Ekotitiwangsa, Jalan Pahang, Kuala Lumpur — there are TWO KPKT registrations about 25 metres apart, both named Ekotitiwangsa, and the first one’s permit has been CANCELLED. This page is about 13673-2: 500 Schedule H homes, 100% of them licensed

First, the lead, and no public source mentions it at all. The TEDUH developer register holds two project records under licensee EKOVEST LAND SDN. BHD., both carrying the register name Ekotitiwangsa. 13673-1 is 696 units in 3 blocks of 50, 40 and 36 storeys, filed band RM591,986 – RM1,725,630, and its overall status reads Permit Telah Dibatalkan — the permit has been cancelled. 13673-2 is 500 units in 2 blocks of 38 and 36 storeys, filed band RM434,700 – RM740,600, status Lancar — and it is the only one being sold. The two filed GPS fixes are about 25 m apart: same land, re-planned and re-registered. The serial walk ends at -2 (13673-3 returns a 404) and the licensee record reads jumlahProjek: 2, so walk and count agree — two records, no third, no dormant twin. Second, and this is what sends a client to the wrong building: the BLOCK LETTERS mean DIFFERENT BUILDINGS across the two registrations. Block B goes from 40 storeys / 180 units to 38 storeys / 196 units; Block C stays at 36 storeys but goes from 270 to 304 units; and Block A left the housing register entirely, re-planned on the evidence as the 48-storey, 115-suite office tower that carries a myBina record (76639) and no KPKT record at all. So this page prints the register code beside every figure. Third, the question a client asks first, and the honest answer is that nobody has published one: Phase 1 of the cancelled scheme launched in June 2015 with 270 units and construction reached 23% to 28% before the permit was cancelled. No document anywhere states whether those sale and purchase agreements were rescinded, novated into 13673-2, or refunded, or what became of the money held in the section 7A housing development account. This page says that outright rather than guessing.

The advertising and sales permit covers every single home — and the gap is the office tower and the retail500 of 500 residential units sit inside a live APDL. One hundred per cent. The permit is 13673-2/02-2027/0114(A)-(S), status Aktif, valid 2 Feb 2024 – 1 Feb 2027 — checked against today, 9 October 2026: current, with about 115 days to run. But the development the developer describes is larger than the licence. Its own page describes one office tower and two blocks of serviced apartments: 115 office suites, the 500 residential units, and approximately 42,000 sq ft of retail. The office suites and the retail hold NO KPKT registration — they are in neither 13673-1 nor 13673-2, and 13673-3 is a 404. In plain language: a buyer of an office suite or a retail lot gets no Schedule H and no Schedule G, no statutory liquidated-damages formula for late delivery, no section 7A housing development account holding their progress payments, no statutory defect liability period and no route to the Tribunal for Homebuyer Claims. Their contract is whatever the developer writes. No document published anywhere states the housing-law status of the office suites or the retail — that silence is the finding. Office suites are almost certainly commercial title and outside the HDA 1966, which is why they hold no licence, but that is a reading and not a filed fact. The 500 homes themselves are all inside the Act.
The current filing has NO statutory particulars block at all — so every statutory number here comes from the SUPERSEDED generationTwo HIMS path forms are live under serial 13673, and they are two GENERATIONS of the same phase, not two phases. The current one, the one the register itself links as iklan[].brochure, is files/13673/P45/P45-20251215-00017919/IKLAN_BROSUR_01.pdf — and it carries no BUTIR-BUTIR IKLAN section whatsoever. It was checked at offsets 0, 3,000 and 8,000: it is a floor-plan, specification and facilities-plan brochure. IKLAN_BROSUR_02.pdf and IKLAN_AKHBAR_01.pdf under that path both 404. The full statutory block exists only in the SUPERSEDED generation, files/13673/13673-2/IKLAN_BROSUR_01.pdf. And the cancelled record 13673-1 has no filed advertisement in any form at all — iklan: [], brochure: null, and every path form 404s. So read every statutory line on this page as: superseded filed generation, read together with the live register. That is the provenance, and a reader deserves to be told it rather than left to assume the current filing carries particulars it does not.
Freehold, strata, no interest restriction — and a foreign-buyer answer of ZERO of 500 that nobody statesThe authority is settled, and it halves the threshold in the buyer’s favour — and it still fails. The filed plan-approval reference is BP U2 OSC 2022 2491(28), the DBKL BP — OSC — form; the filed approving authority is printed as Dewan Bandaraya Kuala Lumpur; the register reads negeri: WP Kuala Lumpur, daerah: Kuala Lumpur; and the filed GPS 3.184446, 101.701378 sits inside the Federal Territory. So the floor is the Kuala Lumpur / Federal Territory figure of RM1,000,000, not Selangor’s RM2,000,000 — and every source agrees on Kuala Lumpur here, with no dispute to resolve. On title the project does not bar a foreigner: tenure is freehold (Pegangan Kekal in the superseded filing, PEGANGAN BEBAS in the current one), the product is strata (Schedule H, APDL tail -(S)), and no Sekatan Kepentingan is filed at all — the single strongest filed bar is absent. Price bars absolutely. The dearest filed unit in the building is RM740,600 = 74.06% of the RM1,000,000 floor, short by RM259,400. Not one of the 500 licensed units is purchasable by a foreign buyer on price, and no source anywhere says so. One further line, because it is the re-plan that closed the door: the cancelled 13673-1 band reached RM1,725,630 and would have cleared the floor comfortably.
Project-attributed developer image whose subject is not established by any published caption, title or alt text at Ekotitiwangsa @ Jalan Pahang, Kuala Lumpur (KPKT project 13673-2) by Ekovest Land Sdn Bhd, Jalan Pahang, Kuala Lumpur, Wilayah Persekutuan Kuala Lumpur
Project-attributed, and that is the whole of what it establishes — the subject is NOT established. It is served from the developer’s own host, page-placed on /ekotitiwangsa/, and its content-management-system upload date is September 2026, after the current permit of 2 February 2024, so the project attribution is sound. But its CMS title is Ekovest-KLview, which names nothing, its alt text is empty and it carries no caption. So it is shown as an unnamed hero. It is NOT described as a render of the towers, because no published source says it is — and the five assets that WOULD have been renders are the refused 2016 and 2018 ones.

Ekotitiwangsa at a glance — every line from a named, published source, with the register code beside every figure

Registered with the Ministry of Housing and Local Government as Ekotitiwangsa — and that is a rare clean result worth crediting: the marketed brand IS the registered scheme name, so a client’s own TEDUH search on “Ekotitiwangsa” actually resolves. The problem is that it resolves to TWO records. 13673-2 is live and is what is being sold. 13673-1 is the original 696-unit, three-tower scheme and its permit has been CANCELLED. Every figure below is labelled with the record it belongs to, because a number from the wrong record is worse than no number.

Registered scheme name
Ekotitiwangsa — on both recordsTEDUH projek.nama. The marketed name and the registered name are the same, which is unusual and deserves the credit. Six marketing forms circulate — Ekotitiwangsa, EkoTitiwangsa, Eko Titiwangsa, EkoTitiwangsa @ Setapak, EkoTitiwangsa @ Titiwangsa, EKOTITIWANGSA @ JALAN PAHANG — and no source prints a different registered name.
KPKT project codes
13673-2 = LIVE
13673-1 = permit CANCELLEDDeveloper code 13673. 13673-2: 500 units, Blok B (38 storeys, 196) and Blok C (36 storeys, 304), band RM434,700–RM740,600, Lancar. 13673-1: 696 units in three blocks of 50 / 40 / 36 storeys (246 / 180 / 270), band RM591,986–RM1,725,630, Permit Telah Dibatalkan, no filed advertisement at all. Walk and count agree: 13673-3 is a 404 and jumlahProjek: 2. No source outside the register acknowledges that two registrations exist.
Licensed developer
EKOVEST LAND SDN. BHD.The register prints the licensee’s name, address, phone and e-mail and no company registration number field at all, and no registration number for Ekovest Land Sdn Bhd is published anywhere — not in the register, not in either filed brochure, not on the corporate site, not in the group annual report’s structure chart, and not on any portal. Status Aktif, mempunyaiKesalahan: null (no offence flag at all), projek_sakit and projek_terbengkalai both 0, jumlahProjek: 2. There is no differently-named SPV here: q=EKOVEST found the licensee on the FIRST query, which is not the norm on this site. It is a 100% subsidiary of Ekovest Berhad (198501000052 / 132493-D), Bursa-listed, with no joint venture named by any source.
Developer licence
13673/01-2027/0941(A)6 Jan 2022 – 5 Jan 2027, from the register — current as at 9 October 2026. Note the order: the licence expires 5 Jan 2027, BEFORE the permit does (1 Feb 2027), and the register shows no renewal booked forward. And the filed brochure prints this licence number WRONG — as 13673-1/01-2027/0941 (A), with the cancelled record’s phase index spliced into the licence-number field. The dates reconstruct correctly from the /01-2027/ segment; only the serial is corrupt.
Advertising and sales permit
13673-2/02-2027/0114(A)-(S)Status Aktif, 2 Feb 2024 – 1 Feb 2027 — CURRENT, about 115 days to run as at 9 October 2026. An (N)-suffixed twin exists on IDENTICAL dates, 13673-2/02-2027/0114(N)-(S), status Tidak Aktif — the register’s (A) is the one published here. Tail -(S) = strata. And in the filed brochure the permit field is BLANK: the label Nombor Permit Iklan dan Jualan is printed and NO value follows — a new variant, neither a placeholder string nor a bare dash.
Units
500 (13673-2)Blok B 196 · Blok C 304, in both the register and the superseded filed brochure. 500 of 500 are inside the live APDL — 100%. The cancelled record 13673-1 carried 696 (246 / 180 / 270). Every portal headlines “500 units” as if it were the whole development; the developer’s own page makes clear the development is 500 residential PLUS 115 office suites PLUS retail, and the licence covers the 500 only.
Storeys
38 (Blok B) · 36 (Blok C)From the register alone. Bilangan tingkat is NOT PRINTED in the filed brochure, and no portal and no developer surface states how tall the buildings are. The cancelled record’s 50 / 40 / 36 comes from the register and from myBina 38805. A 48-storey office tower appears on myBina 76639 and in no KPKT record.
Filed building type and contract
Pangsapuri Perkhidmatan / Pangsapuri Servis · Schedule HThe filed brochure says Pangsapuri Perkhidmatan (serviced apartments, in Blok B and Blok C); the register says Pangsapuri Servis on 13673-2 and on all three components of 13673-1. Jadual H on both records with tempohAsal 36 Bulan, corroborated by the APDL tail -(S). Every marketing label in circulation — “Service Residence”, “serviced apartment”, “serviced residence” — AGREES with the filed type. Credit it: there is no villa-or-condominium mislabel here. And the filing is Malay-only, so no English-column contradiction can arise.
Filed built-up areas
806 · 690 · 809 · 854 · 845 or 854 · 1,120 sq ftPrinted in kps (sq ft) in both filed generations against type codes A, B / Ba / B1 / B1a / B2 / B2a, C / Ca / C1, D, E and F (Unit Dwi Kunci — the filing’s own dual-key label). Type E contradicts itself INSIDE the current filing: 845 sq ft in one listing and 854 in another. No square-metre figure is published by the developer and none is converted here. Credit where due: neither filing shows template contamination — no other project’s name, township or built-up appears in either.
Filed Unit Selling Price band
RM434,700 – RM740,600 (13673-2)Statutory advertisement particulars, which are the SPA price range — not a price list, not a quotation and not an offer. Per block: Blok B RM434,700–RM600,020, Blok C RM434,700–RM740,600. The union of the two filed blocks EQUALS the public KPKT TEDUH registry band to the sen. No splice, no stale minimum, no old-maximum hybrid — credit it. The same holds on the cancelled record: registry RM591,986–RM1,725,630 equals the union of its three component rows exactly. Per-type prices are NOT filed — the band is per BLOCK.
Foreign-buyer floor
RM1,000,000 — Kuala Lumpur / Federal TerritorySettled from the filed plan reference BP U2 OSC 2022 2491(28) (the DBKL form), negeri: WP Kuala Lumpur, the filed approving authority Dewan Bandaraya Kuala Lumpur and the filed GPS. NOT Selangor’s RM2,000,000. Result: ZERO of 500 units clear the floor. Blok B’s ceiling is 60.00% of it; Blok C’s is 74.06%; the whole scheme is short by RM259,400 at its dearest unit. Title does not bar a foreigner here — price does, absolutely.
Filed progress and status
32.30% (Blok B) · 57.67% (Blok C)Register peratus on 13673-2, with status.keseluruhan: Lancar, and ccc / vp both -. About 25 percentage points apart on two towers sold as one project, with roughly 20 months to the governing handover date. For contrast, the cancelled record’s three components stood at 23.03% / 28.39% / 28.00% when its permit was cancelled.
Governing vacant possession date
19 June 2028Register 13673-2: first SPA 19 Jun 2025, Jadual H, tempohAsal 36 Bulan, pindaanTempohSerahKosong: Tidak — no approved extension. The filed brochure says Januari 2027, which is 17 months earlier. That is explained, not accused: under Schedule H the 36-month clock runs from each buyer’s own SPA, and the brochure’s January 2027 was a pre-sale estimate written around the February 2024 permit. The first SPA completing on 19 Jun 2025 re-baselined the contractual date to 19 Jun 2028. Seven distinct completion dates circulate across nine or more sources, and not one consumer source prints 19 June 2028.
Land area and density
2.31 acres (developer, NOT filed) · 216.5 units/acreKeluasan Tanah is NOT PRINTED in the filing and the register reads keluasan: 0 mps on both records, so NO land area is a filed fact. 2.31 acres is the developer’s own current page; The Edge in 2015 said 2.91 acres for the cancelled 696-unit scheme. 500 – 2.31 = 216.5 units per acre; counting the 615 units the developer describes (500 residential + 115 office) it is 266.2 per acre, plus the retail on the same parcel. The current filed brochure prints Kepadatan Rendah 500 unit — “low density” — in a statutory advertisement. The developer’s own acreage refutes it. A plot-ratio check is impossible: no GFA is published, so 2.31 acres stands unvalidated.
Green certification
NONE — and the developer claims noneAll four GreenRE tiers were read, plus the unheaded certification-entry lists. Platinum closed cleanly at 95 rows with all nine fields on the last row — a genuine clean negative: Ekotitiwangsa holds no GreenRE Platinum. Gold (130), Silver (141) and Bronze (about 332) all truncate, so the only defensible wording there is no entry in the reachable portion. The Bronze certification-entry list covered 266 entries from 9 Dec 2025 back to 4 Apr 2024 — exactly the window a February-2024-permitted project would fall in — with no match. And the developer advertises nothing green at all: no logo, no rating, no “targeting” wording anywhere. So there is no over-claim to refuse and no unadvertised rating to credit. GBI 404s and is therefore INCONCLUSIVE, never a negative — and nobody claims GBI here.
Awards
NONE — and the decoy is on the project’s own pageThe developer’s awards page lists ten items and not one attaches to Ekotitiwangsa. The dangerous one, refused by name: “BEST MIXED DEVELOPMENT AWARDS” 2016 belongs to EkoRiver Centre — the adjacent 6.64-acre future development that the developer’s own Ekotitiwangsa page names in the same paragraph as the project. Both 2017 project awards belong to EkoCheras, a DIFFERENT licensee (Ekovest Capital Sdn Bhd, code 13176) and a COMPLETED project. And Setiawangsa–Pantai Expressway is a highway, one letter-cluster from the project name. No QLASSIC score was found. The project’s award record is empty, and that is stated rather than omitted.

