ACCENT Petaling Jaya (“Accent Residences”) — Lot 1A, Jalan Kemajuan, Seksyen 13, Bandar Petaling Jaya, Daerah Petaling, SELANGOR: the developer licence is live, but NO SCHEME IS REGISTERED and NO ADVERTISING AND SALES PERMIT HAS EVER BEEN ISSUED — jumlahProjek: 0, projek: []

Read this first, because it is the whole point of this page. The KPKT KPKT TEDUH register, read on 13 October 2026, shows that LEISURE EVENT SDN. BHD. holds a live housing developer licence — 31356/04-2031/0103(N), valid 14 April 2026 to 13 April 2031, with four years and six months still to run — and that the licence carries jumlahProjek: 0 and projek: []: not one registered housing scheme. Both serial walks fail. api/projek-swasta/31356-1 and 31356-2 each return CLIENT_ERROR, while the same-session control 30162-1 returns a full live record for a sibling project — so the failure is the absence of a record and not a broken tool. The filed document server agrees: hims…/files/31356/31356-1/IKLAN_BROSUR_01.pdf returns CLIENT_ERROR against a control path that returns a live brochure. Walk and count agree. There is no dormant twin, no unlisted phase and no second generation — there is nothing at all. So there is NO registered scheme name, and NO advertising and sales permit has ever been issued — not lapsed, not expired, not a placeholder, not a dash: never issued. A licence is not a registration, and a registration is not a permit. Everything that would normally be the spine of this page — the filed building type, the filed tenure and lease expiry, the Sekatan Kepentingan restriction in interest, the chargee, the filed unit and storey counts, the car park, the statutory selling-price band, the built-up schedule, the Jadual G or H contract, the binding completion date and the coordinates — does not exist, for one reason and not twenty: nothing has been filed. And the second-order consequence, which is easy to miss and easy to misread as good news. The developer-conduct fields this site normally publishes — statusPemaju, mempunyaiKesalahan, bilanganProjek, the per-component status.rows and the Rekod Lesen Terdahulu licence history — live only on a project record. With no project record they are UNREADABLE, not clean. This page says unreadable everywhere, because that is what the register supports. Two surfaces are nevertheless taking bookings. One agent site calls the product pre-launch with an official launch scheduled for late 2026; a third-party marketing site records three of the marketed unit types as fully booked. The register shows no advertising and sales permit for this scheme. An advertising and sales permit must be in force before units in a housing development may be advertised and sold; the register shows none; so a buyer should ask for the permit number before paying anything or signing anything. This page states that requirement and makes no allegation about any party’s conduct. Then the name problem. Four names are in circulation and there is no registered name to compare them with. ACCENT Petaling Jaya is the developer’s own, from Avaland Berhad’s own release of 27 August 2026; Accent Residences is The Edge group’s, 9 October 2026, verbatim “Marketed as Accent Residences”; and two agent sites market the same 231-unit, 38-storey, private-lift project on the same street as PJ33 Residences by “PJ Jaya 33 Development Sdn Bhd” — a company that holds no KPKT developer licence in any search form tried (q=JAYA 33 = 0, q=PJ JAYA = 0, q=JAYA33 = 0, against the same-session control q=EXSIM = 16). That attribution is recorded here as UNSUPPORTED, not as disproved, because a one-word q=JAYA was not exhausted and a two-word query on this register can miss where each word alone hits. The practical consequence of the empty registered-name field: a client who runs their own KPKT project search for “Accent” will find NOTHING, and that is expected rather than a defect. Give them developer code 31356 and licence 31356/04-2031/0103(N) instead — those resolve. And the location, because it is worth money. The land title quoted in a Bursa Malaysia announcement by the vendor’s listed parent reads PT 1A, HSD 156434, a qualified title, in Bandar Petaling Jaya, Daerah Petaling, Negeri Selangor. Because the site sits in a bandar there is no mukim and the question does not arise — there is no “Mukim Petaling Jaya” and this page does not invent one. This is SELANGOR, so the foreign-buyer floor is RM2,000,000. One third-party marketing site serves its copy of this project under a /kuala-lumpur/ URL path while its own breadcrumb says Selangor, and states a RM1,000,000 Petaling Jaya minimum for foreigners. That figure is wrong, it is wrong by half, and this page corrects it explicitly.

Every figure on this page is traced to a named published source: the public KPKT TEDUH register licensee record for developer code 31356, read 13 October 2026, with seven search forms run and a same-session positive control on each; the HIMS filed-document server, on which nothing exists for this project; two Bursa Malaysia announcements by the vendor’s listed parent, which carry the land title, the area, the price and the licensee’s registration number; Avaland Berhad’s own press releases of 1–2 July 2025 and 27 August 2026; The Edge group, 1 July 2025 and 9 October 2026; StarProperty, 6 February 2026; the GreenRE certification register across all four tiers plus one certification-entry list; the myBina construction record; and four named third-party marketing sites, each graded as marketing. Where nothing is published, this page says so instead of filling the gap — and it carries no figure, no distance, no park, no chargee, no completion date, no award and no green rating from Helix2 at PJ South, from ForestHill at Damansara Perdana, from Zenia at ParkCity Damansara, from BAYU at Seksyen 13 SHAH ALAM, from The Atera at Seksyen 13 Petaling Jaya, or from Avaland’s own Alora, Amika, Avalon, Alira, Anja and Aetas schemes, every one of which is a different project with its own page or its own licensee.

NEVERissued — the advertising and sales permit. Not lapsed, not expired, not blank, not a placeholder. Lapse cannot even be assessed, because there is nothing to assess. 69.3%of the RM2,000,000 Selangor Zone 1 foreign-buyer floor — the developer’s own RM320 million GDV divided by the agents’ own 231 units, RM1,385,281 per unit on average. Probably no unit clears the floor; it is UNDETERMINABLE, because no price is filed; and this page will not estimate a per-unit answer
106–118units per acre — 231 or 257 units on 2.1716 acres read off title HSD 156434 in a stock-exchange filing, corroborated three ways. The best density denominator this series has had, and it refutes the “ultra-low density” marketing claim on its own arithmetic. Eight other denominators were tested and refused
RM518.01per square foot of land — RM49,000,000 cash for 94,596 sq ft, SPA dated 1 July 2025. Within 0.8% of The Edge’s own 2021 Seksyen 13 industrial benchmark high of RM514 psf, which is a rare case where a published comparable corroborates a price instead of contradicting it. ACCENT Petaling Jaya at a glance — and what “at a glance” can honestly mean here

Read the second column of every row. On a normal project page this strip reports filed particulars. On this one, only the first four rows are statutory facts — the licensee, its registration number, the licence and its validity. Everything else is either read off a stock-exchange filing, computed on this page from published figures and labelled as such, or MARKETING, because no housing scheme has been registered and no advertising and sales permit has ever been issued for this development. Nothing below is a quotation, a price list or an offer.

Licensed developer
LEISURE EVENT SDN. BHD.KPKT KPKT TEDUH register, developer code 31356. A wholly-owned subsidiary of Avaland Holdings Berhad, itself wholly owned by Avaland Berhad (Bursa: AVALAND). Your SPA counterparty is Leisure Event Sdn Bhd, not Avaland Berhad
Company registration number
201001025599 (909513-V)TEDUH does not print it; the VENDOR’S Bursa announcement of 1 July 2025 does. That is the only public source for it

