit rows of 45 and 34 against a site-plan 56, with no as-at date on either and five days between the two filings — both reported, neither resolved | Jadual G on both phasespjb.jenis: the Schedule G form, for a house sold together with its land. Mentioned by no marketing source, no portal and no press report for this project — the register is the only source for it, and the -(L) permit tail corroborates it. Reported as the values this licence files, and nothing more. This page presents no rule linking the contract schedule to the extension field, because this licence is precisely what refutes one — five Jadual G / 24-month records on serial 9351 read Ya (-1, -8, -9, -11, -12) and the one Jadual H / 36-month record (-4) reads Tidak | Ph 1 Jenis A RM1,141,000.00 – RM2,120,000.00 (56) Ph 2 Jenis B RM1,241,000.00 – RM2,280,000.00 (56) the statutory advertisement minimum and maximum per phase. NO SPLICE: the KPKT TEDUH registry band equals the filed brochure band to the sen on BOTH phases, because both brochure generations print identical bands and there was nothing to splice. That is a point in the developer’s favour and it is not the norm. And the register even corrects a missing-digit typo — RM2,280,00.00 — that the Akasia-2 brochure and the live microsite SHARE, which shows the two were set from one piece of artwork. Not a price list, not a quotation and not an offer | Ph 1 2,408 – 2,806 sq ft (Luas Binaan) Ph 2 2,707 – 3,131 sq ftand the register’s keluasan 224–261 m² and 252–291 m² converts to about 2,411–2,809 and 2,712–3,132 sq ft (our conversion) — matching the filed built-ups to within about 3 sq ft, which PROVES keluasan on this project is a BUILT-UP and not a land area. Identical on the microsite, encorp.com.my, The Edge, PropertyGuru and iProperty — a clean agreement across six surfaces. EdgeProp’s 2,411 sq ft is the register value double-converted, not a filed figure | 24′ × 80′ per lot — 1,920 sq ft filed Keluasan Tanah, identical on both generations and both types. It is a LOT DIMENSION, not a land area for the development, and it is the only land figure any filing gives. See the density section below | Pegangan Pajakan — leasehold 99 years, expiring 22 March 2104 and a filed Sekatan Kepentingan: “Tanah yang diberi milik ini tidak boleh dipindah milik, dipajak atau digadai melainkan dengan kebenaran Pihak Berkuasa Negeri” — every transfer, lease or charge needs State Authority consent, whatever the buyer’s nationality. A sibling Shah Alam project in this batch filed Sekatan Kepentingan: Tiada; Tilia does not. Tenure, the restriction and the chargee are brochure-only fields — they are absent from the register entirely. A lease commencement around 23 March 2005 is our arithmetic, not a filed figure | Tiada / Nil on all four surfacesno chargee is named anywhere and no land encumbrance is filed. Unlike a sibling project in this series there is no “the filing says Tiada while the developer’s copy names a bank” conflict here — all four surfaces agree. The dates that governed were the register’s serahKosongIkutPjb as extended — 14 February 2026 for Phase 1 and 3 March 2026 for Phase 2 — because those are the dates written into each phase’s own Schedule G agreements. The handover that actually occurred is 26 May 2026 on both. Each purchaser’s own 24 months ran from their own SPA, not from the first one. Dates in circulation that this page does NOT treat as the completion date: September 2026 (the Akasia-2 generation’s filed expected completion — which the actual CCC beat by about four months), Disember 2025 / December 2025 (the Tilia generation’s filed date, the developer’s live panel and The Edge of August 2023), Q4 2025 (iProperty), 2025 (PropertyGuru), 2026 and 31 March 2026 (EdgeProp’s two pages for the same project). Ten dates across eight sources, and the only two that matter are the two the register prints.
Sources for this table: KPKT TEDUH api/projek-swasta/9351-11 and /9351-12, with the full serial walk 9351-1 to 9351-12 and 9351-13 checked and returning a client error; the licensee record via api/developer-swasta?q=MUST EHSAN (positive control q=EXSIM returned 16, so the endpoint works); the filed KPKT HIMS advertisement brochures at files/9351/9351-11/IKLAN_BROSUR_01.pdf and files/9351/9351-12/ (the AKASIA 2 generation) and files/9351/P45/P45-20250807-00016853/ and files/9351/P45/P45-20250802-00016804/ (the TILIA generation); and the developer’s own statutory panel on tilia-encorp.com. Verify at teduh.kpkt.gov.my under 9351-11 and 9351-12 before you rely on anything here. There is no filed newspaper advertisement and no second brochure for either phase — IKLAN_AKHBAR_01.pdf and IKLAN_BROSUR_02.pdf were tried under both path forms for both phases and all four combinations return 404. akasia2-encorp.com, the domain printed in the first-generation filings, disallows robots and could not be read here, so the Akasia-2-era microsite — which may carry its own statutory panel and its own permit numbers — remains unchecked.
Foreign buyers — the band straddles the floor, the title bars it anyway, and there is a fourth restriction on top
Petaling is a Selangor Zone 1 district, and the minimum purchase price for a foreign buyer in Zone 1 is RM2,000,000. Tested against the filed bands, not against any marketing figure:
Phase 1, Jenis A, 56 units: minimum RM1,141,000 — 57.1% of the floor, FAILS by a wide margin; maximum RM2,120,000 — clears, at 1.06×.
Phase 2, Jenis B, 56 units: minimum RM1,241,000 — 62.1% of the floor, FAILS; maximum RM2,280,000 — clears, at 1.14×.
So this is not a clean yes and not a clean no — it straddles the floor on both phases. The percentages and multiples are our arithmetic on the filed figures. Because no source publishes a per-unit price list, how many of the 112 units clear RM2,000,000 is UNKNOWN and cannot be computed, and this page does not estimate it. Given that the bands run from 57% to 106% and from 62% to 114% of the floor, it is likely that only a minority of units — plausibly only corner and premium lots — reach it. “Tilia clears the Selangor floor” is never a project-level fact.
AND THE BINDING CONSTRAINT IS TITLE, NOT PRICE. Three independent lines of filed evidence make this individual-title landed: (1) Jadual G on both phases — the HDA 1966 schedule for a house sold together with its land; (2) the APDL tail -(L) on all four permits; (3) no strata reference anywhere — not in either brochure generation, not on the microsite, not in either register record — and a filed tenure of Pegangan Pajakan 99 tahun, berakhir 22.03.2104, a leasehold individual title.
On the published Selangor rules, individual-title landed is not available to a foreign buyer in Zone 1 at any price. propcashflow.my’s minimum-price page states that foreigners are limited to strata and landed strata (gated or guarded) and that “standard individual-title landed is not permitted”, citing Pekeliling PTG Selangor Bil. 1/2014; iProperty states the same restriction. And IQI’s own land guide at iqiglobal.com/blog/buying-land-in-malaysia-for-foreigners/ carries it too — Selangor landed “generally only strata-titled landed homes, from RM2,000,000 in main zones” — and adds that State Authority approval is required on every purchase and that a property priced below the state minimum will not be approved. Louis’s own company gets this right, and it is cited here for that reason.
The gated-and-guarded condition is not demonstrable either. propcashflow.my conditions the landed-strata permission on the scheme being gated or guarded, and nothing Tilia has published commits to that: the developer’s microsite lists no security feature at all, neither brochure mentions one, and the only security element anyone publishes is iProperty’s “perimeter fencing” — a single unverified portal line. So the one route by which landed might be permitted cannot be shown to exist here.
