Why Bukit Jambul buyers look at Terraces — and two things to settle first

Four points in its favour and two that deserve a straight answer. The sources are IJM Land’s project page, the advertisement it lodged with the housing ministry, the public register and one report in The Edge.

You are buying a building, not a drawing

The register marks the project ‘Siap Dengan CCC’: the certificate of completion and compliance is dated 4 February 2026 and vacant possession 25 February 2026. You can stand in the actual unit, check the view and the afternoon heat, and test the lifts before you sign anything.

🎓

INTI College is 420 m away

Measured in a straight line from the register coordinates, the INTI campus on the same road is 420 m off, USM is 2.9 km and SPICE Arena 1.8 km. Intel’s PG8 campus in the Bayan Lepas industrial zone is 3.3 km. That mix of students, lecturers and engineers is the reason this hillside stays occupied.

Two sensible plans, nothing exotic

Type A is 950 sq ft and Type B 925 sq ft, each with three bedrooms and two bathrooms. With only a 25 sq ft gap between them, you are really choosing a floor and a facing — hill or city — instead of juggling a dozen layouts.

One block on roughly 9.24 acres

IJM Land describes the site as spanning approximately 9.24 acres for a single block. The facilities level holds a forest court, jogging track, swimming pool, Jacuzzi and gymnasium, and the developer’s master plan shows green slope on both sides of the tower.

Leasehold, and it arrived late

The title is a 99-year lease that the filed advertisement says expires on 15 March 2115. The register also shows the delivery period was extended from 36 to 53 months, with vacant possession recorded after that. It is finished now, but bank valuers and future buyers will price the lease.

Malaysians only, and ask how the last units are sold

The permit band tops out below the RM1,000,000 floor, so non-citizens are out. The last advertising permit on the register ran to 25 May 2026 and no newer one is listed, while 69 units were still recorded as unsold. I will confirm in writing how those are being released, and the monthly charges.

Things the map will not show you. Lebuh Bukit Jambul is the one road past the gate, shared with college traffic, so try it at 8 am and again at 6 pm on a weekday. The block has a hill-facing side and a city-facing side, as the developer’s master plan labels them; visit in the late afternoon to see which side takes the sun, and look at what each side actually overlooks before you choose.

410 on the register, 410 on IJM Land’s page

The register files the project as one component of 410 flats / condominium units in a 34-storey building, the same total IJM Land publishes. Its unit list covers Level 5 to Level 34. Unit numbers carry a letter that appears to follow the type: 291 are keyed A or AM, 118 are keyed B or BM, and one entry is keyed differently. On the day I read it, 341 units were recorded as sold and 69 as not yet sold.

The permit band, and why non-citizens cannot buy

The advertising permit records a band from RM518,700 to RM750,000. That is the band on the advertising permit, not the price of any unit. Penang Island’s floor for a foreign buyer of strata property is RM1,000,000, and the top of this band is well short of it, so the block is closed to foreigners. Note too that the permit shown, 6212-4/05-2026/0482(R)-(S), ran to 25 May 2026 and the register lists no later one — something to confirm before paying anything for an unsold unit.

Schedule H: 36 months, extended by 17

The agreement is Schedule H (strata). The original delivery period was 36 months and the register records an approved extension of 17 months, 53 in all. For the first agreement, dated 16 February 2021, that moved the delivery date from 16 February 2024 to 16 July 2025. Vacant possession is recorded on 25 February 2026, about seven months after that.

Built, certified and handed over

The register shows 100% completion, the certificate of completion and compliance on 4 February 2026 and vacant possession on 25 February 2026. Under Schedule H the defect liability period runs for 24 months from the date you receive vacant possession, so inspect carefully and report defects in writing within that window.

Track record

About IJM Land

IJM Land is the property division of IJM Corporation Berhad, the Bursa Malaysia-listed construction and infrastructure group. For this hillside it uses Worldwide Ventures Sdn. Bhd., the licensed developer named on the register, with its Penang office at Menara IJM Land in Gelugor.

The company has been at Bukit Jambul for some time. The same licence covers Bukit Jambul Indah and the two Trehaus schemes, and the register places the Trehaus condo villas roughly 100 m from the Terraces tower. Elsewhere in Penang, IJM Land’s website lists The Light Waterfront Penang in Gelugor and the IJM Bayouri township in Jawi.