The (N) suffix has never been characterised on a LICENCE number in this series — the sibling Avaland licence 30162 carries (A). Most likely a first-issue marker; stated as a reading, not a fact
Registered housing schemes on that licence
ZERO. jumlahProjek: 0 · projek: []31356-1 and 31356-2 both CLIENT_ERROR; same-session control 30162-1 returns a full live record. Walk and count agree
Registered scheme name
NONE EXISTSThere is no project record, so there is no nama field to carry one. A client’s own KPKT search for “Accent” returns nothing, and that is expected. Search by developer code 31356 instead
Advertising and sales permit (APDL)
NEVER ISSUEDNot lapsed, not expired, not blank, not a placeholder. Lapse cannot be assessed because there is nothing to assess. Two agent sites print an estate-agency E(1) number where a permit number belongs
Filed building type (Jenis Bangunan)
NOT FILEDFour labels in circulation, two of them inside ONE Avaland release: “high-rise commercial development” (body) and the “AVA Prime series” of homes (CEO’s quote); “high-rise mixed-use” (StarProperty); “SERVICED APARTMENT” (myBina); “serviced apartment on Commercial Title under HDA” (agents). Nothing filed settles it
Contract schedule (Jadual G / H)
NOT FILEDSchedule H is asserted by ONE third-party marketing site and by nothing else. With no APDL there is no permit tail, so even the -(L) / -(S) landed-versus-strata read is unavailable
Land, from the title in a Bursa filing
8,787.9684 m² = 94,596 sq ft = 2.1716 acresTitle PT 1A, HSD 156434 (qualified title), Bandar Petaling Jaya, Daerah Petaling, Selangor. Corroborated three ways — the developer says “2.2 acres”, The Edge “2.17 acres”, an agent site “about 2.17 acres”. The 3.4 sq ft gap against the metric figure is the conversion constant, not a discrepancy
Mukim
THE QUESTION DOES NOT ARISEThe title sits in Bandar Petaling Jaya, a bandar land-registry unit. There is no mukim, and no “Mukim Petaling Jaya” exists. This page prints the answer rather than a blank
Land price paid, and the corroboration
RM49,000,000 cash · RM518.01 psf · SPA 1 Jul 2025Vendor Comit Communication Technologies (M) Sdn. Bhd. 199101011806 (222118-H), 75.5%-held by Warisan TC Holdings. RM22.56 million per acre, and within 0.8% of The Edge’s own 2021 Seksyen 13 industrial benchmark high of RM514 psf
Tenure, and the lease
Leasehold · “about 50 years remaining” (2025) · EXACT EXPIRY NOT PUBLISHEDNot filed — established from the title and from the vendor via The Edge, 1 July 2025. This page does not interpolate a date, and neither should any brochure. Why the remaining term, not the original term, is the number that matters
Units
231 (three agent sources) vs 257 (myBina)NOT FILED. 26 units apart. 231 ÷ 8 per floor = 28.9 residential floors of a marketed 38; 257 ÷ 8 = 32.1. Neither reconciles to anything filed. Publish both, pick neither
Storeys, car park, lifts, podium
38 storeys — MARKETING. Everything else UNKNOWNBilangan Tingkat and Tempat Letak Kereta are NOT FILED. Agents give 2 to 3 bays by type; nobody states a basement count, a podium count or a lift count, on a scheme marketed on a private lift lobby to every home
Built-up range
1,165 – 1,860 sq ft (The Edge) — and three other top endsNOT FILED. 1,860 (The Edge) · 1,880 (two agents) · 1,900 (one agent) · 2,811 (one source only, 50% above the next highest — REFUSED). The bottom end agrees to the foot across three sources
Statutory selling-price band
NOT FILED — and there is NO registry band eitherprojek: [], so there is no project row to carry one. The below-filed-minimum test is therefore INAPPLICABLE, which is a distinct finding and not an absence, and the register-against-filing splice test is unavailable in both directions
What this page publishes instead of a price
The developer’s own GDV of ≈RM320 million, plus labelled arithmeticRM320,000,000 ÷ 231 = RM1,385,281 average per unit; ÷ 257 = RM1,245,136. My arithmetic on the developer’s own published GDV, and a ceiling rather than an estimate, because the GDV presumably includes any commercial component. Not a price list, not a quotation, not an offer
Foreign buyers
Selangor ZONE 1 · floor RM2,000,000 · per-unit answer UNDETERMINABLEDaerah Petaling. DOUBLE the Kuala Lumpur figure, and one aggregator prints RM1,000,000 for Petaling Jaya, which is wrong by half. The average unit is 69.3% of the floor; the largest marketed type would need about RM1,064 psf against an area benchmark of RM850–970 psf. Probably none clear it. Never assume eligibility
Sekatan Kepentingan and the chargee
BOTH NOT FILED — and Sekatan Kepentingan is UNREADABLEThe strongest single foreign-buyer signal in this series is simply unavailable here, and the title is a qualified title on which a restriction in interest, an express condition and a land-use category may well exist. No bank is named by any source. Ask for a title search first
Density, named denominator
106.4 units/acre at 231 · 118.3 at 257On 2.1716 acres read off the title in a stock-exchange filing. Moderate by this series’ own record (Eden 11.9, Broadleaf 6.02 low; ForestHill 140.8, Ekotitiwangsa 216.5 high) — so the “ultra-low density” claim on one agent site is refuted by arithmetic on the best figure available. The plot-ratio cross-check is impossible: no GFA is published
Completion / vacant possession
NO BINDING DATE HAS BEEN FILED — and FIVE dates circulateTarikh Dijangka Siap NOT FILED; pindaanTempohSerahKosong ABSENT, not Ya or Tidak — do not infer it. Developer launch window 2H 2026; agents 2030, with one of them calling it a target and not a guarantee; myBina’s “Oct 2026” is internally impossible against its own blank construction start
Build status

MBPJ — settled by the WEAKER routePihak Berkuasa Yang Meluluskan is NOT FILED, and no No. Kelulusan Pelan Bangunan exists anywhere, so the plan-prefix proof this page prefers is unavailable. Settled instead by The Edge naming MBPJ’s rezoning and the gazetted Seksyen 13 RKK, by the title’s own bandar, and by jurisdiction. Not MBSJ, not MPS, not MBSA, not DBKL
Green rating, awards, QLASSIC
NONE, for this projectNo GreenRE row for the project, the marketing names or the licensee; Platinum closes cleanly (a genuine negative), Gold, Silver and Bronze all truncate, and the Bronze entry list covers 09 Dec 2025 back to 04 Apr 2024 — the wrong window for a 2026-era scheme. No award and no QLASSIC score, which is impossible on unbuilt work
Images on this page
NONE, deliberatelyThe developer’s own CMS holds nothing (media?search=accent = [] against a control returning 10 real items), the project is absent from its own 29-project list, the two press images are a generic Seksyen 13 photograph and the Dutch Lady factory — a different project, and on an unapproved scheme any undated render may depict something never built

Why this page exists, when there is almost nothing filed to publish

This is the inverse of a normal project page, and that is deliberate. Four marketing websites are selling this development, one of them under an invented project name and an unlicensed developer name, and not one of them tells a buyer that no housing scheme has been registered and no advertising and sales permit has been issued. The value of this page is its NOT FILED list, not its spec table.

🔍

It says the thing none of the marketing sites says

No registered scheme. No APDL. No filed advertisement. Proved three ways: jumlahProjek: 0, two failed serial walks against a passing same-session control, and a 404 on the filed-document server against a live control path. Said in the first paragraph, not in a footnote.

⚠

It states the requirement and makes no allegation

An advertising and sales permit must be in force before units in a housing development may be advertised and sold. The register shows none for this scheme. Two surfaces nevertheless describe bookings. So the page tells a buyer what to ask for before paying anything — and accuses nobody of anything.

📄

It names what is NOT filed, one field at a time

Twenty-four statutory fields, each printed with its Malay label and its status, so a reader can see that the gap is ONE absence and not twenty separate failures to look. Including the two most expensive ones: the exact lease expiry, and Sekatan Kepentingan.

🔑

It reads the developer record as UNREADABLE, not clean

statusPemaju, mempunyaiKesalahan, bilanganProjek and the Rekod Lesen Terdahulu licence history live only on a project record. With no project record there is no developer-conduct record either — and a blank is not a clearance.

🏠

It fixes the foreign-buyer figure one aggregator gets wrong

Daerah Petaling is Selangor Zone 1: the floor is RM2,000,000. One third-party site states RM1,000,000 for Petaling Jaya. That is wrong by half, and it is the same error this site has already had to correct once. The honest per-unit answer is UNDETERMINABLE, and the arithmetic says probably none.

📅

It refuses the borrows, by name

THE ASCENT @ PARADIGM PJ holds GreenRE Gold and is one letter from this project’s name, in the same city. PJ33 holds Bronze and is the tower this site sits next to, and the very name an agent site markets this project under. Both refused, with the reason printed.

Project DNA

What is established, what is computed, and what is simply not there

Three columns, because the grades are genuinely different. Statutory means the KPKT register or a stock-exchange filing. Computed means arithmetic performed on this page on figures the developer itself published, and labelled wherever it appears. Marketing means a developer release, a publisher, or one of four third-party sites — and on this project every product specification falls into that third class, because no housing scheme has been registered.

Arithmetic on published figures — labelled, never presented as filed
  • RM518.01 per sq ft of land — RM49,000,000 ÷ 94,596 sq ft. RM22.56 million per acre
  • Within 0.8% of RM514 psf, The Edge’s own 2021 Seksyen 13 industrial benchmark high (GSD Land, RM46 million)
  • 106.4 units per acre at 231 units; 118.3 at 257
  • RM1,385,281 average per unit — RM320,000,000 GDV ÷ 231; RM1,245,136 ÷ 257
  • 69.3% of the RM2,000,000 floor — and 62.3% on the 257-unit divisor
  • ≈RM1,064 psf — what the largest marketed type (1,880 sq ft) would need to reach the floor
  • RM737 psf at 1,880 sq ft to RM1,189 psf at 1,165 sq ft — GDV ÷ (231 × built-up). A CEILING on residential psf, not an estimate of it, because the GDV presumably includes any commercial component
  • 28.9 residential floors at 231 units; 32.1 at 257, on the marketed 8 units per floor against a marketed 38 storeys
  • 462–693 car-park bays implied by 231 units at the agents’ 2–3 bays — which implies a podium of substantial depth, and no source states a level count

MARKETING — the product, all of it

Nothing in this column is filed. Four sources, and they disagree
  • Single tower, 38 storeys — myBina and one agent site
  • 8 units per floor — one third-party marketing site
  • 231 units (three agent sources) against 257 (myBina)
  • Three type codes A / B / C on one site, five A / B1 / B2 / C1 / C2 on two others
  • A private lift lobby to every home — the ONLY product attribute corroborated by an independent publisher (The Edge), and asserted by all four marketing surfaces
  • Facilities floor of about 4,600 m² — ONE third-party site. Not a land area; see the density note
  • An 11-bay EV charging hub — ONE third-party site. Oddly specific, and therefore worth asking about
  • Curved lagoon pool with lap lanes, lagoon deck, panoramic fitness centre, landscaped social pavilion, “resort-inspired podium levels” — ONE agent site, and it is the site that also invents the project name and the developer name. Flagged, not adopted
  • A named sanitary-ware brand and air-conditioning to every home — a brand specification from a third-party site on an unregistered scheme. REFUSED
  • No source assigns any facility to any level, states a pool length, a clubhouse area, a management-office provision, a maintenance charge or a sinking-fund rate
  • Nobody claims gated-and-guarded or any security specification at all — so there is nothing to grade, and no filed security schedule exists to grade it against. Consistent, and worth saying
  • Nobody describes a retail, office or shop component, its size or its HDA status — although the developer calls the scheme “commercial” and StarProperty calls it “mixed-use”. The gap is the finding

UNREADABLE — not clean, not clear

Fields that exist on every other page in this series and cannot be read here
  • statusPemaju — the licensee’s status
  • mempunyaiKesalahan — the offence flag. The field is NOT PRESENT in the record; record the absence, do not read a clearance
  • bilanganProjek and the per-component status.rows
  • Rekod Lesen Terdahulu — the licence history. There is none to read, in either direction: no unpermitted interval found, and no continuous cover credited either
  • status.keseluruhan, CCC, VP, % built, bakiUnit
  • pindaanTempohSerahKosong — ABSENT, not Ya and not Tidak. Do not infer it
  • All of these live only on projek-swasta/<serial>-<n>, and there is no serial. This is the least visible register state and the easiest to mistake for a clean one