AND THERE IS A FOURTH RESTRICTION, ON THE FACE OF THE FILING. The filed Sekatan Kepentingan reads “Tanah yang diberi milik ini tidak boleh dipindah milik, dipajak atau digadai melainkan dengan kebenaran Pihak Berkuasa Negeri” — every transfer, lease or charge requires State Authority consent, regardless of the buyer’s nationality. That is the strongest single foreign-buyer signal this site has recorded.
Two cautions that cut against relying on any of this, and one instruction. First, propcashflow.my contradicts itself across two of its own pages — its landed-property page states the RM2m floor for both strata and landed with no title-type restriction for Selangor at all, and gives a different zone-to-district mapping. Second, PTG Selangor publishes no reachable circular — lphs.selangor.gov.my has a broken TLS certificate and kuotalphs.selangor.gov.my returns a server error — so the threshold and the restriction are the published consensus of independent sources and never a filed fact. The instruction: a foreign buyer must treat the title type as the first question, confirm it with the developer and with PTG Selangor, and assume State Authority consent is required in every case. This page promises a foreign buyer nothing.
For comparison: Selangor Zone 1 (Petaling, Gombak, Hulu Langat, Sepang, Klang) and Zone 2 (Kuala Selangor, Kuala Langat) are RM2,000,000, strata and gated landed strata only; Zone 3 (Hulu Selangor, Sabak Bernam) is RM1,000,000; Kuala Lumpur and the Federal Territory are RM1,000,000 with EPU consent. A Selangor project that would clear in KL may not clear here.
Schedule G against Schedule H, in plain language — because no marketing source mentions either
The register files both phases as Jadual G with tempohAsal: 24 Bulan, and the APDL tail -(L) corroborates it. No marketing or portal source for this project mentions the schedule at all, so here is what it decides.
What is sold. Schedule G sells a house together with its own land, on an individual title. Schedule H sells a parcel in a subdivided building, on a strata title, with a share of common property. Tilia is Schedule G.
The delivery clock. Schedule G is 24 months from the purchaser’s own SPA; Schedule H is 36. This project filed 24 months on both phases and had an extension approved to 27 and 28 months, and the statutory liquidated-damages mechanic runs from the end of that approved period — which, as the table above shows, both phases then overran.
The payment ladder. Schedule G ties progress payments to stages of the house and its own infrastructure; Schedule H to stages of the whole building. A buyer who assumed strata would have had the wrong deposit ladder throughout.
defect liability period. 24 months from vacant possession under both schedules — so on this project, from 26 May 2026, which puts it live until about 26 May 2028 for the first purchasers (our arithmetic). That is the single most useful consequence of the schedule on a completed scheme, and it is why the handover date matters even to a subsale buyer.
Common property and management — the one that costs money here. Under Schedule H a management corporation, a maintenance charge and a sinking fund arise by statute. Under Schedule G, none of them does. On Tilia that leaves the 1-acre park and the thematic gardens with no published owner, no published maintenance arrangement and no funding mechanism — and no statutory way to levy a charge to pay for them.
Foreign ownership. Selangor’s published zone rules permit strata and landed strata; Schedule G with an individual title is the category the sources say is not permitted. See the FAQ below.
A buyer told only “2-storey superlink home, leasehold” would not know that the 24-month clock, the absence of any management corporation, the 24-month defect window from 26 May 2026 and the foreign-ownership restriction all follow from the schedule. That is why it is on this page.
Is it HDA-protected? Yes for all 112 houses, and there is no non-HDA parcel to worry about
All 112 filed houses are protected. Both registered phases carry pjb.jenis: Jadual G, both sit under a live developer’s licence (9351/02-2028/0292, valid to 13 February 2028), both held their own APDL, and both filed advertisements carry the endorsement “Iklan ini diluluskan oleh Jabatan Perumahan Negara” and direct the reader to TEDUH.KPKT.GOV.MY.
No HDA / non-HDA split question arises on this project at all. All 112 units are residential, all under one licence, all Jadual G. There are no office suites, no SOFO or SOHO, no serviced-apartment component and no non-HDA parcel in either registered phase. The licence’s commercial phase at Cahaya Alam — Magnolia, shop lots — is a different, long-completed record, and nothing of it belongs on this page.
The housing development account is not published. No filing, panel or register field names an HDA bank or account number. On a completed scheme that matters less than on one under construction — but if you are buying an unsold unit, ask for it, and ask that every payment goes into it.
And the thing to ask about instead, now that this scheme is complete: the defect liability period runs 24 months from vacant possession, i.e. from 26 May 2026 for the first purchasers. Ask when YOUR vacant possession was or will be, what defects have been reported, and what is still outstanding. Nothing published anywhere addresses the defect position on this project.
Density — 12.27 units per acre, on a PRESS acreage, with the cross-check that makes it credible
This is computable on exactly one denominator, and that denominator is a press figure, not a filing.
The Edge Malaysia (City & Country, 21–27 August 2023) reports Tilia as “9.13 acres with 112 two-storey superlink homes on 24ft x 80ft lots”. On that: 112 ÷ 9.13 = 12.27 units per acre (our arithmetic). Published with that label, and never as a filed figure.
The cross-check that makes the 9.13 acres credible, and it is worth showing. The filed lot is 24′ × 80′ = 1,920 sq ft, so 112 lots = 215,040 sq ft = 4.94 acres of saleable land, which is 54.1% of 9.13 acres — leaving 45.9% for roads, drainage, the 1-acre park and open space. That is a normal net-to-gross ratio for a Malaysian terrace scheme, so the press acreage is internally consistent with the filed lot dimension and the filed unit count. All of that arithmetic is ours. It is still a press figure and it is labelled as one throughout — but it is not a loose number.
FOUR DENOMINATORS ARE REFUSED, AND THE WORST ONE IS ON THE DEVELOPER’S OWN TILIA PAGE.
1. The TOWNSHIP’s 209 acres — which tilia-encorp.com prints on the Tilia page itself. encorp.com.my and The Edge give 210 acres; NST and the affordable-housing reports give 209. That is the whole Encorp Cahaya Alam township, carrying 2,414 units across twelve phases plus a business centre, apartments, flats and an 1,800-unit affordable component. 112 ÷ 209 = 0.54 units per acre, a figure 23 times too favourable. Refused — and the trap originates on the developer’s own page.
2. A township-wide unit-per-acre figure. 2,414 ÷ 210 = 11.5 per acre for the township, close enough to Tilia’s 12.27 to look like a confirmation. It is not — it is a different population on different land. Refused.
3. The 1-ACRE PARK. A landscaped-greenery figure printed where a land area belongs. 112 ÷ 1 = 112 units per acre, nine times too unfavourable. Refused.
4. EdgeProp’s “4.89 acres”, printed as the township land area in its article on a sibling phase — impossible for a 209-acre township. By arithmetic it is far more consistent with that sibling’s own parcel. Refused for Tilia, and unsafe for the sibling too, because EdgeProp labels it as something else entirely.
And a fifth, specific to the register: the TEDUH keluasan values 224–261 and 252–291 mps are BUILT-UPS in square metres, confirmed against the filed built-up schedule. keluasan is not a land area on this project, and reading 224 m² as one would understate a 1,920 sq ft lot by about eleven times.