Nine things about Ekotitiwangsa that are true, sourced, and published nowhere else together

Four of these are points in the developer’s favour and five are things a buyer will not find in any brochure or on any portal. Both halves are below, and neither is softened.

🔑

Two registrations, one name, 25 metres apart — and the first permit is CANCELLED

13673-1: 696 units, 3 blocks of 50 / 40 / 36 storeys, band RM591,986–RM1,725,630, pindaanTempohSerahKosong: Ya with a +6-month extension approved, and no filed advertisement at all (iklan: []). Status: Permit Telah Dibatalkan. 13673-2: 500 units, 2 blocks of 38 and 36 storeys, band RM434,700–RM740,600, pindaanTempohSerahKosong: Tidak. Status: Lancar. GPS fixes 3.184255, 101.701593 and 3.184446, 101.701378 — about 25 m apart, the same site. No public source mentions the cancellation, the second record, or the existence of 13673-1.

🏢

A block letter means a DIFFERENT BUILDING in the two registrations

B: 40 storeys / 180 units (13673-1) becomes 38 storeys / 196 units (13673-2). C: 36 storeys / 270 units becomes 36 storeys / 304 units. A: 50 storeys / 246 units — GONE from the housing register. On the balance of four sources, the 246-unit residential Block A was re-planned as the 115-suite, 48-storey office tower that appears on myBina 76639 and in no KPKT record. No single document states that transition — it is an inference from four sources and is published here as one. A buyer holding a 2015–17 “Block B” booking and a buyer holding a 2024-onwards “Blok B” booking do not own in the same building, and nothing anywhere reconciles the two lettering systems.

❓

What became of the Phase 1 buyers of 2015 is answered by NO public source

This is the most important unanswered question on the project, and it is said outright rather than guessed at. The Edge, 16 June 2015: Ekovest Land launches Eko Titiwangsa Phase 1, 270 units of a 696-unit three-block scheme on 2.91 acres, completion expected 4Q2018. The register records the three components reaching 23.03% / 28.39% / 28.00%. Then the permit was cancelled. No document anywhere states whether those sale and purchase agreements were rescinded, novated into 13673-2, or refunded, nor what became of deposits in the section 7A housing development account, nor whether a 13673-1 purchaser’s unit exists in the current building at all. Ask for it in writing.

✅

Every home is licensed — and the gap is the office tower and the retail, not the homes

500 of 500 = 100%, under live permit 13673-2/02-2027/0114(A)-(S). That is only the second such result on this site and it deserves to be said plainly. The components OUTSIDE the licence are the 115 office suites (1,033–2,120 sq ft marketed, with an expansion option stated up to 7,546 sq ft) and approximately 42,000 sq ft of retail, plus the 48-storey office tower on myBina 76639. None holds any KPKT registration, any permit, any filed price or any filed schedule. What that costs a buyer of one of those is spelled out in the register block — and it does NOT apply to the 500 homes, which are all inside the HDA 1966.

💵

Foreign buyers: ZERO of 500, on price alone, and nobody says so

Authority DBKL / Federal Territory, so the floor is RM1,000,000 — half Selangor’s. Blok B ceiling RM600,020 = 60.00% of the floor. Blok C ceiling RM740,600 = 74.06%. Short by RM259,400. Zero of 196, zero of 304, zero of 500. Title does not bar them: strata, freehold, and no Sekatan Kepentingan filed. Price bars them absolutely. Two independent floor citations, one of them this agency’s own parent: propcashflow.my (Feb 2026 table, KL RM1,000,000 for all property types, federal floor effective 13 Jul 2022) and IQI’s own foreigners’ guide (8 Oct 2026, KL RM1,000,000). And the re-plan is what closed the door: the cancelled scheme reached RM1,725,630 and would have cleared it.

📄

The current filing has no statutory block, so the particulars come from the superseded one

The register-linked P45 brochure carries NO BUTIR-BUTIR IKLAN section — checked at offsets 0, 3,000 and 8,000; the companion IKLAN_BROSUR_02.pdf and IKLAN_AKHBAR_01.pdf both 404. The full block exists only in the superseded generation at files/13673/13673-2/, and 13673-1 has no filing in any form. So every statutory particular on this page is: superseded filed generation, read with the live register — and this page says so rather than implying the current filing carries what it does not. The two generations also differ in substance: tenure wording Pegangan Kekal becomes PEGANGAN BEBAS, the facility zones are renamed, and the current one adds a 36 m infinity pool dimension and the Kepadatan Rendah claim.

🚩

Two permit traps, a blank field, and a permit history with UNPERMITTED INTERVALS

(a) A phase index spliced into the licence-number field. The brochure prints 13673-1/01-2027/0941 (A) — the cancelled record’s index inside the developer licence number, against the register’s 13673/01-2027/0941(A). The dates reconstruct correctly from /01-2027/; only the serial is corrupt. A client who checks 13673-1 finds the cancelled scheme and may conclude the project is dead. (b) The APDL field is BLANK — the label printed with no value at all, a new variant. (c) 13673-1’s permit history shows TWO uncovered intervals: 17 Sep 2018 — 31 Oct 2019 (about 13—a half months) and 30 Oct 2020 — 6 Jan 2021. Read the history, not just the current permit. And one correction: the (P) suffix is NOT a pre-2017 form — 13673-1/01-2022/0950(P) ran 6 Jan 2021 to 5 Jan 2022, so the free landed-against-strata read off an APDL tail is unavailable on ANY (P) permit whatever its date.

📏

“Kepadatan Rendah” — “low density” — is in the statutory advertisement, and the developer’s own acreage refutes it

The current filed brochure prints Kepadatan Rendah 500 unit. On the developer’s own 2.31 acres that is 500 – 2.31 = 216.5 units per acre, rising to 266.2 per acre if the 115 office suites are counted, plus about 42,000 sq ft of retail on the same parcel. Three towers of 36 to 48 storeys on 2.31 acres is not a low-density development by any reading. The acreage is labelled non-filed: Keluasan Tanah is NOT PRINTED and keluasan reads 0 mps. Seven denominators were refused; the two worth naming are the adjacent 6.64-acre EkoRiver Centre land (2.31 + 6.64 = 8.95 acres would give 55.9/acre, a 3.9× understatement) and Taman Tasik Titiwangsa’s “over 95 hectares”, which is printed INSIDE the filing itself while the project’s own land area is not.

📷

Three images, and the reason is itself a headline

Eight assets on the developer’s host were individually verified; five of them predate the current permit of 2 February 2024 by six to ten years — three 1800×880 banners uploaded 20 May 2018 and a wire-service press photograph whose filename embeds 07/12/2016. They depict the CANCELLED 696-unit, three-tower scheme and they are REFUSED here. And the developer is STILL serving three of them on its live Ekotitiwangsa page today, which means page placement on this host is not sufficient evidence of currency. Stated plainly and without insinuation: the developer is currently illustrating the 500-unit scheme with imagery of a building that was never built. There is no project microsite, the open content interface returns 14 items for the WHOLE site, and there is no floor plan, no site plan, no facility image and no current render of this scheme anywhere on the public web.

Project DNA

Ekotitiwangsa by the filed numbers — and by the numbers that belong to the record nobody mentions

Read the register code beside every figure. 13673-2 is the live scheme and the only one being sold; 13673-1 is the cancelled original. Two of the figures below are arithmetic done on this page, and they are labelled as such: the density, which is computed on the developer’s own non-filed acreage, and the foreign-buyer percentages, which are computed on the filed band against the published Federal Territory floor.