Chronology — and the three dates that cannot all be true

1 Jul 2025Land SPA. RM49,000,000 cash for PT 1A, HSD 156434, 2.1716 acres, from Comit Communication Technologies (M) Sdn. Bhd. Announced by the vendor’s listed parent on Bursa Malaysia, which is where the title, the area and the licensee’s registration number come from
1–2 Jul 2025Avaland’s own release: “high-rise commercial development” in the body, “AVA Prime series” of homes in the CEO’s quote, GDV ≈RM320 million, “subject to regulatory approvals”. No project name, no subsidiary named, no tenure stated

14 Apr 2026Developer licence 31356 takes effect — a first issue, to 13 April 2031. It post-dates the land purchase by 9½ months, which is the normal order

Oct 2026myBina’s “target completion” — INTERNALLY IMPOSSIBLE. A 38-storey tower cannot complete three months after its own pre-construction verification, on a record whose construction start is blank. Recorded and rejected
9 Oct 2026The Edge / EdgeProp: “Marketed as Accent Residences”, 2.17 acres, GDV RM320 million, built-ups 1,165–1,860 sq ft, a private lift lobby per unit, “sited next to Plaza 33”, MBPJ’s urban-renewal rezoning and the gazetted Seksyen 13 RKK
“late 2026”One agent site: “official launch is scheduled for”, product described as pre-launch, with a price called “an estimated pre-launch base price, subject to final confirmation”
“2025”One third-party marketing site says “launched 2025” and lists three unit types as fully booked. That contradicts the developer’s own 2H 2026 launch window and the other agent site’s “pre-launch”. REFUSED, and no take-up figure appears on this page
2030“Completion (vacant possession) targeted for 2030” — two agent sites, one of which attaches its own caveat that this “is the developer’s target, not a guarantee”. Quoted because that caveat is the honest part of the source

The type schedule — four sources, and not one filed figure between them

Read the disagreements, not the numbers. Keluasan Binaan is NOT FILED, so there is no approved built-up schedule to check anything against. Four sources publish areas and they produce four different top ends for one building: 1,860 sq ft (The Edge), 1,880 (two agent sites), 1,900 (a third) and 2,811 (one third-party marketing site, for “garden variants”). The 2,811 is carried by one source, is 50% above the next highest, and is REFUSED — as is any range that depends on it. The bottom end is the one thing that holds: 1,165 sq ft, agreed to the foot by three independent sources. Bathroom notation is printed exactly as each source gives it, because “3+1” and “4” are not the same thing — the +1 is conventionally a utility bathroom.

No plan image. No floor plan of publishable grade exists for this project on any reachable host: the developer’s own content system holds nothing for it, the project is absent from the developer’s own 29-project list, and the plan graphics on the agent sites carry no provenance of any kind. On a scheme whose building plan has not been approved and whose unit count is itself disputed, a plan image would be a pre-approval concept.

Type A — the largest marketed layout

1,880 sq ft (two agent sites, one as “~1,880”) vs 1,900 sq ft (a third) · 4 bedrooms, or 4+1 on one site · 4 bathrooms on one site, 3+1 on another · up to 3 car-park bays, or 3+1 · NOT FILED

NOT FILEDtwo area figuresbathroom notation differstake-up claim REFUSED

This is the type on which the foreign-buyer arithmetic turns. At 1,880 sq ft it would need about RM1,064 psf to reach the RM2,000,000 Selangor Zone 1 floor — against The Edge’s own Seksyen 13 benchmark of RM850–970 psf for newer completed stock and about RM967 psf at Atwater, the highest in the area. So on published area data this type probably does not clear the floor, and the honest answer remains UNDETERMINABLE because no price is filed. One third-party marketing site records this type as “fully booked”. That is a take-up claim on a scheme with no advertising and sales permit, and it is contradicted by the developer’s own 2H 2026 launch window and by the other agent site’s “pre-launch”. It is refused, and no take-up figure appears anywhere on this page.

Ask for the approved built-up of Type A

Type B — or B1 and B2, depending on whose site you read

1,574 sq ft (two agent sites) vs 1,582 sq ft (a third, which collapses it to a single “B”) · 3 bedrooms · 3–4 bathrooms on one site, 3+1 on another, with B1 said to carry a fourth · 2–3 car-park bays · NOT FILED

NOT FILEDone code or two8 sq ft apartsource is self-contradictory

The source that splits this type into B1 and B2 also says Type B is “the only layout still available” — while listing two Type B sub-types. It says so on both of its two copies of the page. So the scheme has either three type codes or five, depending on the source, and nothing filed settles it. The two sub-codes carry the same built-up, which means this is NOT the affordable-pair signature this series has seen elsewhere — and no source mentions any affordable allocation for this project at all.

Type C — or C1 and C2

1,165 sq ft (two agent sites and, to the foot, The Edge) vs 1,171 sq ft (a third) · 3 bedrooms · 2 bathrooms · 2 car-park bays each · NOT FILED

NOT FILEDbottom end agrees to the foottake-up claim REFUSED

The smallest marketed type is the one figure three independent sources agree on exactly, and The Edge’s published range 1,165–1,860 sq ft is the only built-up range from an independent publisher. Its bottom end agrees with two agent sites to the foot; its top end agrees with nobody. C1 and C2 are recorded as “fully booked” by the same third-party site, and that claim is refused for the same reason as Type A.

No plan image. No floor plan of publishable grade exists for this project on any reachable host: the developer’s own content system holds nothing for it, the project is absent from the developer’s own 29-project list, and the plan graphics on the agent sites carry no provenance of any kind. The “garden variant” at 2,811 sq ft — REFUSED, and here is why it is on the page at all

Claimed by ONE third-party marketing site · 50% above the next highest published top end · carried by no publisher, no agent and no developer surface · NOT PUBLISHED AS A FACT

single sourceREFUSED50% outlierand the range that depends on it is refused too

It is named here so that a reader who finds it elsewhere knows this page saw it and rejected it, rather than missed it. One site publishes a range of 1,165–2,811 sq ft on the strength of it. No other source — not the developer, not The Edge, not the three agent sites — publishes anything above 1,900 sq ft. This page publishes neither the 2,811 figure as a fact nor any range built on it.

The one product claim that is corroborated: a private lift lobby to every home

Asserted by the developer’s own microsite name, by The Edge (“all units have a private lift lobby”) and by all three agent sites · 8 units per floor · lift count NOT STATED BY ANYBODY

corroborated by an independent publisherthe superlative is REFUSEDlift count unknown

This is the only product attribute on this project that an independent publisher corroborates, and it is reported here as a feature. At eight units a floor each with its own lift lobby, the core must carry multiple shafts — and no source states how many. The superlative attached to it is a different matter. One third-party site calls this “the only residence in Petaling Jaya with a private lift lobby to every home”. No source supports “the only”: private lift lobbies exist in several Klang Valley schemes and nobody has surveyed Petaling Jaya. The superlative is REFUSED and the feature is published.

Every figure in this section is a marketing figure. Keluasan Binaan is NOT FILED, no statutory contract schedule has been filed, no building plan approval reference exists, and the register carries no unit count, no storey count and no car-park allocation for this project. Nothing here is a price list, a quotation or an offer. The approved schedule is whatever the developer eventually files, and the binding document is the price list and the sale and purchase agreement at the sales gallery.

Location

Seksyen 13, Petaling Jaya — Daerah Petaling, SELANGOR, under MBPJ

The locality is fixed by the land title quoted in a stock-exchange filing, not by marketing. PT 1A, HSD 156434 — a qualified title — in Bandar Petaling Jaya, Daerah Petaling, Negeri Selangor, with the postal address Lot 1A, Jalan Kemajuan, Seksyen 13, 46200 Petaling Jaya. Four published forms of the address agree, which is unusual for this series, and there is one postcode only: 46200. Because the site is in a bandar, there is no mukim and the question does not arise. And no coordinate appears on this page, because no register row exists to carry one and nobody publishes one.

The map pin is street-level and is not a filed coordinate. Every other page in this series prints the register’s own lat and lng; this project has no register row, so there is none to print, and this page will not substitute an estimate.

The approving authority, and exactly how it was settled

  • MAJLIS BANDARAYA PETALING JAYA (MBPJ) — and this page says which route proved it, because the route is weaker than usual and the reader is entitled to know
  • NOT by the plan-prefix proof this series prefers: No. Kelulusan Pelan Bangunan is NOT FILED and no MBPJ/… plan reference for this project exists anywhere
  • 1. An independent publisher. The Edge, 9 October 2026, names “MBPJ’s urban renewal rezoning” and “the gazetted Special Area Plan (RKK) for Section 13” — naming MBPJ as the planning authority for this exact section
  • 2. The title’s own locality. Bandar Petaling Jaya, Daerah Petaling — and MBPJ’s jurisdiction is the city of Petaling Jaya
  • 3. This site’s own corroboration. MBPJ/… plan prefixes appear on three other Daerah Petaling projects already published here
  • NOT MBSJ (Subang Jaya — where the licensee’s own registered office and three other Avaland projects sit), NOT MPS, NOT MBSA, NOT DBKL

Distances — one is corroborated, and that is the only one printed

  • Universiti Malaya: about 3 km (the developer’s own release, 1–2 July 2025) to about 3.3 km (one third-party marketing site). Two sources, 10% apart, one of them the developer — the only corroborated distance on this project, and the only one this page prints as a figure
  • Kuala Lumpur city centre: 16 km — the developer’s own release. Its only other published distance
  • Named by the developer with NO distance: Mid Valley · Bangsar South · Asia Jaya LRT · Phileo Damansara MRT · the LDP · the Federal Highway
  • One third-party site publishes seven more figures, all prefixed “approximately”, and not one states whether it is straight-line, driving or walking, or to which entrance. With only one source there is no spread to publish, which is weaker than a disagreement, not better
  • Neither rail station is walkable on that source’s own figures (Phileo Damansara MRT ~3 km, Asia Jaya LRT ~3.5 km), and the developer publishes no rail distance at all
  • THE MATERIAL ITEM: The Edge names an upcoming UM station on MRT Line 3 for Seksyen 13, with NO distance. MRT3 is the single biggest potential change to this site’s accessibility, and nobody publishes a distance, an alignment or a station location. This page prints that it is announced and that no distance exists. It does not estimate one and it does not call it “beside” anything
  • NO distance exists for: the nearest primary or secondary school · the nearest wet market or grocery · the Federal Highway or LDP entry ramp · Subang/SkyPark or KLIA · the nearest park or mosque · Paradigm Mall, 1 Utama, Sunway Pyramid or KL Sentral
  • “Within 1 km of UM and UMMC” is The Edge’s description of PJ QUARTER, a different development on this same street by a different developer. It is not carried across, and this project’s own developer says ~3 km

