ATWATER Corporate Office Towers @ Atwater, PT 29, Jalan Profesor Diraja Ungku Aziz / Jalan Universiti, Seksyen 13, 46200 Petaling Jaya, Daerah Petaling, SELANGOR — commercial-titled STRATA OFFICE SUITES sold OUTSIDE the Housing Development Act: NO registered scheme, NO advertising and sales permit, NO filed advertisement — while the 493 serviced apartments on the same 5.09-acre parcel, from the same licensed developer, ARE registered as 9202-21 under Jadual H

Read this first, because it is the whole page. In one development, from one developer, on one 5.09-acre parcel, the apartments are Schedule H homes and the office suites are not — and no public document tells you so. And here is the part that makes it dangerous rather than merely technical: a search of the KPKT KPKT TEDUH register for “Atwater” DOES return a record. It returns 9202-21 — registered name Atwater, building type Pangsapuri Servis, contract Jadual H, 493 unit, developer licensed, permit issued, 100.00% complete, CCC dated 19 December 2022. Every one of those fields is real, and every one of them belongs to the 493 serviced apartments. NONE of it belongs to the 72 office suites. A client who runs that search and finds that record will reasonably conclude the office suite they are being sold is covered. It is not — and that specific, named harm is made MORE likely, not less, by the fact that the register resolves. This is NOT an unlicensed developer. PARAMOUNT PROPERTY DEVELOPMENT SDN. BHD. holds a live, clean KPKT developer licence; the register reads statusPemaju: Aktif and mempunyaiKesalahan: null, with 23 registered projects. It is a licensed developer whose licence covers one component of this parcel and not the other — which is a commoner situation than an unlicensed one, and a harder one to see. What a commercial strata title does NOT carry, stated before anything else. No Schedule G and no Schedule H statutory sale and purchase contract — the sale and purchase agreement is whatever the developer’s solicitors draft, and every term in it is negotiable rather than prescribed. No HDA liquidated-and-ascertained-damages formula for late delivery. No section 7A Housing Development Account, so progress payments are not ring-fenced. No statutory defect liability period — the Housing Development Act’s 24 months does not apply, and a commercial agreement commonly gives 12 months or less. No recourse to the Tribunal for Homebuyer Claims — a dispute goes to court or arbitration, at commercial cost. And no filed advertisement, so there is no statutory selling-price band, no filed building type, no filed tenure or lease expiry for the commercial parcel, no filed plan-approval reference for the towers, no filed restriction in interest, no filed chargee, no filed car-park allocation and no filed built-up schedule for the offices. There is also no contractually binding vacant-possession date on any public document, so pindaanTempohSerahKosong, status.keseluruhan, peratusSiap and the Lewat late flag CANNOT BE CHECKED for the offices. That is not the same as “not flagged”, and this page does not write “not flagged” — whereas for 9202-21 those same fields ARE readable, and Lewat was checked and is NOT flagged. Now the counterweight, in the same breath, because it is true and it is fair. The developer IS checkable even though the scheme is not. Its licence number, its validity, its conduct record, its 23 registrations and their statuses are all on the public register, and it has a delivery record on THIS VERY PARCEL that can be scored: Jadual H, 36 months, first SPA 6 March 2018, original vacant possession 6 March 2021, an approved extension of +23 months to 6 February 2023, and CCC 19 December 2022 with vacant possession 29 December 2022 — consumed and NOT overrun, by 49 and 39 days. Both halves, always: measured against the ORIGINAL date a March 2018 buyer signed for, that is about 21.5 months late. Permit cover was continuous for five years, 1 March 2018 to 28 February 2023, with no unpermitted interval before or during the selling period, and the first permit pre-dates the first SPA by five days — the narrowest margin this site has recorded, and still on the right side. And the green rows belong HERE rather than next door, which is the reverse of the usual direction. Atwater Office Tower A holds GreenRE Bronze, FINAL certification, 9 December 2025, tool NRB v3.1; Atwater Office Tower B holds Silver, FINAL certification, 15 December 2025, tool NRB v3.0 — NRB is GreenRE’s NON-RESIDENTIAL BUILDING tool, and that tool code is the fastest proof that this product is not a home. The 493 serviced apartments hold no GreenRE rating of any kind. This page publishes no per-suite price, because no statutory band exists for a component that was never registered, and the one price this agency gives is the sale and purchase agreement price (合同价), on request and in writing.

THE SPLIT, PROVENRegister rows 183 + 310 = 493, the filing’s own Bilangan Unit: 493, and two independent sources closing the offices at 72. Seven legs, and the arithmetic is exact.
NO APDL FOR THE OFFICESNot lapsed, not an xxxxx placeholder, not a dash — absent, because a commercial development is outside the Act and needs none. Which is exactly why none of the Act’s protections apply either.
THE DEVELOPER IS CHECKABLELicence, validity, conduct record, 23 registrations and their statuses are all public — and a scorable delivery record sits on this same parcel. You can check the developer even though you cannot check the scheme.
AGAINST ITS OWN INTERESTThe developer’s audited annual report for 2025 calls sales of these offices “muted” and says they were the majority of the group’s completed commercial inventory. That disclosure is rare and it is credited here.

ATWATER Corporate Office Towers at a glance

Every row below is either a filed or registered value with its source named, or an explicit absence. The one thing to carry away: the register entries in this table that look reassuring belong to the 493 serviced apartments at 9202-21, not to the office suites — and the table says which is which on every line.

Site
5.09 acres, integrated mixed-useSix surfaces in exact agreement, including the audited AR2025 — the best-corroborated acreage on this site. StarProperty alone apportions it: 2.96 acres commercial/retail + 2.13 residential = 5.09 exactly
Density and plot ratio
NEITHER IS PUBLISHED HEREThe only published gross floor area, 175,000 m², implies a plot ratio of 8.50 against MBPJ’s gazetted Section 13 ceiling of 3.25–3.75. It fails its own test and is refused as a GFA. The component areas instead give a net ratio of 3.46–3.98, which brackets the band — so the 5.09 acres is corroborated and the 175,000 m² is not. Seven denominators refused

Not MBSJ, not MBSA, and not the Hulu Langat the register’s business-address field prints for this very licensee
Foreign buyers
UNDETERMINABLE — and the reason mattersDaerah Petaling is Selangor Zone 1 at RM2,000,000 — but that is a RESIDENTIAL figure and the source says so in its own words. For a commercial strata title the route is the Garis Panduan Perolehan Hartanah (13 July 2022): an RM1,000,000 commercial-unit floor, an RM20 million approval trigger, and mandatory section 433B State Authority consent regardless
Take-up of the offices
WEAK — and the developer’s AUDITED report says soAR2025, p. 33: “muted sales from the commercial offices of ATWATER Corporate Office Towers”; p. 37: the towers “accounted for the majority of the Group’s completed commercial inventory in 2025”. A disclosure against its own interest, and it is credited. No suite-level sold count is published by anybody
Rental-guarantee or leaseback programme
NONE on any developer surfaceNine developer and third-party surfaces were checked and every one is silent on any leaseback, guaranteed-rental-return, rental-guarantee or assured-return scheme. That is a credit and it is published as one
Award and QLASSIC
None found · none publishedAnd this is NOT graded a clean negative: the developer’s own /awards/ page returned an error and was not read. No CIDB QLASSIC score is published for Atwater; the buildings are complete, so an assessment is possible in principle. GBI was robots-blocked — INCONCLUSIVE, never a negative
Registers read

The terms that do the most work on this page are the Housing Development Act, Schedule H, the advertising and sales permit and the defect liability period — and on the office component every one of them is relevant precisely because none of them applies, while on the 493 apartments on the same parcel all of them do. Read the Housing Development Act entry first: it is the statute that requires the registered scheme, the permit, the ring-fenced account and the prescribed contract that these office suites have none of.

Ten findings about ATWATER Corporate Office Towers that no other page puts in one place

Each card is a finding, not a selling point. Four of them are genuine credits to the developer and they are stated as plainly as the problems — because a page that only listed absences would misrepresent a licensed developer with a clean register record and a scorable delivery history on this very parcel.

⚠

A KPKT search for “Atwater” returns a record, and it is the wrong one

This is the most dangerous finding on the page, and it is dangerous BECAUSE the register resolves. 9202-21 is real: registered name Atwater, Pangsapuri Servis, Jadual H, 493 unit, licensed, permitted, 100.00% complete, CCC 19 Dec 2022. All of it is the serviced apartments. Read the two fields that settle it: the building type and the unit count. If the record says Pangsapuri Servis and 493 unit, it is not describing your office suite.

📄

The office component has no registration anywhere, and the scan proves the negative

The register’s own 23-row project list for licence 9202 contains exactly one ATWATER, and the serial walk found it at -21 as Pangsapuri Servis. A project-name scan across all 18 q=PARAMOUNT licensees returns no record containing Atwater, Dataran, Office, Pejabat, Komersial, Kedai or Pusat other than that one row — those words appear only inside licensee addresses. So there is no second Atwater registration waiting to be found.

🔑

The licence is real, current and clean — and it does not cover this

A developer licence licenses the DEVELOPER. A registered scheme and an advertising and sales permit license the SCHEME. 9202/03-2027/0224(A) runs to 14 March 2027, with statusPemaju: Aktif, mempunyaiKesalahan: null and 23 registered projects — and not one of those 23 is the office towers. This is the single most likely misunderstanding a client will arrive with, and it is worth one sentence of your own time.

✅

CREDIT: the developer is checkable even though the scheme is not

This is a materially better position than a project with no licence at all. The licence number, its validity, the conduct record, the 23 registrations and their statuses are all public. The register’s own list shows Siap Dengan CCC, Siap Dengan CFO, one Lancar and two Tiada Maklumat — twenty-one of the twenty-three carry a completed status, one is live, two carry no information at all, and there is no Sakit, no Terbengkalai and no Lewat anywhere in it. No consumer source publishes that.

✅

CREDIT: a scorable delivery record, on this very parcel, with both halves printed

Jadual H, 36 months, first SPA 6 March 2018, original vacant possession 6 March 2021, an approved extension of +23 months to 6 February 2023, CCC 19 December 2022 and vacant possession 29 December 2022 — 49 and 39 days INSIDE the governing date. Consumed, not overrun. And the other half: about 21.5 months past the original date a March 2018 buyer signed for. Permit cover was continuous for five years with no unpermitted interval, and permit 1 pre-dates SPA 1 by five days.

🍀

The green rows belong to the OFFICES, which is the reverse of the usual direction

Atwater Office Tower A: GreenRE Bronze, FINAL certification, 9 December 2025, tool NRB v3.1. Atwater Office Tower B: Silver, FINAL certification, 15 December 2025, tool NRB v3.0. Both to Paramount Property Development Sdn Bhd, both confirmed in the tier table AND the certification-entry list. NRB is the NON-RESIDENTIAL tool, and the 493 serviced apartments hold no rating of any kind — so these two rows must never migrate onto a residential page. Two method notes: the tier table’s Status column and the entry list’s Type of Certification column are DIFFERENT fields (Tower B reads ACTIVE in one and FINAL CERTIFICATION in the other), and the tool VERSION is not a function of the date — Tower A on v3.1, Tower B six days later on the OLDER v3.0.

✅

CREDIT: the audited annual report discloses the weak take-up against its own interest

Paramount Corporation Berhad’s AUDITED AR2025, p. 33, attributes part of the group’s fall in property sales from RM1.4 billion to RM808.0 million to “muted sales from the commercial offices of ATWATER Corporate Office Towers”, and p. 37 records that the towers “accounted for the majority of the Group’s completed commercial inventory in 2025”. That is rare and it is creditable. The honest reading for a buyer: these suites are not selling quickly, the developer’s own audited accounts say so, and that is both a negotiating position and a resale-liquidity warning.

🔍

Everything about the office product that was never filed, and is therefore never fixed

No filed building type, no filed tenure or lease expiry for the commercial parcel, no filed plan-approval reference for the towers, no filed restriction in interest, no filed chargee, no filed unit or storey count, no filed car-park allocation, no filed built-up schedule, no filed facilities schedule and no statutory selling-price band. And NO DIFF IS POSSIBLE, structurally rather than for want of trying: only the P45 filing generation exists, the older files/9202/9202-21/ path form 404s against a negative control that proves a real 404 looks like that on the host, and IKLAN_BROSUR_02 and IKLAN_AKHBAR_01 are both absent.

