Avantro Residences @ Bandar Kinrara

Freehold, 180 metres from Kinrara BK5 LRT, with permit prices running RM731,000 to RM1,162,000. Every one of those numbers is under Selangor’s RM2 million floor for non-citizens, so no unit here is open to a foreign buyer.

Avantro Residences @ Bandar Kinrara at a glance

This table is long because Chin Hin publishes an actual statutory notice as text, project by project, in one place on its corporate site. Rows three, four, five, nine and ten exist only because of that. Where a developer gives you permit numbers, per-block unit counts and per-block price ranges without being asked, you should use them — and you should notice when a different developer does not.

Pictures of the township, not of the towers

Chin Hin has released no site photographs I can attribute to Avantro. Here is Bandar Kinrara instead — a mature Puchong township with its own employment base, which is a different proposition from a new estate on the edge of one.

Why this address

Six things that decide whether Avantro suits you

Deal with the exclusion first, because it is absolute. The highest price on Avantro’s own advertising and sales permit is RM1,162,000, in Block A. Selangor’s residential floor for non-citizens in Zone 1 — which includes the Petaling district and therefore Bandar Kinrara — is RM2,000,000. Not one unit clears it, so a foreign buyer, a Singaporean and a Malaysian permanent resident are all shut out of the entire development, affordable wing and penthouse alike. Selangor also restricts non-citizens to strata and stratified landed property and applies a ten per cent cap on non-bumiputera units. Everything below this paragraph is written for Malaysian citizens.

🚇

One hundred and eighty metres, and it is a real number

Kinrara BK5 is on the Sri Petaling line, and the developer puts the walk at 180 metres. That is short enough to be a genuine transit-oriented development rather than a marketing phrase. The direction of travel matters: this line runs toward Bukit Jalil, Sungai Besi and Chan Sow Lin, so the natural tenant works in KL south, not Damansara. Match the tenant to the line before you model rent.

🏬

The developer keeps the shops

Twenty-one retail lots from 848 to 4,946 sq ft, spread over four floors, with about 400 basement bays serving them — and Chin Hin is retaining the lots to control the tenant mix. Ask any owner in a mixed development where the shops were sold off individually what that decision is worth. A retained podium can be curated; a stratified one becomes whatever twenty-one separate landlords can lease this quarter.

🏠

Two parking bays as standard, in a suburb that needs them

Every open-market unit gets two bays, and Block A units are listed on the permit as two or three. In Puchong that is the difference between a home a family can actually use and a compromise. The developer also put in speed ramps for faster access to the upper parking floors — a small thing that only matters once a day, every day, for the next twenty years.

🧾

Two completion dates, from the same developer

The advertising and sales permit on Chin Hin’s own corporate page states a target completion of January 2028. The group’s own launch interview said the project was scheduled for completion in the second quarter of 2028. Both are the developer’s. I flag it rather than pick one, because the date that binds is the one written into your sale and purchase agreement and nowhere else.

🏷️

The price on the website and the price on the permit do not match

Chin Hin’s Avantro project page currently shows price from RM621,000. The same company’s APDL page shows a Block B minimum of RM731,000 and a Block A minimum of RM826,000. That is a RM110,000 gap between two documents on one corporate site. The likely explanation is a launch price that predates the current permit, but likely is not good enough when it is your deposit. Get the price list dated this week.

🧮

A quarter of the building is affordable stock

Two hundred and eight of the 842 units are 550 sq ft one-plus-one affordable apartments in a wing linked to Block B. This is normal, it is a planning requirement, and it is not a defect — but it is a fact you should know before you sit in the first annual general meeting. Affordable stock has different owner economics, different turnover and different service-charge arrears profiles, and it shares the management corporation with you. Ask how the maintenance budget is apportioned between the wings.

Project DNA

The whole development, decoded

Eight hundred and forty-two units on 3.43 acres is dense, and the way Chin Hin handled that density is the interesting part. The towers sit on a four-floor retail and parking podium, and the retail is scattered vertically across those four floors instead of being lined up along a street frontage. That was a deliberate risk — the group said so — taken because the site is already surrounded by conventional shoplots and another row of them would have added nothing.

The larger block

Block A — 31 storeys, 339 open-market units

Thirty-one storeys, 339 units, and the only block in the development where the permit allows three parking bays. It also carries the top of the price range at RM1,162,000, which at the open-market ceiling of 1,206 sq ft implies roughly RM964 per square foot. Block A soft-launched in September 2023 and had taken more than 200 bookings by the time the official launch came around in November, so this is the block that has been selling longest — which usually means the remaining stock is low floors, the 4-bedroom top end, or whatever faces the wrong way.

