ENLACE SUITES @ Pantai Sentral Park, No. 2 Jalan Pantai Sentral 1, Bukit Kerinchi / Pantai Sentral, 59200 Kuala Lumpur — TWO SEPARATE KPKT REGISTRATIONS, NOT ONE AND NOT A MARKETING SPLIT: 13619-5 registered Enlace @ Pantai Sentral Park = Enlace Suites I, 438 units, and 13619-6 registered Enlace, Pantai Sentral Park = Enlace Suites II, 290 units — two advertising permits, two DBKL building-plan approvals, two statutory price bands, two storey counts, two approved extensions and two delivery dates. Filed Pangsapuri Servis, Jadual H: a HOME, with the full Housing Development Act protection set. Licensee AMONA DEVELOPMENT SDN. BHD., KPKT code 13619 — a joint development with IJM Land, on land leased from the Datuk Bandar Kuala Lumpur

Read this first, because it is the backbone of the page. What the Atlas folder calls “Enlace Suites 1&2” is TWO SEPARATE KPKT REGISTRATIONS. Not one registration released in two tranches, and not a marketing split: 13619-5, registered Enlace @ Pantai Sentral Park, and 13619-6, registered Enlace, Pantai Sentral Park. The two registered names differ by one punctuation mark — @ against , — the numerals I and II appear in no statutory document anywhere, and the word “Suites” appears in no register field at all. So a client’s own KPKT search for “Enlace Suites” returns nothing, and a search for “Enlace” returns two records they cannot tell apart. That is why every figure on this page carries its register code. Here is the arithmetic that proves it, and it closes exactly, twice. The developer’s own per-type schedules sum to the register’s unit counts to the unit: Phase I 110+37+71+109+70+2+37+1+1 = 438, and the register says 438; Phase II 28+56+104+20+20+30+20+2+4+1+2+3 = 290, and the register says 290. Licensed Enlace total 728. Then: not one built-up figure is shared between the two filings — Phase I’s C is 797 sq ft while Phase II’s C1/C2 are 979; Phase I’s E is 1,249 while Phase II’s E is 1,593. A type letter does not identify the phase and no figure may be carried across. Two maxima (RM2,321,800 against RM3,496,800 as filed), two DBKL building-plan approvals issued a year apart, and two advertising permits, each of which CONTAINS its own register code. The walk settles the rest: 13619-1 to 13619-6 all resolve, 13619-7 returns a 404, and the register’s own jumlahProjek: 6 agrees with the walk. 2,414 licensed units on the licence, across six registrations, three of them complete. Why one page and not two. The two registrations share a licensee, a licence, a site, one 99-year lease with the same expiry date, the same filed title restriction, the same approving authority, the same sales gallery and the same township — and critically, the GreenRE row and the StarProperty award are BOTH undifferentiated between the phases, so splitting them across two pages would force a guess on each. So: one page, two columns, and nine attributes that are never averaged — units, storeys, the price band, the permit, the plan approval, the extension, the governing delivery date, the type schedule and the availability of imagery. It is a HOME, and that matters more than any other single fact here. Both filed advertisements print Jenis Bangunan: Pangsapuri Servis; both register records read Jadual H with tempohAsal 36 Bulan; both advertising permits carry the -(S) strata tail; GreenRE assessed the homes on the residential RES v3.3 tool while assessing the adjoining Enlace CO I and Enlace CO II office towers on NRB v3.2, the non-residential one; the licensee holds a live KPKT developer licence with these as registered schemes; and the developer’s own statutory panel labels the property type a serviced apartment on both halves. Six independent legs, and the consequence is the thing a buyer should care about: this page can and does rely on Schedule H — the statutory sale contract, the 36-month delivery period, the liquidated-damages formula for late delivery, the section 7A housing development account, the 24-month defect liability period and the Tribunal for Homebuyer Claims. And one live error is corrected here: PropertyGuru’s record 23137 calls this development FREEHOLD in its own description, against a 99-year lease expiring 5 September 2123 on four statutory surfaces. It is leasehold. The dates, which no consumer source carries. The governing contractual vacant possession dates are 15 September 2029 for 13619-5 and 18 April 2030 for 13619-6, and both include an approved extension — +18 months on Phase I and +12 on Phase II — that exists ONLY in the KPKT register. Meanwhile the project’s own filed statutory advertisements print Disember 2027 and Ogos 2030: one far earlier than even the original contractual date, one about four months BEYOND the revised one. Credit where it is due: the developer’s own live statutory panel prints September 2029 and March 2030 — it is the most accurate public surface on this field, and more accurate than its own statutory filing. But the same panel is a generation BEHIND that filing on Phase I’s building-plan reference. Same page, same phase, opposite directions — so there is no single “which surface is current” answer here, and this page names the stale surface field by field. The tenure is the most useful thing nobody publishes. A 99-year lease expiring 5 September 2123 — about 96 years 11 months unexpired today, about 94 years at handover — on land the city owns: Amona Development holds a privatisation agreement with the Datuk Bandar Kuala Lumpur, with an RM331 million to RM391 million land payment reported in 2012. And the filed Sekatan Kepentingan is quoted here verbatim, in the negative polarity it is filed in: “Tanah ini tidak boleh dipindahmilik, dipajak atau digadai tanpa kebenaran dari Pihak Berkuasa Negeri” — this land may not be transferred, leased or charged without the consent of the State Authority. That is a financing and resale fact, not only a foreign-buyer one, and it applies to a purchaser’s own bank charge. Price, stated exactly. Phase I’s filed statutory Unit Selling Price band is RM783,600 – RM2,321,800, and the filing, the register and the developer’s panel reproduce all four figures TO THE SEN. No splice. That is a credit and it is said as one. Phase II does NOT reconcile: the FILED statutory advertisement says RM627,000 – RM3,496,800 while the REGISTER and the DEVELOPER’S PANEL both say RM758,400 – RM3,808,800, agreeing with each other to the sen and disagreeing with the statutory filing on BOTH ends. Both sets are printed here with their surfaces named and neither is resolved; the operative advice is to ask for the figure in the S&P. No per-type price is filed by anybody, on any surface — which is exactly why the foreign-buyer count below is undeterminable rather than estimated. And what a buyer is buying beside. Pantai Sentral Park is a 58-acre, 14-parcel, RM8.3 billion township targeted for FULL COMPLETION IN 2039–2040, with four parcels launched and ten to go. Everything named and dated on it, including these two phases, accounts for about 26% of that GDV — so roughly three-quarters of the township’s value is in parcels that are not registered, not launched, not priced and not dated. And four commercial components — Enlace CO I, Enlace CO II, Enlace Shoppes and Enlace Retreat — sit on THIS project’s own 18.18-acre precinct holding NO housing registration of any kind, which means no Schedule H, no statutory delivery date and no filed advertisement for any of them. Thirteen more years of construction beside a 2029 and 2030 handover. No consumer source puts that beside the thing being sold. Registers read 14 October 2026. Every figure below is attributed; every absence is named as an absence; nothing is averaged across the two registrations.

Enlace Suites I, Pantai Sentral Park, Kuala Lumpur — tower facade (artist's impression)
Enlace Suites I — tower façade. Artist’s impression. This is 13619-5 only. The developer labels every render on its own gallery “Artist’s Impression Only” — credit it for that. Both towers sit at a 20.00% band, so nothing here is a photograph of a built building.

Answer block

Enlace Suites at a glance — two registrations, side by side, nothing averaged

Every row below gives the figure for EACH registration separately, because nine attributes differ between them and averaging any one of them would misdescribe both. Where a field is filed, this says so; where it is recoverable from another surface, this names the surface; where it is not published by anybody, this says NOT PUBLISHED; and where it exists but cannot be read, this says CANNOT BE READ, which is a different and weaker statement. Registers read 14 October 2026.