No filed document gives any land area for Tilia. The brochures print only the lot; the register’s keluasan is a built-up; the microsite prints the township’s 209 acres. So the 12.27 per acre rests entirely on one press sentence, and this page says so. The developer’s own LOW DENSITY tile states a unit count and publishes no parcel area — a unit count is not a density, and iProperty’s “low-density enclave of just 112 homes” repeats the same unsupported claim.
What this page does not publish, and why
Louis does not publish any discount, rebate, nett price, promotional package, freebie, incentive, commission, Bumiputera discount percentage, leaseback rate or yield projection on any page of this site. That is an absolute rule and it applies whether or not such a figure exists. What it means here:
1. The filed statutory price bands ARE published above, because they are the legally filed advertisement particulars — the statutory minimum and maximum per phase — and on this project the filed brochure, the developer’s own panel and the KPKT TEDUH registry band agree to the sen on BOTH phases, with no splice. They are not a price list, not a quotation and not an offer, and the real number for a particular house is in the price list and the signed sale and purchase agreement.
2. Below-floor “from” figures exist across TWO independent publishers, and those figures are WITHHELD. The Edge Malaysia carries a “from” price for each type in its August 2023 article, both sitting below the filed statutory minimum of the phase they describe, and PropertyGuru’s project page carries a lower bound below both filed minima. How many INDEPENDENT publishers is that? Two. theedgemalaysia.com and edgeprop.my are one publisher, The Edge Communications, so The Edge’s two below-floor type prices count once; PropertyGuru Group is the second. iProperty publishes no price at all. Recorded here is only that the discrepancy exists and that it runs across two independent publishers.
3. And the sharper point: the same publisher contradicts itself. EdgeProp’s own new-launch page prints a starting figure of RM1,241,000 — exactly the filed Phase-2 statutory minimum — while its sister title’s article carries a lower one. That is the strongest single argument for publishing only the filed band, and it is why this page does. PropertyGuru’s two square-foot figures also disagree with each other — its listing-derived range against its “Market Pulse” four-bedroom average — and both are secondary-market aggregates from third-party agent listings, not developer advertisements and not statutory figures. Their existence and their disagreement are recorded; their values are used nowhere on this page.
4. The announced GDV does not reconcile with the filed bands, and here is the arithmetic. The Edge Malaysia (August 2023) announced a Tilia GDV of RM100,000,000. The sum of the filed minima is 56 × RM1,141,000 + 56 × RM1,241,000 = RM133,392,000; the sum of the filed maxima is RM246,400,000 (our arithmetic). So the announced GDV sits RM33.39 million — 25% — BELOW the sum of the filed minima. Both figures are publishable and both are here. The explanation is almost certainly timing: the RM100m was published in August 2023, at the launch of the Akasia-2-named generation, while the bands in circulation today belong to filings re-lodged in August 2025. It is carried with its date and its source as a launch-era figure, and it is never presented as the project’s value against the current filed bands.
5. A Bumiputera field: its existence may be stated, its value never will be.
6. The township’s own money is not Tilia’s money. The township GDV figures in circulation — RM960 million (NST, April 2023), about RM1 billion (The Edge, August 2023), RM0.99 billion (encorp.com.my, 2026) — cover 2,414 units across twelve phases and are not attached to Tilia anywhere on this page, and neither is the separate 1,800-unit, RM450 million affordable component.
Ask Louis for anything in this section. That is what he is for.
Not published by anyone, therefore not on this page
The gaps are the useful part of this page. These are the questions a buyer will ask that no published source answers — and they are the list Louis will take to the developer for you.
Corporate. The Encorp : PKNS equity split in Must Ehsan Development Sdn Bhd — four sources name the joint venture and none gives a percentage; encorp.com.my/corporate-structure/ is a flat image, /reports/ and /ir-home/ hold no PDF at all and only link out to a robots-blocked host, and the media-library route recovers only two 2011/2012 sustainability files. So it is not obtainable, and this page says so rather than leaving a blank or guessing. Which Encorp subsidiary is the JV party — Encorp Must Sdn Bhd is an inference from a subsidiary list, not a filed fact. Whether PKNS is the landowner, and on what terms the land came into the joint venture.
The parcel and the title. Lot or PT number, mukim, and any street address for the parcel — NOT PRINTED on any of the four statutory surfaces. Any land area for Tilia in any filed document — the 9.13 acres is a single press sentence. Whether that 9.13 acres is gross or net. The lease commencement date — expiry is filed as 22.03.2104 on a 99-year term, which implies a start around 23 March 2005, and that is our arithmetic. Whether any part of the land is or was Malay Reserve. Whether individual titles have been issued or the land is still under a master title — and on a Schedule G scheme that has already handed over, that is a live question.
Price, units and sales. Any per-unit price list, and therefore how many of the 112 units clear Selangor’s RM2,000,000 foreign-buyer floor. Baki Unit as at any dated moment — the register carries no bakiUnit field for either phase, and the two current-generation brochures give 45 and 34 with no as-at date and disagree. Take-up at completion — Encorp’s Bursa quarterly gives Tilia revenue, not units sold. A current-generation filed statutory block for Phase 2 — there is none.
Construction and delivery. The main contractor — no Bursa contract-award announcement for Tilia or Akasia 2 was found, so the usual “check the contract award date against the original VP” test could not be run. The architect for Tilia — CL+O Architects Sdn Bhd is credited by StarProperty for the township, not for this phase. Why each phase needed its extension, and why each then overran it. The QLASSIC certificate number and assessment date, and any CIDB verification of the 82%. The defect position: what has been reported, what is outstanding, and when each purchaser’s 24-month window closes.
The houses. Built-up, bedroom count and price per filed variant (A1a, A1b, A2, A2a, A3, B1, B1a, B2, B2a, B3) — the variants appear only in the fixture schedule. How many corner units have a private pool, and whether it is built or an option. Whether solar panels are fitted, to how many units, and at what capacity — live in one newspaper, absent from the developer’s current page and from the filed fixture schedule. Ceiling heights, floor-to-floor, car-porch dimensions, electric-vehicle provision. Tempat letak kereta for Jenis B — filed only for Jenis A, as 2 ruang kereta.
Living there. Who owns, maintains and funds the 1-acre park and the thematic gardens now that handover has happened, and whether a residents’ association, a joint management body or MBSA takes them on — and on an individual-title Schedule G scheme the HDA 1966 strata maintenance machinery does not apply. Any service charge, sinking fund or community fee, and its basis. Whether the scheme is or will be gated and guarded, who guards it, and what iProperty’s “perimeter fencing” actually is — decisive for the foreign-buyer answer. The timetable for the rest of the township, in particular how close the 1,800-unit affordable component is to Tilia and when it completes against the township’s 2027 build-out. The nearest LRT3 station, its name, and its distance — four sources name “LRT3” and none names a station. Any chargee or end-financier panel — all four surfaces print Tiada / Nil.
Registry and publication. Nothing usable from either Selangor state registry — ehartanah.lphs.gov.my carries the search term into its own pagination links and still returns the default unfiltered listing, which is proof it is INERT, and kuotalphs.selangor.gov.my/projectDetail/ returns a 500. An inert registry is never a negative. No filed newspaper advertisement and no second brochure — 404 on both path forms for both phases. All three developer e-brochure PDFs are image-only with no machine-readable text layer. akasia2-encorp.com disallows robots, so the first-generation microsite could not be read. A second domain, tilia-cahayaalam.com, also disallows robots and its ownership could not be established, so nothing from it is used.