📅

The only published GFA fails its own plot-ratio test, so no density figure is published

constructionplusasia.com gives about 175,000 m² gross floor area. 175,000 m² = 1,883,683 sq ft on 5.09 acres (221,720 sq ft) = a plot ratio of 8.50, against MBPJ’s gazetted Special Area Plan ceiling of 3.25–3.75 for Section 13 mixed-use. It is 2.27× the ceiling and it does not survive. Now the corroborating half: summing the published component areas instead gives 767,057–881,414 sq ft of net sellable area and a NET ratio of 3.46–3.98, which brackets the band. So the 5.09 acres is corroborated and the 175,000 m² is refused — probably a gross built area including basements. Seven denominators refused, and no plot ratio is published on this page. And a source-grading note: that same source is the best available on the consultant team and the worst on the residential storeys. Grade a source per field.

⚠

The filing’s own licence line is wrong, and it would mislead you in the other direction

The one filed advertisement on this parcel prints 9202-21/02-2022/01380(L) against No. Lesen Pemaju, with validity 1 Mac 2021 – 28 Februari 2022. That is not the developer licence. It is the ADVERTISING PERMIT’S own serial, and it appears verbatim as the third entry in this record’s own prior-permit history. Read literally, the filing would tell a client the developer’s licence expired on 28 February 2022. It did not, and does not: the register prints 9202/03-2027/0224(A), current to 14 March 2027. The (L) suffix is unexplained, KPKT publishes no key for it, and this page records the field as printed and flags it as a question rather than a defect.

Project DNA

What is actually built here, what is certified, and what the dates really were

Two office towers over a two-storey retail podium, on the same 5.09-acre parcel as 493 serviced apartments, from the same licensed developer. The facilities list below is the developer’s own marketing, and it is unusually detailed — but NOT ONE ITEM IN IT IS FILED, because there is no filing for the office component. On a licensed housing scheme this list would sit inside a statutory advertisement; here the strongest grade available is “the developer says so on its own page”, and the page says which.

72office suites — Tower A 19 + Tower B 53, on two independent sources, closing exactly
27retail lots — one source, and also outside the Act
493serviced apartments — the only HDA-registered part of Atwater, at 9202-21
83.3%of the development’s 592 units are HDA-registered. The other 16.7% are not
366,849sq ft of net sellable office area — Tower A 169,301 + Tower B 197,548
5.09acres — on six surfaces in exact agreement, including the audited annual report
8 / 16storeys, Tower A and Tower B, as the developer and its audited report state them — not filed, and contradicted
885car-park bays shared by the two towers. NOT FILED, and no per-suite allocation is published

The specification and the building services, graded by who published them

No filed facilities schedule exists for the offices, so the strongest grade this site normally reaches on a facilities list — a schedule inside a statutory advertisement — is UNAVAILABLE here. Every item below is attributed to the surface that published it.

Security and access

the developer’s own office page, plus the advertorial
  • A private lift lobby to each tower, with a security check at each lobby
  • 24-hour CCTV and card access to destination floors
  • Lifts from the basement car-park levels separate from the ground-level lifts
  • Cashless, ticketless car-plate-recognition parking (the advertorial)
  • Dual direct drop-off lobbies per tower (the advertorial)
  • 24-hour security and high-speed lifts (a leasing agent — and it is the only source)

Sustainability

the developer, and the advertorial where marked
  • Rooftop solar panels powering common-area lights, lifts and escalators (the advertorial)
  • Rainwater harvesting for landscape irrigation
  • Aerated water taps in all toilets
  • Low-E glass and low-VOC paint (the advertorial)
  • LED lighting
  • A thermostat-controlled air-cooled VRF air-conditioning system. The developer claims it saves “up to 29%” energy, with no baseline, no comparator and no cited basis — “up to” is unfalsifiable, so the claim is reproduced here with those two words intact and is not adopted. And note a leasing agent describes the system as “centralized air-conditioning” instead: the two are not the same thing and no source reconciles them
  • EV charging stations and e-hailing stations

Amenity and landscape

the developer’s own office page
  • Green landscapes, open courtyards and rooftop gardens
  • Water features and concourse sitting areas; a green landscape park
  • A sheltered walkway and a bus stop in front of the development — the developer says “at the doorstep”, which is a claim and not a measurement
  • A PROPOSED sheltered walkway to Jaya One. The developer’s own word, in 2023, is “proposed” — so this page does NOT present it as built, and whether it exists today should be checked before a client is told about it
  • Co-labs Coworking, Paramount’s own wholly-owned co-working operator, on site (SME Magazine) — and note the licensee’s register business address is a DIFFERENT Co-labs branch, in Shah Alam. Do not conflate them

Accessibility and suite specification

the advertorial; and one leasing agent
  • OKU ramps, OKU parking bays and OKU toilets (the advertorial)
  • 9.8 ft floor-to-ceiling height and a cement render floor finish — i.e. BARE-SHELL handover, with the buyer fitting out. One leasing agent is the only source for either figure, and the same page refutes itself twice on its own area figures, so treat its numbers with care
  • No per-suite type code, no per-suite built-up schedule and no per-suite car-park allocation is published by anybody
  • And no source anywhere states how the 72 suites map onto the floor plates. 19 suites across Tower A’s bands and 53 across Tower B’s cannot be reconciled from any published document. This page does not attempt it, because the arithmetic does not close

Car park, service charge and the things that cost money

what is published, and what is not
  • 885 bays shared by the two towers, commercial parking physically separate from residential (Paramount’s own announcement; the advertorial); 890 on one agent listing
  • NOT FILED: the apartments’ statutory advertisement prints no Tempat Letak Kereta field at all
  • Reserved and floating parking rates are “to be confirmed”, on the one agent surface that mentions them
  • NO service charge and NO sinking fund figure is published for the offices by anybody. (Nor for the apartments)
  • NO strata share-unit allocation and NO management-corporation arrangement is published — which on a mixed development with a shared commercial podium, 885 shared bays and 493 apartments is a material question for an office buyer

What must NEVER be attributed to this product

the serviced apartments’ facilities deck, and it is theirs
  • The pool and pool lounge, the leisure and jacuzzi pools, the viewing deck, the playground, the urban play area, the maze garden, the pavilion, the reading corner, the lounge, the gymnasium, the outdoor gym, the badminton court, the BBQ area, the basketball court, the exercise station, the reflexology path and the yoga pavilions. All of it belongs to the 493 serviced apartments, all of it is podium-level, and the developer’s own two pages keep them apart. A page that moved them onto the office product would be misrepresenting what is being sold
  • Also theirs, and also a genuine design credit that belongs next door: about 20% of the apartments’ Tower 2 converts to assisted living with age-friendly features (The Edge Malaysia Weekly, 7–13 Jan 2019; constructionplusasia.com)
  • And the imagery consequence, stated rather than worked around: this page ships with NO office interior, NO lobby photograph, NO facility image and NO suite layout. Every interior render this developer publishes for Atwater belongs to the serviced apartments — all 36 of them — and not one may appear here. Borrowing one would be the exact failure this page exists to prevent

Floor plates

The floor plates — the only layout schedule anybody publishes, and it is marketing

There is no filed built-up schedule for the office suites, because there is no filing. What exists is a net-sellable-area table on the developer’s own office page, reproduced in full below, and four floor-plate plans whose own alt text names the LEVELS and not a tower. Both towers have Levels 2–5, Level 6 and Levels 7–10, so no caption on this page names a tower for a floor plate — not even for Levels 11–16, where only Tower B has those levels, because Tower A’s own storey count is itself disputed at 8, 9 and a schedule that runs to Level 10.

Levels 2 to 5

Tower A ±30,077 sq ft per floor · Tower B ±6,239 sq ft per floor

developer’s scheduleNOT FILEDnet sellable areano tower named

The largest and the smallest plates in the development sit on the same levels of the two different towers. The ±30,077 sq ft figure is corroborated to within 0.26% by two independent sources — SME Magazine’s “over 30,010 sq ft each” on four floors and EdgeProp 2018’s “30,000 sq ft”. Three readings that close that tightly are effectively agreement, and the credit is recorded. Which of the two towers a given suite sits in is not something this page will tell you from a plan, because the developer’s own alt text does not.

Level 6 is the step-down floor in Tower A and the step-up floor in Tower B — the only level the developer’s own table gives a single value for in each tower. No bedroom, bathroom, pantry or WC schedule is published for any plate, and no per-suite subdivision plan exists on any public surface.

developer’s scheduleNOT FILEDno tower namedthe Tower A contradiction

This is the band that contradicts the developer’s own headline. The office page states Tower A: 8 storeys and then publishes a Tower A floor-plate schedule that runs to Level 10. A building with plates at Level 10 has more than eight storeys. The schedule is consistent with EdgeProp’s 2018 figure of nine storeys plus a ground floor, and inconsistent with the page’s own headline — and the AUDITED AR2025 also says 8. This page prints all three readings and adjudicates none.

Here the same test runs the other way and supports the developer’s own figure. The schedule stops at Level 16, and there is no Level 17–20 floor-plate asset on the developer’s own host — confirmed by a deliberate negative control against a file that does resolve. That is weak corroborating evidence against the 17- and 18-storey readings in circulation, and it is recorded as weak.

No source anywhere states how the 72 suites map onto the floor plates. 19 suites across Tower A’s floor-plate bands and 53 across Tower B’s cannot be reconciled from any published document, and this page does not attempt it, because the arithmetic does not close. Marketed lot sizes run about 1,384 to 30,010 sq ft (SME Magazine) or 1,400 to 30,000 (EdgeProp 2018, quoting the then CEO) — two surfaces on the same range. Divide the 366,849 sq ft of net sellable area by 72 and you get about 5,095 sq ft, which is my arithmetic and which tells a buyer very little across a range that wide.

CANNOT BE READnot “none published”the developer’s own current brochure

The developer publishes a current e-brochure, dated to October 2026 by its own CMS filename, and it is an image-only PDF with no extractable text. It is present and reachable; its contents simply cannot be read from here. So this page writes “CANNOT BE READ”, which is a different statement from “none published” — and it is the single most likely place a specification table, a suite schedule, a tenure statement or anything resembling a statutory panel for the office component exists. It may equally contain a price table or an ethnic-allocation field, neither of which this page would publish. Louis will ask for it and read it with you.

Ask Louis to obtain and read the e-brochure

Every figure in this section is the developer’s own marketing schedule. NOT ONE OF THEM IS FILED, and no statutory built-up schedule exists for the office component because no advertisement was ever filed for it. One leasing agent publishes an average floor area of 30,077 sq ft beside an average of “8,165 to 13,007 sq ft” on the same page, states Tower A’s net lettable area as 69,301 sq ft against three surfaces at 169,301, and lets its own two towers sum to 266,849 against its own stated 366,849. It refutes itself, and all of its area figures are refused here. Not a price list, not a quotation, not an offer.

Location

PT 29, Jalan Profesor Diraja Ungku Aziz / Jalan Universiti, Seksyen 13, 46200 Petaling Jaya

A corner parcel, and the two street names are a finding rather than an error. The register’s address field (on seven Paramount licensees), the filed advertisement, the developer’s own pages and the leasing agent all say Jalan Profesor Diraja Ungku Aziz; three Edge-group surfaces nine years apart — 2015 on the land acquisition, 2019 on the development and the portal’s own project record — say Jalan Universiti. A 5.09-acre corner site in Section 13 fronts both. This page prints the developer’s and the register’s street, and names Jalan Universiti as the second frontage.

The filed coordinate carries a caveat and this page states it. It is consistent with Petaling Jaya and with the register’s own district field, but it was not independently reverse-geocoded for this page, and this site has twice found a register coordinate pair about 26 and 29 km away from the project it was filed against. Treat it as consistent, not as verified.

The six distances the developer publishes — and nothing else is published by anybody

  • LDP Expressway — 1.9 km
  • SPRINT Expressway — 2.0 km
  • Federal Highway — 3.0 km
  • Phileo Damansara MRT — 3.3 km
  • Taman Jaya LRT — 3.4 km
  • Asia Jaya LRT — 5.0 km
  • All six are the developer’s own, published identically on BOTH of its Atwater pages — so this is a DEVELOPMENT table, not an office table. The origin is the development, not a tower and not a lobby, and the developer does not say whether the figures are straight-line or by road.
  • Also published, as a group rather than individually: “three Kelana Jaya Line LRT stations — Taman Jaya, Asia Jaya and Taman Paramount — under 5 km away” (StarProperty, 28 Mar 2018), which is consistent with the developer’s 3.4 km and 5.0 km. This page does not convert “under 5 km” into a figure.
  • NOTHING ELSE IS PUBLISHED AND NOTHING IS ESTIMATED HERE. And no distance is borrowed from the other Seksyen 13 project on this site — that one is at Lot 1A, Jalan Kemajuan, at the other end of the section, and a systematic disagreement between two developments’ own tables is evidence of two sites rather than an error.