Registered scheme names
Enlace @ Pantai Sentral Park (13619-5) · Enlace, Pantai Sentral Park (13619-6)They differ by one punctuation mark. The numerals I / II and the word “Suites” appear in NO register field and in NO filed document. Print the code, or a client’s own check cannot separate the two phases they are being sold.
Licensed developer
AMONA DEVELOPMENT SDN. BHD. — registration 198701005155 (163826-A)KPKT developer code 13619. The registration number comes from the FILED advertisement and the developer’s own panel — TEDUH prints none for this licensee at all. A client searching “IJM Land” on the register finds nothing for this project: q=IJM returns one licensee, IJM PROPERTIES SDN. BHD. code 8326, and it is NOT this one.
Developer licence
13619/08-2027/1268(A) · valid 20/08/2022 – 19/08/2027CURRENT, with 309 days to run. The register, both filed generations of both phases and the developer’s own panel all print the identical number WITH the identical (A) suffix — five surfaces, so the licence-suffix trap does not arise here. Credit it. statusPemaju: Aktif · mempunyaiKesalahan: null · 0 sick / 0 abandoned · 6 registrations, 2,414 units.
Advertising and sales permit (APDL)
13619-5 Enlace Suites I: 13619-5/12-2027/1184(A)-(S), 26/12/2024 – 25/12/2027
13619-6 Enlace Suites II: 13619-6/03-2029/0249(A)-(S), 31/03/2026 – 30/03/2029BOTH CURRENT as at 14 October 2026 — 437 and 898 days left. Both filings print the permit as a bare X, a placeholder, so these numbers come from the register and the developer’s panel, which agree to the day. Lapse is therefore fully assessable: “cannot be read off the filing” is not the same as unverifiable. The -(S) tail is a free strata read, and each permit CONTAINS its own register code.
Units
13619-5 Enlace Suites I: 438 — 13619-6 Enlace Suites II: 290 — 728 licensedThe developer’s own per-type schedules sum to both figures exactly: 110+37+71+109+70+2+37+1+1 = 438 and 28+56+104+20+20+30+20+2+4+1+2+3 = 290. Per-type unit counts are NOT PRINTED in either filing — the developer’s panel is richer than its own statutory filing on the one field that is the phase proof. Credit it.
Storeys
13619-5 Enlace Suites I: register 43 · a publisher 48 · NOT FILED
13619-6 Enlace Suites II: register 33 · a publisher 38 · filed plans run to Level 38 · NOT FILEDThe filed statutory blocks print no Bilangan Tingkat at all, on either phase, so there is nothing to adjudicate with and this page picks no number. Phase II’s own filed floor plans label Levels 08 to 38, which a 33-storey tower cannot accommodate; and the developer’s “Sky Villas on Level 45” presupposes a 45th floor on a tower the register files at 43. Every reading, with its source, and none resolved.
Filed building type
Pangsapuri Servis on BOTH filed advertisementsBut the register’s own component field differs between the two phases: 13619-5 reads Rumah Pangsa/Kondo and 13619-6 reads Pangsapuri Servis. Two phases of one scheme, two register building types — and the FILED advertisement is the statutory statement.
Statutory sale contract
Schedule H on BOTH, tempohAsal 36 BulanEstablished from the register’s jenisPjb on both records, corroborated by the 36-month original period and the -(S) permit tails — neither filing prints a G/H heading, and this page says which route settled it. So the full HDA set applies: the statutory contract, the late-delivery formula, the section 7A account, the 24-month defect liability period and the Tribunal route.
Tenure and lease expiry
Leasehold, Pajakan 99 tahun, expiring 5 September 2123Six readings across four statutory surfaces, no disagreement. About 96 years 11 months unexpired today; about 94 years for a buyer taking vacant possession in 2029 or 2030. CONTRADICTED by ONE portal: PropertyGuru 23137 calls the development FREEHOLD in its own description while its own table says leasehold. It is leasehold, and that correction is the whole reason this row carries the expiry date.
Restriction in interest
PRESENT, in the NEGATIVE polarity: “Tanah ini tidak boleh dipindahmilik, dipajak atau digadai tanpa kebenaran dari Pihak Berkuasa Negeri”Quoted verbatim, never paraphrased — one dropped word inverts this clause, and this series has seen two phases of one licence carry opposite polarities. Identical on both phases and both filed generations. Practical effect: every transfer, every lease and every charge, including a purchaser’s own bank charge, needs State Authority consent. No consumer source mentions it.
Land encumbrance / chargee
Bebanan: Tiada on all four filed documents and both halves of the panelSix surfaces agree, and NO bank, no Gadaian and no chargee is named by anybody — not the filings, not the register, not the developer, not a portal. Consistent with the ownership structure: city land under a privatisation agreement, funded by two joint-venture partners in a 40:60 proportion. A buyer should still ask which bank will hold the charge once construction finance is drawn.
Filed statutory Unit Selling Price band
13619-5 Enlace Suites I: RM783,600 – RM2,321,800 — filing, register and developer agree TO THE SEN
13619-6 Enlace Suites II: filed RM627,000 – RM3,496,800 against register and developer RM758,400 – RM3,808,800 — IRRECONCILABLEThe statutory Unit Selling Price minima and maxima from the legally filed advertisement particulars. Not a price list, not a quotation, not an offer. Phase I matches on all four figures across three surfaces with no splice, and both filed generations agree with each other too — credit it. Phase II’s FILING is LOWER at both ends, by RM131,400 (17.3%) on the minimum and RM312,000 (8.2%) on the maximum, while the two NON-filed surfaces agree with each other to the sen. Both sets are printed; neither is resolved. Ask for the figure in the S&P.
Per-type price
NOT FILED BY ANYBODY, for any type, in either phaseThe filings give a band only; the register gives a band only; the developer’s panel gives a band only. This is what makes the foreign-buyer count below undeterminable rather than estimated. Five below-minimum “price from” figures circulate on other surfaces and not one of them appears on this page.
Controlled / affordable price row
NO ROW ON EITHER ENLACE REGISTRATION — checked four waysThe words RUMAWIP, Residensi Wilayah and Harga Mampu Milik appear nowhere in either filed advertisement; each register record carries ONE component row with ONE band; there is no -RMM/-AH type-code pair; and no built-up is duplicated at two prices. So there is no second, state-controlled price bar here and the filed statutory minima ARE the open-market floors. The township’s affordable allocation is a SEPARATE, COMPLETED registration — 13619-3 Residensi Suria Pantai, 896 units at a flat RM275,000, applications closed since 16 April 2022. That is a state-controlled statutory price and it is never an entry price for anything here.
Built-up, as filed
13619-5 Enlace Suites I: 474 – 1,733 sq ft across nine types
13619-6 Enlace Suites II: 506 – 2,034 sq ft across twelve typesTwenty-one built-ups across the two filings, and NOT ONE FIGURE IS SHARED between them. Phase I’s filed MAXIMUM, 1,733 sq ft, belongs to a single H (Taman) unit for which the developer publishes no floor plan at all — as does the 1,302 sq ft G (Taman). And the developer’s secondary microsite overstates Phase II’s G1, G2 and RG2 by exactly 183, 237 and 420 sq ft, which are exactly the garden and terrace areas the filing lists SEPARATELY. The filed main-parcel figure and the accessory area are never added silently on this page.
Bedrooms / bathrooms
13619-5 Enlace Suites I: register 1–4 bed, 1–4 bath
13619-6 Enlace Suites II: register 1–5 bed, 1–4 bathThree per-type contradictions between the filing and the developer’s own page, all printed and none resolved: Phase II’s D2 is filed 3/3 and marketed 4/3 — a whole bedroom, on 30 of 290 units; Phase I’s F is filed 4+1/4 and marketed 4/4; and Phase I’s A is filed 1/1 and marketed a studio.
Car park, as filed
13619-5 Enlace Suites I: 1 to 3 bays across nine types
13619-6 Enlace Suites II: 1 to 3 bays across twelve typesTwenty-one filed allocations in total. One contradiction: Phase II’s D1 is filed at 1–3 bays and the developer’s panel says 2 — the filing admits a SINGLE bay on a 1,227 sq ft three-bedroom unit. Minima 1 asserts neither “one” nor “three”; this page says what each document says.
Baki Unit (units remaining)
13619-5 Enlace Suites I: 219 unit of 438 — 13619-6 Enlace Suites II: NOT PRINTEDA take-up check, not a price caveat — and it appears only in Phase I’s CURRENT filed generation (filed about 15 January 2026), so there is no earlier figure to trend against. 219 of 438 remaining is exactly 50.0%. Five outlets reported “70% take-up” from ONE launch briefing seven months later, on 9–10 August 2026 — reconcilable, but only one of the two is dated and statutory, and five carriers of one release are not five confirmations.
First SPA and the original contractual date
13619-5 Enlace Suites I: first SPA 15 Mar 2025, original VP 15 Mar 2028
13619-6 Enlace Suites II: first SPA 18 Apr 2026, original VP 18 Apr 2029These exist ONLY in the KPKT register. No publisher, no portal and no developer page mentions either.
Approved extension and the GOVERNING date
13619-5 Enlace Suites I: pindaanTempohSerahKosong Ya, +18 months → 54, governing VP 15 September 2029
13619-6 Enlace Suites II: Ya, +12 months → 48, governing VP 18 April 2030The field reads Ya on ALL SIX registrations on this licence, every one of them Jadual H / 36 months — so there is no Schedule G and no 24-month record to test any hypothesis against. The field is recorded; nothing is inferred from it. Phase I’s +18 is the longest on the licence and the only departure from a uniform +12 practice. NEITHER extension is consumed: both ORIGINAL dates are still in the future, so nothing on either Enlace registration can honestly be called late today. But Phase II’s extension was approved extraordinarily early — under six months after its first sale, at a 20.00% band.
peratusSiap (built percentage)
Both: exactly 20.00Read on one day, on two towers at construction stages THIRTEEN MONTHS apart — which is the cleanest demonstration in this series that peratusSiap is a BAND and not a measurement. Quote it; never compute a completion date from it. For context: against elapsed programme, Phase I is 19.0 months of 54 = 35.2% elapsed and Phase II is 5.9 of 48 = 12.3% — so one reads behind and the other ahead, on a banded field. Publish the arithmetic, predict nothing.
status.keseluruhan and the Lewat flag
Both Lancar — Lewat CHECKED on all six records and NOT FLAGGEDThe field is readable here, so the honest phrase is “checked and not flagged” and not “cannot be checked”. Across the licence: Siap Dengan CCC × 3 and Lancar × 3.
Delivery record of this licence
THIN, and published as thinOf the two scorable completed phases, both were CCC’d INSIDE their governing date — by 2 days and 3 days — and both landed about 363 days PAST their ORIGINAL contractual date. Not one phase on this licence has ever beaten an original date, and not one has ever been delivered without an extension. 13619-3 is unscorable: no first-SPA date is filed. vp: “-” on all three CCC’d records, so no handover date is recorded for any of them and the CCC is the only measurable event. And 13619-4 Riana Trees is live right now at 90.80% and 205 days past its own original date — the nearest thing to a forward indicator this licence offers, and it is a caution, not a comfort.
Permit cover before the first sale
13619-5 Enlace Suites I: permit 79 days before SPA 1 — 13619-6 Enlace Suites II: 18 days before SPA 1Selling began under a valid permit on both phases, and Rekod Lesen Terdahulu is EMPTY of prior permits on BOTH — which is a POSITIVE finding, not a blank: it makes an unpermitted interval impossible at record level. A sibling registration, 13619-1 Inwood Residences, did run 45-, 3- and 9-day unpermitted intervals, all of them DURING its selling period — but that is a different registered scheme, completed and CCC’d in March 2019, and nothing about it attaches to Enlace Suites.
Density
124.0 units per acre on 5.87 acres — and it UNDERSTATES728 units on a PRESS figure, not a filed one: Keluasan Tanah is not printed in any of the four filed documents and keluasan reads 0 mps on both records. The 5.87 acres ALSO carries Enlace CO I and Enlace CO II, so including non-residential land in the denominator understates the residential-only figure: 124.0/acre is a FLOOR, not a ceiling, and no source splits the parcel. Seven other denominators were refused, including the triple-corroborated 57.82 acres. The plot-ratio cross-check is impossible: no GFA is published for Enlace Suites, Enlace CO or the precinct by anybody.
Green rating
GreenRE GOLD, PROVISIONAL, tool RES v3.3, 10 June 2025, to Amona Development Sdn BhdReal, residential and certified to the exact legal name of the licensee — the cleanest possible attribution. PROVISIONAL is not FINAL: the register’s own expiry field reads “1 year after CCC”, so it has not been tested against a built building. The row is held as Enlace Suite, singular, with no numeral, and the register does not say which phase. On the dating alone it is PROBABLY Phase I — 10 June 2025 falls after Phase I’s permit and first SPA and nine and a half months BEFORE Phase II’s. There is no row for Enlace Suites II and this one must not be allowed to cover it. And the developer advertises nothing green at all, on any surface. Credit the restraint.
Award
The Skyline Award, StarProperty Awards 2026, Best High-Rise Residential Development, HONOURSAwarded to “Enlace Suites @ Pantai Sentral Park”. PHASE-AMBIGUOUS: the citation carries no numeral. The award record’s own CMS date is 8 May 2026 and Enlace Suites II did not launch until 9 August 2026, so it almost certainly attaches to Phase I — stated as probable, and never let to cover Phase II. HONOURS is not WINNER: the developer’s own pages carry all three StarProperty designations, so the ladder is visible and this page does not upgrade it.
QLASSIC
NONE PUBLISHED — and it could not exist yetSearched and not found for either registration, for any Pantai Sentral Park phase, or anywhere on the group’s own site. QLASSIC is a workmanship assessment on a COMPLETED building and both towers are at a 20.00% band, so the absence is explained rather than left hanging.
Published distances
EXACTLY THREE, and all three are TOWNSHIP distancesBangsar South 2 km · LRT Universiti 2 km · Mid Valley Megamall 3 km — published under the developer’s own heading “From Pantai Sentral Park”, i.e. measured from a 58-acre township whose own registered coordinates span about 1.2 km, not from the Enlace parcel. No travel times and no measurement basis are stated. One portal adds “about 260 m” to a FUTURE MRT3 station via a PLANNED pedestrian bridge — one portal, uncorroborated, and a proposed station is not an existing one.
Facilities, as filed
13619-6 Enlace Suites II: a FILED plan labelled Tingkat 5 with 17 numbered amenities — 13619-5 Enlace Suites I: no filed facilities schedule at allA filed facilities schedule is the strongest available grade for a facilities claim, and it belongs to Phase II ONLY. And it contradicts the developer’s own page, which says Level 8 — while Phase II’s own filed floor plans put residential garden units on Level 08, which supports the filing. Both are printed; neither is resolved. Only the gym and the playground are corroborated by a statutory document; everything else rests on marketing.
Foreign buyers
Kuala Lumpur floor: RM1,000,000 · both bands STRADDLE it · how many of the 728 clear it is UNDETERMINABLEThis is a FEDERAL TERRITORY, so the federal floor under the Garis Panduan Perolehan Hartanah applies, with EPU consent — RM1,000,000 for strata and landed alike. No Selangor zone figure has any bearing here. The cheapest unit in either phase does not clear the floor (78.4% and 62.7% of it); the dearest in both clear it comfortably (2.3× and 3.5–3.8×). But NO per-unit price is filed by anybody, so the COUNT cannot be determined and is not estimated. And the decisive point: the filed Sekatan Kepentingan bars a purchase regardless of price until State Authority consent is given.
Township context
58 acres · 14 parcels · RM8.3 billion · full completion targeted 2039–2040Four parcels launched, ten to go. Everything named and dated accounts for about 26% of that GDV, so roughly three-quarters is in parcels that are not registered, not launched, not priced and not dated. And four commercial components — Enlace CO I, Enlace CO II, Enlace Shoppes, Enlace Retreat — sit on this project’s own 18.18-acre precinct with NO housing registration of any kind.

Not MBPJ, not MBSA, not MPS. daerah reads Kuala Lumpur on 13619-5 and is a bare - on 13619-6, settled from the sibling record, the shared plan prefix and coordinates 37 m apart. The mukim is in NO TEDUH field and in NEITHER filing: it comes from the Federal Territories’ own RUMAWIP register, for the sibling registration.

The three terms that carry the most weight on this page are Schedule H, advertising and sales permit and Sekatan Kepentingan — and here all three exist, all three are filed, and all three either protect or bind a buyer: Schedule H brings the full statutory remedy set, both advertising permits are current, and the title restriction reaches a purchaser’s own bank charge until State Authority consent is given.

Seven things this page says that no other page about Enlace Suites does

Each one is read off a register or a filed document, and each one changes what a buyer should ask before paying a deposit.

🔑

It is TWO registrations, and the arithmetic proves it

13619-5 (438) and 13619-6 (290), each with its own permit, plan approval, price band, first SPA, extension and delivery date. The developer’s own per-type schedules sum to both register counts exactly, and not one built-up figure is shared between the two filings. Nine attributes differ and not one of them is averaged on this page.

🏠

It is a HOME, on six independent legs

Filed Pangsapuri Servis · register Jadual H / 36 months · -(S) strata permits · GreenRE on the residential RES v3.3 tool while the adjoining office towers sit on NRB v3.2 · live licence with registered schemes · the developer’s own panel says serviced apartment. So this page can and does rely on Schedule H.

📅

The governing dates are not the ones anybody prints

15 September 2029 and 18 April 2030, each including an approved extension that exists ONLY in the register. The project’s own filed advertisements say December 2027 and August 2030 — one far too early, one BEYOND the revised date. The developer’s live panel gets this field right and its own statutory filing does not; the same panel is stale on the plan reference. There is no single current surface.

⚠

Phase II’s statutory price band does not reconcile

The FILING says RM627,000 – RM3,496,800. The REGISTER and the DEVELOPER’S PANEL both say RM758,400 – RM3,808,800. A new shape: the two non-filed surfaces agree with each other against the statutory advertisement, lower on BOTH ends. Phase I, by contrast, matches on all three surfaces TO THE SEN — and that is credited here as readily as the fault is named.

📄

The tenure, and who actually owns the land

A 99-year lease expiring 5 September 2123 on land the city owns: the licensee holds a privatisation agreement with the Datuk Bandar Kuala Lumpur, with an RM331m–RM391m land payment reported in 2012. And the filed title restriction forbids transfer, lease or charge without State Authority consent — a financing and resale fact, quoted verbatim below.

🔍

The licensee is not the brand on the hoarding

Every marketing surface credits IJM Land. The company that holds the licence, holds the permits, files the advertisements and will sign your S&P is AMONA DEVELOPMENT SDN. BHD., code 13619. IJM Land’s own joint-venture vehicle Murni Lapisan Sdn Bhd holds no KPKT developer licence at all, and a register search for “IJM” returns a different, unrelated licensee.

📄

The delivery record is thin, and published as thin

Two of two scorable completed phases landed inside their GOVERNING date — by 2 and 3 days — and both about 363 days past their ORIGINAL date. On this licence no phase has ever beaten an original date and no phase has ever been delivered without an extension. And the one live sibling is 205 days past its own original date at 90.80%. That is the position, not a selling point.

Project DNA

What is established on each registration, and what is not — 13619-5 and 13619-6, kept apart

This section is built from the KPKT register, four readable filed statutory advertisements across two phases in two generations each, the Federal Territories’ own RUMAWIP register, the GreenRE Gold tier table and its certification-entry list, the developer’s own two statutory panels, and seven named publishers. It is one of the best-documented projects in this series — which is exactly why the short list of things nobody publishes is worth printing in full.

Facilities — the filed schedule, the developer’s list, and the list this page refuses

One statutory facilities schedule exists on this project and it belongs to 13619-6 ONLY: a plan labelled Tingkat 5 with 17 numbered amenities, in the filed advertisement. 13619-5 has no filed facilities schedule at all, in either generation — so the strongest grade is available to Phase II and not to Phase I, and this page says which. And the filing contradicts the developer’s own page by three floors on the same phase: the page says Level 8, the filing says Level 5, and Phase II’s own filed floor plans put residential garden units on Level 08 — which supports the filing. Both are printed; neither is resolved.

FILED — 13619-6 Enlace Suites II

the filed Tingkat 5 plan
  • Gymnasium
  • Swimming pools
  • Playground
  • Shared work space
  • 17 numbered amenities in total, on one plan
  • No facility is assigned to any other level in the document, and no equivalent schedule exists for 13619-5

Named by the developer

its own Enlace Suites page, both phases
  • Grand drop-off
  • Lobby with a multi-layered security system
  • Lift lobbies
  • 50 m lap pool
  • Kids’ pool
  • Jacuzzi
  • Hammock garden
  • Water garden
  • Multi-purpose atrium
  • Terrace lounge
  • Landscaped gardens bordering the forest reserve
  • “Sky Villa I” and a Family Lounge on Level 45 — and that claim presupposes a 45th floor on a tower the register files at 43

Added by the press, for Phase II specifically

The Edge, StarProperty, Aug 2026
  • 50-metre lap pool
  • Jacuzzi
  • Hammock garden
  • Co-working studio
  • “AI-powered CCTV surveillance” — press only; no filed security schedule exists for either phase
  • Koi ponds, garden trails and shaded relaxation areas
  • A gated-and-guarded or 24-hour-security claim therefore rests on marketing and one press report, not on the filed 17-item list

REFUSED — portal and agent-site items the developer never claims

not published here
  • “Infinity pools” and “sky gardens” — one portal’s prose. The developer claims a 50-metre LAP pool.
  • Nursery · multi-purpose hall · recreation room · reflexology path
  • BBQ area · mail room · parcel room · security and fire control room
  • Only the gymnasium and the playground survive corroboration, and they survive it from the FILED Tingkat 5 plan — not from a portal.
  • Also refused: the e-bike paths, the shuttle services and the forest-reserve skywalk are TOWNSHIP items, and the shuttles are PROPOSED — no route, no operator, no frequency and no start date is published.