The licensed developer, and the chain a client should actually be told
The company a Tilia purchaser contracts with is MUST EHSAN DEVELOPMENT SDN. BHD., registration 416297-U / 199701000801, KPKT developer code 9351. Not Encorp Berhad, which is the listed parent; and not “Encorp”, which is a brand. The register gives its project count as 12, with no sick project, no abandoned project and no recorded offence (projek_sakit_count: 0, projek_terbengkalai_count: 0, mempunyaiKesalahan: null). Print the developer code and the licence number — 9351 and 9351/02-2028/0292 — so you can run the register check yourself, because neither brand name will find it.
AND THE LICENSEE IS A JOINT VENTURE WITH A SELANGOR STATE AGENCY, WHICH THE DEVELOPER’S OWN PAGES NEVER MENTION. Must Ehsan Development Sdn Bhd is a joint venture between a wholly owned subsidiary of Encorp Berhad and Perbadanan Kemajuan Negeri Selangor (PKNS), the Selangor state development corporation. StarProperty puts it as “a joint venture between a totally owned subsidiary of Encorp Bhd and Perbadanan Kemajuan Negeri Selangor”; The Edge Malaysia says the same twice, once describing Cahaya Alam as “jointly developed by Encorp and Selangor State Development Corp (PKNS)”; PropertyGuru and iProperty both name PKNS as well. The Encorp subsidiary is most likely Encorp Must Sdn Bhd — which MarketScreener and klsescreener both list immediately alongside Must Ehsan Development — and that identification is an INFERENCE from a subsidiary list, not a filed fact. The split is published nowhere reachable: four sources name the joint venture and not one gives a percentage. encorp.com.my/corporate-structure/ carries the chart as a flat image with no readable percentages; /reports/ and /ir-home/ hold no PDF at all, only an outbound link to a robots-blocked host; and the media-library route returns an empty result for annual and only two 2011/2012 sustainability files for report. So the JV percentage is not obtainable, and this page says that rather than leaving a blank or guessing 51/49.
The chain above the licensee, as a client should be told it. Encorp Berhad, 200001004231 (506836-X), Bursa Malaysia Main Market, stock code 6076, property sector. Above Encorp: Felda Investment Corporation Sdn Bhd at 62.3% and Anjakan Masyhur Sdn Bhd at 12.7% per simplywall.st (table undated, page timestamped 1 October 2026); The Edge Malaysia Weekly of 23–29 August 2021 gave FELDA 69.14% and Anjakan Masyhur 12.65% and reported FELDA looking to sell down. Both are reported; neither is resolved. One corporate note, recorded without inference: MarketScreener carries an announcement of the removal of Encorp Berhad’s Group Chief Executive Officer — the executive quoted in both of the launch reports this page cites. The announcement exists; it is not characterised here and it is not connected to this project.
FOUR DIFFERENT ANSWERS TO “WHO IS THE DEVELOPER”, AND THEY ARE NOT INTERCHANGEABLE. (1) Both HIMS brochure generations, TEDUH and the microsite’s own statutory block all say Must Ehsan Development Sdn Bhd — the licensee, and the only legally correct answer. (2) EdgeProp’s /project/ page says Must Ehsan Development Sdn. Bhd., and its own /new-launches/ page for the same project says Encorp Berhad — the same publisher, two pages, two different developers. (3) The Edge says “jointly developed by Encorp and PKNS” — the joint venture, named without the joint-venture company. (4) PropertyGuru and iProperty call Must Ehsan “a subsidiary of Encorp Berhad… in a joint development with PKNS” — and “subsidiary” and “joint venture” are different corporate claims. The developer’s own sales page omits the state-agency co-owner of its own licensee, and so does its township page — so the only places a buyer learns the licensee is half a state agency are two newspapers and two portals.
Three addresses for one company, across four statutory surfaces. No. 45-1, Jalan PJU 5/21, Pusat Perdagangan Kota Damansara — both filed brochure generations and the microsite’s “developer office” line. No. 42a-2, Jalan PJU 5/22 — the register’s alamatDaftar, the registered office. No. 46-G, Jalan PJU 5/22, Encorp Strand — the register’s alamatPerniagaan and the microsite’s sales office. All three are in the same Kota Damansara commercial block, so this is not a contradiction to resolve — but if one address is needed, publish the register’s registered office. The register also gives the contact as 03-6286 7777 and 019-400 9868 with the email sales@encorp.com, and its lamanWeb field as a bare “-” — the register does not know about either microsite.
The township, and the twelve phases whose figures must never cross onto this page. Serial 9351 carries twelve botanical phases of Encorp Cahaya Alam: Tilia (the former Akasia 2), Iris, Lily, Clover, Dahlia, Akasia, Lotus, Magnolia (shop lots, commercial), Frangipani, Camelia, Jasmine and Roselle — all marked sold out on encorp.com.my except Tilia and Iris. “Akasia” and “Akasia 2” are DIFFERENT phases: StarProperty describes Akasia @ Cahaya Alam as 160 two-storey plus 75 three-storey terraces, while Akasia 2 is Tilia’s 112. A client told “Tilia was Akasia 2” who then searches “Akasia Cahaya Alam” lands on the wrong phase, and that is exactly why the rebrand needs explaining rather than mentioning. Two more traps sit inside this one licence. 9351-4’s projek.nama is literally “Must Ehsan Development Sdn Bhd” — the developer’s own company name sitting in the project-name field — and it is a 278-unit, 34-storey serviced-apartment record whose coordinates put it in Kota Damansara, not Shah Alam at all. And 9351-6 is a CANCELLED-PERMIT record for 112 units — 38 two-storey plus 74 three-storey terraces, permit 9351-6/11-2018/0869(P), status Permit Telah Dibatalkan, 0.00% progress, filed about 200 m from Tilia. The same unit total as Tilia with a completely different mix. It is reported here so nobody adds it to Tilia’s 112, and nothing about it is resolved.
Awards: exactly one project-level item, and it is a workmanship score, not a property award. CIDB QLASSIC Certification 2026, awarded to “Tilia Encorp Cahaya Alam”, score 82%, per the developer’s own awards page. That is a Construction Industry Development Board QLASSIC assessment of build quality against CIS 7, on a percentage scale — not a design, property, development or sustainability award. It could not be independently verified: no CIDB register was reachable, no certificate number is published, and no assessment date beyond the year. It is published here as the developer’s own statement of a CIDB certification, with the year and the score. Everything else on that 43-entry page is corporate or belongs to another project. Five sibling Cahaya Alam phases have their own QLASSIC scores — Iris 81% (2024), Lily 81% (2023), Magnolia 75% (2013), Frangipani 81% (2013), Camelia 83% (2012) — and not one of them appears on this page. Nor do Encorp Marina Puteri Harbour (75%, 2018) or Encorp Strand Residences (72%, 2017). Nor the iProperty People’s Choice finalist entry for Encorp Strand, the Petaling Jaya Universal Design Award for Encorp Strand Mall, the 2014–2015 retail-architecture award for the same mall, or an unattributable 2011 Asia Pacific “highly commended”. And nor do the twenty-odd corporate entries — HR Asia Best Companies, Employer of Choice, investor relations and corporate-governance awards, Malaysia Book of Records, and the rest. TILIA HAS WON NO PROPERTY, DESIGN, DEVELOPMENT OR SUSTAINABILITY AWARD OF ANY KIND, and writing “award-winning developer” on a Tilia page would be borrowing from Encorp Strand, Encorp Strand Mall, Encorp Marina Puteri Harbour, Balau Residences or Encorp Berhad’s human-resources department.