Facilities — grouped by the SOURCE that names them, because the two filed generations do not agree with each other and a portal is fuller than both

The developer publishes no facilities schedule on its own website at all. The two filed generations do, and they RENAME the zones between generations: THE GARDENS becomes Tapak Taman, Langit becomes Di Langit, and a ground-floor Himpunan Utama zone is added. So the columns below are grouped by source and generation, and the level assignments are attributed rather than asserted. Nothing in either filing is marked “space only” or shell space, which is a clean result worth recording.

SUPERSEDED filed generation — THE GARDENS (podium levels 7 and 8) and Langit (level 37)

A statutory filing, but the older one
  • Swimming pool
  • Jacuzzi
  • Children’s pool
  • Sitting area
  • Outdoor gym
  • BBQ area
  • Children’s playground
  • Multipurpose hall
  • Toilets — male, female and disabled
  • Prayer rooms — male and female
  • Level 37 Langit: fitness space, reflexology path, picnic area, open deck

CURRENT P45 filed facilities plan — Himpunan Utama (ground), Tapak Taman (levels 7 and 8), Di Langit (level 37)

The register-linked filing — a plan, not a statutory block
  • Ground — Himpunan Utama: lobby and drop-off, parcel locker, mail room, water features, convenience store
  • 36 m infinity pool — this dimension exists ONLY in this filing, on no portal and not on the developer’s page
  • Children’s pool
  • Children’s playground
  • BBQ area
  • Multipurpose hall / ping pong
  • Jacuzzi
  • Gazebo seating
  • Two prayer rooms
  • Changing rooms
  • Accessible toilet
  • Sunbathing area
  • Level 37 Di Langit: fitness station, reflexology path, picnic lawn, open deck

Named ONLY by a portal, with NO filed support — read this column as marketing

nuprop.my and PropertyGuru — not a filing
  • Sauna and steam room
  • Reading room / co-working space
  • Entertainment room
  • Management office
  • Muslim and non-Muslim mortuaries — a substantive building requirement, not a frill, and NEITHER filing mentions them
  • Sun lounge, floating deck, poolside shower
  • Community garden, outdoor social lounge
  • Lookout point, “breezy hangout”, “active zone”
  • Cafe (PropertyGuru)
  • 24-hour security, CCTV and card access — NEITHER filed facilities schedule contains ANY security item at all. No guardhouse, no card access, no CCTV, no manned security is committed in either filing.

Six filed type codes, a dual-key label the developer actually filed, and a contradiction inside the current filing

Built-ups ARE filed here — in both generations — and that is a better result than most projects on this site manage. They are printed in kps (sq ft) and no square-metre figure is published by the developer, so none is converted on this page. The register corroborates the shape without giving areas: bilik: 1, 2, 3 and bilikAir: 1, 2 on 13673-2, with keluasan: 0 mps — the “not filed” value for LAND area, not a built-up in disguise. Two cautions before the table. First, no per-type PRICE is filed anywhere — the filed band is per BLOCK — so “how many units of type X cost what” is undeterminable from any document. Second, three portals publish a price-per-square-foot figure derived from a below-filed-minimum price, so NO psf figure from this project is used on this page.

No floor plan, no site plan, no facility image and no current render of this scheme exists anywhere on the public web. The developer’s open content interface returns 14 items for the whole site, eleven of which are group-structure charts, award artwork, annual-meeting minutes and a stock chart; there is no project microsite (ekotitiwangsa.com and ekotitiwangsa.com.my do not exist); and both myBina records are subscriber-locked. So nothing is shown here rather than a borrowed or a 2018-era image.

Type A — 806 sq ft, 2 bedrooms / 2 bathrooms

Filed in BOTH generations · no filed price for this type · 13673-2

806 sq ft filed2 bed2 bathboth generations agree

Filed identically at 806 sq ft in the superseded and the current generation. nuprop.my agrees at 806 / 2 bed / 2 bath. EdgeProp 50952 prints 807, one square foot out — and it disagrees with the filing on every built-up it prints. The filing is the authority on this page; the portal figure is recorded as a disagreement, not adopted.

Types B, Ba, B1, B1a, B2, B2a — 690 sq ft, 1+1 bedrooms / 1 bathroom

Current P45 generation adds FOUR codes the older filing does not list · 13673-2

690 sq ft filed1+1 bed1 bath4 codes added between generations

The superseded generation lists only B1 / B1a at 690 sq ft; the current P45 generation adds B, Ba, B2 and B2a at the same area. The filing groups every B code at 1+1 bedroom / 1 bathroom; nuprop.my splits B2 / B2a as 2-bedroom. The built-up agrees; the room count does not. Get the bedroom count for the specific code in writing.

So nothing is shown here rather than a borrowed or a 2018-era image.

Types C, Ca, C1 — 809 sq ft, 1+1 bedrooms / 2 bathrooms

Filed in both generations · and a portal invents a fourth code · 13673-2

809 sq ft filed1+1 bed2 batha C2 exists on no filing

nuprop.my publishes a type C2 at 809 sq ft, 2 bedrooms / 2 bathrooms — and C2 appears in NO filing and in no other source whatsoever. It is recorded here as a portal-only code precisely so that a buyer shown a C2 floor plan knows to ask which filed code it corresponds to.

Type D — 854 sq ft, 2 bedrooms / 2 bathrooms

Filed in both generations · EdgeProp prints 850 · 13673-2

854 sq ft filed2 bed2 bath

Filed at 854 in both generations. nuprop agrees. EdgeProp prints 850, four square feet out. Four square feet is not material in itself; it matters because EdgeProp is out on every type it prints, which tells you the portal is not reading the filing.

Type E — 845 sq ft in one listing and 854 in another, INSIDE THE SAME FILED DOCUMENT

An unresolved internal contradiction in the CURRENT filing · 2 bedrooms / 2 bathrooms · 13673-2

845 OR 854contradiction inside one filing2 bed2 bath

The current P45 filing prints type E at 845 sq ft in one listing and 854 sq ft in another, in the same document. The superseded generation says 845; nuprop says 845; EdgeProp says 850, matching neither. This page publishes the contradiction rather than picking a side. If you are buying a type E, the area in your SPA is the only figure that binds, and it is worth comparing against both filed numbers before you sign.

Type F — 1,120 sq ft, 3 bedrooms / 2 bathrooms, Unit Dwi Kunci — the filing’s OWN dual-key label

Filed in both generations · the dual-key claim is filed, not marketing · 13673-2

1,120 sq ft filed3 bed2 bathdual key, FILEDkitchen count NOT filed

Unlike most dual-key claims on this site, this one is in the filing: the document itself labels type F Unit Dwi Kunci. Credit it. But the one testable support for a genuine two-kitchen dual key is absent from both generations. The current specification schedule lists a stainless-steel single-bowl sink as a material item and gives no count per type; the superseded generation carries no fixtures or sanitary schedule at all. So this page records the filed label, records that the quantity is not filed, and does NOT assert two kitchens. Note too that PropertyGuru and iProperty print a header range of 690–806 sq ft with 1–2 bedrooms while their own descriptions mention this 1,120 sq ft three-bedroom dual key — a self-contradiction inside one page, repeated on both sites of the same group.

The 115 OFFICE SUITES — marketed, unlicensed, and therefore entirely unfiled

No KPKT registration, no permit, no filed schedule, no filed price · outside the HDA 1966

115 suites1,033-2,120 sq ft marketedexpansion stated to 7,546 sq ftNOT in any filing

Published by the developer’s own page, PropertyGuru, iProperty, propertygenie and klpropertytalk at 1,033–2,120 sq ft with an expansion option stated as up to 7,546 sq ft. No filed schedule exists for any of it, because the component holds no licence. So every office built-up in circulation is a marketing figure, and the “up to 7,546 sq ft” expansion ceiling is a per-unit figure that three portals print beside unit sizes where it reads like a total. And no document anywhere states what contract an office-suite buyer signs.

No floor plan is reproduced on this page because none is published anywhere reachable. The current P45 filed brochure does contain plan sheets, but it is a government-hosted PDF and no extractable plan image exists on the developer’s host, which carries no renders, no facility images, no interiors and no plans at all. Louis can ask the developer for the plan set, the per-type price list and the car-park allocation — all three of which are undocumented in public.

Location

Where Ekotitiwangsa actually is — and why the project is named after a locality it is not in

No filing prints a street address, a lot number or a PT number at all, and both myBina records record the lot number as “not stated” with the full address subscriber-locked. The site is located here from the register’s own filed coordinates: 3.184446, 101.701378 (13673-2) and 3.184255, 101.701593 (13673-1, the cancelled record) — about 25 m apart. Two mutually exclusive street addresses are in circulation: 266, Jalan Pahang, 53000 Kuala Lumpur (propertygenie) and Jalan 9/48a, Sentul Pasar, 53000 Kuala Lumpur (metproperty), with PropertyGuru and iProperty placing it in Setapak and the developer saying only “along Jalan Pahang”. The one element every one of them shares is Jalan Pahang, which is also how the register’s trade record names the project — EKOTITIWANGSA @ JALAN PAHANG — and it is the locality this page files it under.

Every distance below is third-party. The developer publishes none. Nothing here has been estimated, converted from a travel time, or read off a marketing graphic.

The Titiwangsa interchange — four figures, a 4.6× spread, and not one of them defined

  • 1 km — metproperty, labelled “LRT/Monorail/Bus Station Titiwangsa”
  • 3.4 km — metproperty, the SAME PAGE, labelled “MRT Station Titiwangsa” — the same interchange, contradicted by 2.4 km on one page
  • 3.7 km — nuprop, labelled “Titiwangsa LRT Station”
  • 4.6 km — propertygenie and PropertyGuru / iProperty, labelled “Titiwangsa Transportation Hub”
  • “A stone’s throw away” — EdgeProp 50952, no figure at all
  • The spread is 1 km to 4.6 km, a factor of 4.6, and NOT ONE source states whether it is measuring a straight line, a driving route or a walking route, or to which entrance. This page publishes the spread and picks none of them.

Other rail — also contradictory, with one figure that attaches to a different place entirely

  • LRT Sentul Timur: 1.4 km / “about 17 minutes” (PropertyGuru / iProperty, a walking pace) against 2.7 km (metproperty) — 1.9× apart, with neither stating its method
  • Caution: a bare “1.4 km” also appears on nuprop attached to SMK Bandar Baru Sentul, a school. Treat a bare 1.4 km on this project with suspicion.
  • LRT Sentul 2.4 km · KTM Sentul 3.8 km — metproperty
  • MRT Hospital Kuala Lumpur 4.7 km — nuprop
  • MRT3 Kampung Puah (planned): 1 km (metproperty) against “behind the project” with no figure (the developer) and “nearby” with no figure (PropertyGuru)
  • irumah names LRT Sentul and Sentul Timur with no figures

Road, schools, medical, retail and leisure — each figure with the source that published it

  • DUKE Highway about 300 m — propertygenie and klpropertytalk. The Edge (2015) names Jalan Pahang, DUKE 2 and Jalan Tun Razak as access with no figures
  • SJK (C) Chong Hwa 50 m — metproperty AND nuprop, the only figure two independent sources agree on; PropertyGuru renders it as “about a one-minute walk”
  • SMK Bandar Baru Sentul 1.4 km (nuprop; PropertyGuru says “about a 10-minute drive”) · SJK (C) Mun Yee 1.9 km · Wesley Methodist International School 2.5 km · SK Marian Convent Setapak 2.6 km · SMK Tinggi Setapak 2.7 km · SMJK Chong Hwa 3.1 km

  • Arena Sukan KL 2.8 km · Setapak Badminton Centre 3.6 km · Titiwangsa Golf Club 3.7 km · Taman Tasik Titiwangsa 4.0 km (both agree) · KLCC Park 8.0 km · KL Forest Eco Park 8.0 km
  • Travel times, not distances, and not converted here: nuprop gives KLCC 10 minutes, Mont Kiara 15 minutes, Cheras 20 minutes — no mode, no time of day, no origin point. PropertyGuru and propertygenie mention a shuttle service to the nearest public-transport station with no details
  • The irony the page should carry: the project is branded EkoTitiwangsa, the filed brochure devotes space in its location block to Taman Tasik Titiwangsa — and the park is 4.0 km away, while the Titiwangsa interchange is given as anything from 1 km to 4.6 km. The project is named after a locality it is not in, and the filed address is Jalan Pahang.