NOT PUBLISHED BY ANYBODY, and the gap is printed

no source answers any of these
  • Any per-type or per-unit price, in either phase, on any surface
  • Keluasan Tanah — no parcel area for Enlace Suites exists anywhere
  • The chargee — Tiada on six surfaces, no bank named by anyone
  • Every consultant: architect, engineer, quantity surveyor, main contractor and the contract sum — not one, on any surface, and no mybina or Bursa record was found
  • The lot or PT number for the Enlace parcel, the GFA and the plot ratio
  • The number of blocks per registration
  • The authoritative storey count on either phase
  • The fit-out specification behind “fully fitted and partially furnished”
  • The service charge and sinking fund rates
  • The joint-venture share allocation — the 40:60 split IS published; which party holds which share is NOT
  • And kept distinct: Sinki Dapur per type CANNOT BE READ. Phase II’s filed sanitary table exists with a Sinki & Pili row, but its column headers are missing from the extractable text, so the dual-key test on C2 is UNAVAILABLE, not unsupported

Twenty-one filed built-ups across two registrations — and not one figure is shared

Read this before any size on this page. Phase I’s filing lists NINE built-ups (474 · 560 · 797 · 872 · 1,249 · 1,561 · 1,249 · 1,302 · 1,733 sq ft) under types A to H. Phase II’s lists TWELVE (506 · 613 · 979 · 979 · 1,227 · 1,485 · 1,593 · 1,862 · 2,034 · 1,001 · 1,216 · 1,593) under A to G3 and RG1/RG2. Not one built-up figure appears in both filings, and not one type letter means the same thing in both: Phase I’s C is 797 sq ft while Phase II’s C1 and C2 are 979; Phase I’s E is 1,249 while Phase II’s E is 1,593; Phase I’s D is 872 while Phase II’s D1 is 1,227. So a type letter does not identify the phase, and no figure on this page is ever carried across. Ask which registration your unit is on before you compare any two numbers. The six floor plans on this page carry a caption-published-by-filename grade, and the page says so rather than implying a stronger one. They come from the developer’s own theme directory, where the type code and the phase are both in the file name — …typeA-2.jpg for Suites I and …ensuite2-typeA.jpg for Suites II. But that host’s wp-json is robots-disallowed while its HTML pages serve normally, so no CMS title and no CMS date is obtainable on it and a confirmed grade is unreachable. The built-up, bed/bath and car-park figures in every caption come from the FILED statutory schedule, never from the developer’s own page.

Enlace Suites I, Pantai Sentral Park — Type A floor plan (developer's material)

13619-5 Enlace Suites I — Type A

Filed built-up 474 sq ft · filed 1 bedroom / 1 bathroom · filed car park 1 bay · 110 units of 438

13619-5Filed scheduleMarketed as a studiocaption-published grade

Enlace Suites I — Type A floor plan, 474 sq ft, 1 bedroom / 1 bathroom, 1 car-park bay (filed schedule). The filing says 1 bedroom / 1 bathroom and the developer’s own page markets it as a STUDIO — not a contradiction in substance, but a client comparing the filing to the brochure will see two different products described. 474 sq ft is the filed MINIMUM built-up on this registration, and it sits against a filed statutory minimum price of RM783,600. Phase II’s own Type A is 506 sq ft — a different unit on a different registration, and the two are never averaged into a range on this page.

Enlace Suites I, Pantai Sentral Park — Type C floor plan (developer's material)

13619-5 Enlace Suites I — Type C

Filed built-up 797 sq ft · filed 2 bedrooms / 2 bathrooms · filed car park 1–2 bays · 71 units of 438

13619-5Filed scheduleBalcony 1caption-published grade

Enlace Suites I — Type C floor plan, 797 sq ft, 2 bedrooms / 2 bathrooms, 1 to 2 car-park bays, one balcony (filed schedule). The filing and the developer’s page agree on the bed/bath count for this type. Do not read 797 sq ft as Phase II’s C1 or C2, which are both filed at 979 sq ft — same letter, different registration, 182 sq ft apart.

Enlace Suites I, Pantai Sentral Park — Type F floor plan (developer's material)

13619-5 Enlace Suites I — Type F

Filed built-up 1,561 sq ft · filed 4+1 bedrooms / 4 bathrooms, marketed 4 / 4 · filed car park 2–3 bays · 37 units of 438

13619-5Filed 4+1/4 vs marketed 4/4Bay window 54 sq ftcaption-published grade

Enlace Suites I — Type F floor plan, 1,561 sq ft, filed 4+1 bedrooms / 4 bathrooms, 2 to 3 car-park bays, bay window 54 sq ft (filed schedule). The FILED figure is printed here: 4+1 / 4. The developer’s own page says 4 / 4. The “+1” is a utility or maid’s room. One field, two readings, one developer — both printed, neither resolved. The 54 sq ft bay window is an accessory area and is stated separately; it is never added to the 1,561.

Enlace Suites II, Pantai Sentral Park — Type A floor plan (developer's material)

13619-6 Enlace Suites II — Type A

Filed built-up 506 sq ft · filed 1 bedroom / 1 bathroom · filed car park 1 bay · 28 units of 290

13619-6Filed scheduleMarketed as a studiocaption-published grade

Enlace Suites II — Type A floor plan, 506 sq ft, 1 bedroom / 1 bathroom, 1 car-park bay (filed schedule). This is 13619-6, a different registration from everything above. Its filed MINIMUM built-up is 506 sq ft, against Phase I’s 474 — and the developer’s secondary microsite merges the two into a spliced “474–506” range that belongs to neither phase. This page does not reproduce that splice. Marketed as a studio; filed as 1 bedroom / 1 bathroom.

Enlace Suites II, Pantai Sentral Park — Type C1 floor plan (developer's material)

13619-6 Enlace Suites II — Type C1

Filed built-up 979 sq ft · filed 2 bedrooms / 2 bathrooms · filed car park 1–2 bays · 104 units of 290 — the largest single type on either registration

13619-6Filed scheduleBalcony 1caption-published grade

Enlace Suites II — Type C1 floor plan, 979 sq ft, 2 bedrooms / 2 bathrooms, 1 to 2 car-park bays, one balcony (filed schedule). 104 of the 290 units in this registration are C1, which makes it the single largest type on the whole Enlace licence. Its sibling C2 shares the identical 979 sq ft built-up at the same filed bed/bath count and a different filed car-park allocation (2 rather than 1–2) — and that is as far as the evidence goes. The developer labels C2 a dual key; the filing uses the term nowhere, and the one testable support, the filed kitchen-sink count per type, CANNOT BE READ because the sanitary table’s column headers are missing from the extractable text. UNAVAILABLE, not unsupported.

Enlace Suites II, Pantai Sentral Park — Type E floor plan (developer's material)

13619-6 Enlace Suites II — Type E

Filed built-up 1,593 sq ft · filed 4+1 bedrooms / 4 bathrooms, marketed 4 / 4 · filed car park 3 bays · 20 units of 290

13619-6Filed 4+1/4 vs marketed 4/4Maid’s room 1caption-published grade

Enlace Suites II — Type E floor plan, 1,593 sq ft, filed 4+1 bedrooms / 4 bathrooms, 3 car-park bays, one maid’s room (filed schedule). The filed figure is printed; the developer’s page says 4 / 4. And note the trap this type sets: Phase I’s E is 1,249 sq ft, which is 344 sq ft smaller. The letter is the same and the unit is not. By built-up this is one of the types most likely to clear the RM1,000,000 foreign-buyer floor — and that is an ordering by SIZE, not a price finding, because no per-type price is filed by anybody.

NO FLOOR PLAN IS PUBLISHED FOR EITHER TYPE, BY ANYBODY. The developer’s own page uses the label E(G) instead and publishes no plan for G (Taman) or H (Taman).

13619-5 — G (Taman) and H (Taman): filed, and no plan published anywhere

Filed built-ups 1,302 sq ft and 1,733 sq ft · filed 3/3 and 4+1/3, each with 2 terraces · filed car park 2 and 3 bays · ONE UNIT EACH

13619-5No floor plan existsThe filed MAXIMUM built-up2 of 438 units

These two types appear in the filed built-up table, in the filed car-park table and in the developer’s own per-type unit counts — and the developer publishes no floor plan for either. The consequence matters for anyone quoting a range: the project’s filed MAXIMUM built-up on 13619-5, 1,733 sq ft, belongs to a SINGLE unit for which no plan is published anywhere. So “474 – 1,733 sq ft” is a correct filed range in which the top end is one undocumented apartment. The filing holds something the marketing does not, and this page prints it rather than quietly dropping the top of the range.

NOT ILLUSTRATED HERE. A representative three plans per registration were taken; these five duplex and garden types are described from the FILED schedule instead, because the numbers are the point.

13619-6 — the garden and rooftop-garden types, and the accessory-area trap

Filed G1 1,001 · G2 1,216 · G3 1,593 · RG1 1,862 · RG2 2,034 sq ft — 13 units in total

13619-6Filed main parcel onlyAccessory areas stated separatelyNo plan on this page

Filed: G1 1,001 sq ft with a garden of 183 sq ft · G2 1,216 with 237 · G3 1,593 with 377 · RG1 1,862 with a 409 sq ft terrace · RG2 2,034 with 420. The developer’s secondary microsite gives G1 as 1,184, G2 as 1,453 and RG2 as 2,454 — and those reconcile to the square foot: 1,001+183, 1,216+237 and 2,034+420. So the marketed figures are the main parcel PLUS the accessory parcel, added together silently. This page prints the filed main-parcel figure and states the accessory area separately, every time, because the accessory area is what will be stated separately in the strata title. RG1 and RG2 are filed at 5 bedrooms / 4 bathrooms with 3 car-park bays — the only 5-bedroom units on either registration.

Per-type prices are NOT FILED for any of the twenty-one types, in either registration, on any surface — not in either brochure, not in the newspaper advertisement, not in the register’s component rows and not on the developer’s statutory panel. The filings give a band only. That is why this page publishes no per-type figure and why the foreign-buyer count below is undeterminable rather than estimated. Also not published for any type: a ceiling height, a floor finish, a fit-out specification, the block or tower the type sits in, and — for Phase I only — any floor-plan level range. Phase II’s filing does give levels: its garden types sit on Level 08 and its plans run to Level 38.

Location

No. 2 Jalan Pantai Sentral 1, Bukit Kerinchi / Pantai Sentral, 59200 Kuala Lumpur — and exactly three published distances

The filed project address, printed identically in all four filed documents, is No. 2, Jalan Pantai Sentral 1, Pantai Sentral, 59200 Kuala Lumpur. The approving authority is Dewan Bandaraya Kuala Lumpur, and that is settled from the filed building-plan prefix DBKL.JKB.BP S1 OSC … — not from a coordinate and not from a postcode. DBKL’s planning jurisdiction is the Federal Territory of Kuala Lumpur and nothing else, and S1 is the zone code this series has now recorded across five sheets for this corridor.

Why the locality matters here more than usual. “Bukit Kerinchi” is also what a different group rebranded as Bangsar South, and 59200 is the postcode of BOTH. They are different places with different landowners, different licensees and different parcels — and the proof is the developer’s own distance table, which publishes 2 km to Bangsar South. A development does not publish a 2 km distance to the place it is in. One portal already makes the error, filing this project under “Bangsar, Kuala Lumpur”, and Bangsar proper is further north again — two localities wrong on one field. This page is filed under Bukit Kerinchi and deliberately NOT under Bangsar South, where a different live project on this site already sits. Also not this project: Residensi Suria Pantai (13619-3, the township’s completed 896-unit affordable phase) and Residensi Pantai Sentral 3 (13619-4, marketed as Riana Trees Residences, 336 units at 90.80%). Same licensee, same township, same Pantai word, different registrations.

The three distances anybody publishes — all measured FROM THE TOWNSHIP

  • Bangsar South — 2 km (the developer)
  • LRT Universiti Station — 2 km (the developer)
  • Mid Valley Megamall — 3 km (the developer)
  • All three are published under the developer’s own heading “From Pantai Sentral Park” — a 58-acre, 14-parcel township whose own registered coordinates span about 1.2 km. They are NOT measured from the Enlace parcel, and the identical three-row table is served on the township page and on the Enlace Suites page, figure for figure.
  • No travel times, and no measurement basis — straight-line, driving or walking — is stated.

The one portal figure, and it is for a FUTURE station

  • “About 260 m … via a planned pedestrian bridge” to a future MRT3 Circle Line station — PropertyGuru only, uncorroborated by any other source and by no developer surface.
  • The developer’s own surfaces say only that all Enlace components WILL link to a future MRT3 station by pedestrian bridge, with no figure; one publisher says the project is near the proposed MRT Pantai Dalam station, also with no figure.
  • A proposed station is not an existing one and a planned bridge is not a built one. The 260 m is published here with the publisher named and the word FUTURE kept.

Named by somebody, with NO distance from anybody

  • Rail: Kerinchi LRT · Abdullah Hukum LRT/KTM · Pantai Dalam KTM
  • Road: the New Pantai Expressway, with a purpose-built Pantai Sentral Park interchange and a stated direct access · Federal Highway · LDP · Sprint Highway · Kerinchi Link — not one distance from any source
  • Places: Taman Rimba Bukit Kerinchi / Bukit Kerinchi Forest Reserve (adjacent) · Enlace Urban Park · KLCC · Bangsar · Petaling Jaya · Universiti Malaya · UMMC · Pantai Hospital
  • Shuttles to Mid Valley Megamall, LRT Universiti and Pantai Dalam station are PROPOSED — no route, no operator, no frequency, no cost and no start date is published.
  • Two portals list schools, hotels, healthcare and retail by category with no distances at all.