Green: the developer claims NOTHING, and that is a clean positive — credit it. tilia-encorp.com carries no GreenRE logo, no GBI logo, no rating, no certificate number and no “aligned with… standards” wording, and neither filed brochure mentions a green rating. There is no green claim on this project to refute, which is a better position than a developer who prints a logo without a rating. Independently: all four GreenRE tiers were read separately, because the register parameter takes a rating rather than a status. Platinum returned 95 rows and was NOT truncated — the table closes cleanly and the footer follows — so Platinum is a CLEAN NEGATIVE. Gold (about 132 rows), Silver (about 141) and Bronze (about 332) all truncate, so for those three the finding is “no entry in the reachable portion”, which is a qualified negative and never a clean one — and Bronze, the easiest tier to miss and the most truncated, is the weakest of the four. Eleven keyword decoys were refused, every one a different licensee or a different project. The two most dangerous: Balau Residences (Silver, PROVISIONAL CERTIFICATION, 04/11/2025) and Balau Residences (Hotel) (Gold, ACTIVE, 08/12/2025) — both licensed to Encorp Millenium Sdn Bhd, a DIFFERENT Encorp special-purpose vehicle, and one of them a hotel component. They are dangerous precisely because Encorp’s own awards page lists them — and it calls BOTH “GreenRE Award 2025 (Provisional)”, while GreenRE’s own Gold register marks the hotel row ACTIVE. Both are stated, neither is resolved, and neither has anything to do with Tilia. Also refused: Centrum Iris (matching the sibling phase name Iris, but an entirely unrelated company) and Dewan Bankuet MBSA — the approving authority’s own banquet hall. GBI is INCONCLUSIVE, never a negative: its certified-buildings directory returns a client error and its new domain disallows robots. And Encorp’s own “Green Building Index Award 2013 (Provisional)” for Encorp Marina Puteri Harbour is a different project, in Johor, thirteen years ago, and provisional — refused.
And two things the developer gets credit for, said plainly because this page says the uncomfortable things too. First, the prices. Two phases, two brochure generations, the microsite’s own panel and the public registry band, and the bands agree to the sen on both phases with no splice — and the register corrects a typo the developer’s own two surfaces share. Second, the licence field. The developer has NOT printed an APDL validity in the licence-validity field — the panel’s 14 Feb 2023 – 13 Feb 2028 is internally consistent with the licence’s own /02-2028/ segment — an error found on both phases of a sibling project in this batch, which Tilia does not make. What it does not get credit for: its live microsite still publishes the superseded 2023–2025 advertising permits, its live panel still prints an expected completion of December 2025 for a scheme that handed over in May 2026, and encorp.com.my still prints “Completing Soon!” on 9 October 2026 — seven weeks after its own parent told Bursa Malaysia the project was complete.
The developer’s own words, quoted as printed: “TIMELESS. GENERATIONAL. AN ABODE OF REVERENCE.”, “Final phase of landed homes in Encorp Cahaya Alam”, “A world of your own, Tilia is where dreams are planted”. The final-landed-phase claim survives — four sources agree — but the township is NOT finished: The Edge puts full build-out at 2027, encorp.com.my still shows Tilia and Iris as not sold out, and the 1,800-unit affordable component inside the same 209 acres was awarded under a Development Rights Agreement dated 18 June 2019. A Tilia buyer should be told construction continues in the township, and no consumer source says so. The developer’s own disclaimer opens “All plans and information contained herein are subject to changes and/or amendments” and states that the plans cannot form part of an offer or contract and that interiors and furnishings are artist’s impressions only; its live text is garbled in places, which is worth knowing if it is ever quoted, and its own feature tiles carry the misspellings “FUNCIONAL” and “lighning”. Louis does not contact developers on a client’s behalf without that client’s instruction.
Tilia @ Encorp Cahaya Alam, Seksyen U12, Shah Alam — frequently asked questions
Is Tilia the same project as “Akasia 2”?
files/9351/9351-11/ and files/9351/9351-12/, serves advertisement brochures headed AKASIA 2 with the website akasia2-encorp.com; the P45 path under the same serial serves brochures headed TILIA with tilia-encorp.com. Both generations print the same developer licence 9351/02-2028/0292, the same building-plan reference MBSA/BGN/BB/600-1(PB)/SEK.U12/0098-2022, the same price bands, the same built-ups, the same 56 + 56 unit counts and the same 24′ × 80′ lot. Yet the word “Tilia” appears in neither Akasia-2 file, “Akasia” in neither Tilia file, and no filing, register record, developer page, portal or newspaper links the two names. The DIRECTION of the rebrand is an inference, and it is labelled as one throughout this page. HIMS does not date the old-path folder, so the ordering rests on two things: (a) “Akasia 2” was the name in April 2023 (NST and EdgeProp) and “Tilia” from August 2023 (The Edge); and (b) the Akasia-2 brochures print a bare Jumlah Unit with no remaining-unit row, while both Tilia brochures add a Baki row — the same old-generation / new-generation signature this site has recorded elsewhere. So Akasia 2 is the earlier generation and Tilia the current one, inferred from branding dates and from one field, not read off a filing date.
One warning that matters more than the finding.
encorp.com.my lists a separate, sold-out phase called “Akasia” alongside Tilia, and “Akasia” and “Akasia 2” are different things — StarProperty describes Akasia @ Cahaya Alam as 160 two-storey plus 75 three-storey terraces, against Akasia 2’s 112. A client told “Tilia was Akasia 2” who then searches “Akasia Cahaya Alam” lands on the wrong phase. Why does a KPKT register search for “Tilia” find nothing?
projek.nama on TEDUH 9351-11 and 9351-12 reads Encorp Cahaya Alam on both, and that township carries at least twelve botanical phases. So a client who searches the register for “Tilia” finds nothing, and one who searches “Akasia 2” finds nothing either. Search the codes: 9351-11 and 9351-12, under developer licence 9351/02-2028/0292. Two details to carry with them: the register prints the licence suffix (A) while all four developer and brochure surfaces print (R), and the register’s live project-field permits are 9351-11/08-2026/0681(R)-(L) and 9351-12/08-2026/0682(R)-(L). And the word “Residence”, which appears in the marketing name this page is filed under, appears in no filing, no register record, no developer page and no portal record — five names exist for one development and none of them is the registered one except the township’s.Who is the licensed developer, and is a state agency really a co-owner?
And yes: it is a JOINT VENTURE between a wholly owned subsidiary of Encorp Berhad and PERBADANAN KEMAJUAN NEGERI SELANGOR (PKNS), the Selangor state development corporation. StarProperty states it as “a joint venture between a totally owned subsidiary of Encorp Bhd and Perbadanan Kemajuan Negeri Selangor”; The Edge Malaysia states it twice; PropertyGuru and iProperty both name PKNS. The Encorp subsidiary is most likely Encorp Must Sdn Bhd, and that is an INFERENCE from a published subsidiary list, not a filed fact. Above it: Encorp Berhad, 200001004231 (506836-X), Bursa Main Market code 6076, with Felda Investment Corporation at 62.3% (simplywall.st) or 69.14% (The Edge Weekly, August 2021) — both reported, neither resolved.