Two storeys taller than Block A but with fewer units and a lower price band — RM731,000 to RM930,000 on the permit, two bays across the board. If you want the lowest entry into freehold ownership here, it is in this block. What you should also know is that Block B is the one the affordable wing links into. That is a design fact, not a judgement: it means the pedestrian flows, the lift lobbies and the shared podium routes on this side of the site carry more people than the Block A side.

These are not sold on the open market and they are not what you are being shown in the sales gallery, but they are part of the same building and the same management corporation. I include them because leaving them out is how a 634-unit brochure becomes an 842-unit reality at handover. The number to ask about is not the price — it is how the service charge and sinking fund are apportioned between this wing and the open-market blocks, and whether the facilities are shared or separated.

Facilities built around children and pets, plus a gourmet grocer

Chin Hin allocated 20,000 sq ft to a gourmet grocer and put a rooftop bar and an al fresco dining area into the retail podium, then designed the residential facilities around families — a pet area where dogs can be off the lead, a pool with water play features, and a children’s jungle gym instead of the usual indoor playroom. The list below is the developer’s own; where a facility is named in the group’s statement I have kept its wording rather than smoothing it into generic copy.

All 3 Avantro Residences @ Bandar Kinrara floor plans

The open-market range is 872 to 1,206 sq ft in three configurations: two-plus-one bedrooms with two bathrooms, three bedrooms with two bathrooms, and four bedrooms with two bathrooms. One of them is described by the developer as dual-key-ready rather than dual-key, which is a real distinction — it means the layout can be converted, not that it arrives converted. Every open-market unit comes with two parking bays, a bay window and a balcony, and the developer lets you choose whether the balcony hangs off the living room or the master bedroom. Chin Hin has not published a separate drawing per unit type on a public page, so what follows is described from the developer’s own specification text rather than from an image.

The entry configuration on the open market and the bottom of the 872 to 1,206 sq ft band. Chin Hin has not published a per-type floor plan on a public page for Avantro, so rather than lift a drawing off a portal and label it, I request the current set direct from the developer with the unit numbers attached. Two bays, a bay window and a balcony come standard on this and every open-market layout.

The middle configuration. Chin Hin publishes the band, not a built-up per type, so the 1,000 sq ft shown here is a mid-band placeholder and not a developer figure — I am labelling it that way deliberately rather than quietly presenting a guess as a spec. Every bedroom is designed to take a queen bed and the kitchen can be enclosed after handover if you prefer a wet-and-dry separation.

The top of the open-market range, and the layout that runs into the Block A ceiling of RM1,162,000 — roughly RM964 per square foot at full size. Note the bathroom count: four bedrooms sharing two bathrooms. That is a real constraint for a household of five or six, and it is the first thing I would check against your actual family before you fall in love with the floor area. The developer describes one of its layouts as dual-key-ready, meaning convertible rather than delivered converted.

Location & connectivity

Where Avantro Residences @ Bandar Kinrara sits

Avantro sits inside Bandar Kinrara, the mature Puchong township on the Bukit Jalil side rather than the IOI Mall side. The developer describes the surroundings as commercial shoplots, which is accurate and is the reason the retail component was designed the way it was. The approving authority named on the permit is Majlis Bandaraya Subang Jaya, so this is a Selangor local-authority scheme, not a Kuala Lumpur one, whatever the Bukit Jalil sales gallery address might suggest.

Open in Google Maps →
📍 Bandar Kinrara, Puchong47180 Puchong

I have deliberately not dropped a coordinate pin on this page. Chin Hin publishes a Waze link, but it points at the sales gallery in Bukit Jalil, not at the site, and the two are a fifteen-minute drive apart. Rather than convert a listing-portal guess into a latitude and longitude that looks authoritative, the map above is set to the address. Ask me and I will take you to the actual hoarding line.

The 180 metres to Kinrara BK5 is the developer’s figure and it is the single most defensible number on this project. It is a Sri Petaling line station, so the ride runs toward Bukit Jalil, Sungai Besi and the interchange at Chan Sow Lin rather than through Puchong’s own spine. That shapes the tenant profile: this suits someone working in the Bukit Jalil or KL south corridor far better than someone commuting to Bandar Utama. Walk the 180 metres yourself before you decide whether it is a pleasant walk or a hot one across a service road.

