19221-3 · TEDUH developer code 19221 · licensee 368 SEGAMBUT SDN. BHD. · approving authority DBKLStellaris @ Riana Dutamas, Segambut, Kuala Lumpur — the word Stellaris appears in no filing, no register field and no green-certification row. The registered scheme is RESIDENSI RIANA DUTAMAS 3, KPKT project 19221-3: 1,143 Schedule H homes, and the advertising and sales permit covers all 1,143 of them
Start with the name, because it is the one thing that will break a client’s own check. Search the Ministry of Housing and Local Government’s TEDUH register for “Stellaris” and nothing comes back. The word is absent from the register, from both filed advertisement generations, from the filed newspaper advertisement and from the GreenRE certification register. The scheme is registered as Residensi Riana Dutamas 3 under project code 19221-3, licensed to 368 SEGAMBUT SDN. BHD. (201301032770 / 1062599-A). So this page prints 19221-3 beside the name everywhere, and a client who carries that code to the register gets an answer. Second, and this is the reassuring part: Stellaris is a PHASE, and the serial order matches the marketing order. It is the third and final phase of the Riana Dutamas master development on Jalan Segambut, under the same developer licence 19221 as the two earlier phases. Marketed Phase 1 is 19221-1 (Savio), Phase 2 is 19221-2 (Savvy) and Phase 3 is 19221-3 (Stellaris). That correspondence is not guaranteed — on other projects in this series the register serial runs backwards against the marketing numbering — so when it lines up, it is worth saying so. Third, the number that matters most and the one that is genuinely good: the permit covers every home. APDL 19221-3/01-2028/0022(A)-(S) covers 1,143 of 1,143 residences — one hundred per cent. The serial walk ends at 19221-4 (a 404) and the licensee record reads bilanganProjek: 3, so walk and count agree: three records, no dormant fourth. The gap is not in the apartments at all — it is four strata retail units marketed as Stellar Shoppes that appear in no filing, in no register row and in no filed price band. Fourth, the developer disclosed its own delivery extension, and the arithmetic says re-baselining rather than slippage. The register reads pindaanTempohSerahKosong: Ya, +16 months, moving vacant possession from 23 June 2028 to 23 October 2029 — and the developer’s own current filed brochure prints Oktober 2029, the revised date, not the stale one. And nobody publishes this: all three phases of this licence carry extensions (+22, +17, +16 months), and both completed phases delivered INSIDE their revised dates. That is a real, sourced delivery record, and it is below in full.

19221-3/01-2028/0022(A)-(S), status Aktif, valid 8 January 2025 – 7 January 2028 — checked against today, 9 October 2026: current, with about 455 days to run. The register’s component schedule for 19221-3 has exactly two rows, both Pangsapuri Servis: 478 + 665 = 1,143, which is exactly the 1,143 the marketing claims. This is the second project in this series whose licence covers 100% of the marketed homes, and it deserves the credit. But the development the developer describes is larger than the licence. Its first release names “exclusive retail lots — Stellar Shoppes”; its second release and The Star both say four strata retail units. Those four appear in no filing, in no register row and in no filed price band. In plain language, a buyer of one of those four gets no prescribed Schedule H or Schedule G contract, no statutory liquidated-damages formula for late delivery, no section 7A housing development account holding their progress payments, no statutory defect liability period and no route to the Tribunal for Homebuyer Claims; their contract is whatever the developer writes. No document anywhere states those four units’ size, price, title type, contract form or housing-law status. That silence is the finding. The 1,143 homes themselves are all inside the Act.19221-3 reads jadual: Jadual H, tempohAsal: 36 Bulan, first SPA 23 June 2025, original vacant possession 23 June 2028, pindaanTempohSerahKosong: Ya, tempohTambahanDiluluskan: +16 Bulan, tempohPembinaanBaharu: 52 Bulan, revised vacant possession 23 October 2029. Was it consumed? No — and the test is not yet available: at 20.00% built there are still about 623 days to the original date and 1,110 to the revised one. Nothing here supports calling this project late. Who disclosed it, and this is the credit line: the developer itself. Its current filed brochure prints Oktober 2029 — the revised date — where its superseded brochure printed November 2027. Most filed brochures in this series leave the stale date standing. And the arithmetic backs a re-baselining. The main building contract went to Inta Bina Sdn Bhd on 11 August 2025, RM264.5 million, 38 months commencing 18 August 2025 — which lands about 18 October 2028, i.e. 117 days AFTER the original 23 June 2028 vacant possession. The original delivery date was arithmetically unreachable from the day the contract was signed, and the revised date leaves roughly twelve months of float after practical completion. Always check the contract award against the original date before calling an extension a delay.19221-1 (Savio): original vacant possession 22 Dec 2020, +22 months, revised 22 Oct 2022 — CCC issued 30 Aug 2021, i.e. 251 days past the original but 418 days inside the revised date. 19221-2 (Savvy): original 29 Nov 2023, +17 months, revised 29 Apr 2025 — CCC 3 Oct 2024, vacant possession 1 Nov 2024, i.e. 338 days past the original but 179 days inside the revised date. 19221-3 (Stellaris): original 23 Jun 2028, +16 months, revised 23 Oct 2029, now at 20.00%, Lancar. Read it honestly in both directions. On the one hand this developer has twice taken an extension and twice delivered within it, which is a better record than a bare Ya suggests. On the other hand it has never yet delivered a phase of this township by its original contractual date, so a buyer should plan on the revised date and not the original. And draw no rule from the pindaan field itself — all three records are Jadual H, 36 months and Ya, so the field predicts nothing on its own. No consumer source states any of this.

The marketing name and the registered name are different, and the registered one is the one that resolves. Marketed Stellaris @ Riana Dutamas; registered Residensi Riana Dutamas 3, KPKT project 19221-3. One developer licence here carries three different naming conventions across its three register rows, and the green-certification register uses a fourth name for Phase 2 that no register field holds. That is why every figure below carries its code.
- Marketing name vs registered name
- Stellaris @ Riana Dutamas
registered RESIDENSI RIANA DUTAMAS 3The word Stellaris appears in the TEDUH register: nowhere. In the current filed brochure: nowhere. In the superseded filed brochure: nowhere. In the filed newspaper advertisement: nowhere. In the GreenRE register: nowhere. It appears only on the developer’s website, in its press releases, on two portals and in the agency folder name. The superseded filed brochure calls it Riana Dutamas 3 — without Residensi — which is a fifth form. Carry the code, not the name. - KPKT project code

19221-1, Phase 2 =19221-2, Phase 3 =19221-3— the serial order and the marketing order agree. That is not automatic — elsewhere in this series the two run in opposite directions — so it is worth stating plainly that here a client counting phases and a client reading the register arrive at the same building. The developer’s own releases call it “the final chapter” and “the final entry”, whichbilanganProjek: 3supports. - Licensed developer — the company that signs the SPA

201301032770/1062599-AThe registration number appears in the filing itself, printed verbatim in both filed brochures and in the filed newspaper advertisement — which is unusual and useful, because on most projects in this series the licensee’s number has to be reconstructed from a corporate source or cannot be found at all. The register gives 40 on both component rows; IJM Land’s own first release says “two 37-storey towers”; iProperty says “two towers of 37 and 40 storeys”. This page publishes the register figure of 40 and names the others. The obvious candidate explanation is the 2024-to-2026 building-plan re-approval — and no source says so, so this page does not either. - Built-ups, as filed

The statutoryKeluasan Binaanis filed in m² per BLOCK, not per type. The developer’s releases say “six typical layouts” against ten filed codes. One internal oddity in the filing: some areas are labelledKPS(kaki persegi) and twoSQ.FT, in the same table. - Filed statutory price band — SPA price range

Blok B RM698,800 – RM1,127,800Not a price list, not a quotation and not an offer. It agrees to the sen across FOUR surfaces and TWO generations: the current filed brochure, the superseded filed brochure, the superseded filed newspaper advertisement and the public KPKT TEDUH register. The developer’s own wording says “Provisional GreenRE Bronze certification”, which is CORRECT, and its March 2025 release correctly said the rating was not yet obtained. Credit that. Platinum was a clean negative (95 rows, untruncated). GBI returns a 404 — inconclusive, never a negative. - Awards