The “station within 500 m” claim is REFUSED, by name, on the developer’s own figures

  • One leasing agent’s features list claims a train station within 500 m and a park within 500 m, while its own description on the same page says NO rail station is within 1 km walking distance. The second is right, and two independent sources prove it.
  • The developer’s own table puts the nearest rail at 3.3 km and 3.4 km.
  • And SME Magazine reports that shuttle buses are planned to Asia Jaya LRT and Phileo Damansara MRT PRECISELY BECAUSE the site is not directly linked to either.
  • So Atwater is NOT a transit-adjacent building, the developer’s own figures say so, and the “station within 500 m” claim is refused here by name.

Named by somebody, with NO distance from anybody

  • Jaya One — and a PROPOSED sheltered walkway to it. The developer’s own word is “proposed”, in 2023. Never present it as built
  • PJ33 / Plaza 33 Mall · Jaya Shopping Centre
  • Columbia Asia Hospital – Petaling Jaya
  • Sin Chew Media’s headquarters — described as adjacent (“next to Sin Chew Media’s headquarters”, The Edge Malaysia Weekly, 7–13 Jan 2019). An adjacency, not a distance
  • Taman Paramount LRT — only inside the “under 5 km” group
  • The NKVE, Elite and NPE highways — StarProperty names them with no figures
  • A bus stop and sheltered walkway in front of the development — the developer says “at the doorstep”, which is a claim and not a measurement
  • “Amenities within a 3 km radius” (the advertorial) — a catchment radius. It is not a distance to anything and it is not an area, and this page uses it as neither

Why an office tower is in Section 13 at all

  • Section 13 is a gazetted conversion zone. EdgeProp reported on 27 August 2015 that MBPJ planned to convert 76.57 hectares — 75.1% of Section 13’s existing light industrial land — to commercial use under the Rancangan Kawasan Khas, a Special Area Plan.
  • Permissible plot ratios under it: 3.25–3.75 for mixed-use developments and 2.75–3 for limited commercial parcels. That band is not decoration on this page — it is the test that refutes the only published gross floor area figure.
  • No gazette DATE for the Special Area Plan is published by that source and none was found, so this page writes “gazetted Special Area Plan” without a date.
  • The same 2015 article named the then-unbranded Atwater as “Paramount Property’s mixed-use project” on Jalan Universiti, alongside Fraser Square/Trilight, Pacific Star, Pacific 63, a Symphony Life office block, Lumi Section 13, Avenue D’Vogue and PJ Midtown, and the existing Jaya33, Plaza33, Jaya One, centreSTAGE and Columbia Asia.
  • The land was light industrial, so a conversion of category of land use and/or a variation of express condition is IMPLIED and is documented nowhere reachable. That is one of the three things a land search would settle and no public document does.

“Seksyen 13” alone is never a locality tag on this site, and this page does not create one. The name is ambiguous across districts: there is another Seksyen 13 in Shah Alam about 20 km away in a different local authority, and one portal has been recorded printing “Section 13, Shah Alam, 46000” for a project in Kwasa Damansara. So Seksyen 13 goes in the title, the heading and the body, and never in the taxonomy — the location terms on this page are Petaling Jaya and Selangor, and the district was settled from the filed plan prefix rather than from a postcode, a township name or a licensee address. And specifically not from the Hulu Langat that the register’s own business-address field prints for this very licensee: the identical Co-labs Shah Alam address is filed as Petaling, Klang and Hulu Langat across the group’s licences. One address, three districts. Never read a district off a register business-address field.

The statutory block

Registered scheme for the OFFICE TOWERS: NONE EXISTS — the statutory particulars, label by label

On every licensed project page on this site this table is the spine: the registered scheme name, the licensed developer and its company number, the licence identifier and its validity, the advertising and sales permit and its expiry, the filed unit and storey counts, the filed tenure, the statutory selling-price band and the built percentage. For the OFFICE component every statutory cell is an absence, and the absences are GRADED, because NOT FILED (no document exists), NOT PRINTED (a field absent from a document that does exist), CANNOT BE READ (a document present without a text layer) and NOT PUBLISHED (a value nobody prints) are four different statements. This project exhibits three of the four, and the table says which applies to each row. The one column that is NOT an absence is the developer licence — and it is the row most likely to be misread, so read its note.

Every cell above was established on 14 October 2026 by reading the registers, not by inference. Routes: KPKT TEDUH developer-swasta with four search strings plus a same-session positive control that returned 16 licensees, and a full project-name scan of all 18 q=PARAMOUNT licensees; a serial walk of licence 9202 (-1, -13, -14, -15, -17, -19, -20, -21, -22, -23 all resolve, -24 returns a client error, and jumlahProjek: 23 — walk and count AGREE); 20172-1, 20172-2 and 31263-1 to kill three decoys; HIMS in both path forms with a negative control; all four GreenRE tiers PLUS the Bronze certification-entry list and the Silver certification-entry list, both windows covering both dates; GBI (robots-blocked — inconclusive, never a negative); Paramount Corporation Berhad’s AUDITED Annual Report 2025; the developer’s own development page and its dedicated office page, read separately; two disposal announcements on the developer’s own press archive; six Edge-group surfaces; StarProperty; SME Magazine; constructionplusasia.com; one leasing agent; and two sources on the foreign-buyer position. Not a price list, not a quotation and not an offer.

Four distinctions this table keeps, because collapsing them would be dishonest. NOT FILED means no document exists for a value to sit in — which covers every statutory row above, because no advertisement was ever filed for the office component. NOT PRINTED means a field is absent from the one document that DOES exist on this parcel, and that applies to Bilangan Tingkat, Tempat Letak Kereta and — importantly — Keluasan Tanah, which is why NO filed parcel area exists and NO density or plot ratio may be computed from a filing. CANNOT BE READ means a document is present and its contents are not extractable, and on this project exactly one thing falls there: the developer’s own current e-brochure, which is image-only. NOT PUBLISHED means the value would exist without a filing and nobody prints it. And the fifth state, which this page keeps separate from all four: CANNOT BE CHECKED — a register field that lives only on a registered-project record. pindaanTempohSerahKosong, status.keseluruhan, peratusSiap and the Lewat flag are in that state for the offices. ABSENT, not negative. “Not flagged” would be a false comfort and this page does not write it.

The arithmetic that proves the split — seven legs, and it is the backbone of this page

The question is not “is anything registered”. One thing is. The question is WHICH thing, and the arithmetic answers it exhaustively. LEG 1 — the register’s two component rows sum exactly. 9202-21 row 1 is 183 units / 24 storeys / luas 79 mps and row 2 is 310 units / 27 storeys / luas 62 mps. 183 + 310 = 493. There is no third row, no office row and no retail row — the registration is exhaustively two residential towers. LEG 2 — the filed advertisement’s own unit field matches it: Bilangan Unit: 493. So the filing describes that record and no other. LEG 3 — the filed built-up schedule maps onto both register rows. The filing gives Building 1 types A/A1/B/B1 at 670 sq ft and C/C1/D/D1 at 703; Building 2 types E/E1/E2/E3 at 853, F at 1,052, G at 1,205 and H at 1,422. The register’s row 2 at 62 mps converts to about 667 sq ft (my conversion), which is Building 1’s 670; row 1 at 79 mps converts to about 850 sq ft, which is Building 2’s 853. Row 2 is Building 1 and 310 units; row 1 is Building 2 and 183 units. BOTH ROWS ARE APARTMENTS. LEG 4 — an independent publisher assigns the towers the same way, from a source that never saw either document. StarProperty, 28 March 2018: “Tower 1 has 310 units (12 per floor, 4 lifts) and Tower 2 has 183 units (8 per floor, 4 lifts)”, sizes 670 to 1,422 sq ft — a perfect match to the register on both counts and to the filing on both ends of the range. LEG 5 — the office count closes independently, on two sources, and it is 72. EdgeProp, 17 November 2018: Tower A 19 units + Tower B 53 units = 72. constructionplusasia.com: “72 executive and premier suites”. Two independent sources, one of them a construction-industry record, closing exactly — and 72 appears in NO register row, under NO licence and at NO filed price. LEG 6 — the retail closes too, and it is also absent: 27 retail lots (constructionplusasia.com, the only source). LEG 7 — the totals. 493 + 72 + 27 = 592 units in the development. 493 are HDA-registered — 83.3%. 99 are not — 16.7%, being the 72 office suites and the 27 retail lots. That is the licensed-versus-marketed gap, and on this project it is computable to the unit, which is unusual. AND THE WALK, AND WHETHER IT AGREES WITH THE COUNT. The register reports jumlahProjek: 23 and bilanganProjek: 23. Serials -1, -13, -14, -15, -17, -19, -20, -21, -22 and -23 all resolve; -24 returns a client error. The register’s own 23-row list enumerates every scheme by name and it is 21 Klang records — twenty Kemuning Utama variants plus Kemuning Idaman and Arinna, Kemuning Utama — plus the single Petaling ATWATER. Walk and count AGREE: no dormant twin, no cancelled record and no unlisted phase. And a project-name scan across all 18 q=PARAMOUNT licensees finds no record containing Atwater, Dataran, Office, Pejabat, Komersial, Kedai or Pusat other than that one row — those words occur only inside licensee ADDRESSES. So there is no second Atwater registration waiting to be found. Two incidental findings from the walk, recorded because they are useful to anyone repeating it: 9202-13’s project-name field is literally “Paramount Property Development Sdn Bhd” — the developer’s own company name in the project-name field; and -14 is a Kemuning Utama record while ATWATER sits fourteenth in the register’s own list order. The register’s project-LIST order is not the serial index. Walk the serials; never infer one from a list position.

Run the KPKT search yourself — and know exactly what the record you find is

This is the single most useful paragraph on this page. Go to the KPKT KPKT TEDUH register, search the registered-project side for Atwater, and you WILL find a record. It is 9202-21. Read the two fields that settle what it is: the building type reads Pangsapuri Servis and the unit count reads 493 unit. If the record in front of you says those two things, it is not describing your office suite — it is describing the 493 serviced apartments on the same parcel. The rest of that record is equally real and equally not yours: daerah: Petaling, contract Jadual H, original delivery period 36 months, an approved extension, peratusSiap: 100.00, status.keseluruhan: Siap Dengan CCC, status.maklumatPembangunan: Berfasa, CCC 19 December 2022, vacant possession 29 December 2022, and an advertising and sales permit 9202-21/02-2023/0234(R)-(S) that ran 1 March 2022 to 28 February 2023. Now search the licensed-developer side. q=PARAMOUNT returns 18 licensees, and — this is the warning that matters for anyone checking — THEY ARE NOT 18 OF THE RIGHT ONES. At least three of the eighteen belong to other corporate groups and are wearing the word “Paramount” by coincidence: PARAMOUNT HILLS SDN. BHD. (code 11201) and PARAMOUNT PROPERTIES SDN. BHD (code 13226, note the plural) both file a Bangsar South UOA tower as business address and one of them a @UOA.COM.MY register e-mail — a UOA-group fingerprint, not this group; and PARAMOUNT LIFESTYLE SDN. BHD. (code 31263) files a @tiongnamproperties.com e-mail and a Johor address. The right licensee is identified by its register FINGERPRINT and not by its brand word: the Atwater Tower B registered office, an e-mail address on the developer’s own corporate domain in the register’s emel field, and the phone 0358709100. Two more search results worth knowing before you waste an afternoon. q=ATWATER returns ZERO — because that endpoint matches DEVELOPER NAMES ONLY, and no KPKT developer in Malaysia has “Atwater” in its name. A zero there means nothing at all, and this one is provably meaningless, since ATWATER IS a registered scheme name under licence 9202. Search the code, not the project. q=PARAMOUNT PROPERTY DEVELOPMENT returns exactly 1 — the licensee. And one register field is worth pointing at, because it is the ONLY place in any Malaysian government housing register where the Atwater office component appears at all: the licensee’s alamatDaftar reads Level 12, Tower B, Pusat Perdagangan Dataran Atwater, Jalan Profesor Diraja Ungku Aziz, 46200 Petaling, Selangor. Seven of the eighteen Paramount licensees give that same Atwater address as their registered office. So the office towers are simultaneously the group’s head office and a scheme the housing register does not contain — and that address is an ADDRESS, not a registration.