What this page will NOT do with a distance — and the divergence that is evidence

  • No distance on this page is estimated, and none is borrowed from a neighbouring parcel. Four pages on this site cover schemes 1–2 km from here and not one of their figures comes near this page.
  • And the systematic disagreement is EVIDENCE, not an error to resolve: one of those sheets records a portal’s 651 m to LRT Universiti while this developer publishes 2 km to the same station — a 3.1× divergence, which is exactly what two different sites 2 km apart should produce. It corroborates that Pantai Sentral Park is not in Bangsar South.
  • The cautionary precedent is in this same corridor: a neighbouring project’s FILED statutory advertisement claimed it was “adjacent to Kerinchi LRT”, and two independent sources refute it. A filed advertisement was wrong about a station here, so no station claim on this page goes beyond what the developer actually publishes.

The site address is the ONLY one of SIX addresses attached to this project that is actually the site. The licensee’s registered office is in Brickfields, about 5 km away; its business address is in Taman Setiawangsa, about 12 km away in a different part of the city; and the address printed in the FILED STATUTORY ADVERTISEMENT is Wisma IJM, Jalan Yong Shook Lin, 46050 Petaling Jaya, Selangor — the group’s headquarters, in a DIFFERENT STATE from the project. That is correct as a developer address and badly misleading as a location, and a reader scanning the filed panel gets Petaling Jaya. Never read a locality off a developer-address field, not even a filed one. The fifth address is the land description of the sibling registration 13619-3 — Lot 481324, Mukim Kuala Lumpur, Jalan Pantai Dalam, the only lot number recoverable anywhere in this township, and it is NOT Enlace’s. The sixth is one portal’s “Bangsar”, which is simply wrong.

The register and the filed statutory particulars

13619-5 Enlace @ Pantai Sentral Park and 13619-6 Enlace, Pantai Sentral Park — the two statutory blocks, side by side

Four readable filed statutory advertisements were read for this page — two generations of each phase, in both HIMS path forms, each with a real difference from the other — together with both register records, the Federal Territories’ own RUMAWIP register for the sibling phase, and the developer’s own two statutory panels. Every cell below gives the figure for EACH registration separately and labels it with its code. Nothing is averaged, nothing is spliced, and where two surfaces disagree both readings are printed and the stale one is named field by field. Read 14 October 2026.

13619-6 — Enlace, Pantai Sentral Park
marketed Enlace Suites I and Enlace Suites II. The two registered names differ by ONE PUNCTUATION MARK — @ against , — the numerals appear in NO statutory document, and the word “Suites” appears in NO register field at all. Eight naming systems are in circulation across the two registrations, including Enlace Suites with no numeral on the group’s own project title and on three portals, Enlace Suites Tower 1 / Enlace Suites 2 in one publisher’s cover story, Enlace Suites @ Bukit Kerinchi on one aggregator, and Enlace Suite, singular, on the GreenRE register. Four of the six registrations on this licence are registered under the TOWNSHIP’s name or a serial variant of it, and not one of the six carries its marketing name. 13619-7 returns a 404: there is no Phase 3 today.
AMONA DEVELOPMENT SDN. BHD.
198701005155 (163826-A)
KPKT developer code 13619. Licence 13619/08-2027/1268(A), 20/08/2022 – 19/08/2027. CURRENT, 309 days to run. The register, both filed generations of BOTH phases and the developer’s own panel all print the identical number with the identical (A) suffix — five surfaces in agreement, so the licence-suffix trap does not arise here at all. Credit it. The company registration number comes from the FILED advertisement and the developer’s panel; TEDUH prints none for this licensee. statusPemaju: Aktif · mempunyaiKesalahan: null · 0 sick / 0 abandoned · 6 registrations, 2,414 units, 3 complete. A joint development: IJM Land, through Murni Lapisan Sdn Bhd, with Amona Development, 40:60 — and WHICH PARTY HOLDS WHICH SHARE IS NOT PUBLISHED. Murni Lapisan itself holds NO KPKT developer licence. The licence has been renewed at least once, and the prior number is NOT OBTAINABLE: TEDUH prints only the current licence.
13619-5/12-2027/1184(A)-(S) · 26/12/2024 – 25/12/2027
13619-6/03-2029/0249(A)-(S) · 31/03/2026 – 30/03/2029
BOTH CURRENT as at 14 October 2026 — 437 and 898 days left. Both filings print the permit as a bare X, a placeholder, and Phase I’s validity field too, so these values come from the register and the developer’s panel, which agree to the day. Lapse is therefore FULLY ASSESSABLE — “cannot be read off the filing” is not the same as unverifiable. Each permit CONTAINS its own register code, which is itself part of the proof that these are two registrations. The -(S) tail is a free strata read on both. The developer’s panel publishes an (N) suffix on both permits against the register’s (A); the register’s project field is reported here. Each record’s history also carries an (N) twin on IDENTICAL dates, and the two twins’ own status fields read differently — Tidak Aktif on one, Aktif (bukan terkini) on the other. KPKT publishes no key; it is recorded as an open question, not a defect. Rekod Lesen Terdahulu is EMPTY of prior permits on BOTH, which is a POSITIVE finding: it makes an unpermitted interval impossible at record level. And permit 1 PRE-DATES SPA 1 on both, by 79 and 18 days. Both permits outlive the licence, which expires 19 Aug 2027 — a normal administrative sequence on a licensee that has renewed before, and worth re-checking after August 2027.
13619-5: 438 units · register Rumah Pangsa/Kondo · 43 storeys (register)
13619-6: 290 units · register Pangsapuri Servis · 33 storeys (register)
Filed Jenis Bangunan is Pangsapuri Servis on BOTH advertisements, although the register’s own component field differs between the two phases. The filed advertisement is the statutory statement. The unit counts close exactly, twice: the developer’s own per-type schedules sum 110+37+71+109+70+2+37+1+1 = 438 and 28+56+104+20+20+30+20+2+4+1+2+3 = 290. Licensed Enlace total 728. Per-type unit counts are NOT PRINTED in either filing — the developer’s panel is richer than its own statutory filing on the one field that proves the phase split. Credit it. STOREYS: Bilangan Tingkat is NOT PRINTED in any filed generation of either phase, so there is nothing statutory to adjudicate with. One publisher says 48 and 38. Phase II’s own FILED FLOOR PLANS label Levels 08 to 38, which 33 storeys cannot accommodate. The developer’s “Sky Villas on Level 45” presupposes a 45th floor on a tower filed at 43. Four readings on Phase I, three on Phase II, and this page resolves none of them. The number of BLOCKS per registration is not stated by any source; the register carries one component row each.
13619-5: 474 – 1,733 sq ft, nine types · 1–4 bed, 1–4 bath · 1–3 bays

13619-5 as filed: A 474 · B 560 · C 797 · D 872 · E 1,249 · F 1,561 · E (Taman) 1,249 · G (Taman) 1,302 · H (Taman) 1,733. 13619-6 as filed: A 506 · B 613 · C1 979 · C2 979 · D1 1,227 · D2 1,485 · E 1,593 · RG1 1,862 · RG2 2,034 · G1 1,001 · G2 1,216 · G3 1,593. TWENTY-ONE FIGURES AND NOT ONE IS SHARED BETWEEN THE TWO FILINGS, and not one type letter means the same thing in both. A type letter does not identify the phase. Three filed-versus-marketed differences, all printed: Phase II’s D2 is filed 3/3 and marketed 4/3, on 30 of 290 units; Phase I’s F is filed 4+1/4 and marketed 4/4; Phase I’s A is filed 1/1 and marketed a studio. One car-park difference: Phase II’s D1 is filed at 1–3 bays and the panel says 2. ACCESSORY AREAS ARE FILED SEPARATELY and are never added here: G1 garden 183, G2 237, G3 377, RG1 terrace 409, RG2 420, and bay windows of 54 sq ft on Phase I’s E and F. Phase I’s two Taman types, 1,302 and 1,733 sq ft and ONE UNIT EACH, have NO published floor plan anywhere — so the top of its filed range is an undocumented apartment. And Sinki Dapur per type CANNOT BE READ on either phase: Phase II’s filed sanitary table exists with unreadable column headers, so the dual-key test on C2 is UNAVAILABLE rather than unsupported.
13619-5: RM783,600 – RM2,321,800 — filing, register and developer panel agree TO THE SEN
13619-6: FILED RM627,000 – RM3,496,800

the statutory Unit Selling Price minima and maxima from the legally filed advertisement particulars. Not a price list, not a quotation, not an offer. 13619-5 matches on all FOUR figures across THREE surfaces, and both of its filed generations agree with each other too, so there is no stale band either. This series names splices often enough to owe a clean band a mention, and this is one. 13619-6 DOES NOT RECONCILE. The FILING is lower at BOTH ends — by RM131,400 (17.3%) on the minimum and RM312,000 (8.2%) on the maximum — while the REGISTER and the DEVELOPER’S OWN PANEL agree with EACH OTHER to the sen. That is the two NON-FILED surfaces agreeing against the statutory advertisement, which is a new shape: the familiar cases in this series are a register band spliced from two filed generations, or a register minimum sitting below a filed one. Three readings of it are possible — a launch-era band since repriced, a second-generation artefact (the price appears only in the document’s second statutory generation, so there is no earlier filed band to compare), or one surface simply being wrong — and no document supports any one of them over the others. Both sets are printed, each labelled by its surface, and neither is resolved. ASK FOR THE FIGURE IN THE SALE AND PURCHASE AGREEMENT. NO PER-TYPE OR PER-UNIT PRICE IS FILED BY ANYBODY, on any surface, for any of the twenty-one types. The GDV cross-check passes on both phases and on BOTH of Phase II’s bands, so it does not discriminate between them: RM430.4m against a 438-unit band product of RM343.2m–RM1,016.9m, and RM389.31m against RM219.9m–RM1,104.6m or RM181.8m–RM1,014.1m. The sum-of-minima test this series normally runs CANNOT be computed here, because no per-type price is filed.
Both: peratusSiap 20.00 · both Lancar · Lewat CHECKED, NOT FLAGGED
13619-5: Baki Unit 219 of 438 — 50.0% remaining
TWO TOWERS AT CONSTRUCTION STAGES THIRTEEN MONTHS APART, ON ONE LICENCE, READ ON ONE DAY, BOTH EXACTLY 20.00. That is the cleanest demonstration in this series that peratusSiap is a BAND and not a measurement. Quote it; never compute a completion date from it. Against elapsed programme Phase I is 19.0 of 54 months (35.2%) and Phase II is 5.9 of 48 (12.3%), so one reads behind its own programme and the other ahead — on a banded field. Publish the arithmetic, predict nothing. Lewat is readable on all six registrations and is not flagged on any, so the honest phrase is “checked and not flagged”. Baki Unit: 219 is a TAKE-UP CHECK, not a price caveat, and it appears only in Phase I’s CURRENT filed generation (about 15 January 2026); the superseded generation prints none, so there is no earlier figure to trend against. 13619-6 prints no Baki Unit at all. Five outlets reported “70% take-up” on Phase I from ONE briefing on 9–10 August 2026 — seven months later, so reconcilable; but only the filed figure is dated and statutory, and five carriers of one release are not five confirmations. The same briefing stated that the non-quota units in Phase I are sold, which means the remaining stock there is quota stock. The existence of the ethnic-allocation field is recorded; its value is not published on this page.
Both: Schedule H, tempohAsal 36 Bulan
13619-5: first SPA 15 Mar 2025 · original VP 15 Mar 2028 · +18 months · GOVERNING VP 15 SEPTEMBER 2029
13619-6: first SPA 18 Apr 2026 · original VP 18 Apr 2029 · +12 months · GOVERNING VP 18 APRIL 2030
The schedule is established from the register’s jenisPjb on both records, corroborated by tempohAsal 36 Bulan and the -(S) permit tails — neither filing prints a G or H heading, and this page says which route settled it. The approved extensions and the ORIGINAL contractual dates exist ONLY in the KPKT register. No publisher, portal or developer page mentions either. pindaanTempohSerahKosong reads Ya on ALL SIX registrations, every one Jadual H / 36 months, so there is no Schedule G and no 24-month record on this licence to test any hypothesis against. The field is recorded and nothing is inferred from it. Phase I’s +18 is the longest on the licence and the only departure from a uniform +12 practice; Phase II’s +12 was approved under six months after its first sale, at a 20.00% band. NEITHER extension is consumed: both ORIGINAL dates are still ahead, so nothing here can honestly be called late today. Every other date in circulation, with its source: the FILED advertisements print Disember 2027 (both generations, brochure and newspaper) and Ogos 2030 — one EARLIER than even the original contractual date, one about four months BEYOND the revised one. The developer’s own live panel prints September 2029 and March 2030, which match the governing dates — so on this field the panel is the CURRENT surface and the statutory filing is the stale one. CREDIT THE DEVELOPER FOR THAT. One portal prints 01 Jan 2027, which matches nothing at all.
Both: Pajakan 99 tahun, expiring 5/9/2123
Both: Sekatan Kepentingan PRESENT, negative polarity
Both: Bebanan: Tiada · Dewan Bandaraya Kuala Lumpur
Tenure: six readings across four statutory surfaces with no disagreement — about 96 years 11 months unexpired today, about 94 years at handover. ONE PORTAL CALLS THE DEVELOPMENT FREEHOLD in its own description while its own table says leasehold. It is a 99-year lease on city land, and this page corrects that error by name. The land is the city’s: the licensee holds a PRIVATISATION AGREEMENT with the Datuk Bandar Kuala Lumpur, with a reported RM331m–RM391m land payment, which is why DBKL is both the landowner’s representative and the building-plan approving authority. The restriction, quoted verbatim and never paraphrased: “Tanah ini tidak boleh dipindahmilik, dipajak atau digadai tanpa kebenaran dari Pihak Berkuasa Negeri” — this land may not be transferred, leased or charged without the consent of the State Authority. It is identical on both phases and both generations, and it reaches a purchaser’s own bank charge. Encumbrance Tiada on all four filed documents and both panel halves, and NO chargee is named by anybody. Plan approvals: 13619-5 reads DBKL.JKB.BPS1OSC20250068(22) in its CURRENT filing and DBKL.JKB.BP S1 OSC 2024 2047(25) in the superseded one — TWO APPROVALS A YEAR APART, with no document explaining what was re-approved, and the DEVELOPER’S OWN LIVE PANEL STILL PRINTS THE OLD ONE. 13619-6 reads DBKL.JKB.BP S1 OSC 2025 2932, and the panel agrees. So the same panel is a generation AHEAD of its own filing on the completion date and the permit number and a generation BEHIND it on the plan reference — same page, same phase. There is no single “which surface is current” answer, and this page names the stale surface per field. Keluasan Tanah is NOT PRINTED in any filed document and keluasan reads 0 mps on both records — the ordinary “not filed” value, and not the built-up trap, because both read zero.