The 2025 StarProperty Family-Friendly Award (Best Family-Centric Development, High-Rise, Kuala Lumpur, Honours) belongs to Savvy @ Riana Dutamas — the adjoining phase, the same licensee, the same site. The 2017 StarProperty Skyline Award belongs to Seri Riana Residence in Wangsa Maju, a different IJM Land Riana project. Neither migrates here. No QLASSIC score is published for this project or any phase.
- Density
- 197.8 units per acre
on developer-stated 5.78 acres1,143 — 5.78 acres = 197.8 units per acre. The acreage is the developer’s own figure, NOT a filed one:Keluasan Tanahis NOT PRINTED in either filed generation and the register readskeluasan: 0 mps. But it was corroborated three ways rather than simply refused: the developer’s two figures agree with each other (2.34 ha = 251,875 sq ft = 5.782 acres); it reconciles against the 2013 land sale and the whole-site figure (2.1 ha Savio + 2.34 ha Stellaris = 4.44 of 6.5 ha, leaving 2.06 ha for Savvy — a three-way split with no leftover); and the net plot ratio lands at about 4.1, in range for a DBKL transit-corridor site. Five denominators were refused — including19221-1’skeluasan: 61 mps, which is a BUILT-UP and not a land area. No source claims this project is low-density, so there is no claim to refute. - Car park — a direct contradiction
- Filed:
Minima 1 Petak Parkir
developer’s own page: minimum 2 baysBoth filed generations say a minimum of ONE bay. IJM Land’s own release and its own official project page say “Minimum 2 carpark bays” / “at least two bays per unit”. The filing asserts a minimum of one; it does not assert that only one is provided. But the developer’s own statutory advertisement and its own website disagree on the number a buyer is promised, and this page resolves neither. It prints both and tells you to get it in writing in the SPA. “24 EV bays” and an “express speed ramp” appear in one release only and are not filed. - Foreign buyers
- DBKL floor RM1,000,000
both bands straddle it — count UNDETERMINABLEThe authority is Dewan Bandaraya Kuala Lumpur, settled on three filed surfaces and by the filed plan reference being in the DBKLBP — OSC —form; the register readsnegeri: WP Kuala Lumpur. So the floor is the Kuala Lumpur / Federal Territory figure of RM1,000,000, NOT Selangor’s RM2,000,000. Blok A runs RM742,800–RM1,270,800 and Blok B RM698,800–RM1,127,800, so BOTH bands straddle the floor. And because no per-type price is filed anywhere, how many of the 1,143 units clear RM1,000,000 CANNOT be determined from any public document. This page says that rather than estimating it. Own FAQ below. - Facilities
- 29 lines filed, 28 distinct
marketing says 31The filed brochure prints a text list of 29 items with NO level assigned to any of them, and one item (Taman Permainan Kanak-Kanak) is printed twice, so there are 28 distinct filed items. Six marketing surfaces say “31 facilities”. Count the filed list; do not repeat the marketing number. NO SECURITY ITEM APPEARS IN THE FILED LIST AT ALL — no guardhouse, no CCTV, no access control, no security tier — so this page does not repeat any portal’s “gated and guarded” or “3-tier security” tag. The only level assignment published by anyone is one publisher pair’s “Level 7” for the wading pool and leisure spaces. - Announced GDV, against the filed bands
- RM821 million = 1.0015× the sum of the filed minimaThe arithmetic is clean and worth crediting. Sum of the filed minima = (478 × RM742,800) + (665 × RM698,800) = RM355,058,400 + RM464,702,000 = RM819,760,400. Sum of the filed maxima = (478 × RM1,270,800) + (665 × RM1,127,800) = RM607,442,400 + RM749,987,000 = RM1,357,429,400. The announced GDV of RM821 million is therefore 1.0015 times the sum of the minima and 60.5% of the sum of the maxima. So the GDV sits INSIDE the filed band — no stale-generation signal — but it sits essentially exactly ON the floor of it, which means the developer’s own GDV assumes every unit transacts at its block minimum and makes no allowance at all for the four retail units. Other GDVs in circulation belong to other things: about RM1.5 billion for the whole township and RM565 million for Savio. Neither is Stellaris’s.
- Images on this page
- Nine — one render, three artist’s impressions, five dated photographsThree of the nine carry a confirmed subject; one carries a confirmed project and no subject; five carry a confirmed project, a date and nothing else. The three facility images are marked Artist’s Impression Only by the developer and are dated 5–7 March 2025 — a year before the current plan approval — so they are captioned as the superseded generation. The five photographs are graded from the developer’s CMS
parentfield, not their filenames: every one has empty alt text and an empty caption, and theRD-filename prefix is the whole township’s initials, shared with the earlier phases. No floor plan, no site plan, no unit interior, no location map and no retail image exists on any developer surface.

Why this page reads differently from every brochure on this project
Nine things were found in the public record that no marketing surface states, and three things were found that the developer got RIGHT and nobody credits it for. Both belong on the page.
The name is not in the register
Stellaris appears in no filing, no register field and no green-certification row. The registered scheme is Residensi Riana Dutamas 3, code 19221-3. A client searching TEDUH for the marketing name finds nothing. So the code is printed beside the name everywhere on this page.
The permit covers every home — 100%
1,143 of 1,143 residences sit inside a live APDL. The walk ends at 19221-4 and bilanganProjek: 3 agrees. Credit it. The gap moved to four strata retail units that appear in no filing at all.
The developer disclosed its own extension
pindaanTempohSerahKosong: Ya, +16 months, 23 Jun 2028 — 23 Oct 2029. And its own current filed brochure prints Oktober 2029, the revised date. Most filed brochures leave the stale date standing. This one did not.
The whole licence’s delivery record
All three phases carry extensions (+22, +17, +16 months) and BOTH completed phases delivered inside their revised dates while overrunning their originals. No consumer source states this. It is the most useful single thing a buyer can know here.
Two live filed generations, two plan approvals
The old path and the P45 path are both live, and the diff includes two different DBKL building-plan approvals: BP U1 OSC 2024 0760 — DBKL.JKB.BP U1 OSC 2026 0324(6). A plan RE-APPROVAL. Tabulated below.
The price band agrees to the sen
Four filed and registry surfaces, two generations, zero variance. No splice. That is the cleanest price result on this site after one other project, and it deserves saying. Three below-filed-minimum figures circulate and none is reproduced here.
Foreign buyers: the honest answer is “cannot be determined”
DBKL, so the floor is RM1,000,000. Both filed bands straddle it, and because no per-type price is filed, how many of the 1,143 units clear it CANNOT be determined. This page says so instead of estimating.
Provisional means provisional
GreenRE BRONZE, PROVISIONAL, 30 May 2025, RES v3.3, to 368 Segambut Sdn Bhd. The developer’s own wording says “provisional” — which is right. Fourteen decoys were refused, including the SAME licensee’s adjoining phase holding a Bronze FINAL.
One bay or two?
The filing says Minima 1 Petak Parkir. The developer’s own page says “Minimum 2 carpark bays”. Both are printed here and neither is resolved. Get the allocation in writing in the SPA.
Not everything that differs is an error
Two portals print 764 and 775 sq ft against the filed 766 and 776. That is a metric round-trip, not a mistake: 71 m² × 10.7639 = 764.2 and 72 m² × 10.7639 = 775.0. The filed sq ft is published here.
What is missing, stated as missing
No lot or PT number, no land title, no floor plan, no site plan, no per-type price, no bed-and-bath mapping, no facility level, no architect in any filing. The storey count is disputed three ways. All listed in full, with what Louis will go and ask for.
What this page will never publish
No figure that nets off, pre-empts or anticipates anything a buyer should hear from Louis directly. The filed statutory SPA band and the public registry band are published, labelled as such. The full disclosure is in the register block below.
Project DNA — the filed particulars, the register, and the nine completion dates
Everything in this section is either filed with the Ministry of Housing and Local Government, published in the public KPKT TEDUH register, or printed by a named publisher — and where they disagree, both appear. Two filed generations are live under serial 19221, and the difference between them is one of the most useful things on this page.
LancarRES v3.3Facilities — the filed list of 29 lines, with no level assigned by anybody
The filed brochure prints a text list of 29 items and assigns a level to NONE of them. One item is printed twice, so there are 28 distinct filed items — against “31 facilities” claimed on six marketing surfaces. The filing is Malay-only; the English in brackets is a plain translation, not a second filed name. The grouping into columns below is this page’s own, for readability, and is NOT a filed arrangement.

So this page does not repeat any portal’s “gated and guarded” tag, and a buyer who wants a security commitment should ask for it in writing.
- LEVELS: two surfaces of one publisher pair say the wading pool and leisure spaces are at Level 7. That is the ONLY level assignment published by anyone, it comes from one publisher, and no filed document or developer surface assigns any facility to any level. Nothing is marked “space only” by the developer.