What IS filed on this parcel, label by label — and it is the apartments’ advertisement

Exactly one statutory advertisement exists for anything on this 5.09 acres: P45-20220317-00000858/IKLAN_BROSUR_01.pdf, filed 17 March 2022, with a readable text layer. It is the SERVICED APARTMENTS’ brochure, and it contains not one word about an office or commercial component. Its own heading is the marketing slogan SEGALANYA DI PETALING JAYA,, beneath IKLAN INI TELAH DILULUSKAN OLEH JABATAN PERUMAHAN NEGARA, and the project name is NOT PRINTED as a labelled field at all. What it does print, transcribed: Nama Pemaju: Paramount Property Development Sdn Bhd (587910-U) — the short registration number only, where the developer’s own site footer gives the full 200201020247 (587910-U) and the register prints none; the sales-gallery address PT29, Jalan Prof Diraja Ungku Aziz, Seksyen 13, 46200 Petaling Jaya, which is the only lot number published anywhere; Pihak Berkuasa yang meluluskan: Majlis Bandaraya Petaling Jaya; No. kelulusan pelan bangunan: MBPJ 120100/T/P10745/2017; Jenis Rumah: Pangsapuri Servis; Pegangan Tanah: Pajakan (leasehold); Tarikh Tamat Tempoh Pajakan: 12 Disember 2116 — 90 years and 2 months to run from today; Sekatan Kepentingan: Tiada, quoted here verbatim in the polarity it is filed in, because one dropped word inverts that sentence; Bebanan Tanah: RHB Islamic Bank Berhad; Bilangan Unit: 493; Baki Unit: 1 — which is a TAKE-UP CHECK, and it means 492 of 493 were sold as at the March 2022 filing, 99.80%; the full built-up schedule 670 / 703 / 853 / 1,052 / 1,205 / 1,422 sq ft, which exists nowhere else; Tarikh Jangka Siap: Ogos 2022; and ONE price figure only, RM 1,472,667.00, which equals the register’s row-1 MAXIMUM to the sen. What it does NOT print, and these are “NOT PRINTED” rather than “NOT FILED”: Bilangan Tingkat, Tempat Letak Kereta, Keluasan Tanah, the contract schedule, any price table or min–max band, any consultant, architect or engineer, the development’s own lot number, and any mention of an office or commercial component at all. And ONE FIELD IN IT IS SIMPLY WRONG, in a direction that would mislead a client the other way. Against No. Lesen Pemaju it prints 9202-21/02-2022/01380(L) with validity 1 Mac 2021 – 28 Februari 2022, and against No. Permit Iklan & Jualan it prints 9202-21/02-2022/01380 (P) with the SAME dates — the same number in both fields, differing only in the bracketed suffix. That number is the ADVERTISING PERMIT’S own serial, and it appears verbatim as the third entry in this record’s own prior-permit history. The real developer licence is 9202/03-2027/0224(A), which the register prints and which runs to 14 March 2027. Read literally, the filing would tell a client the developer’s licence expired on 28 February 2022. It did not. The register is current and the filing is stale. The (L) suffix is unexplained — this site has only ever seen (L) as the LANDED tail of a permit, and on a 24- and 27-storey apartment block it cannot mean landed. KPKT publishes no key. Recorded as printed and flagged as a question, never as a defect. AND NO DIFF IS POSSIBLE, STRUCTURALLY RATHER THAN FOR WANT OF TRYING. Only the P45 generation exists; IKLAN_BROSUR_02 and IKLAN_AKHBAR_01 both 404 under that path; the older files/9202/9202-21/ path form 404s as well, against a negative control that proves a genuine 404 looks exactly like that on this host. So the single richest move available on a project page — comparing two filed generations against each other — is unavailable here, and this page says so rather than implying the check was made.

The permit history, read for CREDITS as well as faults — and three credits are real

The Rekod Lesen Terdahulu for 9202-21, read in full. These are the APARTMENTS’ permits; the offices have none and never did. Permit 1: 9202-21/02-2020/0204(P), 1 March 2018 to 29 February 2020, 24 months. Permit 2: 9202-21/02-2021/01581(P), 1 March 2020 to 28 February 2021, 12 months. Permit 3: 9202-21/02-2022/01380(P), 1 March 2021 to 28 February 2022, 12 months. Permit 4: 9202-21/02-2023/0234(R)-(S), 1 March 2022 to 28 February 2023, 12 months — the register’s current and final permit on this record. CREDIT 1 — PERMIT COVER IS CONTINUOUS. 1 March 2018 to 28 February 2023, five years, with every renewal beginning the day after the previous one expired. NOT ONE UNPERMITTED INTERVAL — not before the first sale and not at any point during the selling period. This site has recorded both of the failure modes elsewhere — a scheme with 13½ months of unpermitted cover, and a scheme with a 39-day unpermitted gap DURING its selling period — and neither category arises here. That is publishable and it is published. CREDIT 2 — PERMIT 1 PRE-DATES SPA 1. Permit 1 began 1 March 2018; the first sale and purchase agreement was 6 March 2018. Selling began under a valid permit, with five days to spare — the narrowest margin this site has recorded, and still on the right side of the line. CREDIT 3 — RENEWED FORWARD, THEN ALLOWED TO LAPSE AFTER DELIVERY, WHICH IS CORRECT. Permit 4 expired 28 February 2023, about ten weeks after the CCC of 19 December 2022 and the vacant possession of 29 December 2022. A permit that lapses after delivery is not a defect; it is a permit that has done its job, and this page says so in case the lapse is mistaken for one. Two technical readings from the same history. Permits 1 to 3 all carry (P) with no -(L) or -(S) tail, reaching 2022 — so (P) is not a pre-2017 form. Permit 4 is (R)-(S), so the free landed-versus-strata read IS available on this record and it says STRATA — consistent with Pangsapuri Servis and 24 and 27 storeys. That read is of course unavailable for the offices, there being no permit; their strata status rests on a portal’s own title field and on the developer’s own word “stratified”. And the same history is what proves the filing’s licence field is wrong: permit 3’s serial is the number the brochure printed as the developer licence.

Delivery, with both halves — and the honest statement of what cannot be checked

For the APARTMENTS the record is complete and it can be scored. pjb.jenis: Jadual H; pjb.tempohAsal: 36 Bulan; first SPA 6 March 2018; contractual vacant possession under that SPA 6 March 2021; pindaanTempohSerahKosong: Ya — an approved extension of 23 Bulan, giving a new construction period of 59 months and a revised vacant possession of 6 February 2023; CCC 19 December 2022; vacant possession 29 December 2022; peratusSiap: 100.00; status.keseluruhan: Siap Dengan CCC; status.maklumatPembangunan: Berfasa; and Lewat CHECKED and NOT FLAGGED — and that field is READABLE on this record, so it is a genuine negative rather than an “unknown”. THE POSITION, WITH BOTH HALVES, BECAUSE NEITHER IS HONEST ALONE. +23 months was approved and about 21.5 months of it were used. CCC landed 49 days inside the revised date and vacant possession 39 days inside it — consumed, and NOT overrun. But measured against the ORIGINAL contractual date of 6 March 2021, the CCC was about 21.5 months late and the vacant possession about 21.8 months late. A buyer who signed in March 2018 expecting March 2021 waited until the end of December 2022 — and the ONLY public document that records the original date and the extension at all is the KPKT register. Neither half may be published without the other, and this page publishes both. And a third reading that belongs beside them: the developer’s own filed brochure prints Tarikh Jangka Siap: Ogos 2022, a date that matches neither the original nor the revised contractual date, and which the actual CCC missed by about four months. FOR THE OFFICE TOWERS NONE OF THE ABOVE EXISTS. No SPA date is published, no contractual delivery date exists, no extension can be approved because there is nothing to extend, and no Lewat flag can be read. CANNOT BE CHECKED — absent, not negative. The best available statement about the offices’ completion is the AUDITED annual report’s “Completed: 2024”, corroborated by the two GreenRE FINAL certifications of December 2025 (a final certification is awarded on completed work) and by a 2026-dated Tower B update asset on the developer’s own host. Eleven delivery readings circulate across nine sources, and the targets of end-2021, Q3 2021, 2022, Q4 2022, 1Q and 2Q 2022, 3Q 2023 and Q3 2024 were each superseded in turn. The delivery record of the licence as a whole, for context and not as an Atwater figure. The register’s own 23-row list gives a status for every registration: Siap Dengan CCC, Siap Dengan CFO, one Lancar and two Tiada Maklumat — twenty-one of the twenty-three carry a completed status, one is live and running, two carry no information at all, and there is no Sakit, no Terbengkalai and no Lewat anywhere in the list. That is a strong record and no consumer source publishes it. What this page did NOT do, and says so: the per-record permit histories, original-versus-revised delivery dates and CCC dates of the twenty-one Kemuning Utama / Kemuning Idaman / Arinna registrations in DAERAH KLANG were not walked. They are a different township 30 km away, and a Klang delivery record must not be presented as an Atwater one. Only 9202-21 was scored in full.

The two green certifications, stated exactly — and why they belong HERE and not next door

What MAY be said, and it is the register’s own wording rather than the marketing’s: Atwater’s two corporate office towers each hold GreenRE final certification — Tower A at Bronze, 9 December 2025 and Tower B at Silver, 15 December 2025 — both assessed on GreenRE’s non-residential building tool and both certified to Paramount Property Development Sdn Bhd. Tower A’s tool code is NRB v3.1; Tower B’s is NRB v3.0. NRB stands for NON-RESIDENTIAL BUILDING, and that single column is the fastest and cheapest proof that this product is not a home. Every residential Paramount row in the same registers sits on the RES tool instead — which means the tool code discriminates INSIDE ONE LICENSEE’S OWN GROUP PORTFOLIO, the hardest case there is. AND THE INVERSION THAT MATTERS, because it runs the opposite way to the usual direction on this site: THE 493 SERVICED APARTMENTS HOLD NO GREENRE RATING OF ANY KIND, AT ANY TIER. There is no Atwater GreenRE row other than the two office towers. So for once the green rows belong to the COMMERCIAL product and must never migrate onto a residential page — and if an Atwater serviced-apartment page is ever built on this site, these two rows must not appear on it. Two method findings, recorded because reading only one surface misgrades a row. FIRST: the tier table’s Status column and the certification-entry list’s Type of Certification column are DIFFERENT FIELDS. Tower B’s tier-table status reads ACTIVE — a validity flag — while the entry list calls it FINAL CERTIFICATION — the certification type. Tower A reads FINAL in both. BOTH TOWERS HOLD FINAL CERTIFICATION, and neither may be called “provisional”. SECOND: the tool VERSION is not a function of the certification date. Tower A was certified on 9 December 2025 on NRB v3.1; Tower B six days later, on 15 December 2025, on the OLDER NRB v3.0. Two towers, one development, one licensee, six days apart, two tool versions, the later one on the older tool. Record the version as printed and infer nothing about recency or stringency from it. Both rows were confirmed on TWO independent GreenRE surfaces each — the tier table AND the certification-entry list — in windows that fully cover both dates (the Bronze entry list runs 4 April 2024 to 30 March 2026 and the Silver list 10 October 2014 to 17 March 2026). That is the strongest grade this check can return, and this site has usually had to ship it with a window caveat. CREDIT THE DEVELOPER TWICE. Its own audited annual report names both ratings correctly — “Grade A buildings, certified by GreenRE with a Bronze and Silver rating respectively” — and a leasing agent independently reports Bronze for A and Silver for B. Three surfaces in exact agreement with the register, which this site does not often get to say. And note the direction of the claim strength, which runs BACKWARDS from the register to the marketing: the register gives two final certifications with tiers and tool codes; the audited report names both tiers; the developer’s own project page says only that the towers were “designed sustainably and awarded with green building certification”, with no rating level and no tier; The Edge’s advertorial says only “green accreditation”, naming no scheme at all; and SME Magazine says only Tower B is certified, which was true when it was written and is superseded now. The register and the audited report are better than the marketing here. This page uses theirs. What may NOT be said: nothing residential. Not “green-certified homes”, not any rating attached to the serviced apartments, and not “provisional” of either row. GBI could not be read — its certified-buildings register is robots-blocked, which is INCONCLUSIVE and never a negative. No source claims a GBI rating for Atwater.