What the neighbourhood is, on the record

  • Seksyen 13 is an industrial section being rezoned. The Edge, 9 October 2026: MBPJ’s urban-renewal rezoning under a gazetted Special Area Plan (RKK), with Seksyen 13 measuring 238.82 acres inside a Petaling Jaya of 24,248.33 acres
  • This site’s own land was in industrial use. The vendor is a telecoms-equipment company and the announcement calls it an “industrial property”. So a conversion of category of land use and/or a variation of express condition is implied — and is documented nowhere reachable
  • The Edge names exactly three new schemes in the Seksyen 13 pipeline: PJ Quarter (Frasers / Tan & Tan, 5.15 ha), Accent Residences (Avaland) and UEM Sunrise’s Dutch Lady site (9.93 acres). It names no “PJ33 Residences” at all, and lists PJ33 (formerly Jaya 33) and Plaza 33 as EXISTING office and retail landmarks
  • The Edge’s own words for this site: “sited next to Plaza 33”. Those neighbouring towers’ own GreenRE row is refused on this page — see the developer section
  • Public registry transaction data for Seksyen 13, from The Edge / EdgeProp’s own analysis of registered transactions, 9 October 2026, labelled as public registry data and not as a price for this project: completed condominiums and serviced apartments resell at roughly 2018 psf levels, with a benchmark of RM850–970 psf for newer completed stock
  • Named comparables, same source, same labelling: Atwater ≈RM967 psf (the highest in the area) · Residensi Ryan & Miho RM946 psf (2018–21) falling to RM848 psf since 2023, about 10% lower across 37 transactions · PJ Midtown residential −7% to RM883 psf · Jaya One Residence ≈RM660 psf for eight years
  • Rents rose about a third from 2022 to 2025 on the same registry analysis: median indicative residential rent RM2.32 psf (2022) to RM3.14 psf (2025), median monthly rent RM1,800 to RM2,350. This page publishes no yield figure and no rental projection of any kind
  • Commercial, 2023 to 2Q2026: 147 deals worth RM233 million, with 2025 the busiest at 54 deals
  • And the land comparable that corroborates this site’s own price: the former Sinalco/Kickapoo site sold to GSD Land (M) Sdn Bhd in 2021 for RM46 million = RM514 psf, called a new high for industrial land at the time, with the publisher stating industrial psf has stayed at similar rates since. Avaland paid RM518.01 psf — within 0.8%

No distance on this page is estimated, interpolated or borrowed. The register’s lat/lng fields, printed on every other page in this series, do not exist for this project. And no figure, park, distance, chargee, completion date or district is carried onto this page from Helix2 at PJ South (a different part of this city), from ForestHill at Damansara Perdana, from Zenia at ParkCity Damansara, from The Atera at Seksyen 13 Petaling Jaya, or from BAYU at Seksyen 13 SHAH ALAM — which is a different Seksyen 13, in a different district, about 20 km away.

Read 13 October 2026 from the public KPKT TEDUH register, developer record 31356. Searches run, each against a same-session positive control: q=LEISURE (8 licensees, this is the first) · q=LEISURE EVENT (the single record) · q=ACCENT (1 hit, and it is a decoy — GOLDENHILL ACCENTURE DEVELOPMENT SDN. BHD., code 13943, one project, HOME RESORT at Bentong, PAHANG, on a licence that expired 9 October 2020, whose business address is in Petaling, Selangor, which is exactly what makes it look plausible — refused) · q=AVALAND (ZERO — no KPKT developer in Malaysia has “Avaland” in its name) · q=JAYA 33, q=PJ JAYA, q=JAYA33, q=PELABURAN HARTANAH (all ZERO) · control q=EXSIM = 16. Register statuses change. A licence that is current today can lapse, and a scheme that is unregistered today can be registered next month — which is precisely what this page expects to happen, and when it does, every “NOT FILED” row below becomes readable. Verify the register yourself on the day you decide anything: search by developer code 31356, because there is no project name to search by. Nothing in this table is a price list, a quotation or an offer.

One licence, zero projects. That one line is the finding, and the rest of this page follows from it. This is the second project in this series to sit in that state — a live developer licence carrying no registered scheme — and both licences were issued in 2026. It is the least visible of the register’s states and the easiest to mistake for a clean record, because an empty field looks like a clean field. It is not. It is an unreadable one.

What a buyer loses when nothing is filed — the precise list, not a vague caveat

“Nothing has been filed” is easy to write and easy to skim, so here it is as a list of named statutory fields, each with the Malay label the filed advertisement would print. Every one of these is NOT FILED, and every one of them is NOT FILED for a single reason — no housing scheme has been registered for this development — rather than for twenty separate reasons. Nama Skim / Pemajuan — the registered scheme name: NONE EXISTS. Not wrong, not generic: absent, because there is no project record to carry a nama field. No. Permit Iklan dan Jualan and its validity — the APDL: NEVER ISSUED. Not lapsed, not expired, not a dash, not a placeholder. Never issued. Pihak Berkuasa Yang Meluluskan — the approving authority: NOT FILED, so MBPJ rests here on an independent publisher, on the title’s own bandar and on jurisdiction, and this page says so. No. Kelulusan Pelan Bangunan — the building-plan approval reference: NOT FILED, and no such reference for this project exists anywhere, so the plan-prefix proof that settles the authority on other pages in this series is unavailable here. Jenis Bangunan — the filed building type: NOT FILED, against four conflicting marketing labels. Pegangan Tanah and the lease expiry: NOT FILED — leasehold is established from the title and the vendor’s “about 50 years remaining”, and the exact expiry date is published by nobody and is not interpolated here. Sekatan Kepentingan — the restriction in interest: NOT FILED. This is the strongest single foreign-buyer signal this series reads, and on this project it is simply unavailable — on a qualified title on which a restriction in interest, an express condition and a land-use category may well sit. Bebanan / Gadaian — the chargee: NOT FILED, and no bank is named by any source. Jumlah Unit: NOT FILED — 231 against 257. Bilangan Tingkat: NOT FILED — 38 is marketing. Tempat Letak Kereta: NOT FILED. Tarikh Dijangka Siap: NOT FILED — five dates circulate and none governs. Harga Jualan Unit Minima / Maksima: NOT FILED — AND there is no registry band either, because projek: [] means there is no project row to carry one. Keluasan Binaan — the built-up schedule: NOT FILED. Jadual G / Jadual H: NOT FILED, so there is no prescribed contract, no HDA liquidated-damages formula, no section 7A housing development account, no statutory defect liability period and no Tribunal for Homebuyer Claims route yet — and the reason is the absence of a registration, not the nature of the title. pindaanTempohSerahKosong: ABSENT — not Ya, not Tidak. Do not infer it. Permit history (Rekod Lesen Terdahulu): UNREADABLE — and there has never been a permit, so there is no history to read in either direction, neither an unpermitted interval to report nor continuous cover to credit. CCC, VP, % built, status.keseluruhan, bakiUnit: UNREADABLE. A filed security schedule: NONE — and no source makes any security claim for this project anyway, which is at least consistent. Coordinates: NONE. And the second-order loss, which matters as much as any of the above and is far easier to miss. The DEVELOPER-CONDUCT fields are unreadable too. statusPemaju, mempunyaiKesalahan, bilanganProjek, the per-component status.rows and the Rekod Lesen Terdahulu licence history live only on projek-swasta/<serial>-<n>. With jumlahProjek: 0 there is no serial, so there is no project endpoint, so none of those fields can be read at all. They are UNREADABLE and this page never writes them as clean. The offence flag is not even present as a field in the licensee record: that is the absence of a field, and the absence of a field is not a clearance. One field needs the opposite statement, and it is worth making precisely. The ethnic-allocation field that a filed advertisement would print does not exist on any surface for this project at all. This page’s usual convention is to say that such a field exists and that its value is withheld. Here the honest statement is different: there is no field. Nothing is being withheld, because there is nothing there — and “we are withholding something” and “there is nothing to withhold” are two different statements, and the reader is entitled to the right one.

The requirement, stated plainly — and no allegation made

Two surfaces describe bookings on this scheme. One agent site calls the product pre-launch with an “official launch scheduled for late 2026” and a price it describes as “an estimated pre-launch base price, subject to final confirmation by the developer”. A third-party marketing site records three of the marketed unit types as “fully booked” and says the project was “launched 2025”. The developer’s own release of 27 August 2026 says the launch is planned for the second half of 2026. Those statements cannot all be true. What an advertising and sales permit is. Under the Housing Development Act, a licensed housing developer must hold an advertising and sales permit before it may advertise or sell units in a housing development. The permit is scheme-specific: it attaches to a registered project, carries a number and validity dates, and is printed in the filed advertisement particulars that this page would normally quote in full. What the register shows. Developer licence 31356 is live. It carries jumlahProjek: 0. There is no registered scheme for this development and therefore no advertising and sales permit for it — and none has ever been issued. Both serial walks return CLIENT_ERROR against a same-session control that returns a full record, and the filed-document server returns nothing against a control path that returns a live brochure. What a buyer should therefore do, which is the only operative part of this section. Before paying any amount of money, signing any booking form, or handing over identity-card details: ask for the advertising and sales permit number and its validity dates in writing, and ask what any money paid is held against, by whom, and under which sale contract. And know that an estate-agency licence is not an advertising permit. Two of the marketing sites print an E(1) agency licence number — one E (1) 1584/28, another E(1)1914 — in the place a permit number would go. An E(1) number licenses an estate agency to act as an agent. It does not permit anyone to advertise or sell a housing development. One of those sites, to its credit, says only that “advertising permit and sales approval details can be inspected at the sales gallery” — which is the right thing to ask for and the right place to ask for it. And now the limit of what this page will say, which is deliberate and which is not hedging. This page states the requirement and the register’s contents. It makes NO allegation about the conduct of the developer, of Avaland Berhad, of any agency, of any negotiator or of any website. Lapse cannot be assessed, because there is nothing to assess, and “no permit has been issued” is not the same statement as “somebody has done something wrong”. A permit may be applied for and granted at any time; registration may follow next month; and a reader who takes nothing else from this page should take the document request, not an inference.