When The Edge wrote about the project in December 2019 it described one 34-storey tower of 410 condominiums on a 9.24-acre leasehold site with a gross development value of RM224.2 million, aimed at owner-occupiers, young families and first-time buyers. It quoted the developer’s managing director as saying, “We expect demand for the project to be strong.”

The caveat is the calendar. That 2019 report pointed to completion in 2024; the register shows a 53-month delivery period after extension and vacant possession in February 2026. The building is done and certified, so the risk of waiting has passed — but if you are buying from an earlier purchaser, ask how the late delivery was settled.

The lowest levels are three floors of car park and one floor of facilities; homes run from Level 5 to Level 34, with up to 14 on a floor.

Is The Terraces Condominium freehold?

No. It is leasehold for 99 years. The advertisement filed with the housing register gives the lease expiry as 15 March 2115 and states that the land is not charged.

The same advertisement prints the restriction in interest: the land may not be transferred, charged, leased or sub-leased without the consent of the State Authority. That adds a step and some weeks to a resale. Your solicitor will confirm the title details at signing.

What are the unit sizes at The Terraces Condominium?

Two: Type A at 950 sq ft and Type B at 925 sq ft, about 88 and 86 sqm. Both have three bedrooms, two bathrooms and a balcony off the living and dining area.

The Edge reported in 2019 that each unit was planned with two car park bays in the three-level podium. Ask me to confirm the bays attached to the specific unit you are considering.

Can foreigners buy The Terraces Condominium?

No. The permit band runs from RM518,700 to RM750,000, and a non-citizen buying strata property on Penang Island must pay at least RM1,000,000. The whole band is below that floor.

If you hold a foreign passport and want this part of the island, tell me your budget. I will shortlist projects that clear the floor and walk you through state consent, the state levy and the flat 8% stamp duty for non-citizens.

Is The Terraces Condominium completed, and when can I move in?

It is completed. The certificate of completion and compliance is dated 4 February 2026 and vacant possession was recorded on 25 February 2026.

For a unit bought now, moving in depends on loan approval, signing and handover of that unit instead of on construction. Ask me which of the remaining units are ready to view.

Which unit should I choose — Type A or Type B, hill or city?

The size difference is 25 sq ft, so decide on the facing first. The developer’s master plan labels one side of the block hill view and the other city view. Stand in a unit on each side in the late afternoon before choosing.

Then think about height: lower residential floors are a shorter lift ride from the Level 4 facilities and sit just above the road, upper floors get the longer view. With 69 units recorded as unsold in October 2026, the choice is limited — I can tell you exactly which stacks and floors remain.

How much is The Terraces Condominium, and what are the fees?

The only public figure I quote is the government permit band, RM518,700 to RM750,000 — the band on the advertising permit, not the price of any unit. I do not repeat asking prices from property portals.

IJM Land has not published the maintenance charge or sinking fund on its page. Message me for the current price list for the unsold units and the charges in writing.

How does The Terraces Condominium compare with Muze @ PICC?

They are 1.6 km apart in a straight line. Muze @ PICC is a freehold, two-tower project of 846 units in the PICC precinct of Bayan Lepas, completed in 2023. The Terraces is one leasehold block of 410 units on the hill road, completed in 2026.

Muze is the commercial-precinct choice among offices and shops; Terraces is the quieter, lower-density hillside with INTI College 420 m away. Compare the tenure and the surroundings first, then the layouts.

Is Bukit Jambul a good place to live or to rent out a unit?

For daily life: Bukit Jambul Complex is 1.8 km away in a straight line, Sunshine Square in Bayan Baru 2.2 km, Pantai Hospital Penang 2.6 km and Queensbay Mall 3.3 km. SMJK Phor Tay is 1.9 km and the airport 5.4 km.

For renting: the natural tenants are INTI students and staff, 420 m away, and people working in the Bayan Lepas industrial zone — Intel’s PG8 campus is 3.3 km. I do not quote rental figures; ask me what comparable three-bedroom units in the block are actually letting for.

The filed advertisement · on the ministry’s own server

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.
