Taman Billion at a glance

Taman Billion is a landed scheme of 93 two-storey townhouses at Mile 7 (Batu 7), off Jalan Airport, in Sandakan, Sabah, developed by Alison Sdn. Bhd. (905761-H). It is on Sabah’s east coast, ten minutes from Sandakan Airport and fifteen from the town by the developer’s figures; portals list it as Taman Billion @ Mile 7, Sandakan. ‘Townhouse’ here does not mean stacked flats: each buyer gets one narrow house on two floors. The ground floor is a garage across the full width, with the dining area, the kitchen and a bathroom behind it; the first floor has the living room, three bedrooms and a second bathroom. There are two widths. Type A, 5.5 m wide, is 1,226.78 sq ft, or 1,270.44 sq ft at a row end; Type B, 4.9 m wide, is 1,092.95 sq ft, or 1,136.61 sq ft at a row end. Those are the developer’s ‘gross build-up’ figures and, by my arithmetic from the drawings, they include the garage. The land is on a 99-year lease under a master title, and completion is 24 months from the sale and purchase agreement. The developer’s flyer has spaces for a developer’s licence number and an advertising permit number, and both are blank on the copy I have seen — so ask for both in writing before you pay anything. I have also found no developer website, no press report, no published track record and no price published by the developer, so ask me for the current price list.

Six things worth knowing before you view

Three are the reasons Sandakan families look at a house here. Three are the questions I would want answered in writing first.

A whole house, not a flat

‘Townhouse’ means different things in different places, so to be exact: the developer’s plans show each unit as one house on two floors, with its own entrance and its own garage. Downstairs is the garage, then the dining area, the kitchen and a bathroom. Upstairs is the living room in the middle, one bedroom and a bathroom at the back and two bedrooms at the front. Nobody lives above or below you; you share only the side walls.

A real garage, counted in the size

The garage takes the whole front of the ground floor — 5.72 m deep and the full width of the house, 5.5 m in Type A and 4.9 m in Type B — and the drawing shows folding gates across its front. That is covered, lockable space for parking, motorcycles and storage. The trade-off is that the quoted size includes it: by my arithmetic about 339 sq ft of a Type A and 302 sq ft of a Type B is garage, and the living room is upstairs.

Mile 7, ten minutes from the airport

The developer’s map puts the site on the east side of Jalan Airport, just north of where it meets Jalan Labuk and Jalan Lintas Utara, with Wisma Persekutuan and the Sandakan Golf Club by the junction, Bandar Perdana, Mydin and Sejati Walk towards the airport, and Bandar Tyng, Bataras Hypermarket and Bandar Utama to the south. The flyer gives 10 minutes to the airport and 15 minutes to Sandakan town.

No licence number on the flyer

A Sabah housing developer needs a developer’s licence and an advertising permit, and sales material normally prints both numbers. The Taman Billion flyer has the two labels, and the space after each is empty on the copy I have seen; the fact sheet does not give them either. It may simply be a matter of timing, but it is the first thing to settle: ask for both numbers and their validity dates, and see them in writing, before you pay anything.

Master title, 99 years, and a monthly fee

The flyer gives the tenure as a 99-year lease under a master title, so individual titles are still to come, and it does not say when the lease started or when it ends. The developer fact sheet also quotes a management fee — about RM123 a month for the 1,226.78 sq ft house and RM109 for the 1,092.95 sq ft house — and the site plan marks a management office. Ask whether you will receive a strata title or an individual title, and what the fee pays for.

A developer with no public record that I can find

Alison Sdn. Bhd. is named on the flyer with its company number and a Sandakan office address. Beyond that I found no website, no press coverage and no list of completed projects. That is not unusual for a local Sandakan developer, but it means you should ask directly what the company has built and handed over, and go and look at one finished scheme.