Filed and readable on BOTH phases, in BOTH HIMS path forms: the scheme heading, the developer and its registration number, the licence and its validity, DBKL as approving authority, three plan references, the building type, the 99-year lease and its 5/9/2123 expiry, the Sekatan Kepentingan clause in full, Bebanan: Tiada, the unit counts, Phase I’s Baki Unit: 219, the car-park table across 21 types, the completion dates, the price bands, 21 built-ups, and Phase II’s facilities plan at Tingkat 5. NOT PRINTED in the filings but RECOVERABLE, and from where: the advertising permits and their validity, filed as a bare X on all four documents — recovered from the register AND the developer’s panel, so lapse IS assessable; Bilangan Tingkat, from the register only, contradicted three ways; and the per-type unit counts, from the developer’s panel only. NOT PRINTED ANYWHERE, BY ANY SOURCE: Keluasan Tanah, the chargee, every consultant and the main contractor and the contract sum, the lot or PT number, the GFA, the plot ratio, the number of blocks, and any per-type price. CANNOT BE READ, which is kept distinct from all of the above: Sinki Dapur per type. And a third state worth naming: the three COMPLETED registrations on this licence — 13619-1, 13619-2 and 13619-3 — carry iklan: [] and brosur: null, so their statutory particulars are REGISTER-ONLY and nothing about them can be read from a filed advertisement.

Sources for this block: the KPKT TEDUH projek-swasta records for 13619-1 through 13619-6, walked in full, with 13619-7 returning a 404 and the register’s own jumlahProjek: 6 agreeing with the walk; the developer-swasta search, which found this licensee on the JOINT-VENTURE PARTNER’S name after the brand, the township and the registered name all returned nothing, against a same-session positive control; four filed statutory advertisements on KPKT HIMS, with a negative control confirming that a 404 looks different from a real file on that server; the Federal Territories’ own Residensi Wilayah register; the GreenRE Gold tier table and its certification-entry list; the developer’s own two statutory panels; and seven named publishers. Read 14 October 2026. Not a price list, not a quotation, not an offer, and not legal advice.

How to tell which of the two registrations you are being sold — and why it matters

This is the first question to ask, before price and before layout. The register names the two phases Enlace @ Pantai Sentral Park and Enlace, Pantai Sentral Park — one punctuation mark apart — and the numerals I and II that every human source uses appear in no statutory document anywhere. So a client’s own KPKT search for “Enlace Suites” returns nothing, and a search for “Enlace” returns two records they cannot tell apart. The only reliable discriminator is the register code, and the fastest route to it is the advertising permit, because an APDL number CONTAINS the register code: a permit beginning 13619-5/ is Enlace Suites I and one beginning 13619-6/ is Enlace Suites II. Nine attributes differ between them and none of them is averaged on this page: units (438 against 290), storeys (43 against 33, both contradicted), the statutory price band (one clean set against two irreconcilable ones), the advertising permit, the DBKL building-plan approval, the approved extension (+18 against +12 months), the governing delivery date (15 September 2029 against 18 April 2030), the type schedule (twenty-one built-ups, not one of them shared), and the availability of imagery (Phase II is image-blocked except for its floor plans). The two share a licensee, a licence, a site, one 99-year lease with the same expiry, the same filed title restriction, the same approving authority, the same S1 plan zone and the same sales gallery — which is why they belong on one page — and the GreenRE row and the StarProperty award are both undifferentiated between them, so splitting them across two pages would have forced a guess on each. Get the register code in writing before you pay anything.

The developer, the licensee and the landowner — three different parties, and only one will sign

Every marketing surface on this project credits IJM Land: the group’s own website, the press, the portals and the award citation. The company that holds the KPKT developer licence, holds both advertising permits, filed all four statutory advertisements and will sign your sale and purchase agreement is AMONA DEVELOPMENT SDN. BHD., registration 198701005155 (163826-A), KPKT developer code 13619, licence 13619/08-2027/1268(A) valid 20 August 2022 to 19 August 2027. That distinction is not pedantry: IJM Land’s own joint-venture vehicle, Murni Lapisan Sdn Bhd, holds no KPKT developer licence at all, and a register search on the brand returns a DIFFERENT, unrelated licensee — IJM PROPERTIES SDN. BHD., code 8326, with thirty projects elsewhere. A client who checks “IJM Land” on TEDUH will find nothing for this project, and will find something for another one. The joint venture itself, given honestly: it was signed on 11 September 2012 between IJM Land, through Murni Lapisan Sdn Bhd, and Amona Development, on a 40:60 basis — and WHICH PARTY HOLDS 40 AND WHICH HOLDS 60 IS NOT PUBLISHED. One publisher lists the IJM vehicle first and does not say that this makes it the 40; this page does not infer it from the order. The licensee’s own shareholding appears nowhere, including in the one group corporate-structure document this research could fetch. And the landowner is the CITY. Amona Development holds a privatisation agreement with the Datuk Bandar Kuala Lumpur for the residential and commercial development of about 57.82 acres, with a reported RM331 million to RM391 million payment to the Datuk Bandar for the project land value and a minimum guaranteed profit, plus a 20% share of the excess over that minimum, both parties funding development costs in the 40:60 proportion. Say exactly what that is, because the words invite a misreading: it is a DEVELOPER-TO-LANDOWNER LAND PAYMENT TERM from a 2012 privatisation agreement, reported by a newspaper. It is not offered to purchasers, it is not a leaseback, it is not a guaranteed rental return and it is not a buyer inducement of any kind. What it DOES explain is the whole of the tenure: a 99-year lease expiring 5 September 2123 on land the city owns, a filed restriction requiring State Authority consent for any transfer, lease or charge, and DBKL sitting as both the landowner’s representative and the building-plan approving authority. Nobody else explains this, and it is the most useful piece of context a buyer can have about this title. Not one consultant, architect, engineer, quantity surveyor or contractor is named in any of the four filed documents — the only parties named in them are Amona Development, Dewan Bandaraya Kuala Lumpur and Jabatan Perumahan Negara — and no mybina record, Bursa contract announcement or quantity-surveyor publication was found for either phase. The group has its own construction arm, so a self-awarded contract is the obvious explanation, but no document says so and this page does not assert it. The consequence is concrete: with no commencement date, the contractor-programme float test cannot be run in either direction.

The delivery record of licence 13619 — thin, and published as thin

Three of the six registrations on this licence are complete, and the record they make is less flattering than a township page usually gets. It is published here as the position rather than as a selling point. 13619-1 (Inwood Residences): first SPA 10 March 2015, original contractual date 10 March 2018, a +12-month extension to 10 March 2019, CCC 8 March 2019 — TWO DAYS inside the revised date and about 363 days past the original. 13619-2 (Secoya Residences): first SPA 29 June 2015, original 29 June 2018, +12 to 29 June 2019, CCC 26 June 2019 — THREE DAYS inside the revised date and about 362 days past the original. 13619-3 (the township’s affordable phase): UNSCORABLE, because no first-SPA date is filed, so there is no date to measure against; its CCC is 14 August 2020. So two of two scorable completed phases were delivered inside their GOVERNING date, and that counts. But both needed a full twelve-month extension to get there, neither cleared the revised date by more than 72 hours, and both landed about a year past the date their first buyers originally contracted for. On this licence, no phase has ever beaten an original contractual date and no phase has ever been delivered without an extension. Other licences in this series do better: one township delivered 13 of 13 inside the governing date with eight of them inside the ORIGINAL and no extension at all, and another delivered 6 of 6 inside the original. This is the weakest completed-phase record of any multi-phase licence this series has read. Two further facts belong beside it. First, vp: “-” on all three completed records, so NO handover date is recorded for any of them and the CCC is the only measurable event. Second, 13619-4 (Riana Trees Residences, 336 units) is live right now at 90.80%, 205 days past its OWN original contractual date with about 5.4 months of its extension left — which is the nearest thing to a forward indicator this licence offers, and it is a caution rather than a comfort. And one more, kept carefully separate: 13619-1 ran three unpermitted intervals — 45 days, 3 days and 9 days — and because its first SPA was 10 March 2015, every one of them fell DURING its selling period rather than before the first sale, which is the more serious of the two shapes. That is a DIFFERENT REGISTERED SCHEME, completed and CCC’d in March 2019, and it is recorded here as developer-conduct context attributed to that registration. NEITHER ENLACE REGISTRATION HAS AN UNPERMITTED INTERVAL: permit 1 pre-dates SPA 1 on both, by 79 and 18 days, and Rekod Lesen Terdahulu is empty of prior permits on both. Nothing from the sibling bleeds onto these two.

Green and awards, stated exactly — and the decoys refused by name

There is ONE real green row and it belongs to this project: Enlace Suite · GOLD · PROVISIONAL CERTIFICATION · tool RES v3.3 · certified 10 June 2025 · developer Amona Development Sdn Bhd · status ACTIVE, expiry “1 year after CCC”, gallery: no image. Three things make it worth trusting: it is RESIDENTIAL, because RES and not NRB is the tool code; it is certified to the EXACT LEGAL NAME of the licensee rather than to a brand, a parent or a joint-venture vehicle; and it is read off the Gold tier table at a position well inside the reachable portion, so it is a positive read and not an inference from an absence. Three things limit it. It is PROVISIONAL, not final — a design-stage assessment whose own expiry field says one year after CCC, so it has not been tested against a built building, and this page writes “provisional” every time. The row is held as Enlace Suite, SINGULAR, with no numeral, and the register does not say which phase. And the only evidence of which phase is the DATE: 10 June 2025 falls after Phase I’s permit (26 December 2024) and its first SPA (15 March 2025), and nine and a half months BEFORE Phase II’s permit and ten months before its first SPA. So it is PROBABLY Enlace Suites I, stated as probable, and there is no GreenRE row for Enlace Suites II at all. And the most seductive decoy in this series sits two rows away, on the same register, under the same licensee: Enlace CO I (Gold, PROVISIONAL, NRB v3.2, 3 March 2026) and Enlace CO II (Gold, PROVISIONAL, NRB v3.2, 3 February 2026). Same licensee, same precinct, same brand word, same tier, same status, same certifier — and the ONLY thing separating them from the homes is NRB v3.2 against RES v3.3 in the tools column. They are the adjoining OFFICE towers, they hold no KPKT housing registration of any kind, and neither of their certificates has anything to do with either Enlace Suites registration. They are useful twice over, though: they independently prove the two office towers are designed and moving, and they corroborate from a third party that the offices are non-residential and the Suites are residential. One more green row in this township, refused: a completed sibling phase carries a FINAL certification on RES v1.2 from 2020 — and it is certified to Murni Lapisan Sdn Bhd, the joint-venture partner’s company, not to the licensee. Nothing about it migrates: not the rating, not the FINAL status, not the six-generations-old tool version. The developer advertises NOTHING GREEN, anywhere — no logo, no rating claim, no “targeting” language, on any of its three websites or in any of the four filed advertisements. It holds a real Gold provisional and says nothing about it. Credit the restraint; there is no over-claim here to correct. GBI: the certified-buildings directory is unreachable on this series’ standing record, so the GBI position is INCONCLUSIVE and never a negative. QLASSIC: none published for either registration, for any phase of this township, or anywhere on the group’s site — and it could not exist yet, because QLASSIC is a workmanship assessment on a completed building and both towers are at a 20.00% band. THE AWARD: The Skyline Award, StarProperty Awards 2026, Best High-Rise Residential Development, HONOURS, awarded to “Enlace Suites @ Pantai Sentral Park”. Three caveats. The citation carries NO NUMERAL, so it is PHASE-AMBIGUOUS; the award record’s own CMS date is 8 May 2026 and Enlace Suites II did not launch until 9 August 2026, so it almost certainly attaches to Phase I — stated as probable, and never let to cover Phase II, which has no award of its own. HONOURS is not WINNER: the developer’s own award pages carry all three StarProperty designations, so the ladder is visible and this page does not upgrade the word. And neither award surface is a complete register — the group’s awards page has a “load more” control and does not carry the two sibling awards below, while the township page carries those two and not this one. Three awards refused by name, and the worst of them shares this award’s exact title: The Proximity Award 2026 (Best Mixed Development, EXCELLENCE) went to Pantai Sentral Park, the 58-acre MASTERPLAN and not a tower — and it carries a HIGHER designation than this project’s own, which makes it the more tempting of the two to lead with. The Skyline Award 2020 (MERIT) went to Secoya Residences, a DIFFERENT registration, six years earlier, one designation lower — same award name, same awarding body, same township, same licensee, and printed on the very page a client will read after following the developer’s own link. And The Starter Home Award (Best Primary Home Development, EXCELLENCE) went to Suria Pantai, the township’s 896-unit affordable phase at a flat RM275,000 — an affordable-housing award that must never sit on a page whose statutory floor is RM783,600, and it carries the highest designation of the four, which is the inverse of what a reader would assume.