The permit lapses in three months

27 November 2026. A developer may not advertise or sell under a lapsed advertising and sale permit. Renewal is routine and there is nothing in this record to suggest a problem — but if you are offered a unit here after that date, ask to see the renewal document before any money changes hands.

The band starts at RM250,000, which usually signals an affordable allocation

RM250,000 to RM1,162,000 across 842 units, with layouts from 2 to 4 bedrooms. A floor at RM250,000 in a Bandar Kinrara scheme normally indicates a mandated affordable-housing component inside the same permit.

That means a price per square foot averaged across “this development” blends two different products. Ask which layout and which allocation your unit belongs to, and whether it carries its own resale restriction.

Components are 8 percentage points apart

Construction runs 42.85% to 50.85% by component — the developer’s own returns under the statutory 7(f) report. Ask which block your unit is in, then track that number before every progress payment your bank releases.

Foreign buyers: this one is closed

The permitted ceiling is RM1,162,000. Selangor’s minimum for a non-citizen buyer is RM2,000,000 for most property types. Nothing here reaches the threshold.

About Boon Koon Commercial Sdn Bhd, Chin Hin Group Property Berhad

The licensed developer named on the permit is Boon Koon Commercial Sdn Bhd (743834-V), and the project is brought to market by Chin Hin Group Property Berhad (201001017677, formerly 553434-U), the Bursa-listed property arm of the Chin Hin group. Both entities appear on the developer’s own APDL page, which is the level of disclosure I want to see and do not always get.

Chin Hin publishes its statutory notice as searchable text for every project it sells, in one place. For Avantro that gives you the developer licence 30190/09-2027/0189(A), valid 9 September 2022 to 8 September 2027, and the advertising and sales permit 30190-1/11-2026/1278(A)-(S), valid 28 November 2023 to 27 November 2026. The building plan approving authority is Majlis Bandaraya Subang Jaya under reference MBSJ.BGN.BP4.600-1/10/5/9(24), tenure is freehold, and the land is charged to Malayan Banking Berhad.

On the group’s financial position, which matters when you are handing over progress payments for four years: Chin Hin Group Property reported FY2025 profit before tax up 201 per cent to RM98.2 million, and first-quarter FY2026 revenue up 15.6 per cent to RM241.7 million. The group has also been actively acquiring — Kota Damansara, Puncak Jalil, Segambut, and a stake in a Jalan Sultan Ismail landmark scheme. Aggressive landbanking is a strength while the market is absorbing and a strain if it stops.

One thing I will point out because most write-ups do not: the developer is keeping the 21 retail lots rather than selling them. Group managing director Chiau Haw Choon said so explicitly, and the reason given was control of the tenant mix. For a resident that is a materially better outcome than a strip of stratified shops sold to 21 separate owners who then compete on nothing and lease to whoever pays.

Straight answers

Frequently asked questions

Can a foreigner or Singaporean buy at Avantro Residences?

No, and here the answer is unusually easy to verify because the developer publishes the price range on its own permit disclosure.

The permit ceiling is RM1,162,000 in Block A and RM930,000 in Block B. Selangor requires a non-citizen buying residential property in Zone 1 — the Petaling district, which contains Bandar Kinrara — to pay at least RM2,000,000. The most expensive unit in the development is a little over half the threshold.

Even if a unit did clear the price floor, two further Selangor rules would apply. Non-citizens may buy strata and stratified landed property only; individually titled landed housing is closed at any price. And a scheme carries a ten per cent cap on non-bumiputera units, which constrains supply before price is even discussed.

Foreign interest in Malaysian land law includes Malaysian permanent residents. A PR card does not move you across this line.

Consent in Selangor is granted by the state land office, not the federal route used in Kuala Lumpur. Directives are revised from time to time, so instruct your own conveyancing lawyer to confirm the current Selangor circular rather than relying on any website, including this one.

Why does Chin Hin’s website say RM621,000 when the permit says RM731,000?

Because they are two documents of different ages sitting on the same corporate site, and nobody reconciled them.

The Avantro project page on chinhinproperty.com shows price from RM621,000. The APDL page on the same domain shows a Block B minimum of RM731,000 and a Block A minimum of RM826,000. The advertising and sales permit was issued on 28 November 2023; the RM621,000 figure matches what the group quoted to the press at the November 2023 launch.

The most plausible reading is that RM621,000 was a launch or early-bird price and the permit records the current schedule. But plausible is not the same as confirmed, and a RM110,000 gap is not a rounding difference.