The developer publishes ZERO distances — checked on its own project page, which names nine roads and rail lines and attaches a figure to none, including to the MRT3 station it says is “behind the project”. Every figure in this block is attributed to the third party that published it. This page invents none, converts none and adopts none as its own. Measure anything that matters to you on the ground, from the actual station entrance you would use.

The filed register block

Ekotitiwangsa — KPKT project 13673-2 (LIVE) read against 13673-1 (CANCELLED), as the statutory record prints them

Read the provenance before the numbers, because it is unusual. The filing the register itself links — the P45 generation — contains NO statutory particulars block at all. It was checked at offsets 0, 3,000 and 8,000: it is a floor-plan, specification and facilities-plan brochure, and its two companion documents both 404. The full BUTIR-BUTIR IKLAN block exists ONLY in the SUPERSEDED generation at files/13673/13673-2/IKLAN_BROSUR_01.pdf, and the CANCELLED record 13673-1 has no filed advertisement in any form at all (iklan: [], brochure: null). So every statutory particular in this table is: the superseded filed generation, read together with the live register — and that is said here rather than left for a reader to assume. Two fields in that filing are wrong or missing, and both are new variants. The Nombor Lesen Pemaju field prints 13673-1/01-2027/0941 (A) — the CANCELLED record’s phase index spliced into the developer-licence number, against the register’s 13673/01-2027/0941(A); the dates reconstruct correctly from the /01-2027/ segment, so only the serial is corrupt. And the Nombor Permit Iklan dan Jualan field is BLANK — label printed, no value at all. The filed brochure’s own disclaimer, verbatim, earns its place here: “Pembangun tidak akan bertanggungjawab atas sebarang ketidaktepatan dalam kandungannya” — the developer will not be responsible for any inaccuracy in its contents.

13673-1’s history shows FIVE permit generations and TWO UNCOVERED INTERVALS: 17 Sep 2018 — 31 Oct 2019 (about 13—a half months) and 30 Oct 2020 — 6 Jan 2021
Dewan Bandaraya Kuala Lumpur (DBKL)
filed as the approving authority
register: daerah: Kuala Lumpur, negeri: WP Kuala Lumpur

the filed advertisement also states it was approved by Jabatan Perumahan Negara

No filing prints a street address, a lot number or a PT number at all
Pangsapuri Perkhidmatan — filed, in Blok B and Blok C
Pangsapuri Servis — register, on 13673-2 and on all three components of 13673-1
Every marketing label in circulation AGREES with the filed type — no villa or condominium mislabel. Credit it
The filing is Malay-only, so no English-column contradiction can arise, and none did
Jadual H on both records
tempohAsal 36 Bulan corroborating H
APDL tail -(S) — the free strata read, consistent with Schedule H
500 of 500 homes are on the statutory strata contract
13673-2: 2 blocks — Blok B 38 storeys / 196 units, Blok C 36 storeys / 304 units = 500
13673-1: 3 blocks — 50 / 40 / 36 storeys, 246 / 180 / 270 units = 696
THE BLOCK LETTERS MEAN DIFFERENT BUILDINGS: B 40st/180u becomes 38st/196u; C 36st/270u becomes 36st/304u; A (50st/246u) LEFT THE HOUSING REGISTER ENTIRELY
Storeys come from the register alone — Bilangan tingkat is NOT PRINTED in the filing and no portal states them
Block A was re-planned, on the evidence of four sources, as the 48-storey, 115-suite office tower on myBina 76639 — which holds NO KPKT record. That is an inference and is published as one
Blok B 196 · Blok C 304
EQUAL to the block totals, with NO as-at date
So it is an as-at-launch snapshot and NOT a current availability figure. Nobody publishes a current one
Register 13673-2: bedrooms 1, 2, 3 · bathrooms 1, 2
Consistent with the filed per-type schedule
one portal splits a B-code as 2-bedroom where the filing groups all B codes at 1+1 / 1, and publishes a type C2 that appears in no filing and in no other source
Blok B: RM434,700.00 – RM600,020.00
Blok C: RM434,700.00 – RM740,600.00
Union: RM434,700.00 – RM740,600.00
Statutory advertisement particulars, i.e. the SPA price range — not a price list, not a quotation and not an offer
Per-type prices are NOT filed — the band is per BLOCK
RM434,700.00 – RM740,600.00 (13673-2)
EQUALS the union of the two filed blocks TO THE SEN. No splice — credit the register, the filing and the per-block breakdown for all agreeing
13673-1: RM591,986 – RM1,725,630, which likewise equals the union of its three component rows exactly
A marketed “from” figure BELOW the filed minimum of RM434,700 circulates on FOUR independent publishers; the figure is withheld here. klpropertytalk and EdgeProp both print RM434,700 correctly
The field EXISTS in the filed advertisement.

The current generation ADDS four B codes the older one does not list
No square-metre figure is published and none is converted here
NOT PRINTED in the superseded filing · no statutory block in the current one · not a register field
The only hard figures (1,297 bays over 8 levels) belong to the CANCELLED scheme, The Edge 2015
one portal’s “1 to 2 per unit” reproduces that 2015 rule with no filed basis in the current registration
ABSENT, which asserts neither none nor some
NOT FILED. Keluasan Tanah NOT PRINTED · register keluasan: 0 mps on both records
2.31 acres — the developer’s own current page, a corporate figure
2.91 acres — The Edge 2015, for the CANCELLED scheme
No GFA is published for either registration, so a plot-ratio validation is impossible and 2.31 acres stands UNVALIDATED
Pegangan Kekal (superseded filing) / PEGANGAN BEBAS (current filing) — freehold
no lease expiry, none applicable
No title number is printed in any filing
one portal states the land title as “Commercial (HDA)” — no filing or register field states a title category, so that is portal-sourced and unconfirmed
Sekatan Kepentingan: NOT PRESENT in the filing
Checked explicitly, because a filed interest restriction is the single strongest foreign-buyer bar found anywhere in this series — and it is ABSENT here
So title does not bar a foreign buyer on this project. Price does
Bebanan Tanah: Malayan Banking Berhad

status.keseluruhan: Lancar — nothing is recorded as late
About 25 percentage points apart on two towers sold as one project

13673-1: Ya — +6 months, to 42
ONE LICENCE CARRIES BOTH VALUES — only the second such case found in this series
The live record is a clean COUNTER-EXAMPLE: Jadual H, 36 months, strata — and Tidak. So NO rule is drawn from this field on this page
Was the +6 consumed? No, and it never could be: no first SPA was recorded, ccc and vp were both -, and the permit was then cancelled. The extension was approved against a scheme that was abandoned

17 months apart, with pindaanTempohSerahKosong: Tidak behind it, i.e. no approved extension to fall back on
Explained, not accused: under Schedule H the clock runs from EACH BUYER’S OWN SPA, and the brochure’s January 2027 was a pre-sale estimate written around the February 2024 permit. The first SPA completing 19 Jun 2025 re-baselined the contractual date
SEVEN distinct completion dates circulate across nine or more sources, and NOT ONE consumer source prints 19 June 2028

Platinum closed CLEANLY at 95 rows — a genuine clean negative: no GreenRE Platinum
Gold (130), Silver (141) and Bronze (about 332) all truncate, so: no entry in the reachable portion
The Bronze certification-entry list covered 266 entries from 9 Dec 2025 back to 4 Apr 2024 — the right window — with NO match
No logo, no rating, no “targeting” wording anywhere: no over-claim to refuse and no unadvertised rating to credit
GBI 404s — INCONCLUSIVE, never a negative, and nobody claims GBI here

Both 2017 project awards belong to EkoCheras — a different licensee and a completed project
Setiawangsa–Pantai Expressway is a HIGHWAY, one letter-cluster from the project name

Sources, field by field: KPKT TEDUH register records 13673-2 and 13673-1 and the developer record under code 13673; the SUPERSEDED filed HIMS advertisement at files/13673/13673-2/IKLAN_BROSUR_01.pdf, which is the ONLY document carrying a statutory particulars block; the CURRENT register-linked P45 filing, for the type schedule, specifications, facilities plan and the Kepadatan Rendah claim; myBina records 38805 and 76639; the developer’s own project and awards pages; Ekovest Berhad’s Annual Report 2020; The Edge of 16 June 2015 and 19 January 2017; the GreenRE public register, all four tiers plus the certification-entry lists; and seven consumer portals, each attributed where used.

Nothing in this table is a price list, a quotation or an offer. The price figures are the filed statutory Unit Selling Price band from the legally filed advertisement particulars and the public KPKT TEDUH registry band, which on this project agree to the sen. Statutory particulars can change without notice. Verify the current licence, the current permit and every price at TEDUH.KPKT.GOV.MY and in the Schedule H SPA before you commit to anything.

Can a foreigner buy at Ekotitiwangsa? The territory halves the threshold — and the answer is still ZERO of 500

The short answer is no, and it is not close: ZERO of the 500 licensed units is purchasable by a foreign buyer, on price alone, and no source anywhere states this. The authority first, because it decides the threshold. The filed plan-approval reference is BP U2 OSC 2022 2491(28) — the DBKL BP — OSC — form, and DBKL has Federal Territory jurisdiction only. Corroborated three further ways: the register reads negeri: WP Kuala Lumpur and daerah: Kuala Lumpur on both records; the filed approving authority is printed as Dewan Bandaraya Kuala Lumpur; and the filed GPS 3.184446, 101.701378 sits inside the Federal Territory. There is no Selangor-against-Kuala-Lumpur dispute on this project — every source agrees on Kuala Lumpur. So the minimum purchase price for a foreign buyer is RM1,000,000, the Kuala Lumpur / Federal Territory figure, and NOT Selangor’s RM2,000,000. Two independent citations, one of them this agency’s own parent: propcashflow.my’s state table (updated February 2026) gives Kuala Lumpur RM1,000,000 with the same threshold for all property types, strata and landed alike, and notes the federal RM1m floor under the Ministry of Economy’s property-acquisition guideline effective 13 July 2022, with Kuala Lumpur consent processed by the EPU; and IQI’s own foreign-buyer guide (8 October 2026) gives Kuala Lumpur RM1,000,000 for both landed and strata against Selangor’s RM2,000,000. Neither states any strata-only or landed-title restriction for Kuala Lumpur — the Selangor landed-title bar is a Selangor circular and does not apply here. Now the arithmetic, per block, against the filed band: Blok B (38 storeys, 196 units), filed RM434,700 – RM600,020: the block ceiling is 60.00% of the floor — 0 of 196 clear it. Blok C (36 storeys, 304 units), filed RM434,700 – RM740,600: the block ceiling is 74.06% of the floor — 0 of 304 clear it. Whole scheme: the DEAREST filed unit in the building reaches 74.06% of the threshold and is short of it by RM259,400. Zero of 500. Title is a separate question, and here it does not rescue anything — which is the unusual part. No Sekatan Kepentingan is filed at all, and a filed interest restriction is the single strongest foreign-buyer bar this site has found anywhere — it is absent. Tenure is freehold (Pegangan Kekal in the superseded filing, PEGANGAN BEBAS in the current one) and the product is strata (Schedule H, APDL tail -(S)), so the Selangor individual-title landed bar is inapplicable twice over. So title does not bar a foreigner here. Price does, absolutely. One line more, because it is the re-registration that closed the door: the cancelled record 13673-1 carried a band reaching RM1,725,630, and its 40-storey and 50-storey blocks would have cleared the Federal Territory floor comfortably. A foreign buyer who booked into this project in 2015–17 and a foreign buyer approaching it today are in completely different positions, and nothing published anywhere explains that. And one thing that CANNOT be determined from any document: per-unit-type prices are not filed — the filed band is per block — so “how many units of type F clear the floor” is undeterminable. It happens not to matter here, because the block ceilings already settle it at zero. No per-type price is estimated on this page. One further caution, stated as unconfirmed: nuprop.my states the land title as “Commercial (HDA)”. No filing or register field states the land-title category at all, so that is portal-sourced. If it is correct it is the ordinary commercial-title serviced-apartment position — still inside the HDA 1966 because a licence and a permit exist, but with commercial assessment rates and commercial utility tariffs. Worth knowing; worth labelling as unconfirmed.