Malaysia Digital status — what it is, what it is not, and what to ask for

This is worth a paragraph rather than a bullet, because for an office buyer it is a tenant-demand feature rather than a badge. Malaysia Digital (MD) status — which replaced MSC Malaysia status in 2022 — is a BUILDING designation that lets a qualifying MD-status company occupy the premises and claim the scheme’s benefits. It widens the pool of tenants who need an MD-designated address. The sources form a clean gradient and this page grades them. Paramount Corporation Berhad’s AUDITED AR2025, p. 27, states that Tower A is Malaysia Digital status, “formerly MSC status” — the strongest surface and the only audited one. A leasing agent is MORE specific than the audited report, claiming MD Tier 1 for Tower A and Tier 2 for Tower B — an AGENT claim, labelled as one. The Edge’s advertorial calls both towers “Grade A, MSC-compliant buildings”, and “MSC-compliant” is a weaker statement than “MSC status”. NST in June 2021 reported MD status as “proposed” for Tower A — the pre-award position. And the developer’s own project page lists “MD Nexus and GreenRE certification” as a feature and nothing else: MD Nexus is not a term MDEC publishes, it is unexplained, it may be a rendering of MD status, and this page records it as printed without expanding it. What to ask for: the MD designation certificate for the specific tower and the specific floor. And what MD status is NOT: it is not a green rating, it is not a planning approval, and it confers nothing at all on a buyer who is not an MD-status company. One portal listing advertises a “Brand New MSC Status Office” for rental; that is an agent’s wording and the audited report is the better surface.

The price position, stated in full — what exists, what does not, and what is published here

THERE IS NO STATUTORY SELLING-PRICE BAND FOR THE OFFICE SUITES AND THERE NEVER WAS ONE. No filed advertisement, therefore no filed Harga Jualan Unit Minima/Maksima. The below-filed-minimum test this site runs on every licensed project is INAPPLICABLE here, and no discrepancy is reported against a minimum that does not exist. And the filed advertisement for the APARTMENTS contains no price table either — it prints one figure, RM 1,472,667.00, which equals the register’s row-1 maximum to the sen, with no min–max band, no per-type price and no quantity column. So the usual filed-band-against-registry-band comparison cannot be run on this parcel at all. WHAT IS PUBLISHED HERE, AND LABELLED. (1) THE PUBLIC-REGISTRY BAND FOR 9202-21 — THE SERVICED APARTMENTS, NOT THE OFFICES. Register row 1: 183 units, 24 storeys, 79 mps, band RM161,600.00 – RM1,472,667.00. Register row 2: 310 units, 27 storeys, 62 mps, band RM590,000.00 – RM789,400.00. AND THE RM161,600 MINIMUM IS AN ANOMALY, WHICH THIS PAGE RECORDS AND DELIBERATELY DOES NOT EXPLAIN. On 79 mps — about 850 sq ft by my conversion — RM161,600 works out at roughly RM190 per sq ft, against a maximum of about RM1,732 per sq ft on the SAME ROW, and against StarProperty’s “from RM590,200”, which sits RM200 ABOVE row 2’s filed minimum — the honest direction, and a credit. A 9.1-times spread inside one 183-unit row is not a normal band. Tested and answered negatively: there is NO Harga Mampu Milik (LPHS) row, no Rumah Selangorku flag, no -RMM / -AH / -NPT / -OMU type-code pair and no duplicated built-up at two prices — so the affordable-allocation signature this site knows how to spot is ABSENT. The honest answer is therefore that the register’s row-1 minimum reconciles with no other figure on any surface and no source explains it. This page does not guess. (2) THE PUBLIC-REGISTRY TRANSACTION DATA — ALSO THE APARTMENTS’. Sold price range RM923 to RM1,000 per sq ft, median RM961 per sq ft over the last 48 months of registered transactions, per EdgeProp’s own analysis; historical high RM1,224 per sq ft in March 2021 on a 667 sq ft unit; historical low RM550 per sq ft in March 2018 on a 700 sq ft unit — and March 2018 is the launch month, so that low is a launch-price transaction and not a distressed one. A cross-check that passes: The Edge’s own Section 13 analysis of 9 October 2026 puts Atwater at about RM967 per sq ft, “the highest in the area”, against a Section 13 benchmark of RM850 to RM970 for newer completed stock. RM961 and RM967 are 0.6% apart. One publisher on two surfaces, so that is internal consistency rather than independent corroboration, and this page says which. THERE IS NO TRANSACTED PRICE DATA FOR THE OFFICE SUITES ANYWHERE AT ALL. (3) THE SECTION 13 COMMERCIAL MARKET, which is the relevant market for this product: 147 registered deals worth RM233 million between 2023 and the second quarter of 2026, with 2025 the busiest year at 54 deals (The Edge / EdgeProp, 9 October 2026). That is the only registry-grade commercial figure available, and it is a MARKET figure and not a project figure. (4) THE EN-BLOC ASSET FIGURES, WHICH ARE A GDV-CLASS FIGURE AND ARE LABELLED AS ONE. These are corporate asset-disposal figures for WHOLE BUILDINGS, announced by the developer’s own group. They are not unit prices and they are not asking prices for anything a client would buy. About RM318 million for the two towers en bloc — Tower A about RM146.5 million and Tower B about RM171 million (NST, June 2021, re-published on the developer’s own press archive); and “over RM320 million” for the two towers with 36,409 sq ft of shared retail and 885 car-park bays (Paramount Property’s own announcement, 5 August 2024, quoting Chee Siew Pin, CEO of the property division). My arithmetic on those, labelled as mine: RM146.5m ÷ 169,300 sq ft = RM865.33 per sq ft and RM171m ÷ 197,570 sq ft = RM865.52 per sq ft. THE TWO TOWERS WERE VALUED AT THE SAME RATE TO WITHIN NINETEEN SEN. That is a flat-rate en-bloc valuation, and the internal consistency corroborates both figures. RM320m ÷ 366,849 sq ft of towers alone = about RM872 per sq ft; ÷ 403,258 sq ft of towers plus retail = about RM794. The 2024 announcement bundles the retail and the bays into its figure, so the second is the like-for-like reading and the first is a ceiling. A dating warning on those two announcements: BOTH are published on the developer’s own press archive under the SAME posting date of 5 August 2024, one of them being a 2021 article. The archive’s dates are an import artefact, not publication dates. (5) AND THE GDV TEST, WHICH PASSES — CREDIT IT. Six GDV figures circulate: RM730 million for the whole development (2015), RM350 million for the COMMERCIAL PHASE ONLY (2018), RM800 million (Jan 2019), RM760 million (the 2023 advertorial), RM780 million (SME Magazine, undated), and RM225 million of REMAINING GDV with 0 acres undeveloped in the AUDITED AR2025. Four of the six are the Edge group and collapse to one publisher; SME Magazine is the second; the audited annual report is the third surface and the only audited one, and it gives only the remaining figure. Carry them all with their dates; adjudicate none. THE TEST, RUN: the register’s filed minima sum to 183 × RM161,600 + 310 × RM590,000 = RM212,472,800, and the maxima to 183 × RM1,472,667 + 310 × RM789,400 = RM514,212,061. On a whole-development GDV of RM760 to 800 million of which RM350 million is the commercial phase, the implied residential GDV is about RM410 to 450 million — which sits comfortably inside that RM212.5m to RM514.2m range. NO STALE-GENERATION SIGNAL. This site names a stale generation readily when it finds one, so it credits a pass just as readily. And a numerical coincidence, recorded and deliberately NOT built on: the 2018 commercial-phase GDV of RM350 million minus the audited report’s RM225 million of remaining GDV is RM125 million, which lands within a fraction of a percent of a net book value one publisher prints for a SPLICED asset name that does not exist. Two unrelated figures can land on one number and no conclusion is drawn from it. That net book value is not attributable to anything and does not appear on this page. Not a price list, not a quotation and not an offer.

Foreign buyers — UNDETERMINABLE, and the reason is the whole point

The answer is UNDETERMINABLE, and the reason is exactly why this page exists. The district is Petaling, settled from the filed MBPJ plan reference and corroborated by the register’s own daerah field — not from a postcode, a township name or a licensee address. Daerah Petaling is Selangor ZONE 1, and the residential floor for Zone 1 is RM2,000,000, for strata and landed-strata only. BUT THAT IS A RESIDENTIAL FIGURE AND THE SOURCE SAYS SO IN ITS OWN WORDS. The same source states that “some states apply different (or no) minimum thresholds for commercial-titled properties” and that “a SOHO or SoVo unit on a commercial title may be purchasable below the residential threshold” — and it does not address Selangor commercial at all. For a COMMERCIAL STRATA TITLE the route runs through the Garis Panduan Perolehan Hartanah, the Ministry of Economy’s property-acquisition guideline, effective 13 July 2022. Under it: a foreigner may not acquire an individual commercial unit below RM1,000,000; a non-residential acquisition of RM20 million and above that reduces an ethnic-allocation or Government interest requires approval; AND State Authority consent under section 433B of the National Land Code is REQUIRED REGARDLESS, before any transfer can be registered. A Selangor commercial or industrial floor is NOT ESTABLISHED. One secondary source gives a higher figure for Selangor commercial property and self-caveats it as illustrative as at October 2024, telling readers to check with the State Authority. It is REFUSED as a figure and is not printed here. No reachable State Land Office circular sets a commercial floor for this district — the same dead end this site has hit on every Selangor project. NOW THE ARITHMETIC, FOR BOTH CANDIDATE THRESHOLDS, LABELLED. No per-suite price is filed and none is published by the developer, so no count of qualifying suites can be given. What CAN be given, labelled as my own arithmetic on the developer’s own announced en-bloc figures for whole buildings: at the roughly RM865 per sq ft those announcements imply, the smallest marketed lot of about 1,384 sq ft works out at roughly RM1.20 million and the largest of about 30,010 sq ft at roughly RM26 million. So: against the RM1,000,000 commercial minimum, every suite would clear. Against the Selangor Zone 1 RESIDENTIAL figure of RM2,000,000, the smaller suites would not. And a whole-floor acquisition at the top of the range would cross the RM20 million approval trigger if it reduced an ethnic-allocation or Government interest. THE ANSWER TURNS ENTIRELY ON WHICH THRESHOLD APPLIES, AND NOBODY PUBLISHES THAT. THIS PAGE WILL NOT TELL A FOREIGN BUYER THEY ARE ELIGIBLE. The residential zone figure does not govern a commercial title; the commercial route runs through the Garis Panduan Perolehan Hartanah plus mandatory section 433B State Authority consent; and a client must confirm the position with the Selangor State Land Office and the Ministry of Economy before paying anything. Two further notes, because both of this site’s usual title tests are of limited use here. First: Sekatan Kepentingan IS filed, and it reads Tiada — but that is for 9202-21, the apartments, and it must NOT be read across to the commercial parcel, which has no filing and therefore no readable restriction. Second: the landed-versus-strata read from a permit suffix is available for the apartments ((R)-(S) = strata) and unavailable for the offices. And there is no controlled-price or affordable-housing stock on this registration, so that rule does not bite either.

Order a land search before you pay anything — and here is exactly what it would settle

This is the single thing to ask for first, and it is not expensive. Three things a land search on the COMMERCIAL parcel would settle that no public document does: (1) the commercial parcel’s own unexpired lease term. The only filed expiry anywhere is 12 Disember 2116 and it belongs to 9202-21, the apartments. The reading — and it is only a reading — is that a single 5.09-acre head lease is likely to carry one expiry, so 12 December 2116 is the probable figure. But StarProperty apportions the site as 2.96 acres commercial/retail and 2.13 acres residential, which admits of separate titles with separate conditions, and NO SOURCE ADDRESSES THE POINT. This page does not interpolate the figure. (2) The category of land use and the express conditions after the Section 13 conversion. The land was LIGHT INDUSTRIAL before MBPJ’s gazetted Special Area Plan, so a conversion of category and/or a variation of express condition is IMPLIED and is documented nowhere reachable. (3) Whether a restriction in interest is endorsed on the commercial title, and whether any charge is registered against it, and to whom. The apartments’ filing says Tiada for the restriction and names RHB Islamic Bank Berhad as chargee — both of those are the APARTMENTS’, there is no second filed generation to compare either against, and no chargee is named for the commercial parcel by anybody. A charge over the parcel would ordinarily have been discharged on or after the apartments’ CCC; nothing on the public record says whether it was. And one parcel that is NOT this land, named so it is not borrowed: a 2015 article records a DIFFERENT six-acre Section 13 parcel, sold to another developer, whose tenure runs until August 2067. That is not this land and this page does not use it.