Source 7 of 9, and note that the last two are one publisher, proved by the shared project id 20420.23135, “Completion in 2027” — this traces to the SUPERSEDED filing, and the same page’s own description says 2029, so it contradicts itself on one page. Source 8 of 9.Layouts — the TEN filed type codes, and why there is no picture of any of them
The areas below are the filed statutory type schedule from the current filed advertisement generation, exactly as printed. Ten type codes are filed; the developer’s own release says “six typical layouts”. No per-type price is filed, no bed-and-bath mapping to the codes is filed, and no document anywhere maps a type to a block. And there is NO floor plan on any developer surface — so every card below carries no image, and that absence is itself reported rather than papered over with something borrowed.
Type A1 — 766 sq ft
766 sq ft is the smallest filed area and the entry point of the whole scheme, and 71 m² — the floor of BOTH blocks’ filed Keluasan Binaan ranges — converts to 764.2 sq ft, so A1 sits at the bottom of Blok A and Blok B alike. Two portals print this type as 764 sq ft. That is not an error — it is a metric round-trip of the rounded 71 m², and the filed sq ft is 766. The filing lists the bed and bath configurations separately from the codes, so nothing in the public record says how many bedrooms an A1 has.
Type A2 — 776 sq ft
Ten sq ft above A1. Two portals print 775, which is 72 m² × 10.7639 = 775.0 — again a metric round-trip, again not an error, and again the filed figure published here is 776. No per-type price and no bedroom count is filed for this or any other code.
Types B1, B3 and B4 — 884 sq ft each
Three separate filed type codes all file at exactly 884 sq ft. Nothing in either filed generation explains what distinguishes them — not orientation, not layout, not block, not bedroom count. A buyer comparing a B1 with a B4 has no public document to compare them on, and that is a real gap worth asking the sales gallery to close in writing.
Type B2 — 894 sq ft
Ten sq ft above the three 884s. The filing prints three bed-and-bath configurations for the whole scheme without tying any of them to a code: 2 Bilik Tidur 2 Bilik Mandi, 3 Bilik Tidur 2 Bilik Mandi and 3 Bilik Tidur + Studio 2 Bilik Mandi. The register’s own unit summary gives bedrooms 2, 3 and 4 and bathrooms 2 and 3 across both blocks — which does not reconcile cleanly with the filing’s three configurations, and no source reconciles them.
Type C — 937 sq ft
87 m² × 10.7639 = 936.5, against the filed 937 — the metric round-trip test holds on this code too. One portal invents its own code (Type A-1-c) for this area; the filed code is simply C. That same portal also prints 844 and 913 sq ft, neither of which appears in either filed generation, and neither is used anywhere on this page.
Type D — 1,001 sq ft
93 m² × 10.7639 = 1,001.0 exactly, against the filed 1,001 — the cleanest confirmation that the filed sq ft figures are conversions of rounded metric figures. On price: the filing gives a band PER BLOCK only, so there is no public document from which a Type D price can be read, and this page prints none.
Type E1 — 1,173 sq ft
Blok B’s filed Keluasan Binaan ceiling is 109 m², which converts to 1,173.3 sq ft — and E1 files at 1,173. So E1 is almost certainly the top of Blok B. That is THIS PAGE’S ARITHMETIC, not a filed statement: no filed document maps any type to any block. Note also that E1 and E2 are the only two codes the filing labels SQ.FT while labelling the other eight KPS — an internal inconsistency inside one statutory table, recorded here rather than tidied away.
Type E2 — 1,206 sq ft
Blok A’s filed ceiling is 112 m² = 1,205.6 sq ft, and E2 files at 1,206 — so E2 is almost certainly the top of Blok A. Again, this page’s inference and labelled as such. The developer’s 5 March release says “about 766 sq ft, with some layouts above 1,206 sq ft” — which is not what the filed schedule says: 1,206 is the filed ceiling, with nothing above it.
The dual-key claim — consistent, but UNTESTED
IJM Land’s release markets “dual-key units … suited to multi-generational living or rental investment”, and one portal adds “studio options”. The filing does carry a 3 Bilik Tidur + Studio 2 Bilik Mandi configuration, which is consistent with a dual key. But it carries NO Sinki Dapur entry and no sanitary or electrical point schedule, so the usual test — counting filed kitchen sinks to prove a genuine second kitchen — is simply not available on this filing. Report it as consistent-but-untested, which is what it is.
The four retail units — Stellar Shoppes, outside every filing
IJM Land’s first release names “exclusive retail lots … Stellar Shoppes”; its second release and The Star both say “four strata retail units”. None of them appears in the register’s two component rows, in either filed brochure, or in any filed price band. So, in plain language, a buyer of one of those four would get no prescribed Schedule H or Schedule G contract; no statutory liquidated-damages formula if delivery is late; no section 7A housing development account holding the progress payments; no statutory defect liability period; and no route to the Tribunal for Homebuyer Claims. Their contract would be whatever the developer writes. No document anywhere states their size, price, title type, contract form or housing-law status — and that silence, not a guess, is what this page reports. The 1,143 homes are all inside the Act.
Areas are the filed statutory type schedule, as printed, from the current filed advertisement generation — and the superseded generation files them identically. No per-type price is filed; the filed band is per BLOCK, so no unit’s price can be read from any public document. Which type sits in which block is inferable only from the filed m² ranges and is labelled as this page’s inference wherever it appears. The bed-and-bath mapping to the codes, the floor plans and the site plan are not published by anybody — they come from the price list and the SPA at the sales gallery.
Images — nine, graded, and the dates are the point

stellaris. Its alt text is empty and no caption anywhere names what it shows, so it is published as an unnamed project render. It is almost certainly the exterior render — but “almost certainly” is not a caption, so no subject is assigned to it.

Kolam Spa Oasis and does not use the word jacuzzi at all. The Star published its own copy of a jacuzzi image with the caption “Soothing jacuzzi, the perfect spot for relaxation and rejuvenation”.
Dek Kolam, Dek Matahari, Dek Istirehat and Dek Rejuvenasi. So the render is captioned with the developer’s word and the filing’s silence is stated beside it.
/uploads/2025/12/, and dating this photograph from its folder would be wrong by about four months. Project-confirmed from the CMS parent field — site-progress post 9157, titled Riana Dutamas @Stellaris. Alt text empty, caption empty, so there is no subject beyond the date, and none is invented here.
/uploads/2025/12/). Project-confirmed from the CMS parent = 9157 field and NOT from its filename — which matters, because the filename prefix RD- on this host is the whole township’s initials and the two earlier phases share the same upload tree. A filename pick here would attribute another phase’s photographs to this one. No subject beyond the date.
site-progress post publishes no percentage and no as-at date at all.
parent = 9157; no subject beyond the date.
/uploads/2025/12/ folder on this host, with CMS dates running 19 Dec 2025, 1 Apr 2026, 2 Jul 2026 and 28 Sep 2026. The dates are the whole value of these photographs, so the dates are printed and nothing else is claimed. What does NOT exist, stated plainly: no floor plan, no site plan, no unit interior, no location map and no retail image on ANY developer surface. The developer’s media endpoint returns fourteen items for this project and not one of them is a plan. No alt text and no caption exists on any of the thirty-four project-related media items on that host; the only captions anywhere are the three printed in the project page’s own HTML. The project logo and the 3 March 2025 launch photograph were deliberately not used here — a brand mark and a photograph of people, neither of which tells a buyer anything about the building. No image on this page was picked by filename, and no stock photograph appears anywhere on it.
Ask Louis for the floor plans and the current site planLocation — Segambut, Kuala Lumpur, and the one distance the developer actually publishes
The filed GPS fix from the register is 3.186402, 101.665423. The developer publishes exactly ONE distance figure for this project, and the portals disagree with it by up to 40%. Everything else nearby is named by somebody with no distance attached, so this page names it and attaches no number — because inventing one is worse than leaving the gap visible.
The fullest address published anywhere is the SALES GALLERY address, not the filed project address: Riana Dutamas Gallery by IJM Land & FCW, 368 Jalan Segambut, 51200 Kuala Lumpur, telephone 03-6179 2002 — the same number the KPKT register prints for the licensee. No filed document gives a street address, a lot number, a PT number or a title reference. Portals give the postcode variously as 51200 (three surfaces) and 50000 (one surface, which also breadcrumbs the project to “KL City Centre” — wrongly).
Rail — and the only distance anybody publishes
- Segambut KTM Komuter station (KA05) —
150 mper IJM Land’s own project page, under “Features”. This is the developer’s only distance figure for anything. - Segambut KTM —
150 malso on one portal surface’s highlights. - Segambut KTM —
209 m, “3 minutes walk”, on the same publisher’s other domain. - Segambut KTM —
210 m, “3 mins”, on that publisher’s own listing cards — so one publisher carries 150 m, 209 m and 210 m across its two domains, and 150 m and 210 m on the SAME page. - That is a 40% spread, carried by two publishers (the developer and one portal pair), and NOT ONE of them states whether the figure is straight-line, walking, or measured to which station entrance. So the spread is published here and no single figure is endorsed.
- A “covered walkway to Segambut KTM Station” appears on every developer and press surface. It is a commitment, it is undated, and it is NOT in the filed facilities list.
- The nearest MRT station: the identity itself is disputed and no distance exists. The developer says only “the nearest MRT”; one portal record names MRT Jinjang; two portal records between them name
CC05,CC06,CC07andCC08as “nearby MRT”, one of them tagged “Provisional” by the portal itself. ThoseCCcodes are MRT Circle Line stations that are NOT BUILT, and this page publishes none of them as existing rail. - A “GoKL shuttle to the nearest MRT” is named by the developer, both releases and The Star. GoKL is a PUBLIC free bus service, not a developer-provided shuttle — and one portal recasts it as a “shuttle service”, which overstates it.
- The filed newspaper advertisement calls this a “
Pembangunan berorientasikan transit” — a transit-oriented-development claim made inside a statutory document. The nearest rail is a KTM Komuter halt at a distance nobody agrees on. A claim in a statutory document is still a claim.
Highways — all named with no kilometre figure by anybody
- DUKE — developer, The Star, StarProperty. No distance from anyone.
- DUKE 2 — the first release only. No distance.
- SPRINT — developer and press. No distance.
- NKVE — developer and press. No distance.
- PLUS, Jalan Segambut and Jalan Kuching — named in a 2019 press report about the township, not about this phase, and with no distance.
- Not one kilometre figure to any highway is published by any source. So none is printed here, and none is estimated.
Places named, with no distance from any source
- Mont Kiara · Hartamas · Publika · Solaris Dutamas · Dutamas · KLCC — every one of them named on the developer’s own project page and in The Star, and not one with a distance or a drive time attached by any source.
- NO school, hospital, mall or university anywhere is given a distance by ANY source. That is the finding, and it is printed rather than filled in.
- Nothing in this section was estimated. Where no source prints a figure, no figure appears.
Sales gallery and the licensee’s own contact details, as the register prints them
- Riana Dutamas Gallery by IJM Land & FCW, 368 Jalan Segambut, 51200 Kuala Lumpur — the developer’s own project page.
- Telephone 03-6179 2002 — the same number the KPKT register prints for the licensee, which is a neat cross-check on identity.

Every distance above is reproduced from a named publisher. Nothing was measured, estimated, rounded or inferred for this page. The 150 m / 209 m / 210 m spread on Segambut KTM is published as a spread precisely because no publisher defines what it measures. Confirm anything that matters to your decision against the filed site plan at the sales gallery — and note that no filed site plan is published either.