Density: 124.0 units per acre, computed on a press figure — and it UNDERSTATES

728 residential units on 5.87 acres is 124.0 units per acre, and every part of that sentence needs a label. First, the denominator is a PRESS figure and not a filed one. Keluasan Tanah is not printed in any of the four filed documents, and keluasan reads 0 mps on both register records — the ordinary “not filed” value, and NOT the built-up-in-square-metres trap this series has caught twelve times, because both records read zero. So no filed parcel area exists for Enlace Suites and no density figure can be derived from a statutory source at all. The one usable figure comes from a weekly cover story: Enlace Suites and Enlace CO together occupy 5.87 acres, within an Enlace precinct of 18.18 acres of which Enlace Retreat covers 7.8 and 4.51 are still in planning. That breakdown closes on its own stated total — 5.87 + 7.80 + 4.51 = 18.18 exactly — which is the only internal corroboration available for it, and it is recorded as such. Second, and this is the finding: THE DENOMINATOR ALSO CARRIES TWO OFFICE TOWERS. Enlace CO I (14 storeys, 135,000 sq ft offered for en bloc sale) and Enlace CO II (13 storeys, three boutique units) sit on the same 5.87 acres, and no source splits the parcel between the homes and the offices. Including non-residential land in the denominator UNDERSTATES the residential-only density, so 124.0 per acre is a FLOOR and the true figure is higher by an unknown amount. Third, it is a two-tower figure and there is no per-registration density to be had: no source publishes a parcel area for either phase separately. Seven other denominators were considered and refused: the township’s 58 or 57.82 acres, which carries fourteen parcels, 1,686 other licensed dwellings, two office towers, 108,000 sq ft of retail, a wellness precinct, a purpose-built expressway interchange and the township parks — and which is the BEST-CORROBORATED acreage on the job, agreeing to within 0.3% across three independent sources. Corroborating an acreage three ways is not permission to divide by it, and this page declines to. Also refused: the 18.18-acre precinct, Enlace Retreat’s 7.8 acres, the 4.51 unplanned acres, and BOTH figures for the adjacent forest reserve — which is a public reserve and not the project’s land in any case, and on which the developer contradicts itself and its own filed brochure: 200 acres in the filing and in one cover story, 252 acres on its own township site and in both launch reports. A 52-acre, 26% self-contradiction on a single figure, inside one group. And refused last: the whole licence’s 2,414 units against the whole township’s 58 acres, which is wrong twice over, because the acreage carries unlicensed commercial components whose units are not in the 2,414. An eighth figure is not a denominator at all and will be mistaken for one: the developer’s secondary microsite describes “the Enlace Suites site” as 18 acres, which is the PRECINCT figure attached to the PRODUCT name. One of the developer’s own two sites mislabels the precinct as the project. And the cross-checks that would settle it cannot be run: NO GFA is published for Enlace Suites, for Enlace CO or for the precinct by anybody, so the plot-ratio check is impossible, and a strata tower has no lot schedule to sum for a net-to-gross check.

The township a buyer is actually buying into — RM8.3 billion, 14 parcels, 2039–2040

This is the disclosure nobody makes, and it belongs beside the thing being sold. Pantai Sentral Park is a 58-acre, FOURTEEN-PARCEL township with a published GDV of RM8.3 billion and a published target of FULL COMPLETION IN 2039–2040. Four parcels are launched and ten are to go. Add up everything that has a name and a number on it: Inwood RM214m + Secoya RM308m + Suria Pantai RM246m + Riana Trees RM261m + Enlace Suites I RM430.4m + Enlace Suites II RM389.31m + Enlace CO RM318.4m = RM2,167m. Against RM8.3 billion, that is about 26.1%. So roughly three-quarters of this township’s value is in parcels that are not registered, not launched, not priced and not dated — and the published plan is thirteen more years of construction beside a handover in September 2029 or April 2030. Enlace Suites I and II together are 9.9% of the township and 21.0% of their own precinct. And four components sit on THIS project’s own 18.18-acre precinct holding NO KPKT registration of any kind: Enlace CO I (14 storeys, 135,000 sq ft for en bloc sale), Enlace CO II (13 storeys, three boutique office units), Enlace Shoppes (108,000 sq ft of retail, tenant memoranda signed per the developer’s own blog) and Enlace Retreat (a wellness precinct on 7.8 acres, with no unit count published by anybody) — plus 4.51 acres the developer itself describes as still in planning. State the consequence plainly, because no source does: those four components carry no Schedule H, no HDA liquidated-damages formula, no section 7A housing development account, no statutory defect liability period and no filed advertisement, so their delivery dates are unknowable — and the two office towers already hold provisional green certificates, which means they are designed and moving. Anyone buying a Suite is buying beside live construction on them. One dated promise is worth re-checking rather than repeating: the developer said in August 2026 that Enlace Urban Park was “scheduled for completion by the end of the year”, which leaves about 2.5 months to run as at today. And one forward disclosure, recorded because it is on the record: the group’s chief executive has publicly said a further residential project with larger units will launch in 2027, opposite the Enlace integrated development and beside Urban Park. There is no 13619-7 on the register today — the walk ends at 13619-6 and the register’s own project count agrees.

Foreign buyers — the Kuala Lumpur floor is RM1,000,000, and the count CANNOT BE DETERMINED

This is a FEDERAL TERRITORY, not Selangor, and the threshold is different. No Selangor zone figure has any bearing on this page. The Kuala Lumpur floor is RM1,000,000, the same figure for strata and for landed property — the federal floor under the Ministry of Economy’s Garis Panduan Perolehan Hartanah, effective 13 July 2022, with consent going through the EPU rather than a state authority because Kuala Lumpur is a federal territory. Two independent sources give the same figure, one of them this agency’s own group guide, and both print the same caveat: thresholds change, so confirm with a solicitor and with the EPU before relying on it. Both filed bands STRADDLE the floor. 13619-5 runs RM783,600 to RM2,321,800, so its minimum is 78.36% of the floor and its maximum is 2.32 times it. 13619-6 as FILED runs RM627,000 to RM3,496,800 (62.70% and 3.50 times), and per the register and the developer’s panel RM758,400 to RM3,808,800 (75.84% and 3.81 times). So: the cheapest unit in either phase does NOT clear the floor, which means this is not a project a foreign buyer can enter at the bottom of the price list; and the dearest units in both phases clear it comfortably. HOW MANY OF THE 728 UNITS CLEAR IT IS UNDETERMINABLE, and it must be said in those words, because NO per-unit or per-type price is filed by anybody — not in either brochure, not in the newspaper advertisement, not in the register’s component rows, not on the developer’s panel and not on any portal. This page does not estimate it, does not derive it from a price per square foot and does not interpolate across the band. What can be said is an ordering by SIZE, and it is labelled as such rather than offered as a price finding: by filed built-up, the types most likely to clear are Phase I’s F (1,561 sq ft, 37 units), G (Taman) (1,302, one unit) and H (Taman) (1,733, one unit), and Phase II’s E (1,593, 20 units), RG1 (1,862, two), RG2 (2,034, four), G3 (1,593, three) and D2 (1,485, 30). AND NOW THE DECISIVE POINT, WHICH THE PRICE ANSWER ALONE WOULD HIDE: the filed Sekatan Kepentingan bars a foreign purchase REGARDLESS OF PRICE until consent is given. Both filings carry the same clause, quoted verbatim above in its negative polarity: the land may not be transferred, leased or charged without the consent of the State Authority. On this series’ own evidence that is the strongest single bar signal a filed advertisement carries, and here it compounds with the EPU consent a foreign acquisition in a federal territory needs anyway. So “the dearest units clear the floor” must never be read as “a foreigner can buy one”. One further practical constraint on what is actually available: the press reported in August 2026 that the non-quota units in Phase I are sold, so the remaining Phase I stock is quota stock. That is a statement about availability and it is published as one. And on the other side of the ledger: there is NO affordable-housing allocation on either Enlace registration, checked four ways — the words RUMAWIP, Residensi Wilayah and Harga Mampu Milik appear nowhere in either filed advertisement, each register record carries one component row with one band rather than two, there is no -RMM or -AH type-code pair, and no built-up is duplicated at two prices. So there is no second, state-controlled price bar here and the filed statutory minima ARE the open-market floors. The township’s affordable allocation exists and it is a SEPARATE, COMPLETED registration: 13619-3 Residensi Suria Pantai, 896 units in a 35-storey block, Type A 810 sq ft, 3 bedrooms / 2 bathrooms, at a flat RM275,000, on Lot 481324 Mukim Kuala Lumpur, CCC 14 August 2020, applications closed since 16 April 2022, published on the Federal Territories’ own register, whose programme cap is RM300,000 per unit. That RM275,000 is a STATE-CONTROLLED STATUTORY PRICE for a completed, handed-over, application-closed sibling scheme, and it is published here as exactly that — never as an entry price, a “from” price or a comparison for anything in Enlace Suites. It is 28.2% of Phase II’s filed minimum and 35.1% of Phase I’s. The two products share a licensee, a township and a postcode and nothing else. NEITHER ENLACE PHASE CARRIES ONE.

What this page does not publish, and why

This agency has one absolute compliance instruction and this page applies it literally. No discount figure, no rebate figure, no nett price, no promotion information, no incentive-package detail and no commission information appears anywhere on this page, from any source and whatever its provenance — and those six terms appear exactly once each on this page, here in this sentence, and nowhere else. A seventh term is named here for completeness and also appears exactly once, here: Bumiputera. The ethnic-allocation field exists in all four filed documents on this project — both generations of both phases — and on both halves of the developer’s own statutory panel. Its EXISTENCE is recorded on this page, in the register block above, because a buyer is entitled to know the quota exists and that the remaining Phase I stock is quota stock. Its VALUE is withheld, was never written into this site’s working file, and was swept out of the image manifest too, which is why no brochure page image appears in the gallery: the filed brochures reproduce both the price table and that field. Now the specific figures this page refuses, named so that you know they exist and know why you are not reading them here. Five below-minimum “price from” families circulate on this project and all five are withheld in full. One sits on the group’s own project page, roughly 44% below 13619-5’s filed statutory minimum of RM783,600 — and it is repeated verbatim by an aggregator and by a portal, both of which scrape that page, so it is EFFECTIVELY ONE SOURCE AND NOT THREE; two independent attempts to derive a price per square foot from it, on those same two sites, both fail to reproduce it against their own stated built-ups, which marks it as a data-entry artefact rather than a real price — and it stays withheld regardless. Six per-bedroom “from” figures sit on the developer’s secondary microsite, the lowest below BOTH phases’ filed minima, and the set cannot even be assigned to a phase because that site merges the two type schedules. One publisher’s launch figures for Enlace Suites II sit below that registration’s own filed minimum of RM627,000 — and they are carried by exactly ONE publisher: four other outlets reported the same launch on the same day and published no price at all, which makes it a weaker finding than a multi-publisher one and it is published as such. And one portal’s derived price-per-square-foot range is spliced from that same below-minimum figure against an unfiled built-up. What this page publishes instead is the filed statutory Unit Selling Price band for each registration, labelled as such, together with the fact that 13619-6’s band exists in two irreconcilable versions — and nothing else. And the clean half, which deserves saying as plainly as the faults: across fifteen surfaces read — developer, filing, register, press, portals and agent sites — this project carries NO adjusted or reduced price of any kind, NO leaseback, NO guaranteed rental return, NO yield projection, NO return-on-investment projection and NO freebie or inducement package of any kind. Nothing had to be swept out of this page except the one value above. That is a rare and genuinely clean outcome and it is stated as one. One figure on this project looks like a return and is not, and the page says which it is in the same breath: the RM331 million to RM391 million payment to the Datuk Bandar Kuala Lumpur “for the project land value and the minimum guaranteed profit”, plus a 20% share of the excess over that minimum, reported by a newspaper in September 2012. It is a DEVELOPER-TO-LANDOWNER LAND PRIVATISATION PAYMENT TERM. It is not offered to purchasers, it is not a rental guarantee and it is not a leaseback. Likewise the state-controlled RM275,000 on the completed sibling registration is a statutory affordable-housing price for a different, handed-over scheme whose applications closed in April 2022 — it is never an entry price for anything here. And the one price this agency will give you, on request and in writing, is the sale and purchase agreement price (合同价) — so that anything beyond it is a conversation with Louis and not a number on a web page.

Not published, therefore not on this page

The short, blunt list, and it is what Louis will go and ask the developer for. NOT PRINTED ANYWHERE, BY ANY SOURCE: a price for any individual type or unit, in either phase, on any surface — band only, everywhere; the land area of the Enlace Suites parcel, so no density can be derived from a statutory figure; the GFA and the plot ratio, so the density cannot be cross-checked; the lot or PT number of this parcel; the number of blocks per registration; the chargee, Tiada on six surfaces with no bank named by anybody; the main contractor, the architect, the engineer, the quantity surveyor and the contract sum, with no mybina or Bursa record found, so no commencement date and no float test; the authoritative storey count on either phase; the fit-out specification behind “fully fitted and partially furnished”; the service charge and sinking fund rates; the joint-venture share allocation and the licensee’s own shareholding; the prior developer licence number, because the register prints only the current licence and permits from 2014 prove an earlier one existed; Baki Unit for 13619-6; a floor-plan level range for 13619-5; a ceiling height, a floor finish or a fit-out itemisation for any type; the block or tower each type sits in; the delivery dates, unit counts, prices and HDA status of Enlace CO I, Enlace CO II, Enlace Shoppes and Enlace Retreat; what will be built on the township’s remaining ten parcels and when; the shuttle services’ routes, frequency, cost and start date; and whether the MRT3 station and its pedestrian bridge will be built, and when. NOT PRINTED IN THE FILINGS BUT RECOVERABLE, and the page says from where: the advertising permits and their validity, from the register and the developer’s panel; Bilangan Tingkat, from the register only; the per-type unit counts, from the developer’s panel only; the mukim, from the Federal Territories’ own register for the sibling registration; and the approved extension and the original contractual date, from the register ONLY. CANNOT BE READ — a weaker statement than “not published”, and kept distinct from it: Sinki Dapur per type. Phase II’s filed fixture schedule DOES contain a sanitary table with a Sinki & Pili row, but its column headers are missing from the extractable text, so no count can be tied to a type — and that is the only testable support for the dual-key claim the developer makes about Phase II’s C2. The test is UNAVAILABLE, not failed and not unsupported, and this page uses the weaker phrase because it is the true one. Phase I’s filing has no equivalent schedule in its extractable text at all. AND ONE DISTINCTION THAT CARRIES THE WHOLE PAGE: which phase the GreenRE Gold provisional and The Skyline Award belong to is NOT STATED by either citation. Two of this project’s three strongest third-party credentials are undifferentiated between the two registrations the Atlas folder names, and the dating makes Phase I probable for both. Probable is the word this page uses.

The developer

IJM Land and Amona Development — the brand, the licensee and the city, in that order of visibility and the reverse order of legal weight

The licensed developer is AMONA DEVELOPMENT SDN. BHD., company registration 198701005155 (163826-A), KPKT developer code 13619, holding licence 13619/08-2027/1268(A) valid from 20 August 2022 to 19 August 2027. That is the company that will sign your sale and purchase agreement, holds both advertising permits and filed all four statutory advertisements — and it is not the name on any hoarding, any press release, any portal or the award citation, all of which say IJM Land. The company registration number appears on exactly two kinds of surface: the FILED advertisement and the developer’s own statutory panel. The KPKT register prints no registration number for this licensee at all. The 1987 prefix dates incorporation to 1987. On the register the licensee reads statusPemaju: Aktif, mempunyaiKesalahan: null — no offence flag, and no particulars because there is nothing to particularise — with zero sick and zero abandoned projects across six registrations and 2,414 licensed units, three of them complete. The register’s own website field is a bare dash, and the developer’s own township site is live, current and carries a full statutory panel for both phases: a null website field is not evidence that no developer site exists.