Not published, therefore not on this page — the twenty-five questions nobody answers

Every item below is a real question a buyer would ask, and no source reached answers it. Registration and permission. 1. The registered scheme name — there is none. 2. The advertising and sales permit number and its validity — none issued. 3. The approved building plan reference, and therefore the plan-prefix proof of the authority. Title, and this is the expensive part. 4. The EXACT lease expiry date. “About 50 years remaining” as at 2025 is the entire public record, and a remaining term of about 50 years is materially shorter than the 99-year-from-a-recent-date leases this series usually records — it bears directly on financing margin, financing tenor and resale. 5. The category of land use, the express conditions and any restriction in interest on HSD 156434, and whether the conversion from industrial use has been granted. 6. Whether the title has been converted from qualified (HSD) to final title. 7. Whether the units will be residential or commercial title, and therefore the utility tariffs, the assessment rate and the financing margin. 8. Which statutory contract will apply, Jadual G or Jadual H, and therefore the deposit, the progress-payment ladder, the defect liability period and the late-delivery mechanic. 9. The chargee or financier. No bank is named by anybody. The building. 10. The true unit count — 231 or 257. 11. The approved storey count, the podium and basement level count, and the lift count, on a scheme marketed on a private lift lobby to every home. 12. The car-park allocation per type, as approved. 13. The built-up schedule as approved — four sources disagree on the top end by up to 50%. 14. Whether a commercial or retail component exists at all, its size and its HDA status — nobody describes one, although the developer calls the scheme “commercial” and another publisher calls it “mixed-use”. 15. The maintenance charge and the sinking-fund rate. 16. The gross floor area and the plot ratio — and therefore the density cross-check, which cannot be run. Price and delivery. 17. The statutory selling-price band, minimum and maximum. None filed, and none in the registry either. 18. The binding completion and vacant-possession date. None filed. 19. The construction commencement date — and therefore any float check at all. 20. The main contractor, the architect, the C&S and M&E engineers and the quantity surveyor — six roles, every one named on one construction-data record and every one behind that record’s paywall, together with the exact contract value. Conduct, certification and geography. 21. The licensee’s statusPemaju, its offence flag, its licence history and any sick or abandoned-project record — unreadable, because the licence carries no project. 22. Whether any GreenRE or GBI certification is being sought. 23. Any distance to a school, a market, a highway ramp, an airport, a park, or the announced MRT3 UM station. 24. The lot’s own coordinates — no register row, so no filed lat/lng. 25. Whether the “fully booked” bookings one marketing site reports exist, and on what documents. Ask Louis for this list. He will go and ask for it, and he will tell you which answers came back on paper.

Why this page is tagged Condo & Serviced Apartment and New Launch — and what the developer’s own words do to the label

Taxonomy, stated rather than left to be guessed. This page is filed under Condo & Serviced Apartment and New Launch, under Selangor and Petaling Jaya, and under the developer brand Avaland Berhad — while the page body names the licensee precisely as LEISURE EVENT SDN. BHD., because the taxonomy carries the group brand and the liability sits with the special-purpose company. No Leisure Event term is created, and no Avaland sibling project’s figures, awards, green rows, chargees or dates appear on this page. Condo & Serviced Apartment is right on the balance of the sources: every source that gives a product type calls it a serviced apartment or a high-rise, and the construction-data record’s own category field reads Service Apartment. But the filed building type is NOT FILED, so this is a reading of marketing sources and not a statutory classification, and the page says so. New Launch is right, with the launch language removed, and that combination needs explaining. The correct framing is announced, licensed, NOT YET REGISTERED, no advertising permit, and not yet launched — with the developer’s own stated launch window being 2H 2026. So this page carries no “now selling”, no “launched”, no “open for booking” and no take-up figure anywhere. And the label the developer itself cannot settle. Avaland’s own press release of 1–2 July 2025 calls this a “high-rise commercial development” in its body and places it in the “AVA Prime series” of homes in its CEO’s quote — two labels in one document. StarProperty, 6 February 2026, calls it “a high-rise mixed-use development in Petaling Jaya”. The Edge, 9 October 2026, calls it a “high-rise commercial development” and says it is “marketed as Accent Residences”. The construction-data record says “SERVICED APARTMENT”. The agent sites say serviced apartment on “Commercial Title under HDA regulation”, one of them invoking “Schedule H”. NOTHING FILED SETTLES IT. So Commercial is NOT applied as a category here — the product offered to the public is homes — while the commercial label is quoted on this page in the developer’s own words, because it bears directly on title, tariffs, assessment and financing margin. The location terms, each chosen against a named alternative. Petaling Jaya under Selangor, with the parent state verified before use. Deliberately NOT Seksyen 13 or Section 13 as a locality term, because this site already carries a project at Seksyen 13 SHAH ALAM, in a different district about 20 km away, and one portal has been seen printing “Section 13, Shah Alam” for a Kwasa Damansara project — so “Seksyen 13” belongs in the location LINE and never in the term. Deliberately NOT PJ South, which is a different gazetted locality in this city (Bandar Petaling Jaya Selatan is not Bandar Petaling Jaya). Deliberately NOT Subang Jaya or USJ, which is the licensee’s own registered-office address and the location of three other Avaland projects — the one trap most likely to catch an automated scrape of this register record, whose only address field reads 47650 Selangor with no district at all. And deliberately NOT Kuala Lumpur: only one third-party site’s URL path says KL, and its own breadcrumb contradicts it. That choice is worth RM1,000,000 to a foreign buyer reading this page, and that is not a figure of speech.

Green ratings, awards and QLASSIC — none for this project, and the borrows refused by name

ACCENT Petaling Jaya holds no green rating and no award, and the developer claims none for it. Both halves of that are stated as findings. GreenRE. No entry of any kind for ACCENT Petaling Jaya, for Accent Residences, for “PJ33 Residences” or for LEISURE EVENT SDN. BHD. in any of the four tier tables or in the Bronze certification-entry list. The limits of that reading, stated precisely, because they are not equal: the Platinum tier closed completely at 95 rows with every column populated, which makes the Platinum no-hit a GENUINE clean negative — the fifteenth consecutive consistent run of that table in this series; Gold (130 rows), Silver (141) and Bronze (~332) all TRUNCATE, so for those three the honest phrasing is “no entry in the reachable portion”, never a clean negative; and the Bronze certification-entry list, about 265 complete entries, covers 09 December 2025 back to 04 April 2024 — which is the WRONG WINDOW for this project, because a scheme that bought its land in July 2025 and is still pre-construction would certify, if at all, in 2026. So even the read that looks strongest here carries less weight than it appears to. The other certification body’s directory 404s and its replacement is robots-disallowed, so its silence is INCONCLUSIVE and never a negative — and no source makes any claim under it for this project, so there is nothing to test. The two borrows this page refuses, and they are the most dangerous rows this series has met. FIRST: THE ASCENT @ PARADIGM PJ — WCT Properties Sdn Bhd, GOLD, FINAL, 30 January 2026, tool ENRB v3.3. “ASCENT” is ONE LETTER from “ACCENT”, it is in PETALING JAYA, and the certification is final and recent. Refused: a different licensee, and ENRB is Existing Non-Residential Building — the retrofit of an existing mall or office block. It is not a residential rating and it is not this site. SECOND: PJ33 — PHB Facilities Management Berhad, BRONZE, FINAL, 23 December 2025, tool ENRB v3.3. That is the office tower this site sits next to — The Edge’s own words are “sited next to Plaza 33” — and “PJ33 Residences” is the very name an agent site markets this project under. A name match, a geography match and a marketing-name match at once. Refused: a different licensee, and ENRB again — an existing office building, not a residential scheme and not this one. Five same-group rows are refused too, on the licensee and not on the brand: Aetas Damansara (One Residence Sdn Bhd, PLATINUM, 12 August 2025, RES v3.2) — same group, same city, residential tool, top tier: the most seductive of them all; Aetas Seputeh (Ardent Residence Sdn Bhd, Platinum, 9 February 2024); Avalon @ Cybersouth (Ecolake Residence Sdn Bhd, Silver); ANJA BANGI (USJ One Avenue Sdn Bhd, Silver); and Alira Subang Jaya (Next Delta Sdn Bhd, Silver, final). Every one is a different licensee on a different site. None attaches to this project. Also refused: Ascent Park (a Johor township tool), four Perbadanan Kemajuan Negeri Selangor rows that match only because this project sits on Jalan Kemajuan, Plaza @ Kelana, Jaya 99, and The GLAMOUR – EcoLakes My Phuoc, a Vietnam project of another group that collides almost perfectly with an Avaland subsidiary’s name. Two standing rules did the work: read the TOOL CODE, not just the rating — ENRB, NRB, IND and TS are not residential ratings — and match on the LICENSEE, not on the brand. Awards and QLASSIC. The project has won nothing, because it has not been built. A QLASSIC score is not merely absent but impossible, since QLASSIC assesses the workmanship of built work and this scheme is pre-construction. And every Avaland award belongs to the company or to another development, and none of it is allowed to migrate onto this page: a malaysiaGBC Leadership in Sustainability Award 2026 (corporate); Star Property Awards 2026 and 2025 (the developer’s own posts carry photo galleries and no award names and no project names in text, so no category and no recipient can be stated for either); a Malaysia Developer Awards 2025 placing (corporate); two Asia Pacific Property Awards 2023–2024 won under the group’s former name (a different brand era and other projects); and award artwork for a masterplan rather than for any tower. Three renders on the developer’s own brand-series page carry the alt text “Award” and are of three OTHER projects. The honest line: the project has won nothing; its developer’s group has won things, for other buildings.

