Six things worth knowing before you view

Three are the reasons Sandakan families look at a house here. Three are the things I would check, in writing, before paying anything.

Finished, so you can walk through the house you are buying

The brochure gives the date of completion as ‘Completed with OC’, and the developer fact sheet says completed and move-in ready. That removes the two biggest worries of buying off-plan: the wait, and whether the finished house matches the drawing. Ask to be taken into the actual lot you are considering, not only the show unit, and check what a drawing cannot show — the morning and afternoon sun, the neighbours and the road outside.

A 999-year lease, dated from 1917

The brochure prints ‘Tenure 999 years’ with a footnote that the 999 years run from 1917 to 2916, which leaves roughly 890 years. That is the longest tenure commonly found on Sabah land, and it compares with the 99-year leases on several of the newer landed schemes on this website. The developer fact sheet also notes that titles have been issued; ask for the title number of your lot so that your lawyer can search it.

A township by IJM Land, next to Bandar Utama

The Borneo Post reported in March 2026 that IJM Rimbayu Indah is a 117-acre mixed-development township launched in 2017, with five residential phases and 269 homes completed, beside the older IJM Bandar Utama township. The developer’s location map shows Bataras, McDonald’s, Starbucks, CIMB and Wisma IJM Plantations in Bandar Utama, and the same report says a roundabout is being built where Persiaran Rimbayu Indah meets Jalan Lintas Sibuga.

The printed licence period has ended

The brochure prints a developer licence number, an advertising permit number and a validity period of 31 December 2023 to 30 December 2025. That date has passed. It may simply mean the brochure is an older print, but ask the developer in writing for the current licence and permit, or for confirmation of what applies to completed houses, and check the answer with the Sabah state housing authority.

The show unit is not the handover condition

The show unit is fitted with air-conditioners, ceiling fans, downlights, curtains, kitchen cabinets and furniture. The brochure’s specification lists none of these and states that light fittings are excluded. The house as specified comes with tiled and laminate floors, painted walls, timber doors, aluminium windows and sanitary fittings. Ask for a written list of exactly what is handed over with your lot before you compare prices.

Which type, and how the built-up is counted

The brochure gives ranges — 1,356 to 1,589 sq ft built-up, 1,264 to 2,803 sq ft of land — without a lot-by-lot schedule. By my arithmetic the two floors of the intermediate house as drawn come to about 1,200 sq ft, so the 1,356 sq ft figure must count something more, probably covered porch area; the brochure does not say. Ask for the built-up area, land area and type of the exact lot, and note that 30% of the units are reserved for Bumiputera buyers.

The whole phase, decoded

Phase 2A is two rows of 26 houses, back to back, on the south side of Persiaran Rimbayu Indah. The site plan numbers the lots 1 to 26 along the north row and 27 to 52 along the south row, each row broken into two blocks of 13; by my count that gives 8 row-end (corner) lots and 44 intermediate. A jogging track and a gazebo sit on the green strip between the houses and Persiaran Rimbayu Indah, and the legend marks street lights, fire hydrants, SESB feeder pillars, sewerage manholes and Telekom pedestals — the brochure lists underground utilities as a feature. Immediately to the south the plan shows Phases 2B and 2C in outline, and the aerial perspective labels Phase 1 beyond them. The brochure gives lot sizes of 1,264 to 2,803 sq ft and built-up areas of 1,356 to 1,589 sq ft; the smallest lot figure matches the intermediate lot as drawn (5.5 m by 21.35 m), so the larger land belongs to the corner lots. It also states that 30% of the units are reserved for Bumiputera buyers, so ask which lots are open to you.