So the practical answer: never negotiate off either number. Ask for the price list by unit number, dated, and check the unit you want against the permit band for its block. I do that as a matter of routine, and I will send you both documents side by side.

Is completion January 2028 or the second quarter of 2028?

The advertising and sales permit published by the developer states a target completion date of January 2028. In the group managing director’s own launch interview, the project was described as scheduled for completion in 2Q2028. Both statements come from the developer.

A three to five month spread between a permit date and a press date is not unusual, and it is not by itself a red flag. Permits are prepared against the licence application, interviews are given against the construction programme, and the two drift.

What binds is neither of them. The date that matters is the delivery of vacant possession clause in your sale and purchase agreement, and the liquidated damages that attach to it if the developer misses it. For a serviced apartment sold under the Housing Development Act schedule, that is normally thirty-six months from the date of the agreement.

Ask for the draft S and P before you pay the booking fee, not after. I will read the vacant possession clause with you and tell you which of the two dates it actually supports.

Puchong has three projects on this site. Which one is right for me?

The three sort cleanly on two axes: tenure and transit.

Avantro is the only one that gives you freehold and a station at the same time. Freehold title, 180 metres to Kinrara BK5, two parking bays as standard, a developer-retained retail podium. You pay for the combination: RM731,000 gets you in.

The Wyn Residences gives you transit sooner, on leasehold. It is 150 metres from LRT Puchong Jaya, topped out in May 2026, and completion has moved forward to June 2027. If you need the keys inside a year, that is the only one of the three that can do it. The trade is a 2091-era ground lease question you will want your lawyer on, only two built-ups, and 1,546 units on 3.55 acres.

ANYA at Shorea Park gives you space and a low entry price, on freehold, with no station. Published from RM250,000, layouts to about 1,390 sq ft, a dual-key with three bays. It is the family owner-occupier option and it is by far the cheapest way in.

If you want the shortest version: rail plus freehold, Avantro. Rail plus soon, The Wyn. Space plus price, ANYA. And none of the three is available to a non-citizen at any unit, in any block.

What does the 208-unit affordable wing mean for me as an owner?

It means you will share a management corporation with 208 households whose economics are different from yours, and you should plan for that rather than discover it.

The wing is 208 one-plus-one bedroom units of 550 sq ft, linked to Block B, sold under an affordable housing scheme rather than on the open market. That is a planning requirement in Selangor and it is present in most new high-rise schemes of this scale. It is not a defect.

The three things worth asking before you buy: how is the service charge and sinking fund apportioned between the affordable wing and the two open-market blocks; are facilities shared or physically separated; and what share of the total share units does the wing hold, because share units decide voting weight at the annual general meeting.

Why it matters in year six rather than year one: sinking-fund arrears in mixed schemes tend to concentrate, and a management corporation that cannot collect cannot repaint, re-waterproof or replace lifts on schedule. Condition at year ten is most of resale value, and collection discipline is what buys condition.

None of this is a reason to walk away. It is a reason to read the proposed management corporation documents at the sales gallery instead of skipping to the render.

Is the retail podium a plus or a risk?

On the evidence available, a plus — and mainly because of one decision.

Chin Hin is keeping all 21 lots rather than selling them. The group managing director said the reason is control of the tenant mix. That single choice removes the failure mode that ruins most mixed-use podiums: shops sold to twenty-one individual owners, half of them absentee, who lease to whoever pays and end up with three phone shops and an empty anchor.

The physical design is the unusual part. The retail is spread vertically across four floors rather than laid out along a street frontage, with about 400 basement bays serving it and 20,000 sq ft allocated to a gourmet grocer, plus a rooftop bar and an al fresco dining area. Vertical retail is harder to make work than a strip — footfall drops with every floor — which is precisely why the developer described it as taking some risk.

The honest risk is this: a retained podium only stays curated while the owner has the appetite and the balance sheet to curate it. Ask what happens to the lots if the group later decides to sell them, and whether anything in the deed of mutual covenant restricts a future strata subdivision of the retail. That is a question for your lawyer, and it is a fair one to put to the developer.

What are the running costs I should budget for?

Start with the service charge. The developer estimates 35 sen per square foot including sinking fund. On an 872 sq ft unit that is roughly RM305 a month; at 1,206 sq ft, about RM422. Treat it as an estimate — the first management corporation budget is what fixes it.