Imagery: this page carries none, and here is exactly why

No image on this page, no gallery, no featured image, and no stock photograph substituted for one. Four independent reasons, and the first is the one that would still apply even if a render landed tomorrow. FIRST: the scheme is unregistered and unapproved, and its own sources disagree about how many units it has. No building plan has been approved, no building type has been filed, and the unit count is disputed 231 against 257. Any render is therefore a pre-approval concept, and an undated render on a scheme in that state may depict a configuration that is never built. This series has twice published pages where exactly that had happened to a re-planned scheme, and this is the same risk at its sharpest. SECOND: the developer’s own content system holds nothing for this project, and that is a genuine negative rather than a failed lookup. media?search=accent and ?search=petaling both return [], while the same endpoint with a sibling project’s name returns ten real items with proper titles. And the project is absent from the developer’s own list of 29 projects, and absent from its own brand-series page — so page placement, the identifier that has rescued several hosts in this series, is unavailable. That one host also serves 29 projects across at least six townships out of a single upload tree, with empty alt text throughout and the word “Award” used as alt text on three different projects’ renders — so a filename or placement pick there hands you another development. THIRD: the official-looking candidate microsite is robots-disallowed AND its ownership is unestablished. accent-petalingjaya.com cannot be read by this tool, and nobody has established whether it is the developer’s site or a fourth agent site. An image whose owner is unknown cannot be captioned honestly. The three readable agent microsites do carry renders, with no content-management system, no caption naming a subject, no alt text of value and no provenance of any kind — and three of them are run by individual negotiators who state in their own footers that they are not the developer. A render on an agent site is not evidence of what the developer will build. FOURTH, and it is the cleanest illustration of the problem: the two images an independent publisher actually ran for this story are a generic photograph of Seksyen 13 industrial lots and a photograph of the DUTCH LADY FACTORY — which is a DIFFERENT project on a different site by a different developer. Neither depicts this site, and either one, lifted and captioned, would have become a lie on this page. What would change this. A Chrome pass on the robots-blocked microsite, establishing first whose site it is — and if it turns out to be an agent site, that does not raise the grade. Or the developer’s own sales kit through Louis’s project folder, which would also answer several items on the NOT FILED list above. Or the developer’s CMS after the launch, since the group has a consistent habit of posting a render when it launches. Until one of those lands: no image, and no caption. This page would rather carry no picture than caption a guess.

What this page does not publish, and why

This agency has one absolute compliance instruction and this page applies it literally. No discount figure, no rebate figure, no nett price, no promotion information, no incentive-package detail and no commission information appears anywhere on this page, from any source, whatever its provenance — and those six terms appear exactly once each on this page, here in this sentence, and nowhere else. A seventh term is named here for completeness and also appears exactly once, here: Bumiputera. And on this project the honest statement about it is NOT the usual one. There is no ethnic-allocation field anywhere — not in a filed advertisement, because there is none; not in a register row, because there is none; and not on any marketing surface either. So nothing is being withheld under that head, because there is nothing there to withhold — and that is a different statement from withholding a value, which is what this page says on projects where the field exists. Now the price, and it needs three separate statements rather than one. STATEMENT ONE: there is no filed statutory price band and no public registry band either. Harga Jualan Unit Minima / Maksima is NOT FILED because no advertisement has been filed, and the registry band does not exist because projek: [] means there is no project row to carry one. So the below-filed-minimum test that this series runs on other projects is INAPPLICABLE here — not failed, not inconclusive: inapplicable, because there is no minimum to be below. And the register-against-filing splice test and the GDV-against-the-sum-of-filed-minima test are both unavailable in every direction. Those are findings in their own right and they are stated rather than left as a silence. STATEMENT TWO: two pre-launch “from” figures are in circulation and this page publishes NEITHER — and the reason is ACCURACY, not a compliance bar. That distinction matters, because a gap with no reason given reads as concealment. They are RM230,000 apart, which is 24% on figures for the same product, and on the smallest marketed type they imply RM833 psf against RM1,030 psf. One is described by its own publisher as “an estimated pre-launch base price, subject to final confirmation by the developer”; on the other site, every per-type price is listed as “on request” and the figure sits in prose. Neither is a statutory figure and neither is a public registry figure, which are the only two classes of price this page is permitted to carry. Both are agent estimates for an unlaunched scheme with no advertising and sales permit. And there is no sale and purchase agreement price to show, because there is no SPA. So: withheld for accuracy. None of the six terms above is engaged by either figure, and the page says that explicitly so that the withholding cannot be mistaken for the concealment of something worse. Which KIND of figure is being withheld matters too, and this is a fourth kind this series has had to name: a PRE-LAUNCH AGENT ESTIMATE with no statutory floor in existence at all to test it against — different from a developer-era “from” figure below a filed minimum, different from a resale asking floor below an older registered minimum, and different from an asking range on an unlicensed component. STATEMENT THREE: what IS published instead, and why each item qualifies. The developer’s own announced GDV of approximately RM320 million — its own published figure, in its own press release and in two independent publishers’ reports of it. Arithmetic performed on this page on that GDV — RM1,385,281 per unit on 231 units, RM1,245,136 on 257, 69.3% of the Selangor Zone 1 floor, and a psf ceiling of RM737 to RM1,189 — labelled as my arithmetic on the developer’s own GDV every time it appears, and labelled as a CEILING rather than an estimate, because the GDV presumably includes any commercial component. And the land price: RM49,000,000 cash for 94,596 sq ft, RM518.01 psf, from a statutory stock-exchange announcement — a transaction between two companies, not a unit price. And public government registry transaction data for Seksyen 13, from an independent publisher’s own analysis of registered transactions: RM850–970 psf for newer completed stock, about RM967 psf at Atwater, Residensi Ryan & Miho about 10% lower across 37 transactions, PJ Midtown down 7%, and rents up about a third between 2022 and 2025 — each labelled as public registry data for the neighbourhood and not as a price for this project, and always with: not a price list, not a quotation, not an offer. And what is refused outright, by name. A claim that leasehold stock resells at a fixed percentage below freehold — uncited, refused. A rental range for these units — uncited, and it engages this agency’s own rule against rental and yield projections, so it is refused twice over. Indicative gross yields for neighbouring schemes — published by the registry analysis and NOT reproduced here, because this page carries no yield figure of any kind. A monthly instalment illustration — which is arithmetic on somebody’s assumed loan, not a price and not a product fact. And every take-up claim, including “fully booked” on three unit types. Where a real figure will come from. The price list and the sale and purchase agreement at the sales gallery, once a scheme has been registered and an advertising and sales permit issued — and on this project neither has happened yet. Until then the only honest answer to “how much is it?” is that nobody can tell you, including this page. Ask Louis, and ask him for the permit first.

How this page was built, and its limits

Everything above is either traced to a named published source or marked as not published. The spine is the public KPKT TEDUH register licensee record for developer code 31356, read 13 October 2026 — and on this project the spine is unusually short, because the register carries one licence and no project. Seven limits are worth stating plainly. First, and it governs everything else: there is no registered scheme and no filed advertisement, in any reachable path form. So there is no statutory document to quote, no second generation to diff, and the entire NOT FILED list above follows from that single absence rather than from twenty separate failures to look. Both serial walks and both HIMS path forms were run with same-session positive controls, and the newer HIMS path form cannot exist at all, because the id it needs is a register-project id and there is no register project. Second, the developer-conduct fields are UNREADABLE rather than clean, and this page never writes them as clean. That is the least visible of the register’s states and the easiest to misread, because an empty field looks like a clean field. Third, the whole product specification rests on marketing sources, and three of the four are run by individual negotiators, two of whom market the project under an invented name and attribute it to a company that holds no developer licence. That attribution is recorded as UNSUPPORTED rather than disproved, because a one-word query on the register was not exhausted and a two-word query on it can miss where each word alone hits. The identification of the project itself rests on five independent legs — the same street, the same 2.17 acres, the same 231 units, the same 38 storeys, the same three built-ups to within about 10 sq ft, and the same private-lift feature — and on an independent publisher’s enumeration of this section’s pipeline, which names three new schemes and no “PJ33 Residences” at all. Fourth, the construction record is behind a paywall in a specific and consequential way. One record names six companies across six roles and locks every name, together with the exact contract value. So there is no commencement date, which means the contractor’s-programme-against-original-VP float check cannot be run in EITHER direction — and in any case there is no contractual vacant possession date to run it against. And that record’s own “target completion October 2026” is internally impossible against its own blank construction start and its own pre-construction status verified 29 July 2026: it is recorded here and rejected. Fifth, the green register truncates on three of its four tiers, so where this page says there is no entry it means no entry in the reachable portion; the one genuinely clean negative is the top tier, and the Bronze entry list spans the wrong window for a 2026-era scheme. Sixth, two geographic answers rest on weaker evidence than this series prefers, and both are labelled wherever they appear. The approving authority rests on an independent publisher, on the title’s own bandar and on jurisdiction, because no plan-approval reference exists to carry the usual prefix. And no coordinate is printed at all, because the register row that would carry one does not exist. The mukim, by contrast, is not a gap: the land sits in a bandar, so the question does not arise, and this page prints that answer rather than a blank. Seventh, no imagery of publishable grade exists on any reachable host, so this page carries none and gives four reasons above rather than a picture with a caption nobody can stand behind. And the limit that is a credit rather than a caveat, which deserves to be said as plainly as the criticisms. Because the developer publishes no statutory panel at all — 36 pages on its corporate site and not one of them an APDL page, a disclaimer or a statutory block, and this project on none of its 29 project pages — there is no stale panel to contradict a register. No below-floor price table on its own website, no advertising-permit validity printed into a licence field, no fabricated validity date, no superseded generation left standing. The entire family of developer-data-strip errors this series keeps finding CANNOT OCCUR on this project. And the obvious corollary, which is the other half of the same fact: the developer publishes no particulars at all, so every number on this page came from a register, a stock-exchange filing, a publisher, or an agent — and the page tells you which, every time.