Two house types — and what you actually receive

The standard house

Intermediate · 5.5 m (18 ft) wide

Most of the phase — 44 of the 52 lots by my count — is the intermediate house. The drawing shows a lot 5.5 m (18 ft) wide and 21.35 m deep: a 6.875 m car porch, a 9.8 m ground floor and a 4.675 m rear yard, which multiplies out to the brochure’s smallest lot of 1,264 sq ft. Downstairs, the living, dining and kitchen run front to back in one space, with Bath 3 and a store under the stairs. Upstairs are the master bedroom with Bath 1 at the front, and Bedrooms 2 and 3 with Bath 2 behind; the first floor is drawn 10.5 m deep against 9.8 m below. The intermediate house has no balcony and no side terrace.

Corner · 6.1 m (20 ft) wide house

At the end of each block the house is drawn 6.1 m (20 ft) wide with a garden down the side. It has two things the intermediate house does not: a side terrace off the living and dining area and a balcony at the front of the first floor — both reached through aluminium sliding glass doors, per the specification — and windows along the side wall. The brochure’s upper figures, 1,589 sq ft built-up and lots of up to 2,803 sq ft, belong here, but the land area differs from one corner lot to the next and no schedule is published. Ask for the exact land area and built-up of the corner lot you like.

Read before you compare

Show unit versus standard house

The furnished show unit is how the developer presents the house, not a list of what you receive. Its fittings — going by the brochure photographs and the developer’s own list of show-unit fittings — include four air-conditioners, three ceiling fans, fifteen LED downlights, a wall light on the staircase, curtains, kitchen cabinets with an island counter, and loose furniture. The brochure’s specification covers the structure, the floor and wall finishes, doors, windows, sanitary fittings and concealed wiring, and states plainly that light fittings are excluded. Treat anything that is not written into the specification attached to your sale and purchase agreement as not included, and ask for the handover list in writing. The developer’s papers name Lot 24 as the show unit in one place and Lot 26 in another, so ask which one is open to view.

What changes when it is finished

Buying a completed house

A completed house changes the paperwork. There is no progress-payment schedule to follow: a bank normally releases the loan in one go once the documents are in order, so your instalments start at once instead of building up over two years of construction. With titles issued, the house passes to you by a memorandum of transfer, which carries stamp duty on the purchase price — ask for a written estimate of every transfer cost before you commit. And because the house exists, inspect it with a defect list in hand: ask what defect liability period applies from the day you take vacant possession, and see that it is in the agreement.

All four lists are from the specification panel of the developer’s brochure, which adds that every item is subject to variation, modification and substitution to an equivalent standard or as imposed by the authorities. The schedule attached to your sale and purchase agreement is the one that binds.

The developer’s brochure draws the corner and intermediate houses side by side on each floor, the corner one furnished, and a site plan with all 52 lots numbered. Dimensions on the drawings are in millimetres with feet in brackets, as printed. Room sizes are not printed, and there is no lot-by-lot schedule of land or built-up areas, so ask for the figures for the exact lot before you book.

Where Rimbayu Indah sits

On Persiaran Rimbayu Indah, off Jalan Lintas Sibuga, in Sandakan — Sabah’s second-largest town, on the east coast, about 320 km from Kota Kinabalu: roughly six hours by road or a 45-minute flight. Sandakan counts its addresses in miles out from the old town centre, and the brochure places Rimbayu Indah in the ‘mile 4–8 zone’, the belt where most of the town’s newer housing and shops have been built. The developer’s location map draws the township beside Lintas Sibuga Road, with a road running from it into IJM’s Bandar Utama; arrows point to Kota Kinabalu, Lahad Datu and Tawau along Lintas Labuk Road, to Sandakan town along North Road, and to Batu Sapi.

This is Sandakan, not Kota Kinabalu. If you are comparing with the west-coast projects on this website, remember that the market is different: buyers here are mostly local families and people who work in the town, its port and the palm oil and timber-based industries around it, so resale and rental demand follow the local economy rather than tourism or outside investors. Drive the route to your workplace and your children’s school at the hours you would really use it, see how the Jalan Lintas Sibuga junction works while the roundabout is being built, and ask when Phases 2B and 2C next door will be built.