The split between Encorp and PKNS is not obtainable, and this page says that rather than leaving a blank. Four sources name the joint venture and not one gives a percentage;
encorp.com.my/corporate-structure/ carries the chart as a flat image, /reports/ and /ir-home/ hold no PDF at all and only link out to a robots-blocked host. And the developer’s own microsite and its own township page name no PKNS at all — so the only places a buyer learns the licensee is half a state agency are two newspapers and two portals. One more trap worth knowing: EdgeProp’s /project/ page names Must Ehsan as the developer and its own /new-launches/ page for the same project names Encorp Berhad — same publisher, two pages, two answers. Is the project finished? When was vacant possession?
peratus 100.00%, filed CCC 25 May 2026 and filed vacant possession 26 May 2026, one day apart. Independently corroborated by Encorp Berhad’s quarterly results filed with Bursa Malaysia on 20 August 2026, which report Tilia completed in 2QFY2026 with construction revenue recognised after it obtained its certificate of completion and compliance.Nothing else says it. The developer’s own microsite still prints an expected completion of December 2025;
encorp.com.my still prints “Completing Soon! Tilia, Encorp Cahaya Alam” on 9 October 2026 — four and a half months after handover and seven weeks after its own parent told Bursa the project was finished. EdgeProp carries 2026 on one page and 31 March 2026 on another; iProperty says Q4 2025 and PropertyGuru 2025.So the useful questions have changed. Not “when will it be ready” but: which units remain, what the defect position is, and when each purchaser’s 24-month defect liability period closes — which, for the first purchasers, runs from 26 May 2026 to about 26 May 2028 on our arithmetic. Nothing published anywhere addresses the defect position on this project.
Was an extension of time approved — and was it used?
pindaanTempohSerahKosong reads “Ya” on both records, with tempohTambahanDiluluskan of +3 Bulan on Phase 1 and +4 Bulan on Phase 2, taking the construction period from 24 months to 27 and 28.Phase 1: first SPA 14 Nov 2023, original vacant possession due 14 Nov 2025, revised due 14 Feb 2026, actual VP 26 May 2026 — 101 days past the revised date, 193 past the original. Phase 2: first SPA 31 Oct 2023, original due 31 Oct 2025, revised due 3 Mar 2026, actual VP 26 May 2026 — 84 days past the revised, 207 past the original.
And the credit that is due in the same breath: the earlier, Akasia-2-generation filed brochure printed an expected completion of September 2026, which the actual May 2026 CCC beat by about four months. It was the later, Tilia-generation brochure that pulled the printed date forward to December 2025, and that is the date the project missed. An extension the filings themselves disclose, with one published date the project beat and a later published date it missed, deserves setting out in full rather than reducing to “late”.
One technical note, because this licence refutes a rule. On serial 9351, five Jadual G / 24-month records read
Ya (-1, -8, -9, -11, -12) and the one Jadual H / 36-month record (-4) reads Tidak. So this page reports the values and presents NO rule linking the contract schedule to the extension field. The useful questions are the two above — was the extension consumed, and against which date — not whether one exists. Is this a condominium? What is Schedule G and why does it matter here?
tingkat: 2 — two-storey terrace houses, marketed as 2-storey superlink homes — and the contract schedule is Jadual G on both phases, the statutory form for a house sold together with its land. The APDL tail -(L) for landed corroborates it independently, and there is no strata reference anywhere in either brochure generation, on the microsite or in either register record. On the substance the filing and the marketing AGREE here, which is worth saying and is not the norm on this site — a filed Rumah Teres 2 Tingkat sold as a two-storey superlink terrace is accurate. “Superlink” is a market description of a wide terrace lot, not a filed type. What the schedule decides: a 24-month delivery clock from each purchaser’s own SPA rather than 36; progress payments tied to the house and its own infrastructure rather than to a whole building; a 24-month defect liability period from vacant possession, which on this project means from 26 May 2026 for the first purchasers; no management corporation, no service charge and no sinking fund by default; and a different foreign-ownership answer. No marketing or portal source for this project mentions the schedule at all — the government register is the only source for it. A buyer who assumed strata would have had the wrong deposit ladder, the wrong delivery clock and the wrong maintenance expectation. There is a full comparison in the register section above.
Can a foreigner buy a house at Tilia?
On price, the band straddles the floor on both phases. Petaling is a Selangor Zone 1 district, where the minimum purchase price for a foreign buyer is RM2,000,000. Against the filed bands: Phase 1 Jenis A’s minimum of RM1,141,000 is 57.1% of the floor and FAILS, while its maximum of RM2,120,000 clears at 1.06×; Phase 2 Jenis B’s minimum of RM1,241,000 is 62.1% and FAILS, while its maximum of RM2,280,000 clears at 1.14×. The percentages are our arithmetic on the filed figures. Because no source publishes a per-unit price list, how many of the 112 units clear RM2,000,000 is UNKNOWN and cannot be computed — and this page does not estimate it. Given that the bands run from 57% to 106% and 62% to 114% of the floor, it is likely that only a minority of units, plausibly only corner and premium lots, reach it.
And the title settles it regardless. Three independent lines of filed evidence make this individual-title landed: Schedule G on both phases, the APDL tail
-(L) on all four permits, and no strata reference anywhere, with a filed tenure of Pegangan Pajakan 99 tahun, berakhir 22.03.2104 — a leasehold individual title. On the published Selangor rules, standard individual-title landed is not available to a foreign buyer in Zone 1 at any price: propcashflow.my’s minimum-price page says foreigners are limited to strata and landed strata (gated or guarded) and that “standard individual-title landed is not permitted”, citing Pekeliling PTG Selangor Bil. 1/2014; iProperty says the same. And IQI’s own land guide carries the restriction too — Selangor landed “generally only strata-titled landed homes, from RM2,000,000 in main zones” — and adds that State Authority approval is required on every purchase and that a property priced below the state minimum will not be approved. The gated-and-guarded escape route is not demonstrable either.
propcashflow.my conditions the landed-strata permission on the scheme being gated or guarded, and nothing Tilia has published commits to that: the developer’s microsite lists no security feature at all, neither brochure mentions one, and the only security element anyone publishes is iProperty’s “perimeter fencing”, a single unverified portal line.AND THERE IS A FOURTH RESTRICTION, ON THE FACE OF THE FILING. The filed Sekatan Kepentingan reads “Tanah yang diberi milik ini tidak boleh dipindah milik, dipajak atau digadai melainkan dengan kebenaran Pihak Berkuasa Negeri” — every transfer, lease or charge needs State Authority consent, whatever the buyer’s nationality. That is the strongest single foreign-buyer signal this site has recorded. A sibling Shah Alam project in this batch filed Sekatan Kepentingan: Tiada; Tilia does not.
Two cautions, and one instruction.
propcashflow.my contradicts itself across two of its own pages — its landed-property page states the RM2m floor for strata and landed with no title-type restriction for Selangor at all and a different zone mapping. PTG Selangor publishes no reachable circular — lphs.selangor.gov.my has a broken TLS certificate and kuotalphs.selangor.gov.my returns a 500 — so the threshold and the restriction are the published consensus of independent sources and never a filed fact. Confirm the title type with the developer and the eligibility with PTG Selangor, and assume State Authority consent is required in every case. The KL floor is half the Selangor one — a Selangor project that would clear in KL may not clear here.
What is the price, and what will you not publish?