What was NOT reachable, said plainly rather than implied to have been checked: propertysifu.my returned a server error on BOTH of its slugs for this project, on two attempts, so nothing from that host is on this page. FCW Holdings’ own annual report was not reached, and it is the one corporate source for this project that remains unexploited — so if the JV’s own disclosures on this phase matter to you, that is where to look next. The green-building index register returns a client error on its standing certified-buildings URL and its newer host is robots-disallowed, so GBI is INCONCLUSIVE and was never treated as a negative — and no source claims a GBI rating for this project. Four IJM Corporation investor documents were searched and neither “Stellaris” nor “Riana Dutamas” appears in any of them.
Foreign buyers — the floor is RM1,000,000, both bands straddle it, and the count CANNOT be determined
The authority settles the threshold, and it settles it in the buyer’s favour. The filed plan-approval references are both in the DBKL BP — OSC — form (DBKL.JKB.BP U1 OSC 2026 0324(6) current, BP U1 OSC 2024 0760 superseded); the filed approving authority is printed as Dewan Bandaraya Kuala Lumpur on three surfaces; and the register reads negeri: WP Kuala Lumpur. So the applicable floor is the Kuala Lumpur / Federal Territory figure of RM1,000,000, with consent processed by the Economic Planning Unit — and NOT Selangor’s RM2,000,000. Two published guides give the same figure for Kuala Lumpur, Putrajaya and Labuan, both citing the Ministry of Economy’s Garis Panduan Perolehan Hartanah effective 13 July 2022, the EPU foreign-acquisition guidelines and section 433B of the National Land Code. Both guides warn the thresholds are state-set and change, so confirm current EPU practice before you rely on it. On title, nothing bars a foreigner here. Tenure is freehold (Pegangan Kekal), the product is strata (Pangsapuri Servis, Jadual H, permit tail -(S)), and Sekatan Kepentingan is filed as NIL in both generations — the strongest filed bar is simply absent. On price, the honest answer is that nobody can work it out from a public document. Blok A is filed at RM742,800–RM1,270,800: its minimum is 74.28% of the floor and its maximum is 1.27 times it. Blok B is filed at RM698,800–RM1,127,800: its minimum is 69.88% of the floor and its maximum 1.13 times it. BOTH BANDS STRADDLE THE FLOOR. And because the filing gives a minimum and a maximum PER BLOCK ONLY, across ten type codes, with no per-type price filed anywhere, HOW MANY of the 1,143 units clear RM1,000,000 CANNOT BE DETERMINED from any public document. Not estimated here, not bracketed, not guessed. What can be said is this: a foreign buyer cannot assume eligibility at this project; the entry-level types certainly do not clear the floor; and the question has to be answered unit by unit from the developer’s own price list, which is not a public document. And unlike some projects in this series, there is no superseded generation to appeal to — both filed generations carry identical bands. Not one of the nine sources consulted for this page mentions the foreign-buyer floor at all. The developer’s own page and both of its releases are silent on it. One more thing, and it cuts the other way: there is NO filed security item of any kind — no guardhouse, no CCTV, no access control, no security tier — so this page does not repeat any portal’s “gated and guarded” or “3-tier security” tag. That matters less in Kuala Lumpur than in Selangor Zone 1, where a gated-and-guarded commitment conditions foreign eligibility — but if security is part of why you are buying, get the commitment in writing, because no filed document contains one.
Construction progress — 20.00% is the only percentage that exists, and the five photographs are the rest of the record
The register files 20.00% on BOTH component rows of 19221-3, status Lancar, with CCC and VP both unset. That figure is the entire public record on build progress for this project. The developer’s own site-progress post on its website — the post that the five photographs on this page hang off — publishes no percentage and no as-at date at all, and no portal carries a percentage either. So read the register’s 20.00% together with the five dated photographs (1 April 2026, 2 July 2026 and two frames from 28 September 2026) and treat that as the whole of what is knowable publicly. What 20% means for the extension question. At 20% built with about 623 days to the original contractual date and 1,110 days to the revised one, the approved +16 months has NOT been consumed and the project cannot honestly be called late. The contract arithmetic is the stronger signal here: the main building contract to Inta Bina Sdn Bhd (RM264.5 million, 38 months commencing 18 August 2025) runs to about 18 October 2028, which is 117 days past the original 23 June 2028 date — so the original date was already unreachable on the day the contract was signed, and the +16 months reads as a re-baselining rather than a slip. The revised date leaves about twelve months of float after practical completion. And the licence-level record, which nobody publishes, is the most useful thing a buyer can have: all three phases of licence 19221 carry an approved extension (+22, +17 and +16 months, shrinking each time), and BOTH completed phases delivered inside their revised dates — 19221-1 got its CCC 418 days inside its revised date and 19221-2 179 days inside its own. Read honestly: this developer has twice taken an extension and twice delivered within it, and has never yet delivered a phase of this township by its original contractual date. Plan on 23 October 2029. Draw no rule from the pindaan field itself — all three records are Jadual H, 36 months and Ya, so the field alone predicts nothing.
Not published, therefore not on this page — what Louis will go and ask the developer for
Every item below is a question a buyer asks and no public source answers. None of it is estimated here. 1. The land area as a FILED figure. Keluasan Tanah is NOT PRINTED in either generation and the register reads keluasan: 0 mps. Every acreage in circulation is the developer’s own marketing figure — corroborated three ways on this page, but still not filed. 2. The lot or PT number and the land title particulars. No filing gives a street address, a lot number, a PT number or a title reference. Both the usual back routes are closed: the contractor announcement prints no lot, no PT and no address beyond “Segambut, Kuala Lumpur”, and the 2013 four-parcel land-sale announcement gives a total square footage but no lot numbers either. 3. The storey count as a filed figure. Bilangan Tingkat is NOT PRINTED in either generation. Register 40 and 40; the developer’s own release 37; one portal 37 and 40. 4. The per-type price. The filing gives a band per BLOCK only, so no unit’s price can be read from any public document — which is also why the foreign-buyer count is undeterminable. 5. Which type sits in which block. Inferable only from the filed m² ranges, and labelled as this page’s inference where it appears. Never stated by anyone. 6. The bed-and-bath mapping per type code. The filing lists configurations and codes separately. 7. The number of car-park bays actually allocated per unit. Filed: minimum 1. Developer’s own page: minimum 2. 8. Any facility’s level. Only one publisher pair’s “Level 7” exists, unsupported by any filed or developer surface. 9. Sinki Dapur, the sanitary schedule and the electrical point counts. Absent from this filing, so the dual-key claim has no fixture test available. 10. Any distance to anything except Segambut KTM. Not one kilometre figure to any highway, school, hospital, mall or university is published by anybody. 11. The four Stellar Shoppes retail units’ size, price, title type, HDA status, contract schedule and completion date. Nothing, anywhere. 12. What changed between the 2024 and the 2026 building-plan approvals. No document explains it, and the storey dispute is the obvious candidate — which is a reading, not a fact. 13. The architect, engineer, solicitor and the housing development account number. NOT PRINTED on any filed surface. The architect is known only from the contract announcement (GDP Architects Sdn Bhd, which issued the letter of award on the employer’s behalf). 14. The JV’s land cost attributable to this phase, and the allocation count under the field named in the final column of the register table above. There is no affordable allocation at all here — no suffix pair anywhere in the filed type schedule, no affordable band, no Rumah Mampu Milik component — which is why the filed minimum is the open-market minimum. 15. Floor plans, a site plan, any interior and any retail image. NONE exists on any reachable developer surface. 16. IJM Corporation’s and FCW Holdings’ own disclosures on this phase. Absent from four IJM investor documents checked; FCW’s annual report was not reached.
Traps on this project that a careful reader should know about
These are the places where an ordinary, reasonable reading of the public record goes wrong, and they are listed because knowing them is worth more than any number on this page. A 1-to-2 sq ft difference between a portal and the filing is usually a METRIC ROUND-TRIP, not an error. Two portals print Type A1 as 764 and Type A2 as 775 against the filed 766 and 776. The cause is arithmetic: 71 m² × 10.7639 = 764.2 and 72 m² × 10.7639 = 775.0 — the portals converted the filing’s rounded metric figures back to imperial. The same test holds on every other code (82—882.6 vs filed 884; 83—893.4 vs 894; 87—936.5 vs 937; 93—1,001.0 vs 1,001 exactly). Not everything that differs is a mistake. This page publishes the filed sq ft and says why the portals differ, rather than scoring a point off them. The upload folder is not the upload date. All the site-progress photography on the developer’s host sits in /uploads/2025/12/ while the content-management-system dates run 19 Dec 2025, 1 Apr 2026, 2 Jul 2026 and 28 Sep 2026. Dating these images from their folder would put four quarters of construction photography in December 2025. A filename is not a project. The progress photographs’ filename prefix RD- is the township’s initials and the two earlier phases share the same upload tree. Every one of these images was graded from the CMS parent field (site-progress post 9157) and not from its filename, because a filename pick here would have attributed another phase’s photographs to this one. A sibling phase on the same licence and the same site is the most dangerous decoy there is. Residensi Riana Dutamas 2 holds a GreenRE Bronze FINAL certification (19 March 2025, tool RES v3.1) issued to the SAME licensee, 368 Segambut Sdn Bhd, for the adjoining phase. A FINAL certification on an older tool version must not migrate onto this project’s PROVISIONAL one, and it has not. Likewise Savvy @ Riana Dutamas holds the 2025 StarProperty Family-Friendly Award — same licensee, same site — and Stellaris holds nothing. A substring is not an identity. A Chinatown hotel whose developer is Dutamas Waras Sdn Bhd appears in the green register with “Dutamas” inside the company name. Refused. Fourteen green-register decoys were refused in all, every one a different licensee or a different project. One portal can hold two records for one project, and the second can carry a sibling’s data under this project’s name. One portal record carries the wider development’s built-ups (722, 911–1,121 and up to 1,232 sq ft — Savvy’s figures), Savvy’s facilities (futsal, recreation lake, sauna, floating gym), a “3-tier security system” with no filed support, the superseded filing’s 2027 completion in one field and 2029 in another, and the wrong postcode. Every figure on that record was refused. A portal page can carry an earlier phase’s transaction history. One record shows price history for a 721 sq ft unit in March 2021 and a 947 sq ft unit in April 2021 on a scheme whose first SPA is 23 June 2025. Those transactions cannot be this phase’s and are refused. Two domains can be one publisher — and one publisher can contradict itself. thestar.com.my and starproperty.my are one house; propertyguru.com.my and iproperty.com.my are one publisher, proved here by the shared project id 20420 on both. And that one publisher prints the filed minimum correctly on one of its domains and a below-filed-minimum band on the other. Counting carriers correctly matters, because it is the difference between “three independent publishers” and the truth, which is two independent publishers plus the developer itself.