What being outside the HDA 1966 actually costs a buyer — and why it does NOT apply to the 500 homes

First, the good news, because it is the headline and it is only the second such result on this site: the advertising and sales permit covers 500 of 500 residential units. One hundred per cent. Every home here is inside the HDA 1966. But the development the developer describes is larger than the licence, and the gap is locatable. Its own page describes one office tower and two blocks of freehold serviced apartments on approximately 2.31 acres: 115 office units (marketed 1,033–2,120 sq ft, with an expansion option stated up to 7,546 sq ft), the 500 residential units (690–1,120 sq ft), and approximately 42,000 sq ft of retail. Separately, myBina 76639 records a 48-storey office block under construction for the same licensee on the same road. None of the office or retail component holds any KPKT registration: it is in neither 13673-1 nor 13673-2, and 13673-3 returns a 404. What that means in plain language for anyone buying one of the 115 office suites or a retail lot. You get no Schedule H and no Schedule G sale and purchase agreement — the statutory contract forms do not apply to you. You get no statutory liquidated-damages formula for late delivery: whatever the contract says about lateness is all you have. You get no section 7A housing development account holding your progress payments, so your money is not ring-fenced by the Act. You get no statutory defect liability period — the 24 months that Schedule H prescribes is not yours. And you get no recourse to the Tribunal for Homebuyer Claims, which hears claims against licensed housing developers only; your route is the ordinary courts. Your contract is whatever the developer writes. And here is the finding, stated as a finding: NO document published anywhere states the housing-law status, the contract schedule or the title category of the 115 office suites or the retail. Not the register, not either filed generation, not the developer’s page, not one portal. On the balance of how Malaysian commercial components work, the office suites are almost certainly commercial title and outside the Act — which is precisely why they hold no licence — but that is a READING and this page prints it as one, not as a filed fact. What it does NOT apply to: the 500 homes. They are all inside the Act, all on Schedule H, all under a current permit. Do not let the office tower’s silence contaminate the residential position.

Build progress, take-up and density — with the arithmetic shown and seven denominators named

Filed progress on the live record 13673-2: Blok B 32.30%, Blok C 57.67%, with status.keseluruhan: Lancar and ccc and vp both -. That is about 25 percentage points apart on two towers sold as one project, with roughly 20 months to the governing handover date of 19 June 2028. For contrast, the cancelled record 13673-1 was left at 23.03% / 28.39% / 28.00% across its three components. Take-up: the filed Baki Unit figures are Blok B 196 and Blok C 304 — i.e. EQUAL to the block totals, with no as-at date. That makes them an as-at-launch snapshot, not a current remaining count. This page does not present them as a live availability figure, and nobody publishes one. Density, with the working shown, and the denominator labelled. The current filed brochure itself prints Kepadatan Rendah 500 unit — “low density, 500 units” — and klpropertytalk repeats “low-density mixed-use design”. Against the developer’s own sourced parcel: 500 units – 2.31 acres = 216.5 units per acre. Counting the whole development the developer itself describes — 615 units (500 residential + 115 office) – 2.31 acres = 266.2 per acre, plus about 42,000 sq ft of retail on the same parcel. The denominator is labelled NON-FILED: Keluasan Tanah is NOT PRINTED in the filing and keluasan reads 0 mps on both register records, so 2.31 acres is a developer / corporate figure and nothing more. A plot-ratio cross-check is impossible — no gross floor area is published for either registration, and neither myBina record records a built-up or a floor area at all — so 2.31 acres stands as an UNVALIDATED developer figure and is labelled that way everywhere it is used on this page. For scale, from other projects read the same way on this site: about 11.9 and 12.3 units per acre at the low end, 140.8, 228.8 and about 681 per acre at the dense end. 216.5 per acre sits at the dense end of the Klang Valley high-rise range. Three towers of 36 to 48 storeys on 2.31 acres is not a low-density development by any reading, and the claim is made in a STATUTORY ADVERTISEMENT. Seven denominators were refused, and the two worth naming are these. (1) The adjacent 6.64 acres earmarked for EkoRiver Centre. 2.31 + 6.64 = 8.95 acres would give 55.9 units per acre, a 3.9× understatement — and it is a separate future development on the developer’s own description. Refused. (2) Taman Tasik Titiwangsa’s “over 95 hectares”, which the FILED BROCHURE ITSELF PRINTS in its location block — while the project’s own land area appears nowhere in the document. A reader could take 95 hectares for the site. It is a public park 4.0 km away. Refused. Also refused: the 2015 figure of 2.91 acres, which belongs to the cancelled 696-unit scheme (696 – 2.91 = 239.2 per acre for THAT scheme; using 2.91 for the current 500 would give 171.8, an understatement of about 21%); myBina’s “more than RM100 million”, which is a construction value and not an area; the 2015 “over 500,000 sq ft net lettable area” of future retail, which is an NLA and twelve times the current 42,000 sq ft figure; the office suites’ “up to 7,546 sq ft” expansion option, which is a per-unit built-up ceiling that three portals print beside unit sizes where it reads like a total; and any gross floor area figure, none of which is published.

The price record, the clean agreement, and the one figure this page withholds

The price record on this project is clean, and it deserves the credit before anything else is said. The filed advertisement band and the public registry band agree TO THE SEN. The filed advertisement gives Blok B RM434,700.00 – RM600,020.00 and Blok C RM434,700.00 – RM740,600.00; the union of the two filed blocks is RM434,700.00 – RM740,600.00; and the KPKT TEDUH registry band for 13673-2 is RM434,700.00 – RM740,600.00. They match exactly. No splice, no stale minimum spliced onto a new maximum, no hybrid. There is only one filed generation carrying prices at all — the current P45 generation has no statutory block — so the old-minimum-with-new-maximum failure mode cannot arise here and did not. The same cleanliness holds on the cancelled record: its registry band RM591,986 – RM1,725,630 equals the union of its three component rows exactly. What these figures ARE: the statutory Unit Selling Price range from the legally filed advertisement particulars, which is the SPA price range. They are not a price list, not a quotation and not an offer. Now the one price figure this page WITHHOLDS, and why. A marketed “from” figure that sits BELOW the filed statutory minimum of RM434,700 is in circulation. The figure itself is not recorded on this page under this site’s compliance rule. What IS recorded is that the discrepancy exists and how widely — counted correctly, which matters: FOUR independent publishers carry it. metproperty.com; nuprop.my; propertygenie.com.my; and PropertyGuru Group, where propertyguru.com.my and iproperty.com.my count as ONE publisher, not two — PropertyGuru acquired iProperty Malaysia, and the two sites serve the SAME listing id 501112531, which is the proof. So the honest count is four, not five. And two sources got it right and deserve to be named for it: klpropertytalk.com (2 February 2024) prints RM434,700 as the indicative price, and EdgeProp’s /new-launches/project/eko-titiwangsa-50952 prints “Starting from RM434,700”. Both are correct against the filing. One technical note that rules out the other explanation. This is NOT the affordable-allocation shape. The filed schedule shows no paired type-code suffixes of the kind that signal a controlled-price allocation — the codes are plain A to F with letter variants (Ba, B1, B1a, B2, B2a, Ca, C1) — there is no affordable allocation anywhere in the filing or the register, and the register’s bedroom and bathroom ranges (1–3 and 1–2) match the open-market schedule. So the sub-minimum figure is an ordinary below-filed-minimum marketing figure, and the compliance rule bites. Consequence, applied: three portals publish a price-per-square-foot figure derived by dividing that same sub-minimum price by a built-up, and irumah.co and propertygenie publish a median-price and a capital-appreciation claim with no source. NO price-per-square-foot figure from this project is used on this page, and no appreciation or return projection is reproduced anywhere on it.

Gross development value — never announced, in eleven years and two launches

No gross development value has ever been announced for either registration — in eleven years and two launches. Searched: the parent’s corporate site (whose /press-release/ page lists no releases at all), its Annual Report 2020, both The Edge launch articles, both myBina records and every portal. Both 2015 and 2017 launch pieces omit GDV, which is unusual for a launch story. So this page brackets it from the filed minima and maxima of the CURRENT scheme and labels the result as arithmetic, not as an announcement: floor, with every unit at its block minimum, 500 × RM434,700 = RM217,350,000; ceiling, (196 × RM600,020) + (304 × RM740,600) = RM117,603,920 + RM225,142,400 = RM342,746,320. So the current scheme’s gross development value must lie between about RM217.4 million and RM342.7 million. There is no announced figure to test, so the stale-generation cross-check that this site runs elsewhere CANNOT be run here — and that is stated rather than substituted with an invented comparison. Both myBina records independently put the construction value in the band “more than RM100 million”, which is consistent with the bracket and far too coarse to corroborate it.

What this page does not publish, and why

This agency has one absolute compliance instruction and this page applies it literally. No discount figure, no rebate figure, no nett price, no promotion and no commission information appears anywhere on this page, from any source, whatever its provenance — and those five terms appear exactly once each on this page, here in this sentence, and nowhere else. There is one deliberate, named exception: the term Bumiputera appears twice — once here, and once in the register table above, where the page records only that the filed advertisement CONTAINS such a field and that no value for it is published here. What that means in practice. The filed statutory Unit Selling Price band and the public KPKT TEDUH registry band ARE published here, because they are the legally filed sale and purchase price range and a public government record, and because they agree with each other to the sen. They are labelled on every appearance as what they are: not a price list, not a quotation and not an offer. A marketed figure that sits below the filed statutory minimum is NOT published — only the fact that it exists, and the corrected count of four independent publishers carrying it. No price-per-square-foot figure from this project is used, because every one in circulation is derived from that sub-minimum figure. No yield, no rental return and no capital-appreciation projection is reproduced, including the unsourced appreciation range one portal publishes. And two portal fields that were deliberately NOT harvested, because they are wrong in a way that would have looked authoritative: one portal prints the portal operator’s own company number in what looks like a developer field, and another portal’s “Developer Reg No.” field contains a telephone number. Neither was taken, and neither is repeated here. If you want to know what is actually available, at what price, on what terms, ask Louis and ask the developer in writing. The price list and the SPA at the sales gallery are the only documents that bind.