RM2,280,00.00 — that the Akasia-2 brochure and the live microsite SHARE, which shows the two were set from one piece of artwork. They are not a price list, not a quotation and not an offer. What is withheld, and why. Below-floor “from” figures exist across TWO independent publishers, and the figures themselves are not on this page. The Edge Malaysia carries one per type in its August 2023 article, both below the filed statutory minimum of the phase they describe, and PropertyGuru carries a lower bound below both filed minima. Two independent publishers, because
theedgemalaysia.com and edgeprop.my are one publisher, The Edge Communications, so The Edge’s two figures count once; PropertyGuru Group is the second. iProperty publishes no price at all. Recorded here is only that the discrepancy exists and that it runs across two independent publishers. And the sharper point: the same publisher contradicts itself. EdgeProp’s own new-launch page prints a starting figure of RM1,241,000 — exactly the filed Phase-2 statutory minimum — while its sister title’s article carries a lower one. That is the strongest single argument for publishing only the filed band. PropertyGuru’s two square-foot figures also disagree with each other, and both are secondary-market aggregates from third-party agent listings, not statutory figures.
The GDV does not reconcile either, and here is the arithmetic. The Edge announced a Tilia GDV of RM100,000,000 in August 2023. The sum of the filed minima is RM133,392,000 (56 × RM1,141,000 + 56 × RM1,241,000) and of the maxima RM246,400,000 — so the announced GDV sits RM33.39 million, or 25%, BELOW the sum of the filed minima (our arithmetic). Almost certainly timing: the RM100m was a launch-era figure published at the Akasia-2-named launch, while the bands in circulation today belong to filings re-lodged in August 2025. It is carried with its date and source, and never presented as the project’s value against the current bands.
There is also a standing rule about a whole category of figure Louis never publishes on any page of this site, and it is set out in full under What this page does not publish, and why in the register section above. For the actual number on the house you want, ask Louis for the price list and read the sale and purchase agreement.
How many units are left, and can I still buy from the developer?
bakiUnit field at all for either phase. The two current-generation filed brochures print Baki rows of 45 and 34 — P45-20250807 says 45 unit Baki Belum dijual and P45-20250802 says 34 Unit — against a site-plan 56 on both, which is the phase total and matches the register. Baki means units REMAINING, not total, so one of these is probably a Phase-1 unsold count and the other may be a Phase-2 count sitting in a row labelled Fasa 1. Neither carries an as-at date, the two folder dates are five days apart, and a 34 to 45 rise in unsold units over five days is implausible as a straight reading. Both numbers are reported here and neither is resolved. The developer’s own microsite publishes no Baki Unit at all.And one thing a buyer should know before asking the developer: both advertising permits LAPSED on 20 August 2026.
0681(R)-(L) and 0682(R)-(L) were valid 21 Aug 2025 to 20 Aug 2026. Ask Louis for a dated, written statement of what is available. How big are the houses and the lots?
keluasan of 224–261 m² and 252–291 m² converts to about 2,411–2,809 and 2,712–3,132 sq ft (our conversion), matching the filed figures to within about 3 sq ft.The lot is 24′ × 80′ = 1,920 sq ft, filed identically for both types on both generations. That is a LOT DIMENSION, not a land area for the development, and it is the only land figure any filing gives.
Bedrooms and bathrooms: Jenis A 4 / 3; Jenis B 4 + 1 / 4 in the brochure and 5 / 4 in the register — the same house in two notations, and the “+1” is a utility or guest room that The Edge calls a convertible work-from-home room. It is not a dual key, and the filed fixture schedule corroborates that: Sinki Dapur is 1 per unit on EVERY variant — A1a, A1b, A2, A2a, A3, B1, B1a, B2, B2a, B3 — in BOTH brochure generations. One kitchen sink per house, unchanged between generations. If a client asks about a dual key or a rentable annexe, the answer from the filing is no.
Two traps. The register’s
keluasan is a BUILT-UP in square metres, not a land area — reading 224 m² as land would understate a 1,920 sq ft lot by about eleven times. And EdgeProp’s 2,411 sq ft is the register value double-converted, not a filed figure — the filed floor is 2,408. Corner-lot built-ups of 2,806 and 3,131 sq ft are the microsite’s own, marketing-only and not filed, and no built-up, bedroom count or price is filed against any of the ten variant codes. Car parking is filed only for Jenis A, as 2 ruang kereta, and only in the Tilia generation. Is there a floor plan, and why is there not one on this page?
What this page does have is the strongest image set on this site, and the word “confirmed” is used precisely.
tilia-encorp.com runs WordPress with an open REST interface, and ten of the eleven images here carry real alt_text identical to the content-management title, each naming a specific subject — the aerial view, the Type A and Type B facades, the Type A exterior, the Type B exterior with the private pool, a Type A living area, the master bedroom, the Type B dining area, the backyard and the 1-acre park. Only the location map is inferred, because its alt text is empty. The library is also clean: nothing from Iris, Akasia, Lily or any other Encorp Cahaya Alam phase, and nothing from another Encorp project.Eight further files were REFUSED, because their titles name a marketing concept rather than a scene — yard, Type A, solar panel, Open Air Elegance, Low density, garden, family, Cosy Living — and several read as generic lifestyle imagery. A title that names a marketing concept is not a statement that the photograph is of this development. Ask Louis for the full-size plans and the show-unit photographs — that is the honest route to a plan.
How far is the nearest train station or highway?
tilia-encorp.com names eighteen places across four categories — Shopping Avenues: SACC Mall, Seksyen 7 Commercial Centre, Central i-City, AEON Mall Shah Alam; Ease of Travel: NKVE, Federal Highway, LRT 3, NSE; Educational Institutions: UiTM, UNISEL, MSU, MAZ International School, Baseerah International School; Healthcare Centres: AVISENA, SALAM, Shah Alam Hospital, Columbia Asia Extended Care, KPJ Selangor — and attaches no figure to a single one of them. Its only quantitative statement is the sentence “All essential amenities are just a short drive away, ensuring a level of convenience you would never think possible”, on a page that publishes no distance at all.THE RAIL FINDING. Four sources name “LRT 3” — the microsite, EdgeProp on both pages, iProperty and NST — and NOT ONE of them names a station or publishes a distance to one. PropertyGuru names no rail station at all; its nearest transport item is a petrol station. So no source publishes a distance to any rail station and no source names the nearest one, and this page names none. Any LRT3 station name a client sees elsewhere for this project is unsourced.
The only numeric distances in existence are eight portal-generated metre figures on PropertyGuru, and its own walk times contradict them — 1,476 m shown as “0–5 mins” against 725 m shown as “8–9 mins”. The times are unusable, the figures are portal-generated amenity distances rather than developer-published ones, and none of the eight is one of the eighteen places the developer actually markets. They are not on this page.
Nothing is published by anyone for the nearest LRT3 station or its name, KTM Padang Jawa or Batu Tiga, any bus route or stop, any NKVE / Federal Highway / NSE / GCE / ELITE interchange or toll plaza, KLIA, Subang airport, Shah Alam city centre, the township’s own shop lots, or the 1-acre park from any house. EdgeProp writes “just minutes away” instead of figures. An adverb is not a distance. Nothing here is estimated, and nothing is copied from a sibling page.
What is the density?
The cross-check that makes it credible. The filed lot is 1,920 sq ft, so 112 lots = 215,040 sq ft = 4.94 acres of saleable land, which is 54.1% of 9.13 acres — leaving 45.9% for roads, drainage, the 1-acre park and open space. That is a normal net-to-gross ratio for a Malaysian terrace scheme, so the press acreage is internally consistent with the filed lot dimension and the filed unit count. It is still a press figure, but it is not a loose number.