What this page does not publish, and why
This agency has one absolute compliance instruction and this page applies it literally. No discount figure, no rebate figure, no nett price, no promotion and no commission information appears anywhere on this page, from any source, whatever its provenance — and those five terms appear exactly once each on this page, here in this sentence, and nowhere else. There is one deliberate, named exception: the term Bumiputera appears twice — once here, and once in the final column of the register table above, where the page records only that the filed advertisement CONTAINS such a field and carries a value, and publishes no value for it. What that means in practice. The filed statutory Unit Selling Price band and the public KPKT TEDUH registry band ARE published here, because they are the legally filed sale and purchase price range and a public government record — and because they agree with each other to the sen across both filed generations AND the register, with no splice, which is itself worth crediting. They are labelled on this page as what they are: not a price list, not a quotation and not an offer. What is withheld, and how many carriers it has. THREE distinct figures below the filed statutory minimum are in circulation for this project, and NOT ONE of them appears on this page. Recorded here is only that they exist and who carries them. TWO of the three sit on the DEVELOPER’S OWN PAGES — its release of 3 March 2025 carries one figure below the filed minimum, and its release of 5 March 2025 together with its official project page carries a DIFFERENT, higher, still-below-minimum figure. A third sits on one portal surface as a price BAND whose minimum is below the filed minimum. Count the publishers correctly, because the correct count is the sharper point. thestar.com.my and starproperty.my are one publisher, and propertyguru.com.my and iproperty.com.my are also one publisher, proved by the shared project id 20420 on both. So the carriers are: TWO independent publishers, PLUS THE DEVELOPER ITSELF — and the developer carrying a figure below its own filed statutory minimum, twice, two days apart, is the part that should give a buyer pause. Credit where it is due: two publishers print the filed figure CORRECTLY. EdgeProp prints “Starting from RM698,800” — the filed Blok B minimum exactly — and so does PropertyGuru on its 20420 record. The Edge group’s domains carry no below-minimum figure at all. And the trap running backwards was checked and does not apply. There is no affordable-unit suffix pair anywhere in the filed type schedule, no affordable allocation and no Rumah Mampu Milik component, so the filed minimum IS the open-market minimum and the below-minimum figures are marketing figures, not an affordable band. Why Louis does it this way. Anything beyond the filed SPA range changes week by week, is unit-specific, and belongs in a conversation with a registered estate agent who can put it in writing against your actual unit — not on a public web page where it will be read as a price. Ask him. He will tell you what is current and show you the filed document it comes from.
The licensed developer — and the two listed companies above it
The company that will sign your SPA is 368 SEGAMBUT SDN. BHD., registration number 201301032770 (1062599-A), TEDUH developer code 19221, developer licence 19221/02-2028/0265(A) valid 22 February 2023 to 21 February 2028. It is not “IJM Land” and it is not “FCW Holdings”, even though every marketing surface names those two. It is a special-purpose vehicle, and the registration number above is printed in the FILING ITSELF — verbatim, in both filed brochures and in the filed newspaper advertisement — which is unusual and worth a line, because on most projects in this series the licensee’s number has to be reconstructed from a corporate source or cannot be found at all. No registration number on this page came from a portal field.
The ownership is a clean 50:50 joint venture, and the split is obtainable from exactly one source: the parent’s own corporate register. FCW Holdings Berhad (3116-K) holds 250,000 ordinary shares and IJM Land Berhad (187405-T) holds 250,000 ordinary shares — 50% each. That listing also prints the SPV’s full registration number and its nature of business (Property Development) and records no subsidiary or associated company under it. No press report, neither of the launch releases and no portal gives the split — four press reports say only “a joint venture”. Above the licensee: IJM Land Berhad is the property arm of IJM Corporation Berhad, and gives its own number as 198901010104 (187405-T) in its website footer; FCW Holdings Berhad is the other half. One 2019 press report records that the JV is “controlled by Tan Sri Robert Tan Hua Choon”, FCW’s chairman — stated by that publisher, not corroborated elsewhere, and recorded here as such.
Riana is IJM Land’s own residential brand, not a third party’s — Riana Green, Riana Green East, Riana South, Seri Riana Residence and Riana Dutamas are all IJM Land schemes. That matters for a reason that is about discipline rather than branding: three near-identical names were checked and kept strictly apart from this page. Stellar Damansara in Damansara Jaya — which this site already carries as its own page — is a different locality under a different licence, and “Stellar” is not “Stellaris”. United Point / United Point Residence in the Segambut-Kepong area is registered as Residensi Berpadu, a completed development by a different licensee. Seri Riana Residence in Wangsa Maju is a different IJM Land Riana project and it holds a 2017 award that must not travel. Nothing was borrowed from any of them.
Where the land came from, which is a Bursa-route finding that no consumer source carries. The site came from FCW itself. On 20 September 2013 FCW announced the sale of four parcels totalling 671,334 sq ft in Segambut, by its subsidiaries FCW Industries Sdn Bhd and Federal Telecommunications Sdn Bhd, to the newly formed 368 Segambut Sdn Bhd for RM188 million (the valuer’s figure was RM280 per sq ft). Three of the four parcels were approved for industrial use and the fourth for coffee cultivation. Note what this does and does not give you: it corroborates the whole-site acreage, and it gives NO lot number and NO PT number, which is one of the two closed routes to this project’s land title. Note also that the 671,334 sq ft figure is the WHOLE four-parcel site, 15.41 acres, and is one of the five denominators refused for the density calculation on this page.
Register health, read exactly as the register prints it. Status Aktif; mempunyaiKesalahan: null — no offence flag at all, not merely a flag set to false; projek_sakit 0 and projek_terbengkalai 0 — no sick project and no abandoned project on this licensee; bilanganProjek: 3, which agrees with the serial walk ending at 19221-4. The register prints the licensee’s registered office as the 29th Floor, Menara JKG, Jalan Raja Laut, Kuala Lumpur, and its business address as Ground Floor, Wisma IJM, Jalan Yong Shook Lin, Petaling Jaya — the same business address both filed brochures print, one in English and one in Malay.
The people named, with their titles as the sources print them, because a name without a title is not information. Datuk Chai Kian Soon, Chief Operating Officer, IJM Land is the only person quoted on Stellaris, in both launch releases and in The Star: “Stellaris offers a development that blends contemporary design, sustainable living and thoughtfully designed spaces.” Datuk Anderson Thor Poh Seng is described as “director, FCW Holdings Bhd” by one publisher in 2018 and as “368 Segambut director” by another in 2019. Datuk Hoo Kim See is IJM Land’s central region senior general manager. Tan Sri Robert Tan (FCW chairman) and Datuk Soam Heng Choon (IJM Land chief executive) are named only in a photo caption and are not quoted on this project — recorded that way deliberately, because a caption is a source and pretending it was a quotation is not.
What the developer said, and what its own filing says instead. The cover line of the filed brochure is “Di Tengah Nadi Kota, Di Sinilah Ketenangan Menanti”, which the website renders in English as “The pulse of the city, the calm of home.” The filed NEWSPAPER advertisement carries the tagline “Pembangunan berorientasikan transit” — a transit-oriented-development claim made inside a statutory document, against a nearest rail station whose distance three published figures disagree about by 40% and which none of them defines. The developer’s claims that this page could NOT support from a primary source: “31 facilities” (the filed list holds 28 distinct items); “at least two bays per unit” (the filing says a minimum of ONE); “six typical layouts” (ten type codes are filed); “24 EV bays” and an “express speed ramp” (not filed, not corroborated); and “about 766 sq ft, with some layouts above 1,206 sq ft” (1,206 is the filed ceiling, with nothing above it). Its “dual-key” claim is CONSISTENT with the filed 3 Bilik Tidur + Studio configuration but UNTESTABLE, because this filing carries no kitchen-sink or sanitary schedule. Its “final chapter” / “final entry” claim is SUPPORTED by bilanganProjek: 3.
And three things the developer got RIGHT, which this page credits because nobody else does. First, the green rating is correctly described. Its release says “Provisional GreenRE Bronze certification” — and that is exactly what the register says: BRONZE, PROVISIONAL, 30 May 2025, tool RES v3.3, issued to 368 Segambut Sdn Bhd. Its earlier release, written before the award, correctly said the rating was not yet obtained and was being pursued. This series has had to correct “certified” into “provisional” more than once on other projects. Getting it right is not nothing. Second, it disclosed its own delivery extension in its own filed advertisement — Oktober 2029, the revised date, where its superseded brochure had printed November 2027. Third, its filed price band did not move by a single sen between generations, and it matches the public register exactly. Against that, its own website still says Q2 2029 and “minimum 2 carpark bays”, both of which its own filing contradicts — so the honest summary is a developer that files carefully and markets loosely.