What this page does not publish, and why

This agency has one absolute compliance instruction and this page applies it literally. No discount figure, no rebate figure, no nett price, no promotion information, no incentive-package detail and no commission information appears anywhere on this page, from any source, whatever its provenance — and those six terms appear exactly once each on this page, here in this sentence, and nowhere else. A seventh term is named here for completeness and also appears exactly once, here: Bumiputera. On that one the honest statement is specific: the one filed advertisement on this parcel DOES carry an ethnic-allocation field. Its EXISTENCE is recorded in this sentence and its VALUE IS WITHHELD IN FULL — which is a different statement from saying no such field exists, and this page uses the one that is true. Now the four families of figure that exist on this project. ALL FOUR ARE WITHHELD, and each is named by kind, because a withholding that does not say what kind of figure it is withholding reads as concealing a defect that is not there. KIND ONE — a launch-era developer price for the office suites, carried by one publisher. A November 2018 article prints a per-suite entry figure and an average rate for the office suites, sourced from the then CEO at the commercial-phase launch. WITHHELD. The reason is ACCURACY rather than a compliance bar: it is an eight-year-old marketing figure for an UNLICENSED component with no statutory floor in existence to test it against. KIND TWO — agent asking prices for individual strata suites, live today. At least one portal listing prints an asking figure and an asking rate for a suite in these towers, and a second portal carries a project-level commercial sale record. ALL FIGURES WITHHELD. These are neither statutory nor registry figures, they sit on an unlicensed component, and they are untestable. KIND THREE — asking rents and a market-average rent, in an advertorial. The Edge’s branded piece prints an asking gross rent range for the towers and a Petaling Jaya office average to compare it against. BOTH WITHHELD, and the reason is worth stating: on a commercial asset a published rent is the DIRECT INPUT to the return calculation this agency’s rule forbids. Withholding the rent is what makes withholding the return figure meaningful. KIND FOUR — return and income-asset marketing, and it is on the AGENT layer rather than the developer’s. One portal listing title for a whole floor sold with a sitting tenant embeds a monthly rent figure and an explicit return claim; a second advertises a rental with a monthly figure in its own title; and a portal project record prints an implied return field whose own rental median and rental range are BOTH N/A, with its own footnote warning that its asking-rental data may not be representative. That is a return figure with no visible rental basis, and the same publisher’s separate Section 13 analysis gives a materially DIFFERENT figure for the same building. That such marketing exists is recorded in this sentence, and that is the whole of it: no rate, no percentage, no monthly figure and no listing title is reproduced anywhere on this page, not in the body, not in the structured data and not in a caption. AND THE CREDIT, WHICH IS REAL AND IS PUBLISHED: NO LEASEBACK, GUARANTEED-RENTAL-RETURN, RENTAL-GUARANTEE OR ASSURED-RETURN PROGRAMME APPEARS ON ANY DEVELOPER SURFACE. Nine surfaces were checked — the development page, the dedicated office page, both disposal announcements, the audited annual report, the advertorial, StarProperty, SME Magazine, the leasing agent’s page and a portal’s own commercial record — and every one of them is silent on any such scheme. The return marketing on this project is the agents’, not the developer’s, and this page says which. Nor does this page reproduce any capital-appreciation claim: the advertorial paraphrases the developer on not having to worry about capital appreciation in a good location, and that is a forward-looking value claim in a BRANDED piece, quoted nowhere on this page and adopted nowhere. And the one price this agency will give you, on request and in writing, is the sale and purchase agreement price (合同价) — so that anything beyond it is a conversation with Louis and not a number on a web page.

Decoys refused, by name — including one a major publisher already fell for

Eleven green rows and three register decoys were tested and refused, and three of them belong to this licensee’s own corporate group, which is the hardest case. THE WORST ONE, AND IT IS ALREADY IN PRINT. A major publisher reported in March 2025 on Paramount Corporation’s plan to monetise about RM750 million of non-core assets — about 25% of RM3.07 billion of total assets — and in doing so printed a single hyphenated asset name combining a Kuala Lumpur condominium with Atwater, against one net book value. THAT NAME IS NOT A BUILDING. IT IS TWO SEPARATE PARAMOUNT ASSETS SPLICED INTO ONE NAME, AND THE REGISTER PROVES IT. The condominium is register code 20172-2, under a DIFFERENT licensee — PARAMOUNT PROPERTY (CITYVIEW) SDN. BHD., code 20172 — in daerah: Kuala Lumpur, with 354 units, filed as Rumah Pangsa/Kondo under Jadual H, and holding its OWN GreenRE Gold row. Atwater is 9202-21, Daerah Petaling, Selangor, under licensee 9202. Cityview’s sibling record 20172-1 is a 241-unit Kuala Lumpur Pangsapuri Servis; Cityview is the group’s KL vehicle. CONSEQUENCE, AND IT IS A HARD RULE FOR THIS PAGE: THAT NET BOOK VALUE CANNOT BE ATTRIBUTED TO THE ATWATER OFFICE TOWERS, OR TO THE CONDOMINIUM, OR APPORTIONED BETWEEN THEM — AND IT DOES NOT APPEAR ANYWHERE ON THIS PAGE. The developer’s own HQ fit-out record, incidentally, names “ATWATER Corporate Office Towers” and uses the spliced word nowhere. It was caught only by walking a second licensee’s serials. The GreenRE rows refused, with the reason in each case. A GOLD row under PARAMOUNT PROPERTY (CITYVIEW) SDN. BHD. (July 2024) — refused: a different licensee, a different state and a residential condominium. A Bronze PROVISIONAL row on the residential RES v3.3 tool under Paramount Property (PW) Sdn Bhd (May 2025) — refused: different licensee, RES not NRB, and provisional not final. A Bronze PROVISIONAL RES v3.3 row under Paramount Property (Cjaya) Sdn Bhd (December 2024), whose licensee SHARES the Atwater Tower B registered office — refused on the same three grounds. A PLATINUM row — the group’s only one — under Paramount Property (Utara) Sdn Bhd, on the SAME NRB v3.0 tool as Tower B, dated 2018 — refused: it is a SALES GALLERY and not a project, it is in Kedah, it is a different licensee, and the register marks it EXPIRED. A tool-code match is not an identity. A FINAL NRB v3.0 row under Paramount Education (Klang) Sdn Bhd (2021) — refused: a different DIVISION of the listed parent, the education arm rather than the property arm. A Bronze FINAL ENRB v3.3 row for an office tower in the SAME Section 13, certified three weeks after Atwater’s two — refused: a different licensee and a different, existing office landmark. Four Kemuning rows under Gamuda Land entities and one under BCB Development carrying the word Pusat — refused: different licensees, different township, and the Kemuning match is only an artefact of licence 9202’s other 21 registrations all being in that township. A SILVER row under PJD Sejahtera Sdn Bhd dated 13 days from Tower B’s — refused: the PJ match is a substring of a company name. And four non-green register decoys: the four UTROPOLIS registrations under Paramount Property (Glenmarie) Sdn Bhd, code 12427, which are the ONLY other DAERAH PETALING records in the whole group and therefore the nearest thing to a sibling — refused: a different licensee, Glenmarie rather than Section 13, and a licence that EXPIRED on 28 September 2024. No figure, image, award or rating may cross from any of them. Platinum tier measurement for the record: 95 rows with a clean close, so a Platinum no-hit on this project is a GENUINE CLEAN NEGATIVE. The Gold, Silver and Bronze tier tables were all truncated, which is why both relevant certification-entry lists were read as well.

Not published, therefore not on this page

The short, blunt list — and it is what Louis will go and ask the developer for. How many of the 72 office suites remain unsold. The audited report says the towers were the majority of the group’s completed commercial inventory and that sales were muted; no count, no percentage and no Baki Unit exists, because there is no filing to carry one. The price of any individual suite, from the developer — none on either of its own pages. A per-suite built-up schedule, type codes, or which floor plates sit in which tower. The lease expiry of the commercial parcel, and whether it is one title or two with the residential. The category of land use and express conditions after the conversion, and whether a restriction in interest is endorsed on the commercial title. Whether a charge exists over the commercial parcel, and to whom. Any contractual vacant-possession date, defect liability period or late-delivery remedy — all of which would sit in a private agreement no source reproduces. The service charge and sinking fund rates for the offices (and they are not published for the apartments either). The per-suite car-park allocation, and the reserved-versus-floating parking charges, which one agent records as “to be confirmed”. Occupancy or committed-tenant information for either tower, beyond the fact that Paramount Corporation Berhad occupies Tower B as its head office. Whether Tower A has been sold en bloc — the audited report published in April 2026 reports no sale, which is the latest audited position and nothing later was found. The contract value and commencement date of the main building contract, which is why the construction-float test CANNOT BE RUN in either direction. The gross floor area, on any figure that survives a plot-ratio test. The Malaysia Digital designation certificate, tier and scope per tower and per floor. Whether the proposed sheltered walkway to Jaya One was ever built. Any transacted price for an office suite — the apartments have a full registry band and the offices have nothing. Whether the 27 retail lots are for sale or for lease only, and at what sizes. Any strata subdivision plan, share-unit allocation or management-corporation arrangement — which on a mixed development with a commercial podium, 885 shared bays and 493 apartments is a material question for an office buyer. The licensee’s shareholding percentage within Paramount Corporation Berhad, which is garbled in the reachable text of its own annual report. Paramount Corporation Berhad’s own company registration number, which is not in the reachable text of its own annual report either. Any QLASSIC score — the buildings are complete, so an assessment is possible in principle; none is published, which is not the same as none existing. And any award of any kind: none is claimed for Atwater on any surface this page reached, AND the developer’s own awards page returned an error and was not read, so this is NOT graded a clean negative. Every item above is a silence this page prints as a list rather than leaving as a gap.

The licensed developer

PARAMOUNT PROPERTY DEVELOPMENT SDN. BHD. — what you can check, and what the licence does not reach

The licensee is PARAMOUNT PROPERTY DEVELOPMENT SDN. BHD., company registration 200201020247 (587910-U), KPKT developer code 9202, holding developer licence 9202/03-2027/0224(A) valid 28 February 2022 to 14 March 2027 — CURRENT as at 14 October 2026, with about five months to run. The register reads statusPemaju: Aktif and mempunyaiKesalahan: null — not Ada Kesalahan — with no sick-project and no abandoned-project count in the record and 23 registered projects. That is a clean field and it is worth asserting, because this site has recorded the other value on two other developers. The /03-2027/ segment reconstructs the printed end date correctly, so there is no corrupt serial and no fabricated end date here. And this is NOT an (N) first-issue licence: licence 9202’s four-digit code and 23-registration history make it one of the longest-running licences on this site. Registration numbers across three surfaces, at three levels of completeness: the developer’s own site footer gives the full modern number; the filed advertisement gives only the short 587910-U; and the KPKT register prints none at all.

AND HERE IS THE DISTINCTION THAT THIS WHOLE PAGE TURNS ON, IN ONE SENTENCE: A DEVELOPER LICENCE LICENSES THE DEVELOPER. A REGISTERED SCHEME AND AN ADVERTISING AND SALES PERMIT LICENSE THE SCHEME. Licence 9202 is live, clean and current, and NOT ONE of its 23 registrations is the office towers. The one registration that sits on this 5.09-acre site is 9202-21 — Atwater, Pangsapuri Servis, Jadual H, 493 units — and that is the serviced apartments. So the licence being valid tells a buyer that the company is entitled to carry on housing development. It tells them nothing whatever about the contract, the delivery obligation, the deposit protection or the defect remedy attaching to a commercial office suite, because the Housing Development Act does not reach that product at all. This is the single most likely misunderstanding a client will arrive with, and it is worth one deliberate sentence of your own.

The parent is Paramount Corporation Berhad (Bursa: PARAMON), whose property-segment group-structure chart in the audited AR2025 names this subsidiary. Two things about the parent that this page could NOT establish and says so: the licensee’s shareholding percentage within the group is garbled in the reachable text of the report, and the subsidiary note sits in the financial-statements section that could not be reached; and Paramount Corporation Berhad’s OWN company registration number is not in the reachable text of its own annual report either. The numbers printed on page 3 of that report belong to the company secretary and to the external auditor — never harvest a registration number from the wrong field, and this page does not.

NO JOINT VENTURE IS PUBLISHED, AND THE EVIDENCE SUPPORTS THAT AFFIRMATIVELY RATHER THAN BY SILENCE. No source names a joint-venture partner, a landowner entitlement or a profit share. Paramount Corporation bought the 5.09-acre site itself in 2009, there is no vendor special-purpose vehicle in any announcement, and the licensee is a wholly-named group subsidiary in the AR2025 structure chart. Where no landowner and no vendor holds a competing licence or a published entitlement, that is positive evidence of no joint venture and it should be stated rather than left as a gap.