Not published by anyone, therefore not on this page — twenty items

Twenty things a buyer would reasonably ask that NO source answers. They are listed rather than quietly omitted, because the list is itself information. 1. What became of the purchasers under the CANCELLED registration 13673-1. Phase 1 launched June 2015 with 270 units and reached 23–28% built. No document states whether those sale and purchase agreements were rescinded, novated into 13673-2 or refunded, nor what became of deposits held in the section 7A housing development account. This is the single most important unanswered question on the project. 2. Whether a 13673-1 purchaser’s unit exists in the current building at all — the block letters were reassigned and Block A left the register. 3. Ekovest Land Sdn Bhd’s company registration number. Absent from the register (which has no such field for this licensee), from both filed generations, from the corporate site, from the annual report’s group chart and from every portal. An SSM company profile, or any announcement naming the subsidiary with its number, would close it. 4. The housing-law status, contract schedule and title of the 115 office suites and the 42,000 sq ft of retail. No licence, no permit, no filed price, no filed schedule, and no document stating what contract an office-suite buyer signs. 5. The car-park allocation for the current 500 units. NOT PRINTED in the filing and not a register field. The only hard figures anywhere — 1,297 bays over eight levels, one bay below 1,000 sq ft and two above — belong to the CANCELLED scheme (The Edge, 2015), and nuprop’s “1 to 2 per unit” simply reproduces that 2015 rule with no filed basis in the current registration. metproperty renders the car park as “0”, a placeholder, alongside maintenance fee, blocks and floors also rendered as 0. The field is ABSENT, which asserts neither none nor some. 6. The land area as a filed fact — and therefore any validated density. 7. The gross development value of either registration. 8. The current maintenance charge and sinking-fund contribution. The only figure anywhere is 35 sen per square foot, from The Edge in 2015, for the cancelled scheme. 9. The lot or PT number, and a filed street address. Not in any filing, not in the register, and subscriber-locked on both myBina records. 10. The main contractor, architect, civil and structural engineer, mechanical and electrical engineer and quantity surveyor. All subscriber-locked on both myBina records, which is a paywall and not a self-appointment — so the route that would have produced a lot number or a floor area is closed, and no contract-award announcement for either tower surfaced. 11. Per-unit-type prices. The filed band is per block. 12. The number of units actually remaining. The filed Baki Unit equals the block totals with no as-at date — a launch snapshot. 13. The land-title category. Only one portal states it, and no filing or register field confirms it. 14. A title number. No filing prints one; a lease expiry does not arise, the land being freehold. 15. Whether the developer licence will be renewed. It expires 5 January 2027, BEFORE the permit (1 February 2027), and the register shows no renewal booked forward. 16. Any distance published by the developer. Zero, including to the MRT3 station it says is “behind the project”. 17. Storey counts from the developer or any portal. Only the register gives them (38 and 36). 18. Renders, floor plans, facility images or unit interiors of the CURRENT scheme. None exists on the public web and there is no project microsite. 19. A QLASSIC score, any award, and any green certification claim or target. All three are genuinely empty, and the project claims none — so there is nothing to downgrade. 20. The status and split of the Gombak River rehabilitation reported in 2015 as a joint undertaking with MRCB. Mentioned once, in 2015, and never again. It is river works, NOT a development joint venture, and this page does not present it as one. One source-quality warning this page carries without making it an accusation: the developer’s corporate site is a stale 2018-era snapshot — footer copyright 2018, latest news 2015–2017, a /press-release/ page listing no releases — and its home-page markup is serving injected third-party spam content, including an outbound link to an unrelated gambling domain. So nothing beyond its project page is linked from here, and no link was harvested from it. Every image URL used was verified individually.

The developer

Who you are actually contracting with — and the two Ekovest companies that are NOT it

The licensed developer is EKOVEST LAND SDN. BHD., TEDUH developer code 13673, holding developer licence 13673/01-2027/0941(A) valid 6 January 2022 to 5 January 2027. That is the name on the KPKT developer record and on the filed HIMS advertisement, and it is the name on the live project record 13673-2. Its register entry is clean on every field the register carries: status Aktif, mempunyaiKesalahan: null — no offence flag at all, and no particulars withheld — projek_sakit_count 0 and projek_terbengkalai_count 0, bilanganProjek and jumlahProjek both 2. Registered and business address: Ground Floor, Wisma Ekovest, No. 118, Jalan Gombak, 53000 Kuala Lumpur.

And here is something this site almost never gets to write: the licensee is NOT a differently-named special-purpose vehicle. The brand search worked. q=EKOVEST on the developer register returned the licensee on the first query, with the brand in its own legal name — and a positive control on the same endpoint in the same session returned two real licensees with full records, so that is a genuine hit and not an empty shell. On most projects on this site the licensee turns out to be a company whose name has nothing to do with the marketing. Here it does. Credit it.

The chain above the licensee: EKOVEST LAND SDN BHD is a 100% subsidiary of EKOVEST BERHAD, registration number 198501000052 (132493-D), listed on Bursa Malaysia. Two independent confirmations: The Edge of 16 June 2015 and 19 January 2017 both describe Ekovest Land as “a wholly-owned subsidiary of Ekovest Bhd”; and Ekovest Berhad’s own Annual Report 2020 group-structure chart lists “100% Ekovest Land Sdn Bhd” among about forty subsidiaries. There is NO joint venture and no second partner — three sources give the 100% holding and not one names a partner, a landowner entitlement or a shareholding split, which supports “no joint venture” affirmatively rather than by silence. One adjacent relationship the marketing never mentions, and which must not be mistaken for a joint venture: The Edge in 2015 reported a joint rehabilitation with Malaysian Resources Corporation Bhd of a 2.2 km portion of the Gombak River near the project. That is river works. It is not a development joint venture, and this page does not present it as one.

What is NOT published, and it is the one real gap in the identity: there is no company registration number for Ekovest Land Sdn Bhd anywhere in public. Six routes were walked and all six are exhausted: the TEDUH developer record and both project records carry no registration-number field for this licensee at all; the superseded filed brochure names the developer and prints no company registration number; the current P45 filing has no statutory block whatsoever; the corporate site has no advertising-permit page, no statutory disclaimer block and no on-domain terms page, and its footer carries only the parent’s number; the Annual Report 2020 group chart gives the percentage but not the number; and every consumer portal prints no licence number, no permit number and no registration number for the developer. One document would close it: an SSM company profile for Ekovest Land Sdn Bhd, or any Bursa announcement in which Ekovest Berhad names the subsidiary with its number. Louis can request it.

Two Ekovest companies that are NOT your counterparty, kept strictly apart. (1) EKOVEST CAPITAL SDN. BHD., developer code 13176, licence 13176/12-2028/0660(R) valid 22 December 2025 to 21 December 2028, one project — EKOCHERAS, WP Kuala Lumpur, band RM518,600 – RM1,247,800, status Siap Dengan CCC (completed with a CCC). EkoCheras is a different licensee, a different licence, a different site and a COMPLETED project. Nothing from it — not its price band, not its two 2017 awards, not its images — appears anywhere on this page. (2) EKOVEST BERHAD, the listed parent. It is not the licensee, and your Schedule H counterparty is not the listed company — yet four surfaces name the parent rather than the licensee (propertygenie, EdgeProp 50952, irumah, and iProperty’s page title), and one portal invents “Ekovest Land Berhad”, an entity that does not exist, while carrying three different developer names on a single page.

The developer’s own words, verbatim, and what supports them. Its project page is headlined “Introducing A New Level of Luxury Service Apartment In The Heart of KL City”, and the current filed brochure is headlined “PERMULAAN BAHARU DI TITIWANGSA” — “a new beginning in Titiwangsa”. Three claims, measured against the record. (a) “Low density” — Kepadatan Rendah 500 unit, printed in a STATUTORY ADVERTISEMENT — is refuted by the developer’s own acreage: 216.5 units per acre, or 266.2 counting the office suites. (b) “Luxury” and “In The Heart of KL City” sit against a filed band of RM434,700 to RM740,600 and filed built-ups of 690 to 1,120 sq ft, with Suria KLCC at 8.0 km, Pavilion KL at 9.2 km and TRX at 9.8 km. It is an entry-to-mid-market product and the positioning claim is unsupported. (c) The locational claim is the weakest: the filed address is Jalan Pahang, the portals place the project in Setapak and in Sentul Pasar, Taman Tasik Titiwangsa is 4.0 km away, and the Titiwangsa interchange is published as anything from 1 km to 4.6 km. The project is named after a locality it is not in. And from The Edge of 16 June 2015, managing director Datuk Seri Lim Keng Cheng, verbatim: “Eko Titiwangsa residents will have direct access to the carpark area via the upcoming DUKE 2 Highway” and “Ekovest is also [an] infrastructure planner so we design and build in such a way that [the] building and infrastructure are integrated”. Both quotes were given about the 696-unit scheme whose permit has since been cancelled, and are dated accordingly here.

The counterparty on your Schedule H SPA is EKOVEST LAND SDN. BHD., licensed under KPKT developer code 13673 for project 13673-2 — not Ekovest Berhad, the listed parent, and not Ekovest Capital Sdn Bhd, which built EkoCheras. The section 7A housing development account, the Schedule H liquidated-damages regime and the Tribunal for Homebuyer Claims route all attach to the licensed entity. That is not a criticism — it is the whole point of the HDA 1966. It is also why the developer term on this site reads simply Ekovest while the licensee’s legal name, developer code and licence number are printed in the page body everywhere, and why this page states plainly that no registration number for the licensee is published anywhere.

FAQ

Questions a buyer actually asks about Ekotitiwangsa

There are two KPKT records called Ekotitiwangsa. Which one am I being sold, and what happened to the other?
You are being sold 13673-2. The other one, 13673-1, has had its permit cancelled. Both carry the register name Ekotitiwangsa, both sit under licensee EKOVEST LAND SDN. BHD. (developer code 13673), and their filed GPS fixes are about 25 metres apart — the same land, re-planned and re-registered. The walk and the count agree that there is no third record: 13673-3 returns a 404 and the licensee record reads jumlahProjek: 2. No public source outside the register — not one portal, not one article, not the developer’s own page — mentions that two registrations exist or that one of them is cancelled. Here they are side by side.

