Six things about Goodwood Residence worth knowing before you enquire
Four are reasons a Bayan Lepas buyer would shortlist it. Two are things to settle first. All six come from WHH Land’s own material or the government register.
A finished, freehold building
The register shows Goodwood Residence 100% built and completed, with the certificate of completion and compliance dated 20 February 2026, and the developer’s filed advertisement states ‘Kekal’ — freehold. You can stand in the actual unit, check the view and the workmanship, and judge the lifts and the car park ramp yourself.
Family sizes, and no more than ten homes a floor
There are two layouts: Type E at 1,075 sq ft with three bedrooms and Type D at 1,250 sq ft with four. The register’s unit list shows 10 homes on most floors and only 6 on Levels 17, 18, 19, 30 and 31 — 260 homes spread over 28 residential floors.
Green features you can check on site
The developer’s website presents the project as GBI Gold certified and lists a solar panel system, rainwater harvesting, compost bins and EV charging stations. On a completed building these are things to look at, count and ask the management office about, not promises in a brochure.
A Chinese secondary school 506 m away
SMJK Heng Ee’s Bayan Baru branch is 506 m from the register’s coordinates in a straight line, SJK(C) Chong Cheng 1.9 km, Pantai Hospital Penang 2.1 km and SPICE Arena 2.7 km. For a family with school-age children working in Bayan Lepas, that is the core of the case.
The airport is 1.4 km away
Straight-line, Penang International Airport is 1.4 km from the site, and Jalan Tun Dr Awang is the main road to it. That is convenient for frequent flyers and it also means aircraft and traffic noise. Visit on a weekday, open the windows on the side facing the runway, and stay for half an hour before you decide.
Delivery ran late, and half the block is unsold on the register
The first agreement on the register is dated 10 October 2022 with a 36-month delivery period and no extension recorded, which gives 10 October 2025; the certificate is dated 20 February 2026. On the day I read it, 132 of 260 units were recorded as not yet sold, and the latest advertising permit had expired on 3 January 2026. Ask me for the current permit status and the list of remaining units.

Two layouts for 260 homes. The developer publishes Type D at 1,250 sq ft and Type E at 1,075 sq ft, each with an accessory parcel of about 180 sq ft counted separately from the main parcel. The developer’s advertisement filed with the government register labels a reading area in Type E where Type D has its fourth bedroom, draws a balcony and a dry yard in both, and totals main plus accessory parcel at 1,430.40 sq ft for Type D and 1,252.61 sq ft for Type E.

260 units on the register, 260 on the developer’s advertisement
The register files Goodwood Residence as one component of 260 flats / condominium units in a 35-storey building. Its unit list runs from Level 8 to Level 35: 10 homes on each of 23 floors and 6 on each of Levels 17, 18, 19, 30 and 31, which adds up to 260. On the day I read it, 128 units were recorded as sold and 132 as not yet sold; 2 units carry the Bumiputera quota. The register’s summary lists two to four bedrooms and bathrooms, while the developer’s filed advertisement gives two types: four bedrooms and two bathrooms for Type D, three and two for Type E.
What the permit band tells you about foreign eligibility
The advertising permit records a minimum of RM797,648 and a maximum of RM1,010,589. That is the band on the advertising permit, not the price of any unit. Penang Island’s floor for a non-citizen buying strata property is RM1,000,000, so the band straddles it: only a unit whose agreement price reaches the floor can go to a foreign buyer, and that is decided unit by unit. State consent is required and Bumiputera-quota units are closed to foreigners.
Schedule H, 36 months, no extension on record
The sale and purchase agreement is Schedule H (strata) with the standard 36-month delivery period, and the register records no approved extension. With the first agreement dated 10 October 2022, delivery under that agreement was due by 10 October 2025. The certificate of completion and compliance is dated 20 February 2026, which is later; a buyer taking over an early agreement should ask how late-delivery claims were handled.
100% built, certificate issued, permit lapsed
The register reports the block 100% complete with the status ‘Siap Dengan CCC’ and a certificate dated 20 February 2026. No vacant possession date is recorded. The latest advertising permit shown, 0903(R)-(S), ran from 4 January 2025 to 3 January 2026, and I found no later one on 2 October 2026 — so confirm the current permit position with me before you pay anything for a unit bought from the developer.
About WHH Land
Goodwood Residence carries the WHH Land name on its website and brochure. The advertisement filed with the register gives the developer’s office as Jalan Rozhan, Alma, Bukit Mertajam, so this is a mainland-based developer building on the island, and the same advertisement prints a Chinese name for the project, 上林苑.
The licence holder is Definite Harmony Development Sdn. Bhd., which has two projects on the national register: this 35-storey block and Taman Harmoni Vista. The developer’s website positions Goodwood Residence around sustainability — it describes the building as GBI Gold certified and publishes the certificate document alongside the brochure.
The filed advertisement also notes that the land is charged to CIMB Islamic Bank Berhad, which is ordinary project financing; your solicitor will deal with the redemption statement at signing. The same document, filed in December 2024, gave December 2025 as the expected completion date.
One honest note on track record: WHH Land’s corporate website, whhland.com, did not load on 2 October 2026 but did when I checked again on 7 October 2026. Its list of completed projects is mostly landed housing on the mainland — Jasmina in Valdor, the Alma Jaya and Villa Impian bungalows in Alma, BM Permai in Bukit Minyak and Juru Villa in Juru — together with the Goodfields Residence condominium in Bukit Minyak and the Hompton by the Beach hotel in Tanjong Tokong. That is the group’s own account; the register shows only two schemes under this licensee, and a 35-storey block on the island is a bigger job than bungalows and terraces. The building was finished, but the certificate came about four months after the date due under the first agreement. Inspect the completed unit and the common areas carefully, and ask me for the defect-liability dates in writing.