No award and no green certification has been borrowed from any sibling project on this licence, on this site, or in this brand. Stellaris holds ZERO awards — IJM Land’s own awards register was read to 80 entries and contains no entry for it — and the 2025 Family-Friendly Award belongs to Savvy @ Riana Dutamas on the adjoining plot, while the 2017 Skyline Award belongs to Seri Riana Residence in Wangsa Maju. No QLASSIC score is published for this project or for any phase of Riana Dutamas. Everything else in that register belongs to Rimbayu, Austin Duta, Seremban 2, S2 Heights, The Light, Pantai Sentral Park, Royal Mint Gardens, Bandar Utama Sandakan and others, or is corporate. None of it is on this page.
Questions a buyer actually asks about Stellaris @ Riana Dutamas (KPKT 19221-3)
I searched the housing register for “Stellaris” and found nothing. Does this project actually exist?
Yes — you searched the marketing name, and the marketing name is in no filing. The word Stellaris appears nowhere in the Ministry of Housing and Local Government’s TEDUH register, nowhere in either of the two live filed advertisement generations, nowhere in the filed newspaper advertisement, and nowhere in the GreenRE certification register. It exists only on the developer’s own website, in its three press releases, on two portal records and in agency folder names.
What to search instead: the project code 19221-3, or the registered name RESIDENSI RIANA DUTAMAS 3. Either resolves. And be aware the superseded filed brochure calls it Riana Dutamas 3, without Residensi — so there are, in total, five name forms in circulation for one scheme.
Here is the part that is worth understanding, because it explains why this keeps happening: one developer licence carries THREE different naming conventions across its three register rows, and the green-certification register uses a FOURTH. 19221-1 is registered under the bare township name Riana Dutamas but marketed as Savio. 19221-2 is registered under its marketing name Savvy @ Riana Dutamas, and the green register calls that same phase Residensi Riana Dutamas 2, a name no register field holds. 19221-3 is registered under the serial name Residensi Riana Dutamas 3 and marketed as Stellaris. That is why every figure on this page carries its register code: a number from the wrong row is worse than no number.
Is Stellaris its own development, or a phase of something bigger?
It is a phase — the third and final phase of the Riana Dutamas master development on Jalan Segambut, under the same developer licence 19221 as the two phases before it. It is not a standalone scheme and its register code is 19221-3.
And here is the reassuring part, which is worth stating because it is not guaranteed: the serial order matches the marketing order. Marketed Phase 1 = 19221-1 (Savio), Phase 2 = 19221-2 (Savvy), Phase 3 = 19221-3 (Stellaris). Elsewhere in this series a register serial has run backwards against the developer’s own phase numbering, so a client counting phases and a client reading the register ended up at different buildings. Here they do not.
The developer’s own releases call it “the final chapter” and “the final entry” to Riana Dutamas, and the register supports that: 19221-4 returns a client error, so the serial walk ends at -3, and the licensee’s own record reads bilanganProjek: 3. Walk and count agree. There is no dormant fourth phase and no cancelled-permit record on this licence.
Why it matters practically: you will be living next to two completed phases, by the same licensee, on the same site — which is exactly why this page is careful to keep their awards, their green certifications, their facilities and their price history off this page. Their track record on DELIVERY, however, is directly relevant and is set out in full below.
Who exactly signs the sale and purchase agreement, and who owns them?
Your counterparty is 368 SEGAMBUT SDN. BHD., registration number 201301032770 (1062599-A), TEDUH developer code 19221, developer licence 19221/02-2028/0265(A). It is NOT “IJM Land” and NOT “FCW Holdings”, even though every marketing surface names those two. It is a special-purpose vehicle.
One useful detail: the registration number is printed in the FILING ITSELF — verbatim, in both filed brochures and in the filed newspaper advertisement. That is unusual. On most projects in this series the licensee’s number has to be reconstructed from a corporate source, or cannot be found at all. No registration number on this page came from a portal field.
The ownership is a 50:50 joint venture, and the split comes from exactly one source. FCW Holdings Berhad (3116-K): 250,000 ordinary shares, 50%. IJM Land Berhad (187405-T): 250,000 ordinary shares, 50%. That is from IJM’s own corporate-structure listing, which also prints the SPV’s nature of business and records no subsidiary under it. No press report, neither launch release and no portal gives the split — four press reports say only “a joint venture”. IJM Land Berhad is the property arm of IJM Corporation Berhad and gives its own number as 198901010104 (187405-T); FCW Holdings Berhad is the other half.
Register health, as printed: status Aktif; mempunyaiKesalahan: null — no offence flag at all; projek_sakit 0 and projek_terbengkalai 0 — no sick and no abandoned project on this licensee.
Does the advertising and sales permit cover every unit, or is part of this project outside the housing law?
Every HOME is covered. All 1,143 of 1,143 — one hundred per cent. APDL 19221-3/01-2028/0022(A)-(S), status Aktif, valid 8 January 2025 to 7 January 2028 (current, about 455 days to run as at 9 October 2026), covers the register’s two component rows of 478 + 665 = 1,143 units, both Pangsapuri Servis — which is exactly the 1,143 the marketing claims. That is a genuinely good result and it deserves the credit.
But the development the developer describes is larger than the licence, and the gap is four retail units. IJM Land’s first release names “exclusive retail lots … Stellar Shoppes”; its second release and The Star both say four strata retail units. None of them appears in the register, in either filed brochure, or in any filed price band.
In plain language, what a buyer of one of those four would NOT have: no prescribed Schedule H or Schedule G sale and purchase agreement; no statutory liquidated-damages formula if delivery is late; no section 7A housing development account holding their progress payments; no statutory 24-month defect liability period; and no route to the Tribunal for Homebuyer Claims. Their contract would be whatever the developer writes. And no filed advertisement means no filed price, no filed completion date and no filed built-up either.
No document anywhere states those four units’ size, price, title type, contract form or housing-law status. That silence is the finding, and this page reports it rather than guessing at it. Retail lots are very commonly commercial title and outside the HDA 1966, which would explain why they hold no licence — but that is a reading, not a filed fact. The 1,143 homes are all inside the Act.
When will it actually be finished? I have seen several different dates.
The date that governs is 23 October 2029. That is the register’s serahKosongBaharuIkutPjbPertama — the revised contractual vacant possession date under the Schedule H agreement, read with an approved extension of +16 months on an original 36-month period that ran from the first SPA on 23 June 2025.
There are NINE completion dates in circulation across SEVEN sources, and all nine are in the timeline above. The ones most likely to mislead you: the developer’s own website says Q2 2029, which is earlier than its own filing and is not the governing date; its superseded filed brochure and superseded filed newspaper advertisement both said November 2027, which was earlier than even the original contractual date; one portal prints a precise 31 July 2029 that no filed document supports; another says 2027 in one field and 2029 in another on the same page; and a press calculation of about September or October 2028 is a CONTRACTOR-PROGRAMME date, not a vacant-possession date, and must never be read as one.
And here is the credit line: the developer’s own CURRENT filed brochure prints Oktober 2029 — the REVISED date, not the stale one. Most filed brochures in this series leave the original date standing after an extension is approved. This one did not, and that is worth saying out loud.
Practically: your own deadline runs from your own SPA, not from the project’s first one, so ask for your delivery date in writing and check it against the register’s revised date before you sign.
The register says the delivery period was extended. Should I be worried?
Worried, no. Informed, yes — and the information cuts both ways.
The facts first. 19221-3 reads pindaanTempohSerahKosong: Ya, tempohTambahanDiluluskan: +16 Bulan, tempohPembinaanBaharu: 52 Bulan, moving vacant possession from 23 June 2028 to 23 October 2029. It has NOT been consumed: at 20.00% built there are about 623 days to the original date and 1,110 to the revised one. Nothing here supports calling this project late.
The arithmetic points to a re-baselining rather than a slip. The main building contract went to Inta Bina Sdn Bhd on 11 August 2025: RM264.5 million, 38 months commencing 18 August 2025 — a programme that ends about 18 October 2028, which is 117 days AFTER the original 23 June 2028 date. So the original delivery date was arithmetically unreachable on the day the contract was signed. The revised date leaves roughly twelve months of float after practical completion. Always check a contract award against the original date before calling an extension a delay.
Now the part nobody publishes, and the most useful thing on this page: the whole licence’s delivery record. All three phases of licence 19221 carry an approved extension, and the extension shrinks each time: 19221-1 (Savio) took +22 months (original 22 Dec 2020, revised 22 Oct 2022) and got its CCC on 30 August 2021 — 251 days past its original date but 418 days INSIDE its revised one. 19221-2 (Savvy) took +17 months (original 29 Nov 2023, revised 29 Apr 2025) and delivered CCC 3 October 2024, vacant possession 1 November 2024 — 338 days past its original but 179 days INSIDE its revised date. 19221-3 has taken +16 months.
Read honestly: this developer has twice taken an extension and twice delivered within it, which is a better record than a bare Ya suggests — and it has NEVER yet delivered a phase of this township by its original contractual date. So plan on 23 October 2029, not on 23 June 2028. And draw no rule from the pindaan field itself: all three records are Jadual H, 36 months and Ya, so the field alone predicts nothing. No consumer source states any of this.
There are two filed advertisement documents for this project. What is the difference, and which one should I read?
Read the current one, and know what moved. Two filed generations are live under serial 19221: the CURRENT one on the P45 path, which is the one the register itself links, and a SUPERSEDED one on the older 19221/19221-3/ path, which also carries a filed newspaper advertisement. SIX fields moved between them, and one of the six is the most consequential field on this whole page.

