Six things to weigh before you ask about The Pier
Four points in its favour and two that need an answer first. Each one is traceable to Asia Green’s own material, the housing register, or a named newspaper report.
Freehold on the island’s east coast, with a clean title on record
The advertisement Asia Green filed with the housing register states ‘Hakmilik Kekal’ and lists the land encumbrance as ‘Tiada’ — none. Freehold strata on this stretch between Queensbay and the Penang Bridge is not something every neighbour can claim, and your solicitor can confirm it with a title search at signing.
A wave pool nobody else on the island had at launch
The filed advertisement lists a ‘kolam renang berombak’, and The Star’s launch report called it the first wave pool in Penang. It sits on the podium deck with the jacuzzi, playground and gymnasium around it — so the amenity that sets the project apart is one you will see from most of the lower floors.
Dual-key is the main product, not an afterthought
364 of Tower B’s 438 homes are Type A1: 93 sq m drawn as a main home with a separate studio. For a family housing a parent, an adult child or a USM student 1.2 km away, that second door matters more than an extra balcony.
A stated Green Building Index Gold target
The developer says The Pier is planned for GBI Gold, with solar power, rainwater harvesting, waste recycling and electric-vehicle charging stations. A target is not yet a certificate, but it tells you how the common areas are meant to run — and what the management body will inherit.
The delivery clock has already been stretched
The register records an approved extension of 16 months, turning the standard 36-month Schedule H period into 52. The first agreement is dated 26 March 2024, so the latest handover date moved from 26 March 2027 to 26 July 2028. Read the delivery clause in your own agreement rather than relying on the December 2027 advertisement date.
Ask which view you are buying, and what size is on the agreement
The Edge reports that the Penang World City master plan includes 35 acres of reclamation, so a sea view today is worth checking against the master layout. Sizes also differ by source: the filed advertisement gives 94, 93 and 111 sq m, while The Star’s launch report quoted 1,044 and 1,227 sq ft. Tower A
Every home in Tower A is Type A: 94 sq m on the filed advertisement, three bedrooms and two bathrooms on the register. The unit list runs from Level 8 to Level 37 — 17 homes on each of 29 levels and 3 on Level 8. On 5 October 2026 the register showed this tower 64.66% built, with 317 units recorded as sold and 179 as not yet sold.
Tower B
Tower B carries the variety: 364 Type A1 dual-key homes of 93 sq m, 36 Type B and 34 Type B1 of 111 sq m, two 61 sq m homes (Types C and D) and two penthouses of 264 and 244 sq m. Its unit list runs from Level 8 to Level 36, with 17 homes on most levels up to Level 23A (6 on Level 8) and 13 to 15 on the levels above. The register showed 56.13% built, 70 units sold and 368 not yet sold.

The housing developer’s licence is held by Asia Green Construction Sdn Bhd (10073), the company behind the Asia Green Group name. The same licensee has five projects on the national register: Asia Homes, Merbah Court, The Clovers, The Zen & Zen 6, and The Pier.

934 on the register, 934 on the filed advertisement, 932 on the developer’s website
The register files The Pier as two serviced-apartment components: 496 units with three bedrooms and two bathrooms, and 438 units with one, three or four bedrooms. The advertisement filed with it prints the same 934 total and splits it by type: 496 Type A in Tower A, and 364 A1, 36 B, 34 B1 and one each of C, D, E and E1 in Tower B. The developer’s own project page says 932 units over 37 storeys; I treat the register figure as the one that counts. On the day I read it, 387 units were recorded as sold (317 in Tower A, 70 in Tower B) and 547 as not yet sold.
What the permit band means against the RM1,000,000 floor
The permit records RM915,800 to RM1,226,800 for Tower A and RM1,018,800 to RM1,866,800 for Tower B. That is the band on the advertising permit, not the price of any unit. Penang Island’s floor for a non-citizen buying strata property is RM1,000,000: Tower B’s band is wholly above it, Tower A’s straddles it, so in Tower A eligibility is settled unit by unit at the price in the sale and purchase agreement. State consent is still required, with a 3% levy on approval (1.5% for island strata between RM1,000,000 and RM1,500,000).
Schedule H, 36 months extended to 52
The agreement is Schedule H (strata). The original delivery period was 36 months; the register shows an approved additional 16 months, making 52. Counted from the first agreement on 26 March 2024, the handover deadline moved from 26 March 2027 to 26 July 2028. Ask to see how the extension is reflected in the agreement you would sign today.
64.66% and 56.13% built, certificates still to come
The latest return puts Tower A at 64.66% and Tower B at 56.13%, both ‘lancar’ (on track). No certificate of completion and compliance and no vacant-possession date is recorded yet. The filed advertisement gives December 2027 as the expected completion — a target that sits seven months inside the extended contractual deadline.
About Asia Green Group
Asia Green Group describes itself as a diversified business built around land and property development; The Star adds plywood production and trading among its group companies. Its office is on Persiaran Bayan Indah in Bayan Lepas, about 2.4 km south of this site in a straight line.
According to EdgeProp’s August 2025 profile, the company began in the early 2000s with small-scale landed homes and moved into high-rise residential in 2012, and is led by chief executive Mei Tan. Its website lists QuayWest Residence, The Zen Series, The Clovers, Hilltop Villas, Asia Heights, Asia Hills, Asia Homes and Mandarin Quarter as completed, with Shih Chung in George Town and Victoria Bay at Queensbay as upcoming launches.
The Pier is its third project in this corridor after QuayWest Residence and The Zen, and The Edge’s October 2024 cover story on Penang World City counts it as 934 serviced apartments plus 64 two-storey shop offices. Penang World City itself is a 102.56-acre master plan now run by Mutiara Metropolis Sdn Bhd; Asia Green is one of the developers building inside it.
An honest note on timing: EdgeProp records QuayWest Residence as launched in 2016 and completed in 2023, and The Pier’s own delivery period has been extended by 16 months with approval. Neither fact says anything about build quality, but both are reasons to plan your financing and your move around the contractual date, not the advertised one.