The whole development, decoded

The 93 houses are sold in three phases, each one a single row along its own road. By the developer’s site plan, Phase 1A is lots 1 to 29 and Phase 1B is lots 30 to 59 — both Type A — and Phase 1C is lots 60 to 93, which is Type B. That makes 59 Type A and 34 Type B. Each row is broken once by an open-space strip, so there are six blocks and, by my count, 12 row-end houses, which the flyer calls corner units. The entrance is from Jalan Airport on the west side, past a block marked ‘Future Development’. The plan also shows a sewage treatment plant reserve, two detention ponds, open spaces at both ends of the site and narrow open-space strips between the blocks. A fourth row, lots 94 to 126 with a management office, is drawn in grey and is not among the phases on sale. The flyer states that 30% of the units are reserved for Bumiputera buyers, and the site plan colours those lots — 28 of the 93 by my count — so ask which lots are open to you. On size, the developer’s figures are ‘gross build-up’: multiply the drawn width by the two floor depths and you get the intermediate figure almost exactly, garage included. No land area is published, and the plans draw no garden or yard.

Two widths, twelve row ends — and how you pay for it

The wider house

Type A · 1,226.78 sq ft

Type A is the wider of the two houses and the more numerous: 59 of the 93, in Phases 1A and 1B. The dimension strings on the drawing add up to a house 5.5 m (about 18 ft) wide, 9.76 m deep on the ground floor and 10.96 m deep on the first floor, which is 1.2 m deeper than the floor below. Upstairs, Bedroom 2 at the back is drawn 4.1 m wide and the two front bedrooms 3.2 m and 2.3 m wide. The intermediate house is 1,226.78 sq ft gross; my arithmetic puts the garage at about 339 sq ft of that.

The narrower house

Type B · 1,092.95 sq ft

Type B has the same layout on a narrower plan: 4.9 m (about 16 ft) wide, with the same floor depths. There are 34, all in Phase 1C — lots 60 to 93, the row behind Phase 1B. The 60 cm comes off the rooms: Bedroom 2 is drawn 3.5 m wide and the front bedrooms 2.9 m and 2.0 m. A bedroom 2.0 m wide suits a single bed or a study rather than a double, so measure it against your furniture. The intermediate house is 1,092.95 sq ft gross, of which the garage is about 302 sq ft by my arithmetic.

Corner units · 43.66 sq ft more

The flyer gives a corner figure for each type: 1,270.44 sq ft for Type A and 1,136.61 sq ft for Type B — in both cases 43.66 sq ft more than the intermediate house. The first-floor drawing shows where it comes from: a bay 600 mm deep on the side wall, alongside the living room and the third bedroom, which also gives those rooms side windows. By my count of the site plan there are 12 row-end houses, eight Type A and four Type B. What is not published is whether a corner house comes with any side land — the ground-floor drawing shows a strip along the side and a boundary line but no dimension — so ask for the land area of the exact lot.

First-home financing

A two-storey house of this size is the kind of home Malaysia’s government-backed first-home financing schemes — such as Skim Rumah Pertamaku and the SJKP guarantee schemes offered through banks — are designed for. Whether any of them applies to you depends on your income, your age, whether you already own a home and the bank’s own approval. On a house still under a master title the bank will also look at the developer, the title position and the developer’s licence and advertising permit, so a banker’s answer is a useful check in itself. The Taman Billion floor plans

The developer’s flyer draws each type on two floors, as a mirrored pair of houses, with the left-hand house shown as a row end. Dimensions on the drawings are in millimetres; the metres, feet and square feet below are my conversions and arithmetic. The drawings give the room widths but not every room depth, and they carry no land dimensions. Ask for the dimensioned plan and the land area of the exact lot before you book.

Where Taman Billion sits

At Mile 7 (Batu 7), off Jalan Airport, in Sandakan — Sabah’s second-largest town, on the east coast, about 320 km from Kota Kinabalu: roughly six hours by road or a 45-minute flight. Sandakan counts its addresses in miles out from the old town centre, and Jalan Airport is the road that leads to Sandakan Airport, itself about 14 km from the town centre. The developer’s site plan shows the houses entered from Jalan Airport, between Jalan Pak Tak to the north and Lorong Khong Lok to the south, with a public health complex (Kompleks Kesihatan Awam) and the Sandakan Native Court across the main road. A Sabah listing portal gives the address as 1848, Lorong Khong Lok, 90000 Sandakan. It shares its name with an older Taman Billion in Cheras, Kuala Lumpur — this page is about the one in Sandakan.