The field that matters most is the building-plan approval. BP U1 OSC 2024 0760 became DBKL.JKB.BP U1 OSC 2026 0324(6) — a DIFFERENT DBKL approval, two years later. That is a building-plan RE-APPROVAL, not a reprint of the same document, and no source anywhere explains what changed. Two practical consequences. First, the 37-versus-40-storey dispute has an obvious candidate explanation in a re-approved plan — and because no source says so, this page does not say so either; it publishes the register’s 40 and names the others. Second, the three facility renders on this page are dated 5–7 March 2025, a year BEFORE the 2026 approval, so they were produced under the superseded plan — which is exactly why they are captioned as artist’s impressions of a superseded generation and not as pictures of the approved scheme.
What did NOT move, and this is the good news: the price bands (to the sen), the unit counts, the built-up ranges, the chargee, the tenure, the interest restriction and the car-park allocation are all identical across both generations. So this is not a re-pricing and not a re-massing of the scheme — and it is certainly not a splice, which is what you get on some projects where a register carries an old minimum against a new maximum.
How many storeys is it? I have seen 37 and I have seen 40.
Three answers exist and no filed figure settles it, so this page publishes the register’s number and names the others.
Bilangan Tingkat is NOT PRINTED in EITHER filed generation. That is the root of the problem: there is no statutory figure to appeal to. The TEDUH register files 40 on BOTH component rows. IJM Land’s own first release says “two 37-storey towers”. One portal says “two towers of 37 and 40 storeys”, which is a third answer and reconciles neither.
The obvious candidate explanation is the building-plan re-approval of 2026 — a plan approved in 2024 and re-approved in 2026 could easily have changed a storey count. But no source anywhere says that is what happened, so this page will not assert it.
On the number of BLOCKS, by contrast, the record is clean: two. The register files two component rows, both filed generations print Blok A and Blok B, and the main building contract is for two blocks. One portal contradicts itself on its own page with Jumlah blok: 1 against its own “two towers” summary — ignore it.
Ask for the approved storey count in writing, against plan approval DBKL.JKB.BP U1 OSC 2026 0324(6), and ask which floor your unit is on relative to the top.
Can a foreign buyer purchase here?
The honest answer is: possibly, for some units, and HOW MANY cannot be determined from any public document. This page says that rather than estimating it.
The threshold first, and the authority settles it in the buyer’s favour. The filed approving authority is Dewan Bandaraya Kuala Lumpur, on three filed surfaces, and both filed plan references are in the DBKL BP — OSC — form; the register reads negeri: WP Kuala Lumpur. So the applicable floor is the Kuala Lumpur / Federal Territory minimum purchase price of RM1,000,000, with consent processed by the Economic Planning Unit — NOT Selangor’s RM2,000,000. Two published guides give RM1,000,000 for Kuala Lumpur, Putrajaya and Labuan, citing the Ministry of Economy’s Garis Panduan Perolehan Hartanah effective 13 July 2022, the EPU foreign-acquisition guidelines and section 433B of the National Land Code. Both warn the thresholds are state-set and change, so confirm current EPU practice.
Title does not bar you. Tenure is freehold (Pegangan Kekal), the product is strata (confirmed three ways: Pangsapuri Servis, Jadual H, permit tail -(S)), and Sekatan Kepentingan is filed as NIL in BOTH generations — the single strongest filed bar on a foreign buyer is simply absent here.
Price is where it becomes genuinely indeterminate. Blok A is filed at RM742,800–RM1,270,800: the minimum is 74.28% of the floor and the maximum is 1.27 times it. Blok B is filed at RM698,800–RM1,127,800: the minimum is 69.88% of the floor and the maximum 1.13 times it. Not estimated here, not bracketed.
What can be said: a foreign buyer cannot assume eligibility at this project; the entry-level types certainly do not clear the floor; and the question has to be answered unit by unit from the developer’s own price list, which is not a public document. There is also no superseded generation to appeal to — both filed generations carry identical bands. Not one of the nine sources consulted for this page mentions the foreign-buyer floor at all: the developer’s own page and both of its releases are silent on it. And note there is no filed security item of any kind, so this page does not repeat any portal’s “gated and guarded” tag — which matters less in Kuala Lumpur than in Selangor Zone 1, but still means you should get any security commitment in writing.
What does it cost, and why will this page not show me a “from” price?
What this page publishes is the filed statutory Unit Selling Price range, because that is the legally filed sale and purchase price range and a matter of public record: Blok A RM742,800 – RM1,270,800 and Blok B RM698,800 – RM1,127,800. That is not a price list, not a quotation and not an offer.
It agrees to the sen across four surfaces and two generations: the current filed brochure, the superseded filed brochure, the superseded filed newspaper advertisement, and the public KPKT TEDUH register. Zero variance. No splice. That is the cleanest price result on this site after one other project, and it is worth crediting — elsewhere a register has been found carrying an old minimum against a new maximum.
Here is the arithmetic that makes the filed minimum credible, and it is a clean result. The sum of the filed minima is (478 × RM742,800) + (665 × RM698,800) = RM819,760,400. The announced gross development value is RM821 million — which is 1.0015 times that figure. The sum of the filed maxima is RM1,357,429,400, so the announced GDV is 60.5% of it. So the GDV sits INSIDE the filed band, which is a good sign — but it sits essentially exactly ON THE FLOOR of it, which means the developer’s own GDV assumes every unit transacts at its block minimum and makes no allowance at all for the four retail units.
Why there is no “from” figure here. THREE distinct figures below the filed statutory minimum are in circulation, and this page reproduces none of them. TWO of the three are on the DEVELOPER’S OWN PAGES — two different below-minimum figures, two days apart, in its 3 March and 5 March 2025 releases, with the later one also on its official project page. A third is a portal price band whose minimum sits below the filed minimum. Counting carriers correctly: thestar.com.my and starproperty.my are ONE publisher, and propertyguru.com.my and iproperty.com.my are ALSO one publisher — proved here by the shared project id 20420 on both. So the carriers are TWO independent publishers PLUS THE DEVELOPER ITSELF — and the developer carrying a figure below its own filed statutory minimum is the sharper point.
Credit where it is due: two publishers print the filed figure correctly. EdgeProp prints “Starting from RM698,800” — the filed Blok B minimum exactly — and so does PropertyGuru on its 20420 record. Note also that the same publisher contradicts itself: the filed minimum on one of its domains, a below-minimum band on the other. The Edge group carries no below-minimum figure at all. And the reverse trap was checked: there is no affordable-unit suffix pair in the filed type schedule and no affordable allocation, so the filed minimum IS the open-market minimum.
Anything beyond the filed range is unit-specific and changes week by week. Ask Louis, and he will tell you what is current and show you the filed document it comes from.
How many car-park bays do I get?
The filing and the developer’s own website disagree, and this page resolves neither.
BOTH filed generations say No Tempat Letak Kereta: Minima 1 Petak Parkir — a minimum of one bay. IJM Land’s own release and its own official project page say “Minimum 2 carpark bays” and “at least two bays per unit”.
Be precise about what the conflict is. The filing asserts a minimum of one; it does not assert that only one is provided, so the two statements are not strictly contradictory as statements of fact. But the developer’s own STATUTORY advertisement and its own website disagree on the number a buyer is PROMISED, and that is a real difference to a purchaser. This is the most important marketing-versus-filing conflict on this project.
What to do: get the bay allocation for your specific unit written into the SPA, not taken from a brochure or a website. And note that “24 EV bays” and an “express speed ramp” appear in one release only and are not filed, while “covered car park” appears on two portal surfaces and is not filed either.
Is it GreenRE certified?
It holds a GreenRE BRONZE rating, and that rating is PROVISIONAL, not final. The register entry reads: Residensi Riana Dutamas 3 · BRONZE · PROVISIONAL CERTIFICATION · 30 May 2025 · tool RES v3.3 · developer cell 368 Segambut Sdn Bhd.
Two things make this a solid identification rather than a name match. First, the developer cell matches the KPKT licensee exactly — so the match is on the licensee and not merely on a project name. Second, the tool code is RES (residential) and not a non-residential code, which is correct for a Schedule H Pangsapuri Servis scheme and consistent with the whole thing sitting inside the housing law.
What “provisional” means: a provisional GreenRE rating is awarded on the DESIGN; the final rating follows after completion, and the register’s own expiry column reads as one year after CCC. So the building is not yet rated as built.
And here is the credit line: the developer’s own wording is CORRECT. Its release says “Provisional GreenRE Bronze certification”, and its earlier March 2025 release — written before the 30 May 2025 award — correctly said the rating was not yet obtained and was being pursued. This series has had to correct “certified” into “provisional” on other projects more than once, so getting it right is not nothing.
Platinum was checked as a clean negative (95 rows, closing cleanly, not truncated) — no entry for this licensee or this brand at that tier. Fourteen decoy rows were refused, and two of them matter. Residensi Riana Dutamas 2 holds a Bronze FINAL certification (19 March 2025, tool RES v3.1) issued to the SAME licensee for the ADJOINING phase — the most seductive decoy shape there is, and a FINAL rating on an older tool version must not migrate onto this project’s PROVISIONAL one. And a Chinatown hotel whose developer is Dutamas Waras Sdn Bhd hides “Dutamas” inside a company name. The green-building index register returns a client error and its newer host is robots-disallowed, so GBI is INCONCLUSIVE and was never treated as a negative — and no source claims a GBI rating.
Has Stellaris won any awards?
No. Stellaris holds ZERO awards, and the two decoys sit uncomfortably close.
IJM Land publishes its own awards register, and it was read in full to 80 entries. There is no Stellaris entry in it at all.
Decoy one, and it is on the same site: the 2025 StarProperty Family-Friendly Award (Best Family-Centric Development, High-Rise, Kuala Lumpur, Honours) was awarded to Savvy @ Riana Dutamas — the adjoining phase, the same licensee, the same site, the same brand. Decoy two is the brand decoy: the 2017 StarProperty Skyline Award (Excellence) was awarded to Seri Riana Residence in Wangsa Maju, a different IJM Land Riana project. Neither of them belongs to Stellaris and neither appears anywhere else on this page.