The developer

Avaland Berhad → Avaland Holdings Berhad → LEISURE EVENT SDN. BHD. — and why the middle name matters

The licensed developer is LEISURE EVENT SDN. BHD., registration 201001025599 (909513-V), TEDUH developer code 31356, holding developer licence 31356/04-2031/0103(N) valid 14 April 2026 to 13 April 2031. That company, and not Avaland Berhad, will be the counterparty to a buyer’s sale and purchase agreement. And the licence carries ZERO registered projects: jumlahProjek: 0, projek: []. No advertising and sales permit has ever been issued to it. A licensed developer is not the same thing as a registered scheme, and a registered scheme is not the same thing as a permit to advertise and sell. This project has the first and neither of the other two.

The chain runs Avaland Berhad (Bursa: AVALAND, formerly MCT Berhad) → Avaland Holdings Berhad → Leisure Event Sdn. Bhd., and the intermediate company matters because it is easy to omit. That chain is stated in the VENDOR’S Bursa announcement, which calls Leisure Event “a wholly-owned subsidiary of Avaland Holdings Berhad, which is a wholly-owned subsidiary of Avaland Berhad”. Avaland’s own press release names no subsidiary at all and says only that “Avaland Berhad … entered into an agreement to acquire” — which is why every news report and every marketing site names the listed parent and none of them names the licensee. Avaland Berhad is in turn part of the Ayala Land group of the Philippines. And a registration-number discrepancy that this page states and does not resolve: the group’s own corporate footer prints Avaland Berhad 200901038653 (881786-X), while another Avaland project microsite prints 881876-X. Two digits transposed, on two surfaces of one group. Both are stated here; neither is resolved; and neither may be used as the licensee’s number, which is 201001025599 (909513-V) and comes from the vendor’s filing.

The SPV is named after nothing, and that is a finding worth recording rather than an oddity. Leisure Event Sdn Bhd bears no relationship to the brand, the project, the township, the street or the lot. q=AVALAND on the KPKT register returns ZERO, against a same-session control returning 16 — no KPKT developer in Malaysia has “Avaland” in its name. So neither the brand route nor the masterplan route could ever have found this licensee: the only way in was the vendor’s Bursa land-acquisition announcement, which named the acquiring subsidiary, after which q=LEISURE returned eight licensees of which this is the first. What DOES identify an Avaland subsidiary on the register is its fingerprint rather than its name: the registered and business address Lot C-02, Level 2, SkyPark @ One City, Jalan USJ 25/1, 47650 Subang Jaya, an @avaland.com.my address in the register’s own emel field, and lamanWeb: avaland.com.my. On this record the emel field reads suchen@avaland.com.my and the address matches the group fingerprint character for character — which is how the identification was made. Note what that address field is NOT good for: it says only 47650 Selangor, with no district, and it is the licensee’s OFFICE in Subang Jaya, about 15 km from this site. Any automated scrape that reads a project’s locality off a register business address will file this project in the wrong town.

This is the licensee’s FIRST project, and that has a consequence the page must not blur. jumlahProjek: 0 means there is no delivery track record for this company at all — and the GROUP’S record is a different thing from the LICENSEE’S record. What can honestly be said about the group, with attribution and with both sides printed: Avaland says it topped out its 100%-sold Amika Residences “ahead of construction schedule” — the developer’s own words, August 2026, on its own site, and a developer claim rather than a register fact; StarProperty reports four developments completed in 2025 totalling 2,169 residential units; and the register row for the group’s sibling project at Subang Jaya currently reads status.keseluruhan: Lewat — LATE. Both of those belong on this page if the group’s record is mentioned at all, and neither of them is this project’s record. And on this licensee there is no permit history to read for good news or for bad: there has never been a permit, so the continuous-cover credit this series gives elsewhere is as unavailable as the unpermitted-interval criticism.

Seven Avaland licensees and brand entities are now identified, and not one of them can be found on the register by searching the brand. LEISURE EVENT SDN. BHD. (code 31356, this project) · USJ CITYPOINT SDN. BHD. (code 30162, Alora at Subang Jaya) · One Residence Sdn Bhd (Aetas Damansara) · Ardent Residence Sdn Bhd (Aetas Seputeh) · Ecolake Residence Sdn Bhd (Avalon @ Cybersouth) · USJ One Avenue Sdn Bhd (Anja Bangi) · Next Delta Sdn Bhd (Alira Subang Jaya). Four of those seven were identified from the GreenRE certification register and nowhere else — the second time in this series that the green register has turned out to be the only public document bridging a marketing name to a licensee. And the naming convention is not reliable even within the set: five are of the <Word> Residence / Avenue / Delta shape, one is named after a different township entirely, and this one is named after nothing. None of those six other projects’ figures, awards, green ratings, chargees, completion dates or delivery claims appears anywhere on this page.

What is NOT published about the developer side of this project, named so nobody re-walks the same doors. No joint venture, no partner, no landowner JV and no shareholding split is published — the land was bought outright for cash, and the vendor is a telecoms-equipment company rather than a developer, so the cross-check this series normally runs to confirm “no JV” is not available here: this page says no JV is PUBLISHED rather than asserting there is none. No contractor, architect, C&S engineer, M&E engineer or quantity surveyor is named anywhere — one construction-data record carries all six roles and locks every name behind a subscription, together with the exact contract value. No chargee or financier is named by any source, and Bebanan Tanah is NOT FILED. No Bursa contract announcement exists for Leisure Event, which on a project that bought its land in July 2025 and is still pre-construction is the expected position rather than a gap. And the group’s own corporate-structure chart is an outbound link to a robots-blocked host, so the subsidiary percentages are unobtainable from here.

Finally, the positioning, because the developer’s own words and the marketing do not match and the reader should know which is which. Avaland places this project in its AVA Prime series, which its own brand page defines as a “lifestyle brand catering to the middle income market that portrays a sense of sophistication for the living environment” and “homes with great emphasis on wellness, where families thrive and communities unite”. Its sibling series are defined as AVA Luxe, an “upscaled luxury brand”, and AVA Ria, an “affordable housing solution”. So the developer’s own classification of this project is MIDDLE INCOME — while the agent sites market private lifts, a named sanitary-ware brand and a seven-figure entry price. Both are reported here, and which one is the developer’s own is stated, because that is the one that will be in the brochure when a brochure exists.

Questions

Questions a buyer actually asks about ACCENT Petaling Jaya

Is ACCENT Petaling Jaya registered with KPKT, and does it have an advertising and sales permit?
The DEVELOPER is licensed. The PROJECT is not registered, and no advertising and sales permit has ever been issued for it. LEISURE EVENT SDN. BHD. holds developer licence 31356/04-2031/0103(N), valid 14 April 2026 to 13 April 2031 and current today. That licence carries jumlahProjek: 0 and projek: [] — not one registered housing scheme. Both serial walks, 31356-1 and 31356-2, return CLIENT_ERROR against a same-session control that returns a full live record, and the filed document server returns nothing against a control path that returns a live brochure. Walk and count agree. So there is no registered scheme name, no APDL, no filed building type, no filed tenure, no filed unit count, no filed price band and no binding completion date. An advertising and sales permit must be in force before units in a housing development may be advertised and sold; the register shows none; so ask for the permit number before paying anything. This page states the requirement and makes no allegation about anybody’s conduct.
I searched the KPKT register for “Accent” and found nothing. Is the project fake?
No — and finding nothing is exactly what should happen. A KPKT project search looks for a REGISTERED SCHEME NAME, and this development does not have one yet, because no scheme has been registered. An empty result is therefore expected and is not evidence that the project does not exist. Search by the developer instead: developer code 31356, licensee LEISURE EVENT SDN. BHD., licence 31356/04-2031/0103(N). Those resolve, and they are the two identifiers to use. One warning while you are there: a search for “ACCENT” in the developer index returns exactly one record and it is NOT this developer — GOLDENHILL ACCENTURE DEVELOPMENT SDN. BHD., code 13943, whose one project is HOME RESORT at Bentong, PAHANG, on a licence that expired 9 October 2020. Its business address is in Petaling, Selangor, which is precisely what makes it look plausible. It is not related to this project.
Why are four different names and two different developers in circulation for one project?
Because there is no registered name to measure them against. Here is every name, where it comes from, and what it is worth.