Why a client cannot find this project by searching the brand, and what to search instead. On the KPKT developer register, q=IJM returns exactly ONE licensee — IJM PROPERTIES SDN. BHD., code 8326, licence 8326/03-2028/0569(A), with thirty registered projects in Johor and elsewhere — and it is NOT this project’s licensee. A non-empty brand result proves nothing about completeness, and this one would have produced a confidently wrong developer for this page. q=ENLACE returns 0. q=PANTAI returns five licensees and not one of them is this one, even though the project’s own street, its locality and four of the six registered names on this licence contain the word. q=MURNI LAPISAN returns 0 against q=MURNI’s twenty-one, none of which is it. The search that worked was q=AMONA — the JOINT-VENTURE PARTNER’S name — and the first result is the licensee. All of it was run against a same-session positive control that returned sixteen licensees, so a zero here means zero and not a broken query. The practical instruction for a buyer: search AMONA DEVELOPMENT or go straight to the register code, 13619-5 or 13619-6, which is also embedded in the advertising permit number printed on the sales material.

The joint venture, given exactly as it is published and no further. It was announced on 11 September 2012: IJM Land Berhad, through its wholly-owned subsidiary MURNI LAPISAN SDN BHD, together with AMONA DEVELOPMENT SDN BHD, reported as the “Amona-Murni Lapisan JV”, on a 40:60 basis over 57.82 acres — corroborated independently as “about 234,000 square metres of leasehold land”, which is 57.82 acres to two decimal places. WHICH PARTY HOLDS 40 AND WHICH HOLDS 60 IS NOT STATED by either report. One lists the IJM vehicle first without saying that this makes it the 40, and this page does not infer it from the order. Murni Lapisan Sdn Bhd holds no KPKT developer licence at all, and the licensee’s own shareholding is published nowhere — the one group corporate-structure document this research could fetch contains neither company. Searched and absent, recorded as a gap, not inferred. IJM Land said at the time that “the venture represents an excellent opportunity for the group to strengthen its presence in the Klang Valley”. Both logos appear in the developer’s own footer, so “a joint development by IJM Land and the Amona group” is the fair description — with the licence held by Amona Development.

And the party nobody mentions: the city owns the land. Amona Development holds a PRIVATISATION AGREEMENT with the Datuk Bandar Kuala Lumpur for the residential and commercial development of this land, with a reported payment of RM331 million to RM391 million to the Datuk Bandar for the project land value and a minimum guaranteed profit, plus a 20% share of the excess over that minimum; both parties fund development costs in the 40:60 proportion. That is a developer-to-landowner land payment term from a 2012 privatisation agreement, reported by a newspaper. It is not offered to purchasers, it is not a leaseback, it is not a guaranteed rental return and it is not a buyer inducement — and this page says so in the same breath, because the words “minimum guaranteed profit” invite exactly the misreading this agency’s compliance rule forbids. What it explains is the entire shape of the title: a 99-year lease expiring 5 September 2123, a filed restriction requiring State Authority consent for any transfer, lease or charge, and DBKL sitting as both the landowner’s representative and the building-plan approving authority. That is why the restriction is restrictive, and no consumer source explains it.

Five addresses for one licensee, and three of them belong to the group rather than to the licensee. The register gives a registered office in Brickfields and a business address in Taman Setiawangsa; the FILED statutory advertisement gives Wisma IJM, Jalan Yong Shook Lin, 46050 Petaling Jaya, Selangor — the group’s headquarters, in a different state from the project; the Federal Territories’ own register gives, for the sibling registration, the IJM Land Centre of Excellence at No. 2, Jalan Pantai Sentral 1, which is the site and the sales gallery; and the register’s contact email and that register’s email are both @ijm.com. That shared email domain is the operational fingerprint, and it is the only thing in any government register that connects this licensee to the brand on every marketing surface. Never read a locality, a district or a postcode off a licensee’s address field, and not even off a filed one: neither of the register’s two addresses is within 5 km of the site.

The licence chronology, read for credits as well as cautions. The licence number is identical, suffix and all, on five independent surfaces — the register, both filed generations of Phase I, both of Phase II and the developer’s own panel — so the licence-suffix trap that has recurred on nine projects in this series does not arise here at all, and the /08-2027/ segment reconstructs the printed dates exactly, so there is no spliced or corrupted serial either. Credit it. The licence has been renewed at least once: a 2022-issued five-year term on a licensee whose first registration’s permits run from 2014 means an earlier licence existed, and the register prints only the current one, so the prior number is NOT OBTAINABLE. And both Enlace advertising permits outlive the licence: the licence expires 19 August 2027 while Phase I’s permit runs to 25 December 2027 and Phase II’s to 30 March 2029, so a renewal will be needed before either permit lapses. This licensee has renewed before and three of its six registrations have been through multiple permit renewals, so that is a normal administrative sequence and is recorded as one rather than as a red flag — but it is worth re-checking the licence after August 2027.

What the developer actually says, verbatim, with the surface each line came from. The FILED statutory advertisement for Phase I heads the scheme with the TOWNSHIP’s name over the lines “Pembangunan Bersepadu 58 ekar Sebelah Hutan Simpan” and “RESIDENSI. KOMERSIAL. BANGUNAN PEJABAT. KESEJAHTERAAN”; Phase II’s filed brochure carries no project-name label in its statutory block at all. And one filed oddity worth recording: the Phase I advertisement in the older path form carries the heading “PEMBANGUNAN USAHA SAMA DI ANTARA” — “a joint development between” — with only ONE party named beneath it. The second party is the whole point of the sentence and it is absent from the statutory document. On its own website the developer offers “where hearts find rhythm in the embrace of nature & urbanity”; its chief executive is quoted on the Phase II launch saying “the response to Enlace Suites I is a strong validation of what today’s homebuyers are looking for” and, on the township a year earlier, “we’re not building typical townships anymore — we’re moving towards community-driven developments”. The claims this page tested and found unsupported as claims: “luxury serviced residence” is unquantified marketing against a filed product that starts at a 474 sq ft one-bedroom; “Sky Villas on Level 45” presupposes a floor above the register’s own 43; the “58 ekar” is supported and corroborated three ways but describes the TOWNSHIP and not this project; the adjacency to the forest reserve is supported while its acreage is contradicted by the developer’s own two surfaces, 200 against 252 acres; and the direct New Pantai Expressway interchange is supported in kind by an independent report of a purpose-built township interchange, with no distance published by anybody. The claims the developer does NOT make, which deserve equal billing: it advertises no green rating despite holding a real Gold provisional, its project page claims no award, and its statutory panel carries no price other than the filed band — which for Phase I is correct to the sen. Three credits, stated as credits.

Everything in this section comes from the KPKT TEDUH register, four filed statutory advertisements on KPKT HIMS, the Federal Territories’ Residensi Wilayah register, the GreenRE register, the developer’s own three websites and named press reports from 2012, 2014, 2025 and 2026, all read on 14 October 2026. Nothing in it should be read as a statement that any party has acted unlawfully. Where a field is empty, this page says it is empty rather than treating silence as a finding.

Questions a buyer should ask about Enlace Suites, answered from the register

Is “Enlace Suites 1 & 2” one project or two?
Two separate KPKT registrations, and the arithmetic proves it. 13619-5 is registered Enlace @ Pantai Sentral Park with 438 units and 13619-6 is registered Enlace, Pantai Sentral Park with 290. The developer’s own per-type schedules sum to both figures exactly, not one of the twenty-one filed built-ups is shared between the two filings, the two maxima differ, there are two DBKL plan approvals issued a year apart, and each advertising permit contains its own register code. They share one page here because they share a licensee, a site, a lease, a title restriction, an authority and a sales gallery — and because the GreenRE row and the award are both phase-ambiguous, so splitting them would force a guess on each. Every figure on this page therefore carries its code.