FOUR DENOMINATORS ARE REFUSED, AND THE WORST ONE IS ON THE DEVELOPER’S OWN TILIA PAGE. (1) The township’s 209 acres, which
tilia-encorp.com prints on the Tilia page itself — that is the whole Encorp Cahaya Alam township, 2,414 units across twelve phases plus a business centre, apartments, flats and an 1,800-unit affordable component. 112 ÷ 209 = 0.54 per acre, 23 times too favourable. (2) The township-wide 2,414 ÷ 210 = 11.5 per acre, close enough to 12.27 to look like a confirmation and in fact a different population on different land. (3) The 1-ACRE PARK — a landscaped-greenery figure where a land area belongs; 112 ÷ 1 = 112 per acre, nine times too unfavourable. (4) EdgeProp’s “4.89 acres”, printed as the township land area in its article on a sibling phase and impossible for a 209-acre township. And a fifth, specific to the register: keluasan on this project is a BUILT-UP in square metres, not a land area. The developer’s own “LOW DENSITY” tile states a unit count and publishes no parcel area. A unit count is not a density, and iProperty’s “low-density enclave of just 112 homes” repeats the same unsupported claim.
Does Tilia hold a green certification or an award?
Green — and this one is a clean positive for the developer.
tilia-encorp.com carries no GreenRE logo, no GBI logo, no rating, no certificate number and no “aligned with… standards” wording, and neither filed brochure mentions a green rating. There is no green claim on this project to refute, which is a better position than a developer who prints a logo without a rating — credit it. Independently, all four GreenRE tiers were read separately. Platinum returned 95 rows and was NOT truncated, so Platinum is a CLEAN NEGATIVE. Gold (about 132 rows), Silver (about 141) and Bronze (about 332) all truncate, so for those three the finding is “no entry in the reachable portion” — a qualified negative, never a clean one, and Bronze is the weakest of the four. Eleven decoys were refused, every one a different licensee or project — most dangerously Balau Residences (Silver, PROVISIONAL, 04/11/2025) and Balau Residences (Hotel) (Gold, ACTIVE, 08/12/2025), both licensed to Encorp Millenium Sdn Bhd, a DIFFERENT Encorp special-purpose vehicle, one of them a hotel. They are dangerous because Encorp’s own awards page lists them, and it calls BOTH “GreenRE Award 2025 (Provisional)” while GreenRE’s own Gold register marks the hotel row ACTIVE — a provisional rating being called an “Award”, on a developer’s live page. Both stated, neither resolved, and neither has anything to do with Tilia. Also refused: Centrum Iris (matching the sibling phase name Iris, unrelated company) and Dewan Bankuet MBSA, the approving authority’s own banquet hall. GBI is INCONCLUSIVE and never a negative — its directory returns a client error and its new domain disallows robots.Awards. Tilia’s one project-level item is CIDB QLASSIC Certification 2026, “Tilia Encorp Cahaya Alam”, score 82% — a Construction Industry Development Board assessment of workmanship against CIS 7, on a percentage scale, and NOT a design or property award. It could not be independently verified: no CIDB register was reachable, no certificate number is published and no assessment date beyond the year. Published here as the developer’s own statement of a CIDB certification, with the year and the score. Everything else on the developer’s 43-entry awards page is corporate or belongs to another project: five sibling Cahaya Alam phases have their own QLASSIC scores — Iris 81%, Lily 81%, Magnolia 75%, Frangipani 81%, Camelia 83% — and not one of them is on this page. Writing “award-winning developer” on a Tilia page would be borrowing from Encorp Strand, Encorp Strand Mall, Encorp Marina Puteri Harbour, Balau Residences or Encorp Berhad’s human-resources department.
Is it gated and guarded, and who maintains the park now that handover has happened?
Security. The developer’s microsite lists no security feature at all and neither filed brochure mentions one. The only security element anyone publishes is iProperty’s “perimeter fencing” — not on the developer’s list, not in either filing, and to be treated as unverified. There is no 24-hour-security claim, no guardhouse commitment and no gazetted guarded-neighbourhood status published by anyone. That bears directly on the foreign-buyer answer above, because one of the foreign-ownership sources conditions its landed-strata permission on the scheme being gated or guarded.
The park and the gardens. The developer publishes two shared facilities — a 1-ACRE PARK (“lushly landscaped with avenues for communal bonding”) and THEMATIC GARDENS (“equipped with play areas, benches and spaces for free-form activities”). The other six of its eight feature tiles are per-house design features, not facilities, and this page does not dress them up as facilities. Nothing published anywhere states who will own, maintain or fund the park and the gardens after vacant possession, nor whether a residents’ association, a joint management body or MBSA takes them on. For an individual-title Schedule G scheme that is a real open question, because the HDA 1966 strata maintenance machinery does not apply: there is no management corporation and therefore no statutory mechanism to levy a maintenance or security charge at all. No service charge, sinking fund or community fee figure is published anywhere. Several further facilities — a jogging track, a drop-off point, a community garden, a linear park, eateries — come from iProperty alone, are on neither the developer’s list nor either filing, and at least two of them look like TOWNSHIP features or another phase’s shop lots.
Which district and local authority is it in, and where exactly is it?
The filed building-plan reference settles the section on its own: MBSA/BGN/BB/600-1(PB)/SEK.U12/0098-2022, printed identically on all four statutory surfaces and on both register codes. The
MBSA/BGN/… prefix independently settles the local authority, which both brochure generations and the microsite also print. And TEDUH prints Petaling on ALL TWELVE records under licence 9351, with no self-contradiction between the project field and the licensee address — a point in the register’s favour. The filed coordinates are 3.089856 N, 101.490987 E (Phase 1) and 3.089909 N, 101.490978 E (Phase 2), about 6 m apart on our arithmetic — one parcel, two permits.THE ADDRESS TRAP. PropertyGuru and iProperty both print the street address as “Jalan Serambi U8/24, 40170 Shah Alam” — a Seksyen U8 road, in Bukit Jelutong, not U12 — and the two portals print the identical string, which suggests one shared source rather than two independent checks. Publish U12; do not repeat the U8 address. Seksyen U12 is the Taman Cahaya Alam / Alam Suria side of Shah Alam, on the Bukit Jelutong–Elmina flank.
What is NOT printed: no lot or PT number, no mukim and no street address for the parcel, on any of the four statutory surfaces. And both Selangor state property registries were INERT:
ehartanah.lphs.gov.my carries the search term into its own pagination links and still returns the default unfiltered listing, which is proof the search is inert rather than that the project is absent, and kuotalphs.selangor.gov.my/projectDetail/ returns a server error. An inert registry is never a negative.Get the filed particulars, the price list and the Schedule G agreement
Louis will send you both generations of filed KPKT advertisement brochure — the TILIA one and the AKASIA 2 one — the register extracts for 9351-11 and 9351-12, the developer’s current price list and a dated statement of what is still unsold, and the prescribed Schedule G sale and purchase agreement. He will also tell you plainly where a document does not exist — and on this project several do not.

Over a decade covering Johor Bahru and the Klang Valley. Louis builds these pages the hard way: the filed KPKT particulars first, every hard number attributed to a named published source, and an explicit list of what nobody publishes — because on a project like this one, where the same two register codes carry filed brochures under two different brand names, where neither brand name is the registered one, where the houses have been finished since May 2026 and only the government register says so, and where the licensee turns out to be half a state agency, the gaps are the useful part. Ask him anything on this page and he will show you the document it came from, or tell you plainly that there is not one.

The unit mix, the permitted price and how far up it is
None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