Why there is no federal register table on this page

Peninsular project pages on this website carry a table read from teduh.kpkt.gov.my, the federal housing register — permit number, licensed developer, unit count, permitted price band, certified construction percentage.

Sabah is outside that register by design. Housing development in Sabah is licensed under Sabah’s own Housing Development (Control and Licensing) Enactment 1978 and supervised by the state, so a Sabah project will not appear on the federal register however you search.

What to check instead

The developer’s brochure prints Developer licence No. (100-24/1230/2/5)12-2025/06731(1) and Advertising permit No. (100-24/1230/2/5)12-2025/05079(1), names Panorama Jelita Sdn. Bhd. (1070456-V) as the developer and Majlis Perbandaran Sandakan as the approving authority, and cites development plan ATSA/P1607/ARC/DO/SP 01B and building plan ATSA/P1607/RIPH2/BP/01-08. The validity period it prints, 31 December 2023 to 30 December 2025, has ended. Ask the developer, in writing, for the current licence and permit, or for confirmation of what applies to the completed houses, and check the answer with the Sabah state housing authority. Make sure the company on your sale and purchase agreement is the company that holds the licence.

Ask for the occupation certificate and the title. The brochure says the phase is completed with OC, and the developer fact sheet notes that titles have been issued. Ask for a copy of the OC and the title number of your lot, and have your own lawyer search the title: the lease dates (the brochure gives 1917 to 2916), the land category and conditions, and any charge registered against it.

On a completed house, inspect before you sign. Walk through the actual lot, list any defects, and get the defect liability period and the handover specification in writing.

Foreign buyers

Sabah sets its own minimum price for non-citizens and runs its own consent process, and the figures quoted for it conflict — RM1,000,000 in the Bar Council’s state table, with a lower strata figure also in circulation. The starting price shown on IJM Land’s project website, RM578,550, is below RM1,000,000, and land-status restrictions may also apply. If you are not Malaysian, get written confirmation for the specific lot through a Sabah conveyancing solicitor before you pay anything, and budget for the flat 8% stamp duty on residential purchases by non-citizens since 1 January 2026.

Track record

About the developer

The developer named on the brochure is Panorama Jelita Sdn. Bhd., company number 201301040633 (1070456-V). Its address is the Ground Floor of Wisma KLK Sandakan, Lot 1, Jalan Bandar Utama, Mile 6, Jalan Utara, Sandakan — the IJM Land sales gallery — and the brochure carries the IJM Land logo with the line ‘a subsidiary of IJM Corporation Berhad’. IJM Land’s own project website lists the developer of Rimbayu Indah Phase 2A as ‘IJM Land (Panorama Jelita Sdn Bhd)’, and PropertyGuru’s project page gives it as IJM Land Berhad. So this is an IJM Land project carried out through a project company, which is how large Malaysian developers usually hold each scheme. I did not find Panorama Jelita in a published IJM corporate-structure listing, so if the exact shareholding matters to you, a company search at SSM will show it.

IJM has a long and visible record in Sandakan. The Borneo Post reported on 31 March 2026 that IJM Land has been in Sandakan since 2000, that its Bandar Utama township has a gross development value of RM2.67 billion and nearly 10,000 residents, and that IJM Rimbayu Indah — launched in 2017 on 117 acres — had completed five residential phases and delivered 269 homes. The same report covered the ground-breaking of a RM4.7 million roundabout at the junction of Jalan Lintas Sibuga and Persiaran Rimbayu Indah, together with the widening of Persiaran Rimbayu Indah and a new entrance, targeted for completion in nine months; it also mentioned an upcoming commercial hub, Infineo, with 84 shop units, and a further 44 terrace homes. In September 2024 IJM Land announced that Bandar Utama Sandakan had won the Township Masterplan and Development Excellence Award from SHAREDA, the Sabah developers’ association, presented to IJM Properties Sdn Bhd.