THE CONTRACTOR AND THE FULL CONSULTANT TEAM ARE PUBLISHED, WHICH IS RARE AND IS A CREDIT. constructionplusasia.com names every role: main contractor ORANGEBEAM Construction Sdn Bhd; architect ONG&ONG 360 Consultancy Sdn Bhd, principal architect Ar Ng Cho You; civil and structural engineer G&P Structures Sdn Bhd; mechanical and electrical engineer Zeal Perunding Sdn Bhd; quantity surveyor Baharuddin Ali & Low Sdn Bhd; and landscape architect Urban Design Group Sdn Bhd. Almost no project on this site has a complete named team, and the two commercial-title pages that preceded this one had none at all. BUT THE CONSTRUCTION-FLOAT TEST CANNOT BE RUN, AND THE REASON IS ITS OWN KIND OF CLOSED DOOR. That record prints no contract value and no commencement date — it says only that main building works have commenced. There is no exchange announcement, because the main contractor is not a listed company and the contract fell below the parent’s own announcement threshold; no construction-register record was reachable; and the filed advertisement names no consultant at all. So there is no commencement date to test against a contractual delivery date, in either direction. The other half is simply the finished position: peratusSiap: 100.00 against a completed CCC on 9202-21. Note the inversion, which recurs on this site: here the FULL consultant team is published and the contract value and dates are not.

THE DEVELOPER’S OWN STATUTORY SURFACE: THERE IS NONE FOR THE OFFICES, AND THAT CUTS BOTH WAYS. The developer’s own website has no /apdl page, no permit-disclosure page, no statutory panel on either of its Atwater pages and no developer-licence block anywhere — only a personal-data notice and the footer company number. THE CREDIT: with no developer statutory panel in existence, the entire family of “developer data-strip error” findings this site reports on other projects CANNOT OCCUR on the office component. No stale permit panel, no fabricated validity, no permit serial printed as a licence serial, no below-minimum price table, no active-versus-first-issue mismatch. That is a credit, not an absence, and it is stated as one. THE FAULT: the one statutory panel this developer HAS filed — the apartments’ — does carry the licence-field error set out in the register section above. So the family of errors is absent where nothing is filed and present where something is. AND THE ONE REAL UNBLOCKER, named rather than glossed: the developer’s own e-brochure ATwater-ebrochure-Oct26.pdf is present, current by its own CMS filename, and IMAGE-ONLY with no machine-readable text layer. It is the single most likely place a specification table, a suite schedule, a tenure statement or anything resembling a statutory panel for the office component exists, and it CANNOT BE READ from here — which is a different statement from “none published”.

And the developer’s own words, with the surface each came from, because the strongest of them is the one against its own interest. The office page calls the towers “Petaling Jaya’s Finest Corporate Office Towers”, promises “unmatched amenities” and “the ultimate lifestyle experience”, and claims “maximum road frontage”. No body grades or ranks Malaysian offices, so the first is pure marketing and this page does not reproduce it as a claim; the last has a factual core — the site does front at least two Section 13 roads — and this page does not quantify it. “Grade A” appears on six surfaces including the audited annual report, and it is a MARKET DESCRIPTOR with no certifying body in Malaysia: published here as the developer’s word, never as a standard. Two chief executives of the property division are quoted as the authority on this project at different dates — Beh Chun Chong in 2018 and 2019 (“our product ranges from 1,400 sq ft to 30,000 sq ft to cater to all sorts of businesses”; “we feel that this is the right time to roll out the commercial part of Atwater”; “as Paramount will be an anchor occupier in the development”) and Chee Siew Pin in 2024 (“the current strategy is to sell Tower A”; “we will consider selling Tower B if there is an offer to buy the asset”; “we are in talks with several local and foreign investors that are interested in these assets”) — so date every quote. AND THE ONE THAT MATTERS MOST, BECAUSE IT IS AGAINST INTEREST: the AUDITED AR2025, page 33, attributes part of the group’s fall in property sales from RM1.4 billion to RM808.0 million to “muted sales from the commercial offices of ATWATER Corporate Office Towers”, and page 37 records that the towers “accounted for the majority of the Group’s completed commercial inventory in 2025”, with page 35 recording commercial properties at 88% of completed unsold inventory. A developer’s audited accounts disclosing a component’s weak take-up against its own interest is rare, and it is credited here. The honest reading for a buyer: these suites are not selling quickly, the developer’s own audited accounts say so, and that is simultaneously a negotiating position and a resale-liquidity warning. One more fact that cuts for the buyer rather than against: Paramount Corporation Berhad occupies Level 12 of Tower B as its own head office — so a buyer of a Tower B suite would be buying into a building whose anchor occupier is the developer’s own parent. That is a genuine strength and it is stated as the fact it is.

Developer-licence and registered-scheme facts on this page were read from the KPKT TEDUH register on 14 October 2026; the filed particulars from the one statutory advertisement on this parcel; the green certifications from the GreenRE tier tables AND the certification-entry lists; and the corporate facts from Paramount Corporation Berhad’s audited Annual Report 2025. A warning for anyone repeating the register search: q=PARAMOUNT returns 18 licensees and at least three of them belong to other corporate groups — two with a UOA register fingerprint and one with a Tiong Nam e-mail address. A brand search returning eighteen real licensees is still not eighteen of the right ones. Confirm a corporate family by the shared register fingerprint, never by the brand word. Nothing on this page should be read as a statement that any party has acted unlawfully. An advertising and sales permit is required before a HOUSING development may be advertised and sold; a commercial development is outside that Act and does not require one — which is why none exists for these office towers, and which is exactly why none of the Act’s protections applies to them either.

