Six things about Anggun Residences worth knowing early
Four are reasons it belongs on a Batu Kawan shortlist. Two are questions to settle before you offer. Everything here is from the developer’s own material or the government register.
It is already built
The register shows 100% complete, a CCC on 9 August 2024 and vacant possession on 23 September 2024. You inspect the actual unit, the actual view and the actual corridor — no construction risk, no progress-billing interest.
Delivered ahead of its own contract
Under the Schedule H agreement the first SPA was signed on 16 March 2022 with a 36-month delivery period, so keys were due by 16 March 2025. They came in September 2024 — about six months early, with no extension ever filed.
Design Village is the neighbour
The register’s coordinates are 220 m straight-line from Design Village Outlet Mall, 410 m from UOW Malaysia KDU and 470 m from Columbia Asia Hospital. The south-east units look straight over the mall.
Family-sized, not shoebox
Every typical unit is at least 1,045 sq ft with three bedrooms, on a 3 m floor-to-floor height. On Level 5 the dual-key garden units reach 1,400 sq ft plus a private terrace.
Tenure is not on the developer’s sheets
None of the developer’s brochures I hold states freehold or leasehold. Some portals print a lease expiry; I don’t repeat it. Get the title searched before you sign — I will arrange it.
The whole band clears the mainland foreign floor
The permit band runs from RM653,900 to RM1,270,100, and in Seberang Perai Penang’s floor for foreign individuals buying strata is RM500,000. On the register figures every layout, from the 1,045 sq ft types to the Level 5 garden units, can qualify — confirm the agreed price of the actual unit.

Level 5 garden floor
Level 5 sits on the podium. Its eight south-east units (B1, B2, B2b, B2c) are dual-key layouts — a three-bedroom home plus a studio suite with its own bath — each opening onto a private garden terrace over the facilities deck. The eight north-west units are the standard A-types.

Typical floors
From Level 6 up, every floor has 16 units in two wings of eight, off one long corridor with three lifts at the core. Units 1–8 face north-west toward the planned linear park (and, higher up, the Penang Bridge); units 9–16 face south-east over Design Village toward the Second Penang Bridge.

33rd floor
The 33rd floor is the highest residential level, one floor below the Level 33A rooftop with its sky dining, sky bar and lounge. The layout follows the typical floor, except unit 1, which becomes Type A2d. Highest floor means the longest views to both bridges — and the facilities are one flight of stairs up.

496 units — and where they sit
The register total matches the developer’s fact sheet. Its unit list also explains the layout: 16 units on each of 29 floors from Level 5 up (floor labels skip 4, 13, 14 and 24, using 3A, 12A, 12B and 23A instead), plus 32 units on the lower levels G to 3A. 29 × 16 + 32 = 496.
What the permit price band tells you — and what it doesn’t
The advertising permit recorded a band of RM653,900 to RM1,270,100. That is the band on the advertising permit, not the price of any unit — and for a completed building the price you pay is whatever the owner or developer agrees today. For foreigners it matters: on the mainland the floor for foreign individuals buying strata is RM500,000, and the whole band sits above it, so the register gives no reason to rule any layout out.
Schedule H, 36 months — and early
The agreement is Schedule H (strata). The first SPA was dated 16 March 2022 and the contractual vacant possession date was 16 March 2025. No extension was applied for; vacant possession was recorded on 23 September 2024. That is a useful data point on this developer’s delivery record.
The permit is expired — that is normal here
The last advertising permit, 20204-1/12-2024/1744(R)-(S), ran to 13 December 2024. A completed project with CCC does not need a live permit to be lived in or resold; it only governs the developer’s advertising of new sales.
About PE Land Penang

PE Land Penang is the brand of PE Development (Penang) Sdn Bhd, the company behind Anggun Residences. Its registered office is the management office of Design Village Outlet Mall, which is why the tower and the mall sit side by side and share a sales address.
On the national register the company has one project — this one. So there is no long Penang track record to judge it by; the fairest evidence is Anggun itself: CCC in August 2024 and keys in September 2024, six months inside the contract date.
The developer’s material notes GBI (Green Building Index) certification and, in its 2026 sheet, an Asia Pacific Property Awards 2026–2027 win for Best Residential High-Rise Architecture (Malaysia).

Yes. The government register shows the building 100% complete, with its CCC issued on 9 August 2024 and vacant possession on 23 September 2024.
That was about six months before the 16 March 2025 date the sale agreements promised, and no extension was ever recorded.
How many units and floors does Anggun Residences have?
496 units in one 35-storey block, standing over five levels of car park. From Level 6 up there are 16 units a floor, split into two wings of eight.
The register and the developer’s fact sheet give the same total of 496.
What unit sizes are available at Anggun Residences?
The typical units, Types A1 and A2, are 1,045 sq ft with three bedrooms and two bathrooms. The corner A2a, A2b and A2c layouts are larger; the register lists up to four bedrooms and three bathrooms.
On Level 5, the dual-key garden units reach 1,400 sq ft — Type B2c has a three-bedroom home plus a studio suite and a 726 sq ft private garden terrace.
Is Anggun Residences freehold or leasehold?
The developer’s brochures and fact sheet do not state the tenure, so I won’t guess or copy a portal’s figure.

Can a foreigner buy at Anggun Residences?
Yes. Batu Kawan is in Seberang Perai, where Penang’s minimum for foreign individuals buying strata is RM500,000 (RM1,000,000 for a foreign company). The permit band starts at RM653,900, so the 1,045 sq ft types and the Level 5 garden units can all qualify at the agreed price.
Conditions: state consent is required, a 3% state levy applies (the 1.5% reduced rate is only for the island), 8% stamp duty applies to non-citizens from 1 January 2026, and you may not resell for three years.
Which facing is better — north-west or south-east?
North-west units (1–8) front the planned linear park, with the Penang Bridge in view from the higher floors. South-east units (9–16) look over Design Village toward the Second Penang Bridge.
Because the tower is finished, the honest answer is to stand in both. Tell me your budget and I’ll line up viewings on each side.
What is the price and maintenance fee at Anggun Residences?
The only public price information is the permit band on the government register: RM653,900 to RM1,270,100. That is not what any unit costs today.
For a real asking price and the maintenance and sinking fund figures in writing for a particular unit, message me and I will send what is accurate on the day.
How does Anggun Residences compare with AndaBreeze Residences?
AndaBreeze is 520 m away straight-line, also in Bandar Cassia, but it is a 1,406-unit freehold project still under construction, due around 2030, with more two-bedroom stock.
Anggun is the opposite trade: smaller, finished and inspectable now, with three-bedroom units from 1,045 sq ft. Choose Anggun if you want to move in or let this year; AndaBreeze if you are happy to wait for a new building.
Who rents at Anggun Residences, and what yield can I expect?
The tenant base is the Batu Kawan job market: the industrial park, Design Village, UOW Malaysia KDU and Columbia Asia Hospital are all within 2.5 km straight-line.

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.