Everything else in that register belongs to Rimbayu, Austin Duta, Seremban 2, S2 Heights, The Light, Pantai Sentral Park, Royal Mint Gardens, Bandar Utama Sandakan and others, or is corporate (developer rankings and two chief-executive awards). None of it is borrowed here. No QLASSIC score is published for this project or for any phase of Riana Dutamas.
One more absence worth recording: four IJM Corporation investor documents were searched and neither “Stellaris” nor “Riana Dutamas” appears in any of them. FCW Holdings’ own annual report was NOT reached, and it is the one corporate source for this project that remains unexploited — said plainly rather than implied to have been checked.
Why are there no floor plans on this page?
Because none exists on any developer surface, and this page will not borrow one.
IJM Land publishes no floor plan on its project page, there is no floor plan in either filed generation, and there is no filed site plan either. The developer’s media endpoint returns fourteen items for this project and not one of them is a plan. There is also no unit interior, no location map and no retail image on any developer surface. The only floor-plan-shaped assets found anywhere are portal-hosted — and a portal-hosted plan is not a developer document, so it is not used here.
What IS filed is the type schedule, and it is on this page in full: ten type codes from 766 to 1,206 sq ft, plus the statutory Keluasan Binaan in square metres per block (Blok A 71–112 m², Blok B 71–109 m²). What is NOT filed: which type sits in which block (inferable from the m² ranges only, and labelled as this page’s inference), the bedroom and bathroom mapping to the codes, and any per-type price.
One honest note on the areas, because it is the sort of thing that makes a page look wrong when it is right: two portals print Type A1 as 764 and Type A2 as 775 against the filed 766 and 776. That is not an error — it is a metric round-trip: 71 m² × 10.7639 = 764.2 and 72 m² × 10.7639 = 775.0. The portals converted the filing’s ROUNDED metric figures back to imperial. The same test holds on every other code, exactly on Type D (93 m² = 1,001.0 against the filed 1,001). Not everything that differs is a mistake, and this page publishes the filed square footage and says why the portals differ.
Ask Louis for the floor plans, the current site plan and the per-type price schedule mapped to the filed codes — they come from the sales gallery, not from the internet.
How dense is it, and is “5.78 acres” a real figure?
About 197.8 units per acre — on a figure the DEVELOPER states and no filing confirms. 1,143 units — 5.78 acres = 197.8 units per acre.
Be clear about the status of the denominator: Keluasan Tanah is NOT PRINTED in either filed generation and the register reads keluasan: 0 mps, which means “not filed” and not “zero”. So the acreage is a marketing figure, and this page labels it as one.
But it was corroborated three ways rather than simply refused, and that is worth showing: (1) internal consistency — the developer’s two figures agree with each other: 2.34 hectares = 251,875 sq ft = 5.782 acres. (2) Against the land transaction — the 2013 sale of the site to the joint venture covered four parcels totalling 671,334 sq ft (15.412 acres), a 2019 press report gives the whole development as 6.5 hectares (16.06 acres), and Savio’s parcel is reported at 2.1 hectares. 2.1 + 2.34 = 4.44 of 6.5 hectares, leaving 2.06 hectares for Savvy — a three-way split with no leftover. It reconciles. (3) Plot-ratio sanity check — 1,143 units averaging roughly 900 sq ft net is about 1.03 million sq ft net against 251,875 sq ft of land, a net plot ratio of about 4.1, which is in range for a DBKL transit-corridor site. No gross floor area is published, so that is a sanity check and not a proof.
FIVE denominators were refused, and one of them is instructive: 6.5 ha / 16.06 acres and “16 acres” are the WHOLE township, carrying all three phases’ 3,082 units (they would give a bogus 71 per acre); 2.1 ha is Savio’s parcel; 671,334 sq ft is the 2013 four-parcel purchase, i.e. the whole site again; keluasan: 0 mps on this record is “not filed”; and keluasan: 61 mps on the sibling record 19221-1 is a BUILT-UP in square metres, NOT a land area — reading that one as a site area would understate Savio’s parcel by a factor of about 340. This licence is itself a worked example of that trap.
And note: no source anywhere claims this project is low-density, so there is no claim to refute — which is said deliberately, because inventing a claim in order to knock it down would be its own kind of dishonesty.
Why are the pretty pictures labelled artist’s impressions of a “superseded” plan?
Because they are dated a year before the building plan that currently governs this project.
The three facility images — Multipurpose Hall, Jacuzzi and Floating Deck — carry CONFIRMED subjects from the developer’s own content-management-system titles plus captions printed in its project-page HTML, and the developer marks all three Artist’s Impression Only. Their CMS dates are 5–7 March 2025. The building-plan approval that currently governs is DBKL.JKB.BP U1 OSC 2026 0324(6), a 2026 approval that superseded BP U1 OSC 2024 0760. So these renders were produced under the superseded plan.
How much does that matter? Honestly: probably not much, but it is not nothing. The unit counts, the price bands and the built-up ranges did NOT change between the two filed generations, so this is probably not a re-massing of the scheme. But the storey count is disputed 37 against 40, no document explains what the re-approval changed, and a render is a sales tool and not a drawing. So they are captioned as artist’s impressions of the superseded generation and are not presented as depicting the approved scheme.
The five construction photographs are a different kind of evidence and are the more useful ones. Their dates are 1 April 2026, 2 July 2026 and 28 September 2026 — and those are the content-management-system dates, NOT the upload folder, which reads /uploads/2025/12/ for every one of them. Dating them from the folder would put four quarters of site photography in December 2025. They are graded as this project’s photographs from the CMS parent field — site-progress post 9157, titled Riana Dutamas @Stellaris — and NOT from their filenames, because the RD- prefix on that host is the whole township’s initials and the two earlier phases share the same upload tree. Every one of them has empty alt text and an empty caption, so there is no subject beyond the date, and none is invented. Read them against the register’s 20.00% — which is the only construction percentage in existence, because the developer’s own progress post publishes no percentage and no as-at date.
How far is Segambut KTM station, really?
Somewhere between 150 and 210 metres, and NOT ONE of the three published figures says what it measures.
The developer publishes exactly ONE distance figure for this entire project: “150 metres from Segambut KTM”, under “Features” on its own project page. One portal surface repeats 150 m in its highlights; the same publisher’s other domain says 209 m (“3 minutes walk”); and that publisher’s own listing cards say 210 m (“3 mins”) — so ONE publisher carries 150 m, 209 m and 210 m across its two domains, and 150 m and 210 m on the SAME page.
That is a 40% spread, carried by two publishers (the developer and that portal pair), and none of them states whether the figure is straight-line, walking distance, or measured to which station entrance. So the spread is published and no single figure is endorsed.
Two further things to be careful about. First, the covered walkway: a “covered walkway to Segambut KTM Station” appears on every developer and press surface. It is a commitment, it is undated, and it is NOT in the filed facilities list — so ask when it will exist. Second, the MRT: the station identity itself is disputed and NO distance exists from anybody. The developer says only “the nearest MRT”; one portal record names MRT Jinjang; two portal records between them name CC05, CC06, CC07 and CC08 as “nearby MRT”, one of them tagged “Provisional” by the portal itself. Those are MRT Circle Line stations that are NOT BUILT, and this page publishes none of them as existing rail. And the “GoKL shuttle” is a PUBLIC free bus service, not a developer-provided shuttle, whatever one portal calls it.
Everything else nearby is named by somebody with no distance at all: DUKE, DUKE 2, SPRINT, NKVE, PLUS, Jalan Kuching, Mont Kiara, Hartamas, Publika, Solaris Dutamas, Dutamas and KLCC — not one kilometre figure or drive time from any source, and no school, hospital, mall or university anywhere is given a distance by anyone. Nothing was estimated for this page.
Note too that the filed NEWSPAPER advertisement calls this a Pembangunan berorientasikan transit — a transit-oriented-development claim made inside a statutory document, against a nearest rail station whose distance nobody defines. A claim in a statutory document is still a claim.
What should I actually ask for at the sales gallery?
Ask for these, in writing, and check each against what is on this page.
1. The current filed advertisement particulars for 19221-3 — the P45 generation, so you are reading the one that carries Oktober 2029 and plan approval DBKL.JKB.BP U1 OSC 2026 0324(6). 2. The Schedule H sale and purchase agreement and your own delivery date in it. 3. The per-type built-up AND price schedule mapped to the filed codes A1, A2, B1, B2, B3, B4, C, D, E1 and E2 — and ask what distinguishes B1, B3 and B4, because all three file at 884 sq ft and nothing public explains the difference. 4. Which type sits in Blok A and which in Blok B, and the bedroom and bathroom count per code. 5. The car-park allocation for YOUR unit in writing — the filing says a minimum of one bay and the website says a minimum of two. 6. The floor plans and the current site plan — neither is published anywhere. 7. The approved storey count under the 2026 plan approval, and what changed from the 2024 one. 8. The land area and the lot or PT number — neither is filed and both back routes are closed. 9. For the four Stellar Shoppes units: size, price, title type, contract form and housing-law status — nothing exists on any of them. 10. Which completion date applies to your unit — because the filing says Oktober 2029, the register says 23 October 2029, and the website says Q2 2029.
The sales gallery address, which is the fullest address published anywhere for this project (and is the GALLERY, not the filed project address): Riana Dutamas Gallery by IJM Land & FCW, 368 Jalan Segambut, 51200 Kuala Lumpur. Its telephone number is the same one the KPKT register prints for the licensee, which is a neat cross-check.
Or send Louis the list and he will ask for you. He will not quote you anything he cannot show you the filed document for.

It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.

No floor plan is reproduced on this page — but the drawings are findable
A floor plan is the developer’s copyright. This site does not mirror one and let you assume it is official. What it can do is send you to the drawing itself.
The advertisement the developer filed and the housing department approved normally carries the location plan and the unit count and price for each type. A salesperson’s brochure can be reissued. This one cannot.
The drawing that binds the developer is the one attached to your own sale and purchase agreement. Anything on any website is a reference copy — check the schedule to your contract before you sign.