Questions and answers

Questions a buyer should ask, answered from the register and from named sources

Is ATWATER Corporate Office Towers a registered housing scheme, and does the developer hold a KPKT licence?
The developer holds a licence. The office towers are not a registered scheme. Those are two different questions and the answers are different. The licence is real and current: PARAMOUNT PROPERTY DEVELOPMENT SDN. BHD., company registration 200201020247 (587910-U), KPKT developer code 9202, licence 9202/03-2027/0224(A), valid 28 February 2022 to 14 March 2027, status Aktif, mempunyaiKesalahan: null, 23 registered projects. Not one of those 23 registrations is the office towers. The one registration on this 5.09-acre parcel is 9202-21, registered name Atwater, building type Pangsapuri Servis, contract Jadual H, 493 units — the serviced apartments. A project-name scan across all 18 licensees returned by a register search for “Paramount” finds no record anywhere containing Atwater, Office, Pejabat, Komersial or Pusat other than that one row, and those words occur only inside licensee addresses. A developer licence licenses the DEVELOPER; a registered scheme and an advertising and sales permit license the SCHEME.
I searched KPKT for “Atwater” and I found a record. Doesn’t that mean my office suite is covered?
No, and this is the most important answer on the page. The record you found is almost certainly 9202-21, and it is the 493 serviced apartments. Read the two fields that settle it: the building type and the unit count. If the record says Pangsapuri Servis and 493 unit, it is not describing your office suite. Everything reassuring on that record belongs next door: the Jadual H contract, the 36-month delivery period, the advertising and sales permit, the Certificate of Completion and Compliance dated 19 December 2022, the 100.00% built figure and the Siap Dengan CCC status. None of it attaches to a commercial office suite. This is a more dangerous situation than a project with no register record at all, precisely because the search RESOLVES — the register’s name field here is correct, it resolves, and it describes a different product under a different contract schedule.
What protections do I actually lose by buying a commercial office suite rather than a licensed home?
Every protection the Housing Development (Control and Licensing) Act 1966 gives a Malaysian homebuyer — and the 493 apartments on the same parcel have all of them.
ProtectionThe 493 apartments (9202-21)The 72 office suites
Sale contractJadual H — the statutory strata form, which cannot be varied to the buyer’s detrimentNONE. The agreement is whatever the developer’s solicitors draft, and every term is negotiable rather than prescribed
Delivery period36 months from the first SPA, with any extension requiring Ministry approval and appearing on the registerNONE. No contractual delivery date exists on any public document
Late deliveryA statutory liquidated-and-ascertained-damages formula running from the contractual dateNONE. The only remedy is whatever the private agreement gives
Your progress paymentsHeld in a section 7A Housing Development Account, ring-fenced for that projectNO such account exists, and no source says where payments go
Defect liability24 months after vacant possession, by statuteNONE by statute. Commercial agreements commonly give 12 months or less, and the period is not published by anybody
Dispute routeThe Tribunal for Homebuyer ClaimsNO Tribunal route. Court or arbitration, at commercial cost
Advertising controlAn advertising and sales permit must be in force before any unit may be advertised or sold — 9202-21/02-2023/0234(R)-(S)ABSENT. None was ever issued, because a commercial development is outside the Act and needs none
Filed particularsBuilding type, tenure, lease expiry, restriction in interest, chargee, unit count, built-up schedule and a price figure — all filed and readableNOT FILED. Not one of them
Delivery recordReadable: original date, approved extension, CCC, vacant possession, built percentage and a Lewat late flag that was checked and not flaggedCANNOT BE CHECKED — those fields live only on a registered-scheme record. Absent, not negative
None of that is an allegation about anybody. An advertising and sales permit is required before a HOUSING development may be advertised and sold; a commercial development is outside that Act and does not require one. That is why none exists — and it is exactly why none of the Act’s protections applies. What to do about it: ask the developer’s solicitor, in writing, for the draft agreement, the delivery date and the remedy if it is missed, where deposits and progress payments are held, and the defect liability period and how a defect is notified.
How do you know the office towers are not just an unregistered PHASE of the registered scheme?
Because the arithmetic closes exhaustively, on seven independent legs. The register’s 9202-21 has exactly two component rows: 183 units at 24 storeys, and 310 units at 27 storeys. 183 + 310 = 493. There is no third row, no office row and no retail row. The filed advertisement’s own Bilangan Unit field reads 493. The filed built-up schedule maps onto both register rows: the register’s 62 and 79 square metres convert to about 667 and 850 sq ft, against the filing’s 670 and 853 sq ft built-ups — so both rows are apartments and the register’s own keluasan field is a BUILT-UP in square metres rather than a land area. An independent publisher writing in March 2018 assigned the towers the same way — “Tower 1 has 310 units, 12 per floor; Tower 2 has 183 units, 8 per floor”, sizes 670 to 1,422 sq ft — a perfect match to both documents from a source that saw neither. And the offices close independently at 72 on two sources: a November 2018 report giving Tower A 19 units and Tower B 53, and a construction-industry record giving “72 executive and premier suites”. Plus 27 retail lots. 493 + 72 + 27 = 592 units in the development, of which 493 — 83.3% — are HDA-registered and 99 are not.
Is the developer’s record any good? What can I actually check?
Quite a lot, and that is the counterweight this page publishes in the same breath as the absences. You can check the licence number, its validity dates, the conduct flag, the project count and the status of every registration, all on the public register. Licence 9202 reads Aktif with mempunyaiKesalahan: null and 23 registrations; the register’s own list shows Siap Dengan CCC, Siap Dengan CFO, one Lancar and two Tiada Maklumat, with twenty-one of the twenty-three carrying a completed status and no Sakit, no Terbengkalai and no Lewat anywhere in it. And there is a delivery record on THIS VERY PARCEL that can be scored, which no other commercial-title page on this site has. Both halves, because neither is honest alone: an extension of +23 months was approved and about 21.5 months of it were used; the CCC landed 49 days and vacant possession 39 days INSIDE the governing date of 6 February 2023 — consumed, not overrun. AND measured against the original contractual date of 6 March 2021, the CCC was about 21.5 months late and vacant possession about 21.8 months late. A buyer who signed in March 2018 expecting March 2021 waited until the end of December 2022. Permit cover was continuous for five years with no unpermitted interval, and the first permit pre-dates the first SPA by five days. So: you can check the developer even though you cannot check the scheme. That is materially better than a project with no licence at all — and it is still not the same thing as your purchase being protected.
Are the office towers green-certified, and does that certification cover my suite?
Yes, both towers hold FINAL GreenRE certification, and this is the one place on this page where the register is BETTER than the marketing. Atwater Office Tower A: GreenRE Bronze, final certification, 9 December 2025, tool NRB v3.1. Atwater Office Tower B: GreenRE Silver, final certification, 15 December 2025, tool NRB v3.0. Both certified to Paramount Property Development Sdn Bhd, and both confirmed on two independent GreenRE surfaces each. NRB means NON-RESIDENTIAL BUILDING, which is itself part of the proof that this product is not a home. And the inversion worth knowing: the 493 serviced apartments hold NO GreenRE rating of any kind, at any tier. These two rows belong to the offices and to nothing else. Two reading notes: the tier table’s status column and the certification-entry list’s type-of-certification column are different fields — Tower B reads ACTIVE in one and FINAL CERTIFICATION in the other — so both towers are FINAL and neither is provisional. And the tool version is not a function of the date: Tower A was certified six days EARLIER on the NEWER v3.1, Tower B later on the OLDER v3.0. Whether a certification at building level says anything about your specific suite is a question for the developer, and the certification covers the building rather than a fit-out you would be doing yourself from a bare-shell handover. The developer’s own project page understates this, saying only that the towers were “designed sustainably and awarded with green building certification”, with no tier — and its audited annual report names both tiers correctly.
What is the title, the tenure and the lease expiry?
Leasehold on five surfaces with no disagreement, and strata on two. The lease expiry of the COMMERCIAL parcel is NOT PUBLISHED BY ANYBODY and this page does not interpolate it. The only filed expiry anywhere on this 5.09 acres is 12 Disember 2116, which comes from the apartments’ statutory advertisement — 90 years and 2 months to run from today — and it belongs to 9202-21. The reading, and it is only a reading, is that a single head lease over one 5.09-acre parcel is likely to carry one expiry, so that is the probable figure. But one source apportions the site as 2.96 acres commercial/retail and 2.13 acres residential — which reconciles to 5.09 exactly — and that admits of separate titles with separate conditions. No source addresses the point. Order a land search on the commercial parcel before paying anything. It would settle three things no public document does: the parcel’s own unexpired lease term; its category of land use and express conditions after the Section 13 conversion from light industrial; and whether a restriction in interest is endorsed on it and whether any charge is registered against it. The apartments’ filing records Sekatan Kepentingan: Tiada and names a chargee — both are the apartments’ and neither may be read across.
Can a foreigner buy one of these office suites?
UNDETERMINABLE on the public record, and the reason matters more than a number would. Daerah Petaling is Selangor Zone 1, where the minimum purchase price for a foreign buyer is RM2,000,000 — but that is a RESIDENTIAL figure, for strata and landed-strata homes, and the source says so in its own words. It also states that some states apply different or no minimum thresholds for commercial-titled property, and it does not address Selangor commercial at all. For a commercial strata title the route runs through the Garis Panduan Perolehan Hartanah, the Ministry of Economy’s property-acquisition guideline effective 13 July 2022: a foreigner may not acquire an individual commercial unit below RM1,000,000; a non-residential acquisition of RM20 million and above that reduces an ethnic-allocation or Government interest requires approval; AND State Authority consent under section 433B of the National Land Code is REQUIRED REGARDLESS before any transfer can be registered. No reachable State Land Office circular sets a commercial floor for this district. The arithmetic, labelled: no per-suite price is filed and none is published by the developer, so no count of qualifying suites can be given. On my own arithmetic from the developer’s own announced en-bloc figures for whole buildings, the smallest marketed lot of about 1,384 sq ft works out at roughly RM1.20 million and the largest of about 30,010 sq ft at roughly RM26 million. So against the RM1,000,000 commercial minimum every suite would clear; against the Selangor Zone 1 residential figure of RM2,000,000 the smaller ones would not; and a whole-floor acquisition at the top of the range would cross the RM20 million approval trigger in the circumstances described. The answer turns entirely on which threshold applies, and nobody publishes that. This page will not tell a foreign buyer they are eligible: confirm with the Selangor State Land Office and the Ministry of Economy before paying anything.
What is the price, and why does this page not publish one?
Because there is no statutory selling-price band for a component that was never registered, and because the figures that do circulate are the wrong kind of figure to publish. No filed advertisement means no filed Harga Jualan Unit Minima/Maksima, so the below-filed-minimum test this site runs on every licensed project is inapplicable here, and no discrepancy is reported against a minimum that does not exist. What IS published on this page, each labelled: the public-registry price band for the APARTMENTS at 9202-21 (RM161,600.00 – RM1,472,667.00 on the 183-unit row and RM590,000.00 – RM789,400.00 on the 310-unit row, with the RM161,600 minimum recorded as an unexplained anomaly rather than guessed at); the registry transaction data for the apartments (median RM961 per sq ft, range RM923 to RM1,000, a high of RM1,224 in March 2021 and a low of RM550 in March 2018, which is the launch month); the Section 13 commercial market (147 registered deals worth RM233 million between 2023 and the second quarter of 2026); and the developer’s own en-bloc asset figures for the whole buildings, about RM318 million in 2021 and over RM320 million in 2024, which are a development-value class of figure rather than anything a client would buy. There is no transacted price data for an office suite anywhere. Four families of figure DO exist on this project and all four are withheld, each named by kind in the register section above. And the one price this agency will give you, on request and in writing, is the sale and purchase agreement price (合同价).
The developer’s own report says sales have been muted. Is that a problem or an opportunity?
It is honestly both, and the fact that the developer’s own AUDITED accounts say it is itself a credit. Paramount Corporation Berhad’s Annual Report 2025, page 33, attributes part of the group’s fall in property sales from RM1.4 billion to RM808.0 million to “muted sales from the commercial offices of ATWATER Corporate Office Towers”; page 37 records that the towers accounted for the majority of the group’s completed commercial inventory in 2025; and page 35 records commercial properties at 88% of completed unsold inventory. A developer disclosing a component’s weak take-up against its own interest, in an audited document, is rare. This site has seen three consecutive audited reports elsewhere never mention a +22-month extension at all. The honest reading: these suites are not selling quickly, so a buyer has a negotiating position — and resale liquidity is the mirror image of the same fact. Both halves belong in the same sentence. No suite-level sold count, remaining count or percentage is published by anybody, because there is no filing to carry a Baki Unit line. The audited report published in April 2026 reports no sale of either tower, and nothing later was found. Note what the apartments did by contrast: the filed advertisement of March 2022 records Baki Unit: 1 — 492 of 493 sold, 99.80% — and they are badged sold out today.
How tall are the towers, and how big are the suites?
Not filed, and contradicted — so this page prints every reading and adjudicates none.
AttributePublished readingsWhat this page does
Tower A storeys8 on five surfaces including the audited AR2025; 9 on one 2018 report; and the developer’s own floor-plate schedule runs Tower A to Level 10Prints 8 as the developer and its audited report state it, names the other two, and adjudicates neither
Tower B storeys16 on five surfaces; 17 on one 2018 report; 18 on one 2021 reportPrints 16 and names the other two. Weak corroboration for 16: the floor-plate schedule stops at Level 16 and no Level 17–20 plate asset exists on the developer’s own host, confirmed against a negative control
Retail podium2 storeys on five surfaces; 6 on one 2018 reportPrints 2 and names 6 as a superseded plan
Retail area36,409 sq ft on the developer’s own 2024 announcement and the advertorial; about 38,000 sq ft on the developer’s own current pagePrints both. The developer contradicts itself by 1,591 sq ft across its own two surfaces
Net sellable areaTower A 169,301, Tower B 197,548, total 366,849 sq ft; one 2021 report gives 169,300 / 197,570 / 366,870Prints the first set; the difference is 21 sq ft, which is rounding and not a disagreement
Suite sizesMarketed lots about 1,384 to 30,010 sq ft; or 1,400 to 30,000 on another surfacePrints both ranges. No per-suite type code and no per-suite built-up schedule is published by anybody
Car park885 bays shared, on two surfaces; 890 on one agent listingPrints 885 and names 890. Not filed, and no per-suite allocation is published
Ceiling height and finish9.8 ft floor-to-ceiling; cement render floor finish, i.e. bare-shell handoverPrints both, labelled: one leasing agent is the only source for either, and that same page refutes itself twice on its own area figures
And no source anywhere states how the 72 suites map onto the floor plates. 19 suites across Tower A’s bands and 53 across Tower B’s cannot be reconciled from any published document, and this page does not attempt it, because the arithmetic does not close.
How far is the nearest train station? I saw a claim of 500 metres
That claim is wrong and it is refused here by name. The developer’s own distance table — published identically on both of its Atwater pages — puts the nearest rail at Phileo Damansara MRT 3.3 km and Taman Jaya LRT 3.4 km, with Asia Jaya LRT at 5.0 km. One leasing agent’s features list claims a train station within 500 metres, while that same page’s own description says no rail station is within 1 km walking distance. The second is right, and two independent sources prove it: the developer’s own figures, and SME Magazine’s report that shuttle buses are planned to Asia Jaya LRT and Phileo Damansara MRT precisely because the site is not directly linked to either. So Atwater is not a transit-adjacent building and the developer’s own figures say so. The complete set of distances anybody publishes is six, all the developer’s, all measured from the development rather than from a tower or a lobby, and the developer does not say whether they are straight-line or by road: LDP 1.9 km, SPRINT 2.0 km, Federal Highway 3.0 km, Phileo Damansara MRT 3.3 km, Taman Jaya LRT 3.4 km and Asia Jaya LRT 5.0 km. Nothing else is published and nothing is estimated on this page. Jaya One, PJ33, Jaya Shopping Centre, Columbia Asia Hospital and Taman Paramount LRT are named by somebody with no distance from anybody; Sin Chew Media’s headquarters is described as adjacent, which is an adjacency and not a distance; and the sheltered walkway to Jaya One is the developer’s own word “PROPOSED”, in 2023, so it is not presented here as built.
What is the density, the plot ratio and the gross floor area?
No density and no plot ratio is published on this page, and the reason is that the only published gross floor area fails its own test. One construction-industry record gives about 175,000 square metres of gross floor area. 175,000 m² is 1,883,683 sq ft by my conversion; 5.09 acres is 221,720 sq ft; and the ratio is 8.50. MBPJ’s gazetted Special Area Plan for Section 13 permits 3.25 to 3.75 for mixed-use developments. 8.50 is 2.27 times that ceiling, and the figure does not survive. Now the corroborating half, which is the honest way to refuse a figure: sum the published component areas instead — office net sellable area 366,849 sq ft, retail 36,409, and residential net sellable area which on the filed built-ups and unit counts falls between 363,799 and 478,156 sq ft because the exact mix is unpublished. Total 767,057 to 881,414 sq ft, giving a NET ratio of 3.46 to 3.98, which brackets the permitted band. So the 5.09 acres is corroborated and the 175,000 m² is refused — it is probably a total gross built area including basement car parking and plant rather than a planning gross floor area. And density for an office building is not a meaningful metric in any case: 72 suites across a 2.96-acre apportioned parcel is arithmetically 24.3 per acre and tells a buyer nothing when suites run from 1,384 to 30,010 sq ft. The useful figures are the floor-plate schedule and the 366,849 sq ft of net sellable area, and this page publishes those instead. Seven candidate denominators were refused, including the register’s own keluasan: 62–79 mps, which is a BUILT-UP in square metres and would understate the site by about 25,000 times if read as land area. And Keluasan Tanah is NOT PRINTED in the one filing on this parcel, so no filed parcel area exists at all.
What should I ask Louis to get, before I pay anything?
Six things, in this order. ONE: the developer’s written confirmation of which agreement you would sign, the delivery date, the late-delivery remedy, where deposits and progress payments are held, and the defect liability period and how a defect is notified. TWO: a land search on the COMMERCIAL parcel — its own unexpired lease term, its category of land use and express conditions after the Section 13 conversion, any restriction in interest and any registered charge. THREE: the suite schedule — the built-up of each suite type, which floor plates sit in which tower, the car-park allocation per suite, the reserved and floating parking charges, the service charge and sinking fund, the strata share-unit allocation and the management-corporation arrangement for a mixed development with 493 apartments on the same parcel. FOUR: the developer’s own current e-brochure, which is present and image-only and cannot be read from here — it is the single most likely place a specification or suite schedule exists. FIVE: the Malaysia Digital designation certificate, tier and scope for the specific tower and floor, and written confirmation of the GreenRE certification for the tower you are buying in. SIX: how many of the 72 suites remain unsold, whether Tower A has been sold en bloc, and the current sale and purchase agreement price in writing. Louis will ask every one of those and send you the answers with nothing paraphrased.

Before you pay a deposit on an Atwater office suite, get these answers in writing

This page exists for one reason: in one development, from one developer, on one 5.09-acre parcel, the apartments are Schedule H homes and the office suites are not — and no public document tells you so. Not the developer, not The Edge, not StarProperty, not the portals and not the leasing agents. A Chinese-speaking or English-speaking buyer comparing an Atwater office suite against an Atwater apartment, at a similar rate per square foot, has nothing telling them the two purchases are governed by different law. None of that is an allegation about anybody. It is what the registers say, read on 14 October 2026 — and it is why the fourteen questions above matter more here than they would on a licensed scheme. Louis will ask the developer every one of them and send you the written answers, with nothing paraphrased.

Over a decade selling property in Johor Bahru and the Klang Valley, and the reason this page reads the way it does. On a project where the register resolves but resolves to the WRONG component, the useful thing an agent can do is not to sell harder — it is to put the register code in front of you, show you the two fields that prove which product it describes, name every absence as an absence and every credit as a credit, and go and get the developer’s written answers to the questions the public record cannot answer. This page publishes no per-suite price because there is no statutory band to publish; ask and you will get the current sale and purchase agreement price (合同价), in writing.

Build progress

The unit mix, the permitted price and how far up it is

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

The filed advertisement · on the ministry’s own server

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