This is Sandakan, not Kota Kinabalu. If you are comparing with the west-coast projects on this website, remember that the market is different: buyers here are mostly local families and people who work in the town, its port and the palm oil and timber-based industries around it, so resale and rental demand follow the local economy rather than tourism or outside investors. The flyer’s 10 and 15 minutes are the developer’s figures, so drive the route to your workplace and your children’s school at the hours you would really use it. Ask, too, what is planned for the ‘Future Development’ land between the houses and Jalan Airport, and for the grey row of lots behind Phase 1C.

The government record

Why there is no federal register table on this page

Peninsular project pages on this website carry a table read from teduh.kpkt.gov.my, the federal housing register — permit number, licensed developer, unit count, permitted price band, certified construction percentage.

Sabah is outside that register by design. Housing development in Sabah is licensed under Sabah’s own Housing Development (Control and Licensing) Enactment 1978 and supervised by the state, so a Sabah project will not appear on the federal register however you search.

What to check instead

No developer’s licence number and no advertising permit number is printed on the material I have seen. The developer’s flyer carries the labels ‘Developer’s Licence’ and ‘Advertising Permit’ with nothing filled in after them, and the developer fact sheet gives neither number. I do not know the reason; it may simply be a matter of timing, and a blank is not proof of anything either way. But a buyer should not have to guess. Before you pay anything, ask the developer for the Sabah developer’s licence number and the advertising permit number for Taman Billion, with their validity dates, see both in writing, and check them with the Sabah state housing authority. Make sure the company on your sale and purchase agreement is the company that holds the licence — the flyer names Alison Sdn. Bhd. (905761-H).

Pay only into the project account. The flyer states that the whole purchase price, including any deposit, must be paid into the project’s account, and the bank and account number are left blank on the same line. Ask for the account details in writing on the developer’s letterhead, and do not pay into any other account.

Ask about the title. The flyer gives the tenure as a 99-year lease under a master title. Ask for a land title search showing when the lease started and when it expires, the land-use conditions and any charge registered on the land, and ask whether you will receive a strata title or an individual title, and when — your own lawyer should confirm this before you sign.

On an off-plan project, ask for progress in writing. No official progress figure has been published. Ask for the latest architect’s certificate of progress and the delivery date in your agreement.

Foreign buyers

Sabah sets its own minimum price for non-citizens and runs its own consent process, and the figures quoted for it conflict — RM1,000,000 in the Bar Council’s state table, with a lower strata figure also in circulation. The asking price on the public listing I have seen for these houses is well below RM1,000,000, the flyer reserves 30% of the units for Bumiputera buyers, and land-status restrictions may also apply. If you are not Malaysian, get written confirmation for the specific lot through a Sabah conveyancing solicitor before you pay anything, and budget for the flat 8% stamp duty on residential purchases by non-citizens since 1 January 2026.

Track record

About the developer

The developer is Alison Sdn. Bhd., company number 905761-H. The flyer gives its office as 1st Floor, Lot 5, Block I, Bandar Kim Fung, Mile 4, Jalan Labuk, Sandakan — about three miles closer to town than the site. A named company, a registration number and an office address can each be checked. What the flyer does not give is a developer’s licence number or an advertising permit number: the spaces for both are blank on the copy I have seen.

What I could not find is any public track record. I searched for the company by name, by its company number and by its office address, and found no website, no press coverage and no list of completed projects. A Sabah listing portal carries the project but names no developer. One small thing to ask about: the flyer’s location paragraph refers to ‘Taman Maju’ rather than Taman Billion, which reads like wording carried over from other material. I do not know whether Taman Maju is an earlier scheme by the same people, so I will not say that it is. Ask the developer in writing which projects the company or its directors have completed, and go and see one.

How to check a local Sabah developer. Get the licence and permit numbers and check them with the state; look the company up on the SSM register and see who its directors are and whether its filings are current; ask which contractor is building the houses; and have your own lawyer read the sale and purchase agreement and the title position before you sign.