The developer’s website says 932 units, and The Star and The Edge both report a further 64 commercial lots in the podium. For the residential count I rely on the register.
Is The Pier freehold?
Yes. The filed advertisement states ‘Hakmilik Kekal’, and the developer’s project page describes it as freehold throughout.
The same advertisement records no encumbrance on the land. A title search by your solicitor at signing remains the final check.
What sizes and layouts are available at The Pier?
Eight types on the filed advertisement. Type A (94 sq m, three bedrooms, two bathrooms) fills Tower A. Tower B has Type A1 dual-key (93 sq m, drawn as a studio plus two bedrooms), Types B and B1 (111 sq m, four bedrooms and two bathrooms), Types C and D (61 sq m, one bedroom and one bathroom) and two penthouses, Types E and E1 (264 and 244 sq m, each drawn with three bedrooms and two bathrooms).
In square feet that is roughly 657 to 2,842 by my conversion. The Star’s 2023 launch report quoted 1,044 sq ft for the three-bedroom and dual-key homes and 1,227 sq ft for the four-bedroom corner home, so ask me for the area that will be written into your agreement.
Can foreigners buy at The Pier?
Partly, and it depends on the unit. Penang Island requires a non-citizen to buy strata property at RM1,000,000 or more. Tower B’s permit band starts above that figure; Tower A’s band runs from below it to above it, so each Tower A unit is judged at its agreement price.
A foreign buyer also needs state consent, pays a levy on approval (1.5% for island strata from RM1,000,000 to RM1,500,000, otherwise 3%), may not resell within three years, and pays a flat 8% stamp duty on the transfer as a non-citizen. Bumiputera-quota units are closed to foreigners.
When will The Pier be completed?
The developer’s filed advertisement gives December 2027. In October 2026 the register shows Tower A 64.66% built and Tower B 56.13% built, both on track.
Contractually, the register shows a 36-month Schedule H period extended by an approved 16 months. Under the first agreement, dated 26 March 2024, the latest handover date is 26 July 2028.
Tower A or Tower B — which should I choose?
Tower A is one layout repeated 496 times, so the choice is only floor and facing; it is further along in construction and 317 of its units were already recorded as sold. Tower B is where the dual-key, corner and penthouse homes are, and where far more stock remained — 368 units not yet sold when I read the register.
If you want a conventional three-bedroom family home, start with Tower A. If you want a separate studio for a parent or a tenant, or a four-bedroom corner, it has to be Tower B. Ask me for the floor plates to compare facings toward the bridge and toward Pulau Jerejak.
What is the price of The Pier, and what are the monthly charges?
The only public price information I will quote is the government permit band: RM915,800 to RM1,226,800 for Tower A and RM1,018,800 to RM1,866,800 for Tower B — the band on the advertising permit, not the price of any unit. I do not repeat figures from property portals.
The developer has not published the maintenance charge or sinking fund. Message me and I will send the current price list, the units still available and the charges in writing.
How does The Pier compare with Lightwater Residences at The Light City?
They are 2.2 km apart in a straight line on the same coast, and both are freehold, but they are built for different buyers. Lightwater Residences is 262 condominiums in two 34-storey towers with homes of 1,152 to 3,186 sq ft and typically five homes a floor. The Pier is 934 serviced apartments, mostly 93 to 94 sq m, with 13 to 17 homes on a level.
Choose Lightwater if low density and a large floor plan matter most. Choose The Pier if you want a three-bedroom or dual-key home in a bigger community with a wave pool and shops downstairs. Read both pages before you shortlist.
Is The Pier practical for daily life, or for renting out?
For daily life: Queensbay Mall is 2.3 km away in a straight line, the Sungai Nibong express bus terminal 1.7 km, SMJK Phor Tay 2.1 km, Pantai Hospital Penang 4.9 km and the airport 7.6 km. The podium is planned with its own shop lots, which should cover the daily errands once they are tenanted.
For renting: Universiti Sains Malaysia is 1.2 km away and the Bayan Lepas industrial zone lies further down the same expressway, which is where tenants in this corridor usually come from. I do not quote rental figures, and with 934 homes completing together you should expect competition among landlords in the first year or two.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