Why it matters practically: if a client searches TEDUH and lands on 13673-1 they will read 696 units, a band up to RM1,725,630, a +6-month extension and a CANCELLED permit, and may conclude the project is dead. It is not. The live record is 13673-2, and the filed brochure makes this mistake easy by printing the licence number as 13673-1/01-2027/0941 (A).
What happened to the people who bought in the 2015 launch?
Nobody has published an answer, and this page will not invent one. The Edge of 16 June 2015 reported that Ekovest Land launched Eko Titiwangsa Phase 1 with 270 units of a 696-unit, three-block scheme on 2.91 acres, with completion expected 4Q2018. The register records the three components reaching 23.03%, 28.39% and 28.00% built. Then the permit was cancelled rather than renewed, and the scheme was re-registered as the 500-unit 13673-2. What NO document anywhere states: whether those sale and purchase agreements were rescinded, novated into 13673-2, or refunded; what became of the deposits and progress payments held in the section 7A housing development account; and whether a 13673-1 purchaser’s unit exists in the current building at all — which is a real question, because the block letters were reassigned and Block A left the housing register entirely. This is the single most important unanswered question on the project. If you are buying here, or if you bought here before, ask the developer for it in writing. Louis will ask on your behalf.
Does a “Block B” from 2015 mean the same building as a “Blok B” today?
No. The letters were reused on different buildings, and no source anywhere reconciles the two systems. On the cancelled 13673-1: Block A was 50 storeys / 246 units, Block B 40 storeys / 180 units, Block C 36 storeys / 270 units. On the live 13673-2: Blok B is 38 storeys / 196 units and Blok C is 36 storeys / 304 units, and Block A is absent from the housing register. So B went from 40 storeys and 180 units to 38 storeys and 196 units; C kept 36 storeys but went from 270 to 304 units; and A left the register. Where did Block A go? On the balance of four sources it was re-planned as the 115-suite, 48-storey office tower: the developer’s own page describes one office tower and two blocks of serviced apartments with 115 office units, and myBina record 76639 shows a 48-storey office block under construction for the same licensee on the same road, with no KPKT record at all. No single document states that transition. It is an inference from four sources and it is published here as one, not as a filed fact. Practical consequence: never discuss a unit on this project by block letter alone. Quote the register code as well — 13673-2 Blok B or Blok C.
Can a foreigner buy at Ekotitiwangsa?
No — not one of the 500 licensed units, on price alone, and no source anywhere says so. The threshold first. The authority is Dewan Bandaraya Kuala Lumpur, settled from the filed plan-approval reference BP U2 OSC 2022 2491(28) (the DBKL form), and corroborated by negeri: WP Kuala Lumpur, by DBKL being printed as the approving authority in the filing, and by the filed GPS sitting inside the Federal Territory. So the minimum purchase price for a foreign buyer is RM1,000,000, the Kuala Lumpur / Federal Territory figure, NOT Selangor’s RM2,000,000. Cited from two independent sources, one of them this agency’s own parent: propcashflow.my’s state table updated February 2026 (Kuala Lumpur RM1,000,000, same threshold for all property types, with the federal floor effective 13 July 2022 and Kuala Lumpur consent processed by the EPU) and IQI’s own foreign-buyer guide of 8 October 2026 (Kuala Lumpur RM1,000,000). Now the arithmetic. Blok B, filed RM434,700 – RM600,020: the ceiling is 60.00% of the floor, so 0 of 196. Blok C, filed RM434,700 – RM740,600: the ceiling is 74.06% of the floor, so 0 of 304. The dearest filed unit in the building is short of the threshold by RM259,400. Zero of 500. Title is a separate question and it does not rescue anything here — which is unusual. No Sekatan Kepentingan is filed at all (the strongest filed bar found anywhere in this series is absent), tenure is freehold, and the product is strata on Schedule H with an APDL tail of -(S). So title does not bar a foreigner. Price does, absolutely. And the re-plan is what closed the door: the cancelled 13673-1 reached RM1,725,630 and its 40- and 50-storey blocks would have cleared the floor comfortably. A foreign buyer who booked here in 2015–17 and one approaching the project today are in completely different positions, and nothing published explains that.
When will it actually be handed over? I have seen 2027 and 2028 in different places.
The governing date is 19 June 2028. It comes from the register on 13673-2: first SPA 19 June 2025 plus Jadual H with tempohAsal 36 Bulan. Not one consumer source anywhere prints it. Seven distinct completion dates circulate across nine or more sources: 4Q2018 (The Edge 2015, for the cancelled scheme) · Januari 2027 (the superseded filed brochure, for the current scheme) · January 2028 (one portal) · Q1 2028 (five surfaces) · February 2028 (one portal’s “build end” field, which contradicts its own Q1 2028 elsewhere on the same page) · 19 June 2028 (the register — governing) · 2028 bare (two sources). Why the filed brochure says January 2027 and the register says June 2028, explained rather than accused. Under Schedule H the 36-month clock runs from each buyer’s own SPA, not from the brochure. The brochure’s Januari 2027 was a pre-sale estimate written around the February 2024 permit — 36 months from early 2024. The first SPA only completed on 19 June 2025, which re-baselined the contractual date to 19 June 2028. That is normal mechanics, not misconduct, and this page says so. But the consequence for a buyer is real and it is stated nowhere else: the developer’s own filed advertisement advertises a completion 17 months before the date its own contracts oblige it to deliver, and pindaanTempohSerahKosong: Tidak means it has NO approved extension to fall back on. Progress at the register read: Blok B 32.30%, Blok C 57.67% — about 25 percentage points apart on two towers sold as one project, with roughly 20 months to the governing date. Your own date is the one in your own SPA. Get it in writing, and read the liquidated-damages clause with it.
Is the whole development licensed? What about the office suites and the retail?
The homes are 100% licensed. The office suites and the retail are not registered at all. 500 of 500 residential units sit inside the live advertising and sales permit 13673-2/02-2027/0114(A)-(S), valid 2 February 2024 to 1 February 2027. That is only the second time this site has been able to report one hundred per cent, and it deserves the credit. But the development the developer describes is larger than the licence: its own page describes one office tower and two blocks of freehold serviced apartments on about 2.31 acres — 115 office units, the 500 residential units, and approximately 42,000 sq ft of retail — and myBina 76639 records a 48-storey office block under construction for the same licensee. None of the office or retail component appears in 13673-1 or 13673-2, and 13673-3 is a 404. So in plain language, if you buy one of the 115 office suites or a retail lot: no Schedule H and no Schedule G contract; no statutory liquidated-damages formula if delivery is late; no section 7A housing development account ring-fencing your progress payments; no statutory defect liability period; and no route to the Tribunal for Homebuyer Claims, which hears claims against licensed housing developers only. Your contract is whatever the developer writes. And the finding is that NO document published anywhere states the housing-law status, the contract schedule or the title category of the office suites or the retail. On the balance of how these components work they are almost certainly commercial title and outside the Act — which is exactly why they hold no licence — but that is a reading and it is printed here as one. None of it applies to the 500 homes, which are all inside the HDA 1966.
Is it really “low density”? The brochure says so.
The claim is in a statutory advertisement, and the developer’s own acreage refutes it. Here is the arithmetic. The current filed brochure prints Kepadatan Rendah 500 unit and one write-up repeats “low-density mixed-use design”. 500 units – 2.31 acres = 216.5 units per acre. Counting the whole development the developer itself describes — 615 units, being 500 residential plus 115 office – 2.31 acres = 266.2 per acre, plus about 42,000 sq ft of retail on the same parcel. The denominator is labelled NON-FILED, deliberately: Keluasan Tanah is NOT PRINTED in the filing and the register reads keluasan: 0 mps on both records, so 2.31 acres is a developer figure and nothing more — and because no gross floor area is published for either registration, a plot-ratio cross-check is impossible and 2.31 acres stands unvalidated. For scale, from other projects read the same way on this site: about 12 units per acre at the genuinely low end, 140.8 and 228.8 per acre at the dense end, and about 681 per acre at the extreme. 216.5 per acre is the dense end of the Klang Valley high-rise range. Three towers of 36 to 48 storeys on 2.31 acres is not a low-density development by any reading. Seven alternative denominators were refused, and the two worth naming are these. (1) The adjacent 6.64 acres earmarked for EkoRiver Centre: 2.31 + 6.64 = 8.95 acres would give 55.9 per acre, a 3.9× understatement, and it is a separate future development on the developer’s own description. (2) Taman Tasik Titiwangsa’s “over 95 hectares”, which the FILED BROCHURE ITSELF PRINTS in its location block while the project’s own land area appears nowhere in the document — a reader could take 95 hectares for the site; it is a public park 4.0 km away. Both refused.
Why are there only three images on this page, and no floor plans or renders?
Because the public web holds no current imagery for this scheme, and most of what the developer serves depicts the building that was cancelled. Eight assets on the developer’s host were individually verified as present, against plausible-but-nonexistent control filenames that continue the real series, run twice on two extensions. Five were REFUSED: three 1800×880 banners uploaded on 20 May 2018, a wire-service press photograph whose filename embeds 07/12/2016, and a 2018 PDF. The current registration was permitted on 2 February 2024, so assets from 2016 and 2018 predate it by six to ten years and depict the CANCELLED 696-unit, three-tower scheme — a building that was never built. And the developer is still serving three of those banners on its live Ekotitiwangsa page today. Stated plainly and without insinuation: the developer is currently illustrating the 500-unit scheme with imagery of the cancelled design. Which is why page placement on this host is NOT sufficient evidence of currency, and why the test applied here is the asset date against the component’s own permit. What is left is three images, and their limits are stated on each one. The hero is project-attributed with NO established subject — its content-management-system title names nothing, its alt text is empty, it has no caption — so it is shown as an unnamed hero and is never called a render of the towers. The two location graphics are inferred from page placement, and no figure has been read off either of them into the text of this page. There is no floor plan, no site plan, no facility image and no current render of this scheme anywhere: no project microsite exists, the developer’s open content interface returns 14 items for the whole site (eleven of them corporate charts and minutes), and both myBina records are subscriber-locked. If you want current artist impressions, ask Louis — an agency project folder is the only remaining source.
What are the prices, and why do some sites show a lower starting figure?
The filed statutory Unit Selling Price band for 13673-2 is RM434,700 to RM740,600 — Blok B RM434,700 to RM600,020 and Blok C RM434,700 to RM740,600. That is the statutory advertisement particulars figure, which is the SPA price range: not a price list, not a quotation and not an offer. The public KPKT TEDUH registry band equals the union of the two filed blocks TO THE SEN — no splice, no stale minimum, no hybrid. Credit it: the register, the filing and the per-block breakdown all agree, which is the cleanest price record this site has recorded in some time. As to the lower figure: a marketed “from” price that sits BELOW the filed statutory minimum of RM434,700 is in circulation, and this page does not reproduce it — that is a firm compliance rule here and it is not negotiable. What this page does record is that the discrepancy exists and how widely, counted correctly: FOUR independent publishers carry it. PropertyGuru and iProperty count as ONE publisher, not two — PropertyGuru acquired iProperty Malaysia and the two sites serve the SAME listing id 501112531, which is the proof — so the honest count is four, not five. Two sources got it right and deserve the credit: klpropertytalk.com prints RM434,700 as the indicative price, and EdgeProp’s record 50952 prints “Starting from RM434,700”. Both are correct against the filing. And the knock-on effect, applied strictly: three portals publish a price-per-square-foot figure derived by dividing that same sub-minimum price by a built-up, so NO price-per-square-foot figure from this project is used anywhere on this page. Nor is any median-price, yield or capital-appreciation claim, including the unsourced appreciation range one portal publishes. Per-type prices are not filed at all — the band is per BLOCK — so ask for the price list and read the SPA.
What is actually filed about the unit layouts, and can I trust the sizes on the portals?
Built-ups ARE filed here, in both generations, which is better than most projects on this site manage — and three portals still disagree with the filing. The filed schedule, in kps (sq ft): A 806 (2 bed / 2 bath) · B, Ba, B1, B1a, B2, B2a 690 (1+1 / 1) · C, Ca, C1 809 (1+1 / 2) · D 854 (2 / 2) · E 845 or 854 (2 / 2) · F 1,120, labelled Unit Dwi Kunci (3 / 2). No square-metre figure is published by the developer and none is converted here. Three things to know before you compare a portal to the filing. (1) Type E contradicts itself INSIDE the current filed document — 845 sq ft in one listing and 854 in another. Unresolved, and published as unresolved. (2) The current generation ADDS four B codes (B, Ba, B2, B2a) that the older filing does not list, at the same 690 sq ft. (3) A portal publishes a type C2 at 809 sq ft that appears in NO filing and in no other source, and splits B2 / B2a as 2-bedroom where the filing groups all B codes at 1+1 bedroom and one bathroom. EdgeProp disagrees with the filing on every built-up it prints — A 807 against 806, D 850 against 854, E 850 against 845 or 854, and a header figure of 689 against 690. PropertyGuru and iProperty print a header range of 690 to 806 sq ft with 1 to 2 bedrooms while their own descriptions mention a 1,120 sq ft three-bedroom dual key — a self-contradiction inside one page, repeated on both sites of the same group. On the dual key, credit where it is due: type F is labelled Unit Dwi Kunci in the FILING itself, so the claim is filed and not merely marketing. But the one testable support for a genuine two-kitchen dual key is absent: the current specification schedule lists a stainless-steel single-bowl sink as a material item and gives NO count per type, and the superseded generation carries no fixtures schedule at all. So this page records the filed label, records that the quantity is not filed, and does not assert two kitchens. The area in your own SPA is the only figure that binds.
What facilities and security are actually committed?
Committed in a filing: the pool set, the podium gardens and the sky deck. NOT committed anywhere: the security. The two filed generations both publish a facilities schedule, and they rename the zones between generations — THE GARDENS becomes Tapak Taman, Langit becomes Di Langit, and a ground-floor Himpunan Utama zone is added. The current filing is the one that gives the 36 m infinity pool dimension, and that figure exists ONLY there — not on any portal and not on the developer’s page. The filings commit to the pool and children’s pool, jacuzzi, playground, BBQ area, multipurpose hall and ping pong, gazebo seating, two prayer rooms, changing rooms, an accessible toilet, a sunbathing area, gender-split toilets, the ground-floor lobby, parcel locker, mail room, water features and convenience store, and a level-37 deck with a fitness station, reflexology path and picnic lawn. EdgeProp independently corroborates the levels 7 and 8 assignment, which matches both filings. And nothing in either filing is marked “space only” or shell space — a clean result worth recording. Now what appears ONLY on portals, with no filed support at all: 24-hour security, CCTV and card access — neither filed facilities schedule contains ANY security item whatsoever. No guardhouse, no card access, no cameras, no manned security is committed in either filing. Also portal-only: sauna, steam room, reading room and co-working space, entertainment room, management office, sun lounge, floating deck, poolside shower, community garden, outdoor social lounge, lookout point, a cafe, and Muslim and non-Muslim mortuaries — which is a substantive building requirement, not a frill, and neither filing mentions them. The developer publishes no facilities schedule on its own website at all, and no facility is assigned to a level by the developer itself. If a facility matters to you, get it listed in the SPA’s schedule, not in a brochure.
Are the permits current, and is there anything in the permit history I should know?
Both are current, and the history on the CANCELLED record is where the disclosure is. Current, on 13673-2: advertising and sales permit 13673-2/02-2027/0114(A)-(S), status Aktif, valid 2 February 2024 to 1 February 2027 — checked against today, 9 October 2026: current, with about 115 days to run. Developer licence 13673/01-2027/0941(A), valid 6 January 2022 to 5 January 2027 — also current. Note the order, because it is unusual: the LICENCE expires before the PERMIT does, and the register shows no renewal booked forward. Worth re-checking in the fourth quarter of 2026. An (N)-suffixed twin permit exists on identical dates with status Tidak Aktif; the register’s (A) is the one published here. Two filing traps. (a) The filed brochure prints the licence as 13673-1/01-2027/0941 (A) — the CANCELLED record’s phase index spliced into the developer-licence number. The dates reconstruct correctly from the /01-2027/ segment, so only the serial is corrupt — but a client who checks 13673-1 finds the cancelled scheme. (b) The filed Nombor Permit Iklan dan Jualan field is BLANK: the label is printed and no value follows at all. And the permit HISTORY on 13673-1, which no consumer source mentions: five permit generations and TWO UNCOVERED INTERVALS. 17 September 2018 to 31 October 2019 — about 13—a half months — and 30 October 2020 to 6 January 2021, during which the original scheme held no advertising and sales permit at all. Then the permit was cancelled outright rather than renewed. Read the history, not just the current permit. One correction worth making, because it is easy to get wrong: the (P) permit suffix is NOT a pre-2017 form. 13673-1/01-2022/0950(P) ran from 6 January 2021 to 5 January 2022, so (P) persisted into 2021–22 on this licence. Which means the free landed-against-strata read off an APDL tail is unavailable on ANY (P) permit, whatever its date. The current permit’s -(S) tail does give it: strata, consistent with Schedule H.
Does the project have any green certification or any award?
No, and the developer claims none — which means there is no over-claim to refuse and no unadvertised rating to credit. Green, stated precisely. All four GreenRE tiers were read, plus the unheaded certification-entry lists. Platinum closed CLEANLY at 95 rows, with all nine fields present on the last row — so that is a genuine clean negative: Ekotitiwangsa holds no GreenRE Platinum. Gold (130 rows), Silver (141) and Bronze (about 332) all TRUNCATE, so the only defensible wording for those is no entry in the reachable portion of the register. The strongest available negative short of a clean table: the Bronze certification-entry list covered 266 entries from 9 December 2025 back to 4 April 2024 — exactly the window in which a February-2024-permitted project would appear — with NO match. And the developer advertises nothing green at all: no logo, no rating, no certificate number, no “targeting” and no “aligned with” wording on the corporate site, on the project page, in either filed brochure or on any portal. GBI’s directory 404s throughout, so it is INCONCLUSIVE and never a negative — and nobody claims GBI here, so nothing needs resolving. Three green decoys refused by name: Kompleks Islam Gombak Permai (Platinum PROVISIONAL, non-residential tool, developer Permodalan Negeri Selangor Berhad — it matches only on “Gombak”, which is the licensee’s own street); Project Westport 2 (Silver FINAL, KL-Kepong Oleomas — “Kepong” hiding inside a company name); and the whole Eco family on the Bronze register, including Eco Horizon and ECO-SHOP MARKETING — Eco is not Eko, and that is a standing trap for every Eko-branded project. Awards: Ekotitiwangsa has none, and the most dangerous decoy is on the project’s own page. The developer’s awards page lists ten items and not one attaches to this project. Refused by name: “BEST MIXED DEVELOPMENT AWARDS” 2016 belongs to EkoRiver Centre — the adjacent 6.64-acre future development that the developer’s own Ekotitiwangsa page names in the same paragraph as the project. Both 2017 project awards belong to EkoCheras, a DIFFERENT licensee (Ekovest Capital Sdn Bhd, code 13176) and a COMPLETED project. And Setiawangsa–Pantai Expressway is a highway — Setiawangsa is not Titiwangsa. No QLASSIC score was found either. The award record is empty, and that is stated rather than quietly omitted.
Who is the developer, and is there a company registration number I can check?
The licensed developer is EKOVEST LAND SDN. BHD., TEDUH developer code 13673 — and unusually for this site, the brand search found it on the first query. On most projects here the licensee turns out to be a company whose name has nothing to do with the marketing; here the licensee carries the brand. Credit it. Its register entry is clean: status Aktif, mempunyaiKesalahan: null (no offence flag at all), projek_sakit and projek_terbengkalai both 0. Address: Ground Floor, Wisma Ekovest, No. 118, Jalan Gombak, 53000 Kuala Lumpur. It is a 100% subsidiary of EKOVEST BERHAD, registration number 198501000052 (132493-D), listed on Bursa Malaysia — confirmed three ways, by The Edge in 2015 and 2017 and by the parent’s own Annual Report 2020 group-structure chart. There is no joint venture and no second partner: three sources give the 100% holding and none names a partner, a landowner entitlement or a shareholding split, which supports “no joint venture” affirmatively. The 2015 Gombak River rehabilitation reported with MRCB is river works, not a development joint venture, and is not presented as one here. But here is the gap, and it is a real one: NO company registration number for Ekovest Land Sdn Bhd is published anywhere. Six routes were walked and all six are exhausted — the register has no such field for this licensee, the superseded filed brochure names the developer but prints no number, the current filing has no statutory block at all, the corporate site carries only the parent’s number, the annual report chart gives the percentage but not the number, and every consumer portal prints no licence number, no permit number and no registration number for the developer. An SSM company profile would close it, and Louis can request one. Two Ekovest companies that are NOT your counterparty. EKOVEST CAPITAL SDN. BHD., code 13176, whose one project is EKOCHERAS — a different licensee, a different licence, a different site and a COMPLETED project. None of its figures, awards or images appears on this page. And EKOVEST BERHAD, the listed parent, which is not the licensee — yet four surfaces name the parent rather than the licensee, and one portal invents “Ekovest Land Berhad”, an entity that does not exist, while carrying three different developer names on one page. Your Schedule H counterparty is Ekovest Land Sdn Bhd.
What should I ask for in writing before I commit to anything here?
Nine things, and Louis will ask for all nine. (1) Written confirmation of what became of purchasers under the CANCELLED registration 13673-1 — rescinded, novated or refunded, and what happened to money held in the section 7A housing development account. (2) The per-type price list, because the filed band is per BLOCK and no per-type price is filed anywhere. (3) The car-park allocation for your unit, which is NOT PRINTED in the filing and is not a register field, and whose only hard figures in circulation belong to the cancelled scheme. (4) The area for your type as it will appear in the SPA — particularly if it is a type E, which the current filing itself gives as both 845 and 854 sq ft. (5) The current floor plans and site plan, since none is published anywhere. (6) Written confirmation of the housing-law status and contract form of the 115 office suites and the retail, if you are buying either. (7) Your own handover date as calculated from your own SPA, together with the liquidated-damages clause — and note that the filed brochure says January 2027 while the governing register date is 19 June 2028. (8) Confirmation that the developer licence (expiring 5 January 2027) and the advertising and sales permit (expiring 1 February 2027) will be renewed through to handover in 2028. (9) The current maintenance charge and sinking-fund contribution, because the only figure anybody publishes is a 35-sen-per-square-foot figure from 2015 for the cancelled scheme. And ask for the company registration number of Ekovest Land Sdn Bhd while you are at it — it is not published anywhere, and your solicitor will want it.