Then the utility tariff question. Avantro is a serviced apartment, and serviced apartments in Malaysia usually sit on land carrying a commercial condition. Where that holds, electricity, water and assessment are typically charged at commercial rather than domestic rates. It is not automatic, so I put the question to the developer in writing rather than assume, and I would advise you to have the answer before you set your monthly budget.

Third, financing. Some banks apply a slightly tighter margin of finance to commercial-title serviced apartments than to residential-title condominiums. Get an indication from two banks before the booking fee.

Fourth, the parking. Two bays are standard here, which is good, but confirm whether they are tandem or side by side and which floor they are on, because that is written into the S and P and is very hard to change afterwards.

Finally, and only if you ever sell to a non-citizen — you cannot, at these prices. But if you sell within five years, real property gains tax applies, and the non-citizen rate is 30 per cent for the first five years and 10 per cent from the sixth year onward with no zero band. For citizens the schedule is different and your tax agent should run it.

How much of Selangor’s unsold overhang sits in this price band?

Enough that you should look at it before you buy, and not enough to disqualify the project.

NAPIC’s first-quarter 2026 numbers for Selangor show 3,745 unsold completed residential units and 2,407 completed but unsold serviced apartments statewide, against 1,904 newly launched units in the quarter and a secondary-market average transaction price of RM559,935.

Read those two numbers together. The average secondary transaction in Selangor is RM559,935; Avantro’s open-market entry is RM731,000. You are buying above the state’s average resale price, which is fine if the location justifies it and less fine if you need a fast exit.

What argues for Avantro against that backdrop: freehold title rather than leasehold, 180 metres to a station, two parking bays, a retained retail podium, and a unit mix aimed at families rather than at investors buying identical studios. Buildings that fill with owner-occupiers behave very differently in a soft market from buildings that fill with speculators.

What argues against: 2,407 completed unsold serviced apartments in the state is a real number, and Avantro will complete into that market. Plan the holding period, not the flip.

What do you do for me, and what does it cost?

It costs you nothing. On a developer launch the developer pays the marketing side; the buyer pays no agent fee and your purchase price does not change because I am involved.

What I actually do here: pull the dated price list by unit number and reconcile it against the permit band for the block, get the renewal of the advertising and sales permit before it lapses in November 2026, request the per-type floor plans that are not published publicly, ask the developer in writing which utility tariff class the scheme falls under, and get the proposed apportionment of service charge between the open-market blocks and the affordable wing.

I have spent eleven years in Malaysian property. On a project where two of the developer’s own documents disagree about the price and two of the developer’s own statements disagree about completion, the value is entirely in asking the boring questions early.

The permit expires in November 2026, so ask these questions now

The advertising and sales permit on Chin Hin’s own page runs to 27 November 2026. Permits get renewed routinely, but a permit inside its final months is the right moment to ask for the renewal in writing along with a current price list by unit number, the certified built-up for the layout you want, and confirmation of which of the two completion dates the sale and purchase agreement actually carries.

Developer launch. No buyer-side agent fee.

I work with cross-border buyers from Singapore and with local investors. I'll tell you when a project isn't right for you — that's usually worth more than the brochure.

Build progress

The unit mix, the permitted price and how far up it is

None of this table is the developer’s account of itself. It is what the Ministry of Housing and Local Government records from the 7(f) returns: unit type, bedrooms and bathrooms, built-up area, unit count, the price range on the permit, and the certified percentage complete. A brochure price can be revised; the price on the permit was filed. A brochure need not mention progress; the percentage is certified. The status vocabulary is theirs too: Lancar (on schedule), Lewat (behind), Sakit (sick), Terbengkalai (abandoned).

The filed advertisement · on the ministry’s own server

This is the document the developer had to file, and the housing department had to approve, before it was allowed to advertise at all — served from the ministry’s own host. It normally carries the location plan, the developer licence and building-plan approval references, the expected completion date, the encumbrance position, and the unit count and price floor and ceiling for each type. The brochure a salesperson hands you can be reissued. This one cannot.

What to do with the number. Read it against the delivery date in your own agreement, not against what a salesperson says. A project with a year left on its statutory clock and a third of the building up is telling you something the brochure will not.

How does that compare? Every development on this site, grouped by register status — cancelled, abandoned and behind schedule first.

Where the official drawings are

No floor plan is reproduced on this page — but the drawings are findable

A floor plan is the developer’s copyright. This site does not mirror one and let you assume it is official. What it can do is send you to the drawing itself.