Why this page is satisfied it is all one project, despite the two developer names: five independent legs — the same street (Jalan Kemajuan, Seksyen 13), the same site area (2.17 acres, matching the title’s 2.1716 to four decimals), the same 231 units, the same 38 storeys, the same three built-ups to within about 10 sq ft, and the same private-lift feature — plus The Edge’s own enumeration of this section’s pipeline, which names three new schemes and no “PJ33 Residences” at all, while listing PJ33 and Plaza 33 as EXISTING office and retail landmarks. Only one developer is corroborated: Avaland, through the licensee Leisure Event Sdn Bhd.
Can a foreigner buy here?
Short answer: on the arithmetic, probably no unit clears the threshold — and the honest answer per unit is UNDETERMINABLE, because no price has been filed. Never assume eligibility and never let anybody estimate a per-unit answer for you. The zone and the floor. This project is in Daerah Petaling, which is Selangor ZONE 1, where the minimum purchase price for a foreign buyer is RM2,000,000, for strata and gated landed strata. That is DOUBLE the Kuala Lumpur figure of RM1,000,000. The figure rests on a three-source consensus including an industry guide and a published reading of the State circular, because the Selangor land office publishes no reachable circular — so confirm it with PTG Selangor on the day. Not Zone 2 and not Zone 3. AND A CORRECTION, because it would mislead a foreign buyer in the most expensive possible direction. One third-party marketing site states a RM1,000,000 minimum for foreigners in Petaling Jaya. That is WRONG. The Selangor Zone 1 floor is RM2,000,000. The same site serves one of its two copies of this project under a /kuala-lumpur/ URL path while its own breadcrumb reads Selangor. This is the second time this site has had to correct exactly that error on a Daerah Petaling project. The price question, as arithmetic rather than as a guess.
DerivationFigureWhat it is
Developer’s own announced GDV ÷ the agents’ own unit countRM320,000,000 ÷ 231 = RM1,385,281 per unit averagemy arithmetic on the developer’s own published GDV
the same, on the construction publisher’s 257 unitsRM1,245,136same
that average against the floor69.3% of RM2,000,000 (62.3% on 257 units)—
what the LARGEST marketed type would need to reach the floor≈RM1,064 psf on 1,880 sq ftagainst a neighbourhood registry benchmark of RM850–970 psf for newer completed stock, and ≈RM967 psf at the dearest named comparable
So: the average unit sits at about 69% of the floor, and for any unit to clear RM2,000,000 it would have to be priced far above the scheme average and well above the area’s own registry benchmark. The reading is that it is unlikely any unit clears the floor and probably none do — and the position is UNDETERMINABLE, because no price is filed and no registry band exists. Title, which is a separate question and this page always answers it separately. The product is a high-rise, so the parcels will be strata title, and Selangor Zone 1 does admit strata to foreign buyers above the floor. But Sekatan Kepentingan — the restriction in interest, the single strongest bar signal this page reads — CANNOT BE CHECKED AT ALL, because nothing has been filed. And the underlying title is a qualified title (HSD 156434), on which a restriction in interest, an express condition and a category of land use may well sit and are in no reachable document. So the title question probably runs the buyer’s way and the price question probably does not — and the title search is the first thing to ask for.
How long is the lease, and when does it expire?
About 50 years were left in 2025, and NOBODY PUBLISHES THE EXPIRY DATE. Pegangan Tanah is NOT FILED, because no advertisement has been filed. What exists is this: the title is PT 1A, HSD 156434, a qualified title, in Bandar Petaling Jaya; the vendor’s Bursa announcement describes the land as leasehold; and The Edge, 1 July 2025, reports the vendor as saying the land had “about 50 years of remaining lease tenure”. That is the entire public record of the term. About 50 years from 2025 would imply the mid-2070s — and that is an inference, not a fact, and this page does not print it as a date. Why this is the most important unanswered question on the project. A remaining term of about 50 years is materially shorter than the 99-year-from-a-recent-date leases this series usually records, and it bears directly on three things a buyer feels: the financing margin a bank will offer, the financing tenor it will offer, and what the unit is worth to the next buyer, whose own lease will be shorter still. Ask for a title search before anything else. It will give you the exact expiry, the category of land use and whether the conversion from industrial use has been granted, the express conditions, and any restriction in interest. One third-party site also asserts that leasehold stock resells at a fixed percentage below freehold. That claim is uncited and is refused on this page. What leasehold means, and why the remaining term is the number that matters
Is it a serviced apartment, a condominium, or commercial?
Nothing filed settles it, and the developer’s OWN press release gives two different answers in one document. Jenis Bangunan — the filed building type — is NOT FILED.

THE FILED TYPENONE—
Why it matters in money, not in semantics: a residential title and a commercial title carry different electricity and water tariffs, different assessment rates and often a different financing margin, and whether Jadual G or Jadual H applies determines the deposit, the progress-payment ladder, the defect liability period and the late-delivery mechanic. None of that is knowable today. This page is filed under Condo & Serviced Apartment because that is where the balance of the sources sits and because the product offered to the public is homes — while the developer’s own “commercial” wording is quoted here in its own words, because it bears on all of the above. Commercial is not applied as a category, and the page does not describe the scheme as commercial-titled or as Schedule H as if either were a fact.
How many units and how many storeys? And is it low density?
231 or 257 units; 38 storeys as marketing; and NO, it is not low density — the arithmetic on the best figure available refutes that claim. Jumlah Unit and Bilangan Tingkat are both NOT FILED. Three agent sources say 231; the construction publisher says 257. 26 units apart, and nothing filed to settle it, so this page publishes both and picks neither. At the marketed 8 units per floor that implies 28.9 or 32.1 residential floors out of a marketed 38 — plausible with a podium, and reconciling to nothing filed. The density, and the denominator is the point. 2.1716 acres, read off land title HSD 156434 as quoted in a statutory stock-exchange filing — 8,787.9684 m² = 94,596 sq ft — corroborated by the developer’s own “2.2 acres”, by The Edge’s “2.17 acres” and by an agent site’s “about 2.17 acres”. A title area in a Bursa filing is the strongest kind of denominator this series has used. 231 ÷ 2.1716 = 106.4 units per acre. 257 ÷ 2.1716 = 118.3. So the range is 106–118 units per acre, and the uncertainty is the unit count, not the acreage. Against this site’s own record that is MODERATE, not low: other pages here record 11.9, 6.02 and 12.3 at the low end and 140.8, 216.5 and 228.8 at the high end. So the “ultra-low density” claim on one agent site is refuted by arithmetic on the developer’s own land area. Eight other denominators were tested and refused, and two of them are worth naming because they are the easiest mistakes to make. The “about 4,600 sq m facilities floor” is a FACILITIES AREA, not a land area — using it gives a nonsensical 2,032 units per acre. And Avaland’s own 1.9-acre Taman U-Thant and 3.2-acre Tan Chong KL sites were bought within months of this one — they are different projects and are the easiest same-developer confusion on this job. Also refused: Seksyen 13’s whole 238.82 acres, Petaling Jaya’s whole 24,248.33 acres, PJ Quarter’s 5.15 ha, the Dutch Lady site’s 9.93 acres, and the group’s entire 187–189-acre landbank. And the cross-check that is NOT available: no gross floor area and no plot ratio is published by anybody, so the plot-ratio sanity check that validated acreages on other pages here cannot be run.
When will it be completed, and can I rely on 2030?
No binding completion date has been filed, and FIVE dates are in circulation. Tarikh Dijangka Siap is NOT FILED, and pindaanTempohSerahKosong is ABSENT — not Ya and not Tidak. Do not infer it. There is no contractual vacant possession date, because there is no registered scheme and therefore no statutory contract yet.

2030“completion (vacant possession) targeted for”two agent sites
No date governs, because the governing date would be the register’s and there is no register row. 2030 appears on this page only as a third-party marketing expectation — and one of the sites that publishes it attaches its own caveat that 2030 “is the developer’s target, not a guarantee”, which is the honest part of that source and is quoted here for that reason. And the delivery check this page runs on other projects cannot be run here in EITHER direction: the one construction record names six companies across six roles and locks every name and the exact contract value, there is no commencement date at all, and there is no contractual vacant possession date to measure anything against.
What is the developer’s track record, and is its record clean?
This is the licensee’s FIRST project, so it has no track record — and its conduct record cannot be read at all, which is NOT the same thing as it being clean. Here is the precise position. jumlahProjek: 0. The developer-integrity fields this site publishes on every other page — statusPemaju, mempunyaiKesalahan, bilanganProjek, the per-component status.rows and the Rekod Lesen Terdahulu licence history — live ONLY on a project record. With no project record they are UNREADABLE. The offence flag is not even present as a field in the licensee record, and the absence of a field is not a clearance. There is also no permit history, in either direction: no unpermitted interval to report and no continuous cover to credit. The GROUP’S record is a different thing, and this page keeps the two apart. With attribution, and with both sides printed: Avaland says it topped out its 100%-sold Amika Residences “ahead of construction schedule” (the developer’s own words, August 2026, on its own site — a developer claim, not a register fact); StarProperty reports four developments completed in 2025 totalling 2,169 residential units; and the register row for the group’s sibling scheme at Subang Jaya currently reads status.keseluruhan: Lewat — LATE. None of that is this project’s record, and none of it may be read as a prediction of it. What IS creditable about the chronology: the land SPA was 1 July 2025, the developer licence took effect 14 April 2026, and the licence therefore post-dates the land purchase by 9½ months, which is the normal order. The step that is missing is the scheme registration and the permit.
What does this page NOT publish, and why?
No price figure for any unit — and none of the six categories of price-adjustment, inducement or agency-fee information that this agency never publishes, from any source. The full disclosure, naming each of those six categories once and giving the precise reason each class of figure is withheld, is in the register section above under “What this page does not publish, and why”. The short version, because the reason matters as much as the withholding. There is no filed statutory price band and no public registry band for this project — so the below-minimum test this page runs elsewhere is INAPPLICABLE here, which is a finding rather than a gap. Two pre-launch “from” figures are in circulation, 24% apart on the same product, and this page publishes NEITHER — for ACCURACY, not because any rule forbids it. Neither is a statutory figure and neither is a registry figure, and there is no sale and purchase agreement price to show because there is no SPA. Published instead, each labelled: the developer’s own GDV of approximately RM320 million, arithmetic performed on this page on that GDV, the land price from the stock-exchange filing, and public government registry transaction data for the neighbourhood. No yield figure, no rental projection and no take-up figure appears anywhere on this page. Nothing on this page is a price list, a quotation or an offer.
What should I do next, in order?
Four steps, in this order, and the first one is not negotiable. ONE: ask for the advertising and sales permit number and its validity dates, in writing — or the developer’s written confirmation that none has been issued yet and when it is expected. Ask before you pay any money, sign any booking form, or hand over identity-card details, and ask what any money paid is held against, by whom, and under which sale contract. And know that an E(1) estate-agency licence number, which two marketing sites print where a permit number would go, is not an advertising permit. TWO: ask for the title search on PT 1A, HSD 156434 — the exact lease expiry, the category of land use and whether the conversion from industrial use has been granted, the express conditions, and any restriction in interest. On a qualified title with about 50 years left and no filed particulars, this is the single most valuable document in the file. THREE: ask for the registered scheme name, the contract schedule, the approved unit and storey counts and the approved built-up schedule, once registration is granted — because today every one of those is a marketing figure and several of them conflict. FOUR: then, and only then, ask about price — from the price list and the sale and purchase agreement at the sales gallery, which is the only place a real figure comes from. Louis will ask for all of it and tell you which answers came back on paper.

Ask for the permit, then the title search, then the price

Louis Koh will ask the developer for everything on the NOT FILED list and tell you which answers came back on paper. On this project the order matters: the advertising and sales permit first, the title search second, the approved schedule third, and the price last — because today there is no filed price to give you and anybody who gives you one is giving you an estimate.