What a big name does not tell you. A listed group’s brand is reassuring, but your contract is with the project company and your house is one particular lot. Check the current licence and permit with the state; ask for the OC and the title number; ask which contractor built the phase and what defect liability period applies; and have your own lawyer read the sale and purchase agreement and search the title before you sign. IJM Land’s township page also lists later phases — more terrace houses, semi-detached houses, condominiums, walk-up apartments and the Infineo shops — as future development, so ask what is planned beside your row, and when.

I searched the sources available to me for litigation, abandonment and Housing Tribunal claims concerning Panorama Jelita Sdn. Bhd. and Rimbayu Indah and found none reported — which is no adverse record found, not a clean bill of health. A company search and a title search cost little, and they are worth doing even with a well-known developer.

What are the building specifications at Rimbayu Indah Phase 2A?

Per the developer’s brochure: a reinforced concrete frame and staircase, brick walls and a metal roof, with tiled floors downstairs and in the bathrooms and laminate flooring in the bedrooms.

In detail: tiles in the living, dining, kitchen, staircase and Baths 1 to 3; laminate flooring in the three bedrooms and the corridor; cement render on the car porch, apron and store. External walls are cement plaster with weather-resistant paint, internal walls cement plaster with emulsion paint, and the kitchen and bathrooms have wall tiles 5 ft high. Ceilings are skim coat and paint on the ground floor and staircase, plaster ceiling and paint on the first floor, and asbestos-free ceiling board over the porch and the exposed roof eaves. Doors are timber; windows are aluminium and glass. Sanitary fittings: 3 shower roses, 3 water closets, 3 wash basins, 3 toilet-paper holders, 1 kitchen sink and 8 water taps. Wiring is concealed in conduit to Suruhanjaya Tenaga standard.

The corner house adds a tiled balcony, a cement-render side terrace and aluminium sliding glass doors to both. Light fittings are excluded, and the brochure does not give the number of electrical points.

Is the show-unit furniture included with the house?

Not according to the published specification. The show unit’s air-conditioners, ceiling fans, downlights, curtains, kitchen cabinets and furniture are show-unit fittings; the brochure’s specification lists none of them and says light fittings are excluded.

Ask for a written handover list for your lot, and treat anything that is not in the specification attached to your sale and purchase agreement as not included.

What facilities does Rimbayu Indah have, and are there monthly charges?

The Phase 2A site plan shows a jogging track and a gazebo beside the houses, with street lighting and underground utilities; each house has its own two-car porch and rear yard. There is no clubhouse or pool on the plan.

IJM Land’s township page describes Rimbayu Indah as a low-density development with dedicated walkways and cycling paths, and PropertyGuru lists a jogging track and a playground. Neither the brochure nor the developer’s website says whether the phase is gated or guarded, and no monthly charge is published — ask about both.

Can a foreigner buy at Rimbayu Indah Phase 2A?

It has to be checked lot by lot. Sabah sets its own minimum price for non-citizens — RM1,000,000 in the Bar Council’s state table, with a lower strata figure also circulating — and the starting price on IJM Land’s website is below that. The brochure also reserves 30% of the units for Bumiputera buyers.

Get written confirmation from the Sabah Lands and Surveys Department through a Sabah conveyancing solicitor before paying anything, and budget for the flat 8% stamp duty on residential purchases by non-citizens since 1 January 2026.

What has not been published?

The current developer licence and advertising permit (the printed validity ended on 30 December 2025); a lot-by-lot schedule of land and built-up areas; how the built-up figure is measured; room dimensions; the number of electrical points; whether the phase is gated or guarded, and any monthly charge; the defect liability terms; and the timing of Phases 2B and 2C next door.

Every one of these can be answered in writing. Ask for them before you pay a booking fee.

A finished terrace house in an IJM township in Sandakan?