Only some units. Penang Island’s minimum for a non-citizen buying strata property is RM1,000,000, and the permit band runs from RM797,648 to RM1,010,589, so most of the band is below the floor. Eligibility is decided unit by unit at the price in the agreement, and Bumiputera-quota units are closed to foreigners.
A foreign purchase needs state consent, cannot be resold for three years, pays a state levy on approval (1.5% for island strata between RM1,000,000 and RM1,500,000) and a flat 8% stamp duty as a non-citizen. Tell me the unit and I will confirm whether it clears the floor.
Is Goodwood Residence completed?
Yes. The register shows the project 100% built with the status ‘completed with CCC’, and the certificate of completion and compliance is dated 20 February 2026.
The register does not record a vacant possession date. Under the first agreement, dated 10 October 2022, delivery was due by 10 October 2025, so the certificate came later than that; ask me how handover is being run for the unit you are considering.
Which floor and which type should I choose?
Choose the type by household: Type E at 1,075 sq ft for three bedrooms, Type D at 1,250 sq ft if you need the fourth. Then choose the side — ask for the floor plate to see which stacks face the airport and which face the hills, because at 1.4 km from the terminal that decides how much aircraft noise you hear.
Levels 17, 18, 19, 30 and 31 have 6 homes instead of 10, so they have fewer neighbours; Levels 17 and 18 also carry the play deck and the garden deck with the jacuzzi and children’s pool. The register showed 132 units not yet sold when I read it, so there is still a real choice of floors.
What is the price and the maintenance fee?
The only public price information I will quote is the government permit band: RM797,648 to RM1,010,589 — the band on the advertising permit, not the price of any unit. I do not repeat figures from property portals or advertisements.
The developer has not published the monthly maintenance charge or sinking fund. Message me and I will send the current price list, the remaining units and the charges in writing.
How does Goodwood Residence compare with Queens Residences Q3?
Both are freehold and both serve the Bayan Lepas working week, but the settings differ. Queens Residences Q3 is a 532-unit development on the Queensbay seafront with homes from 950 to 1,400 sq ft; Goodwood Residence is one 260-unit block on the airport road with two layouts of 1,075 and 1,250 sq ft. Queensbay Mall is 5.1 km from Goodwood in a straight line.
If you want the seafront and the mall on your doorstep, read the Q3 page. If your life is around the airport, Sungai Ara and the schools on this side, and you want a smaller community in a building that is already finished, Goodwood is the one to visit.
Is this part of Bayan Lepas practical for daily life or for renting out?
For daily life: SMJK Heng Ee’s Bayan Baru branch is 506 m away in a straight line, SJK(C) Chong Cheng 1.9 km, Pantai Hospital Penang 2.1 km, Sunshine Square 2.9 km and Queensbay Mall 5.1 km. The trade-off is the airport at 1.4 km and a busy trunk road in front.
For renting: the tenant pool is people working at the airport and in the Bayan Lepas industrial zone (FIZ), and three- and four-bedroom homes of this size suit families and sharers more than single tenants. I do not quote rental figures; ask me what comparable completed units in the building are actually achieving.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