Is this a home or a commercial office suite? Does Schedule H apply?
It is a home, and yes, Schedule H applies. Six independent legs say so. One: both filed advertisements print Jenis Bangunan: Pangsapuri Servis, in documents stamped as approved by Jabatan Perumahan Negara. Two: both register records read Jadual H with tempohAsal 36 Bulan, i.e. inside the Housing Development Act with the full remedy set. Three: both advertising permits carry the -(S) strata tail. Four: GreenRE certified the homes on the RESIDENTIAL RES v3.3 tool while certifying the adjoining Enlace CO I and Enlace CO II office towers on NRB v3.2, the non-residential one — the tool code separates the homes from the offices inside one licensee’s own certificate set. Five: the licensee holds a live KPKT developer licence under which both are registered schemes with filed advertisements. Six: the developer’s own statutory panel labels the property type a serviced apartment on both halves. So the protections a buyer cares about are real here: the statutory sale contract, the 36-month delivery period, the liquidated-damages formula for late delivery, the section 7A housing development account, the 24-month defect liability period and the Tribunal for Homebuyer Claims. The adjoining office towers, the retail and the wellness precinct on this same 18.18-acre precinct are a different product and carry none of that, because they hold no housing registration at all.
Is it freehold or leasehold, and when does the lease expire?
It is LEASEHOLD: Pajakan 99 tahun, expiring 5 September 2123, printed on four statutory surfaces with no disagreement across six readings. That leaves about 96 years 11 months unexpired today and about 94 years for a buyer taking vacant possession in September 2029 or April 2030. One portal’s own description calls the development FREEHOLD while that same record’s details table says leasehold — one record, two answers, on the single most important attribute of the title. It is leasehold, and that error is corrected here by name. Another portal prints no tenure at all, and the developer’s own project page and one aggregator say “leasehold (99 years)” with NO expiry date. Only the statutory surfaces give the expiry, which is why this page prints it. And the reason the land is leased matters: it belongs to the city. The licensee holds a privatisation agreement with the Datuk Bandar Kuala Lumpur, which is also why DBKL is both the landowner’s representative and the building-plan approving authority.
What does the title restriction mean for my bank loan and for a future sale?
The filed Sekatan Kepentingan reads, verbatim and in the negative: “Tanah ini tidak boleh dipindahmilik, dipajak atau digadai tanpa kebenaran dari Pihak Berkuasa Negeri” — this land may not be transferred, leased or charged without the consent of the State Authority. It is identical on both registrations and in both filed generations, and it is quoted rather than paraphrased because ONE DROPPED WORD inverts it: this series has seen two phases of a single licence carry opposite polarities of this clause. The practical effect is wider than the foreign-buyer question it is usually discussed under: every transfer, every lease and every charge needs consent — INCLUDING a purchaser’s own bank charge. That is a financing fact and a resale fact, and no consumer source mentions it. Ask Louis to order a land search so you see the restriction as it is actually endorsed on the title, and ask your solicitor what the consent process and its timing look like in practice.
When will it actually be handed over?
The governing contractual dates are 15 September 2029 for 13619-5 and 18 April 2030 for 13619-6, and both of them include an approved extension that exists ONLY in the KPKT register. Phase I: first SPA 15 March 2025, original contractual date 15 March 2028, extension +18 months. Phase II: first SPA 18 April 2026, original 18 April 2029, extension +12 months. Neither extension is consumed, because both ORIGINAL dates are still in the future — so nothing on either registration can honestly be called late today. The project’s own FILED statutory advertisements print Disember 2027 and Ogos 2030: one is earlier than even the original contractual date and one sits about four months BEYOND the revised one. Credit where it is due: the developer’s own live statutory panel prints September 2029 and March 2030, which match or nearly match the governing dates — so on this field the developer’s live surface is MORE accurate than its own statutory filing, and this page says so. And what nobody discloses is not the revised date but the ORIGINAL one and the existence of the extension as such. One portal prints 1 January 2027, which matches nothing at all. Get the date that will be written into your S&P in writing, and ask what the original date was.
What is the price, and why are there two different bands for Enlace Suites II?
The statutory Unit Selling Price band for 13619-5 is RM783,600 – RM2,321,800, and the filed advertisement, the register and the developer’s own panel reproduce all four figures TO THE SEN — no splice, and both filed generations agree with each other too. That is a clean band and it is credited as one. For 13619-6 there are two bands and they cannot be reconciled: the FILED statutory advertisement says RM627,000 – RM3,496,800 while the REGISTER and the DEVELOPER’S PANEL both say RM758,400 – RM3,808,800, agreeing with each other to the sen. The filing is lower at BOTH ends — by RM131,400 on the minimum and RM312,000 on the maximum. That shape is new: the two NON-filed surfaces agree against the statutory filing. Three explanations are possible — a launch-era band since repriced, an artefact of the document holding two statutory generations with the price appearing only in the second, or one surface simply being wrong — and no document supports one over the others. Both sets are printed, each labelled by its surface, and neither is resolved. No per-type or per-unit price is filed by anybody, for any of the twenty-one types, on any surface. This page publishes the filed bands and nothing else; Louis gives the current sale and purchase agreement price (合同价) on request, in writing. Ask for the figure in the S&P, because that is the one that binds.
Can a foreign buyer purchase here?
Two separate gates, and the second one is the decisive one. GATE ONE, PRICE: this is the Federal Territory of Kuala Lumpur, so the threshold is the federal floor of RM1,000,000 — the same figure for strata and for landed property — under the Ministry of Economy’s Garis Panduan Perolehan Hartanah effective 13 July 2022, with consent going through the EPU rather than a state authority. No Selangor zone figure applies here, and the district was settled from the filed DBKL plan prefix first and the threshold looked up second. Both bands straddle the floor: Phase I’s minimum is 78.36% of it and Phase II’s filed minimum is 62.70%, while the maxima are 2.32 and 3.50 to 3.81 times it. So the cheapest units do NOT clear the floor and the dearest plainly do. HOW MANY OF THE 728 UNITS CLEAR IT IS UNDETERMINABLE, because no per-unit or per-type price is filed by anybody. This page does not estimate it and does not derive it from a price per square foot. GATE TWO, CONSENT, AND IT BARS EVERYONE REGARDLESS OF PRICE: the filed Sekatan Kepentingan forbids any transfer, lease or charge without the consent of the State Authority, and that applies whatever the price is. It compounds with the EPU consent a foreign acquisition in a federal territory needs anyway. So “the dearest units clear the floor” must not be read as “a foreigner can buy one”. Confirm both gates with a solicitor on the actual registered title before committing to anything.
Is there an affordable-housing or controlled-price allocation on Enlace Suites?
No, on neither registration, and it was checked four ways. The words RUMAWIP, Residensi Wilayah and Harga Mampu Milik appear nowhere in either filed advertisement; each register record carries ONE component row with ONE price band rather than two; there is no -RMM or -AH type-code pair; and no built-up is duplicated at two prices. So there is no second, state-controlled price bar on Enlace Suites and the filed statutory minima ARE the open-market floors. The township’s affordable allocation does exist and it is a completely separate, COMPLETED registration: 13619-3 Residensi Suria Pantai — 896 units in a 35-storey block plus a 7-storey car-park block, Type A 810 sq ft with 3 bedrooms and 2 bathrooms, at a flat RM275,000, on Lot 481324 Mukim Kuala Lumpur, CCC 14 August 2020, applications closed 16 April 2022, published on the Federal Territories’ own register whose programme cap is RM300,000 per unit. That RM275,000 is a STATE-CONTROLLED STATUTORY PRICE for a finished, handed-over, application-closed scheme and it is published here as exactly that — never as an entry price, a “from” price or a comparison for anything in Enlace Suites. It is 28.2% of Phase II’s filed minimum and 35.1% of Phase I’s. The two products share a licensee, a township and a postcode and nothing else.
How many floors are there, and where are the facilities?
Neither question has an authoritative answer, and this page prints every reading rather than picking one. STOREYS: Bilangan Tingkat is NOT PRINTED in any filed generation of either phase, so there is no statutory figure at all. The register says 43 and 33; one publisher says 48 and 38; Phase II’s own FILED FLOOR PLANS label Levels 08 to 38, which a 33-storey tower cannot accommodate; and the developer’s “Sky Villas on Level 45” presupposes a 45th floor on a tower the register files at 43. Four readings on Phase I, three on Phase II, and nothing statutory to adjudicate with. FACILITIES: there is one FILED facilities schedule on this project and it belongs to 13619-6 only — a plan labelled Tingkat 5 with 17 numbered amenities, among them a gymnasium, swimming pools, a playground and a shared work space. A filed facilities schedule is the strongest grade available for a facilities claim, and 13619-5 has none at all in either generation. And the filing contradicts the developer’s own page by three floors on the same phase: the page says Level 8 and names its own banner file after Level 8, while the filing says Level 5 — and Phase II’s own filed floor plans put residential garden units on Level 08, which supports the filing. Both are printed and neither is resolved. Only the gymnasium and the playground are corroborated by a statutory document. The portal lists of infinity pools, sky gardens, a nursery, a multi-purpose hall, a recreation room, a reflexology path, a mail room and a parcel room are not claimed by the developer and are not published on this page.
Is the GreenRE Gold rating real, and does it cover both phases?
It is real, it is RESIDENTIAL, it is certified to the exact legal name of the licensee — and it is PROVISIONAL, not final, and it almost certainly covers only one of the two registrations. The row reads: Enlace Suite · GOLD · PROVISIONAL CERTIFICATION · tool RES v3.3 · certified 10 June 2025 · developer Amona Development Sdn Bhd · status ACTIVE · expiry “1 year after CCC”. PROVISIONAL means a design-stage assessment: the register’s own expiry field says one year after CCC, so it has not been tested against a built building, and this page writes “provisional” every time. The row is held as Enlace Suite, SINGULAR, with no numeral, and the register does not say which phase. The only evidence is the date: 10 June 2025 falls after Phase I’s permit and first SPA and nine and a half months BEFORE Phase II’s, so it is PROBABLY Enlace Suites I. There is no GreenRE row for Enlace Suites II and this one is not allowed to cover it. Two rows on the same register are the most seductive decoy this series has recorded, and they are refused here by name: Enlace CO I and Enlace CO II, both Gold, both provisional, SAME LICENSEE, SAME PRECINCT, same tier, same status — discriminated from the homes ONLY by NRB v3.2 against RES v3.3 in the tools column. They are the office towers. And the developer advertises nothing green at all, anywhere: no logo, no rating claim, no “targeting” language, on any of its three websites or in any of the four filed advertisements. It holds a real Gold provisional and says nothing about it — credit the restraint. No QLASSIC score exists for either registration, and it could not: QLASSIC is assessed on a completed building and both towers are at a 20.00% band.
Which phase won The Skyline Award?
The citation does not say, and this page does not guess. The award is The Skyline Award, StarProperty Awards 2026, Best High-Rise Residential Development, HONOURS, awarded to “Enlace Suites @ Pantai Sentral Park” — with no numeral. The award record’s own CMS date is 8 May 2026 and Enlace Suites II did not launch until 9 August 2026, so it almost certainly attaches to Phase I. Stated as probable, and never allowed to cover Phase II, which has no award of its own. HONOURS is not WINNER: the developer’s own award pages carry all three StarProperty designations, so the ladder is visible on its own surfaces and this page does not upgrade the word. Three further awards in this township are refused here by name, because each is a live borrowing risk: The Proximity Award 2026 (Best Mixed Development, EXCELLENCE) went to Pantai Sentral Park, the 58-acre masterplan and not a tower; The Skyline Award 2020 (MERIT) went to Secoya Residences, a different registration six years earlier — SAME AWARD NAME, same awarding body, same township, same licensee, and printed on the very page a client will read after following the developer’s own link; and The Starter Home Award (EXCELLENCE) went to Suria Pantai, the township’s affordable phase at a flat RM275,000, which must never sit on a page whose statutory floor is RM783,600. Note that two of those three carry a HIGHER designation than this project’s own, which makes them the more tempting to lead with. And neither award surface is a complete register: the group’s awards page has a “load more” control and omits the two sibling awards, while the township page carries those two and omits this one.
How far is it from the LRT, from Bangsar South, from anywhere?
Exactly THREE distances are published by anybody, all three by the developer, and all three are TOWNSHIP distances: Bangsar South 2 km, LRT Universiti Station 2 km, Mid Valley Megamall 3 km. They sit under the developer’s own heading “From Pantai Sentral Park” — a 58-acre, 14-parcel township whose own registered coordinates span about 1.2 km — so they are NOT measured from the Enlace parcel, and the identical three-row table is served on the township page and the Enlace Suites page, figure for figure. No travel times and no measurement basis are stated. One portal adds “about 260 m … via a planned pedestrian bridge” to a FUTURE MRT3 Circle Line station. That is one portal, uncorroborated, and no developer surface gives any figure for it — only that all Enlace components WILL link to a future station by pedestrian bridge. A proposed station is not an existing one. Kerinchi LRT, Abdullah Hukum, Pantai Dalam KTM, the New Pantai Expressway, the Federal Highway, the LDP, Universiti Malaya, UMMC, Pantai Hospital and the forest reserve are all NAMED by somebody with NO distance from anybody, and this page does not estimate one. One divergence is worth publishing as evidence rather than resolving: a neighbouring project’s page on this site records a portal’s 651 m to LRT Universiti while this developer publishes 2 km to the same station — a 3.1 times divergence, which is exactly what two different sites 2 km apart should produce, and it corroborates that Pantai Sentral Park is NOT in Bangsar South. The cautionary precedent is in this same corridor: a neighbouring scheme’s FILED advertisement claimed it was adjacent to Kerinchi LRT and two independent sources refute it. A filed advertisement was wrong about a station here, so nothing on this page goes beyond what the developer actually publishes.
How far along is construction, and can I work out the completion date from it?
Both registrations read peratusSiap 20.00 and you cannot compute anything from it. Read on one day, those two towers are at construction stages THIRTEEN MONTHS apart — Phase I’s first sale was 15 March 2025 and Phase II’s 18 April 2026 — and both report exactly 20.00. That is the cleanest demonstration this series has found that the field is a BAND and not a measurement. Quote it; never derive a completion date from it. Against elapsed programme, Phase I is 19.0 of its 54 months (35.2%) and Phase II is 5.9 of its 48 (12.3%), so one reads behind its own programme and the other ahead — on a banded field, which is why this page publishes the arithmetic and predicts nothing. Both records read Lancar and the Lewat late flag is readable on all six registrations on this licence and is not flagged on any, so the honest phrase is “checked and not flagged” rather than “cannot be checked”. And no commencement date is published for either phase, because not one consultant or contractor is named in any filed document, so the contractor-programme float test cannot be run in either direction.
What is the developer’s delivery record on this licence?
Thin, and this page publishes it as thin. Three of the six registrations on licence 13619 are complete. Two are scorable and both were CCC’d INSIDE their governing date — Inwood Residences by two days and Secoya Residences by three. That counts, and it is said first. But both landed about 363 days PAST their ORIGINAL contractual date, both needed a full twelve-month extension to get there, and neither cleared the revised date by more than 72 hours. On this licence, no phase has ever beaten an original contractual date and no phase has ever been delivered without an extension. The third completed registration is UNSCORABLE: no first-SPA date is filed, so there is no date to measure against. And vp: “-” on all three completed records, so no handover date is recorded for any of them and the CCC is the only measurable event. The nearest thing to a forward indicator is the one live sibling, 13619-4, at 90.80% and 205 days past its own original date with about 5.4 months of its extension left. That is a caution rather than a comfort. Kept separate, because it belongs to a different registered scheme: 13619-1 ran 45-, 3- and 9-day unpermitted intervals, all of them DURING its selling period, on a scheme completed and CCC’d in March 2019. NEITHER ENLACE REGISTRATION HAS AN UNPERMITTED INTERVAL — permit 1 pre-dates the first sale on both, by 79 and 18 days, and the prior-permit history is empty on both, which makes one impossible at record level.
What else is going to be built around me, and for how long?
Thirteen more years of construction, on the developer’s own published plan. Pantai Sentral Park is a 58-acre, FOURTEEN-PARCEL township with a published GDV of RM8.3 billion and a published target of FULL COMPLETION IN 2039–2040, with four parcels launched and ten to go. Everything on it that has a name and a number — Inwood RM214m, Secoya RM308m, Suria Pantai RM246m, Riana Trees RM261m, Enlace Suites I RM430.4m, Enlace Suites II RM389.31m and Enlace CO RM318.4m — adds to about RM2,167m, which is roughly 26% of that RM8.3 billion. So about three-quarters of the township’s value is in parcels that are not registered, not launched, not priced and not dated. Closer in: FOUR components sit on this project’s own 18.18-acre precinct and NONE of them holds a KPKT registration of any kind — Enlace CO I (14 storeys, 135,000 sq ft for en bloc sale), Enlace CO II (13 storeys, three boutique office units), Enlace Shoppes (108,000 sq ft of retail) and Enlace Retreat (a wellness precinct on 7.8 acres with no unit count published by anybody) — plus 4.51 acres the developer itself describes as still in planning. Those four carry no Schedule H, no HDA late-delivery formula, no section 7A account, no statutory defect liability period and no filed advertisement, so their delivery dates are unknowable — and the two office towers already hold provisional green certificates, which means they are designed and moving. Ask the developer in writing what is planned beside your unit and when.
Why is this page filed under Bukit Kerinchi and not Bangsar South?
Because the developer’s own distance table publishes 2 km to Bangsar South, and a development does not publish a 2 km distance to the place it is in. “Bukit Kerinchi” is also the name a different group rebranded as Bangsar South, and 59200 is the postcode of BOTH — which is exactly what makes the confusion live, and it has already caught a major portal, which files this project under “Bangsar”, a third locality further north again. Bangsar South is a different place with a different landowner, a different licensee and different parcels: four separate schemes 1–2 km from here have their own pages on this site, under their own developer licences, and not one figure, image, plan reference or distance crosses between them and this page. The authority and the district here were settled from the filed building-plan prefix DBKL.JKB.BP S1 OSC … — DBKL’s planning jurisdiction is the Federal Territory of Kuala Lumpur and nothing else, and S1 is the zone code this series has now recorded across five sheets for this corridor. The mukim is Mukim Kuala Lumpur, which appears in no TEDUH field and in neither filing: it comes from the Federal Territories’ own register, for the sibling registration. One register oddity, recorded and settled rather than hidden: 13619-6’s daerah field is a bare dash while 13619-5’s says Kuala Lumpur, on two registrations whose filed coordinates are 37 m apart.
What is NOT published about this project, and what should I ask for?
Short list, and it is what Louis will go and ask the developer for in writing. No price for any individual type or unit, in either phase, on any surface — band only, everywhere, which is why the foreign-buyer count above is undeterminable. No land area for the Enlace Suites parcel, so no density can be derived from a statutory figure and the plot-ratio cross-check is impossible for want of a GFA. No authoritative storey count on either phase. No number of blocks. No chargee — Tiada on six surfaces with no bank named by anybody. No main contractor, architect, engineer, quantity surveyor or contract sum, on any surface, so no commencement date either. No lot or PT number. No fit-out itemisation behind “fully fitted and partially furnished”. No service charge or sinking fund rate. No joint-venture share allocation. No Baki Unit for Phase II. No delivery date, unit count, price or HDA status for any of the four commercial components on this precinct. Recoverable but not in the filings, and this page says from where: the advertising permits (register and developer panel), the storey counts (register only), the per-type unit counts (developer panel only), the mukim (the Federal Territories’ register, for a sibling), and the extension and the original contractual date (the KPKT register ONLY). And one item kept deliberately distinct, because “cannot be read” is weaker than “not published”: the filed kitchen-sink count per type. Phase II’s filed fixture schedule DOES contain a sanitary table, but its column headers are missing from the extractable text, so no count can be tied to a type — and that is the only testable support for the dual-key claim the developer makes about Phase II’s C2. The test is UNAVAILABLE, not failed, and this page uses the weaker phrase because it is the true one. Ask for every one of these in writing before you pay a deposit.

Before you pay a deposit on Enlace Suites, get these answers in writing

Start with the one question the marketing cannot answer for you: which of the two registrations is your unit on, 13619-5 or 13619-6? Everything else on this page — the price band, the permit, the plan approval, the extension, the governing delivery date, the type schedule, even whether a render exists — depends on that answer, and the register names the two phases one punctuation mark apart. Then: the date that will be written into your S&P and the original date before the extension; the filed built-up and the accessory area stated separately; the facilities level; which registration the GreenRE provisional and the award belong to; and the current SPA price. Louis will ask the developer every one of them and send you the written answers, with nothing paraphrased.

Over a decade selling property in Johor Bahru and the Klang Valley, and the reason this page reads the way it does. On a project that is actually TWO registrations with two permits, two price bands, two storey counts and two delivery dates, the useful thing an agent can do is not to blend them into one brochure figure — it is to put both register codes in front of you, tag every number with the one it belongs to, and go and get the developer’s written answers where the public record stops. This page publishes the filed statutory price bands and nothing beyond them. Ask and you will get the current sale and purchase agreement price (合同价), in writing.

The unit mix, the permitted price and how far up it is

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