I searched the sources available to me for litigation, abandonment and Housing Tribunal claims against Alison Sdn. Bhd. and found none reported — which is no adverse record found, not a clean bill of health. With so little published, the small fee for a company search is worth paying.

From 1,092.95 to 1,270.44 sq ft ‘gross build-up’, per the developer’s flyer: Type A is 1,226.78 sq ft, or 1,270.44 sq ft at a corner; Type B is 1,092.95 sq ft, or 1,136.61 sq ft at a corner.

Type A is 5.5 m wide and Type B 4.9 m. Is Taman Billion freehold or leasehold?

Leasehold. The developer’s flyer gives the tenure as a 99-year lease under a master title, and the developer fact sheet also says leasehold, 99 years.

Neither states when the lease began or when it expires. One public classified listing ticks ‘Freehold’ in the site’s tenure field, which contradicts the developer’s own material — rely on the land title search and your agreement, and ask whether you will get a strata title or an individual title.

What is the price of a Taman Billion townhouse?

I have not found a price published on a developer website or in the press. A Sabah listing portal shows its price with the digits masked, and the asking price on a classified listing is that advertiser’s figure, so I do not reproduce either here.

When will Taman Billion be completed?

The developer gives 24 months from the date of the sale and purchase agreement. No completion date and no construction progress figure has been published.

Ask for the latest architect’s certificate of progress, and rely on the delivery date written into your own agreement.

Does Taman Billion have a developer’s licence and an advertising permit?

I cannot tell you from the material I have seen: the developer’s flyer has spaces for both numbers and both are blank, and the developer fact sheet gives neither.

Ask the developer for the Sabah developer’s licence number and the advertising permit number, with their validity dates, and see both in writing before you pay anything. A bank will normally ask for the same documents before it approves a loan.

Who is the developer of Taman Billion Sandakan?

Alison Sdn. Bhd. (company no. 905761-H), according to the developer’s flyer, with an office at Bandar Kim Fung, Mile 4, Jalan Labuk, Sandakan.

I found no website, press coverage or list of completed projects under that name. Ask the developer in writing what it has completed, and look the company up on the SSM register.

What is the management fee at Taman Billion, and what facilities are there?

The developer fact sheet quotes a management fee of about RM123 a month for the 1,226.78 sq ft house and RM109 a month for the 1,092.95 sq ft house — roughly 10 sen per sq ft.

The site plan shows no clubhouse or pool: there are open spaces and open-space strips, a sewage treatment plant reserve, two detention ponds and, in the row not yet on sale, a management office. A public classified listing mentions parking and security.

Whether the scheme will be gated and guarded, what the fee covers and whether a sinking fund is charged on top are not stated in the developer’s material — ask.

Can a foreigner buy at Taman Billion?

It has to be checked lot by lot. Floors are ceramic tiles or laminate in the living room and bedrooms and ceramic tiles in the kitchen and bathrooms; the kitchen and bathroom walls are tiled to 5 ft, and the other walls are plastered and painted. Ceilings are skim-coated generally, with plasterboard or an equivalent asbestos-free sheet. The entrance has an aluminium-frame sliding door with clear glass; bedroom doors are solid timber flush doors and bathroom doors plywood flush or PVC; windows are aluminium-framed, with obscure glass in the bathrooms.

The kitchen comes with a single-bowl sink. Electrical installation is to SESB requirements and light fittings are not included; the panel does not list the number of power points or name the sanitary ware.

The developer’s licence and advertising permit numbers; a developer price list; the land area of each lot; the start and expiry dates of the lease; whether the title will be strata or individual; an official construction progress figure; what the management fee covers; the developer’s completed projects; and the plans for lots 94 to 126 and the ‘Future Development’ land.

Every one of these can be answered in writing. Ask for them before you pay a booking fee.

Tell me whether you want Type A or Type B, an intermediate or a corner house, whether this is your first home, and when you need to move in, and I will send you the site plan, the price of the lots that are actually left, and what the developer says in writing about the licence, the title and progress. I take availability directly from the developer.