Get the filed particulars, the plans and the unit list — from a registered agent

Ekotitiwangsa is live under KPKT project 13673-2, with 500 of 500 homes inside a current advertising and sales permit, filed progress of 32.30% and 57.67% on its two towers, and a governing handover date of 19 June 2028 that no consumer source prints. The single most important thing to get in writing is what became of the purchasers under the CANCELLED registration 13673-1 — a 696-unit scheme that launched in 2015, reached 23% to 28% built, and whose permit was then cancelled, with no public source stating what happened to those contracts or to money held in the section 7A housing development account. After that: the per-type price list, because the filed band is per block; the car-park allocation, which no filing prints; the area for your type as it will read in the SPA, especially for type E, which the current filing itself gives as both 845 and 854 sq ft; the current plan set, because none is published anywhere; written confirmation of the housing-law status of the 115 office suites and the retail if you are buying either; and confirmation that the developer licence, which expires 5 January 2027, and the permit, which expires 1 February 2027, will be renewed through to handover. Louis will ask for all of them.

Nothing on this page is a price list, a quotation or an offer. The only price figures published here are the filed statutory Unit Selling Price band from the legally filed advertisement particulars and the public KPKT TEDUH registry band, which on this project agree to the sen. Press, portal and agent figures are labelled as such wherever they appear; a marketed figure that sits below the filed statutory minimum is withheld entirely, as is every price-per-square-foot figure derived from it and every return projection published anywhere.

Over a decade placing buyers in Klang Valley and Johor property, and the reason this page reads the way it does: the filed statutory particulars come first, every hard number is attributed to a named published source, and where a developer’s own two documents disagree with each other both are shown and the disagreement is named. On Ekotitiwangsa that meant finding a second register record with a CANCELLED permit that no public source mentions, reading a permit HISTORY rather than just the current permit, establishing the licensee on three independent axes before writing a word, doing the density arithmetic on the developer’s own acreage against a low-density claim made in a statutory advertisement, refusing five images that depict a building which was never built, refusing an award that belongs to the adjacent development named in the same paragraph on the developer’s own page, and printing “NOT PUBLISHED” on twenty things this page would rather have stated. If a figure is not on this page, it is because nobody published it — and Louis will go and ask for it.

Build progress

The unit mix, the permitted price and how far up it is

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

The filed advertisement · on the ministry’s own server

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.

How does that compare? Every development on this site, grouped by register status — cancelled, abandoned and behind schedule first.
